One of the major causes of backwardness in Pakistan is the curse of mafia-based political families, who have a choke hold on Pakistan’s economy.  These families are not only corrupt, but also hold a svengali grip on Pakistan’s economy.  Over 120 million people Pakistan are are direct victims of the these Economic Nazis.  The number runs into a few thousand people, but they have suppressed, a nation 180 million.  Here is a list of these political cancerous lesion on Pakistan’s body politics. These wealthy families are blood sucking leeches and are like parasitic worms on the nation.  Their children study in elite universities in UK, US, and Australia.  Their children are also hypocrites (munafiqs), when they act as being advocates of down-trodden.  They get they initial education in elite institutions like Aitchison College Lahore, Lawrence College,Ghora Gali, LUMS, Cadet College, Petaro, and a host of English-medium schools. One days fee for the children of elites is enough to feed a farming Pakistani for a whole year. While 180 Million Pakistanis barely eke a living, these Vultures on Pakistan’s Wealth have gnawed the meat on its skeletal remains. They are the biggest proponents of democracy and use it as a weapon to subjugate 180 Million others. While poor people in FATA and Thar starve to death, these Pakistani Romans Praetorians are enjoying their bacchanalian feasts in Islamabad (Islam’s bastion) with prostitutes imported from Central Asia Republics.

POVERTY IN PAKISTAN

Poverty in Pakistan is difficult to quantify. In 2006, the methodology used by the Pakistani government to estimate those living in poverty was challenged by the World Bank and the United Nations Development Programme(UNDP). At that time, the government estimate was that 23.9 per cent of the population lived below the poverty line but the independent organisations assessed the figure in the range of 25.7 – 28.3 per cent.[1] Those independent bodies supported estimates of a considerable fall in the statistic by the 2007-08 fiscal year, when it was estimated that 17.2% of the total population lived below the poverty line.[2] The declining trend in poverty as seen in the country during the 1970s and 1980s was reversed in the 1990s by poor federal policies and rampant corruption.[3] This phenomenon has been referred to as the “poverty bomb”.[4] In 2001, the government was assisted by the International Monetary Fund (IMF) in preparing the Interim Poverty Reduction Strategy Paper that suggests guidelines to reduce poverty in the country.[5]

Pakistan fares better than India and Bangladesh on most poverty markers such as the UN MPI index and its poverty rate is below those nations.[6]

As of 2009, Pakistan’s Human Development Index (HDI) is 0.572, higher than that of nearby Bangladesh’s 0.543, which was formerly a part of the country itself. Pakistan’s HDI still stands lower than that of neighbouring India’s at 0.612.[7]

According to the HDI, 60.3% of Pakistan’s population lives on under $2 a day, compared to 79% in nearby India and 81.3% in nearby Bangladesh,[8] and some 28.6% live under $1 a day, compared to 24.9% in India and 49.6% in Bangladesh[9]

Wealth distribution in Pakistan is highly uneven, with the top 10% of the population earning 27.6% and the bottom 10% earning only 4.1% of the income[10] According to the United Nations Human Development Report, Pakistan’s human development indicators, especially those for women, fall significantly below those of countries with comparable levels of per-capita income. Pakistan also has a higher infant mortality rate (88 per 1000) than the South Asian average (83 per 1000).[11]

Spatial distribution of poverty

At the time of partition and independence in 1947, Pakistan inherited the most backward parts of South Asia with only one university, one Textile Mill and one Jute Factory. The country has made tremendous progress and its per Capita GNP remains the highest in South Asia. During the last decade poverty elimination programs helped many of the poor to participate and rise up. However the Global financial crisis and other factors like the occupation of Afghanistan have impacted Pakistani growth. Poverty in Pakistan has historically been higher in rural areas and lower in the cities. Out of the total 40 million living below the poverty line, 30 million live in rural areas. Poverty rose sharply in the rural areas in the 1990s [12] and the gap in income between urban and rural areas of the country became more significant. This trend has been attributed to a disproportionate impact of economic events in the rural and urban areas. Punjab also has significant gradients in poverty among the different regions of the province.[12]

