روزولٹ ہوٹل کا شمار امریکہ کے تاریخی ہوٹلوں میں ہوتا ھے جس کی اوپننگ 1924 میں ہوئی اور یہ دنیا کے مہنگے ترین علاقے مین ہیٹن نیویارک میں واقع ھے۔ اس میں 1015 کمرے ہیں اور 52 لگژری سوئیٹس ہیں۔ یہ اچھے وقتوں کی بات ھے، جب ہم زرا کم کرپٹ ہوا کرتے تھے اور ہمارے ادارے انسان چلایا کرتے تھے۔ 1979 میں پی آئی اے نے اس ہوٹل کو اس وقت لیز پر لیا جب اس کا بزنس کچھ مندا چل رہا تھا۔ پی آئی اے کے انوسٹمنٹ آرم نے ایک سعودی پرنس کے زریعے یہ شاندار ڈیل کی جس کے مطابق 20 سال بعد پی آئی اے اس ہوٹل کو خرید سکتا تھا۔ 90 کی دہائی میں ہوٹل کے مالک نے کورٹ میں مقدمہ کردیا کہ جس معایدے کے تحت پی آئی اے یہ ہوٹل خریدنے جارہا ھے، اس سے ملنے والی رقم مارکیٹ ویلیو سے بہت کم ھے۔ پی آئی اے کی انتظامیہ اپنے سفارتخانے کے ہمراہ امریکی کورٹ میں گئی اور مقدمہ جیت لائی۔ جس کے نیتجے میں 1999 میں پی آئی اے کو صرف ساڑھے 36 ملین ڈالر میں یہ ہوٹل مل گیا۔ 2005 میں مشرف دور میں پی آئی اے نے سعودی پرنس کو 40 ملین ڈالر دے کر اس کے روزویلٹ ہوٹل میں موجود چند پرسنٹ شئیرز بھی خرید لئے۔ مشرف دور میں 2006 اور 2007 میں پی آئی اے نے اس ہوٹل کی تزئین و آرائش پر 65 ملین ڈالر خرچ کردیئے۔ 2009 میں پی آئی اے نے اس ہوٹل کی مارکیٹ ویلیو کروائی اور اسے 1 بلین ڈالر، یعنی 1000 ملین ڈالر کے عوض بیچنے پر لگادیا۔ بدقسمتی سے اس وقت امریکہ کی اکانومی اور ہاؤسنگ مارکیٹ کریش ہوچکی تھی جس کی وجہ سے یہ ہوٹل بک نہ سکا۔ پھر پی آئی اے نے اسے سیل کرنے کا پلان واپس لے لیا۔ اس ہوٹل کے اردگرد واقع کچھ ہوٹل پچھلے چند ماہ میں فروخت ہوئے ہیں جس سے اندازہ ہورہا ھے کہ ہوٹل سیکٹر میں انویسٹمنٹ آجکل پھر گرم ہوچکی ھے۔ روزویلٹ کے سٹینڈرڈ کے جتنے بھی ہوٹل مین ہیٹن کے علاقے میں پچھلے ڈیڑھ سال میں بکے ہیں، ان کی اوسط قیمت 10 سے 14 لاکھ ڈالر فی کمرہ رہی ھے۔ روزویلٹ میں 1015 کمرے ہیں اور 52 انتہائی لگژری سویٹس۔ اس حساب سے اس ہوٹل کی قیمت کم سے کم بھی 1200 ملین ڈالر یعنی 1 اعشاریہ 2 بلین ڈالر تک آنی چاہیئے۔ کہا جارہا ھے کہ حکومت کا پی آئی اے کو پرائیویٹائز کرنے کا اصل مقصد یہ ہوٹل بیچنا ھے۔ اور آپ کی اطلاع کیلئے عرض ھے کہ حکومت نے اس ہوٹل کا سودا اپنے قریبی فرنٹ مین میاں منشا کے ساتھ کردیا ھے۔ جاننا چاہیں گے کہ یہ ہوٹل جس کی مارکیٹ ویلیو 1 اعشاریہ 2 بلین ڈالر ھے، وہ حکومت نے کتنے میں بیچا ھے؟ چلیں، باباکوڈا کے پیج پر میں پورے اعتماد سے آپ کو بتا دیتا ہوں۔ یہ ہوٹل نوازشریف نے تقریباً 9 ملین ڈالر میں بیچا ھے، یعنی اصل قیمت کا ایک پرسنٹ سے بھی کم۔ جب نیب پنجاب میں کاروائیاں شروع کرنے کا اعلان کرتی ھے تو ایسے ہی میاں برادران کی چیخیں نہیں نکلتی۔ جب کتے کی دم پر ہاتھی کا پاؤں آتا ھے تو وہ بہت تڑپتا ھے۔ روزویلٹ کے نام پر ایک بلین ڈالر سے زائد کا چونا لگانے والا اگر اپنے خلاف ہونے والی تحقیقات پر چیاؤں چیاؤں نہ کرے تو کیا میاؤں میاؤں کرے؟؟؟

