Reflections on Today’s World of Politics

President Trump and young-looking Pakistani Prime Minister Imran Khan met this week at the White House. Trump is master to transform rhetoric into reality as he did to North Korean leader. Both were trying to overcome the historic indifference and prejudice to bridge the ever-widening gaps between the reality and perceptions of the relationship. If the nation’s relationships are based on the simplicity of truth, wisdom, national interest and integrity, one could foresee political compromises as a virtue to foster friendship.  Trump’s body language signalled some positive overtures as America looks for foes and friends to end its occupation of Afghanistan. Pakistan is central to this strategy to facilitate a peaceful and face-saving outcome for America militarism in Afghanistan. Truth is unchanging as it was in 2001 that George W. Bush – an emotionally disturbed and intellectually imbalanced president embarked on military intervention to invade Afghanistan to strengthen his standing before the American masses after the 9/11 events. Truth is the same today as it was almost two decades earlier that America and its NATO allies displaced and killed millions for no other reason except a preposterous and distorted version of warmongering against the poor and helpless people of Afghanistan who had nothing to do with the 9/11 tragedies.  When false assumptions go unchallenged, it breeds more reactionary forces to entrench in violence and destruction.

This is how America and NATO destroyed the ancient and peaceful culture of Afghanistan. All wars are dreadful and end up in calamities with ripple effects for centuries to come. It is evidence of tragic human abnormality that American, Afghan and Pakistani could not unfold humanitarian approaches to resolve the enlarged conflict in Afghanistan. Now, Trump and Imran Khan have come to understand its reality and wisdom of reciprocal forbearance that could usher a just a viable settlement in Afghanistan. But no one should underestimate the prevalent optimistic scepticism linking Pakistan and Afghanistan to a new American policy and practice for change in southwest Asia.

If America has the political, moral and intellectual capacity to honour its commitments, it could resolve the Afghan problems via a peaceful agreement with the people of Afghan and ensuring a legitimately elected system of governance for Afghanistan. It is not the question of whether Taliban or President Ashraf Ghani’s party should govern Afghanistan, but the people of Afghanistan must have a participatory and final say in making the peace deal.  Rights of the people and political fairness must be the guiding principles to conclude a peace pact between the US, Pakistan and Afghanistan.  Military interventions never deliver peace and social harmony but destroy all substance that should support societal progress and future-making.

Imran Khan should be careful to assess Pakistan’s own weaknesses and strength and learn from the past as to what mistakes were made in military collaboration with the US scheme of things in the region. The USAID gimmick or the loans from the IMF are not viable strategies for national progress and development. Pakistan must strengthen its domestic socio-economic and political productivity, advancements and integration. Its progress is key to international cohesion and services to the neglected masses. Khan does not appear to have expertise in political change, economic productivity and nation-building. Political corruption is cancer in society. He should encourage and engage the new generation of educated and intelligent and honest people to participate in building new public institutions, new systems of participatory governance and political accountability in all domains of affairs. Imran Khan will be wise to enlarge his circle of governance by enlisting educated and proactive visionary men of ideas and strategic experts to deliver services to the people and ensure a progressive Pakistan.

Trump to Mediate Kashmir between India and Pakistan – Will He?

As a friendly overture to softening relationship with Pakistan, Trump offered to mediate the Kashmir dispute between India and Pakistan.  Immediately, Indian PM’ spokesperson denied Trump’s assertion of PM Modi ever asking him to discuss Kashmir with Pakistan.  In politics, argument and rebuttals could be pondered with varied logical scales. There is a contrast between what India claims to be and what Pakistan stands for and what the people of Kashmir valley aspire for. If we imply canons of rationality, it could clarify the core of fault lines between tense relationships of India and Pakistan.  If India and Pakistan are sincere to find a cure to the overwhelming cruelty, military tyranny and violations of the basic rights of the people of Kashmir, the global community will view them as leaders of peaceful future-making

In 1947 and 1949 at the UN Security Council Resolutions, the people of Kashmir were promised a referendum (plebiscite) to decide about their future whether to join India or Pakistan.  It is not the domestic territory of India or Pakistan to undo the truth about Kashmir. There is no sense to shed human blood on a precarious experiment whether India administers Kashmir or Pakistanis do. The conflict must be resolved by addressing the humanitarian problems and sufferings of the people of Kashmir. If Trump along with Russia and China could persuade both India and Pakistan to resolve the problem, it could open up a new threshold of peace and harmony in Southwest Asia.