The Khyber Pakhtunkhwa of Pakistan was one of the most backward regions of the South Asia. Despite this, tremendous progress has been made in many areas. The NWFP now boasts several universities including the Ghulam Ishaq Khan University of Science and Technology.Peshawar a sleep cantonment during British towns is a modern cosmopolitan city. Much more can be done to invest in the social and economic structures. NWFP remains steeped in tribal culture, though the biggest Pahan city is Soviet invasion of neighboring Afghanistan is intact and according to Western reports supported the Taliban regime.[citation needed] These and other activities have led to a breakdown of law and order in many parts of the region.[13]

Poverty and gender

The gender discriminatory practices in Pakistani society also shape the distribution of poverty in the country. Traditional gender roles in Pakistan define the woman’s place as in the home and not in the workplace, and define the man as the breadwinner. Consequently, the society invests far less in women than men.[14] Women in Pakistan suffer from poverty of opportunities throughout their lives. Female literacy in Pakistan is 43.6% compared to Male literacy at 68.2%, as of 2008.[15] In legislative bodies, women constituted less than 3% of the legislature elected on general seats before 2002. The 1973 Constitution allowed reserved seats for women in both houses of parliament for a period of 20 years, thus ensuring that women would be represented in parliament regardless of whether or not they are elected on general seats. This provision lapsed in 1993, so parliaments elected subsequently did not have reserved seats for women. Reserved seats for women have been restored after the election of 2002 .[16] Female labour rates in Pakistan are exceptionally low.

“Vulnerability” in this case stands for the underlying susceptibility of economically deprived people to fall into poverty as a result of exogenous random shocks. Vulnerable households are generally found to have low expenditure levels. Households are considered vulnerable if they do not have the means to smooth out their expenses in response to changes in income. In general, vulnerability is likely to be high in households clustered around the poverty line. Since coping strategies for vulnerable households depend primarily on their sources of income, exogenous shocks can increase reliance on non-agricultural wages. Such diversification has not occurred in many parts of Pakistan, leading to an increased dependence on credit.[18]

While economic vulnerability is a key factor in the rise of poverty in Pakistan, vulnerability also arises from social powerlessness, political disenfranchisement, and ill-functioning and distortionary institutions, and these also are important causes of the persistence of vulnerability among the poor.[19]

Other causes of vulnerability in Pakistan are the everyday harassment by corrupt government officials, as well as their underperformance, exclusion and denial of basic rights to many in Pakistan. Also, lack of adequate health care by the state lead the poor to seek private sources, which are expensive, but still preferable to the possibility of medical malpractice and being given expired medicines in state run medical facilities. Also, the failure by the state to provide adequate law and order in many parts of the country is a factor in the rise of vulnerability of the poor.[19]

Environmental issues

Environmental problems in Pakistan, such as erosion, use of agro-chemicals, deforestation etc. contribute to rising poverty in Pakistan. Increasing pollution contributes to increasing risk of toxicity, and poor industrial standards in the country contribute to rising pollution.[20][21]

Lack of adequate governanceBy the end of the 1990s, the manner in which power is exercised in the management of a country’s social and economic resources for development emerged as Pakistan’s foremost developmental problem. Corruption and political instabilities such as the insurgency in Balochistan and decade long armed conflict with the Taliban in Waziristan region resulted in reduction of business confidence, deterioration of economic growth, reduced public expenditure, poor delivery of public services, and undermining of the rule of law.[22] The perceived security threat on the border with India has dominated Pakistan’s culture and has led to the domination of military in politics, excessive spending on defense at the expense of social sectors, and the erosion of law and order.Pakistan has been run by military dictatorships for large periods of time, alternating with limited democracy.[23][24] These rapid changes in governments led to rapid policy changes and reversals and the reduction of transparency and accountability in government. The onset of military regimes have contributed to non-transparency in resource allocation. In particular, the neglect by the Pakistani state of the Balochistan andKhyber Pakhtunkhwa has rendered the region poverty-stricken [4]. Those who do not constitute the political elite are unable to make political leaders and the Government responsive to their needs or accountable to promises. Development priorities are determined not by potential beneficiaries but by the bureaucracy and a political elite which may or may not be in touch with the needs of the citizens. Political instability and macroeconomic imbalances have been reflected in poor creditworthiness ratings, even compared to other countries of similar income levels, with resulting capital flight and lower foreign direct investment inflows. The current government of Pakistan has professed commitments to reforms in this area.[25]In addition, Pakistan’s major cities and urban centres are home to an estimated 1.2 million street children. This includes beggars and scavengers who are often very young. The law and order problem worsens their condition as boys and girls are fair game to others who would force them into stealing, scavenging and smuggling to survive. A large proportion consumes readily available solvents to starve off hunger, loneliness and fear. Children are vulnerable to contracting STDs such as HIV/AIDS, as well as other diseases.[26]

