PROSTITUTION by foreigner females is going on unchecked in posh localities of the provincial capital as well as in other big cities due to lack of interest of the Federal Investigation Agency (FIA) in curbing this crime.
The prostitution across the country operates underground and is also thriving in the country with the addition of foreigner girls. The phenomenon of using foreigner girls for prostitution is not a new one and Pakistan is considered a hotspot for females belonging to Central Asian Countries and Bangladesh.
FIA sources said that most of the prostitution dens where foreigner prostitutes were working were mostly situated in Defence, Gulberg, Faisal Town, Wapda Town and other posh localities. The sources claimed that the FIA’s passport cell did not take any action against any of these dens and in case of a complaint; the case was referred to the police, which took action in routine.
In the provincial capital, the majority of the foreigner prostitutes belonged to Russia, Azerbaijan, Tajikistan and other parts of central Asia. Most of the business and booking was done on cell phones, another FIA official said, adding that most of these foreigner prostitutes did not have valid visas or passports and were smuggled into the country via Afghanistan, Dubai or Iran.
One of such dens is operating in Wapda Town, FIA sources said, adding everybody noticed these women but no one dares to lodge a complaint. They claimed that the den was operating in the flats behind the G Block market. Earlier, this gang was operating in D2 Block of Wapda Town and some two months back, they packed their bags from there after a police raid.
The sources said in that raid the police arrested 11 foreigner girls and the ringleader Hina Khan besides recovering four cars from the spot. The sources said the police registered a case number 822/08 against the accused females under section 371-A and 371-B.
It is pertinent to mention here that the police did not impose Sec 14 of Foreigner Act against these females due to reason best known to the SHO Sattukatla police. A police official claimed that proclaimed offenders used to visit this den and it was also mentioned in the FIR.
FIA sources said the rackets dealing in foreign prostitutes were very well connected and if any official tries to take action against them, he would have to face many difficulties. They said that some two years back an Assistant Director of FIA Passport Cell Gohar Sarfraz raided the den of Hina Khan to arrest foreigner females who were living there without legal documents. He said the influential mafia managed to get Gohar repatriated to Airport Security Force (ASF) and the case was hushed up.
A senior FIA official said that prostitutes from CAR countries were rotated in a circuit that included several Gulf States through Karachi. Russians and other Central Asians first trickled into Karachi under the protection of Soviet mafia and corrupt officials and the business was on its peck in the late 1980.
The official claimed that at present Islamabad has become the hub of these smuggled females. He said according to estimates of international agencies and NGOs more than 10,000 prostitutes had arrived in Pakistan.
He said some two years back a team of FIA raided the same gang in Wapda Town and arrested nine foreign prostitutes. In 2006, he said, the FIA teams had busted several prostitution dens, which were offering foreign prostitutes.
Prostitutes were found to be spies.
He said that during interrogation, some of those prostitutes were found to be spies.When contacted, Deputy Director FIA Passport Circle Lahore did not pick up his cell phone (03018485861). No other official of FIA is ready to give official version on the issue.

Early military governments and religious groups sought to reform areas like the famous “Taxali Gate” district of Lahore by displacing prostitutes and their families in an effort to “reinvent” the neighborhood.
While displacing the prostitutes might have temporarily made the once small red-light district a better neighborhood for a time, it did little to stop the now dispersed prostitutes from plying their trade. Reforming a neighborhood, instead of offering education and alternative opportunities, appears to be at the core of early failures to curb the nascent sex industry. This mistake would become a prophetic error as now the tendrils of the sex trade have become omnipresent in cities like Islamabad, Rawalpindi, Karachi and Lahore, not to mention towns, villages and rural outposts.
An aid worker for an Islamabad-based non-governmental organization (NGO) recently related a story: quickly after his arrival in the capital, he realized the house next to his own was a Chinese brothel. The Chinese ability to “franchise” the commercial sex industry by providing down-trodden Chinese women throughout Asia, North America and Europe would be admirable in a business sense if it were not for the atrocities – human trafficking, sexual slavery and exploitation – which cloud its practice.
Chinese bordellos, often operating as “massage parlors” or beauty salons, are across Pakistan, even spread even to war-torn and restive locations such as the Afghan capital Kabul. Chinese in the sex industry have developed a cunning ability to recognize areas where the demand for sex far outstrips the supply.
The NGO worker said that after months of living adjacent to the brothel things were shaken up – literally. One evening a drunk Pakistani drove his car into the brothel. Later the driver told authorities the ramming was a protest by a devout Muslim against the debauchery of the house and its inhabitants. The NGO worker, however, had seen the same car parked peacefully outside the house the night before.
The local sex industry comprised of Pakistani prostitutes has also grown in recent years. One can easily find videos on YouTube that show unabashed red-light areas of Lahore. The videos display house after house with colorfully lit entranceways always with a mamasan and at least one Pakistani woman in traditional dress. The women are available for in-house services for as little as 400 rupees (US$6) to take-away prices ranging 1,000 to 2,000 rupees. These districts are mostly for locals, but foreigners can indulge at higher prices.
Foreigners in Pakistan have no trouble finding companionship and may receive rates similar to locals in downtrodden districts. More upscale areas like Lahore’s Heera Mundi or “Diamond Market”, cater to well-heeled locals and foreigners. At these places prettier, younger girls push their services for 5,000 to 10,000 rupees for an all-night visit, and the most exceptional can command 20,000 to 40,000 rupees for just short time.
Rumors abound online that female TV stars and actresses can be hired for sex. “You can get film stars for 50,000 to 100,000 rupees but you need good contacts for that,” one blogger wrote after a trip to Lahore.
“The Lahore, Karachi and Rawalpindi sex scenes are totally changing and it’s easier and easier to get a girl for [sex],” another blogger wrote. “Most of the hotels provide you the girls upon request.” Bloggers also reported that it is easy to find girls prowling the streets after 6 pm, and foreigners can find young women hanging out near Western franchises like McDonald’s and KFC. Such women, the bloggers claim, can lead the customer to a nearby short-time accommodation.
Short-time hotels offering hourly rates can be found all over major cities, underscoring the profits being reaped by the sex industry.

The women involved in the practice of prostitution in Pakistan can be divided into three broad categories: women who have been trafficked or lured into the profession, women who have been born into the profession and women who willingly seek out a pimp to make extra money. Trafficked women are mainly found in the brothels, while those who willingly join this profession work as call girls, usually accompanied by a dalal or bharva or pimp. Those born into the profession are ‘schooled’ at home and operate under the management of their mother or another older female relative. Prostitution, especially in brothels, often remains associated with human trafficking as trafficked women are sold into brothels. In 2003, approximately 20,000 minors were engaged in prostitution in Pakistan. A recent study indicated that major cities like Karachi, Lahore, Faisalabad and Multan have large population of sex workers. Many sex workers in these cities operate from hotels or homes. Some cities have red-light districts, but due to illegal status of prostitution, many sex workers work in homes and other private facilities. There are very few identifiable traditional red-light districts in the cities in Pakistan. Prostitution in Pakistan is dispersed throughout urban areas in residential suburbs. Cities like Karachi and Lahore are major base of operation for call-girls. In Karachi, many girls take on the occupation of call-girls independently; however most girls enter into prostitution after coming into contact with a pimp. The girls share 40%–50% of their income with the pimps. Some call girls work with the pimps under a fixed monthly amount, and the pimps provide police protection, shelter and bear daily expenses. Many call girls learn dance-forms like mujra to earn more money. Most of the prostitutes operating in affluent urban areas are educated and belong to the middle-class. Affluent men in the nation may have a second or even a third wife who may be a prostitute, with whom they have had a semi-permanent sexual relationship in return for financial support. These men and women do not view their relationship in terms that of a client and a sex worker. According to a 2001 report by DePaul University’s International Human Rights Law Institute, Afghan women were sold into prostitution in Pakistan for around 600 rupees, less than $4 a pound, depending on their weight. A 2003 report by the International Organization for Migration said that although there was little information available on the incidence of prostitution of Afghans in Pakistan, anecdotal information indicated that economically driven prostitution was ongoing in major urban areas in addition to instances of forced prostitution.
Prostitution has no legal recognition in Pakistan. Moreover despite growth of male prostitution and gay prostitution, homosexuality is outlawed in the nation. Under Section 377 of the Pakistan Penal Code, whoever voluntarily has “carnal intercourse against the order of nature with any man, woman or animal” shall be punished by 100 lashes and from 2 years to life imprisonment. While arrests are not common for homosexuality, the law is used as a tool to blackmail. Police frequently take money or sex from people they know to be involved in commercial or non-commercial homosexual relationship. Pakistani law is greatly influenced by the Penal Code drawn up by the British in 1892. This remains a major element of the current Pakistani law.
Section 371A and section 371B of the Pakistan Penal Code states:
371A. Selling person for purposes of prostitution, etc.– Whoever sells, lets to hire, or otherwise disposes of any person with intent that such person shall at any time be employed or used for the purpose of prostitution or illicit intercourse with any person or for any unlawful and immoral purpose, or knowing it to be likely that such person will at any time be employed or used for any such purpose, shall be punished with imprisonment which may extend to twenty-five years, and shall also be liable to fine.
Explanations.–(a) When a female is sold, let for hire, or otherwise disposed of to a prostitute or to any person who keeps or manages a brothel, the person so disposing of such female shall, until the contrary is proved, be presumed to have disposed of her with the intent that she shall be used for the purpose of prostitution. (b) For the purposes of this section and section 371B, “illicit intercourse” means sexual intercourse between persons not united by marriage. 371B. Buying person for purposes of prostitution, etc.–-Whoever buys, hires or otherwise obtains possession of any person with intent that such person shall at any time be employed or used for the purpose of prostitution or illicit intercourse with any person or for any unlawful and immoral purpose, or knowing it to be likely that such person will at any time be employed or used for any such purpose, shall be punished with imprisonment which may extend to twenty-five years, and shall also be liable to fine. Explanation.–Any prostitute or any person keeping or managing a brothel, who buys, hires or otherwise obtains possession of a female shall, until the contrary is proved be presumed to have obtained possession of such female with the intent that she shall be used for the purpose of prostitution. Sexual relations between two consenting adults was not a crime in Pakistan before 1979. Only the involvement of minors in prostitution was prohibited by law. Later the Zina Ordinance was enacted and extramarital sex became a criminal offence. In the 1950s, “dancing-girls” were legitimized as “artists” in a High Court order. Thus they were permitted to perform for three hours in the evening. This is the only legal cover they have obtained till date. As in many societies, access to technology, the Internet and mobile phones has only facilitated the sex trade in Pakistan. “Matchmaking” websites serve the male clientele, while providing marketing for prostitutes.
The root causes of prostitution in Pakistan are poverty and a dearth of opportunities. Widows find themselves on the streets with mouths to feed, and for many prostitution offers a quick fix. A local Pakistani prostitute can earn 2,000 to 3,000 rupees per day compared to the average monthly income of 2,500 rupees.
Forced prostitution is not rare. Women in hard times are often exploited and pushed into prostitution. Sandra (not her real name), said that after the death of her father she was left alone; friends and relatives deserted her after the grieving period. As a middle-class, educated woman she was surprised to find herself forced into prostitution from her office job.
“My boss initially spoiled me at first,” she told Khaleej Times. “[But] now I am in [the sex industry].” Sandra first thought her boss was being gracious, but quickly learned he was grooming her for sex for his own pleasure, and then acting as her pimp.
Many of Pakistan’s contemporary sexual mores may have evolved from traditional practices. For example, the polygamy permitted in Muslim society stemmed from the need for larger family units, the better to support familial ties and tend for widows. Until such ancient customs are updated, women such as Sandra will continue to be bought and sold.
It’s time for Pakistan to admit that prostitution is doing a roaring trade within its borders, and will continue to prosper until it is addressed in a modern manner. Let us hope that the people and government of this proud Muslim country will stop pretending the problem simply isn’t there.

