Tarek Fatah is a Pakistani turned Canadian. He calls himself an intellectual. He is also connected to MQM and is a propagandist supporting MQM Terrorism in Karachi.

He’s an unofficial lobbyist for Indian government in Canada. He frequently travels to India, appearing on national media and focuses on denigrating Pakistan. He supports the RAW sponsored Baloch separatist movement. This appears to be his main assignment. His travel expenses are paid by the Indian government.

Fatah was born is Pakistan but likes to identify himself as an Indian. He went to Karachi university and was an activist of the National Student Federation in the 70s. 

He married a girl from an influential Tapal family of Karachi. This proved to be a ladder for him. He made his way up using his wife’s family connections. 

He moved to Canada where he became close to the Indian lobby. 

Tarek Fatah burned Pakistani flag in Canada with 6/7 protesting baloch insurgents. 

All these baloch separatist movements are funded by RAW and Fatah is spewing venom against Pakistan by writing and speaking on media and other forums. RAW’s operative Kulbhushan Yadav’s arrest from Balochistan and his confessional statements have confirmed India’s funding to the baloch movements but Fatah goes berserk over the arrest. India has officially owned Yadav but Fatah has to say something else.

His wife Nargis Fatah is as active in defaming Pakistan as Tarek himself. 

Nargis Tapal’s family has businesses in Pakistan. They own Tapal Tea. They make their living here but their loyalties remain with India.

The rising threat of terrorism and Afghan refugees in Pakistan

Pakistan suffered a great shock with three major bomb attacks carried out in the country in the past month. In a recent attack, six people were killed when a suicide bomber blew himself up near the Lahore police headquarters. Less than two weeks ago, a Shia mosque in Peshawar was attacked during the Friday prayer (the most crowded time in a mosque), which killed 20 civilians and injured more than 50 people.

The Pakistani Taliban undertook both attacks. Mohammad Horasani, a spokesman for the Pakistani Taliban, made a statement regarding the attacks and said the reason for the attack was the execution by the Pakistani government last December of Dr. Usman, who was said to be the mastermind behind the attack on the Pakistani Army general headquarters in October 2009. Horasani also said they would continue to take revenge and that these attacks were just the start.

The gradual increase in attacks that target civilians in Pakistan points to the possible chaos in the country, which is going through a very critical period in terms of security and stability. Less than a month ago, another Shia mosque in Shikarpur was attacked, and more than 60 civilians died. In another attack on a military high school in Peshawar on Dec. 16, more than 150 people were killed, including 134 children.

Following the attacks, the death penalty, which had been abolished several years ago, was reinstated and the militants who were held responsible for the military high school attack were executed. The main purpose of the attacks carried out by different groups in the Pakistani Taliban in the past month was to call the Pakistani government to account and take revenge.

It was declared earlier that a wing of the Pakistani Taliban paid homage to the Islamic State in Iraq and the Levant (ISIL). ISIL aims to increase its activities in Central Asia as well as in South Asia, another unstable, volatile region after the Middle East. The Pakistani administration has taken new measures in order to follow an active and effective policy against terrorist groups especially after the military high school attack. After reinstating the death penalty, the Pakistani government also established military courts to make an imprisonment sentence quicker and increased the number and expanded the area of attacks in particular in areas close to the border of Afghanistan.

However, these measures are problematic as they either focus on the expansion of current military operations or on the militants who have carried out the attacks. There is no policy aiming to prevent possible attacks and take pre-emptive action. Yet, there has to be efficient and effective policies that aim to deal with the daily problems of the Shiites and other religious minority groups such as discrimination and violence.

The Afghan refugees in Pakistan are one of the most affected groups from such attacks, which have increased gradually. These refugees, who had to flee Afghanistan due to the climate of war in the past 35 years and took refuge in Pakistan, have been experiencing hardship here but at the same time they live shoulder-to-shoulder with their Pakistani neighbors. In the wake of the recent attacks, Afghan refugees began to be exposed to violence and marginalization from Pakistani officials and their Pakistani neighbors. Even though the Pakistani Taliban carried out the military high school attack, two of the attackers were Afghan, and this is one of the main reasons there has been use of violence and anger towards Afghan refugees.