It appears that the PML-N government is either unwilling or incapable of learning from past errors. The decision to sign a Long Term Sale agreement (LSA) with Qatar is egregious and exposes Pakistan to exactly the same risks that the Benazir government affected when she signed the IPP contracts in 1994 under the advice of USAID, the World Bank and the Asian Development Bank. It seems that the avarice of our rulers remains unchanged.

At that time, in 1994, the price of oil was $18/barrel and the rupee was at 28/$. The agreed price of furnace oil was fixed at Rs5,000/tonne with any escalation as a pass through item giving an electricity unit rate at Rs1.8/unit. By 2007 the price of oil was $120/barrel and the rupee was 100/$, the price of furnace oil increased fifteen fold to Rs75,000/tonne and price of electricity shot to Rs20/unit. As this was unaffordable to most Pakistanis it led to the government subsidising it – resulting in the infamous circular debt and pernicious loadshedding.

By relying on expensive imported fuel, the new LNG deal falls into exactly the same trap. At the agreed price of 13.3 percent of the price of the current price of Brent of $30/barrel, the gas rate works out to be $6/MMBTU. However, if you include all the fuel, port and tolling charges the power rate would be approximately Rs6/unit. But what will happen in a few years or so when, as expected, the price of Brent oil climbs to $100/barrel once the supply and demand for oil is matched (Saudi King Salman is visiting Russia in mid-March to negotiate just that), and the rupee depreciates to 200/$ as may well happen given our rulers predilection for binge borrowing, simultaneously with declining exports. The LNG rate will then be $15/MMBTU and the price of electricity an unaffordable Rs22/unit. But as the LSA is a take or pay we will still be obliged to purchase this unaffordable fuel, just as Wapda was obligated to purchase unaffordable power for oil fired IPPs.

By all accounts there is a gas price war going on. The price of Russian gas in Europe as per the TTF index has declined to an all-time low of $3.3/MMBTU in France and Holland, while the in the US which has been recently allowed export of LNG, the price of gas based on the Henry Hub index is $2/MMBTU (by comparison Pakistan is paying $6/MMBTU for its imported gas).

Even a sophisticated economy like Japan never entered into a Long Sale Agreement for LNG. Instead, it had short-term agreements while it sorted out a long-term energy solution. The PML-N government should have done the same and entered into a three-year agreement or even bought the cargo on the spot market until it sorted out a long-term solution.

 

LNG can only be an interim solution, because in the long run it can never compete with piped gas. LNG costs almost $2.5/MMBTU to liquefy, transport and re-gassify. At current prices these charges are almost as much as the price of the gas itself. That is why American LNG can never compete with Russian gas in Europe. Besides why is there an obsession to install power stations in Punjab when the most suitable location would be nearer the source of the fuel – in this case, Balochistan? Z A Bhutto’s government built the first thermal power station at Guddu, the location closest to Sui with access to cooling water.

 

The LNG Rogues

 

 

 

If the government was hell-bent on relying on imported fuel, then the most viable alternative was the Iran pipeline. Iran has already offered us this gas at $3/MMBTU (although, for sure we could have negotiated an even better deal). As Iran has already built the pipeline to its border, if a power station were installed in Gwadar or Jiwani where there is access to cooling water, the cost per unit of electricity would not have been more than Rs3.8/unit or almost half of what it costs for imported LNG. Iran can only export gas by pipeline through Turkey or Pakistan, and its exports via Turkey compete with cheap Russian gas. Piped gas is not indexed to Brent and therefore its long-term prices can be better managed. The hurry to sign a $15 billion contract for imported LNG with Qatar just as the sanctions on Iran were lifted is perplexing.