America Needs a Safe Exit from Afghanistan

In a changing world of global thinking and friendly relationships with others, American foreign policy experts should think critically how best they could communicate to a friend in Southwest Asia and enlist urgently needed moral and practical support to pave the ways for a peaceful settlement of the Afghanistan crisis. America is a military power but its legend of invincibility has been torn apart by small groups of fighters in Afghanistan. Much of this land of ancient tribal herdsmen is in ruins, it’s the economy, political and civic infrastructures and productivity devastated by the insanity of war and civilian lives float between obsessed insecurity, daily bombings and extended graveyards. America cannot undo the history of its own ruthless engagement and strategic failure. This consequence is of its own failed strategy or no strategy at all, and not of the role of Pakistan or others. If American rational impulses are intact, its policy should focus on a multilateral approach including Pakistan, Iran, India, China and Russia to pool intellectual resources and work out negotiated settlements in Afghanistan and Kashmir. America needs to be rational and see the mirror of its prolonged involvement in a war that has consumed more than 4,000 lives of US soldiers and almost 15,000 wounded veterans. This is no excuse to reinforce aggression against the people of Afghanistan. America needs a safe exit from the prolonged self-engineered crisis.

Russia, China, India  and Pakistan Could Help America to Negotiate Peace in Asia

While individualism is a political trait, authoritarian absolutism is a political sickness and contrary to the principles of liberty and justice. America enjoins a moral and intellectual history of the making of the nation. “These are the times that try men’s soul”, wrote Thomas Paine in Common Sense (1776), the political vision and reference for the independence of America from Britain as a nation. If global common sense is the hub of rational thoughts, America under Trump has open lines of communication with President Putin and Chinese President Xi Ping. It is rational to assume that Pakistan under PM Imran Khan could facilitate an international gathering inviting Russia, China, India and America to open a dialogue for political change and conflict resolution.

 

This will be a magnanimous forbearance and proactive vision to dispel the notion of war and intransigence and to reshape a turbulent past, be it in Afghanistan or Kashmir and strengthen a legitimate purpose of peace, friendship and sustainable relationships without the tyranny of wars and violations of human rights and dignity. The ferocity of wars and violations of human rights cannot be the intelligent hallmarks of a progressive society striving to harmonize humanity and make sustainable peace as a reality for future generations.

 Elections in the Merged Tribal Districts Show Historical Change

This is the first time in the history of Pakistan that polling was held for elections of Khyber Pakhtunkhwa (KP)

Assembly in the merged tribal districts of Federally Administered Tribal Areas (FATA) on July 20, this year and the counting of votes is underway, with the unofficial results have started pouring in.

 

Sixteen seats have been contested in seven districts. Of the 285 candidates standing for the elections, 202 are independent candidates. There are over 2.8 million registered voters in the area, of which 1.13 million are women.

 

At 16, the PTI has the most candidates who contested the elections from the ruling political party. The JUI-F has 15 candidates, ANP has 14, PPP and JI both have 13 and the PML-N has five candidates. Two women have also contested the election–the ANP’s Naheed Afridi in PK-106 Khyber and JI’s Malasa Bibi in PK-108 Kurram.

 

A total of 1,897 polling stations have been set up across the merged districts. Of these, 482 have been reserved for men, 376 for women, and 1,049 are combined. Pakistan Army, police and Frontier Constabulary personnel have been deployed at polling stations across the seven districts. In this regard, Spokesperson of Election Commission of Pakistan (ECP) Nadeem Qasim said it may take a day for the official results to be announced in ex-FATA elections. He elaborated: “Polling has completed peacefully in the region. He appreciated the role of all institutions, including the Army for making a peaceful election happen”.

 

According to reports, voter turnout remained decent.

 

In fact, the Pakistan Army played a key role in restoring peace in the tribal regions. Hence, almost all political parties nominated their candidates for the constituencies, as the political activities have gained peace. The army made strenuous efforts to bring the people of FATA in the mainstream of the country.

 

The government has expressed resolve to spend billions of rupees in the next 10 years for the development of FATA and the uplift of the local population in order to bring them at par with the citizens of the other areas of the country and to remove any sense of deprivation among them.

 

The tribal regions remained troubled for over a decade ever since the US-led so-called war on terror started. Pakistan’s Armed Forces and especially Army have successfully broken the backbone of the foreign-backed terrorists by the military operations Zarb-e-Azb and Radd-ul-Fasaad, while country’s primary intelligence agency ISI has broken the network of these terrorist groups by capturing several militants and thwarting a number of terror attempts. Besides other provinces, peace has been restored in the KP.

 

In this respect, thousands of terrorists were killed and a huge quantity of explosives seized during the operations of the security agencies.