Feudalism

Pakistan is home to a large feudal landholding system where landholding families hold thousands of acres and do little work on the agriculture themselves. They enlist the services of their serfs to perform the labor of the land.[27] 51% of poor tenants owe money to the landlords.[28] The landlords’ position of power allows them to exploit the only resource the poor can possibly provide: their own labor.

Poverty and Militancy

Poverty and the lack of a modern curriculum have proved destabilizing factors for Pakistani society that have been exploited by militant organizations banned by the government to run schools and produce militant literature. Though many madrassas are benign, there are those that subscribe to the radicalist sect of Wahabi Islam,.[29][30]

As a result, militant Islamic political parties have become more powerful in Pakistan and have considerable sympathy among the poor. This phenomenon is more pronounced in the North Western Frontier Province.[31]

Inequality and natural disasters

The recent 2010 Pakistan floods have accentuated differences between the wealthy and poor in Pakistan. Abdullah Hussain Haroon, Pakistan’s diplomat to the United Nations, has alleged that wealthy feudal warlords and landowners in Pakistan have been diverting funds and resources away from the poor and into their own private relief efforts.[32] Haroon also alluded to was evidence that landowners had allowed embankments to burst, leading to water flowing away from their land.[33] There are also allegations that local authorities colluded with the warlords to divert funds.[34] The floods have accentuated the sharp divisions in Pakistan between the wealthy and the poor. The wealthy, with better access to transportation and other facilities, have suffered far less than the poor of Pakistan.[35]

As an investment minister in his wife’s administration in the 1990s, Mr Zardari was accused by political rivals of taking personal commissions on government contracts.

Pakistan’s state anti-corruption body claims he has amassed a property empire worth almost £1 billion, with a chateau in France, homes in Britain, Spain and Florida, and bank accounts in Switzerland.

He has been accused of playing a role in the murder of his brother-in-law, Mir Murtaza Bhutto. He is also alleged to have arranged for a bomb to be tied to the leg of a businessman and sent him to withdraw money as a pay-off.

He has always denied the allegations, which led to him spending eight years in prison, maintaining they were politically motivated. But they have endured under successive Pakistani administrations and continue to dog him even in the role of president.

Born in Karachi in 1955, the son of a wealthy Sindhi tribal leader, he married Mrs Bhutto, the daughter of the first elected prime minister of Pakistan, in 1987. His political ambitions were realised under his wife, who came to power as prime minister the following year.

But when she was deposed in 1990, Mr Zardari soon found himself at the centre of persistent corruption allegations surrounding property deals.

His first spell in prison followed shortly afterwards but on his release in 1993, Mrs Bhutto was back in power and immediately appointed him a minister in her government.

He returned to prison when his wife again lost power in 1996, this time for eight years, until he was bailed in 2004 while facing charges including corruption and conspiracy to murder. The charges were formally dropped as part of an amnesty brokered by Gen Pervez Musharraf, the former president, in 2007, but they continue to undermine him.

Following Mrs Bhutto’s assassination in December 2007, he was catapulted into the leadership of his wife’s Pakistan People’s Party (PPP), becoming president after a wave of sympathy carried it to power. But Pakistan’s National Accountability Bureau, which led a successful court bid to have the amnesty overturned, has suggested he used the proceeds of corrupt deals on his property portfolio.

He is said to have interests in three properties in London, but it was his ownership of 335-acre Rockwood House in the North Downs in Surrey that came to symbolize his wealth and ambition. He is said to have bought the £4  million mock Tudor pile partly because he had fallen in love with the local pub, the Dog and Pheasant. When the landlord refused to sell him the pub, he is said to have had a replica built in the basement of the house. The property also boasted polo pitches, a stud farm and a golf course. Faced with claims that he had bought the house with money made illegally, he denied he was even the owner, asking: “How can anyone think of buying a mansion in England when people in Pakistan don’t even have a roof over their heads?”

