The Indian Prime Minister Dr. Manmohan Singh stated on 4, December 2013; “There is no scope of Pakistan winning any such war in my lifetime,” he told reporters in New Delhi, reported Press Trust of India. This statement was in response to Nawaz Sharif’s statement “Kashmir is a flashpoint and can trigger a fourth war between the two nuclear powers at anytime.”

Nawaz Sharif was only pointing out the facts. No one can deny that Kashmir dispute is not a flashpoint nor can one ignore the horrors of a nuclear war. In fact he has always been in favour of peace and improving relations with India; immediately after winning the elections in May he invited Manmohan Singh but was rebuffed.

The basic impediment is the fact that the successive generations of Indians do not accept an independent Pakistan and continue to strive for Akhand Bharat”. They don’t seem to tire of saying; “We are one”, “We have a common culture” and so on, totally ignoring the fact that Muslim literature, music, art, architecture, dress and cuisine are poles apart and has nothing in common with the Hindu literature (even the scripts are totally different) art, architecture, dress and cuisine are totally different even the method of serving food is different.

The Indian media continues to harp upon the same old theme. The fact is that the Indian leaders even after sixty six years consider the establishment of Pakistan a great tragedy. Jaswant Singh in his book states;

 

“There are some other to my mind, equally important aspects of this great tragedy of India’s Partition deserving our reflection. Did not this Partition of India, vivisecting the land and its people question the very identity of India itself.” (Page 6 & 7, Jinnah India-Partition Independence by Jaswant Singh, 2009)

For Jaswant Singh and almost all Indians even today the partition of British India was a mistake and a great tragedy. In fact the real tragedy is that Indians cannot seem to get out of this mindset of “Akhand Bharat”.

 In December 2001 India mobilized bulk of their forces on Pakistan’s borders in Punjab, Rajasthan and Indian occupied Kashmir. After ten months of eye ball to eye ball confrontation Indians withdrew realising the danger of it developing in a nuclear war. As a result of the failure of this massive confrontation the Indian Army developed the Cold Start Doctrine and officially unveiled it on 28, April 2004 at the Army Commander’s Conference. Since then Indians have held over a dozen exercises to operationally debugthe doctrine. It may be noted that the Cold Start Doctrine is Pakistan specific.

In 2011the head quarters of their Strike Force and Rapid Force were shifted from Central India to Punjab a requirement of Cold Start DoctrineToday over seventy percent of Indian Army and Air Force are mobilised against Pakistan.

Once again Pakistan has suggested the demilitarisation of Siachin. The effect of the military occupation of Siachin is having a very grave climatic effect on the glacier. It needs to be remembered that in 1984 India moved their forces in Siachin which until that time was unoccupied and in pristine condition. The majority of people in Pakistan are in favour of peace and demilitarisation of Siachin. We call upon the peace lovers and environmentalists in India to take up the cause of peace and saving the Siachin Glacier from the detrimental effect of military occupation.

India’s Software Exports Figures Grossly Inflated

A 2005 study by US General Accounting Office (GAO) found that Indian government’s figures for software and technology exports to the United States were 20 times higher than the US figures for import of the same from India.

U.S. General Accounting Office looked at the 2003 data showing the United States reported $420 million in unaffiliated imports of BPT (business, professional, and technical) services from India, while India reported approximately $8.7 billion in exports of affiliated and unaffiliated BPT services to the United States.

The GAO found at least five definitional and methodological factors that contribute to the difference between U.S. and Indian data on BPT services. First, India and the United States follow different practices in accounting for the earnings of temporary Indian workers residing in the United States. Second, India defines certain services, such as software embedded on computer hardware, differently than the United States. Third, India and the United States follow different practices for counting sales by India to U.S.-owned firms located outside of the United States. The United States follows International Monetary Fund standards for each of these factors. Fourth, BEA (Bureau of Economic Analysis) does not report country-specific data for particular types of services due to concerns about the quality of responses it receives from firms when they allocate their affiliated imports to detailed types of services. As a result, U.S. data on BPT services include only unaffiliated imports from India, while Indian data include both affiliated and unaffiliated exports. Fifth, other differences, such as identifying all services importers, may also contribute to the data gap.