So as to sustain the hard-earned peace, Pakistan Army has also started the fencing of the Pakistan-Afghanistan border. It would stop preventing illegal cross-border movement—including those of terrorists who enter Pakistan from Afghanistan’s side and bring the drug-weapon trade to a halt. The fencing of the Pak-Afghan border which is 2,611-kilometre is expected to be completed by 2020 whereas 643 kilometres–462 kilometres in KP and 181 kilometres in Balochistan have been covered so far. 843 border posts are planned, out of which 233 have been completed, while the construction of 140 posts is underway.

 

It is due to the huge sacrifices of Army and other law-enforcement agencies that improvement in the security situation in the tribal areas became possible. The number of check posts has also decreased by 31 percent in the past three years, resulting in growing trade activities. Roads have been improved for connectivity with other areas of the country, including FATA. In this regard, more than 800-kilometres of roads have been constructed in the tribal districts as part of the communication network, thus reducing the time to one-thirds.

 

However, with the assistance of the security forces, Pakistan held the epoch-making elections in the tribal districts and thus, gave a strong message to the international community that peace has returned in the conflict zone.

 

It is notable that external powers which have been supporting the Baloch Sub-Nationalists (BSNs) are also behind the Pashtun Tahafuz Movement (PTM) as part of their unfinished agenda against Pakistan. They leave no stone unturned in misguiding the people of the Balochistan and particularly those of the KP by creating one after another issue. In this respect, the emergence of the PTM at a crucial time, which is being paid by anti-Pakistan hostile elements and countries, aims at accentuating the ethnic cleavages of the country, influence Pashtun population in pursuance of strategic objectives of the foreign powers. PTM which is actually a veritable political entity of the Afghanistan-based Tehreek-e-Taliban Pakistan (TTP) and wants to accomplish its nefarious designs against Pakistan and its Army has opposed the amalgamation of FATA/PATA with KP province.

 

Nevertheless, it is because of the Amry’s development-works in the tribal areas that the PTM has failed in instigating the public against the federation of the country. While the amalgamation of FATA/PATA with Khyber Pakhtunkhwa province will result in multiple benefits for the people by overcoming their multi-faceted problems. Therefore, the merger of FATA/PATA with the KP was welcomed by the tribal people—the tribal people will get representation in the KP Assembly and the National Assembly.

 

Earlier, the proceedings for the merger have witnessed intense activities in shape of meetings, debate etc. High-powered National Implementation Committee (NIC) on FATA Reforms had earlier endorsed the merger of tribal regions with KP in a meeting attended by the prime minister, chief of army staff, and others, including the Chief Minister of the KP and Chairman of the Cabinet Committee on FATA Reforms Sartaj Aziz. Later, in May 2018, the National Security Committee (NSC) in its 23rd meeting endorsed the merger of FATA with KP, while noting the regional and global security situation.

The credit for making the merger a reality has been attributed to Pakistan’s Chief of Army Staff General Qamar Javed Bajwa, who continued to push the political leadership for requisite activism on the issue. The role of opposition parties also remained positive and appreciable. 

 

The merger of FATA/PATA with the KP province has been a long-awaited move, as there has been too much suffering in the tribal areas. FATA was administered through Frontier Crimes Regulation (FCR), and political agent acted as a justice along with other executive tasks. FCR was a set of laws under which joint territorial duties and penalties were imposed. Since America’s attack on Afghanistan, FATA arose as a zone of trouble and proxy warfare. It also became a security risk for the region and put Pakistan into many hardships.

 

FCR which was officially enacted in 1901 has its origins in laws which were enacted by the British colonialists in the Pashtun-inhabited tribal areas in the Northwest of British India. They were specifically devised to counter the opposition of the Pashtuns to British rule. The main objective of the FCR was to protect the interests of the British Empire. More than a century later, this law continued to be applied to FATA residents by the Government of Pakistan.  Not only did the FCR deprived the people of FATA their fundamental rights, but also had taken away their basic legal rights like ‘Appeal, Wakeel and Daleel’.

 

So, it is a positive dimension for the tribal people, as they have got rid of colonialism which continued after the partition of the Sub-continent. The tribal Sardars (Lords) who continued British practices were in favour of the division of FATA/PATA and KP. Now, this merger is likely to upset sub-nationalist tendencies, being exploited by Pakistan’s foreign enemies and some internal entities.

 

At present, FATA is the most deprived and least-developed area in Pakistan. With the lowest per capita income in the country, two-third of its population simply lives below the poverty line. The literacy rate is as low as only 17% among males and only 3% among females. And, almost half the population has no access to clean drinking water. No substantial endeavour had been made to promote the socio-economic wellbeing of the people in FATA.

