WHO IS RESPONSIBLE FOR CORRUPTION?

kisi ko bashan dena Bara asan hai,,, Kia ap me se Koi bhi aisa member hai jiski family income 9000 Rs ho,? 
Aik officer 24 hours mulazim hai,,,
Out of district us ne residence maintain karni hai
Uski family ne bhi khana hai
Us ke bachon ne school fee and dues bhi dene hain
A servant can’t do any other job and business 
Us ne shadi biah, marne bhi attend karne hai
What the hell only 9000 
Now I tell you that I on DMO post getting 20000 DMO allowance, so I am not doing corruption 
But the officer who is not posted DMO what he do, apne bachon ko na parhaye, apne bachon ki khawahishat ka galla ghont de, 
Now I come to your point that after double pay why the police is still corrupt, 
When you appoint a police officer even ASI his pay was 2933 Rs. When he started corruption his income became in lacs, when an SHO is earning 5-10 lacs per month and you then double his pay that would be 10000 , how that person can give up corruption .
Understand my point 
When a person is selected he is not a corrupt.
That time he should be paid a handsome salary, he will not be a corrupt, anyone does not want to be a corrupt but our Govt and its policies make him corrupt.
In 1947 the salary fixed by Quaid e Azam was handsome, if we increase that in same ratio that would be about 2,00,000 Rs for a Grade 17.
