India Playing Double Game with China, Russia and US: Chinese Media

 

The Chinese media have accused India of playing a “Double Game” with China, Russia and the US to get benefits from all the three sides. While the US has adopted stiff sanctions against Iran and Russia which has affected almost everyone, but India has managed to get the best of both the worlds, according to Chinese MediaGlobal Times.

According to Chinese Media, the two plus two dialogue between the US and India took place in New Delhi, during which US Secretary of State Mike Pompeo and Defense Secretary James Mattis held talks with their Indian counterparts – External Affairs Minister Sushma Swaraj and Defense Minister Nirmala Sitharaman, over a variety of issues including bilateral defence cooperation, US sanctions against Iran and India’s purchase of Russian S-400 air defence system.

Prior to the dialogue, experts believed that the US demand to halt India’s oil imports from Iran and purchase of Russian S-400 air defence system would thwart US-India defence partnership. Surprisingly, Washington made concessions on both these issues. An important step forward, the US and India signed the Communications Compatibility and Security Agreement (COMCASA), and agreed to hold joint exercises involving the air force, navy and the army off the eastern Indian coast in 2019.

 

Even though the two plus two dialogue was postponed twice, but it was finally held demonstrates the urgent needs of both the US and India to deepen strategic Defence cooperation. The Logistics Support Agreement, COMCASA, and Basic Exchange and Cooperation Agreement for Geo-spatial Cooperation are the three basic agreements that the US signs to form military alliances with other countries. Now only the third has yet to be signed between the US and India.

 

The two plus two ministerial dialogue mechanism has long been established between the US and its regional allies such as Japan and Australia. With the establishment of the one between the US and India, it’s anticipated the Japan-India and Australia-India strategic cooperation mechanism will be further upgraded. If so, the formation of a quadrilateral security dialogue comprising the US, Japan, Australia and India is not far away.

One of the main reasons for the formation of the US-India two plus two ministerial dialogue and the inking of the COMCASA is to counterbalance, even contain, China’s rise. The US hopes to form military alliances to confront China and exclude it from the process of globalization as it did with the USSR.

As seen in the interactions between India and the US, there have been more and more convergences between India’s China strategy and the US’ Indo-Pacific strategy. India views China as the principal opponent in the region. It not only aims to counterbalance and contain China with help of US strength but also wants to overtake China. Therefore, enhancing defence cooperation with the US is India’s established strategy.

The past few months have seen a rapprochement in China-India relations and sound interactions between the two. Chinese Defense Minister Wei Fenghe concluded his India visit just several days before the US-India two plus two dialogue. But from the Indian side, this is just a tactical adjustment rather than a strategic one.

After the China-India Doklam standoff, India has been trapped in an awkward situation – relations with China and other neighbouring countries deteriorated; moving closer to the US didn’t exempt it from tariffs imposed by the Trump administration but led to an alienated India-Russia relationship.

The diplomatic predicament unquestionably would negatively affect Indian PM Narendra Modi’s election next year. In such context, Modi recalibrated his diplomatic policy, holding an informal meeting with Chinese President Xi Jinping in Wuhan and Russian President Vladimir Putin in Sochi while keeping a distance with the US at the Shangri-La Dialogue.

This won India diplomatic maneuvering room and motivated Washington to make concessions over a range of issues in the US-India bilateral relations.

It is sad that as part of the Indian venomous propaganda campaign, in his article, published in Japan Times on April 14, 2020, under the caption “The other contagion: Political and religious fanaticism”, Indian writer Brahma Chellaney has shown misconceptions about the Muslims, some Islamic countries, including Pakistan and China in relation to the Coronavirus outbreak.

 

Brahma Chellaney wrote: “Just as fascism led to World War II, communism has engendered the greatest global health catastrophe of our time. The Chinese Communist Party, by initially covering up the COVID-19 outbreak in Wuhan, helped unleash the world’s worst pandemic … [China’s]…authoritarianism can ravage the entire world…the pandemic is another extremism—one grounded in religion…Meanwhile, a transnational Islamist movement, the Tablighi Jamaat (“Proselytizing Society”), by holding large gatherings in Malaysia, Pakistan, and Indonesia, helped export the pathogen to multiple countries extending from Southeast Asia to West Africa. This Sunni missionary movement also held a session in New Delhi that helped spread the virus across India. Through its large events, the Tablighi Jamaat—which has long served as a recruiting ground for terrorist groups—has emerged as the super-spreader of COVID-19…the organization will be remembered for the deaths and suffering it caused in many communities. The lesson is that religious fanaticism, like political despotism, is often deadly. Indeed, the blind faith of religious zealots has been a significant trigger in spreading the coronavirus, as Iran’s case underscores”.

 

While, spreading disinformation in line with the fanatic Indian Prime Minister Narendra Modi, the ruling party BJP, including other religious extremist groups, the writer has ignored the ground realities.

 

Indian writer should pay attention to the fact that Prime Minister Modi’s extremist party BJP had also got a land sliding triumph in the Indian elections 2019, as, during the election campaign, the Hindu majority was mobilized on ‘hate Muslim’ slogans and ‘anti-Pakistan’ jargons. On the basis of the same slogans, the BJP-led alliance won the 2014 elections.

 

Since 2014 Modi-led BJP was already promoting religious fanaticism and the ideology of Hindutva (Hindu nationalism) by persecuting religious minorities, Sikhs, Christians, and particularly Muslims, including even lower cast-Hindus.

 

In his second tenure, the Premier Modi government accelerated the implementation of the Hindutva agenda, especially targeting the Muslims. Indian fanatic rulers’ various moves such as abrogation of the special status of the Jammu and Kashmir to turn Muslim majority into a minority in the Occupied Kashmir (IOK), continued lockdown in the IOK, the martyrdom of thousands of the Kashmiris there, issuance of a notorious map to bifurcate the Kashmir region into two union territories and introduction of new domicile law to further alter the demographic and geographic status of the IOK against the majority of Kashmiris are notable.

 

Particularly, in the aftermath of the elections 2019, news reports have highlighted different cases in which Dalits and especially Muslims were violently targeted by the radical Hindus.

