Kamal’s Allegations

 

Mustafa Kamal’s press conference of March 3rd was no less than a bomb shell dropped by him to decimate the MQM Chief Altaf Bhai and the party itself too in the process. The most damaging allegation was that of the MQM receiving funds from the Indian RAW for the last twenty years!  According to him the PPP government Interior minister Mr. Rehman Malik was also in know of such funding by the RAW of the MQM. If it is true then would it not be presumable that the other higher ups in the then PPP hierarchy would have been also privy to such information?! And … and … If yes, then why did they not take any action on such a subversive activity?!   The mere thought of such a horrendous  possibility is enough to send a chill down the spine of an ordinary Pakistani whose confidence is shaken beyond repairs in the politicians and the political parties who can for their own interests risk the very survival and the integrity of the country itself!!  

 

The allegations have evoked mixed reaction from various political parties, PTI asking for a probe by a judicial commission while the ruling party advocating to disregard it for lack of any documentary evidence.  One also wonders why is the MQM contented with the thought that the Kamal Press Conference balloon would be deflated soon and they are not suing him for libel and defamation in a court of law?  Or, does the MQM fear that more beans shall be spilled, which is bound to happen, when the respondents would try to prove the allegations made by them?!

US Double Standard of Arms Supply in South Asia

International community is so focused on the double standard of the United States in Syria that it
 
has ignored America’s similar policy in South Asia, which also needs appropriate attention.
 
In this regard, the US expressed concern on February 12, this year over the security of Pakistan’s
 
tactical nuclear weapons. The statement followed the US announcement about its intention to sell
 
eight F-16 fighter jets to Pakistan. At a State Department news briefing, Deputy Spokesman
 
Mark Toner said, “Tensions between India and Pakistan is equally worrying…we’re concerned
 
both about the security of those nuclear weapons, and that’s been a common refrain in our
 
discussions with Pakistan.”
 
Tone elaborated, “We believe it’s in our vital national security interests to support Pakistan in
 
carrying out its efforts to destroy these terrorist networks, and we believe it’s an important
 
partner in the region in achieving a stable and secure Afghanistan.”
 
Next day, India summoned the US envoy in New Delhi, Richard Verma and recorded protest
 
over the US announcement to sell eight F-16 fighter jets to Pakistan.
 
On February 17, 2016, rejecting Indian reaction to the F-16 deal with Pakistan, the Pentagon
 
Press Secretary Petro Cook stated, “We don’t think this deal should concern India in any way.
 
Pakistan is combating terrorism and its defence capability needs to be enhanced accordingly.”
 
In this context, during his briefing to the National Assembly, on January 19, last year, while
 
confirming anti-Pakistan lobbies in the US, Pakistan’s Federal Minister for Defence Khawaja
 
Asif had revealed, “Pakistan is trying to acquire eight F-16 fighter jets from the US on lease, but
 
Husain Haqqani, the former ambassador to the US is campaigning along with India to malign
 
Pakistan and to block delivery of F-16 fighter jets.”
 
On February 11, 2016, in a testimony to the Senate Armed Services Committee, US Defence
 
Intelligence Agency Director, Lt-Gen. Vincent Stewart (R) termed Pakistan’s counter-
 
insurgency operations along Pakistan’s western border [Across Pak-Afghan border] and
 
military operation Zarb-e-Azb and Karachi operation as successful in reducing violence in
 
Lt-Gen. Stewart explained, “Pakistan is fast improving its nuclear security and is aware of the
 
threats posed by extremists to its nuclear arsenal.” But at the same time, he remarked about the
 
increasing risks of an incident associated with the growing nuclear stockpile. 
 
However, Lt. Lt-Gen. Vincent Stewart’s contradictory statement is part of US double standard
 
and ambivalent policy in South Asia. Overtly and covertly, US-led India, Israel and some
 
western countries keep on conducting propaganda against Pakistan, because it is the lonely
 
nuclear country in the Islamic World.
 
When terrorists had attacked on Pakistan’s Naval Airbase in Karachi on May 23, 2011, US-led
 
some western countries, including India and Israel exploited the situation through disinformation
 
about the security of Pak nukes. And another terrorists’ assault on Kamra Base was successfully
 
foiled by the personnel of Pakistan Air Force, but, a baseless report, published in the New York
 
Times had indicated that suspected militants attacked a major Pakistani Air Force base where
 
some of the country’s nuclear weapons were considered to be stored in the early hours of the
 
militants’ attack. The ex-US Defence Secretary Leon Panetta had also stated, “There is a danger
 
of nuclear weapons of Pakistan, falling into hands of terrorists.”
 
Particularly, in 2009 when the heavily-armed Taliban entered Swat, Dir and Buner, US high
 
officials and their media had exaggerated the ‘Talibinisation’ of the whole Pakistan, while
 
showing concerns about Pakistan’s atomic arms. In that regard, the then US Secretary of State
 
Hillary Clinton had warned that Pakistan’s nuclear weapons could fall into the hands of
 
terrorists. But, when Pakistan’s armed forces ejected the Taliban insurgents out of these areas by
 
breaking their backbone, she started appreciating the capabilities of Pakistan’s armed forces.
 
Undoubtedly, Pakistan’s nuclear assets are in safe hands—well-protected and are under tight
 
security arrangements, having the best command and control system. This fact has also been
 
recognized by some top officials of the US and some western countries.
 
It is notable that Indian past record proves various kinds of unprotected incidents, security lapses
 
in relation to various nuclear plants and the related-sensitive materials including events of
 
nuclear theft and smuggling. 
 
In this respect, in the end of November, 2009, more than 90 Indian workers suffered radiation
 
due to contamination of drinking water at the Kaiga Atomic Power Station in Karnataka. On July
 
27, 1991, a similar event took place at the heavy water plant run by the Department of Atomic
 
Energy at Rawatbhata in Rajasthan. Nuclear radiation had affected and injured many labourers
 
In July 1998, India’s Central Bureau of Investigation seized eight kg. of nuclear material from
 
Arun, an engineer in Chennai, including two other engineers. It was reported that the uranium
 
was stolen from an atomic research center. On November 7, 2000, the International Atomic
 
Energy Agency (IAEA) indicated that Indian police had seized 57 pounds of uranium and
 
arrested two men for illicit trafficking of radioactive material. IAEA said that Indian civil nuclear
 
facilities were vulnerable to thefts. On January 26, 2003, CNN disclosed that Indian company,
 
NEC Engineers Private Ltd. shipped 10 consignments to Iraq, containing highly sensitive
 
equipment including titanium vessels and centrifugal pumps. Indian investigators acknowledged
 
that the company falsified customs documents to get its shipments out of India.
 
On June 12, 2004, Berkeley Nucleonics Corporation, an American company was fined US $
 
300,000 for exporting a nuclear component to the Bhaba Atomic Research Center in India. In
 
December 2005, United States imposed sanctions on two Indian firms for selling missile goods
 
and chemical arms material to a Muslim country in violation of India’s commitment to prevent
 
proliferation. In the same year, Indian scientists, Dr. Surendar and Y. S. R. Prasad had been
 
blacklisted by the US due to their involvement in nuclear theft. In December, 2006, a container
 
packed with radioactive material had been stolen from an Indian fortified research atomic facility
 
Nevertheless, an alarming increase has been witnessed in the acquisition of arms and
 
ammunition on the part of India; and it is likely to spend around $250 bn. on acquisition of
 
weapons in next few years. The appetite is regional-specific with Pakistan being the prime target
 
including China. India has also developed considerable nuclear weaponry and delivery systems.
 
It is mentionable that in its report, the Stockholm International Peace Research Institute (SIPRI)
 
had disclosed on February 22, 2015 that India is the world’s largest recipient of arms—“India (14
 
percent of global arms imports), China (4.7 per cent), Australia (3.6 per cent) and Pakistan (3.3
 
New Delhi’s military is acquiring a slew of new equipments from combat aircraft to submarines
 
and artillery. It is currently finalising a deal with France’s Dassault Aviation to buy 126 Rafale
 
fighter jets in a contract worth an estimated $12 billion. 
 
Although peace and brinksmanship cannot co-exist in the modern era, yet India seeks to
 
destabilize Asia through its aggressive designs.
 
While, as part of the double standard, America brushed aside the Indian poor record regarding
 
the safety of nuclear weapons and materials. And despite, Indian violations of various
 
international agreements and its refusal to sign Non-Proliferation Treaty (NPT), Comprehensive
 
Test Ban Treaty (CTBT) and Additional Protocol with the IAEA, Washington signed a pact of
 
nuclear civil technology with New Delhi in 2008. During American President Barack Obama’s
 
visit to India, on January 25, 2016, the US and India announced a breakthrough on the pact
 
which would allow American companies to supply New Delhi with civilian nuclear technology.
 