In theory, India follows what is known as BPM 6 (MSITS) reporting method for software and information-enabled technology services (ITES) which counts sales to all multinationals, earning of overseas offices, salaries of non-immigrant overseas workers as India’s exports. In practice, India violates it. BPM 6 allows the salaries of first year ofmigrant workers to be included in a country’s service exports. India continuously and cumulatively adds all the earnings of its migrants to US in its software exports. If 50,000 Indians migrate on H1B visas each year, and they each earn $50,000 a year, that’s a $2.5 billion addition to their exports each year. Cumulatively over 10 years, this would be $25 billion in exports year after year and growing.

There has neither been any acknowledgement nor any correction of the Indian government’s methodology for reporting software and IT services exports since the GAO report was published in 2005. This raises serious questions about the accuracy of India’s claims of $60 billion to $70 billion IT software and service exports being currently reported. If the 20X exaggeration still persists, the Indian IT exports could be as little as $3 billion to $4 billion today based on the US methodology.

Unlike the Reserve Bank of India’s claimed BPM 6 methodology, the State Bank of Pakistan uses a much more conservative BPM 5 reporting system which does not include sales to multinationals located in Pakistan and earning of overseas offices and salaries of non-immigrant Pakistani overseas workers in Pakistan’s exports figures. If the State Bank switched to BPM 6 method, Pakistan’s software and IT exports of $294 million for 2012-2013 could easily become at least $5 billion.

India being an imperialist power wants to become super power of South Asia and a world power. Mired in dozens of insurgencies it considers Pakistan as the lone stumbling block in the way of her imperialist ambitions. Indigenous freedom movement in Indian Occupied Kashmir (IOK) has become a bleeding wound for India and a cause of embarrassment that despite deploying such a large force in a small Valley and using excessive force, rape and torture as tools to crush the movement for over 22 years, it has failed to extinguish the flame of liberty. Maintenance of 750,000 security forces since 1989 in IOK is a huge drain on India’s economy which is slowing down. So is the burden of 700,000 troops employed for fighting dozens of insurgencies and separatist movements in various parts of India.

Once India jumped out of the lap of former Soviet Union and slid into the warm lap of USA in 1991, it started working feverishly to create permanent wedge between USA and Pakistan – the two erstwhile allies – by coloring the perceptions of US leaders against Pakistan. India’s main propaganda plank was ‘cross border terrorism by Pakistan in IOK’. 9/11 gave a godsend opportunity to India to restore its lost influence in Afghanistan and to operationalize its plan of destabilizing, denuclearizing, encircling, isolating and balkanizing Pakistan through proxy war using Afghan soil. For the achievement of their common objectives, the Indo-US-Afghan nexus commenced covert war against Pakistan in 2002 with a view to cripple Pakistan economically, politically, socially and militarily.

 

Their sustained efforts have made FATA and Balochistan highly restive and Pakistan’s economy fragile. More the difficulties encountered by Pakistan on account of foreign sponsored insurgencies in the two turbulent regions and disorder in Karachi, more the closeness between the three strategic partners grew. So much so that Indo-Afghan and Afghan-US strategic partnership agreements were signed. At the same time, hostility of the trio against Pakistan also intensified. India was over the moon seeing Pakistan in dire strait and breathlessly waited to use its military instrument to axe it for good. Karzai regime didn’t lag behind in keeping Pakistan in the dock.

 

Not only the Indian political leaders have maintained an aggressive posture against Pakistan, Indian senior military officers also have been flexing muscles to overawe Pakistan, and have been looking for a 1971 like opportunity to strike Pakistan. Apart from offensive deployment of troops along Pakistan’s border in 2001-02 and 2008-09, former Indian Army chiefs Gen Kapoor and Gen V.K. Singh and even the current chief Gen Bikram Singh have been bragging about India’s much hyped Pakistan-specific Cold Start Doctrine, which in Indian military view has nullified Pakistan’s nuclear deterrence. Ex Army chief Gen V.K. Singh had set up a secret intelligence unit called Technical Services Division (TSD) without the knowledge of Ministry of Defence. Purpose was to carryout clandestine operations against officials of Ministry of Defence, IOK and Pakistan. He misused secret funds to destabilize Omar Abdullah’s government in Kashmir and spent Rs 1.19 crore for this purpose.