ISLAMABAD: Aunty Shamim, who is said to have many closely guarded secrets which have the potential of rocking the high and mighty of the country, was allegedly running a brothel.
It was learnt on authority that the woman uprooted recently by the Jamia Hafsa students used to lure young women searching for job to support their families. The agents of Aunty Shamim were on the look-out for young women who were hard-pressed by circumstances and wanted some job to feed their families. They were lured into this business with the promise of a job.
The modus ope***** of the aunty is said to have been very discreet and safe. She was conscious of the fact that it would not be possible for a young woman to be away from house at odd hours, let alone for a night. She had fixed her business hours to coincide with the normal office hours.
This unusual sex business was open to all and sundry in G-6/1 Sector from 9am to 2pm sharp. Sunday used to be a closed day while due deference was paid to Friday as business was closed by noon. She allegedly enjoyed full protection of the Aabpara police as she greased the right palms. In return the police provided her protection.
She was known as a well-connected woman, as she was never touched by any law-enforcement agency despite several complaints lodged by the neighbours and others.
Background interviews reveal that the exploited women had to pay 70 per cent of the earnings to the aunty and could retain only 30 per cent as their “fee”.
The working hours were not displayed at the main entrance of the “centre”. These were, however, known to the regular visitors, including the uniformed policemen.
“I searched for a job for more than seven months after the death of my husband, who worked as a supervisor in a private firm. I failed to get a suitable job, as wherever I went I was overtly or covertly asked for sexual favours,” a young widow, ‘N’, told this correspondent in an interview.
“In the beginning, I fell into the hands of a dirty old man,” the widow in her late twenties said. “The old man had employed me as a personal secretary in his office in Blue Area but later exploited me sexually.”
Later, she was somehow introduced to Aunty Shamim, who received her affectionately and behaved like a “mother”. She was thus forced by circumstances to accept her offer. She agreed to sell her body to earn money as starvation loomed over her family. She had to feed her children as well as old parents.She told her in-laws and parents that she was working with a semi-governmental organisation.
“The aunty got 70 per cent of the total earned money because she paid as much as 35 per cent to the area police,” she alleged.
“It is a dirty but very lucrative job,” she said and maintained, “In this trade in Islamabad one can make millions within a few months.”
Dozens of women were involved in this trade, she said, adding that most of them were educated and had told their families that they were employed in some private organisations. “The women spent five hours in the brothel during the ‘office timings’ and left an hour before the office hours,” she revealed.
“The police provided complete protection to the business and the business centre,” ‘T’, who used to be second-in-command of Aunty Shamim alleged.
“The police used to inform us well before time if there was to be any raid. In fact, the area police were running the sex trade,” she said and asserted, “No one could dare take on us because of the police shelter.”

However, recently after she was kidnapped by the Jamia Hafsa students and made to announce that she would stop this business, Aunty Shamim left for some unknown destination.

QAISER ZULFIQAR ISLAMABAD – Auntie Shamim, the alleged brothel house owner, Thursday confessed her sin at a crowded Press conference in Lal Masjid and was released, however, she later retracted and alleged that her captors had forced her to admit the crime. Some students, both male and female, of Jamia Hafsa and Lal Masjid detained Auntie Shamim along with her daughter and daughter-in-law on Wednesday on the complaint of the residents of the area that she was running a brothel. “I have confessed running a brothel at the Lal Masjid as the captors had forced me for it,” claimed Auntie Shamim while talking to the media at her house in G-6 sector soon after the students of Jamia Hafsa and Lal Masjid freed her. “Islam does not allow anyone to mistreat or torture a person,” she said and added, “I along with my son will shift to some other house.” She claimed that the male and female students of Jamia Hafsa and Lal Masjid had raided her house, and baton-charged her after tying her with rope. She also claimed that her daughter, niece and another girl were present in the house when the students forcefibly brought them to Jamia Hafsa with their hands tied with rope. Earlier, Ghazi Abdul Rasheed, Vice Principal of the Jamia, told the media that Maulana Abdul Aziz, the Imam of Lal Masjid, and students of the Jamia, had offered the under-custody auntie three options. The options included a) they would move the Federal Shariat Court against her, b) she face a trial in the Lal Masjid by a Qazi and c) she confess her sin in front of the students and media and seek forgiveness from Allah. He added that Shamim agreed to the third option, however, she feared that police might persecute her on the basis of her confession. Maulana Abdul Aziz, however, assured her that no such action would be taken against her, Ghazi said. Later, Auntie Shamim told the press at her house she had been involved in immoral activities and her house was being used for this wrongful purpose. She further admitted that the students of Jamia Hafsa had been advising her to stop this immoral business. On the occasion, she announced to renounce her immoral business and promised to launch a crusade against the social evils. She said that she would shift from the quarter to some other house and would also change her name. She also admitted before the media that she was not tortured by the Jamia students during her detention. She rather appreciated the behaviour and cooperation of students of Jamia Hafsa during her custody. However, she denied running a brothel. In fact a woman, Farida, who had got a room of her house on rent, was involved in prostitution. She also informed the media that a doctor, Akhtar, at the Maliaka Clinic in Rawalpindi run a prostitution den and supplied girls. Besides the doctor, she claimed, some women in Jinnah Super and Super Market of Islamabad, who were also involved in prostitution, used to come to Farida at her house, however, she did not disclose the names of those women. According to her, some girls used to come to Farida and after having interaction with them she was tempted for prostitution, she did not involve in this immoral business. One of the teachers of Jamia Hafsa at this time said that they would continue the operation against the brothel houses in Islamabad and in this regard they have created a complaint cell in the Jamia Hafsa. She alleged that the Jamia student had stolen Rs 25,000 cash and gold ornaments weighing 10 tolas from her house during the raid. Meanwhile, the son of Auntie shamim alleged that the action had been taken on the instruction of those who wanted to get his official accommodation. He said that after the death of his father the quarter was allotted to him and because he was a contract employee that’s why some people wanted the cancellation of his quarter. When contacted Ghazi Abdul Rasheed said that he had apprehended the auntie would retract his statement. However, Rasheed said that she could live as she wanted but they would not allow her to resume her business. Human trafficking from Central Asian Countries to Pakistan is going on and highly educated girls from Uzbekistan and Azerbaijan are forced to prostitutions, the trafficking victims have said. At least six girls, trafficked from Central Asian region, say they are doctors by profession and were offered jobs in their field in Pakistan. “But we were deceived on fake jobs offer with high incentives. We were deprived of traveling documents and passports once we arrived in Pakistan so that we could not contact law enforcement agencies,” they told Online. The girls from Uzbekistan said on condition of anonymity that they were persuaded to apply to a job in the health sector of Pakistan that apparently offered high incentives, 10 times greater than a doctor earns in their home country. “But after arriving here the person who was presenting himself as a recruiting agent snatched our documents,” they said. Uzbekistan’s embassy confirmed that they had complains of human trafficking from the country and then using them as prostitute. “Yes it is an open secret, human trafficking causes several other crimes, but we remain unaware of their identities and whereabouts,” said Lutfullah, First Secretary at Uzbekistan’s embassy said. The Central Asian girls declined to give details of the person, who brought them to Pakistan fraudulently and then handed over to two females forcing them for prostitution. A girl in a guest house in the capital’s F-8/3 sector told Online, “Now, I cannot go to a police station as I have no document and they (the characters involved in the crime) have threatened us of losing life if I or five others girls, two of them from Azerbaijan, cross the limits of uncovering the network”. Three of the girls from Uzbekistan and one from Azerbaijan said that they have contacted their respective embassies to have new passports and documents but they are also delaying provision of support.When asked for his version over the issue of helping in re-issuance of passports and documents, Lutfullah said, “Yes, usually females come to the embassy in routine claiming that their passports and travelling documents were lost. Basically the passports are being issued by Uzbekistan’s Interior Ministry and not the embassy. We deal here only in travelling documents, but we need certain proofs for issuing such documents.” Online tried to contact the press attaché of the Azerbaijani embassy but he was not available to comment on the issue. Meanwhile, a senior official of the FIA who was not authorised to speak to the media said that human trafficking to Pakistan is continuing from CARs and China but some time it become hard to take a step or fully stop it due to legal complexities. “For example the immigration department is careful about issuing visas to girls from China but still human trafficking is continuing. The reason is that some Chinese workers in Pakistan show prostitutes as their wives and smuggled them here,” he further said. According to an official of FIA’s Anti Human Trafficking Cell more than 400 human traffickers involved in the heinous crime using air, land and sea routes for their activities. According to certain media reports every day 75-100 illegal immigrants are reached the country airports. There are reports that Pakistan is a destination for men, women and children from Central Asian Countries, Bangladesh and Iran who are subjected to forced labor and prostitution. According to FIA officials investigation from members of this kind of groups revealed that the three main frequent routes used by traffickers in Pakistan include Makran coast, Thar and porous border with Afghanistan, the sea routes of Karachi, Ormara, Pasni Gawadar and Jiwani are easy routes of the trafficking. Reports suggest that trafficked women are sold into brothels for $1,000 to $2,000 depending on age, beauty, race and their virginity.