On November 2, 2010, US agreed to sell India the most expensive—the new F-35 fighter jets
 
including US F-16 and F-18 fighters, C-17 and C-130 aircraft, radar systems, Harpoon weapons
 
etc. Besides acquisition of arms and weapons from other western countries—especially Israel,
 
America is a potential military supplier to India. US also pressurized IAEA and the Nuclear
 
Suppliers Group to grant a waiver to New Delhi for obtaining civil nuclear trade on larger scale. 
 
As a matter of fact, US wants New Delhi to assume anti-China role. Beijing is apprehensive
 
about the emerging threat, as the intent of President Obama and Indian Prime Minister Narendra
 
Modi was quite clear, while mentioning about free sea lanes and air passages in the South China
 
In this connection, tension arose between India and China when Indian army erected a military
 
camp in Chumar Sector of Ladakh at the Line of Actual Control (LAC)-disputed border, situated
 
between the two countries. Similarly, Indian soldiers crossed over the Line of Control (LoC) in
 
Kashmir on January 6, 2012 and attacked a Pakistani check post, killing one Pakistani soldier.
 
Afterwards, Indian troops shot dead more Pakistani soldiers on the LoC.
 
It is noteworthy that under the Pak-China pretext, Indian ex-Army Chief, General Deepak
 
Kapoor disclosed on December 29, 2010 that the Indian army “is now revising its five-year old
 
doctrine” and is preparing for a “possible two-front war with China and Pakistan.”
 
It is worth-mentioning that that after 9/11, both India and Israel which had openly jumped on
 
Bush’s anti-terrorism enterprise are acting upon a secret diplomacy, targeting Pakistan China and
 
Iran. It could be assessed from the interview of Israel’s ambassador to India, Mark Sofer,
 
published in the Indian weekly Outlook on February 18, 2008. Regarding India’s defense
 
arrangements with Tel Aviv, Sofer had surprisingly revealed, “We do have a defense relationship
 
with India, and “with all due respect, the secret part will remain a secret.” In fact, with the
 
support of Israel, New Delhi has been acquiring an element of strategic depth by setting up
 
logistical bases in the Indian Ocean for its navy.
 
Particularly, fast growing economic power of China coupled with her rising strategic relationship
 
with the Third World, and especially Pakistan—after signing of agreement, “China-Pakistan
 
Economic Corridor” which is, though for the benefit of South Asia, but, has irked the eyes of
 
Americans and Indians. Owing to jealousy, America desires to make India a major power to
 
counterbalance China in Asia—while, New Delhi has continued violations at the LoC and cross-
 
border terrorism in Pakistan.  
 
For the purpose, by availing the phenomenon of lawlessness in Afghanistan, secret agencies like
 
American CIA, Israeli Mossad and Indian RAW have well-established their covert network in
 
that country, and as part of the double game, they are using the terrorists of the Islamic State
 
group (ISIS) and Tehreek-i-Taliban Pakistan (TTP) for conducting various terror attacks in
 
Pakistan. These secret agencies are also making efforts to weaken Tibetan regions of China,
 
Pakistan’s province of Balochistan and Sistan-Balochistan of Iran by promoting acrimonious
 
sense of dissent and political volatility. 
 
Notably, on July 20, 2011, while hinting towards Pak-China ties, the then US Secretary of State
 
Hillary Clinton urged India to be more assertive in Asia, saying that as American ally, the
 
country should play more of a leadership role. She explained, “India has the potential to
 
positively shape the future of the Asia-Pacific.” 
 
It is owing to the US dual policy that New Delhi openly follows threatening diplomacy in South
 
Asia. In this context, in May 1998 when India detonated five nuclear tests, it also compelled
 
Pakistan to follow the suit. The then Defense Minister George Fernandes had also declared
 
publicly that “China is India’s potential threat No. 1.” New Delhi which successfully tested
 
missile, Agni-111in May 2007, has extended its range to target all Chinese cities. Now, by
 
setting aside peace-offers of Beijing and Islamabad, New Delhi has entangled the latter in a
 
While, international community has been making strenuous efforts for world peace in wake of
 
global financial crisis and war against terrorism, but India has particularly initiated deadly
 
nuclear arms race in South Asia where people are already facing multiple problems of grave
 
nature. Majority of South Asian people are living below the poverty level, lacking basic facilities
 
like fresh food and clean water. Yielding to acute poverty, every day, some persons commit
 
Even, Indian civil society organizations, while complaining of excessive defense spending,
 
recently, pointed out that the government spends very little amount for the betterment of
 
people. Indian defense analyst Ravinder Pal Singh, while indicating New Delhi’s unending
 
defense expenditures at the cost of poverty-alleviation, calls it guns-versus-butter question. 
 
Nonetheless, by ignoring regional problems and especially resolution of Indo-Pak issues,
 
particularly the Kashmir dispute which remains a nuclear flashpoint, Indian rulers state that they
 
do not have any belligerent policy. But, it becomes a big joke of the 21st century, reminding a
 
maxim, “armed to the teeth, but no enemy”, if we take cognizance of India’s increasing defense
 
purchases in wake of her aggressive designs. In fact, it is the fault of the US which openly
 
displays double standard of arms supply in South Asia

Evolving Afghan Dynamics & Bearing on Pakistan

General

 

Afghanistan is connected with South Asia, Middle East and Central Asia. It

shares 1400 km border with Pakistan and its 42% of Afghan Pashtuns share

religious, ethnic, linguistic and cultural ties with 15.2 million Pakistani

Pashtuns. Pashtuns living in close vicinity of Durand Line have blood relations

and the border has never acted as a barrier in their cross border movement.

Pashtuns from both sides have been jointly fighting all foreign invaders and are doing

so even now.

Afghanistan has traditionally remained friendly to distant neighbor India and

unsympathetic to next door Pakistan since 1947. It opposed Pakistan’s membership in

the UN, laid claim on Pakhtun populated areas of Pakistan and raised the stunt of

Pakhtunistan, and also questioned the validity of Durand Line. It has been off and on

carrying out border violations and has been giving shelter to Baloch rebels. The only

time it was friendly with Pakistan and unfriendly with India was during the five-year rule

of Taliban from 1996 till 2001, but the Taliban also refused to recognize Durand Line

and laid claims on Mohmand agency.

Pakistan-Afghanistan relationship has been a prey to differing interests. The two have

never been at ease with each other and deep doubts have persisted in bilateral ties.

Pakistan has never exploited its vulnerability of being land-locked and has considered it

as its natural ally. It played a key role in pushing out Soviet forces from Afghanistan

and has been hosting over 3 million Afghan refugees since 1979. But its wish for a

friendly government in Kabul has never materialized. Pakistan has behaved maturely

despite Afghanistan’s provocations and extended all kinds of support.

Incident of 9/11 Blown up. 9/11 was projected as the biggest catastrophe ever

happened and Al-Qaeda blamed for the vile act. Whole world shed tears of sympathy

and condemned the perpetrators against whom no proofs had been gathered. Force

mobilized to invade the most impoverished, war torn and sanctioned country far

exceeded the threat. Afghanistan was encircled by establishing military bases in

Turkmenistan, Uzbekistan, and Tajikistan in the north, making Pakistan a coalition

partner and frontline state, taking China, Russia, Iran and Arab world on board and

obtaining UN approval. India offered all out support. War was justified to fight terrorism

but terrorism was never defined. 

US Stated Objectives. The US stated objectives of invasion of Afghanistan included:

Rooting out terrorism by killing/capturing Osama bin Laden, disrupting, defeating and

eliminating Al-Qaeda network; destroying Taliban or making them ineffective;

democratization of Afghanistan; empowerment of women. 

US Hidden Objectives. The hidden objectives were to assert American dominance in

the regions surrounded by energy-rich Eurasian region, consolidate Afghanistan as a

neo-colonial US protectorate and a staging post for further intrigues in Central/South

Asia, Middle East, contain China, make India bulwark against China, a key player in

Afghanistan, and stem resurgence of Russia.

Pakistan Specific Objectives.

Initially befriend Pakistan to occupy Afghanistan.

Later, work towards destabilization, de-Islamisation, denuclearization, and

balkanization of Pakistan and making it a vassal state of India.

Installation of Puppet Regime.