 

In this respect, RSS chief Mohan Bhagwat said on October 8, 2019: “Bharat is Hindu Rashtra and all Bharatiyas are Hindus.”

 

 

 

India's Nazi's

 

Besides, the Indian Citizenship Amendment Act 2019 (CAA) further exposed the Modi government’s discriminatory policies. The CAA coupled with the National Register of Citizens (NRC) is mainly against Muslim immigrants especially from Pakistan, Bangladesh, and Afghanistan. It strips 200 million Indian Muslims of their citizenship.

 

Since December 15, 2019, daily mass protests, even by the moderate Hindus have been taking place across every state in India against the CAA and the NRC, which resulted in killing of more than 200 persons and injuring 800-mostly Muslims by the police and fanatic Hindus. But, the Modi-led regime has not withdrawn the CAA/NRC. Since February 23, this year when clashes started in New Delhi between protesters for and against the citizenship law, Hindu extremists of RSS and BJP have burnt properties of Muslims, including their vehicles and mosques, and compelled them to leave the areas.

 

While Indian rulers have been imposing various kinds of restrictions on the Muslims, coronavirus provided them another pretext to increase their hardships. Top officials of the Modi government and the health ministry claimed that Muslims are spreading this virus. Availing this opportunity, Hindu zealots have set off a series of assaults against Muslims across the country.

 

In this connection, The New York reported on April 12, 2020: “Muslims have been beaten up, nearly lynched, run out of their neighborhoods or attacked in mosques…Hindu extremists are scapegoating the country’s entire Muslim population for deliberately spreading the virus through “corona jihad”.

 

Al Jazeera reported on April 16, 2020, “Indian hospitals segregate Muslim and Hindu coronavirus patients…In what many are calling a case of “apartheid” during a global pandemic…made separate wards for Hindu and Muslim patients. It is a decision of the government”.

 

In this context, under the title “It Was Already Dangerous to Be Muslim in India. Then Came the coronavirus”, Billy Perrigo also elaborated the Indian present drastic anti-Muslim phenomena.

 

As regards the Tablighi Jamaat congregations since the remote past, they have been holding congregations. But, now as part of New Delhi’s biased policies, their preachers have also become the main target of coronavirus epidemic.

 

Indian Constitution which declares India to be a democratic state, safeguarding the rights of minorities has been torn into pieces by the Narendra Modi who has changed it into authoritarianism by targeting the minority groups, particularly Muslims.

 

And Brahma Chellaney who also held China responsible for deliberately preparing and spreading the COVID-19 is no more than disinformation. US-supported India wants to counterbalance China in Asia. So, the writer has spoken in the tone of America which has earlier accused Beijing in this regard.

 

Notably, Lijian Zhao, an official spokesperson for the Chinese Ministry of Foreign Affairs stated on March 12, 2020, that the US Army has brought the coronavirus epidemic to Wuhan from where it originated. US athletes participated in the Military World Games which were held from October 18–27, 2019 in Wuhan.

 

So, Washington’s main aim was to check the rapidly increasing economic influence of China in the Afro-Asian countries. And New Delhi is also against the growing impact of Beijing in the region.

 

At present, China has controlled the coronavirus and lifted lockdown in Wuhan. Even, America is seeking Chinese help to eliminate the COVID-19 outbreak.

 

In terms of the above-mentioned facts, Brahma Chellaney’s article is based upon his misconceptions about the Muslims, some Islamic countries, including Pakistan and China.

Pakistan’s strained relations with India-Afghanistan

Pakistan’s bilateral relations with its eastern and western neighbours severely deteriorated after Narendra Modi led BJP took over power in June 2014. From 2015 onwards the two arch rivals have been engaged in low-intensity war. The Line of Control and Working Boundary in Kashmir has been kept bloody and on the boil by India. Terrorism in Baluchistan and FATA that had been controlled has been reinvigorated by India. She is resorting to covert war, water terrorism and hybrid war in collusion with Afghanistan. Nefarious activities of the duo are fully backed by USA and Israel.

Indian Prime Minister Modi used anti-Pakistan slogans for rallying the support of radicalized Hindus during the last state elections in India and later for national elections. He blamed Pakistan to hide his internal weaknesses and socio-economic failures. Ashraf Ghani-Abdullah Unity Government in Kabul has also constantly blamed Pakistan to camouflage its failure of establishing its writ in eastern and southern Afghanistan.

Despite the baseless allegations, the Pakistani ruling elite continues with its efforts to engage both the neighbours constructively for regional peace and prosperity and has considered the policy of appeasement as the best option to keep the two antagonists as well as the USA in good humour. Though Islamabad did its best to engage constructively with both New Delhi and Kabul, yet it failed due to Modi’s domestic political priorities and President Ghani’s internal political and security challenges.

RAW-NDS collusion

The bloody terrorist attacks in Lahore in February 2017 followed by another attack on a Sufi shrine in Sindh sponsored by RAW-NDS forced Pakistan to launch Operation Raddul Fasaad to complement Operation Zarb-e-Azb to destroy the terrorist sanctuaries located on Afghanistan-Pakistan border as well as sleeping cells in urban centres and to nab facilitators and handlers. In addition, Pakistan intensified its border management undertakings. The two main border crossings at Torkhum and Chaman were closed and border management improved to prevent infiltration.

In April 2017, Ehsanullah Ehsan, spokesperson of the Tehreek-e-Taliban’s (TTP) splinter group Jamaat-ul-Ahrar, surrendered to Pakistan Army. He claimed that RAW and NDS were supporting terrorist groups by imparting training and providing funds, weapons, equipment and intelligence to subvert the internal security of Pakistan. Pak Army is now fencing the entire length of western border much to the chagrin of USA, India, Afghanistan, the three states sponsoring terrorism in Pakistan. Concurrently, Islamabad is endeavouring to convince the Taliban to hold talks with Unity regime in Kabul.

BJP’s hate-filled politics

The biggest problem while dealing with New Delhi is the prevalent xenophobic domestic Indian political atmosphere. From 2017 till May 2019 elections, Premier Modi used warmongering as a tactic for mustering the support of radicalized hawkish Hindu voters and to win the elections comprehensively. With this objective, his party adopted a vicious policy against the Indian Muslims. 

