Pakistani government feels weight of army’s heavy hand

(Reuters) – At Pakistani Prime Minister Nawaz Sharif’s palatial offices in Islamabad this week, the army chief sat down to deliver the head of government a message he did not want to hear: The time for talks with the troublesome Pakistani Taliban was over.

Sharif came to power a year ago promising to find a peaceful settlement with the Islamist militant group, but as round after round of talks failed, the powerful armed forces favoured a military solution.

Their patience finally ran out and, late on Tuesday afternoon, during a tense meeting, the army effectively declared it would override a crucial plank of the government’s strategy and take matters into its own hands.

“The army chief and other military officers in the room were clear on the military’s policy: the last man, the last bullet,” a government insider with first-hand knowledge of the meeting told Reuters.

Asked to sum up the message General Raheel Sharif wanted to convey at the gathering, he added: “The time for talk is over.”

The next day, Pakistani forces launched rare air strikes against militants holed up in the remote, lawless tribal belt near the Afghan border. It is not clear whether Sharif authorised the operation.

On Thursday, they backed that up with the first major ground offensive against the Taliban there, undermining Sharif’s year-long attempt to end a bloody insurgency across his country through peaceful means.

Disagreement over the militant threat is the latest row to flare up between the government and military, and relations between the two branches of power are at their lowest ebb for years, according to government officials.

The government did say talks with the Taliban would go on.

“We will talk with those who are ready for it and the (military) operation is being launched against those who are not ready to come to the negotiating table,” spokesman Pervez Rashid told local media on Thursday.

But the operations put the military, which has a long record of intervening in civilian rule through plots and coups, firmly back at the centre of Pakistan’s security policy.

The balance of power is shifting at a time when foreign troops are preparing to withdraw from Afghanistan, and arch-rival India has just elected a Hindu nationalist leader promising to be more assertive on the international stage.

“This is the clearest signal yet that the army will dictate its terms now,” a member of Sharif’s cabinet said.

TALIBAN ON THE OFFENSIVE

The Pakistani Taliban, as distinct from the Afghan Taliban which is actively targeting NATO forces in Afghanistan, is believed to be behind attacks on Pakistani soldiers and civilians that have killed thousands in recent years.

The Pakistan army has distinguished between “good” Taliban like the feared Haqqani network – who do not attack Pakistani security forces but fight in Afghanistan – and “bad” Taliban, indigenous Pakistani militants who are seeking to create an Islamic state.

While Pakistan’s military wants to go after the “bad” Taliban, it has, despite pressure from Washington, largely avoided taking on groups who launch attacks against coalition forces in Afghanistan from Pakistan’s North Waziristan region.

Prompting the latest intervention, the Pakistani Taliban have become increasingly bold, striking the army in tribal areas including a recent battle in which an army major died. Earlier this month, nine soldiers were killed in an explosion near the Afghan border. 

“We will avenge the blood of every last soldier. Talks or no talks, the army will retaliate,” said one military official, who, like most others interviewed for this article, spoke on condition of anonymity due to the sensitivity of the subject.

The army has ruled Pakistan for more than half of its history. Sharif himself was toppled by the army in 1999 during his previous tenure as prime minister.

But, humiliated after a secret 2011 U.S. raid that killed Osama bin Laden on Pakistani soil, the army stood back from politics and supported last year’s first democratic transition of power which brought Sharif back to office.

Sharif manoeuvred carefully, hand picking a new army chief and trying to forge a partnership with the military in the early days of his tenure, but the overtures had little lasting impact.

TRADE, DIPLOMACY

There are other signs of civil-military discord.

Sharif came to power promising to rebuild relations with India, but has been under pressure to toughen his stance from hardliners at home, particularly within the army.

The nuclear-armed neighbours have fought three wars since independence from Britain in 1947, two of them over the still-disputed Himalayan territory of Kashmir.

Sharif’s policies towards India have been heavily scrutinised; some in the army justify its hefty budget by pointing to – and, critics say, playing up – the potential threat from India.