ISLAMABAD: Federal Investigation Agency (FIA) has busted a four-member gang involved in trafficking of foreign women for sex trade and has arrested a member, sources said.
The Racket was headed by a former assistant director immigration and son of a former legislator from Faisalabad.
According to details, two women from Central Asian countries had arrived at Islamabad Airport from Turkish Airline on 30th January. They were cleared from the airport’s International lounge without due immigration procedure with alleged support of FIA officials.
Out of two, one of the lady passed through lounge reserved for special personalities and the other one got out of airport from common lounge.
It was astonishing that other agencies personnel were providing protocol to these ladies, seemingly as per designs of gang.
When contacted, FIA Islamabad Zone director Captain (Retd) Zafar Iqbal Awan confirmed the report and said they sent anti-smuggling personnel to the airport after the information.
Initial investigation stated that gang comprises of an ex assistant director immigration, Bahram Baloch, and Mustafa, who tells himself as a secret agency personnel.
Whereas trafficking women were used as prostitutes in Islamabad. The gang had allegedly paid Rs. 1 lac to immigration personnel to skip immigration procedure.
Bahram Balooch resides in I-8 Area of the capital.
On a query, Director FIA informed that names of women and others had been kept secret to arrest other members of these gang.
On the directions of the FIA director, anti-smuggling cell has registered case against the gang member.

At 15, Shiny was the brightest student and scored straight A’s in her O-Level Examinations. Her parents were busy doctors minting a fortune and wanted her to score straight A’s in A-Levels to join a medical college in the UK. Pressures on her to perform were very high and parental care nonexistent. Browsing on the internet, she found names of anti-sleeping pills to stay awake. She used them, but fell into a depression. Within a year through friends on Facebook, she progressed to charas, heroin injections and amphetamines. Her parents, too busy with their routine, attributed dark circles around her eyes and loss of hair to over work, but never bothered to check her arms for punctures. She fell back in class and died of drug overdose before she was 17. Adnan’s mother is a widow with two sons and a daughter. She has worked hard to educate her two elder children who are now employed aboard with hefty salaries. Five years ago, they moved to Baharia Town. With no supervision, Adnan got hooked to sheesha, hash and ecstasy. He started becoming violent and would often injure himself or cut his wrists. He was expelled from the college. He reacted by bringing gangsters outside the schools and colleges where his friends studied and involved in fights with firearms. He has abandoned education and operates a gang of drug addicts, who are involved in fights outside schools and colleges. The mother, who once defended him stoutly, is now helpless. For Adnan, it is a matter of time. Meena is a foreign educated business developer. Working in a BPO, she got hooked on to drugs through young executives working at night at call centres. Out of job due to drug abuse, she now heads a gang of young addicts and peddles for the elites of Islamabad and Bharia in heroin and crack. Two of her friends have died of overdose.These are alarming events and tip of the iceberg. It is a devil that haunts the urban elite education centres and call centres where youngsters are vulnerable and the nouveaux riches, who have no time for their children.
A decade back, hash and heroin was deemed to be a poor man’s refuge due to the prohibitive cost of imported liquor. However, the trends are now changing. Hash, heroin, amphetamines, hallucinogens, ecstasy and Ketamine compounds have proliferated into the urban elites of Pakistan. The route of entry is invariably private education institutions and BPOs operating night shift of youngsters, who attend school or college at day. Invariably, it always begins with efforts to keep awake and ends in tragedy. Outside the premises of these institutions, peddlers and criminals operate with impunity to befriend new customers. Rave parties, dancing events and attractive satanic captions splash pages on the social media. Sheesha centres in urban malls and posh localities located in farm houses are the high points of the nouveaux riches addicts where ecstasy, syringes and crack are a token of status. Once hooked there is no return. Pakistan’s drug statistics are shocking. According to one report, over eight million Pakistanis are using drugs. The numbers are likely to touch 15 million in the next few years. Over 57 percent amongst these use heroin. According to another report amongst the women, 47 percent are college or university educated professionals. Nearly half of all urban addicts are school/college going students studying in private institutions and live in posh upcoming housings. According to DG Narcotics, private educational institutions are more vulnerable than the government educational institutions to attract the students towards drug addiction, mainly because the elites can spend more. He also expressed the opinion that addiction rate was proportional to tuition rates, where both parents were working and where parents don’t have enough time for their children. The drug of choice for the rich urban elites is not heroin but crack, a derivative of cocaine traded in dollars and euros.Private education institutions from schools to universities have failed to check this rising menace within and outside their bounds. Most hostels of boys and girls also have dens from where this trade is run. In hostels, students experiment with chemicals to manufacture stimulants and hallucinogens in which Ephedrine and Ketamine are the basic drugs of choice. Recently, a hostel in Islamabad was found to be both a drug and prostitution den. In street corners, Garda, a lethal mix of tobacco, charas and stimulants in readymade cigarette rolls is available to anyone across the counters; usually the high school students. In Pakistan’s urban centres, no one seems willing to take on the challenge. The district and municipal administrations despite tremendous civic powers at their disposal prefer looking the other way. Action by police is usually to extort more money from the peddlers and addicts. Private educational institutions in their desire to earn money prefer to keep their eyes closed, even to galas and dinners held in their own premises. Academicians lack the administrative fist and the leader’s prowess to deter, cajole or convince students. Nobody cares to inspect the hostel premises or why students have dropped semesters. Tutorial and social care groups are nonexistent. Visiting faculties consider having their hands washed of all responsibility and accountability. Cases instead of being reported to police and ANF are hushed up by disciplinary committees. There is a total absence of any dissuasive or punitive policy. The time for holding ceremonial seminars on drug abuse as a compulsive expenditure should now be over. It is time to act. Detecting and preventing drug abuse is a social, civic and collective responsibility and not confined to police and ANF. Urban administrators, cantonment boards, institutional administrations and civil society groups need to wake up to this challenge and evolve aggressive action plans to combat this menace before we lose more youngsters to this social evil.

Islamabad: The country’s capital Islamabad, has become a hub of drug addicts. Saach.TV, after receiving complaints from the people, visited several areas and found shocking incidents that involve also the premises of a fast-food chain. The areas also include parking lots. Youth of Islamabad often come around here to enjoy their evenings and conduct social gatherings. However, this recreation now involves drug use, besides sale and purchase. A visit by the scribe revealed the amount of drug consumption in the parking lot as well as the adjacent park near the restaurant.Unfortunately, there are no checks and balances, though there are check posts of police round these corners. There is no police present inside the premises as the restaurant has its own security outside to inspect the vehicles for any security-threatening object. Such activities are also taking part in different areas of Islamabad including prominent universities. A student of Quaid-e-Azam University disclosed to the scribe that weed is very much open in university premises and there is no check from the police. An ex-addict told the scribe that the weed is easily available in Islamabad. He said, “Mostly people take drugs to relax themselves. The culture has been imported from Khyber Pakhtunkhwa and most of the weed comes from that place.” Talking about the suppliers of weed, he said, “The suppliers of weed are easily available at different places and they work on a small scale. Main handlers of the suppliers operate from Punjab and Khyber Pakhtunkhwa.” Giving his expert opinion on the matter, Dr. Wahab Yusufzai, a Consultant Psychiatrist and Assistant Professor at Shifa College of Medicine told Saach.TV that it is very unfortunate that this epidemic has spread in our society. He praised the role of media in identifying the issue and urged the government to run an awareness campaign. He strictly criticized the increasing culture of Sheesha among the youth and termed it as a catalyst to take youth at the verge of drugs. Talking about the technicalities and solutions to eradicate this menace from the society, he emphasized, “Police has to take measure in controlling the supply and trafficking being done. Stopping the supply will surely decrease the addiction.” He also asked the parents and universities to play their part in monitoring the youth. He said, “There should be a strong liaison among the parents and teachers and they should keep a watchful eye over the children. Parents must scrutinize the behaviour of children and also put a full stop on the increasing habit of youth to stay awake at night and sleep all day.” Saach.TV tried to contact the Inspector General of Police, Islamabad but he was unavailable. His Public Relations Officer (PRO) said, “Islamabad Police has been cracking down on these elements daily and it is evident from their daily press releases.”