The recent attacks in the country brought the Pakistani government and the opposition together on the same page after a very long time. It is clearly very important to get wide public support on the measures taken and develop policies to fight against terrorism. However, it is also a serious issue that these decisions and their implementations should be “right” and inclusive and should not exclude and factionalize the Afghan refuges and religious minority groups. After all, Afghanistan is currently not capable of providing a peaceful and prosperous life for these people due to its unstable and unsecure environment.

On June 10, this year, while showing the progress of the military operation Zarb-e-Azb, Chief of Army Staff, Gen. Raheel Sharif said, “Terrorists have been cleared from their strongholds in North Waziristan Agency and Khyber Agency, and fight now is moving into last few pockets close to Afghan border.” He laid emphasis on “continuation of the operations till elimination of the last expected and probable terrorists groups and sanctuaries.”

Since June 15, 2014, the jets of Pakistan Air Force have bombed militants’ hideouts in North Waziristan Agency, and killed thousands of insurgents including foreign militants, while Pakistan Army has killed several terrorists through ground offensive and many of them surrendered before the Army. Thus, these forces destroyed their strongholds, demolishing tunnels and factories producing IED (Explosives), while drying the sources of their funds and sinking their public support. Pakistan’s Armed Forces have broken the backbone of the militants and their network.

 

However, the operation Zarb-e-Azb in tribal areas is nearing its completion, witnessing huge successes of Pakistan Army which has offered commendable sacrifices and cleared the area off terrorists.

 

Except some occasional blow, the faces of tribal people are gleaming with resolve, determination and commitment to weed out terrorists from their homeland.

Undoubtedly, the ferocious fighting by the sons of soil to liberate people of families of the Federally Administered Tribal Areas (FATA) from the terrorists, resulted in one of the biggest internal displacement in the history of Pakistan. It has caused huge socio-politico-economic and security implications for the brave people of tribal areas. These people faced the hardships of displacement, and their plight was aired by various media segments. Opinion makers felt the pain and strived to sensitize the government and public regarding their socio-economic responsibilities to look after their basic human needs.

Since the military operations of 2008, there has been frequent dislocation of populations from seven agencies of FATA. Some persons were fleeing due to the threats and attacks by the terrorists, but most of them left the areas for their own safety, prior to military operations to free FATA and Pakistan from the militants. They made their temporary homes in camps, made for the Internally Displaced Persons (IDPs), with host families, or in hired accommodation in places like Tank, DI Khan, Bannu and Peshawar. Many of them have since long returned home following stabilization of their areas, but residual caseloads remained in 2014, and the number increased. The latest wave of dislocation from North Waziristan Agency brought the total FATA-displaced-population up to around 2 million people. This is a massive dislocation of persons for any country to handle. Assisting them during displacement has required substantial funding and initiatives to ensure their shelter and other needs, which have been fulfilled.

 

As stability and peace is restored in FATA, Pakistan Army is working with the government and other stakeholders to facilitate the return of the IDPs, and the reconstruction and rehabilitation of the affected regions. Gen. Raheel Sharif has repeatedly stated that the top priority is the early and dignified return of the IDPs, and he has instructed all concerned officials to prepare for their phased return.

 

In this regard, the Pakistan Government has issued directions to the related ministries and departments to finalize the plans regarding funds, the returns of the IDPs, reconstruction and rehabilitation of FATA.

 

While, it is not enough for the rehabilitation of the massive populations of the tribal areas, which require huge funds, as now, it is the turn of the tribal people to celebrate their return to their areas. But, destroyed villages, shattered houses and ruined markets can not be welcoming sites. Where they will dwell and from where they will draw the livelihood for their families? Who is responsible for their rehabilitation? Have any efforts been made to raise funds? These are some of the questions haunting the minds of everyone. Time is ticking fast; Government of Pakistan, people and international community have to rise to the challenge before it is too late. It is every ones responsibility to contribute towards their quickest possible rehabilitation, so that they consider themselves part of the society. Any negligence at this stage would not only generate despondency among the tribal people of FATA, but would leave space for the militancy to re-surface.