It was only after the house had been sold and the Pakistani authorities tried to seize some of the money that he acknowledged his ownership.

Indian spy who was Zardari’s jail mate wants to meet him

 

Kolkata: Mehboob Elahi is happy that his old prison mate Asif Ali Zardari is coming to India but is crestfallen that he will not get to meet the Pakistani president during his short visit Sunday. Elahi, a former Indian spy, was Zardari’s jail mate at the Karachi Central Jail for a few months between 1986-87.

Elahi had decided that if he gets to meet Zardari he would request the Pakistani president to release all the Indian prisoners of war in Pakistani jails.

Elahi had served two decades in several Pakistani prisons from 1977-1996 on the charge of spying for India. He was Zardari’s prison mate along with several leaders of Pakistan People’s Party (PPP) in the Karachi Central Jail in 1986-87.

Mehboob Elahi, a former Indian spy, was Zardari’s jail mate at the Karachi Central Jail for a few months between 1986-87.

“I had been serving in the same prison along with Zardari and Benazir Bhutto during the military rule in Pakistan under Zia-ul-Haq. We used to meet Zardari on Sundays in the courtyard of the jail,” Elahi said in an exclusive interview.

Elahi, a seasoned spy of the late 60s and 70s, had twice crossed over to Pakistan – once via East Pakistan (now Bangladesh) and once via the western border. He recollected how he had developed a good rapport with Zardari in prison.

“He (Zardari) used to talk about the political situation in Pakistan, and the misrule and suppression of Zia. He had a strong following inside the jail,” he recalled.

According to Elahi, Zardari was sympathetic to the plight of Indian prisoners.

“Zardari was quite influential and he was sympathetic to Indian POWs. The Indian POWs used to wash the clothes of Pakistani prisoners and do menial chores for them. They would also do it for Zardari, but Zardari was sympathetic to them. He would speak to them, buy them soap and sweets,” said Elahi.

Initially, Elahi spent nearly 10 years in Pakistan from 1968 to 1977 after spying in various government organisations, including the Pakistani army and police.

He regretted that neither the Indian government nor the Indian Army has done enough to bring the “real heroes” back home.

Elahi had written to the Pakistani High Commission in India seeking an appointment with Zardari during his six-hour visit to India, but did not receive a reply.

“I didn’t get a reply from Pakistan high commission. But the sad thing is that I had also written to the Indian president ( Pratibha Patil), but she too didn’t reply. I am disheartened by this indifference of both the countries towards the POWs.”

Since his release in 1996, Elahi has been a voracious campaigner for release of Indian POWs and prisoners. During the BJP-led NDA rule he sat on a demonstration in New Delhi and even threatened to commit suicide in front of parliament. The then defence and foreign minister Jaswant Singh had assured him that the Indian government was consistently taking up the issue with Pakistan.

Elahi is upset that in India “most Muslims are viewed with suspicion”.

“Muslims are patriots. They should not been seen with an eye of suspicion. Muslims are ready to die for their motherland,” said Elahi.

According to a report, Pakistan’s two-third lawmakers don’t pay tax.

Islamabad, Dec 12/ Nationalturk – The first-ever report on the taxes of Pakistan parliament members was released on Wednesday, which shows that more than two thirds of country’s  lawmakers paid no tax last year.

According to the report, of the 104 Senators, only 49 paid income tax in 2011. They included 11 newly elected senators, who did not file tax returns, though they mentioned otherwise in their nomination papers.

Aitzaz Ahsan is top taxpayer among the senators. He paid Rs.12.97 million. Next four Senators in this list are Abbas Khan Afridi (Rs. 11.52 million), Talha Mehmood (Rs. 7.60 million), Dr. Farogh Naseem (Rs. 4.56 million) and Osman Saifullah (Rs. 1.79 million).

The former minister and Senator Mushahid Hussain Sayed is conspicuous by leading the list of the five lowest taxpaying Senators. “The data shows that he paid Rs. 82 as income tax. The four Senators next to him from the bottom are Karim Ahmad Khawaja (Rs. 3,636), Haji Saifullah Bangash (Rs.4,063), Naseema Ehsan (Rs. 4,280) and Malik Salahuddin Dogar (Rs. 8, 659)”.