The BJP’s hate-filled politics against the minorities, particularly the Muslims, due to which lynching of Muslims and low-caste Dalits for eating beef and slaughtering and trading in cattle had risen, adding to the anxiety of India’s 170-million-strong Muslim population, didn’t dent BJP vote bank or the popularity of Modi among near 80% Hindus. Under Modi, several cities with names rooted in India’s Islamic Mughal past have been re-named, while some school textbooks have been changed to downplay Muslims’ contributions to India. The trend of marrying Muslims girls by Hindus is on the increase and so is the process of Hinduization. 

Kashmir imbroglio

Kashmir is the bleeding wound of India where its 750,000 are pinned down since 1990. After the martyrdom of Burhan Wani in July 2016, Indian security forces and the RSS gangs unleashed a reign of terror and employed all sorts of horribly cruel tools including pellet guns to crush the movement. The innocent Kashmiris have been persistently suffering from the brutality of the Indian armed forces. After Pulwama incident, the level of atrocities has increased. Despite the worst type of state terrorism and human rights abuses, the Indian civilian and military law enforcement agencies have failed to restore the writ of the state in the Indian Occupied Kashmir (IOK). The demoralization among the lower ranks has set in as was seen in 2004-05 and cases of suicides are multiplying.

Modi has made plans to rob IOK of its special status by revoking Article 370. He also has devious plans up his sleeves to change the demography of IOK by settling Hindu Pundits, Indian retired officers and soldiers and Kashmiri refugees; and also to carry out ethnic cleansing of the Kashmiri youth or force them to leave IOK. 

Kulbushan discomforts India

Another major irritant which has greatly upset India is the arrest of Indian Naval Officer, Commander Kulbushan Sudhir Jadhav on March 3, 2016, in Baluchistan. He had been working for RAW at Chahbahar since 2003. The death sentence awarded to him by the military court in 2017 has further disturbed RAW and Indian hawks. Kulbushan admitted that he was involved in terrorism and other subversive activities and had established big networks in Baluchistan and Karachi. Indians have been seeking his release but Pakistan has not relented. This could be one reason for India’s constant browbeating tactics and refusing to talk with Pakistan.

Hindutva

The other reason is BJP’s penchant for Hindutva. The resumption of a dialogue between New Delhi and Islamabad is not acceptable to the preachers and followers of Hindutva.

India’s leniency toward Hindu terror groups

While India has all along accused Pakistan of abetting terrorism without providing a shred of evidence and has constantly pressed Pakistan to punish the proscribed groups like Jaish-e-Muhammad, Lashkar-e Taiba and Jamaatud Dawa, allegedly involved in terrorism in India and IOK and has succeeded in blacklisting them, India has always been lenient towards its own Hindu terrorists groups which over 1000.

On June 13, the Bombay High Court granted bail to the accused – Dhan Singh, Lokesh Sharma, Manohar Narwaria and Rajendra Chaudhary, who were in prison since 2013. Four Hindu suspects, who were prime accused in the 2006 terror bombing case that killed 37 people in a Muslim town of Malegaon.

The serial bomb blasts near a mosque had also injured 100 people. Local police initially arrested nine Muslims, accusing them of engineering blasts. But, when the probe was shifted to the National Investigation Agency (NIA), it concluded that the blasts were carried out by the Hindu extremists.

In connection with another terror attack in Bhopal in 2008, Sadhvi Pragya Singh Thakur and former Lt Col Srikanth Purohit were arrested in connection with the incident. Both of them are out on the bail. Thakur recently won parliamentary elections, she contested on the ruling BJP ticket, from Bhopal.

Swami Aseemanand (real name Naba Kumar), linked to RSS is an ideological mentor of BJP. He and three other co-accused Lokesh Sharma, Kamal Chauhan and Rajinder Chaudhary were blamed for three terror attacks. All four who had confessed their crimes were acquitted early this year by an anti-terror court in Haryana in the February 18, 2007 bombing of the Samjhota Express that left 86 people dead, mostly Pakistanis. Last year Aseemanand was among five men acquitted in the 2007 blast in Hyderabad’s Mecca Masjid. In 2017, he was acquitted in the Ajmer Dargah blast case. An Indian court has now ordered the release of four Hindu suspects, who were prime accused in the 2006 terror bombing case in Malegaon.

It has now been amply proved that the much-publicized Mumbai attacks on November 26, 2008, was an in-house affair. Till today, India has consistently blamed Pakistan and has refused to open dialogue until and unless Pakistan agrees to keep terrorism over the issue of Kashmir.

Books written on this subject – namely ‘Betrayal of India’ by Elios Davidson, ‘The Attack on Mumbai’ by Vir Sanghvi, and ‘’The Siege’ by Cathy Scott-Clark & Adrien Levy have laid bare the truth that it was a joint venture of RAW-Mossad and CIA to discredit Pak Army and Kashmiri movement and to get Pakistan declared a terrorist state. And yet India has never been questioned. Same is the case with false flag operation in Udhampur, Pathankot, Uri and Pulwama, all engineered to hide the cruelties of India in IOK and to dub the liberation movement in Kashmir as Islamic radicalism duly supported by Pakistan.

Pakistan has ample proofs

With Kulbushan and Ehsanullah have divulged the entire racket of RAW-NDS against Pakistan with its tentacles spread from Iran, Pakistan’s coastal belt to Afghanistan, what more proof is needed to prove that the duo backed by the USA are the real source of instability in Af-Pak region and much-maligned Pakistan is the victim of terrorism.

India’s jingoism

The biggest problem while dealing with New Delhi is the prevalent jingoistic domestic Indian political atmosphere. Premier Modi, during the last year state elections campaign, used warmongering as a tactic for mustering the support of radicalized hawkish Hindu voters. The BJP secured a majority in the important state elections and constituted its governments. The campaign, however, amplified anti-Pakistan feelings in Indian society.

BJP’s landslide victory

Modi led BJP surprised the world by bagging 303 votes in the Lower House of 543. The BJP’s main rival Congress, couldn’t win a single seat in 13 states and five union territories. Congress managed to secure 52 seats only which was an 8-seat improvement over last elections. Rahul Gandhi – the great-grandson, grandson and son of three premiers, even lost his own seat in Amethi, a family bastion but managed to win a seat in Kerala. Congress BJP’s landslide win has crushed the Gandhi dynasty’s comeback hopes. Rahul tamely threw in his towel after the election results were announced.