 

Gen V.K. Singh justified his act in Kashmir on the plea that use of secret funds has been in practice since 1947. He also admitted that the TSD had conducted eight successful missions inside Pakistan. He used his moles for phone tapping, eavesdropping officials of Ministry of Defence. V.K Singh had a tainted tenure and was accused of corruption. He submitted a petition to Ministry of Defence to adjust his date of birth so that he could serve for another ten months in office. When his petition was rejected by Supreme Court, he became a laughing stock. While in uniform he started hobnobbing with BJP leaders and soon after retirement he joined BJP. He attends Narendra Modi’s rallies and BJP is giving full support to him. Modi whose hands are soaked in the blood of Indian Muslims have been tipped as future Prime Minister of India by BJP. His sole forte is to raise the emotions of Hindus against Indian Muslims and Pakistan and make them hysteric.

 

Indian Army under Gen Bikram Singh who took over the reins of Indian Army on May 31, 2012 heated up the Line of Control (LoC) in Kashmir in January 2013 on a false pretext that Pak Army soldiers were involved in beheading of two Indian soldiers on January 8. It led to unprovoked firing by Indian military. After Manmohan Singh’s stern warning to Pakistan, Gen Bikram on January 14, asked his commanders in Kashmir to be aggressive and offensive against Pakistan. He said, “We reserve the right to retaliate at a time and place of our choosing”. In August 2013, yet another drama of killing of five Indian soldiers by Kashmiri Mujahideen backed by Pak Army was cooked up. The incident led to prolonged ceasefire violations in the form of firing and shelling. The guns had not silenced when another stage-managed terrorist attack on a police station and military base in Samba onSeptember 25 was enacted in which a dozen people were killed. This false flag operation was timed with Manmohan Singh’s address to the UN General Assembly Session in New York on 27th and his scheduled meeting with Nawaz Sharif on September 29. LoC was activated at the behest of BJP which wanted to scuttle Manmohan-Nawaz meeting and the peace process.

 

Unprovoked firing by Indian soldiers across the LoC and working boundary in Sialkot Sector in which scores of civilians as well as soldiers and cattle were killed became a daily routine from August to first week of November 2013 till Sartaj Aziz met Manmohan Singh and Indian Foreign Minister Salman in Colombo and both sides agreed to respect 2003 ceasefire agreement. Military coercion and jingoism spearheaded by Indian military-BJP combine are aimed at playing Pakistan card to win next elections in 2014. Indian military and BJP nexus aims at establishing Hindutva in India.   

 

India’s dangerous plan conceived in 2001 to destroy Pakistan has run into difficulties because of NATO’s and ANA’s inability to defeat Afghan Taliban. From 2008 onwards, the wind started to blow against occupying forces because of Taliban’s resurgence. When nothing worked in favor of USA, a stage came when the US was forced by circumstances in 2010 to employ its political prong to induce the Taliban to hold peace dialogue. At the same time, Obama announced that the US-NATO troops would quit Afghanistan by December 2014. This unpalatable step was taken in spite of opposition from Pentagon and CIA as well as from India, Israel and Afghanistan. It dawned upon Obama’s Administration that all the strategic allies on whom the US had leaned heavily had no influence over the Taliban and were ineffectual. On the other hand, Pakistan which was all along seen as part of the problem was the sole country which could help in arranging talks and arriving at a political settlement.

 

Increasing intimacy between USA and Pakistan is happening at a time when Indo-Pakistan relations are sailing through murky waters. This change in the outlook of USA trying to remove the distrust accumulated over a period of time and to rebuild friendly ties with Pakistan is vexing India. Not knowing how to disrupt growth of Pak-US ties, India is continuing to play the terrorism card. During his meeting with Obama in New York in September last, Manmohan Singh had a single point agenda of bad mouthing Pakistan. Throughout the meeting he kept complaining like a village old woman that Pakistan was indulging in cross border terrorism in Kashmir and disturbing the peace. Even during his address to the UN he dubbed Pakistan as epicenter of terrorism. Indian officials are propagating that there is sharp increase in LoC-crossing attempts into IOK which has led to increase in ceasefire violations and resurgence of terrorist attacks against Indian forces in Kashmir. While craving to become a world power, Indian leaders have a bad habit of putting their sins in the basket of Pakistan and then moaning like a village woman that they are the victims of terrorism.