About two years ago, a British military attaché in Islamabad was dismissed after he “lost the confidence of the British High Commission” following what London called his “inappropriate relationship” with a Pakistani female ‘spy’.
Brigadier Andrew Durcan, 56, was recalled in January 2007.
All hell broke loose after Aroosa Alam of an Islamabad daily, Pakistan Observer, ventured with what she claimed was an expose on how the drama involving the British military attache and the female spy played out.
Alam pointed to a certain research fellow, who happens to work for the ISS as the spy in question. This infuriated Dr Shireen Mazari, the ISS boss, who then went to town with a rejoinder that attempted to cut Alam down to size, but which in turn, drew the fury of the offended daily. Credibility was at stake, after all.
It is no secret that in diplomatic missions, some officials serve time for work other than their stated job-description. It is quite probable that Brigadier Durcan had a few skeletons in his cupboard, which is, in part explained by his rather secretive dismissal following a “loss of confidence” at the High Commission. Islamabad’s statement that it was never informed of the decision is, again, a pointer.
British Ministry of Defence, which seconds senior officers to the Foreign Office as military attaches in embassies around the world, confirmed the dismissal but declined to discuss the disgraced official’s future postings or whereabouts.
“The High Commissioner in Islamabad considered his platonic friendship with a Pakistani national inappropriate and, as a result, lost confidence in him. He has been investigated and cleared over potential breaches of security,” is what a statement from the ministry said following the revelation.
The married Durcan is a former commander of the Gordon Highlanders, 52nd Lowland Brigade and deputy inspector-general of the Territorial Army. He was nicknamed “the tartan barrel” by officers under his command in Scotland because of his girth.
But to most Pakistanis, it is the alleged involvement of their compatriot, a female at that, which is the most intriguing element of the soap opera.
Aroosa Alam, the daredevil reporter, decided to put them out of their misery with this expose:
“Careful and thorough investigation and a number of background interviews with military diplomats close to Brigadier Durcan revealed that a research fellow from Institute of Strategic Studies is the lady behind the whole affair. “Holding dual nationality, one Pakistani and other British, Ms M K, has been associated with the Institute for many years. She deals with a number of defence-related issues and has written many research papers particularly on conflict resolution, non-proliferation, and EU. “She frequently travelled between England and Pakistan. In Pakistan, she sought many interviews with various high-level defence officials even in Pakistani military hierarchy. She came under suspicion by M16 undercovers in Islamabad mission when she sought interviews with defence officials of the High Commission to be used in her research papers. “According to sources, she would ask some very pointed and pertinent questions. But when she went back she never used these interviews and wrote nothing on these issues. Intelligence authorities in the High Commission were then alarmed and started suspecting that these questions were asked by her for not her own research papers but for the consumption of some one else. This was some time last fall. The girl and the Brigadier were monitored. Phones were bugged. Even the room and the house of the British Military Attache were bugged. “Some sources claimed that some filming was also done to prepare incriminating evidence. Both were also spotted intimately together at some social functions. Sources claimed that the Brigadier also travelled to England many times to spend time with her and his engagements in England were also watched and closely monitored. “A team arrived from London in early January this year after Christmas holidays and the Brigadier was confronted for the first time about the status of his relations with the young lady. He was asked to report back to London where, according to sources, he appeared before a three-member military tribunal along with the internal inquiry report, and evidence based on phonic conversations and perhaps with some pictures”.
Aroosa Alam drew a swift riposte from Mazari, who called a press conference the very next day, refuting the allegations point-by-point. She said although the research fellow mentioned in Alam’s report did work for ISS, all references to her subordinate’s name – right from the work specifics to foreign travel and dangerous liaisons with the disgraced British official – were factually wrong.
Mazari was clinical in her assertion and rounded off the rearguard by demanding an apology from both the reporter and her paper, failing which she threatened to seek legal redress.
However, her charge that the paper was undermining national interests and becoming a tool for vested interests, drew a scathing rejoinder from the paper, which made no secret of its displeasure by stating that it did not need a sermon from someone under the microscope.
In fact, it went on to suggest that it had done a favour to Mazari by publishing what it did since that “put an end to wild guesses being made in the city about some of the known media-related female academics, including Dr Mazari herself, for being the lady in question”.
The prime time battle was apparently, won by Mazari, when the paper finally, issued a front-paged “clarification” by its editor, regretting the “inadvertent” nomination of the ‘spy’ (MK) in the story, which it denied was true.
It has now emerged that the alleged ‘spy’ is, indeed, not the one named in Alam’s controversial story but someone else. However, some contents of her story, apparently, do hold ground.
For instance, the incriminating evidence one got to see clearly belies London’s claim that its official did not have the kind of relations with the ‘spy’ that a certain Bill Clinton allegedly had with the most known intern in history.
Palwasha*, 18-year old Afghani girl, has been a commercial sex-worker since she was 14. A year later, she was forced to marry her rapist, who was also addicted to drugs. Then she was taken to Iran and forced into commercial sex work to make money for her husband. “He used to beat me up very badly every day besides forcing me to make money for him,” she was quoted as saying in the AIHRC report. “After a year or so he sold me to an Iranian drug seller for a huge amount of money before my family found out about it in Afghanistan and my mother came to Iran to rescue me.”
The cause of the prevailing international trafficking on all continents, stems from the demand. Like others trades, be it arm-dealing, drug trafficking, the human trafficking is also an illicit market and is controlled by the basic economic theories of supply and demand. As is common knowledge in the field of economics, once the demand lowers so does the supply.
Unfortunately, no one wants to go anywhere near the sensitive, controversial topic of “demand.” There are very few international organizations, government programs or NGOs that even touch on the topic of demand in human trafficking and the organizations that do focus on demand tend to center their efforts on abolishing sex trafficking. Amongst the handful of organizations that are unanimously in agreement to eradicate the demand and are concentrating their efforts for countering the demand side of human-sex-trafficking are the STOP DEMAND, THE Sage Project and Global Centurion.
It’s essential to truly change the mindset of the slave buyer to eradicate modern-day slavery and end the demand for slaves. And to end demand, involved people (men and women both) need to be held accountable for their participation in buying women and children for sex.
Understanding patterns of organized criminal networks are also important to consider. The situational context is vital to also develop awareness of the recruitment practices. Many girls like Palwasha” and others fall into the hands of human-traffickers due to their vulnerable conditions such as poverty, illiteracy and impoverished house-holds.
Their recruitment usually takes place by “agents” or middle-persons (more than 65% are women) that lure their victims through girls through force (drugging/kidnapping); or coercion via promises of fake opportunities or boyfriends who trick young girls in to running away with them.
In starkly poor villages of Afghanistan, Pakistan and other countries, the women agents visit houses and speak face-to-face with parents, elderly establishing a trust within a community. This helps in getting significant large number of children, sometimes an extortion fee is also taken from the victim’s family to make think that their children will get better rewards after reaching their destinations or this amount will cover their basic needs.
Being a woman, it disgusts me to observe that more than often “women” are working as trust agents that engage to establish themselves quickly within communities.
At Islamabad, in the previous years, the dark side of diplomacy has also come to the surface. When media broke out the story that consular staff at the Switzerland Embassy was involved in a human trafficking racket. Switzerland immediately replaced all its embassy and consular staff in Pakistan. It also shut down its visa-section at Islamabad, that followed a Pakistani investigation into the illegal Swiss visas that has led to a number of arrests.
Switzerland also launched visa fraud investigations in countries Oman, Peru, Russia, Nigeria, Serbia and Eritrea. These issues came to the surface after local media started highlighting the plight of Pakistani visa applicants complaining about the various forms of harassment by Swiss embassy officials.
A few weeks ago, Pakistan Embassy in Libya sent the Foreign Ministry an official letter that alleged that Federal Investigation Agency’s (FIA) Immigration department in Islamabad, is involved in human trafficking. The embassy provided sustainable evidence to back its claims that travel documents were being used for opening bogus vacancies in fake companies, and added that the officials at FIA Immigration department in Islamabad are charging between Rs25,000-50,000 (150-350 EURO) per person to smuggle them abroad.
The letter added that hundreds of Pakistanis contact the embassy every day saying that they have no money to eat and appeal to be sent back to Pakistan. This is why, the letter urged, a ban should be imposed immediately on all people traveling to Libya and action should be taken against FIA officials involved in the fraud. Further more, the report claims that thousands of Pakistanis sent illegally to various places across the world are dwelling in jails, fallen into hands of trafficking networks and being meted out inhumanly treatment. It adds that countless have already died in the dire conditions.
On one-hand the human-flesh trade continues, but inside Pakistan, the prominent internationally recognized campaigner of human rights, Ansar Burney continues to serve are a whistle-blower.
Burney is a man with a mission. The mission that is not so impossible includes crimes against humanity, degradation, child abuse, sex-slavery, human trafficking and other more subtle forms of human and civil rights violations without any discrimination or affiliation.
He has been working on issues of sexual slavery in Pakistan, the Middle East and Africa for two decades now. During this time, with assistance from the various governments and authorities, through his organization the Ansar Burney Trust, he has secured the release of thousands of persons from false imprisonment and slavery across the world; these have included young girls sold in the sex trade and young children used for modern-day slavery.
In 2005, the Ansar Burney Trust was involved in the release and repatriation of 13,967 victims(under-age) from the Middle East alone. A shocking case came to light, when Burney rescued a group of under-age trafficked girls sold into prostitution in Middle Eastern countries.
During the investigations, it was revealed that the greater demand of “under-age virgin” girls continues to rise in the Middle East. The traffickers used the horrible method of blood capsules on the girls’ bodies in order to “prove” their virginity.
In an interview with local media, Burney denounced this inhumane practice and warned that “use of such blood packed in capsules used by human traffickers to show that girls are virgin, may contain viruses that can spread AIDS or other contagious diseases.”
The issue of children both boys and girls being trafficked into sexual slavery highlights other dimensions within the demand chain. As young boys too fall prey to such traffickers for sexual exploitation. A a non-governmental organization Modar (working in Tajikistan) says said there was a growing trend in the abduction and sale of Tajik boys for sexual exploitation abroad. It reports that s groups in the United Arab Emirates, Turkey, Pakistan and other countries were prepared to pay as much as $70 000 for a Tajik boy between the ages of 10 and 12.
Unfortunately, human trafficking is one of the longest established, yet most neglected problems in all continents. Palwasha’s* story is a tip on the iceberg of the many cases of human trafficking which happen, literally under our noses, every day.