Modi’s victory attributable to Pakistan bashing

Modi achieved a landslide victory because of his Pakistan rhetoric, aggressive policies against Indian Muslims and Kashmiri Muslims, and lies and false promises and not on performance. He won despite being likened to Hitler, a compulsive liar and a “gutter insect”, alleged corruption in a Rafael defense deal, the desperate plight of farmers, the lackluster economy and humiliations suffered at the hands of Pakistan in September 2016 on account of fake surgical strike, and then in the aftermath of stage-managed Pulwama attack in February 2019. In fact, killings of over 40 soldiers in Pulwama on February 14 incensed the Hindus, escalated Hindu extremism and further bolstered BJP’s votes.

 

 

 

 

The air intrusion in Balakot on February 27 was a complete fiasco since the Mirage 2000s with Israel-made Spyke missiles could uproot few pine trees only, but Modi helped by Indian media claimed it as a roaring success, falsely claiming destruction of Jaish-e-Muhammad camp and killing over 300 militants. He roared, “Wherever the terror groups and perpetrators may hide, our security forces will flush them out and punish them. Every drop of blood of our slain soldiers shall be avenged.”

These high-sounding rhetoric made the Indian public ecstatic and hysteric. Exploiting their sentiments, Modi named himself as the Chowkidar (Watchman) and the only who can defend India and make it great.

 

Indo-Afghan hostility hinders peace  

Surely, the continuity of such collusive nefarious activities of NDS-RAW would not be tolerable for the sake of dialogue process. Although the Afghan Unity Government constantly levels baseless allegations against Pakistan to camouflage its own failure, yet Islamabad is determined to engage Kabul for cordial bilateral relations between Afghanistan and Pakistan.

India has inflicted tens of thousands of cuts on the body of Pakistan and has openly expressed her desire to break Pakistan into four parts, and yet Pakistani leadership is bending over backwards to resume dialogue with India which has been wholly unproductive due to Indian intransigence and deep-rooted hatred.

Will Modi fulfil his promises? 

Now that Modi is firmly in the saddle, will he fulfil his unaccomplished promises? Will he be able to make India Great as claimed by him? Will he be able to tackle the economy and unemployment which has surged up particularly among the women? Will he create a higher number of jobs needed? Can he address wealth inequalities? The agriculture industry is also in an awful state. Drought, low prices of agriculture products and heavy debts have driven thousands of farmers to commit suicide. The country’s waterways are filthy and India is home to 22 of the world’s 30 most polluted cities. Open latrines and millions sleeping on footpaths are other unresolved problems. Religious minorities – including India’s 170 million Muslims – are terrified and feeling insecure.

Will he continue persecuting the minorities or balm their wounds to integrate the heterogeneous society which is an ethnic museum? Will he exploit his brute majority to revoke Article 370 and make IOK integral part of India, or allow the Kashmiris their right of self-termination? Will he continue to tread on the beaten path of jingoism, whipping up war hysteria and keeping the people mesmerized in a mythical world in pursuit of his mission to make Pakistan a compliant state, and become a world power, or else adopt a saner approach and adopt a reconciliatory approach in the overall interest of South Asia?

India has once again shown her mindset by trying to influence FATF to blacklist Pakistan. China, Turkey and Malaysia thwarted the baleful move. India can never achieve her ambitions by beating war drums and adopting a confrontationist approach.   

It is most unfortunate that the US-Israel-Afghan-India nexus is a collection of spoilers who have chosen the path of hostility, which is bound to lead to catastrophic results. Sudden rise in temperature in the Persian Gulf stoked by the USA has added to the gravity of the situation. Conversely, Russia-China-Central Asian Republics-Pakistan and ASEAN vie for co-existence, peace and collective prosperity and are placing their hopes in BRI and CPEC.

Afghanistan and Pakistan have suffered a great deal on account of wars imposed by outsiders in Afghanistan and making Pakistan a frontline state. Both earnestly need peace. No peace is possible in the region without the resolution of the dispute in Kashmir and end of the war in Afghanistan. Therefore, it’s imperative that Russia, China, Turkey, Iran should play a constructive role in resolving the two issues.

Modi seems to have climbed down the high horse he was riding and has asked Pakistan to rebuild trust and develop enabling environment for progress in ties. This whiff of fresh air has come in response to two letters written by Imran Khan. He, however, once again reiterated that for cooperative ties, it was important to build an environment free of terror, violence and hostility. Coming months will indicate the seriousness of Modi’s apparent desire for re-engagement. 

To conclude, the mistrust hinders constructive engagement. Pakistan, India, and Afghanistan need to appreciate the usefulness of the connectivity between the neighbours for the prosperity of their people. All three should disperse the clouds of distrust and hatred and build trust, bring in amity and cooperation. Enduring peace and stability in South Asia hinge on the resolution of the long-pending dispute of Kashmir and end of the war in Afghanistan.

There is a co-relationship of Indian oppressive tactics in the Indian Occupied Kashmir (IOK) and war-like posture against Pakistan, as the extremist government of the Bharatiya Janata Party (BJP) led the Indian fundamentalist Prime Minister Narendra Modi who has directed the Indian security forces to accelerate atrocities in the IOK, want to obtain various sinister designs, especially to suppress the Kashmiris’ war of liberation and to win the general elections 2019 at the cost of Pakistan.

Following the false flag Pulwama terror attack in the IOK, which killed 44 Indian soldiers on February 14, this year, Indian Air Force (IAF) conducted pre-emptive air strike near the town of Balakot, close to the border with Pakistan’s sector of Kashmir on February 27, 2018, while claiming that IAF fighters targeted the camp of Jaish-e-Mohammad (JeM) and killed 350 militants—the outfit whom New Delhi blamed for the Pulwama attack. Next day, in response, Pakistan Air Force (PAF) launched aerial strikes at six targets in the IOK and shot down two Indian fighter jets and captured Indian pilot Wing Commander Abhinandan Varthaman who was released as a gesture of peace and handed over to the Indian authorities.