Drums of victory were beaten in November 2001

and a puppet regime of Northern Alliance under Hamid Karzai installed in Kabul. During

his over 13 years rule, Karzai allowed the occupiers to ruthlessly persecute the Afghan

Pashtuns. He adopted pro-India and anti-Pakistan stance and permitted Afghan

intelligence agency (NDS) grouped with five foreign agencies to use Afghan soil for

undertaking massive covert war against Pakistan in FATA and Baluchistan.  

Resistance War by Taliban. Taliban regime under Mulla Omer was wrongly removed

from power and then consistently hounded and oppressed. The Taliban after carrying

out a tactical withdrawal to regroup, started guerrilla war to free their homeland from

foreign occupation. No amount of force could break the indomitable will of Afghan

Taliban or divide them. By 2008, resistance forces were running shadow governments

in 33 of Afghanistan’s 34 provinces with core fighters of about 30,000 and potential

fighters 500,000. ISAF suffered heaviest casualties in 2009 and there on, number kept

increasing. 2015 was the most costly year for Afghan forces and the people.

Stalemate – Victory of Taliban

Failing to defeat the Taliban in the longest war after spending billions of dollars and

using excessive force/torture as well as underhand tricks to divide the Taliban, the US

was left with no other option but to call it a day. Operation Enduring Freedom which

commenced on 07 October 2001, ended on December 28, 2014 and Armies of 35

countries exited without achieving any of the stated and hidden objectives. Learning a

lesson from its unwise decision of abandoning Afghanistan in 1989, the US has left

behind a Resolute Force Group of 12000 under Bilateral Security Agreement till end

2016 to give heart to Afghan forces.

Stalemate was victory for Taliban since Taliban could continue fighting and occupiers

could not. Unlike in 1980s when the Afghan Mujahedeen fought and defeated the

Soviet occupying forces duly helped by Pakistan and the free world, this time the

Taliban under Mulla Omar performed the miracle single-handedly and under much

adverse conditions.

Mistakes made by USA. Major mistakes made were insincere designs, distrusting

Pakistan, relying on India, weak military leadership, drug trafficking, marginalization of

Pashtuns, opening of torture chambers, dependence upon corrupt/inept Karzai regime

and non-Pashtun heavy security forces, hiring of greedy NGOs/security contractors in

thousands; bending situation according to its own whims, farcical political prong aimed

at dividing Taliban, keeping Taliban out of peace talks till 2013. Last but not least

opening 2nd front in Iraq.

Afghan Unity Government. The incumbent unity government was formed in October

2014 after controversial elections, which is more inefficient and corrupt than warlord

heavy Karzai regime. The flaw in this setup is the forcible marriage of convenience mid-

wifed by John Kerry between President Ashraf Ghani and Chief Executive Dr. Abdullah

after their prolonged estrangement. Abdullah heading Northern Alliance is heavily tilted

towards India and he controls 50% of cabinet ministries including NDS. As a result,

influence of India’s RAW in Afghanistan has not diminished. RAW and NDS patronise

Tehrik Taliban Pakistan (TTP) runaways Fazlullah and Omer Khalid Khurasani based in

Kunar and Nangarhar respectively. 

Ghani’s Pro-Pakistan Stance. To start with, Ashraf Ghani tilted towards Pakistan as

a result of outstanding success achieved by Operation Zarb-e-Azb in North Waziristan

(NW) which not only pushed out anti-Pakistan militants, but also Haqqani network (HN)

and Hafiz Gul Bahadur militant group. The other thing was Pakistan going an extra mile

in removing Kabul’s security concerns. Ghani was also mindful of his weaknesses

because of lack of political roots. Understanding with resurging Taliban was the only

way for him to survive. 

Reasons behind Patch up with Taliban. One reason behind frantic efforts to

negotiate with the Taliban is not-so-happy operational preparedness of the US-UK

trained and equipped Afghan National Army (ANA) to confront the Taliban challenge. It

may not be possible for the US to continue dishing out $4.1 billion per year for the

upkeep of Afghan security forces for long, particularly if they fail to deliver. Other

reason is inherent weakness of unnatural unity government engaged in power tussle.

Most of cabinet ministers including four women are pro-west and have little experience

of governance. Ghani leaned on Pakistan hoping it will persuade Afghan Taliban to talk

and reach a political settlement. 

Ghani’s Changed Foreign Policy. With these considerations, Ghani while

enumerating his foreign policy priorities, placed Pakistan, Iran and China well above

India. He undertook his maiden visits to China and Pakistan. He also cancelled arms

deal and military training agreements with India and instead sent cadets to PMA Kakul

for training for the first time. ISI-NDS intelligence cooperation deal was inked. Both

sides took practical measures to improve defence cooperation and intelligence sharing

to tackle common threat of terrorism. Pakistan arranged meetings of Taliban and

representatives of Ghani regime in Beijing and other countries. 

Indian Anxieties. Fast improving Pak-Afghan relations, China’s decision to invest $46

billion in Pakistan for the construction of China-Pakistan Economic Corridor and energy

projects and Pakistan sailing past the turbulent patch worried India immensely. India is

getting highly vexed since her sinister plans set against Pakistan are falling apart like

nine-pins. Her plan to fill up the security vacuum left behind by the withdrawing US-

NATO troops and to complete encirclement of Pakistan is in jeopardy. Her strategic

alliances with Afghanistan and USA are becoming inconsequential. All the three

conniving partners in crime today find themselves in hot waters. Kautilya’s book offers

no remedy to the prevailing situation since all games of intrigues, coercion and

bloodshed have failed to cow down resilient Pakistan. 

RAW Activated.

In desperation, India allocated $300 million to its notorious

intelligence agency RAW and mandated it to further destabilize the troubled regions of

Pakistan and to scuttle CPEC at all costs. Hamid Karzai was given $50 million to

rejuvenate cross border terrorism from Afghan soil and to keep weak-willed Ghani

under pressure and force him to shift his tilt from Pakistan to India. Karzai has teamed

up with RAW influenced NDS, Abdullah and Northern Alliance heavy Afghan Parliament

as well as ANSF to spoil Afghan-Pakistan relations. Indian National Security Adviser Ajit

Doval is personally pursuing anti-Pakistan agenda.

Ghani’s Dilemma.

Ghani is caught between the rock and a hard place. On one hand,

he has to bear the pressure from segment of his government led by Abdullah and

backed by Karzai led faction of Pashtuns, and on the other is the surging Taliban who

enjoy influence over 80% of Afghan territory. After their ouster from NW, HN has

intensified activities in northern Afghanistan where eight provinces are under its control.

Most of Helmand province is also in control of Taliban. Taliban’s 2015 spring offensive

has rapidly changed the situation in their favor. 2016 Spring Offensive in April may

decisively turn the tide. Under pressure from the US, unity government is trying to

patch up with Pakistan. It has taken resignation from the NDS head Nabeel and sacked

8 officials in NDS. Some improvement in Pak-Afghan military relations is discernible.

Obama’s Second Thoughts. The US military felt that with the dismantlement of safe

haven in NW, it had become easier for the Afghan National Army backed by US

airpower/intelligence support to deal with the militants in eastern Afghanistan and thus

defeat them. However, when no success could be achieved at their end and the Taliban

continued to strike targets at will in all parts of the country, the option of dialogue was

renewed. To appease Taliban, Obama struck off Afghan Taliban from the category of

terrorists and termed them as insurgents fighting for their rights. He also declared that

US troops would not fire at Taliban unless provoked by them. These reconciliatory

moves were aimed to induce the Taliban to negotiate and arrive at a political

settlement. Obama had announced that by mid-2015 he would withdraw 50% of

residual force, but now the US seems to be having second thoughts on gradual

reduction of troops on account of Pentagon’s pressure and Da’esh (ISIS) threat.

Two Pronged Negotiations. The US was forced to patch up with the Taliban whom it

had all these years been projecting as uncivilized, crude terrorists deserving no mercy.

Initial effort to induce Taliban for talks was based on two prongs, one prong led by

Ghani and the other by the US and in both cases, Pakistan was asked to assist. China

was also given a green signal to play its role in restoring peace in Afghanistan. Ghani

kept urging the Taliban to join the unity government, and this was one reason of 106

days delay in forming the 16-member cabinet duly approved by Afghan parliament, but

the Taliban didn’t agree. 

Presumed Pakistan’s Influence over Taliban. Both the US and Afghan regime

carry the impression that Pakistan is in a position to bring the Taliban to the negotiating

table. While it is true that Pakistan does have some influence over Taliban leaders since

quite many were in its custody all these years, it doesn’t control them and is not in a

position to make them agree to the terms sought by the US. It can also not give any

guarantee to the Taliban that Afghan regime will abide by the terms of agreement

arrived at. Pakistan and China are however trying hard to create conducive conditions

for talks. Pakistan is playing a key role in creating goodwill space for China in

Afghanistan and in mending its relations with Taliban. 