And despite signs the military has become more amenable to overtures from its old foe than in the past, a trade deal pushed by the prime minister and aimed at improving ties with India was cancelled at the last minute after pressure from the army, top government officials said.

Sharif now faces a dilemma over whether to accept an invitation by Indian Prime Minister-designate Narendra Modi to attend his inauguration next week.

The army is also bitter about the trial of former military ruler Pervez Musharraf, who ousted Sharif from power in 1999 and was arrested after he returned to Pakistan to take part in last year’s election.

Ties with Afghanistan have never been easy, but some officials believe the army wants to torpedo the government’s relationship with a future Kabul administration, risking a deterioration in regional security as NATO troops prepare to leave this year.

Generals have jealously guarded the right to dictate policy on Afghanistan, seeing friendly guerrilla groups as “assets” to blunt the influence of India there.

TENSIONS COME TO SURFACE

Though simmering under the surface, tensions between the government and the army spilled into the open last month when a popular journalist was shot by unknown gunmen, and his channel, Geo News, blamed the army’s powerful spy agency, the Directorate of Inter-Services Intelligence (ISI).

Public criticism of the shadowy ISI is almost unheard of in Pakistan. In a rare public response, the army demanded that Geo News, the country’s most-watched news channel, be shut down.

The government’s media regulator has since resisted the army’s demands to cancel the channel’s license, which the military sees as a direct sign of defiance.

“Everyone was looking out to see how the government would treat the army in this crisis — as a friend or foe?” said a senior military official. “But the government allowed this to become a free-for-all, army-hunting season.”

For Sharif, buckling under military pressure is a major risk. “This is not about one TV channel but about freedom of expression and about living in a democracy,” Rashid said. “We should live and let live.”

But despite putting on a brave front, officials say the government is feeling under siege.

“Never in the last year has the government felt weaker or more vulnerable,” one of Sharif’s key economic advisers said. “Now every time we have to take a major decision, on India, on Afghanistan, we will have to think ‘How will the army react?'”

A serving general said the army chief would always pick the “institution over the constitution if push comes to shove,” adding: “As a society and a state, we have to avoid a context in which the army is pushed to do something it doesn’t want to.”

Fact 1: On June 5, Mian Muhammad Nawaz Sharif took the oath of the prime ministerial office.

 

Fact 2: Soon after coming to power, the PML-N government paid off Rs480 billion worth of accumulated circular debt.

Fact 3: Over the past 330 days, the government has accumulated Rs330 billion worth of brand new circular debt – Rs1 billion per day, every day of the past 11 months.

Argument 1: The government argues that the cost of production of electricity is higher than the sale price – and thus the government ends up accumulating multi billion-rupee circular debt. Why is the government then not doing anything about the cost of production of electricity?

Just consider this: Pakistani Independent Power Producers (IPPs) are consuming up to 24 kg of oil to produce 100 kWh. Internationally, power plants take in 14 kg of oil to produce 100 kWh. Why isn’t the government after the IPPs?

Now consider this: Pakistani IPPs are consuming up to 12,000 BTUs of gas to produce a unit of electricity. In India, they are producing the same unit of electricity by taking in a mere 5,000 BTUs. Why isn’t the government questioning the IPPs?

The government’s only solution to circular debt is the doubling of the electricity tariff for consumers. The PPP government doubled the tariff and got us into more trouble than we were in before the doubling. And now the PML-N government is bent upon doubling the tariff once again. Isn’t that insane? Albert Einstein defined insanity as “doing the same thing over and over again and expecting different results.”

Argument 2: The government also argues that the circular debt is because of ‘theft’. It is true that our line losses are around 25 percent. To be certain, there are two types of lines losses – technical and non-technical. Technical losses are because of old transformers and poor infrastructure. Non-technical losses are essentially ‘theft’.

Well, we haven’t spent much to improve our electricity infrastructure over the past 50 years – and now we have huge technical losses. Yes, there is power theft but even if we manage to imprison each and every power thief in the private sector we would still be left with at least 90 percent of the circular debt.