 

Although, Pak Army has ever conducted a large-scale reconstruction and rehabilitation programme in FATA, yet it is not easy to resettle 2 million people. It requires detailed and insightful planning, political will, extensive and complex coordination and logistics, and substantial funding to support the initiatives to help families rebuild their homes, restock their livestock, plant crops, restart their livelihoods and to mend the fragile economy of this extremely disadvantaged region.

 

War against terrorism will remain incomplete, unless all segments of society and politicians try to win the hearts and minds of the tribal people by keeping in minds various requirements and steps which are essential for the rehabilitation of FATA.

 

Firstly, the vision of a peaceful, prosperous and developed FATA is necessary to foil future plans of the terrorists.

 

Secondly, whole nation, particularly the political leadership should come forward to provide financial resources for rehabilitation.

 

Thirdly, education for everyone and grass root level involvement of the people in socio-political activities may be ensured/planned.

 

Fourthly, efforts at all levels may be undertaken to re-construct physical structures, maintain law and order, activate economy and inculcate cohesion to ensure sustainable rehabilitation of people of FATA.

 

Fifthly, instead of portraying negative aspects of rehabilitation, media should come forward to arrange shows for fund-raising and proposing viable solutions for the issues prevailing in FATA.

Nevertheless, rehabilitation of FATA is still a bigger challenge. Therefore, just like the unity, shown by the whole nation during war against terrorism by supporting the Zarb-e-Azb, needs to display the same unity through practical assistance in rehabilitation of the tribal areas. Let us celebrate the forthcoming 14th August 2015 with national commitment to endeavour for rehabilitation of FATA people.

ScreenHunter_57-May.-18-07.51It is an irrefutable reality that India’s prime intelligence agency RAW is leading terrorist activities in Baluchistan by using the soil of Afghanistan, harbouring and financing terrorists and projecting them as freedom fighters. This covert support is going on since 2002 and several other foreign agencies have also been supplementing RAW’s efforts. RAW had created Mukti Bahini, a militant wing of Awami League in former East Pakistan in late 1960s and in 1971 established 59 training camps all along the border to train, equip and launch them to sever eastern wing from West Pakistan. After accomplishing its mission, in 1973 RAW was assigned the task of subverting Sindh with the help of Sindhi nationalist parties. In conjunction with KGB and KHAD, RAW fully supported Baloch insurgency from 1973 to 1978; and again destabilised Pakistan in 1980s by supporting Al-Zulfiqar, a terrorist wing of PPP.

 

 

 

After the creation of MQM in 1984, RAW established links with the new party leadership and is still guiding and assisting it. Over one million weapons have been inducted in port city by RAW and other agencies as well as NATO to make the economic hub centre restive. Startling disclosures have been made by two recently arrested MQM terrorists Junaid and Tahir Lamba who revealed that RAW has been imparting training to MQM workers since 1996 at Dheradun to destabilize Karachi.

 

RAW is arming, training and funding banned terrorist groups Baloch Liberation Army (BLA), Baloch Republican Army (BRA), Baloch Liberation Front (BLF) and Baluchistan Lashkar headed by runaway Baloch rebel leaders. Pattern is similar to its support to Mukti Bahini in 1971. RAW established 9 training camps along Afghan-Pakistan border in 2003 to train Baloch dissidents. Later, in league with CIA, MI-6 and Afghan NDS, it set up 60 training camps in interior Baluchistan. Shamsi airbase in Baluchistan (100 miles away from Iran’s eastern border and same distance from Afghanistan’s southern border) was also used by CIA to foment insurgency and to assist Jundollah group.