The Real Reasons Why the US and India Demonize Pakistan’s ISI

Pakistan’s Inter Services Intelligence agency, or ISI as it is popularly known, is seen as their nemesis by those who have tried to undermine the security interests of the country one way or the other. It is no wonder then that in past few years the Americans unleashed a strong ISI-bashing campaign, with India following suit. 
 
The Americans made no bones about their dislike for this agency, blaming it for working against their interests in Afghanistan. The Indians also see an ISI agent behind every rock in Kashmir and in Afghanistan where they are trying to dig their heels. They do not hesitate to pin on ISI the blame for the freedom struggle in Kashmir or for acts of terrorism by Indian extremists. Until recently the Karzai government dominated by the anti-Pakistan Northern Alliance also remained hostile to ISI.   
 
Not too long ago, under intense American pressure the weak Zardari government made an unsuccessful attempt at neutralizing and subduing this agency in disregard to the existing sensitive regional security environment, by moving it out of the army control and placing it under the controversial and embattled Zardari loyalist interior minister – Rehman Malik. This did not succeed for a simple reason. The role of ISI as the eyes and ears of the Pakistan’s military – the bedrock of country’s security, is critical particularly at a time when the country faces multiple threats to its security.  
 
Washington’s darling in the Afghan-Soviet war

Ironically, this is the same ISI that was Washington’s darling during the 1980s when it was master minding the jihad against invading Soviet forces in Afghanistan. The role that ISI then played was congruent with American interests. The defeat of the Soviet Union would have meant realization of an American dream – avenging the humiliation of Vietnam. They held ISI in high esteem for its competence and professionalism and gladly funneled arms and funds to the Afghan mujahedeen through it. The ISI strategized the resistance and organized and trained the mujahedeen fighters, working in close collaboration with the CIA and the mujahedeen leaders, forcing the Soviets to retreat. 
 
But as soon as the Americans had negotiated a quid pro quo – Russian withdrawal from South America in exchange for safe Soviet exit from Afghanistan, they disappeared in the middle of the night leaving Afghanistan in a quandary. The political turmoil that followed created chaos and instability owing to the failure of mujahedeen leadership, presenting as a result a security nightmare for Pakistan. 
 
Taliban-US-Pakistan relations and the Indian Threat

In this chaos a group of young Afghan religious students, many of them former fighters from the resistance, calling themselves Taliban (in Pushto language Taliban means students), swept through the country with popular support to establish their rule. Interested to keep their presence alive, the Americans maintained contacts and supported them, ignoring their orthodox beliefs, their harsh rule and even the presence of Al Qaeda in their midst. This continued until it was time for the Americans to overthrow their government in order to serve the changing American interests.     
 
While the Taliban government was in control, Pakistan too maintained friendly relations with them in the interest of keeping its western border secure, extending whatever support it could. The ISI played a role through the contacts it had developed during war against the Soviets.  
  
In the wake of 9/11 things began to change. Having invaded Afghanistan in the name of war on terror, branding Taliban as brutes and their resistance as terrorism, the Americans wanted the Pakistan army and the ISI to join the war. 
 
This posed a serious security concern for Pakistan. It could destabilize the Pak-Afghan border and strain relations with the Pashtun tribes on both sides of the Durand Line, the British drawn boundary that cut through the Pashtun region to divide British India and Afghanistan and which Pakistan had inherited. The fact that Pakistan’s border region, called Federally Administered Tribal Areas (FATA) is autonomous where the writ of the Pakistan Government does not prevail made matters more complex.

Pakistan’s military doctrine is based primarily on meeting the main threat from India on its eastern border while maintaining a peaceful border with Afghanistan in the west. A direct conflict with the Taliban would have forced Pakistan to divert its military assets from eastern to the western front, thus thinning out its defenses against India. This was the last thing Pakistan wanted to do because of its unfavorable ratio of 1:4 against India in terms of conventional forces. Understandably, President Musharraf was unwilling to do the American bidding.

There always is a problem with powers that begin to act in imperialistic fashion. Their vision of the world becomes colored. They tend to believe that pursuit of their imperialist designs takes precedence over the national interests of those who cannot stand up to them, even if that means compromising their own national and security interests. America had also been behaving as one such imperial power and treated its smaller allies more like colonies. President Musharraf was threatened that in case of noncompliance with America’s wishes, “Pakistan would be bombed into the stone-age”. Musharraf was coerced into conceding to American demands. 
 
