This reminds the author of a comment made by the first US general who visited the Indian Army Head Quarters. He found a light bulb hanging with a wire from the line. He could not believe that the Indian Army HQ would have such a contraption. His remark is very poignant today. He said “No self respecting army should tolerate this sort of a thing-and I have never seen this nonsense in any other army head quarters.”