Peace Talks. As a consequence to these silent efforts, the wheels of talks started to

churn slowly in Doha and the Taliban in principle agreed to open their political office

there for the initiation of formal political dialogue. Murree talks held on July 7, 2015

between representatives of Taliban and unity government, and US and China’s

representatives sitting as observers raised hopes of a settlement for the first time. On

July 29, eight members of Taliban Shura had reached Islamabad to participate in

second round of talks on July 31 to further speed up the reconciliation process.

Death of Mulla Omar Exploited

Ill-motivated and ill-timed announcement of death of Mulla Omar by the National

Directorate of Security (NDS) on July 29 was aimed at derailing peace talks, straining

Pak-Afghan relations and dividing Taliban. The news was later confirmed by Taliban

Shura. Election of Mulla Akhtar Muhammad Mansour as next Ameer was announced by

Afghan Rahbari Shura on July 30. Sirajuddin Haqqani and Haibatullah Khanzada were

appointed deputies.

Mullah Omar’s departure from the scene has altered the whole dynamics of nascent

peace negotiations with the Taliban. His deputy Mulla Mansour was part of the Taliban

movement from the start and has effectively been in charge as de facto commander

since 2013. He faces a huge challenge in trying to unite a movement that is already

showing signs of fragmenting and questions about his legitimacy at the highest echelon

of the Taliban has made his position awkward. 

Rifts in Taliban Two rival camps got engulfed in war of succession; one led by

Mansour and the other by Omar’s brother Mulla Abdul Manan and Omar’s 26 years old

son Mulla M. Yaqub backed by Mullas Mansur Dadullah, Hasan Rahmani, Abdul Razaq,

Rasool Akhund and Qayum Zakir. Fadayee Mahaz headed by Haji Najibullah is another

opponent of Mansour who accused him of poisoning Omar to death. Head of Taliban

political office in Doha Tayyab Agha resigned, but has so far remained neutral. Taliban

are also divided on the issue of talks, one faction favoring and the other opposing it.

Sinister Objectives of Detractors Accomplished. Spoilers sprang into action to

accentuate the rift and succeeded in achieving their sinister objectives by disrupting

peace talks. Several woven stories about circumstances, place and date of Omar’s death

created tension among rank and file of Taliban and impacted their unity. This internal

rift is to the liking of India and other spoilers who are busy widening the rift by

supporting the opponents of Mansour. The US is also a spoiler. It is not in favor of

Pakistan mediated agreement since it will benefit Taliban and Pakistan. It has made the

position of Pakistan and Mansour favoring talks difficult. Pak-Afghan relations that had

begun to improve have again become frosty. However, the biggest loser is Kabul itself. 

Efforts to Heal the Rift

Five members of Council of senior Taliban Ulema tried to bridge the rift. They met on

August 21, 2015 to resolve the differences, but Mulla Yaqub and Manan refused to

contest the post of Ameer since they knew they didn’t enjoy popular support among the

Taliban. Had Mansour not met them, the Council would have appointed Maulvi

Muhammad Ahmad from Kandahar belonging to Kakar tribe as next Ameer. Currently

Mulla Rasool is the main opponent of Mansour and is anti-peace talks.

Mullah Mansour’s Assertiveness

In order to consolidate his position and to win over support of opponent camp, Mansour

stiffened his stance by asserting that there will be no talks without meeting their basic

demands of complete withdrawal of foreign troops and replacement of US tailored

constitution with Islamic constitution. He also stepped up attacks in all parts of

Afghanistan and raised his stature after capturing Kunduz. He did this to dispel the over

optimistic impression that after the death of Mulla Omar, Taliban are in disarray and

resistance has weakened, and that Taliban will be negotiating from position of

weakness. Taliban hold sway over 127 districts of the country. Latest news is that on

February 12, the opponents of Mulla Mansour have decided to forge unity and reunify

the Taliban movement.

Negotiated Political Settlement

Negotiated political settlement leading to broad based government with Taliban, given

representation as per their demographic strength will be an ideal arrangement since it

will prevent civil war and benefit Afghan Pashtuns, Pakistan and China but may not be

that beneficial for non-Pashtun Northern Alliance since its power base will shrink. It will

also not suit India since balance of power will shift towards Pakistan friendly Afghan

Pashtun. Iran and USA will also not be happy. 

While Pakistan and China are playing an active role in making Afghanistan peaceful,

both are clear that arm twisting of Taliban will prove counterproductive. In case a

settlement is reached without giving a bigger share in power to the Taliban, the

implication is that there will be strong resentment among the rank and file of the

Taliban and other resistance forces. It will become very difficult for Mullah Mansour who

has become controversial to control the dissenters. 

Threat of Da’esh. Da’esh (ISIS) has gained toeholds in Nangarhar and Farah

provinces and has also colluded with Islamic Movement of Uzbekistan (IMU) in Northern

Afghanistan. India and probably USA are discreetly facilitating their entry. Weakening of

Taliban will create more space for Da’esh in Afghanistan, which will be more hazardous

for the whole region, since Da’esh is vying to re-establish ancient Khurasan State

comprised of parts of Central Asia, Afghanistan, Iran and Pakistan. Collusion of Da’esh

with TTP leaders based in Afghanistan assisted by RAW and making Nangarhar as main

base of operation is a dangerous development. Extension of hand of friendship by Al-

Qaeda chief Zawahiri to Mulla Mansour if reciprocated will add to the complications of

regional security. It will result in prolonged bloodshed and destruction spread over

decades, as predicted by Obama.

Iran-Saudi Tiff.

Growing tiff between the two ideological rivals is casting its shadow

on Syria and Afghanistan and if not diffused in time will have bearing on Pakistan as

Indian Military Involvement in Afghanistan.

Indian military which had refused to join the US led coalition in Afghanistan to fight

terrorism in 2001 has now decided to barge into Afghanistan. India has renewed its

defence deal with Afghanistan and is now supplying arms and ammunition to ANA since

last January. Indian Military Attache in Kabul Sojeet Narain stated that India has started

assisting the Afghan military in their fight against militants and this support will

continue till victory. 400 trucks carrying arms have been transported to Kabul for ANA

via Chahbahar. It includes MGs, LMGs, rocket launchers, grenades and ammunition.

India’s Russian built MI-35 attack helicopters flew from Bagram air base to support

ANA’s ground operation in Helmand on January 20. Gen John Campbell appreciated

Indian effort. On February 1, Indian military cargo planes unloaded weapons and

equipment at Kabul airport. India is already imparting training to Afghan police and is

now likely to train ANA.

During Modi’s last visit to Kabul, an agreement was signed allowing Indian citizens to

travel to Afghanistan and back without visa. Taking advantage of this facility, India has

inducted large numbers of retired armed forces officers and undercover officers in

Afghanistan in order to consolidate Indian military’s presence and to keep western

border hot and to gain control over Wakhan corridor. This ingress will help India in

interfering with CPEC.

Fallout of Turmoil in Afghanistan

Negative fallout of the disarray in the Taliban ranks is not good news for the peaceniks

including President Ashraf Ghani, Washington and Islamabad. Another obvious corollary

of the disharmony in Taliban ranks is that erstwhile Taliban factions will join Da’esh in

bigger numbers and pave the way for Da’esh to emerge as the most powerful entity.

Turmoil in Afghanistan will be to the big disadvantage of Pakistan, since there will be

spillover effect. Pak Army is already tired fighting the war for 13 years and cannot

afford to further prolong it. It will also adversely impact China’s economic aggression in

the region and its plan to connect Gwadar with Afghanistan. 

Preventive Act. In order to prevent the chaos, US, China, Pakistan and Iran should

collectively help the intra-Afghan dialogue to proceed smoothly till comprehensive

political settlement benefiting all factions of Afghans irrespective of ethnic divisions.

Role of unity government is however critical since Taliban offensive has rattled Ghani,

and he has begun to speak Karzai and Abdullah’s language. War lords are once again

getting stronger and cases of desertions from ANSF to private militias are increasing as

had happened in 1990/91. 

Quadrilateral Talks

Three sessions of quadrilateral talks have been held in Islamabad and Kabul in which

representatives of Pakistan, Afghanistan, China and the US took part to evolve a

roadmap for peace talks. Afghan unity government has prepared a draft for next

meeting in Kabul on February 23. So far no breakthrough has been achieved since the

Taliban have not joined it. However inclusion of two heavy weights and Russia’s support

has given strength to peace process. Russia favors striking off names of Taliban from

UN black list. Pakistan is insisting that spoilers should be restrained, Afghan regime

should cooperate, and all factions of Taliban and Hizb-e-Islami should be invited and

use of stick avoided. Afghan government wants use of force against those refusing to

hold talks. Taliban, HN and Fidai Mahaz have been asked to prepare their list of

demands, while Hizb-e-Islami is also being approached through elders of tribes in

Paktia.