Despite the state-of-the-art surveillance equipment and military hardware, the US and NATO forces failed to stop the Taliban fighters from moving back and forth into the unmarked Pak-Afghan border that passes through a treacherous mountainous region to regroup and strike on the invading foreign troops. The American commanders reacted by demanding that the Pakistan army engage these fighters and seal the border. Those with even the slightest knowledge of the area would know that the Americans were asking for the moon. This was physically impossible.  
 
Pakistan army’s operations failed. In the process it earned a severe backlash from the local tribes who resented army’s action against their kinsmen from across the border who sought refuge in their area, as it violated the old tribal custom of providing sanctuary to any one who asked for it, even it was an enemy. The Pakistan army paid a heavy price. More soldiers died in this action than the combined number of casualties that the US and NATO troops have suffered in Afghanistan so far. 
 
President Musharraf under advice of his army commanders and the intelligence community called off the action and resorted to persuasion instead. Through jirgas (assembly of tribal elders) effort was made for the tribesmen to voluntarily stop the influx of Taliban fighters. It didn’t succeed either. This was not to the liking of the American commanders. They blamed the ISI for working against their interests.

Washington and the American media frequently alleged that elements within ISI were maintaining contacts with the Taliban and attributed the failure of American troops in combating the Taliban to these contacts. Such allegations were also found to be part of the raw, unverified and even fabricated field reports ‘leaked’ in Afghanistan recently and splashed in the western media. The Americans have in the past also described the ISI to be out of control and demanded of the Pakistan government to purge the agency of Taliban sympathizers.
 
This is ridiculous. Firstly, ISI is a military organization operating under strict organizational control and discipline where officers are rotated in the normal course. It functions according to a defined mandate, unlike armed forces in some other countries and unlike the CIA which is known to be an invisible government on its own. Above all, Pakistan and its military are committed to weeding out religious extremism as a matter of state policy.  
Secondly, if the American troops are so incapable of overcoming a rag tag army of Taliban and if the complicity of ISI with the Taliban can be instrumental in changing the course of the American war, then it is a sad day for America as a super power and the strength of NATO forces becomes questionable. 
 
Thirdly, in the world of intelligence, contacts are kept even with the enemy and at all times. CIA keeps contacts within Russia and other hostile countries. Israel, the great American ally, spies on America itself. It is common for all intelligence agencies to do this in the security interests of their countries. Why then should America expect an exception to be made in case of ISI? Why should contacts that ISI developed with the mujahedeen and the Taliban earlier, and which if it does still maintain, become a source of such great concern for the American administration? 
 
Demanding that the ISI subordinate Pakistan security to U.S. interests.

It is strange that America expects ISI to serve the American agenda instead of Pakistan’s interests first. One cannot forget that the Americans have a long history of abandonment of friends and allies and when they repeat this in Afghanistan citing their own national interest, despite their promises to the contrary, why should Pakistan be expected to be caught with pants down? Why Pakistan’s military and the intelligence agency should be expected to abdicate their duty and not do what is necessary to ensure Pakistan’s security in the long term?   
 
It has often been argued that America expects Pakistan to be actively engaged in the Afghan war in return for the military assistance it provides. The answer is quite simple. The American establishment is doing all that needs to be done in support of its own war and not for the love of Pakistan. The war is theirs, not Pakistan’s. Pakistan should do and is doing what is necessary and feasible, without jeopardizing its own security. 
 
As for the assistance, bulk of the $10 billion that America gave in the past and was branded as “aid” was in fact the reimbursement of expenses that Pakistan had already incurred in supporting the war effort. The rest was to meet Pakistan’s needs for operations in the border areas and for fighting terrorism that arose out of the war. The Americans still owe $35 billion to reimburse the losses Pakistan has incurred due to this war. As for the F16s that Pakistan is getting from the US, it pays for them, despite strict restrictions over their usage. 
 
The Indian-Israeli attempt to destabilize Pakistan

While Americans had their issues with ISI, the Indians and Israelis began having their own. The agency exposed the growing Indian and Israeli confluence in Afghanistan to destabilize Pakistan. This happened right under the nose of the Americans and obviously not without their knowledge and consent. India having deployed its troops in the name of infra-structure development in league with Karzai government and with American funding and having established seven consulates along the sparsely populated Pak-Afghan border was engaged in heavily bribing the influential but ignorant and susceptible tribal leaders to spread disaffection among the local tribesmen against Pakistan. 
 