Kaneez Fatima’s story is typical of how young women end up in the business of prostitution in Pakistan.
Although they are legally outlawed, the number of sex workers in the country has increased over the past few years.
Growing unemployment and inflation and the resulting rise in poverty have led many down this road.
Increasingly, young women across the country are putting their bodies up for sale in the “flesh markets”.
The daughter of a poor rural farmer from the Punjab province’s sub-district of Chiniot, Kaneez Fatima’s only advantage was that she was able to complete her school education.
Still in her teens, she was married off as is normally the case in Pakistan’s rural heartland.
“Initially it worked fine, but then my husband went out of work,” she told BBC Urdu.
“I had two small children to support, and started to work as a maid.”
‘Rapid progress’
Kaneez Fatima says the place where she started work was actually a brothel.
“The people there convinced me to join the profession. The money was better than anything I could find and I was desperate.”
There has been no looking back after that, she says.
“I started out as one of the girls working out of the dera [or den, as a brothel is called by locals].”
The girls, as she calls them, work out of it and are handled by a man or more often a woman known simply as “aunty”.
“I don’t want to be here… I have dreams about getting
married and having children, but I have no choice”

Kaneez says she made rapid progress through the ranks due to her education.
“My first dera was in Mandi Bahauddin [a town in central Punjab], where they made me in-charge soon after I joined.”
She says that she kept her profession a secret from her family, but her husband managed to find out.
“He called me to the village and then tried to shoot me.”
She escaped with a bullet wound to her leg and never went back.
“I changed my name and moved to Lahore portraying myself as a model.”
She has continued in the business and has now graduated to supplying girls to brothels all over Punjab.
“I get a commission ranging from an average of 5,000 to 10,000 rupees ($60 to $120) per girl. The price varies according to age and beauty.”
Kaneez says she also has to guarantee that the girls will not run away.
“While most are forced into the profession due to poverty, there are some who join voluntarily because they can make more money than in a ‘normal’ trade.”
According to her, the normal rate for a girl for two to three hours ranges between 1,000 and 1,500 rupees ($12 to $18).
“Of course if a client wants to spend the entire night then the rate rises exponentially, depending on the girl’s age and looks.”
The girls only get a fraction of this money as most of it goes to the aunty, she says.
Rising numbers
“The girl will get 300 rupees ($4) if she spends a few hours, and up to 2,000 rupees ($24) for the entire night.”
Kaneez says the number of girls is rising by the day, and they are often brought in by relatives such as fathers, mothers, brother and even husbands.
“Some of the girls are so young that my heart refuses to agree, but what can one do?”
Nida is a pretty and innocent looking young woman of about 20 and has been a prostitute for six years.

“My first time was when I was 14 years old and I was brought here by my mother as she had to pay off a loan of 10,000 rupees.
“I did not even know what to do at the time.”
Nida says that she has continued in the trade as her entire family is now dependent on her for their day-to-day survival.
“I don’t want to be here… I have dreams about getting married and having children, but I have no choice.”
She says she would leave the trade immediately if the government or some social organisation could ensure food, clothing and shelter for her parents and siblings.
Maria, on the other hand, is very much in the business out of choice.
“My husband was good for nothing, and I wanted my children to get the best of everything,” she says.
Maria says she has worked all over northern Pakistan, specially in Islamabad and Rawalpindi.
She says her best days were in Islamabad where she was able to make up to 100,000 rupees ($1,200) a month plus tips.
“The people were always well behaved and did not mistreat me. The clients never identified themselves, but I could tell some were powerful and important men.
“Quite a few of them were Westerners as well.”
Maria says she eventually left because of the rising attacks on hotels, which were her main operating places.
“I am in Lahore now, and while things are not as lucrative, at least there is more security.”
Maria, however, is one of the luckier ones.
Kaneez Fatima says that there are so many horror stories in the profession that she could relate them for hours.
“The most common cases are where a client makes a perverse or strange demand and the girl refuses. They either beat her black and blue, or just kill her and tell us she has run away.
“After all, who cares for another dead prostitute?”