Conclusion: The government, by design or by default, is focusing on all the wrong places. The government, by design or by default, is missing the elephants in the room. The elephants in the room are the IPPs. The IPPs are gulping down way too much oil. And the IPPs are taking in way too much gas.

The government, by design or by default, is looking at all the wrong places for ‘thieves’. The government-owned generating companies (Gencos) have managed to steal Rs29 billion worth of furnace oil. A total of 1,920 transformers and truckloads of cables have been reported stolen. The federal government, the provincial governments and their departments owe more than Rs200 billion in past bills.

Lo and behold, exactly 482,120 minutes have passed us by over the past 11 months of PML-N rule. And we have been losing Rs1 billion a day the equivalent of Rs41 million per hour or a loss of Rs700,000 per minute every minute of the past 11 months.

Electricity, I have been told, is like faith – “you can’t see it, but you can see the light.”

Pakistan among 10 countries facing severe energy crisis: Agriculture Sector

ISLAMABAD, Dec 3: About 1.3 billion people in the world are living without electricity; two-thirds of them being in 10 countries and four of them, including Pakistan, in the Asia Pacific region, says a report of the United Nations. Agriculture Sector

According to the Statistical Yearbook for Asia and the Pacific-2013 released by a UN commission on Tuesday, an estimated 60 per cent of capacity-addition efforts in future will be focused on mini-grids and off-grid connections in which renewable energy sources will play a vital role.

In the generation of electricity from renewable sources, the Asian and Pacific region led the world in 2010. But this amounted to only 15.8 per cent of the region’s total electricity, which is below the world average of 19.4 per cent.

With less than 400 kilowatt-hours per capita, the annual household electricity consumption in the region is the second lowest among the world’s regions, after Africa where it is 200kwh.

About 2.6bn people in the world and 1.8bn in the region use solid fuels for cooking. The WHO estimates that more than 1.45 million people die prematurely each year from indoor air pollution caused by burning solid fuels with insufficient ventilation.

Women’s economic empowerment

The report says that despite its economic growth, the region lags behind in economic empowerment of women. It calls for targeted policy measures to facilitate women’s economic empowerment.

Women still bear the burden of unremunerated productive work, shouldering the major share of household management and care-giving responsibilities.

The report says that in Pakistan women spend 5.5 hours a day on housework and 1.2 hours on childcare whereas men spend 2.5 hours on housework and 0.9 hours on childcare.

It also says that women are overrepresented in sectors and positions that are vulnerable, poorly paid and less secure. For instance, 42 per cent of working women/girls belonged to agriculture sector in 2012 compared with 36.0 per cent of male workers.

 The principle is that, a political party and a television channel with doubtful credentials and loyalties cannot collude to destroy the most important security institutions of Pakistan.

The Armed forces are the backbone of any country. To deride them is an act of treason. To humiliate them is an act of schizophrenic mindset .To make money and gain political power at their expense is an act of Fascist and mafiostic Perversion.
To assault the Armed forces merely to settle past scores and for satisfaction of egos is a dastardly and gravely delinquent manifestation of immature and undeveloped leadership. Such a leadership cannot take the country forward.


One just has to scan the past track record of the current PM who is apparently once again showing signs of psychopathic disorders. Himself a product of Gen Ziaul Haq and Gen Jilani, In the first instance  he targeted Benazir Bhutto.
In the second episode, he targeted Chief Justice of the Supreme Court,  Justice Sajjad Ali Shah just because the CJP was determined to hear Nawaz Sharif’s cases of alleged corruption. Subsequently, under the direction of Nawaz Sharif, the PML-N goons attacked the Supreme Court and  physically humiliated the judges.

Not quite satisfied Nawaz Sharif engaged in quarrels with Gen Asif Nawaz Janjua and later with Gen. Jehangir Karamat,  who had merely proposed the formation of a NATIONAL SECURITY COUNCIL which had been the need of the hour and is the norm in most countries.

As if this was not enough, instead, of putting a stop to rampant corruption, Nawaz landed himself in a tussle with President Ghulam Ishaq khan,who had earlier advised him to improve governance. Not willing to look inwards and because of his arrogance, the relationship became worse and  could not be resolved.
The  Army at this point of time could have taken over but did not. As a compromise it was decided and both the President and Prime Minister had to go.