 

Besides sabotage and subversion, Indo-US-Western propaganda machinery has been eulogising the heroics of the Baloch insurgents by projecting them as seekers of their socio-politico-economic rights. Atrocities of insurgents against non-Baloch settlers in Baluchistan, forcing over 100,000 to migrate, blatant target killings of pro-Pakistan Baloch and government officials, teachers/professors, Hazaras, kidnapping for ransom, blowing up gas pipelines, electric pylons/grids, railway lines, attacking trains, security forces, challenging the writ of the state, seeking foreign support to break up Pakistan, all these undesirable acts were looked the other way. No objections were raised by local and foreign media when exiled Baloch leaders sought intervention by India, or the US or NATO or the UN to help them liberate Baluchistan.  

 

Conversely, counter actions of the law enforcement agencies (LEA) to safeguard territorial integrity of the state are projected as violation of human rights. The government is also described in poor light having robbed the resources of the province.

 

 

 

 

 

 

Propaganda themes are:

a. Successive governments have kept Baluchistan deprived and backward and are stealing Baloch mineral resources.

b. Punjab Army is anti-Baloch and has turned Baluchistan into a colony.

c. Army is carrying out genocide of Baloch.

    d. Over 18000 Baloch men and women have gone missing.

e. Agencies and FC are behind forced disappearances of Baloch and kill and dump policy to suppress Baloch people.    

 

CIA, MI-6, RAW, Mossad, Afghan NDS in unison have unremittingly utilized all sorts of covert and overt methods to foment unrest in Baluchistan. Grievances of the Baloch and the issue of missing persons/enforced disappearances and ‘kill and dump policy’ have been relentlessly played up for many years and in this several Pak TV channels, journalists, HRW and human rights activists have been promoting the foreign agenda to discredit intelligence agencies and Frontier Corps Baluchistan. Mama Qadeer who also supports the separatist agenda was lionised by certain TV channels particularly Geo. His long march from Quetta to Karachi and Islamabad from October 2013 till February 2014 in protest of non-recovery of missing persons was given wide publicity. There are hundreds of foreign funded NGOs promoting the cause of Baloch separatists and pursuing foreign agendas.

RAW keeps changing tactics in rapid succession. A year back it hyphenated Pakistan with ISIS/Jehadis through ‘guided’ and misleading interviews. Uploading of a notorious terrorist Allah Nazar’s interview on a RAW-managed Indian propaganda website on ‘Online’ further confirmed the information at hand that India has been training, financing, arming and projecting terrorists to destabilize Pakistan and Afghanistan”. The thrust of the interview revolved around unproven allegations against Pakistan’s LEAs, intelligence agencies and Pak-China relations. Purpose behind it was to subtly gather the sympathies of civil society besides confusing things as the website introduced Allah Nazar as a so-called freedom movement leader fighting against Jehadi elements and ISIS.

 

Allah Nazar is a terrorist hailing from Awaran, Baluchistan as established after thorough perusal and verification of record of his activities spread over a period of many years. Pak agencies have gathered sufficient evidence which suggests that this person has been enjoying direct support of RAW for committing heinous crimes against humanity viz. killing of men, women and children, attacks on women university students and members of LEAs and blowing up of electric pylons as well as gas pipelines. These insane and murderous acts are being projected as deeds of a liberation movement.

 

It may be recalled that Allah Nazar and his group BLF continued to harass local population in Awaran, Punjgur and Kech districts for a number of years. However, he fled from the area on arrival of forces during earthquake relief activities in September 2013. People of the area felt immensely relieved after the arrival of forces and on their large scale relief efforts. Since then, Allah Nazar and his likeminded accomplices have fled to other areas known only to Indian RAW from where they are carrying out terrorist activities. Chinese working in Gwadar and other parts of Baluchistan have also been targeted by Baloch terrorists. Besides Allah Nazar, other Baloch rebel leaders living a luxurious life in exile since 2006 are Brahamdagh Bugti and Mehran Marri in Geneva, Hyrbyar Marri and Mir Suleman Khan Daud in London, Dr Khaliq Baloch in Washington.