Evidence was also unearthed by ISI about how the Indians bought the loyalties of Tehrik-e-Taliban Pakistan (TTP), a grouping of Pakistani tribesmen from FATA and Uzbek fighters from previous wars who settled in the region. The TTP were influenced by the same orthodox religious beliefs as the Taliban in Afghanistan and were active in propagating them in their own areas. They were recruited to launch terror activities in the urban centers of Pakistan, including the capital Islamabad, and were funded, trained and equipped in Afghanistan jointly by the Indian, Israeli and Afghan intelligence agencies. A group from amongst them managed to gain control of Swat area adjoining FATA through coercion of the local population, which was later cleared by the Pakistan army after a major surgical intervention. 
 
The ISI also laid bare strong physical evidence of Indian involvement in supporting insurgency in Balochistan by way of funding, training and equipping misguided and disgruntled Baloch elements grouped under various names including the Balochistan Liberation Army that was led by the fugitive grandson of the notable Bugti tribal chief – Akbar Bugti. His comings and goings in the Indian consulate at Kandahar and the Indian intelligence HQ in Delhi were photographed and his communications intercepted. Numerous training camps in the wilderness of Balochistan were detected where Indian trainers imparted training in guerilla warfare and the use of sophisticated weapons, which otherwise could not be available to the Baloch tribesmen. Flow of huge funds from Afghan border areas to the insurgents was detected that was traced back to the Indian consulates. 

Summary and conclusion

The objective of the TTP, and behind the scene that of the Indians and the Israelis, was to make the world believe that Pakistan was under threat of capitulating to terrorist and insurgent elements who were about to take control of Pakistan’s nuclear assets. Their goal: to denuclearize Pakistan through foreign intervention.

These efforts have not succeeded. Undoubtedly, the army and the ISI played a crucial role in foiling the plots of subversion in Balochistan and the Pashtun region and exposing the foreign hands involved, including those of CIA, RAW, Mossad, RAMA and MI6. Terrorism may not yet be eliminated but Pakistan faces no existential threat.  
 
It should be no surprise to the Americans, Indians and the Israelis if they find in ISI an adversary to reckon with. It is also not surprising that the ISI is in their perception, a rogue organization, for it has stood between them and Pakistan’s national security interests. Their frustration and ire, therefore, is understandable.

In the U.S. he co-founded the Asian American Republican Club in Maryland in 1994 to encourage the participation of Asian Americans in the mainstream political process.

He was a freelance writer on political and geopolitical issues and his articles are carried by the daily newspapers Dawn and The Nation in Pakistan, German magazine Globalia and online publications such as Axis of Logic, Foreign Policy Journal and Middle East Times.

Nawaz Sharif addressed the UN Assembly on 27th and in that he jogged the memory of the UNSC by reminding it of its responsibility to resolve the 66 year old Kashmir dispute in accordance with the UN resolutions. He also called upon the international community to play its due role for the realization of the right of self-determination of the Kashmiri people and let them decide their future through a plebiscite organized by the UN. Nawaz thus rekindled the age-old stance of Pakistan, which Gen Musharraf had gratuitously sabotaged in 2003 to please India and USA. Nawaz’s statement on Kashmir was not to the liking of India. It had been lobbying hard to restrain him from re-enacting the UN resolution stance smothered by Musharraf.

Known for doing its homework, India on one hand had intensified diplomatic efforts to woo Nawaz after he took over power in early June 2013, and at the same time prepared ground to paint Pakistan and freedom movement in Kashmir in black through carefully planned false flag operations and hate offensive. The first of its kind was the deliberate heating up of Line of Control (LoC) in Kashmir in early January 2013. The incident of beheading of two Indian soldiers allegedly by Pak soldiers was drummed up and dragged on for quite some time. Hostile reaction to the death of Indian RAW agent Sarabjit Singh in April 2013 in the form of killing of Pakistani national Sanaullah Ranjay in Jammu jail tensed Indo-Pak relations. The LoC was one again heated up in August on the pretext that five Indian soldiers had been killed deep inside Indian occupied Kashmir (IOK) by Kashmiri terrorists dressed in Pak uniforms and backed by Pak Army.