In his next tenure, he needlessly criticized the Army for it’s conduct of a tactical cum strategic operation in KARGIL. Rather than exercising good management techniques to understand the dynamics behind the sincerely meant effort to regain the advantage of the heights, lost through the illegal occupation of SIACHIN by India, Nawaz lambasted the COAS and the Army. KARGIL could at best be termed controversial but certainly not completely without underlying professional motivation and compulsion.

Strangely Nawaz Sharif, apologized to Vajpayee and said “We have stabbed you in the back”. India rejoiced .Vajpayee was delighted. Nawaz Sharif overnight became India’s hero .The Army became the VILLAIN. Remains so till today in India.
NS’s utterances vilifying his own Army are a subject of discussion in Indian media till today.

To cap it all; in an act of brazen madness, he ordered the diversion of Gen Musharraf’s plane “ONLY BECA– — USE HE WANTED TO SACK HIM WHILE HE WAS AWAY”. Call it hijacking or by any other name, this was a desperate and unwanted act, seemingly a result of a very inferior, conniving, insecure and visionless person who could easily have achieved the objective In a legally and morally convincing way. He thus stood on a very weak wicket and gave cause for turbulence and dissatisfaction. He was sentenced to life imprisonment by one of the most honest judges  Rehmatullah Jaffery whose integrity remains unquestioned even by Nawaz Sharif himself.

In his current tenure as PM, Nawaz Sharif started off, reasonably well; declaring that he would leave the past behind, he will not be vindictive, he will respect Institutions and so on. People trusted him and voted for him including my own son. Much as we thought that he would, he backtracked.

Even if one were to give him allowance for seeking revenge and having a cause against Gen Musharraf, his responses and attitude in the Hamid Mir case belies logic, rational analysis and justification. His interior minister has done better than him. His brother is meaningfully quiet.

The two KHWAJAS have apparently a profound hold on him and he is falling into the trap laid by warring egoistical maniacs, who want to settle personal scores at the expense of national interest and people’s welfare.

In backing a media channel and allowing his courtiers to bash the Pakistan Armed Forces, in needlessly launching vendetta trials, in trying to dominate, subjugate, coerce and humiliate the Armed forces directly or indirectly through henchmen, he is sowing the seeds of the ultimate discord and division in society.
The people are with the Armed forces. Fortunately the PTI, PML Q, ANP, MQM and even PPP is against the approach adopted by Nawaz and his cronies. Fortunately there are opposing voices within the PML-N. I think there is a need for PML-N  to look inwards. There is a total failure at the top leadership level. The deficiency existed all along but we kep giving concessions thinking that repairs and corrections will be made the next time round. But it is patently clear that Nawaz  Sharif lacks the qualities of head and heart which makes good leaders.

As a shrewd businessman, he is a good wheeler dealer and has compromised with his erstwhile enemy Zardari, but when it comes to the Army (previously it was the judiciary), whether right or wrong, he has an obsession to win.and to be revered, saluted, accepted as the AMEER UL MOMINEEN.  

 It is time to think if this man is Indeed capable to lead a nuclear nation state..
It is time to think that the consequences of his actions whether it is talks with the TTP or alliance with one channel against the Army, can lead to instability and destabilization of the country.


At a time when the Army wants to stay away from politics, this is an  opportunity for an In-house change within the PML-N. Perhaps Shahbaz Sharif at the top could do better. He is a democratically elected leader, generally more intelligent and wiser than his elder brother. Being from the present PML N  dispensation, this could be a way forward.

But is this asking too much from the PML-N?  Is there any visionary in the party leadership to think. A thrice tried Nawaz Sharif has time and again proved to be extremely erratic and destructively rigid.

It is time for change…………

Mr. Hamid, despite his recent pretensions was a product ofthe establishment and a product of the ISI and Pakistani Army. As a journalisthe had deep links with the underworld, and was rewarded by allowing him tointerview Osama Bin Laden. In his recent role, he has been very critical of theArmy, the ISI, and the Talibs. At the height of the Bombay crisis, Mr. Mirchallenged the government’s story and tried to show that the Indians were rightand the Pakistanis were wrong. He made a lot of enemies that day.