The party-wise break-up indicates that only 17 ruling PPP Senators out of 44, six PML-N senators out of 14, four MQM senators out of seven, two each of ANP and PML out of 12 and five respectively, and one each of BNP-A, JUI-F, and PML-F filed tax returns in 2011.

Pakistan’s National Assembly has 341 sitting members; one seat is vacant. Of them, only 90 members have filed their tax returns. There were 16 lawmakers, whose requisite details for checking the income tax filing status were not available. Among the rest, Jehangir Khan Tareen (who was lawmaker in September 2011 when returns were filed) is top taxpayer (Rs. 17.05 million). Those next to him in descending order are Hamid Yar Hiraj (Rs. 2.44 million), Hamza Shehbaz Sharif (Rs. 2.31 million), Attiya Inayatullah (Rs.1.59 million) and Humayun Saifullah (Rs. 1.44 million). From the other side, Sheikh Rohail Asghar (Rs.16, 893) is at the bottom, surpassed by Ghulam Murtaza Jatoi (Rs. 21, 993), Asim Nazir (Rs. 28, 923) Engineer Amir Muqam (Rs. 29, 324) and Rana Afzal Hussain (Rs. 39, 713).

The report, which marks the launch of the Centre for Investigative Reporting in Pakistan (CIRP), based its findings on information from the FBR and lawmakers themselves. It urges politicians to disclose their tax returns voluntarily in future.

According to Cheema’s findings, President Asif Ali Zardari did not file a tax return in 2011 and neither did 34 of the 55 cabinet members including Interior Minister Rehman Malik.

The Pakistan cabinet comprises Prime Minister and his 55 cabinet members. However, only 20 ministers filed their tax returns. Of 28 parliamentary secretaries, only seven filed tax returns. Of are 55 MNAs holding key positions in the National Assembly and its Standing Committees; only 15 filed tax returns.

    • National Accountability Bureau (NAB) Chairman, and NAB officials try their best to delay months, and months to file reply to Chief Justice Supreme Court Pakistan (CJP) request for information on corruption conviction of badly famous Sharmila Farooqui because NAB Chairman has personal interest, and they are under pressure by few VIPs to protect Shermila.
    • After many reminders, notices from CJP to NAB Chairman, NAB Chairman told NAB Deputy Prosecutor General to be dishonest, to lie to protect Sharmilain their reply to CJP, that convicted, corrupt, manipulative, cheater, fraudster, vindictive, Sharmila Farooqui is not disqualified to be in Sindh Advisor capacity. Honest reply written by Sindh NAB Director General, and Prosecutor Tarar, and other honest NAB officers was thrown in rubbish because it was honest, she can’t hold any public office. NAB Chairman allow Sharmila to re write the reply herself, to submit it to Supreme Court. This is travesty of justice because Chairman NAB lied, commit fraud, failed to file honest, and truthful reply to CJP. He is biased. It is mockery of our laws, and justice.     • NAB Chairman is PPP Jiyala, and PPP ex-MPA. He appointed by Sharmila’s uncle Salman Farooqui to protect the bad Sharmila Farooqui. Even Salman Farooqui is illegal appointed as Principal Secretary to President Zardari because he convicted, and retired most corrupt civil servant. He has status of Federal Minister. Then mother Anisa Farooqui, entered into a plea bargain with the NAB on 28 April 2001 after being arrested with FIR No. 19/96, and given into the custody of the Ehtesab Cell by the Special Judge, Central II, handling cases of top corrupt public servants like Usman Farooqui.
    • When they were arrested both mother, & daughter confessed, and informed the investigators that they have valuables worth hundreds of millions cash in rupees, dollars, and pound sterling in a locker company, namedSelf Ridges London. At the time FIA Karachi deputy director Moazzam Jah said Anisa Farooqui, and Sharmila Farooqui have disclosed that they had other lockers, and several bank accounts in London, UAE.

    • During the investigation, and search of Shermila’ house, FIA Ehtesab Cell recovered cheque books of about 95 bank accounts in several local, & international banks including HBL, UBL, MCB, Bank of Punjab, Am Ex, Bank of Am, Citi Bank, Barclays, & Standard Chartered, NBP, ANZ Grindlays Bank.     • At that time, the disqualification period was 21 years. However, it was later reduced to 10 years through an amendment made in the NAB law in August 2001. Even if the minimum disqualification period applies to her, Sharmilais not qualified to hold any public office until late 2011 even in Sindh. Usman Farooqui’s fraud case is one of the biggest in Pakistan’s history. Steel Mills has never recovered from his huge fraud. Many poor Pakistan Steel Mills employees lost their jobs because Usman Farooqui stole money from them.