 

Without any investigation and evidence, Indian high officials and media started accusing Islamabad, saying that the attackers had come from Pakistan to stage the assault.

 

Pakistan’s Prime minister Imran Khan, Foreign Minister Shah Mahmood Qureshi, Foreign Office spokesman Dr. Muhammad Faisal and Director General of Pakistan Army’s media wing, the Inter-Services Public Relations (ISPR), Maj-Gen. Asif Ghafoor strongly rejected false allegations of Indian media and government, which linked the Pulwama terror assault to Islamabad.

 

Taking cognizance of Indian blame game and war-like posture, offering cooperation and another chance at a dialogue over the Kashmir issue, Prime Minister Imran Khan said on February 19, this year that Pakistan will take action, if New Delhi shares any actionable evidence, concerning the suicide bombing in the Pulwama area. But, Indian extremist rulers rejected any cooperation with Islamabad and have continued threatening diplomacy against Pakistan.

 

In this regard, in a televised address on February 27, 2019, Prime Minister Imran Khan said that his country is ready to cooperate with New Delhi into the investigation of the February 14 suicide bombing, claimed by Pakistan-based armed group, JeM which was banned by the government. He called for talks with India and hoped better sense would prevail so that both sides could de-escalate.

 

Meanwhile, journalists who visited the targeted site of Balakot and a video released by Islamabad exposed India’s false statements that IAF fighters targeted the camp of JeM and killed 350 militants. Despite the demand of Indian opposition parties and some responsible media entities, Indian top civil and military officials have failed to provide any evidence or video regarding government’s claim in this connection.

Besides, by creating jingoism in India and war hysteria against Pakistan, Indian extremist Prime Minister Modi’s government has continued propaganda campaign against Pakistan. Indian security forces have also intensified shelling across the Line of Control (LoC) and compelled Pakistan Army to give a matching response.

 

It is notable that during the period of nature, the law of jungle was the order of the day, as the powerful could kill the weak mercilessly. In the modern era, India has been following the similar law of the jungle in its refined form by employing barbaric tactics in the Indian Held Kashmir (IHK) in order to suppress the war of liberation which continues unabated by the Kashmiris who are demanding their genuine right of self-determination as recognised by the UN resolutions.

 

In the aftermath of the Pulwama terror attack, many Kashmiri people, including students have been arrested and attacked and their shops looted by the Hindu extremists. Young people have been charged with sedition for criticizing the Indian Army, and Indians are lashing out at Pakistani civilians, including Bollywood actors.

 

Since the last 71 years, the Kashmiri people have been endeavouring for an end to India’s illegal and bloody occupation. Atrocities being inflicted by the Indian forces on the Kashmiris have increased manifold particularly under the rule of Hindu fundamentalist party BJP. The amount of torture, killings and rapes perpetrated on Kashmiri people by Indian army personnel has already crossed all the thresholds of brutalities. Every day, incidents of gashing of eyes, chopping off vital body-parts, use of ever-new methods of persecution during unending curfews speak volumes for India’s state-sponsored violence on Kashmiris.

 

Even India-based human rights watchdogs and some veteran politicians in India are now fully convinced that grave acts of brutality are being committed by occupation forces in Kashmir. Recently, talking in a gathering organised under aegis of Foreign Correspondents Club (FCC) South Asia, ex-external affairs minister/BJP leader Yashwant Sinha candidly termed India’s wrong policies in handling Kashmir as “bundle of confusion”. He also admitted that “India has lost people of the valley emotionally” owing to Modi’s doctrine of brutality to suppress Kashmiri people.

 

Despite complete closure of the IOK for the foreign/local human right watchdogs and international media, the sporadic clippings and footages display the Indian army’s devilish acts of torture and carnage. As a rare show of moral support, United Nations Human Rights Council, the Office of the United Nations High Commissioner for Human Rights, European Convention on Human Rights and human rights set-up of the Organisation of the Islamic Cooperation also issued reports in 2018, pointing out grave violations of human rights by the occupation forces in the IHK.

 

 

 

 

On the other hand, Indian media in league with Indian deep state has been vociferously blaming Pakistan and its primary intelligence agency ISI for all the unrest in the IOK, while, the ongoing ‘Intifada’ is an entirely local uprising as retaliation from the suppressed Kashmiris against Indian occupation spanned over 70 long years. Meanwhile, Removal of Hafiz Saeed’s name by the US from its 2018-NDA list and his release orders by the Pakistani court have further frustrated the Indian media to spit fire against Pakistan and commit more atrocities on the Kashmiri Muslims.

It is mentionable that to pay homage to the martyrs in Kashmir and determination to the struggle of Kashmiri people, 5the February (2019) was observed with full support from the Kashmiris, living abroad and Pakistani media. The hallmark was the presence of Foreign Minister Shah Mahmood Qureshi in London to lead the efforts of the international community at the international level. Protests and seminars were organized by Kashmiris and Pakistanis in Europe, North America and important capitals of the world.

 

However, under new BJP-Modi strategy being executed in the IOK, a complete genocide of the Kashmiri people is being carried out to change the demographic structure of the IOK in utter defiance of international human rights laws. More bloodshed is feared in the days ahead due to use of brutal force and extra-judicial killings of innocent Kashmiris by Indian military and paramilitary troops.

 

Spill-over of purely indigenous freedom movement of Kashmiris to the other insurgency-infested states especially Khalistan, Mizoram and Assam is very much on the cards for India.

 

Nevertheless, various forms of state terrorism have been part of a deliberate campaign by the Indian army and paramilitary forces against Muslim Kashmiris, especially since 1989. It has been manifested in brutal tactics like crackdowns, curfews, illegal detentions, massacre, targeted killings, sieges, burning the houses, torture, disappearances, rape, breaking the legs, molestation of Muslim women and killing of persons through fake encounters.

 

Notably, in the recent past, social media proliferated the viral video of 22-year-old young woman namely Ishrat Muneer Bhat (resident of Dangerpora, Pulwama district). Her bullet-riddled body was found in Sugan, Dragged village, Shopian district on January 31, 2019. She was doing Masters at the Indira Gandhi National Open University and was killed by the Indian Law Enforcement Agencies (LEAS). Besides similar tragic events, her killing is the latest barbarity of the Indian LEAs which are now also not sparing the womenfolk in their bloody game of crushing the Kashmir movement.