 

It is worth mentioning that since the occupation of Afghanistan by the US-led NATO forces, Pakistan has become center of the intelligence agencies such as American CIA, Indian RAW and Israeli Mossad which are in collusion with Afghan National Directorate of Security (NDS) to obtain the covert designs of the their countries and some Western countries against Russia, China and Pakistan, including Iran.

 

Under the cover of fighting terrorism, these secret agencies support the militants of Islamic State group (Also known as ISIS, ISIL and Daesh) and Afghanistan-based TTP, including their linked outfits which have been conducting terror-assaults in Afghanistan and Pakistan as part of the double game of the US-led countries. And CIA and RAW which are in collaboration with NDS are clandestinely assisting the Afghan National Unity Government (NUG) to manipulate the Pashtun Tahafuz Movement (PTM), as these external entities are behind this movement.

 

Nonetheless, we can conclude that the nation, especially the people of FATA are thankful to the Pakistan Army which played a major role in the integration of the tribal regions with the mainstream of the country. Therefore, during the polling-day, people were raising slogans in favour of Pakistan Army, while elections in the merged tribal districts show historical change.

This won’t go well with some people in Pakistan, but in reality, Imran Khan’s conduct in the US is something for Pakistanis to feel proud of.

It was a Sunday night and Washington’s large Capital One Arena was packed. But it wasn’t packed for basketball or a music concert, it was 20,000 people who came to listen to Pakistani Prime Minister Imran Khan. It was at this moment when on a cultural level, decades of mistrust and bad blood between Pakistan and the United States evaporated. Prior to the formation of Imran Khan’s government, Pakistani Prime Ministers were the kinds of people who could only fill large public squares at home by mobilising a network of bribery and patronage.  Such politicians could not attract any great attention abroad in places where the system of feudal political patronage does not exist.

But the people who came to listen to Imran Khan were not paid or coaxed, many in fact came from all over the United States at their own cost in order to see Imran Khan in the flesh. When Imran Khan took to the stage flanked by both a Pakistani and American flag, it was as though a new era was born – one which carried with it the spirit of the 1980s which was the last time that Pakistan and the US cooperated on an equal footing against a clearly defined and easily recognizable common enemy.

What’s more is that when speaking of a desire to create opportunities for Pakistanis to advance their worldly condition on a level playing field, he was speaking the language of political optimism that once defined American politics. But whilst American politics grows ever more cynical, Imran Khan assured his audience of 20,000 that a forward-looking Naya Pakistan is being built for them and for their children.

Although most of the audience were Pakistani-Americans, there were surely a good number of Americans in the arena with no connection to Pakistan. This of course includes those working at the large facility. They too would have seen and heard Irman Khan and they would have realised that the man before them was speaking American insofar as celebrity is a major element of the broader American culture.

More importantly, Donald Trump who shortly awaits his meeting with Imran Khan would have seen the footage. Above all else, Trump likes someone who looks and acts like a success. As someone who himself packs arenas for frequent political rallies, Trump will likewise recognise in Imran Khan someone who is a formidable figure with a global appeal.

This contrasts sharply with the parochial, pretty and lowly style of politician that since the 1990s Pakistan has produced. Such people simply do not turn heads outside of their own circles within parts of Pakistan and this has helped the international enemies of Pakistan to inflict damage on Pakistan’s reputation. Without a leader whose reach is global, few listened to Pakistan over the last twenty-five years and in many respects, Pakistan’s leaders hadn’t even tried to get their point across outside of Pakistan’s borders.

With Imran Khan his has changed. He is a superstar and whilst his government’s sometimes lax security policies against certain seditious and foreign threats are clearly fit for criticism, there are signs of improvement which should be not only applauded by encouraged.

Although Imran Khan’s meeting with Donald Trump will be about more than symbolism, in politics as in life, symbolism is highly important. For Donald Trump, in particular, the personal and the political are deeply intertwined and as such, Imran Khan’s mass rally in Washington will certainly be a pleasant conversation starter between the two leaders.

Even before Iman Khan and Donald Trump speak about key issues regarding a re-start of proper bilateral ties, Imran Khan has won America. In a country that since 2001 was programmed by its fake news media to hate Pakistan, in a country where Islamic societies are often misunderstood and in a country whose arenas are usually filled with sporting or music events rather than anything remotely political, Imran Khan stole the show. Even if his rally is played for 20 seconds on America’s notorious television news programmes, this is a victory for Pakistan because all it would take is 20 seconds of footage from Imran Khan’s rally to change perceptions of Pakistan from one that is wholly negative to one that is self-evidently optimistic and indeed one that is inspirational.

While the petty figures of Islamabad’s old elite continue to bark like dogs, Imran Khan has done something that even many European celebrities find hard to do. He conquered America’s heart and he did it with dignity, charm and sincerity. This simply cannot be denied.