The four have urged the Taliban to attend the next meeting in Kabul on February 23

but the Taliban have made their participation subject to fulfilment of their demands

here under:

A. Take off Taliban leaders from the UN list of terrorists.

B. Release of prisoners.

C. Remove restrictions on travel.

D. Unfreeze their accounts in foreign banks.

E. Intimate exact date of departure of Resolute Support Force.

Determinants 

Although analysts are busy painting doomsday scenario, saying it marks the end of

Taliban movement, but knowing their resilience and unmatched sacrifices, it will not die

down and someone else will carry forward the baton; although none will fit in Mulla

Omar’s shoes. Their position has eroded a little due to internal rifts, but Mulla Mansour

commands the largest and most powerful faction. Yet the 36 years’ war has fatigued

them and their 3-4 generations have got affected. They also want the war to end. The

country too badly needs a break.

Pakistan has suffered the most on account of instability in Afghanistan. Pak-Afghan

security is inter-linked and it is a geo-strategic compulsion for both to remain friendly.

While Pakistan realizes it, Afghan leadership doesn’t. Earlier the Afghan leaders

recognize this reality and take practical steps to restore peace, better it will be for the

region. 

Till such time anti-peace elements led by India, Abdullah and Rashid Dostum are reined

in, and the US stops its double game, peace will not return in Af-Pak region.

Unless Kabul gets out of perverse influence of India, cooperate rather than distrust

Pakistan, and opts for a home-made formula, sooner than later unity government would

crumble and ANA would splinter and pave the way for dreaded civil war.

In real-politick terms, stability in Afghanistan and regional harmony among all countries

surrounding it would contribute in the fast-paced development of the region.

Implication is that this region cannot develop economically as long as Afghanistan

remains unstable. 

With hostile India on its east, Pakistan can ill-afford to have pro-India and anti-Pakistan

regime in Kabul posing a twin threat to its security.

History of Afghanistan teaches an important lesson that peace and stability in

Afghanistan is possible only after complete withdrawal of foreign troops. And all

stakeholders within the country are ready to accept each other and arrive at a common

arrangement. This was true in the past and is valid today. 

All depends whether the US after abandoning Afghanistan would forsake its declared

and hidden objectives for which it came, spent trillions and suffered heavy casualties

besides losing face and prestige as a sole super power, or indirectly continues with its

proxy war?

The US having lost the war, would like as a minimum to have friendly government in

Afghanistan to be able to pursue its mercantile interests in Central Asian region. 

Only joint and collaborative efforts can tackle terrorism and not blame-game.

Ultimate solution to Afghan imbroglio will have to be found by the Afghans themselves.

Others can at best facilitate dialogue.

Lastly, key to peace is with Taliban and none else. Best course for people of

Afghanistan is to honor the colossal sacrifices of the Taliban and let them form the

future broad-based government without outside interference.

Recommendations

Pakistan should grant ‘Most Favored Nation’ status and land access to India through

Wagah border with due prudence. This should be linked with resolution of core issues.

Pakistan should assert and exert its geo-strategic position and significance and extract

its due share rather than following a self-defeating policy of appeasement.

Pakistan should continue to convince the US and Afghan government to limit India’s

role in Afghanistan since it is the chief trouble maker.

Concerted efforts be made to counter Indian propaganda in Afghanistan aimed at

poisoning the minds of Afghans against Pakistan and remove their misperceptions.

Imaginative themes should be coined to win back friendship of estranged Afghan

public, particularly Afghan non-Pashtuns.

Pakistan should be mentally and physically prepared to handle post 2016 explosive

scenario in Afghanistan.

Pakistan should help China in further expanding its influence in Afghanistan to

neutralize Indian influence.

At behest of USA, Pakistan betrayed Afghan Taliban and suffered a great deal. They

must not be ditched again.

Conclusion

To conclude I would say that Pakistan has remained under the deceptive magic spell of

the US for too long without any gains. Pakistan helped the untrustworthy USA to occupy

Afghanistan and remove a friendly regime and replace it with anti-Pakistan regime. It

has been ceding ground to win the friendship of India but couldn’t change the mindset

of Brahman rulers who have not reconciled to Pakistan’s existence and has missed no

opportunity to harm Pakistan. Unity government in Kabul is wholly in the grip of USA

and India and will continue to prefer India over Pakistan. It is continuing to help India

to destabilize Pakistan. Notwithstanding the need to maintain friendly relations with all

the three, this fatal affection must not be at the cost of national interests and dignity of

the nation. Policy of appeasement should be replaced with policy of upholding our self-

esteem. It is Pakistan’s strategic compulsion to have a friendly government in

Afghanistan and it must strive hard for it using all its diplomatic skills.

Dual Policy towards Al-Qaeda and ISIS is Extremely Counterproductive

Everyone knows that Al-Qaeda and Afghan Taliban were created by the American CIA to fight
 
against the former Soviet Union in Afghanistan.
 
In this regard, former British Foreign Secretary, Robin Cook stated, “Throughout the 1980s, he
 
[Bin Laden] was armed by the CIA and funded by the Saudis to wage jihad against the Russian
 
occupation of Afghanistan.”
 
As regards terrorism, Machiavelli advises the rulers to have a lion-like image outwardly, and act
 
upon the traits of goat inwardly. He also suggests them foreign adventures and the use of terror
 
to obtain their goals. In his sense, a good ruler should be a good opportunist and hypocrite. While
 
echoing Machiavelli, Morgenthau points out that sometimes, rulers act upon immoral activities
 
like deceit, fraud, falsehood and even murder to fulfill their selfish aims.
 
Indicating dual policy, Morgenthau, and Palmer and Perkins opine, “Just as power became the
 
instrument of ambitious nationalism and state’s leaders, it has now become the tool of ideologies.
 
The true nature of the policy is concealed by ideological justifications and rationalization.”
 
Although in the present world of social media and Internet, such a sinister politics has been
 
replaced by modern trends such as fair-dealings, reconciliation and economic development, yet
 
by following the old strategies, American President Barack Obama and neoconservatives who
 
are in collusion with the Zionist Jews and Israel are still acting upon dual policy towards Al-
 
Qaeda and the Islamic State group (Daesh), also known ISIS or ISIL. Even, America’s western
 
allies are also pursuing similar ambivalent strategy.
 
Everyone knows that Al-Qaeda and Afghan Taliban were created by the American CIA to fight

After fulfilling their interests, Washington had left Afghanistan and Pakistan to face the fallout
 
of a prolonged conflict—terrorism and instability. These Mujahideen who pulled the Russians
 
out of Afghanistan, later become the Taliban, Al-Qaeda, the Muslim Brotherhood, etc. They got
 
the label of terrorists.
 
After the disintegration of the Soviet Union, American former President Bush (The Senior) in
 
connivance with his Zionist-advisers took the Islamic fundamentalism as a great threat. Since
 
then, sometimes, Al-Qaeda have continuously been used by the US and some western countries
 
as a scapegoat to malign Pakistan for ‘de-nuclearisation,’ as the latter is the only nuclear country
 
in the Muslim World. Sometimes, they accused Iran of harbouring terrorism, and to propagate
 
against Tehran’s peaceful nuclear progragmme—sometimes to achieve the goals of external
 
policy and sometimes to pacify their public including the opposition. In all cases, the purpose
 
behind has been to safeguard the interests of the Zionists and Israel.
 
On November 13, 2009, a Reuters report quoting Labeviere’s book “Corridors of Terror”
 
(Released in November 2003) points to negotiations between Bin Laden and CIA, which took
 
place two months prior to the September 11, 2001 attacks-at the American Hospital in Dubai,
 
United Arab Emirates, when Bin Laden was under a kidney dialysis treatment.
 
Meanwhile, while making Osama and Al-Qaeda as scapegoats, a number of fake video messages
 
were telecast on various TV channels and websites by some Zionists to obtain Israel’s anti-
 
Muslim goals. For example, during the November 2004 elections in the US, a fake video tape
 
helped the ex-president George W. Bush to get lead over John Kerry.
 