 

Indian forces have employed various draconian laws like the Jammu and Kashmir Disturbed Areas Act, and the Armed Forces (Jammu and Kashmir) Special Powers Act and Public Safety Act in killing the Kashmiri people, and for the arbitrarily arrest of any individual for an indefinite period.

 

Besides Human Rights Watch, in its various reports, Amnesty International has also pointed out grave human rights violations in the Indian controlled Kashmir, indicating, “The Muslim majority population in the Kashmir Valley suffers from the repressive tactics of the security forces”.

 

In its report on July 2, 2015, the Amnesty International has highlighted extrajudicial killings of the innocent persons at the hands of Indian security forces in the Indian Held Kashmir. The report said, “Tens of thousands of security forces are deployed in Indian-administered Kashmir…the Armed Forces Special Powers Act allows troops to shoot to kill suspected militants or arrest them without a warrant…not a single member of the armed forces has been tried in a civilian court for violating human rights in Kashmir…this lack of accountability has, in turn, facilitated other serious abuses…India has martyred one 100,000 people. More than 8,000 disappeared (while) in the custody of army and state police.”

 

In this context, the European Union has passed a resolution about human rights abuses committed by Indian forces in the Indian Held Kashmir.

 

It is of particular attention that in 2008, a rights group reported unmarked graves in 55 villages across the northern regions of the Indian-held Kashmir. Then researchers and other groups reported finding thousands of mass graves without markers. In this respect, in August 2011, Indian Jammu and Kashmir State Human Rights Commission officially acknowledged in its report that innocent civilians killed in the two-decade conflict have been buried in unmarked graves.

 

Foreign sources and human rights organisations have revealed that unnamed graves include those innocent persons, killed by the Indian military and paramilitary troops in the fake encounters including those who were tortured to death by the Indian secret agency RAW. In the recent past, more unmarked graves have been discovered.

 

Some online authentic sources suggest that recent wave of Kashmiri ‘Intifada’ has witnessed repression of Indian armed forces; large numbers of the dead and injured have been youngsters. The pellet guns used by security forces have damaged the faces of 1600 people and more than 1100 people have partially or wholly lost their eyesight making 2016 as the year of dead eyes.

 

In 2017, reports also disclosed that in the IOK, Indian security forces have also used chemical weapons against the Kashmiri civilians in violation of international law and the Universal Declaration of Human Rights. In development on July 4, 2017, the Indian Army had destroyed houses in Pulwama and killed 3 Kashmiri civilians. Upon recovery of the bodies, it was discovered that they were burnt beyond recognition.

 

Sources report that the Indian Army is emulating Israeli tactics by using white phosphorus bombs to destroy houses of Kashmiris suspected of harbouring Mujahideen. The same tactics were used by Israel during its attacks on Gaza and it seems that these weapons have been provided by Israel to India for use in the IOK.

 

In fact, Indian authorities are not willing to talk with Kashmiri people on political grounds. New Delhi reached to a conclusion that the only bullet is the right way of dealing with Kashmiris, demanding their right of self-determination. Surprisingly, Indian successive governments and particularly the Modi regime are trying to ignore the dynamics of the freedom movement of Kashmiris for the sake of their alien rule.

 

Failed in suppressing the Kashmir movement, Indian central government imposed President’s rule in Jammu and Kashmir which started from December 20, 2018. The main purpose was to accelerate atrocities on the Kashmiris who are demanding their genuine right of self-determination.

 

Taking note of the recent war-like situation between Pakistan and India, especially, Russia and some Arab countries, including Turkey and the United Nations Secretary-General Antonio Guterres expressed deep concern over tensions between the two neighbouring countries, and have offered their mediatory roles between both the nuclear countries for de-escalation.

 

Unfortunately, New Delhi which has refused the mediatory role of any country is still showing its intransigence to resolve the Kashmir issue with Islamabad by neglecting the fact that Kashmir remains a nuclear flashpoint between both the neighbouring countries.

 

It is worth mentioning that the organisation of Islamic Cooperation (OIC) on February 26, 2019, condemned India’s incursion against Pakistan, urging the two countries to exercise restraint and avoid any steps that could endanger peace and security in the region. On the same day, in an emergency meeting, the OIC Contact Group on Jammu and Kashmir expressed grave concern at the rising tensions in South Asia and strongly condemned the recent wave of repression, killing of innocent civilians, and frequent incidents of rape perpetrated by Indian forces in occupied Kashmir.

 

In this connection, concluding the meeting of the Council of Foreign Ministers (CFM) of the OIC, held in Abu Dhabi on March 1-2, 2019, a resolution was passed, which condemned the Indian state terrorism in occupied Kashmir and reaffirmed its unwavering support for the Kashmiri people. It reiterated that Jammu and Kashmir remained the core dispute between Pakistan and India. The resolution also reminded the international community of its obligation to ensure implementation of UN Security Council resolutions on the Jammu and Kashmir dispute. The OIC member states adopted another resolution which expressed grave concern over the Indian violation of Pakistani airspace; affirmed Pakistan’s right to self-defence; and urged India to refrain from the threat or use of force. The resolution on regional peace and security in South Asia also welcomed Prime Minister Imran Khan’s renewed offer of dialogue to India and the goodwill gesture of handing over the Indian pilot. However, it also proved Pakistan’s diplomatic victory over India.

 

It is noteworthy that Indian Prime Minister Modi’s extremist party-BJP had got a land sliding triumph in the Indian elections 2014 on the basis of anti-Muslim and anti-Pakistan slogans. Therefore, a double game has become the BJP strategy to win the Indian general elections in 2019.

 

Undoubtedly, we can conclude that by exploiting the false flag terror attack at Pulwama, Indian Prime Minister Modi has intensified war-hysteria against Pakistan. New Delhi’s main aim is to deflect the attention of the international community from the new phase of Kashmiri ‘Intifada’, while in this regard; pressure has been mounting on the Modi government both domestically and internationally to resolve the dispute of Kashmir with Pakistan. As the struggle of Kashmiri people has entered into crucial phase with increasing frustration of New Delhi, India accelerated atrocities and oppressive tactics in the Indian Occupied Kashmir.