    • A copy of the judgment dated 28-4-2001 of the Accountability Court No IV, Karachi at para No 49 says: “The upshot of my above discussions is that the plea of barraging (sic- plea bargain) of accused persons under Section 25 (a) NAB Ordinance, 1999, duly accepted by the Chairman, NAB is hereby approved and the application of the prosecution for withdrawal of the reference is allowed. Consequently, all the three accused are hereby released. However, all the three accused stand disqualified for being elected and appointed or nominated as a member or servant of any public office or any statutory or local authority of the Government or province of Pakistan they shall not be allowed to avail any financial facility in the form of any loan or advances from any bank or financial institutions owned or controlled by the government for a period described under Section 15 NAB Ordinance, 1999.”But, Sharmila Farooqui has taken millions, and millions in loans from Pakistan government banks, few bad VIPs are working hard to write off the loans for her for quid pro quo.
    • At para 50, the judgment clearly named the three accused in these words:”The accused Sharmila Farooqui and Anisa Farooqui are present on bail while accused Usman Farooqui is present in custody, he shall be released forthwith, if not required in any other cases….” According to the court record, the NAB initially filed a reference no March 2000 in the Accountability Court No 4, which was presided by the then judge Mr Muhammad Jawaid Alam against the three accused. In the said reference, Usman Farooqui was accused to have invested a huge amount of Rs • 39.5 million in the National Saving Scheme Certificate in the names of his wife, and daughter to hide his ill gotten gains by defrauding Government of Pakistan. They are top class cheaters, winners of gold medal in frauding. FIA recovered crores of Rupees in gold in safe deposit boxes owned by Faruqui.
    • On April 12, 2000, the court convicted all the three accused for the offence of corruption and corrupt practices under Section 4 of the Ehtesab Act, 1997 read with section 10 of National Accountability Ordinance 1999.
    • Sharmila Farooqui, with the family was sentenced to undergo (R-1) rigorous imprisonment for 5 years for their crimes. The bearer certificates amounting to Rs 39.5 million, which were already frozen, were ordered by the court to be forfeited to the Government of Pakistan. Against the order of the Accountability Court conviction, the three accused filed an appeal in the Sindh High Court (SHC) to manipulate legal system, which on June 21, 2000 remanded the matter to the trial court for framing of proper charge keeping in view the role of beneficiaries / abettors / instigators. Sharmila is expert in using courts to manipulate the judicial system to get unfair advantage for personal benefits. She is rubbish people.
    • Again the reference proceedings started in the trial court and right before the announcement of guilty verdict, judgment again, and again for the Farooqui, the then Deputy Prosecutor General NAB Anwar Tariq, and defense counsel for all the accused filed a joint application for postponement of the judgment on the ground that a plea bargain under Section 25 NAB Ordinance was in progress. The court accepted the plea bargain application. Before an amendment in August 2001, Section 15 of the NAB Ordinance said that any accused person who has availed himself of the benefit of section 25 (plea bargain) of this ordinance shall also be deemed to have been convicted for an offense under this ordinance, shall stand disqualified for 21 years as above.
    • After the amendment, the disqualification period of 21 years was reduced to 10 years.Even then Sharmilais illegal in Sindh advisor capacity because she is convicted for less than 10 years.

    • Disgraced Usman Farooqui’s 1985 Annual Confidential Report (ACR) rated him as ‘well below average’ in leadership quality, small but corrupt mind, brain, low intellectual integrity, and low sense of responsibility in financial matters. Prior to his PSM appointment, his services had been terminated with by PARCO, whose chairman noted on his transfer papers, ‘Faruqui must be watched closely as he gives preference to personal benefit rather than the interest of the organization. He does not hesitate to make incorrect statements, and lie for his own personal benefit. He was given high marks for his fraudy, lying, cheating, corruption skills, stealing, all bad, evil, harram man skills. All this can be found on the records of Pakistan Steel Mills.