It is well-known that in a tape released on December 27, 2001, the authenticity of which is not in
 
question, Osama denied any involvement in the September 11 tragedy. However, later, two video
 
tapes appeared to validate his guilt in relation to 9/11, because the main aims of the Bush
 
administration were to provoke American public against the Muslims and to justify global war
 
on terror—the occupation of Afghanistan and Iraq to possess energy resources of Central Asia
 
and Iraq, including proxy wars in other Middle Eastern countries. Besides other actions of Bush
 
era such as America’s state-sponsored terrorism in the volatile Islamic countries, persecution of
 
Muslims through torture, detentions and arrests, CIA and FBI-operated facilities, promotion of
 
sectarian violence and divide between Sunnis and Shias in the Islamic World—radicalising the
 
western Christians against the Muslims, while providing a golden chance to Israel and India to
 
accelerate the systematic genocide of the Palestinians and Kashmiries by equating the wars of
 
liberation in the controlled territories of Palestine and Kashmir with terrorism.
 
It was because of the dual strategy of Bush through war on terror, and on the other side, response
 
of Al-Qaeda militants by clandestine terror attacks, as shown through a number of the past
suicidal missions such as on Indonesian resort island of Bali, Saudi Arabia, Spain etc., and a
 
series of bomb attacks on London’s transport network, including those ones in other Afro-Asian
 
countries have clearly pointed out that Al-Qaeda was organized on world level. But, the outfit
 
lost control on its affiliated militant groups. Al-Qaeda’s decimated old guard may no longer be
 
able to mount elaborately detailed plots, executed by other trained terrorists of various new
 
groups which claim their links with Al-Qaeda, but, are not under its direct command. For
 
example, in Somalia—splitting away of a hardliner-faction Al-Shabaab is an offshoot of the
 
Islamic Courts Union, though the US defined Al-Shabaab as Al-Qaida allies.
 
In this connection, about the two bombs which blew the 18-story headquarters of the British-
 
owned HSBC bank and the British consulate in Istanbul in November, 2003, Turkish officials
 
had remarked that these were the work of homegrown extremists.
 
In March 2004, the former CIA Director, George Tenet said, “Al-Qaeda has become a loose
 
collection of regional networks working autonomously-[they] pick their own targets, they plan
 
their own attacks…in this new phase of franchise terrorism, Al-Qaeda has been described as an
 
idea rather than an organization.”
 
Notably, President Obama who had stated during his first election, “Bush has made the world the
 
most dangerous place”, and he would rectify the blunders, committed by his predecessor in the
 
name of war on terror—continued the same in their worst form. However, Obama-led
 
Administration went on with various techniques of ruthless terror and extrajudicial killings of the
 
innocent persons through illegitimate drone attacks—assisting undemocratic forces, toppling the
 
elected government in Egypt, and like Iraq, creation of more collapsed states such as Libya,
 
Yemen, Syria etc., and covert assistance to Israel.
 
If the double game of President Bush (The Senior) and George W. Bush franchised Al-Qaeda on
 
global level, President Obama’s dual policy franchised both Al-Qaeda and ISIS as part of the
 
anti-Muslim campaign and left no stone unturned in advancing the agenda of the Zionists, Israeli
 
lobbies and the neoconservatives in the pretext of global war on terror. Secretly, Obama
 
authorized CIA to create ISIS. His perennial covert support to the Israeli atrocities on the
 
Palestinians, silence over the supply (Smuggling) of oil by ISIS to some European countries
 
whose governments have also not taken action against those companies which are exporting oil
 
from the ISIS-controlled regions of Iraq, CIA-assisted Al-Qaeda (Al-Nusra Front) and ISIS
 
militants, continued sectarian violence and prolonged engagement of its troops (NATO) in
 
Afghanistan might be cited as instance. Moreover, the Middle East was deliberately thrown in
 
worst form of terrorism and civil wars for achieving the goal of a greater Israel.
 
The terrorist acts of both Al-Qaeda and ISIS have been utilized by Obama in distorting the image
 
of Islam and Jihad so as to pacify American public in wake of multiple internal and external
 
problems like heavy cost of prolonged ‘different war’, financial crisis, demoralization of troops
 
in Afghanistan etc.  
 
President Obama’s deliberate contradictory approach could also be judged from the fact that on
 
February 3, this year, during his first visit to a US mosque, he condemned inexcusable political
 
rhetoric against Muslim-Americans, and said, “So often, Muslim Americans are targeted and
 
blamed for the acts of a few.”
 
In the recent past, some developments like Russian successful airstrikes on the ISIS targets in the
 
northern Syria—its coalition with Iran, Iraq, Syria and Lebanon-based Hezbollah in support of
 
Syrian President Bashar al-Assad, retreat of the CIA-supported rebels and mercenaries after their
 
failure to topple his government, proving links of Al-Qaeda and ISIS with America and Israeli,
 
Russian President Vladimir Putin’s clear-cut statement, indicating the Zionist regime in the US
 
and  Israel for their “fake war on ISIL”, and remarking, “NWO (New World Order) agents and
 
Satan worshipers simply have no clothes,” including the first Vienna meeting on Syrian crisis,
 
where the US Secretary of State John Kerry agreed to keep the Syrian president in power
 
(Contrary to previous demand of regime change), for a unified state of Syria, not to allow ISIL
 
militant group to reign in Syria, and America’s decision of  sending 50 special forces to Syria
 
to help in taking down ISIS terrorists have clearly exposed hidden aims of the US global war on
 
terror which is based upon dual policy towards ISIS.
 
In these circumstances, as part of the Zionist conspiracy against the West, Muslims and the
 
patriot Americans, Israeli Secret agency Mossad utilized the services of ISIS terrorists in
 
arranging the November 13 terror attacks in Paris. In the post-Paris attacks, by producing anti-
 
Muslim phenomena like the propaganda of the so-called threat of Islamophobia, persecution of
 
the Muslims in the US, Europe and some other western countries, Israel-led America also got the
 
assistance of its western allies (NATO) against Russia. Now, as part of their ambivalent
 
approach, American jet fighters and those of its western coalition are targeting the ISIS terrorists
 
in Iraq and Syria.
 
Besides, in wake of the presidential election-campaign, ordinary Americans are focusing on
 
internal problems which are the result of prolonged war on terror. Patriot Americans are openly
 
criticizing the Zionist-protected policies of the US. Taking cognizance, Obama has asked Turkey
 
to withdraw its forces from Iraq’s territories. In the recent past, John Kerry gave ultimatum to the
 
Israeli Prime Minister Netanyahu to agree for the two-state solution of the Palestinian dispute. 
 
Meanwhile, some recent developments have further exposed the dual strategy of the US-led
 
west.    The Russia-led coalition which have successfully been achieving its objectives have
 
broken the backbone of the ISIS terrorists, Al-Qaeda’s Al-Nusra Front and the rebels who have
 
vacated most of the areas of Syria and Iraq. On February 3, this year, Syrian troops backed by
 
Russian warplanes cut the last supply route, linking rebels and ISIS militants in Aleppo city.
 
Aleppo is near the Turkish border from where with the backing of the US-led west (Especially,
 
UK and France), Turkey has also been supporting the rebels and ISIS terrorists, while Saudi
 
Arabia and some other Gulf countries like Qatar are funding them to oust the Assad’s regime.
 
It is of particular attention that the representatives of the rebels had refused to participate in the
 
recently-held Geneva peace talks (Held on February 1) by demanding that first Russia should
 
stop airstrikes. When John Kerry insisted them to “seize the opportunity” to participate in UN-
 
backed peace talks on Syria, they agreed to participate. It has clearly exposed America’s dual

Syria are taking shelter in Libya. In this context, on February 3, 2016, BBC pointed out, “Senior
 
commanders from so-called Islamic State (IS) have moved to Libya from Iraq and Syria
 
On the one side, on February 4, this year, a donor conference held in London where the world’s
 
rich countries, particularly Germany, Britain, the US and EU pledged billions of dollars to help
 
Syrian refugees, scattered around the world, and especially those who have taken shelter in
 
Europe, while on the other, they are still backing the rebels and ISIS terrorists, and are also
 
targeting them through areal strikes.
 
Now, taking cognizance of the weak leverage of bargaining of the US-led western countries on
 
Syrian question, some countries like Turkey, Saudi Arabia and Israeli are encouraging the ISIS
 
militants to continue terror attacks on the Shias and in Syria. Besides previous similar assaults in
 
Syria, ISIS claimed responsibility for a triple bombing which killed 45 people near a Shia shrine
 
in Damascus, on January 31, 2015.
 
As regards manipulation of the Syrian crisis, notably, on February 1, this year, the Russian
 
Defense Ministry has presented video evidence which shows Turkish military shelling on the
 
Syrian territory.
 