India’s Insecure Nuclear Programme, Threatening Regional and Global Peace

In its report, the Stockholm International Peace Research Institute (SIPRI) disclosed on 18, this year that an estimated 110-130 Indian nuclear bombs are stored in six or so government-run sites across India. Within the next five years to one decade, as many as 60 reactors will also be functional in India with the active cooperation of the US-led western and far eastern allies.

 

In the past, several incidents of leakage and theft in addition to alarming episodes of lax security on existing nuclear sites given a history of civil tumult have occurred in India. India is notorious for highly lax security of its nuclear facilities. The episode of 8 October 2014 at Kalpakkam, when a soldier of Central Industrial Security Force (CISF) responsible for protecting nuclear materials, went on a rampage to destroy the security of the facility leading to nuclear material theft by criminals. Many incidents in the past including theft and leakage incidents of 2003, 2008, 2009 and 2013 are alarming examples of what inside and outside officials depict as serious short-comings in India’s nuclear safeguards.

 

India and Japan have a terrible record of nuclear reactor leakage due to various reasons which consequently proved disastrous. But, Indian poor nuclear security has broken all the records.

 

Indian media reported on July 5, this year that the Kolkata police have arrested five men with 1 kg of uranium valued at around Rs. 3 crores ($440,000).

 

The Times of India elaborated that the men had come to Kolkata in the state of West Bengal to try to sell the substance. Police was quoted as saying that two packets of a “yellow-coloured substance” were seized.

 

It is notable that when the US former President Barack Obama hosted the fourth Nuclear Security Summit in Washington on March 31, 2016 to check the spread of nuclear weapons, showing concerns about the ambitions of terrorist groups such as the ISIS in acquiring a nuclear weapon or radioactive material, , the US President Donald Trump had taken a different stand in his interview with the CNN by stating, “More nuclear weapons could make the world safer…US can no longer afford to bankroll the defence of its allies in Europe, Asia and the Middle East…Japan, South Korea and Saudi Arabia may need arsenals to confront threats in their region on their own.”

 

Similarly, by pursuing the double standards of America and some Western countries in its worst form, President Trump also favoured India, while opposing the nuclear weapons of Pakistan. Because, being the only nuclear country in the Islamic World, Pakistan annoys the US, Israel and some Western countries. It is Zionist agenda to ‘denculearise’ Pakistan. However, like Obama, Trump has brushed aside the ground realities that Indian Prime Minister Narendra Modi led by the ruling fundamentalist party BJP has been implementing anti-Muslim and anti-Pakistan agenda.

 

 

 

 

As part of their double game, these US-led countries have ignored poor Indian record of nuclear security, non-proliferation, lack of safety of workers, working at Indian nuclear facilities and lack of any appropriate regulatory authority.

 

Indian record proves various kinds of security and safety lapses regarding various nuclear plants and the related sensitive materials, including events of leakage, nuclear theft, smuggling and killing.

 

In this regard, in November 2009, more than 90 Indian workers suffered radiation due to contamination of drinking water at the Kaiga Atomic Power Station in Karnataka.

 

On July 27, 1991, a similar event occurred at the heavy water plant run by the Department of Atomic Energy at Rawatbhata in Rajasthan. Nuclear radiation had affected and injured many labourers there.

 

In July 1998, India’s Central Bureau of Investigation (CBI) seized eight Kg. of nuclear material from three engineers in Chennai, which was stolen from an atomic research centre.

 

On November 7, 2000, International Atomic Energy Agency (IAEA) disclosed that Indian police had seized 57 pounds of uranium and arrested two men for illicit trafficking of radioactive material. IAEA had revealed that Indian civil nuclear facilities were vulnerable to thefts.

 

On January 26, 2003, CNN pointed out that Indian company, NEC Engineers Private Ltd. shipped ten consignments to Iraq, containing highly sensitive equipment entailing titanium vessels and centrifugal pumps.

 

In December 2006, a container packed with radioactive material had been stolen from an Indian fortified research atomic facility near Mumbai.

 

In June 2009, India’s nuclear scientist, Lokanathan Mahalingam missed from the scenario and after a couple of days; his dead body was recovered from the Kali River. Indian police concocted a story that Mahalingam had committed suicide by jumping into the river. It is a big joke to hide some real facts behind his death because wisdom proves that if an educated person decides to commit suicide, he will adopt a soft way to eliminate his life. Afterwards, Dr Haleema Saadia said that the death of the scientist was a conspiracy.

 

Nevertheless, such events in connection with nuclear material continued unabated in India, putting the security of atomic weapons and their related components, including the lives of workers at high risk.

 

It is mentionable that during his first visit to New Delhi, on November 6, 2010. President Obama announced the measures, America would take regarding removal of Indian space and defence companies from a restricted “entities list”, and supported Indian demand membership of four critical global nuclear nonproliferation regimes.

 

And as part of the double standards about India and Pakistan, America set aside the poor Indian record regarding the safety of nuclear weapons and related materials. Despite, Indian violations of various international agreements and its refusal to sign Non-Proliferation Treaty (NPT), Comprehensive Test Ban Treaty (CTBT) and Additional Protocol with the IAEA, Washington signed a pact of civil nuclear technology with New Delhi in 2008. During American

President Barack Obama’s visit to India, on January 25, 2016, the US and India announced a breakthrough on the pact which would allow American companies to supply New Delhi with civilian nuclear technology.

 

Notably, America is a potential military supplier to India. The US also pressurised IAEA and the Nuclear Suppliers Group (NSG) to grant a waiver to New Delhi for obtaining civil nuclear trade on a larger scale.

 

Evidence indicates that India has not fulfilled the conditions of the NSG waiver. At least, eight of India’s nuclear reactors are outside safeguards which are a big question mark on the credibility of its nuclear safety and security standards. Two reports from the King’s College–respectively titled ‘India’s Nuclear Exceptionalism’ and ‘India’s Strategic Nuclear and Missile Programs’ also claim that India has already accumulated nuclear material for over 2600 nuclear weapons, including all of its unsafeguarded reactor-grade plutonium, which is weapon-usable, and raised concerns over this stockpiling.