Why did Geo hire a known Neocon for help in content?

Hazinski owns Intelligent Media Consultants, LLC, a company responsible for training the staffs and helping to launch eight television networks around the world, mostly on the sub-continent. These include Aaj Tak and CNN-IBN in India and GEO TV in Pakistan. He has also consulted for broadcasters and publishers such as the Voice of America, Gramedia in Indonesia, and Alsumaria in Beirut and Baghdad. While on the faculty, Hazinski spent two years as writer, co-host and technology advisor of the internationally syndicated World Business Review with Caspar Weinberger, the Secretary of Defense under Ronald Reagan. Before coming to UGA, Hazinski served six years as an international correspondent for NBC News, covering the U.S.,Europe, and Central America — and ten years before that as a TV reporter with stations in Charlotte and Pittsburgh. Some say that VOA ads on Geo, along with Geo allowing the Voice of America permission to air its program on Geo could have been one ofthe reasons. The Voice of America pays Geo very handsomely for airing its point of view. With Dollars comes influence. PEMRA explicitly disallows foreign TV channels to broadcast their networks from Pakistan, unless the foreign channel has permission from Pemra. Geo regularly broadcasts VOA programming (which openly spreads malicious and false propaganda against China), and perpetual test the US point of view. 

That US point of view is also broadcast on Geo in thePakistani version of the VOA report–the one hosted by Mr.Najam Sethi inPunjabi, Anglosized Punjabi, Pujabish-Urdu with occasional words in Urdu andEnglish. Mr. Sethi’s views (though sugar coated) are sometimes to repugnant tothe Pakistani mindset that Geo places an explicit explanation ahead of his program which says “the views of this author do not represent the views ofGeo”, and that Geo encourages all points of view.

Geo is also beholden to Indian commercial interests. It started the “Aman ke Asha” wave which simply states, that Pakistan shouldforget about boundary disputes and make peace with India. Some link Mr. Mir’s investigation into Kassab to his links across the border. The PPP governmentwhile really upset by Hamid Mir, is now going through the motions of trying tocover up the ineptitude of the government, the incompetence of the ISI and the inefficiency of the Army.
After the hanging of Mr. Kassab, Mr. Mir was openlythreatened by various militants who blame him for getting Kassab hanged. Onesuch group actually said that “there will be many more Kassabs.”

NAJAM SETHI, FOREIGN AGENT STILL GOING STRONG & RUNNING THE SHOW

 

 in a recent program alluded this fact thatMr. Mir and Geo sent teams to village which Geo claimed were the ancestral villages of Mr. Kassab. This has now been widely reported in the world, Indian and Pakistani media–and surely does paint a target of Mr. Mir and Geo TV.

Why did the PPP government not provide additional security to Mr. Mir? Did Rehman Malik hate Mir so much that he wanted him dead? Malik visited the residence of Hamid Mir in Islamabad and vowed to provide him effective and elaborate security. Earlier, explosive material, detonator and battery packed in a bag and affixed beneath the vehicle of Mir, was found outside his house in the federal capital. Is this a joke?

The interior minister said “that security personnel from police and FC are being provided to the journalist while a police inspector of his own choice will be also deputed for his security.” Malik also announced to constitute a fact-finding committee, including a magistrate, police officials and two journalists, which will probe the incident. Lets see if any of this is in the realm of reality.

STRANGE HAPPENINGS AT GEO THAT CANNOT BE EXPLAINED: Here are some facts about Geo and some example of how Geo demoralizes the population andthe general body of the Pakistani diaspora.