Pakistan has a parliament but its members were either not aware of the facts or chose to stay silent. The entire deal raises serious questions. For example, Qatar only agreed to lower its price after an independent supplier Gunvor quoted a lower price. Further, why was the minimum off take increased from 1.5 million mtpa to 3.75 mtpa, burdening our economy even more? This is normally only done when the deal amount and associated commission is fixed, so if the price decreases the off-take increases proportionately.

The government should stop the false propaganda that LNG will save $1 billion per year. This is as cynical as it is untruthful. In fact for 4,000MW of power as compared with Iranian gas, LNG imported from Qatar will cost the country an extra $800 million per year or $13 billion over a fifteen-year period.

As someone wrote, we seem to exist solely to protect entrenched privileges and continue transference of the country’s resources to the global elite. For our citizens we cannot guarantee social progress, security, decent education, access to healthcare, the opportunity for useful employment or a debt-free life.

Sharif threatens to clip NAB’s wings

LAHORE: After Sindh and Khyber Pakhtunkhawa, the rulers from Punjab are feeling the heat of accountability and, apparently in a preventive move, they have started warning the National Accountability Bureau to act carefully or get ready for clipping of its wings.

The warning to NAB came from none other than Prime Minister Nawaz Sharif himself on Tuesday. He indicated the government was considering amending the law if NAB Chairman Qamar Zaman Chaudhry does not address his reservations.

The prime minister’s body language and tone clearly suggested that all is not well between his government and NAB.

Talking of his reservations about NAB, Nawaz Sharif said: “The NAB is harassing government officers. They (bureaucrats) are afraid of taking decisions (signing of files of different projects) because of the NAB harassment. The NAB terrifies the government officers, hindering them from performing their duty.”

The prime minister was addressing newly-elected local government representatives of PML-N in Bahawalpur.

He further said the NAB officials entered the houses and offices of “innocent people” without verifying the authenticity of corruption or other charges.

Sounding categorical on his future course of action, PM Sharif said: “I have brought the matter to the notice of the NAB chairman a couple of times. He should take notice. Otherwise, the government will take legal action in this regard.”

Earlier, the PPP’s Sindh government chided NAB for only laying hands on its party.

A source in NAB told Dawn that the prime minister had shown his frustration over the bureau after it hinted at ‘thoroughly’ investigating some of the projects like LNG, Metro Bus, Orange Train and LDA City.

Besides, NAB has yet to clear the premier in cases of recruitment in the Federal Investigation Agency and construction of Raiwind Road.

A couple of PML-N legislators from Daska and Okara, Punjab Education and Sports Minister Rana Mashhood and a close aide to Chief Minister Shahbaz Sharif are also facing corruption inquiries.

“The main thing bothering PM Sharif is that the NAB chairman is not allowing the PML-N government to interfere in the bureau’s affairs, raising his suspicions about some kind of unofficial liaison between the NAB and the establishment,” he said.

NAB spokesman Nawazish Ali remained tight-lipped when Dawn asked him about the status of NAB investigation into Metro Bus/Orange Train, FIA recruitment, LNG and Raiwind Road cases.

 

 

Advocate Saad Rasool told Dawn that the government might bring an ordinance before tabling a bill in parliament to make NAB like Ehtesab Bureau of Saifur Rehman.

“The displeasure the prime minister showed about the NAB today indicates the he intends to curtail the powers of its chairman. Under Section 270 of the Constitution, the NAB chief is independent in administrative affairs and is not answerable to anyone. Through amendment the reporting authority of the NAB head can be the prime minister,” he said.

Anyone having grievances against NAB could move court and this was the only option available under the law, Mr Rasool added.

Zardari’s reaction

Commenting on Nawaz Sharif’s remarks, former president Asif Ali Zardari said the FIA was also doing the same against the PPP.

“Mian Sahib, not only NAB but your FIA is also doing the same job. Dr Asim is not involved in corruption, and one of your ministers has also conceded this,” he said in a statement.

Sources said the PPP would be rather more than willing to clip the wings of NAB. “The PPP will fully support any amendment to the NAB law brought to parliament,” they said.