 

In fact, in the pretext of countering China, Washington has continued favouring India’s programme of advancement and modernisation of nuclear weapons. The US supports the Indian nuclear programme in the guise of anti-China and anti-Pakistan approach. Beijing is apprehensive about the emerging threat, as, during the last visit of Obama to New Delhi, the intent of President Obama and Indian Prime Minister Modi was quite clear while mentioning about free sea lanes and air passages in the South China Sea. President Trump is also pursuing the policy of his predecessor in this respect, as in the recent past, during his meeting with Prime Minister Modi, he showed a similar approach.

 

Nonetheless, arms deals with America, which also include nuclear submarines to New Delhi, would increase Indian hegemonic designs in the region. And NSG’s membership in India will create concerns for regional strategic stability.

 

Besides obtaining atomic weapons from the US and other Western countries, New Delhi is, clandestinely, importing nuclear arms, components and submarines from Tel Aviv. In this connection, Zionist-led Indo-Israeli secret diplomacy could be assessed from the interview of Israel’s ambassador to India, Mark Sofer, published in the Indian weekly Outlook on February 18, 2008. Regarding India’s defence arrangements with Tel Aviv, Sofer had surprisingly revealed, “We do have a defence relationship with India, and “with all due respect, the secret part will remain a secret.”

 

Although these atomic weapons seem to be mysterious, yet still could be within reach of some Hindu terrorists with the help of RAW which might have also got these destructive arms from Mossad. Such atomic weapons or radiological materials could have also been smuggled inside India by the Hindu fundamentalists with the covert assistance of RAW.

Frustrated in isolating Islamabad, RAW in connivance with Mossad might have prepared a most dangerous plan to use nuclear weapons or dirty nuclear bombs inside the US homeland or any major European country to implicate Pakistan for having allegedly used these weapons through some Taliban militants.

 

Mainly, RAW and Mossad may also employ these lethal weapons against NATO forces in Afghanistan, as India and Israel want to prolong the stay of the US-led NATO troops in Afghanistan which have become the centre of their covert activities against Pakistan, Russia, China and Iran. RAW and Mossad may use terrorists of the Islamic State outfit (Also known as Daesh, ISIS and ISIL) which are strategic assets of the CIA for employment of these unconventional weapons. While, India, Israel and America are also playing double game against one another, hence, by utilizing the vicious circle of terrorism, New Delhi can alone use these weapons through Afghanistan-based Tehreek-e-Taliban Pakistan (TTP) and ISIS which are also being backed by RAW, CIA and Mossad, and have claimed responsibility for several terror assaults inside Pakistan and Afghanistan, including the recent ones. So, RAW’s sole aim will be to provoke Americans and its allies against Islamabad which is challenging Indian hegemony in the region. Thus, Indian RAW could create a dangerous misunderstanding in which the US could use small nuclear weapons against Pakistan or could ask the latter of rollback its atomic programme.

 

Undoubtedly, in such an environment, considering India qualified for acquiring of nuclear technology through “global powers” led NSG and IAEA and obstructing Pakistan’s safe nuclear energy programme is discriminatory as well as an effort to hinder peace and economic progress of Pakistan. And hazardous materials in nuclear facilities patrolled by low morale CISF troops across India are also liable to be stolen by insiders having grievances against employers and typical Hindu mindset of Indian leadership. Indian sponsored ISIS elements could use these stolen materials. Washington and its other allies, instead of pressing India for quick nuclear reforms are encouraging India to expand its nuclear stockpiles. The US-led West need to take cognisance of such ventures rather than criticising Pak-China civil nuclear cooperation.

 

In light of these adverse developments, we can conclude that Indian insecure nuclear programme is threatening regional and global peace. Therefore, the world’s various forums such as EU and UNO, including Russia should also take cognisance of New Delhi in this regard.

Nuclear power plants are designed to withstand natural disasters like earthquakes. In France, for instance, nuclear plants are designed to withstand an earthquake twice as strong as that experienced in the past 1,000 years. In India, the Kakrapar Atomic Power Station, Rajasthan Atomic Power Station, Tarapur Atomic Power Station and Narora Atomic Power Station operated safely when earthquakes of lower intensity were felt. The plants, however, could not withstand a tsunami. The campus of Kalpakkam Atomic Reprocessing Plant was flooded when the tsunami hit Tamil Nadu’s coast in 2004.

Catch-22 situation

In India, every region falls in the seismic zone in some way, said Durgesh Rai of IIT Kanpur. “Most of our nuclear plants are in weak seismic zones but lie in coastal areas. Their structure is earthquake-resistant but they have not been tested against tsunami. The entire coastal region is believed to be vulnerable to tsunami,” he said. Nuclear plants are built near the sea because sea water is required to cool the reactor.

What happened during the Fukushima incident in Japan

The power plant survived the earthquake and was shut down. Limits are set on the levels of velocity, acceleration and displacement in every power plant. The plant stopped functioning when the limits exceeded. The atomic reaction thus stopped. When the plant stopped functioning, seawater used to cool the reactor stopped flowing. The diesel generators that were to feed water to the power plant also apparently shut down. Thus, the cores began to heat up.

Though the fission of radioactive elements was stopped, some reactions continued generating a great deal of heat. Without cooling, the temperature rose, boiling off the remaining water and increasing pressure leading to an explosion.

The plant that survived an earthquake earlier in Japan 

In 1995, the Kobe-Osaka earthquake did not affect the nuclear power plant just 110 km from Kobe. After the 7.2 magnitude earthquake, a panel was set up to review the safety of nuclear facilities in Japan and design guidelines for their construction. The Japanese Nuclear Safety Commission (NSC) approved the panel’s report. After recalculating the seismic design criteria required for a nuclear power plant to survive near the epicentre of an earthquake of high intensity, the NSC concluded that under current guidelines the plant could survive a 7.75 magnitude quake.

Location of nuclear power plants in India 

Earthquake-prone regions are categorised between Zones I and IX from least earthquake-prone to most earthquake-prone. Indian nuclear power plants are situated in Zone II and III except the Narora plant in Uttar Pradesh, which is situated in Zone IV. Japan’s nuclear plants are in Zones VII, VIII and IX.