 

Most sordid aspect of these anti-Pakistani activities is that they are not only Pakistan-specific but they also target Chinese interests. India is using terrorist elements in Baluchistan to threaten Chinese interests in the development of China-Pak Economic Corridor. The ink on the historic agreement had barely dried up when western media and foreign paid NGOs in Pakistan sprang into action and started drumming up Baluchistan insurgency. Sabeen Mahmud heading 2F NGO in Karachi hosted a seminar focussing on disappearance of Baloch nationalists and to demonise ISI/FC. This topic was initially scheduled in LUMS Lahore, but was cancelled on the intervention of Punjab government. Unfortunate Sabeen was purposely murdered by the schemers on the same day when she was driving home to earn sympathies of the public and to make ISI a suspect.

 

The next event which coincided with China President’s visit was the interview of Brahamdagh Bugti from Geneva which was given wide publicity by western media. His focal point was his fears about China-Pakistan corridor, which in his jaundiced view was aimed at colonizing Baluchistan. He urged his followers to resist. Late Nawab Akbar Bugti had also started the insurgency in 2004 on the plea that development of Gwadar would be against the interests of the Baloch. Rights activists also stepped up their propaganda accusing security forces of carrying out extra judicial killings of separatists in Baluchistan. Hussain Haqqani wrote an insidious article in Wall Street Journal in this timeframe, while Tariq Fateh sent anti-Pakistan tweets from Delhi. Activation of Baluchistan card indicates the nervousness of detractors of Pakistan who know that the envisaged corridor would drown all the sinister plans hatched by them to denuclearise and balkanise Pakistan.       

 

It must not be forgotten that only a third of population of Baluchistan is Balochi speaking which include Brahvis as well. More numbers of Baloch live in southern Punjab and Sindh who are educated, patriotic and well integrated with rest of people of Pakistan. Great numbers of Baloch youth are joining armed forces and paramilitary forces and trend to get educated is on the rise – thanks to dedicated efforts of the Army. Dr Malick’s regime helped by the federal government is working hard to alleviate the grievances of the Baloch and to bring back the misled Baloch leaders.

 

Passage of 18th Amendment allowing greater autonomy to provinces, allocation of extraordinary heavy development budget and establishment of nationalist government in Baluchistan has left the insurgents with no ground to grieve and seek independence. Baloch insurgency is made up of handful of insurgent groups, mostly belonging to Bugti, Marri and Mengal tribes and except for Allah Nazar, all other rebel leaders are residing abroad enjoying the hospitality of their patrons. Insurgents represent only a few districts and they have no political party and are highly unpopular. They are disgruntled, exhausted, disenchanted and involved in infighting. Their patrons are vexed and vainly keep counseling them to unite for their lost cause.

 

Pakistan of today is alive to all these threats and challenges and the sitting government, headed by Prime Minister Mian Nawaz Sharif, the entire political leadership and the army under the command of COAS Gen Raheel Sharif and other services’ chiefs are unanimous and in complete agreement with one another on the policy of ‘no surrender to such nefarious activities’. Establishment of Special Security Division to ensure security of foreign and local workers employed along the corridor is a wise step and will help in frustrating the baleful designs of anti-state elements.

Some of our politicians have suggested award of Nishan e Haider to the Shuhada of the APS Peshawar. They seemingly do not know that an NH is a purely military award and unfortunately cannot be awarded to the brave civilian valiants.

 

However, no gallantry award in the world would measure up to the highly commendable heroic deeds of the very young braves of the APS Peshawar and their equally daringly courageous and valiant female teachers on December 16, 2014. The entire nation is proud of them and salutes the Shuhada for their such dauntless courage and bravery. They must all be duly honoured with the highest civil awards for gallantry in the face of the worst kind of a barbaric enemy. In addition to this and to immortalize their this extreme heroism, a magnificent and befitting memorial be built at the Zero Ground of the School for the future generations to reverently pay their homage, adulate their bravery and remember their martyrdom.