Once among the country’s most influential individuals, General Rani is now just a faded page in the country’s history books.
The woman was a phenomenon. Easily the most influential figure during Pakistan’s second military regime, with the slightest gesture of her bejewelled hand she could guarantee employment, ensure promotions and bring about unwelcome transfers. Yet, interestingly, few even know her real name: Akleem Akhtar. General Rani she was, and remains to all but an intimate few. There are enough reasons for the lady’s ascension to local legend status. In her glory days she seemed omnipotent and was brazen about her exploits. And now, even while suffering from breast cancer that has led to metastasis in the liver and kidney, bedridden and in semi-seclusion, she remains spirited and outspoken. Yet, doing a story on her was probably the most difficult assignment I have undertaken. For one thing, everyone I was certain was acquainted with her, was reluctant to even own up to the fact that they knew her. So, for starters, I made a call to her daughter, Aroosa Alam, the defence journalist for the Pakistan Observer and the news coordinator for the Middle East Broadcasting Company, and pop star Fakhre Alam’s mother.
Aroosa nipped all efforts at contact with her mother in the bud, claiming that not only was General Rani far too unwell to entertain visitors, but also, her brothers were completely against their mother appearing in the press. “My mother has been hurt sufficiently by the media already; we don’t want her private life exploited any further,” stated a stern Aroosa.
A call to Naureen and Arshad Sami, Adnan Sami Khan’s parents, proved equally unsuccessful. Although General Rani is Naureen’s maternal aunt, she politely but firmly denied even knowing the lady. There was a similar response from Zil-e-Huma, whose mother Madame Nur Jehan’s friendship with General Rani was legion. Huma completely denied any knowledge of the woman. A journalist working for the Jang group, Maqsood Butt nearly had an apoplexy when I mentioned the story I was working on. While in the past Maqsood Butt had written extensively on this topic and is said to have close ties with the family, he has for several years, refrained from even bringing up her name in an article. “I promised her that I would never talk about her or her family again,” he stated nervously and refused to help me in any way. Clearly, the woman I was seeking out was no ordinary woman. As I kept running into a blind alley and became increasingly despondent, General Rani’s lawyers, S. M. Zafar and Ijaz Batalvi, Mustafa Khar, and a few journalists and government officials who wish to remain anonymous, appeared like beacons and lit my way. A sneak visit was arranged to General Rani’s house and thereupon begins this story. The house General Rani resides in is rather small, with little more than a handkerchief-sized lawn in front, and the main door opening into a virtually non-existent hall that leads straight to her room. There was an air of neglect about the house; the garden was unkempt and the floor unswept. General Rani was lying in bed. My first impression was one of shock. Having visualised an elegant, elderly woman, I was instead confronted by a dark, overweight woman. Her hair had obviously suffered due to heavy doses of chemotherapy, and the loss of hair accentuated the pock-marks on her face. But though visibly ill, she was in good spirits and happy to entertain visitors – a commodity I suspect, is a rare treat nowadays. General Rani hails from a village in Gujarat. Her father was a zamindar and the family was reportedly well-to-do. Those who knew her family describe their house as one of the bigger mansions in the area, with a number of servants running around to the residents’ bidding. From the outset, Akleem was an independent spirit. She was a tomboy, fond of outdoor sports and hunting. And though she did not even complete her matric, her sharp intelligence more than compensated for her lack of education. At a tender age she was married to a police officer many times her senior. Though the marriage lasted for some time and she bore six children, General Rani was never happy. Her husband was a traditionalist and believed that a wife’s primary duty was to serve her husband. A woman as strong and independent as she found this hard to digest, and squabbles were common between the two. The sham their marriage was eventually reduced to, collapsed one day – right on Murree’s Mall Road. One summer, when the family was vacationing in Murree, a burqa-clad Rani and her husband went for a stroll on the Mall. As was customary for him, he walked a step or two behind her so as to keep an eye on her. Suddenly there was a gust of wind – “a lovely breeze” says she, and quite spontaneously Rani lifted the naqab covering her face to allow the breeze to caress her cheeks. Her husband immediately tapped her with his walking stick to reprimand her. Enraged and insulted, she threw caution to the wind and flung her naqab to the ground, and her abaya into a cracking fire. She then turned to face her husband with a defiant gleam in her eyes. She explains her reaction in these words: “I just felt I had had enough. The anger and frustration had been building up inside me for many months, but that day, it just all came oozing out. I wanted to tear my husband’s muffler into bits, scratch his face, pull his hair out, and do all sorts of damage to him. The only thing that stopped me were the people on the Mall.” Though this incident marked the end of her marriage, the official divorce process (if there was one) took place later. Most sources agree that Rani was only married once, but one of her closest friend states that there was a second marriage, much later in her life and of an extremely short duration. Whatever the truth of that marriage, the dramatic end of her first proved a turning point in her life and transformed Rani irrevocably. She began to thrive on her independence and her life philosophy evolved into a specific ambition. As she puts it, “I was determined to beat men at their own game. Since my husband was in the police, I had been observing men in positions of power throughout my married life and I had realised that all men in positions of power needed a vent and the vent they require the most is a bedmate provided through a reliable agency. The higher a man’s position, the greater his demand.” In one interview, Rani stated: “I knew that dumb, pretty girls who come with no strings attached are a universal failing of men in power. After my marriage collapsed and I had to find the means to support myself and my children, I decided to become the provider of such girls to men in need.” In yet another conversation, she talked about the understanding she gained of the workings of the government by listening to her husband’s complaints. “I realised that in this country everything worked on mutual favours and the profession that I had chosen for myself entitled me to these favours.” This outspokenness notwithstanding, Rani maintains she personally never allowed herself to be used or even thought of as any man’s keep. She contends she maintained her dignity and saw herself as a sexless mother figure. She says she was always the woman behind the scenes, there to run the show and mop up the mess. The gods were obviously smiling on her, because soon after she adopted this profession, the man who was soon to run the show took a shine to her. She describes her first meeting with Yahya Khan. “At that time Agha Jani was posted at Kharian and I was living in Gujarat. We met by chance at a party in Pindi club. Though I would often frequent such parties, I never joined in the drinking and dancing. Rather, I preferred sitting some distance away from the party and usually found a seat near the men’s room, well aware of the fact that the more they drank the more visits they would have to make to the toilet and hence past me. “Agha Jani was in full swing at this party. He was completely drunk, and was continually traipsing back and forth from the men’s room. During one of these visits, he saw me and took a fancy to me. I remember asking about him and after we were formally introduced, I invited him to Gujarat.” Thereafter Yahya Khan began making frequent journeys from Kharian to Gujarat. Somewhere along the way she earned the title of General Rani and the name stuck. While speculation about the exact nature of her relationship with Yahya Khan rages – they were said to be friends, lovers, shared a sibling relationship or one of demand and supply at various times through the course of their relationship – the general consensus among Rani’s more intimate circle is that they never had a physical relationship. Various explanations are put forth to explain this. “Yahya never desired her,” says a friend. “She was a woman of principles and from day one, she made it clear to him what her limits were,” states another. Nonetheless, after he became the martial law adminstrator, Rani became a cornerstone in his life. Yahya’s weaknesses were drink and women and Rani masterfully catered to both. Among the women she introduced him to were film actress Taranna – film actress Andleeb’s mother – Madame Nur Jehan and Nael Kamal. She relates how Yahya’s fascination with Nur Jehan began. “One night Agha Jani came to visit me and was somewhat agitated. The moment he entered, he inquired if I had heard the song “cheeche da chala” from the film Dhee Rani. I smiled and stated that I had no time to listen to songs. So, he called the military secretary and ordered him to have a copy of the song delivered to my house at once. It was two o’ clock in the morning and the MS had to specially have an audio shop opened up in order to obtain the album. But the command was obeyed and within an hour, Agha Jani was blissfully listening to the song. “Observing him I smiled and stated that since he seemed to enjoy the song so immensely, I would bring the singer to his house on his birthday. This greatly pleased him and so the very next day, I took a flight to Lahore. In those days, a suite at the Intercontinental Hotel was permanently reserved for me and so from the airport, I went directly to the hotel. From there I called Nur Jehan and asked her to come and meet me. Till now, I had never been formally introduced to her; I just knew of her, as she knew of me. Well, Nur Jehan came, and we talked, and the next week she arrived in Islamabad to dance and sing for General Yahya Khan.” Madame Nur Jehan’s relationship with General Yahya Khan subsequently came under great scrutiny. At first, Madame persistently denied that she was on friendly terms with the general, but when objectionable pictures of both of them were printed, she resorted to another defence and officially stated that General Rani, had time and, again tried to get her involved with the general. In response to this, Rani laughed and commented that Madame was hardly a suckling infant who could be coerced into doing what others wanted her to do. The Rani-Nur Jehan tussle was played up by the press, until eventually, some time before the latter’s death, the two made up. Following is an extract from an interview General Rani gave after Madame’s death. Q: Why did you introduce Madame Nur Jehan to General Yahya Khan? A: Some tax inspectors were bugging Madame Nur Jehan and the poor woman was in great distress. She asked me to help her out and I introduced her to Agha Jani. Q: How would you define your relationship with Nur Jehan? A: She was just like my sister and I often called her baji. Q: How would you describe her character? A: She was an exceptionally brave and confident woman, who brought up her children singlehandedly. The only flaw she had was her greed for money. Q: It is said that Madame tried to drive a wedge between you and Yahya Khan? A: I don’t want to say anything on this issue. If Rani catered to Agha Jani’s every whim, there is no question that she was royally compensated. During Yahya Khan’s time, General Rani prospered way beyond her wildest expectations. There are endless reports of how she would use her ‘special relationship’ with Yahya to fill her coffers. She would ask for a plot of land or a house in return for a favour and those desperate for a job or promotion would readily fulfill her demands. During this time, politicians were also eager to win her approval and among the many who curried her favour were Mustafa Khar and Z. A. Bhutto. General Rani describes her relationship with these two men: “Both Mustafa Khar and Z. A. Bhutto would come and sit at my house for hours on end, begging me to introduce them to the General. Mustafa Khar was particularly fond of listening to the poems I used to write. In fact if you compare Yahya Khan to these two, I would say that I was closer to Bhutto and Khar and arranged more parties for them than I did for Agha Jani.” It was a closeness that was not to endure. As soon as Bhutto came to power, General Rani was put under house arrest and her telephone connection was cancelled. Her crime in the words of an eminent lawyer was that, “she knew too much.” Thus began General Rani’s downfall. Once the issue of house arrest was resolved (courtesy S. M. Zafar) and her subsequent jail terms ended (the most recent for drug-trafficking), General Rani never really reverted to her former glory. By now the money that had so freely flowed into her hands had also freely flowed out. Financially wrecked, socially ostracised, dependent only on the kindness of a few whose affections for her have endured, General Rani lives largely in the past – in the memory of days of wine and roses.
FOREIGN PROSTITUTES GO TO WORK AS PAKISTAN CLOSES FOR RAMADAN
IT IS RAMADAN in Islamabad: the restaurants are deserted all day, the mosques are crammed with the devout, and the populace are going about their tasks with a weary, hangdog, hungry air.
At the Restaurant Baiga in a market on the southwestern fringe of this planned and gridded capital of Pakistan, the sign says “Closed for Ramadan”. But there are lights on behind the lace curtains upstairs, and if you brave the smell of stale curry you will find one outpost of a quite un- Islamic import that is doing unseasonably good business.
Catarina, Vera and Sonia (not their real names) have not shut up shop for the holy month. And although their colleagues have been arrested, held in squalid jails for months on end and then booted out, these girls are staying put. They are sure that prostitution has a rosy future in this stronghold of Islamic orthodoxy.
Catarina, wearing a black negligee, curls up in the rumpled bed under the harsh fluorescent light in the large, bare room and smokes a Marlboro; Vera, thin and frizzy-haired, disappears into the shower; Sonia, much older and beefy, with the charm of an Aeroflot stewardess, the minder and madam in this small establishment, screws up her mean mouth and prepares to talk numbers.
Catarina, who has a fair complexion, jet-black hair, large eyes and a prominent nose – a winning combination in these parts – says that she is a Turk from Ankara, and a Muslim. But it soon emerges that all three are Russians. They may be Orthodox Christians, too, but although my visit coincided with the Orthodox Church’s Christmas Day, there were no signs of festivity.
The prostitutes from Russia, Azerbaijan, Tajikistan and other parts of central Asia first came to the Pakistani public’s attention last October, when police raided several plush guesthouses and arrested more than a dozen women.
They were held in jail for two months on grounds of overstaying their visas. But their places were quickly taken by arrivals from places in the Gulf such as Abu Dhabi. The mobile phones were handed on to the next contingent like batons, with numbers unchanged.
The women have caused a stir in Islamabad, partly because it likes to be thought of as a centre of Islamic purity, but also because, despite being the nation’s capital, it is about the size of Tunbridge Wells, and not much goes on. “Islamabad is small,” said one of the policemen involved in the operation. “Everybody noticed these women and started talking about them.”
The prostitutes are rotated in a circuit that includes several Gulf states, and until recently their Pakistani base was Karachi. With its heterogeneous population, Pakistan’s biggest city and only port is more their natural habitat.
Russians and other Central Asians first trickled into Karachi under the protection of Soviet mafia and corrupt local police in the late 1980s, to buy second-hand Western-made clothes in bulk and lug them back to Russia. Later, the girls arrived under the same protection, and business flourished.
But in the past year Karachi has become too dangerous because of fighting between terrorists. Killings are a daily occurrence, many accompanied by gruesome mutilations. Three Americans travelling in a car were shot dead along with their Pakistani driver. One foreign prostitute was also murdered. It was then that the exodus of the girls began.
Until the arrests and expulsions, they were doing very nicely in Islamabad. And now the immediate fuss has died down, they are doing very nicely again. Above the Restaurant Baiga, Sonia demanded Rs10,000 (about pounds 140) for a night with Catarina and after extended haggling the price came down only to Rs7,000 before the Independent on Sunday made the traditional excuses and left.
Across town at the Diplomat Inn (next door to a United Nations agency), the price demanded for a night in the arms of a “Turkish 16-year-old” – actually another Russian – is Rs8,000. For a young Pakistani girl, on the other hand, the rate is only Rs6,000.
The women are doing well because the classical Central Asian look – fair skin, strong nose, glossy black hair – corresponds to the Pakistani ideal of female beauty. Pakistani men appear unmoved by the delicate, small noses and almond eyes of mongoloid peoples of Central Asia, such as the Uzbeks. The Uzbeks are happy for it to stay that way. “Our country has a strong religious background,” said a spokesman for the Uzbek embassy, “and we do not indulge in such things.”
Recently, propaganda intensified that the militant outfit Daish or ISIS (Islamic State in Iraq and Syria) has its presence in Pakistan. Besides some newspapers and media anchors of some TV channels also misperceived that ISIS has penetrated into Pakistan. In fact, they made their observation on the basis of media announcements by the banned Tehreek-e-Taliban Pakistan (TTP) leaders and Indian media.
Although ISIS does not exist in Pakistan, yet Pakistan government, law-enforcing agencies, media and civil society must exercise high degree of vigilance against any possible ingress by any elements like ISIS. Despite this, existence of ISIS in Pakistan needs special analysis, as its presence can not merely be propagated on the basis of wall chalking or media announcements of the TTP leaders and India.
As regards this militant outfit, on 29 June 2014, ISIS proclaimed a worldwide caliphate by its leader Abu Bakr al-Baghdadi, based in Iraq. It claims religious, political and military authority over all Muslims, while ISIS’s actions have been widely criticized around the world, with many Islamic communities judging the group to be unrepresentative of Islam. One of ISIS’s goals has been to establish a radical Sunni Islamic state in Iraq and the Levant region, which covers Syria, Jordan, Israel, Palestine etc., and southern region of Turkey. It is widely known for its violent propaganda which includes Internet videos of beheadings. The UNO and Amnesty International have held this group responsible for human rights abuses and war crimes. ISIS group has been designated as a terrorist organization by the UNO and the European Union.
Some reports suggest that as part of the double game, American CIA has also been supporting the militants of the ISIS to overthrow the Shia regime of Syrian President Bashar Assad. Another aim is to spread sectarian violence in the Islamic countries.
However, besides some Islamic countries, a majority of the religious extremists from the Western World and especially India has joined the ISIS. In this context, a deliberate oblivion on the part of the West about ISIS recruits from their countries also exposes their duplicity and hypocrisy.
It is notable that although various kinds of terror attacks in Pakistan have been conducted by the TTP and its banned affiliated groups in the past few years, yet the massacre of 132 school children at Army Public School and College in Peshawar on December 16, 2014 proved a watershed, as it has given a final wake up call to the nation to unite against these ruthless terrorists.
In this respect, the armed forces of Pakistan have conducted several successful military operations against the terrorists; the most recent one being operation Zarb-e-Azb, which has successfully broken the backbone of militants. Frustrated by their failures, these insurgents are resorting to coward acts like attack on innocent children in Peshawar.
Taking note of the school attack, Chief of Army Staff Gen. Raheel Sharif has himself started supervising the military action against terrorists, and as part of the operation, several terrorists have been killed during air strikes. Gen. Raheel stated, “We are extremely saddened, but our resolve has taken new height”, and added “We will continue to go after the inhuman beasts, their facilitators till their final elimination.”
Undoubtedly, as a result of ongoing operations in Waziristan and Khyber Agency especially operation Zarb-e-Azb, militants are finding no place other than Afghanistan to flee and save their skin.
In this context, Gen. Raheel accompanied by the DG of Inter-Services Intelligence agency (ISI), rushed to Kabul on December 17, 2014. During his meeting with his Afghan counterpart, President Ashraf Ghani and the ISAF commander, he presented evidence of the Peshawar massacre’s linkage with TTP sanctuaries in Afghan provinces of Kunar and Nuristan. He also asked the extradition of TTP chief Mullah Fazlluah, and handing over to Pakistan. In response, they assured him to take action against the TTP.
In fact, Afghanistan has become a hub of anti-Pakistan activities from where external secret agencies, especially Indian RAW are sending logistic support to Baloch separatist elements and TTP insurgents in Pakistan. Posing themselves as Pakistani Taliban, these enemies have joined TTP and other banned extremist outfits. In the recent years, especially TTP’s insurgents and its affiliated banned groups conducted many terror-activities in various regions of the country like suicide attacks, ruthless beheadings of tribesmen, assaults on security personnel and prominent figures including Shias, Ahmadis, Sufis, Christians and Sikhs as part of the scheme to create chaotic situation in the country.
It is of particular attention that spokesman of the Al-Qaeda in the Indian Subcontinent (AQIS), Usama Mehmood and some other militant groups have also condemned the TTP in relation to the massacre of innocent children at Peshawar school.
Nevertheless, after Peshawar incident, strong public reaction against extremism/terrorism and dislike for Taliban/TTP elements—has been equally condemned by the political leadership as a national policy, showing solidarity with the armed forces. In this connection, on January 2, this year, political and military leaders agreed on a draft of legislative measures which would pave the way for establishment of special military trial courts. The participants also reiterated the commitment for dismantling and destroying all forms of terrorism and terrorist networks operating within the country. It was unanimously resolved that the 20 points enunciated in the All Parties Conference (APC) Resolution of December 24, 2014 shall be acted upon expeditiously—the bill as 22nd (Constitutional) Amendment, will be enforced soon after its approval from the parliament.
Meanwhile, media has reported that an Indian person namely Mehdi Masoor of Banglore remained affiliated with ISIS, and is running a pro-ISIS tweeter account. So question arises as to how India justifies its propaganda of ISIS linkage with Pakistan? As a matter of fact, New Delhi has been frustrated by the successes achieved against the Taliban/TTP insurgents by Zarb-e-Azb. Therefore, sinister aim of Indian false propaganda about the presence of ISIS in Pakistan is to distort country’s image in the eyes of international community, while ISIS does not exist in Pakistan.