While, in case of Afghanistan, there are several groups of Al-Qaeda, ISIS and Taliban like the
 
Afghan-based Tehreek-e-Taliban Pakistan (TTP). Some of them are being used by secret
 
agencies like CIA, Israeli Mossad and Indian RAW to obtain the collective and individual
 
designs of their countries against Pakistan and Middle Eastern countries. India and Israel which
 
want to prolong the stay of the US-led NATO troops in Afghanistan which have become the
 
center of covert activities, are exploiting their dual policy, particularly of America against
 
Pakistan, China and Iran. Terrorists of TTP and ISIS which are strategic assets of the CIA have
 
claimed responsibility for several terror attacks inside Pakistan, including at Charsadda’s
 
university of Pakistan and recent ones in Afghanistan.
 
By utilizing the vicious circle of terrorism and the dual policy of America, some western
 
countries, Israel and India, Al-Qaeda, ISIS and TTP also employ double game. Besides working
 
for CIA, Mossad and RAW, these militant outfits also motivate the common Muslims for suicide
 
attacks and terror-related activities as part of Jihad. Otherwise, Jihad does not permit suicide
 
attacks. Like other religions, Islam is a religion of peace and prohibits any sort of terrorism.
 
Iraq-based ISIS which itself broke away from Al-Qaeda, proclaimed a worldwide caliphate by its
 
leader Abu Baker al-Baghdadi, on 29 June 2014. ISIS’s criminal actions had widely been
 
criticized in the world, with many Islamic communities judging the group to be unrepresentative
 
of Islam. One of ISIS’s goals has been to establish a radical Sunni Islamic state in Iraq, Syria,
 
Jordan, Palestine etc. (Levant region). It has been used by the US and Israel for distorting the
 
image of Islam and for inciting the feelings of western Christians and Kurds against Muslims.
 
For the purpose, like Al-Qaeda, it is widely known for its violent acts and propaganda which
 
includes Internet videos of beheadings etc. However, besides some Islamic countries, a majority
 
of the religious extremists (Muslims) from the western world joined the ISIS. In this context,
 
oblivion on the part of the west about ISIS recruits from their countries is questionable.
 
Saudi Arabian rulers who have already been funding the ISIS against Iran and Syria, have been
 
fighting for survival of their kingship. In accordance with Israel-led American secret strategy,
 
Saudi Arabia has chosen the path of leading unrest in the Middle East by promoting sectarian
 
violence. Notably, the US decided to revive the phony war on terror through Saudi Arabia.
 
American President Obama knew that much resentment is found in the Muslim countries against
 
the US and Israel. Therefore, he directed Saudi Arabia to form an alliance of the Sunni countries
 
to wage a war against the ISIS. On December 15, 2015, Riyadh which also wanted to protect its
 
monarchy in the pretext of fighting the ISIS terrorists, announced a 34-state Sunni-based military
 
alliance. Washington immediately welcomed the alliance.
 
It is noteworthy that like the drastic aftermath of 9/11 tragedy, rulers and politicians of the US-
 
led western countries, especially of Europe are again misguiding their general public by creating
 
chauvinism against the Muslim World by exploiting the critical situation, after the Paris disaster
 
and the shooting at San Bernardino, California. In fact, fault cannot be laid on the ordinary
 
citizens who are swayed by stereotypes and prejudices created by the political leaders who keep
 
on manipulating any crisis for their own self-interests with the sole aim of getting their
 
sympathies to increase their vote bank. There are equal strong pressures from religious and
 
nationalist forces in wake of global war on terror which are dividing the world on religious lines.
 
As regards the anti-Muslim policy, on January 18, 2015, British Prime Minister David Cameron
 
announced that Muslim women who fail to learn English to a high enough standard could face
 
deportation from Britain. He also suggested that poor English skills can leave people “more
 
susceptible to the messages of groups like Islamic State (IS).”
 
Cameroon was quickly criticized by Andy Burnham, the shadow home secretary, Sayeeda Warsi,
 
the Tory peer and former party co-chairman for singling out Muslim women as the main group.
 
They said, “His clumsy approach to challenging extremism is unfairly stigmatising a whole
 
community…evidence suggests [Racial] gang culture, Islamophobia, [and] responses to foreign
 
policy are greater drivers of radicalisation” than failure to learn English.”
 
Earlier, Donald Trump, the leading contender to become the Republican Party’s nominee
 
for US presidential candidate had called for a ban on Muslims, entering the United States in
 
response to the San Bernardino shooting.
 
In the past few days, tensions over Europe’s migrant crisis led to violence in Sweden and the
 
UK, with a masked mob calling for attacks on foreigners in Stockholm, and nearly 100 men
 
gathered on January 29, resulted into clashes between pro-and anti-migrant demonstrators in the
 
British town of Dover.
 
And under the threat of ISIS, especially European governments and EU have been expelling the
 
immigrants from their countries, while discouraging more Syrian refugees. On the other side,
 
they are also trying to resolve the Syrian crisis. However, it shows contradictory policy.
 
On January 25, 2016, The EU’s law enforcement agency Europol revealed that ISIS have set up
 
special forces style training camps in Europe, as they plot mass casualty civilian strikes on the
 
Nevertheless, it is due to the dual policy of the US-led western world that ISIS which is most
 
dangerous terrorist group than Al-Qaeda is rapidly spreading its tentacles to all over the world.
 
On January 14, 2015, multiple blasts and gunfire killed seven people and jolted the Indonesian
 
capital Jakarta. The ISIS claimed responsibility. The Indonesian investigative agency disclosed
 
that the ISIS carried out the attacks with the help of home-grown terrorists. On October 4, 2015,
 
ISIS-affiliated militant outfit Boko Haram claims responsibility for Nigeria’s deadly suicide
 
bombings which killed 18 people on October 4.
 
Despite widespread protests across the country in recent days, the French government confirmed
 
on February 3 that it would seek a three-month extension of the state of emergency it declared
 
after the Paris attacks. It indicates that if ISIS conducts more terror attacks in France and other
 
European countries, they would move towards autocracy.
 
Nonetheless, either Muslims are being massacred by terrorist groups in Syria, Iraq and Pakistan
 
or Christians in Nigeria or anywhere—or they are targeted by racialists, all these acts are
 
strongly condemnable, as they are all human beings. Hence, instead of pursuing dual strategy
 
about ISIS which is proving extremely counterproductive, the US and its allies must better agree
 
for an international coalition to fight this militant outfit and Al-Qaeda.
 
In this regard, President Putin has said on January 11, 2015, “The West of exacerbating
 
international crises that had contributed to it…we are faced with common threats, and we still
 
want all countries, both in Europe and the whole world, to join their efforts to combat these
 
If dual policy towards Al-Qaeda and especially ISIS continues by the US-led western countries,
 
it will create chaos in the Middle East, enveloping the entire world, and may culminate into
 
“Clash of Civilizations.” Any major war or such a clash will take the US and Europe to the
 
era—from 1511 to 1648 when Europe witnessed a prolonged arena of barbarism, religious
 
bigotry and intolerance, resulting into beastly violence.

Kashmir Day: The Struggle Continues

Since 1990, the 5th of February is being celebrated by Pakistanis and Kashmiris as ‘Kashmir
 
Solidarity Day’ to pay homage to Kahsmiri martyrs and to show solidarity with the freedom
 
fighters who are demanding their legitimate right of self-determination, as recognized by the UN
 
resolutions.
 
During the partition of the Sub-continent, the people of the state of Jammu and Kashmir (J&K)
 
which comprised Muslim majority decided to join Pakistan according to the British-led formula.
 
But, Dogra Raja, Sir Hari Singh, a Hindu who was ruling over the State of Jammu and Kashmir,
 
in connivance with the Indian Prime Minister Jawaharlal Nehru and Governor General Lord
 
Mountbatten joined India.
 
The design to forcibly wrest Kashmir began to unfold on August 16, 1947, with the
 
announcement of the Radcliffe Boundary Award. It gave the Gurdaspur District—a majority
 
Muslim area to India to provide a land route to the Indian armed forces to move into Kashmir.
 
There was a rebellion in the state forces, which revolted against the Maharaja and were joined by
 
Pathan tribesmen. Lord Mountbatten ordered armed forces to land in Srinagar.
 
When Pakistan responded militarily against the Indian aggression, on December 31, 1947, India
 
made an appeal to the UN Security Council to intervene and a ceasefire ultimately came into
 
effect on January 01, 1949, following UN resolutions calling for a plebiscite in Kashmir to
 
enable the people of Jammu and Kashmir to determine whether they wish to join Pakistan or
 
India. On February 5, 1964, India backed out of its promise of holding plebiscite. Instead, in
 
March 1965, the Indian Parliament passed a bill, declaring Kashmir a province of India-an
 
integral part of the Indian union.
 