GEO IS RESPONSIBLE FOR THE CRASH OF THE STOCK MARKET: Geo repeatedly tele-cast false news about the Pakistani economy, the political situation and hence the stock market crashed in Pakistan. In a pre-orchestrated campaign. Geo focuses on the negative news and instead of focusing on solutionsit shows bodies of dead people in contradiction of PEMRA and all decencyrequirements. Geo focuses on petrol prices but does not inform the viewers thatmost private cars in Pakistan now run on CNG (liqufied petroluem gas) whichcosts $5 for a tank full. Most people driving cars are not affected by the risein petrol (gasoline) prices.

In a planned manner Geo suppresses and ignores good newslike 5.1 billion dollar of oil refinery in Pakistan. Geo usually ignores goodnews like $28 Billion Emar international island development. Geo is averse togood news about Pakistan–there is no discussion of the Bullet Trains inPakistan. Geo does not focus foreign interference in Pakistani affairs. Geo did not discuss the 89 separatist movements in India in 2007 …from SevenNortheastern sister states, to the Naxalite insurrection, to Bihar to Kashmir,to Assam etc…
Geo Dramas: 50 percent of the dramas are Indian dramas on Geo and 25 percent are with mix cast (Indian and Pakistani) and Indian film.

Geo focuses on showing beheading of people and otherdepressing news. Why did Geo not focus on showing 250 million people sleepingon sidewalks in India? Geo did not cover for 36 hours the killing of 3000Muslims in Gujrat?
Urdu is not used by many hosts. Morning host shows are inEnglish and “Urdlish” ( a horrible combination). The Younger generation isbeing spoiled by using them as instruments of hedonism. Some of the shows areway beyond the pale on being modern. Nudity is not modernity. Science andTechnology is modernity.

Geo plays into the hands of the opposition parties. It doesnot discuss opportunities for development. When Mr. Shaharayar interviewed thePresident of Azad Kashmir he interrupted him and did not allow him to speakabout the problems with the article of accession of Kashmir to India (which isnow lost) if it ever existed. Geo continues to use Indian jargon like“partition”. Partition signifies a temporary dissection of the whole. India wasnever whole. Even during British times there were more than 500 states in theSubcontinent. Some of them banded together to make Pakistan and others banded togetherto make India. Discussion of Kashmir, Manvadar, Junagarh are non-existent onGeo. Most Geo maps show Kashmir as part of Pakistan. Azad Kashmir is nevershown. Some Geo maps sill show the Northern Areas as part of India or part ofKashmir.

Considering the steep learning curve for the Pakistani journalists, Pope says he was amazed at their perseverance and enthusiasm.“These people are tired of having Western news and government news shoved down their throats,” says Pope, who estimates that he taught 100 people to shoot and edit video. “They want their own voice. They want to represent themselves in their own way.” But there is still a chance that the government will shut down GEO-TV. Pope says that while he was training the news staff, it was widelybelieved that there were spies for PTV within their ranks. However, in recent years the Jang Group has won many battles for freedom of the press, so there ishope that GEO-TV will succeed. “If they have minimal government interference,[GEO-TV] will change the face of Pakistan,” says Pope.

WHO IS CASPER WEINBERGER? And why did Geo associate with aknown war monger? Caspar Willard “Cap” Weinberger (August 18, 1917 – March 28,2006), was an American politician and Secretary of Defense under President Ronald Reagan from January 21, 1981, until November 23, 1987, making him the third longest-serving defense secretary to date, after Robert McNamara and Donald Rumsfeld. He is also known for his roles in the Strategic DefenseInitiative program and the Iran-Contra Affair.

Following his resignation as Secretary of Defense,Weinberger was placed under indictment by Independent Counsel Lawrence E.Walsh. The formal indictment charged Weinberger with several felony counts of lying to the Iran-Contra independent counsel during its investigation. Weinberger received a Presidential pardon from President George H.W. Bush on December 24,1992, after Bush had failed to win a second term. In 1996, Weinberger co-authored a book entitled The Next War, which raised questions about the adequacy of US military capabilities following the end of the Cold War. Money and weapons have been fed into the religious movementsand al-Qaeda remnants in the tribal areas.
Exploiting the situation, assets within the Pakistani mediastarted promoting the idea that the Pakistani military was killing its ownpeople. The rest of the unsuspecting media quickly picked up this message.