“ HRI will issue the most comprehensive “FACT SHEET” in respect of constant and severe violations of human rights, keeping in view the fundamental rights of the general public. In this regard adequate and relevant facts are collected by the coordinators of HRI from all over the country, the rural as well as urban areas. At present the verifications of the collected facts are in process.
Furthermore, we are going to establish ”HUMAN RIGHTS AWARENESS FORUM” at country level and the branches thereof will be opened at district level” announced by Syed Anwar Aleemi, Advocate, Chairman HUMAN RIGHTS INTERNATIONAL-HRI.
The main issues and observations are given here in under, which are under consideration of the “POLICY COMMITTEE OF HRI” told by Syed Anwar Aleemi, Advocate, – CHAIRMAN- HUMAN RIGHTS INTERNATIONAL- HRI.
1. In the process of the preparation of “FACT SHEET” we are compiling bitter facts in respect of different governmental institutions, prisons, hospitals, educational institutions, police stations, courts, income tax departments, excise and taxation offices, provincial and federal boards of revenues and all other departments working under district, provincial and federal governments. We have also decided to suggest the possible reforms for the rectification of anti-human designs prevailing in all the structure of the state for the betterment of the citizens of Pakistan.
All the coordinators of HRI working here at Pakistan have collected facts with adequate proofs along with irrefutable evidence in this regard. We believe that every citizen of the country has the right to know the realities and we are bound to unveil the existing facts.
2. Keeping aside all threats to our lives we will continue to work for the awareness of human rights. We are determined to adopt all means and measures for the promotion of people’s consciousness about their fundamental rights as envisaged under our Constitution and Universal Charter of Human Rights as adopted by UNITED NATIONS. We want to make it clear to everybody that our motto is “LIVE FOR HUMANITY – DIE FOR HUMANITY.” We will not hesitate to prove it by our actions in future. We, the visible majority of the people of Pakistan are victims of injustices by the governing groups in past and at present in our beloved country.
3. Our democracy at Pakistan has its worst style in its nature. Mere fictitious, false, fake and so-called democracy have no positive influences at all on our collective, social, economic and political lives of the nationals of Pakistan in any manner.Keeping aside all threats to our lives and non-cooperative behaviour of the higher-ups of Pakistan, we will continue our mission with our more affective and result oriented capabilities in the most peaceful manners.
Anyhow, we in Pakistan, will make all possible efforts for awareness of human rights as are determined by the Constitution of Pakistan by all means and measures as laid down under Constitution Of Pakistan. We should have to work to solidify our democratic system in the most positive way to achieve the goals as set out by the founders of Pakistan. No effort or practicable step will be left for the establishment of Pakistan as the real democratic and the most modern welfare state on globe.
4. The Ghost of terrorism is dancing in condemnable satanic style in almost all the street and bazaars of all the cities of Pakistan. Extreme poverty, gruesome hunger, condemnable fears, lack of opportunities to get the basic necessities of the lives, illiteracy, the curse of unemployment has become the order of day in our beloved country. Rulers are not fair towards the general people of Pakistan. It is the most tragic aspect of our politics. We will continue our struggle against the anti-human practices of all nature. We are determined to arrange rallies, public meetings and workshops at all levels to create general opinion against the usurpers of all the fundamental rights in all over the country.
5.The most delicate issue having importance in this political era, the resolution of all the problems of all natures faced by the 200 millions of the people of Pakistan has become the sole responsibility of the factions who are enjoying power in Pakistan, without wasting further time in this regard.
Visible and the vast majority of the people of Pakistan are shouting for food, shelter, clothing, and other basics requirements of their lives. All administrative actions and to take all adequate legislative measures in this regard is the prime obligation of the highest administration of the country and all the concerned legislative bodies existing at federal as well as provincial levels. Now the rulers alone are on the wheel of new challenges faced by the country at present. The offices of President, Prime Minister along with his cabinet and allied members of Senate, National Assembly including Provincial Assemblies are bound to restore all the fundamental rights as provided by THE CONSTITUTION OF THE ISLAMIC REPUBLIC OF PAKISTAN.
6. The government alone shall be bound, in accordance with The Constitution of Islamic Republic Of Pakistan, that the country shall be transformed into a “REAL WELFARE STATE” without any delay, otherwise the time shall bring them on the wheel of accountability in accordance with provisions of the Constitutions of Pakistan.
7. Our national politics revolves around few old styled feudal-lords, capitalists and aristocratic type of conventional and politically professional families and personalities instead of the common people of Pakistan. This is the most tragic aspect of our national politics and our democracy. HRI condemn this mode of false and fake democracy.
8.The policies adopted by the government, and the existing political, administrative, economic, social, legal and judicial system all are not in line with the vast interests of the common citizens of the country which should be seriously understood by the responsible authorities. All wise, sane, and possible steps in the interests of general citizens of Pakistan should be taken at all costs for the benefit of the general public of Pakistan. Not a single political party, group of political parties or any faction of power grabbers of Pakistan can claim itself the sole ruler of the country in any stretch of the philosophy of “DEMOCRACY”.