The very tragedy of Kashmiris had started after 1947 when they were denied their genuine right
 
of self-determination. They organized themselves against the injustices of India and launched a
 
war of liberation which New Delhi tried to crush through various forms of brutalities.
 
It is notable that since 1947, in order to maintain its illegal control, India has continued its
 
repressive regime in the Indian Occupied Kashmir (IOK) through various machinations.
 
Nevertheless, various forms of state terrorism have been part of a deliberate campaign by the
 
Indian army and paramilitary forces against Muslim Kashmiris, especially since 1989. It has
 
been manifested in brutal tactics like crackdowns, curfews, illegal detentions, massacre, targeted
 
killings, sieges, burning the houses, torture, disappearances, rape, breaking the legs, molestation
 
of Muslim women and killing of persons through fake encounter.
 
According to a report on human rights violations in the Indian Occupied Kashmir, since 1989,
 
there have been deaths of 1,00000 innocent Kashmiris, 7,023 custodial killings, 1,22,771 arrests,
 
1,05,996 destruction of houses or buildings, 22,776 women widowed, 1,07,466 children
 
orphaned and 10,086 women gang-raped/molested. Indian brutal securities forces have continue
 
these atrocities.
 
In fact, Indian forces have employed various draconian laws like the Jammu and Kashmir
 
Disturbed Areas Act, and the Armed Forces (Jammu and Kashmir) Special Powers Act and
 
Public Safety Act in killing the Kashmiri people, and for the arbitrarily arrest of any individual
 
for an indefinite period.
 
Besides Human Rights Watch, in its various reports, Amnesty International has also pointed out
 
grave human rights violations in the Indian controlled Kashmir, indicating, “The Muslim
 
majority population in the Kashmir Valley suffers from the repressive tactics of the security
 
forces.
 
In its report on July 2, 2015, the Amnesty International has highlighted extrajudicial killings of
 
the innocent persons at the hands of Indian security forces in the Indian Held Kashmir. The
 
report points out, “Tens of thousands of security forces are deployed in Indian-administered
 
Kashmir…the Armed Forces Special Powers Act allows troops to shoot to kill suspected
 
militants or arrest them without a warrant…not a single member of the armed forces has been
 
tried in a civilian court for violating human rights in Kashmir…this lack of accountability has in
 
turn facilitated other serious abuses…India has martyred one 100,000 people. More than 8,000
 
disappeared (while) in the custody of army and state police.”
 
In this respect, European Union has passed a resolution about human rights abuses committed by
 
Indian forces in the Indian held Kashmir.
 
It is of particular attention that in 2008, a rights group reported unmarked graves in 55 villages
 
across the northern regions of the Indian-held Kashmir. Then researchers and other groups
 
reported finding thousands of mass graves without markers. In this respect, in August, 2011,
 
Indian Jammu and Kashmir State Human Rights Commission officially acknowledged in its
 
report that innocent civilians killed in the two-decade conflict have been buried in unmarked
 
graves.
 
Notably, foreign sources and human rights organisations have revealed that unnamed graves
 
include those innocent persons, killed by the Indian military and paramilitary troops in the fake
 
encounters including those who were tortured to death by the Indian secret agency RAW.
 
And, as part of anti-Muslim and anti-Pakistan approach, leader of the BJP and Prime Minister of
 
India Narendra Modi who is giving impetus to Hindu chauvinism not only accelerated
 
unprovoked firing at the Line of Control in Kashmir including Working Boundary in Sialkot, but
 
also suspended the Secretary level talks with Islamabad. Now, he has been raising baseless issue
 
like Pathonkot terror attack, (which was orchestrated by India), Mumbai mayhem and terrorism
 
as pre-conditions to advance the Pak-Indian dialogue. But, he ignored the fact that on July 19,
 
2013, the Indian ex-investigating officer Satish Verma disclosed that terror-attacks in Mumbai in
 
November 26, 2008 and assault on Indian Parliament in January 12, 2001 were carried out by the
 
Indian government to strengthen anti-terrorism laws.
 
It is noteworthy that Modi regime hurriedly decided to forcibly annex disputed territory of the
 
State of Jammu and Kashmir (J&K), uncovering its intentions to wrap up the article 370 of the
 
Indian constitution which ensures a special status to J&K. Therefore, United Nations Military
 
Observer Group India and Pakistan in New Delhi was asked to vacate official accommodation.
 
In fact, BJP government‘s long term strategy is to affect demographic changes in the Indian
 
occupied Kashmir by composition of the region—predominately with Hindu population.
 
During one year of People’s Democratic Party (PDP)-BJP alliance government in the Indian
 
Occupied Kashmir, BJP in aid of RSS has furthered its agenda of complete integration of
 
Kashmir into India. Though legal experts of India and IOK High Court have clarified the
 
permanent status of Article 370 of Indian Constitution, BJP’s agenda of trifurcations is still on
 
table. In this regard, BJP is in hot pursuit of Mission 44+in IOK Assembly elections 2020.
 
However, short of that, BJP and RSS are busy in changing religious identity of the State. For
 
example, special concessions were given to expand the horizon of Amarnath Yatra to project that
 
Hindus have greater stakes in IOK than Muslims.
 
Special efforts are being made for demographic engineering in the State. For instance, West
 
Pakistan Refugees have been recruited in the Indian Armed Forces from IOK quota. Allocation
 
of lands for separate cities for repatriating Hindu Pundits and allocation of INR 2 million for
 
rehabilitation of each Pundit family in the Valley are aimed at creating Hindu constituencies in a
 
thorough Muslim region of Valley through delimitations.
 
On the other hand, the sectors of health, education, local infrastructure, social support and rural
 
development are being controlled by BJP MLAs (Members of the Legislative Assembly). Major
 
projects of the State are being announced and are implemented in Hindu dominant-BJP
 
constituencies to give a message that only BJP’s voters are entitled to a standard living. Through
 
these tactics, BJP is longing for Mission 44+ in next IOK Assembly elections.
 
Kashmiri Hurriyat leadership has been suppressed by the PDP-BJP government by not allowing
 
them to organize rallies for demanding freedom and expressing love for Pakistan. Their leaders
 
were detained in Police Stations or kept under house arrests during all important events.
 
Detention of Masarat Alam, even after acceptance of bail by IOK High Court, exhibits coercive
 
mechanics of Indian forces/police in the State.
 
Indian malicious intent is evident from the blame game against Pakistan for every internal
 
security issue, merely to avoid serious dialogue on bilateral issues as well as the humanitarian
 
crisis in Kashmir. Pakistan is committed to the just and democratic solution of the Kashmir issue,
 
which is plebiscite, however, India has never been serious in resolution of the dispute, neither
 
through bilateral dialogue nor involving third party mediation nor by abiding by the UN
 
Resolutions.
 
In the wake of changing regional and global dynamics, resolution of the issue has become a top
 
most priority, but unsensitized international community is perhaps waiting for emergence of a
 
regional crises out of Kashmir dispute. As global players do not find any interest in resolution of
 
the dispute, it has become a humanitarian issue in the region.
 
As matter of fact, Indian authorities are not willing to talk with Kashmiri people on political
 
grounds. New Delhi reached to a conclusion that only bullet is the right way of dealing with
 
Kashmiris, demanding their right of self-determination. Surprisingly, Indian successive
 
governments are trying to ignore the dynamics of the freedom movement of Kashmiris for the
 
sake of their alien rule.
 
But, New Delhi is still showing its intransigence in order to resolve Kashmir dispute with
 
Pakistan by neglecting the fact that Kashmir remains a nuclear flashpoint between both the
 
neighbouring countries.
 
Meanwhile, Pakistan’s serious and sincere effort at the annual session of the United Nations in
 
December 2015—the speech of Pakistan’s prime minister and his meeting with the American
 
president, highlighting the Kashmir dispute and demanding its solution has infused a new spirit
 
among the Kashmiri people.
 
Nonetheless, by exposing the double standard of the US-led western countries which still remain
 
silent over the Indian injustices, Kashmiris, living both sides of the LoC observe the Kashmir
 
Day on February 5 to protest against the Indian illegal occupation of Jammu and Kashmir. On
 
this very day, Pakistanis and Kashmiris across the globe express solidarity with the freedom
 
fighters of Kashmir, demanding their legitimate right of self-determination from India which
 
continues various forms of state terrorism in order to suppress their popular struggle which
 
continues unabated.