Alhamdulillah, the Honourable Chief Justice of Pakistan has in recent months taken Suo Motu notice of this fundamental national issue of delivery of education in the state-run schools.
The apex court has sought from the provincial governments as well as ICT administration important statistics regarding conditions & provision of facilities in schools, verification of Ghost schools, and detailed reports on implementing Article 25A of the Constitution of Pakistan. ( provision of free & compulsory education up to secondary level)

The challenges, and serious impasse confronting our educational system at School (government/ private–grade 1 to 12) and Madrassa level and their realistic solutions may be discussed under the following heads :-
a) Ideological and visionary issues;
b) Development of Curriculum, Textbooks and supplementary aids;
c) Teacher’s training & capacity building and motivational issues;
d) Adoption of Integrated approach to Education;
e) Environmetal/Parental supportive and participatory approach;
f) Provision of financial & material resources issues;
3) 65 YEARS OF PAKISTAN; OUR SCHOOLING & END HUMAN PRODUCT:
Despite very specific and pertinent constitutional provisions namely articles 2/A, 25/A,31, 37(a,b) calling for establishment of an Islamic Order based on the Quranic Injunctions and Sunnah, we as a nation and a polity are very far from those Objectives and our destination.
Barring a few honourable exceptions in all walks of our national life, the End Human Product of our schooling system, be it the state-run, the private, the informal or the Madrassa, is hardly up to the mark i.e. up to desired religious, educational, moral, and social standards,
individually, collectively, and institutionally.

i) Collectively assessed in the comity of nations, regrettably, we have further suffered degradation in the corruption & corrupt practices indicators; with wide spread deviant and bank-corrupt behavior, by no means representing an Islamic social order & culture.

Some other dismal indicators are as under :
ii) Our Graduates, MAs, Drs, Engrs, LLBs, and even PhDs are mostly unable to understand the verses of the Quran e Hakeem when it is recited to them, say in prayers, or when they read it themselves. What a pity !
What a serious concern !
iii) Our graduates, generally speaking, can’t even correctly write an application/paragraph in Urdu or English.
iv) Our university degrees are generally not accepted in the foreign universities for admission;
v) The youth passing through ‘Dars e Nizami’ courses from the Madaris , have generally, their main focus on learning various disciplines connected with the Quran, Ahadees, Fiqh, etc with a strong Bias towards their respective Fiqhi outlook.
This Bias has encouraged divisive tendencies in the religious, social, and political environment, rather than promoting Muslim brotherhood and cohesive tendencies.
Moreover, they are generally ignorant about important contemporary disciplines dealing with science & technology and social sciences
4) Vision & Quality of education
a) Primacy of school education
( grade 1 to 12) is an irrefutable factor in character/nation building and sustainable development of any society.
b) What matters most is the Vision & Quality of education in terms of its ideological base ;
to translate these Values into Action/Practical reality.
i) To improve the Visionary Base & Quality of Education we need to focus on the Content & Structure of the Curriculum, the Textbooks and Supplementing Aids , The Teachers’ Capacity Building to deliver and Motivation to become true Role Models, and Creating of Supporting Environment in the schools, homes, and outside, including Media & Internet.”
5) Adoption of Integrated Approach to Education :
We have also to change our
Approach to education, which is divided into religious and secular; spiritual and mundane. We have to have an Integrated Approach to Education, where all areas of knowledge are studied, explored and researched, in the context and balancing fulcrum of divine existence.
We should assign top priority to School/Madrassa education by thoroughly revisiting the curriculums and textbooks on the touchstone of ideology and grounded in an integrated approach to education, which combines learning of Islamic Studies along with other Contemporary subjects including Pure & Applied sciences, and Social Sciences.
ii) With the exception of a few schools in the Private sector & Madaris (they too need improvements to attain classical standards) , the School and Madrassa Curriculums & Textbooks are grossly deficient and flawed on one count or the other;
They fail to inspire the youth to thoroughly appreciate and cultivate/imbibe the Islamic values/teachings based on enlightened study of the Quran e Hakeem, Sunnah, Muslim history, Culture, and formidable Muslim Contributions to various branches of knowledge including science & technology especially between 8th to 14th centuries.
iii) Such exposure to Islamic values and history would motivate our youth to look for Muslim role models starting from the shining examples of our Holy Prophet (SAWW) and his Great Companions, ( including men, women, and children), to imitate for character building, practicing golden tenets/values of Islam in our personal, family, & social lives, besides learning best Principles of governance and statecraft.
iv) Our youth can draw great inspiration from the marvelous feats accomplished by the Muslim scientists, discoverers, and scholars in various fields of knowledge, including science & technology during the Golden Period of Muslim history, the hallmark of their Scientific & Technological Pursuits being research & experimentation ( basis of scientific method )
v) The West owes a great deal to the Muslim scholars and scientists who proved to be beacon of light in the dark ages of western world, who extensively borrowed, translated, and learnt from the books and works, and inventions & discoveries of the Muslims.
vi ) The bottom line of this enlightening school education should be such an inspiring introduction of Allah SWT that the youth are deeply impressed and spellbound by ;
a) All His Perfect Attributes;
b) His Marvelous Creations,
Human beings occupying the central place being His masterpiece creation and His Vicegereant on earth;
c) Allah’s Sunnah ( His grand Design, Planning & perfect Methods) in creating and administering the boundless universe according to His divine Wisdom & Will.
6) Provision of Adequate Resources:
Since we have now a constitutional obligation to provide for free and compulsory education to 5 to 16 years old students, the federal government have to provide huge sums of financial, and logistical resources to meet this national obligation. Besides, provision of large human resources by recruiting and training teachers for schools is a fundamental obligation of the federal government.
Therefore, we must raise the GDP percentage of expenditure on education from shamefully low percentage of less than 2% to at least 8% for the next 25 years.
How could we achieve multi-dimensional ideal benchmarks in education without providing adequate financial resources on regular basis?
Currently Cuba is spending more than 18% of GDP on education, thus setting a great example for the whole world.
7 ) we have also to focus on the character building of youth, based on Islamic values, in schools and madaris by creating activity based supporting environment by motivating the teachers to become role models for their students.
8) Parents have also to contribute in developing the character building module by providing their active support to the students and their teachers.
9) The ministry of education and most of its functions have been devolved to the provincial governments under the 18th amendment of the constitution. But the federal government must not absolve itself of their responsibility towards this fundamental state obligation of providing free and quality school education to the youth of the country.The federal government must provide adequate resources to the provincial governments to enable them to fulfill this very fundamental obligation in the best possible manner, in the spirit of collective partnership.
10) Also in the wake of the 18th amendment, there are certain pertinent questions which have to be addressed.( vide annex A )
PRAYER :-
11) In the light of above submissions, it is proposed that a high level Permanent Commission on Education headed by the Prime Minister of Pakistan and comprising eminent educationists, well reputed religious scholars, Judges and public servants be set up :
A ) To thoroughly revisit and review the prevailing School Education System ( Public, Private, and Madrassa ) and
B ) To take all necessary measures (immediate, short & long term) to ensure establishing an ideal school education system in the country, which is fully responsive to and capable of meeting our national aspirations as well as cognizant of all challenges as discussed in the preceding paras;
C ) To permanently supervise and guide the newly established system of school education to ensure its smooth working.