From August 2013 onwards, hardly a day has passed when Indian occupation forces didn’t violate 2003 peace agreement in Kashmir by resorting to unprovoked firing and killing civilians and soldiers. Just a day before Manmohan’s address in the UN Assembly on 28th September, another terror attack was stage-managed on a military target in Samba. Samba incident, coupled with previous incidents equipped Manmohan with sufficient grist to lambast Pakistan during his speech in the General Assembly. He dubbed Pakistan as an epicenter of terrorism and accused it of abetting terrorism in IOK. He also repeated India’s age-old stance that Kashmir is the integral part of India.

Manmohan continued with his laments when he met President Obama on 29 September. He had nothing else to talk except for bad mouthing Pakistan and painting India as the victim of terrorism. Receptive Obama not only shared his concerns compassionately but also approved his boxful of lies without being given shred of evidence. Manmohan’s invectives were meant to put Nawaz on the defensive during his meeting with him on the sidelines of the UN Session on the 30th. Indian foreign minister added to the disinformation campaign by giving lies-filled interview to anti-Pakistan VOA.         

Musharraf caused greatest damage to the cause of Kashmir by allowing India to fence the LoC, bridling Jihadist groups, pushing aside UN resolutions on Kashmir and suggesting out of box four-point formula to resolve the dispute. However, ZA Bhutto too had harmed the Kashmir cause during Simla talks in 1972 by agreeing to convert ceasefire line in Kashmir, demarcated on January 1, 1949 into LoC and accepting Indian suggested policy of bilateralism. Concept of LoC encouraged India to focus on converting it into permanent border between two Kashmirs at a later date. Bilateralism enabled India to rule out third party intervention. Gen Musharraf was fully geared to sell off Kashmir by agreeing to implement India’s suggestion of making LoC a permanent border and making the border soft so as to allow two-way trade and facilitate movement of Kashmiris across the border. To that end, bus service between Srinagar and Muzaffarabad was introduced.  

By early 2007, 90% work had been completed through backdoor diplomacy pursued by Foreign Minister Khursheed Kasuri and Advisor Tariq Aziz. Sudden eruption of lawyer’s movement after the sacking of Chief Justice Iftikhar by Musharraf in March 2007, which put Musharraf on the back foot, derailed the process. But for India’s chronic habit of haggling and suspicion, the unholy deal might have materialized by end 2007. Lawyer’s movement proved to be a blessing in disguise for the Kashmiris and Pakistan, but India lost the chance of century to legalize its hold over two-thirds Kashmir. Indian leaders are yearning to re-start the backchannel diplomacy and to pick up threads from where discussion on Kashmir had been abandoned in 2007. Zardari regime made no efforts to remove the stigma of terrorism pinned on Kashmiris or to revive the resistance movement but he didn’t promote Musharraf’s wonky out-of-box concept. 

Nawaz is no less a lover of India than Musharraf and Zardari. Ever since he took over, he has been bending over backwards to win the affections of lame duck Manmohan who will be off the Indian political radar for good after next elections in India due in May 2014. He nostalgically recalls that he had developed deep understanding with Vajpayee. He naively believes that Vajpayee’s historic bus yatra to Lahore in February 1999 had brought the Kashmir dispute to near resolution point, but before the final leap could be undertaken to ink the momentous treaty, Musharraf incapacitated the progress achieved by stepping into Dras-Kargil. He is eager to restart the dialogue with India from where the process broke off in 1999. I reckon, Nawaz has a memory lapse. No sooner Vajpayee had returned to New Delhi, he blurted out that Kashmir is the Atoot-Ang of India and there can never be any compromise on it. Manmohan also reiterated the same stance in his September 28th speech. It implies that the standpoint of the two mainstream political parties on Kashmir is the same.

If so, one wonders why our leaders continue to chase rainbows and hope against hope that India would change its position. Why they have so much faith in composite dialogue which started in 1997? Except for some futile CBMS like people-to-people-contact and trade, no progress could be made on any of the disputes of Kashmir, Siachin, Sir Creek and water. One fails to understand why our leaders are so naïve and myopic to repeatedly come under the magic spell of Indian leaders and get duped? What is their compulsion, and if there is any, why don’t they share it with the people rather than misleading them and leading them up the garden path that friendship with India would not only solve core issues but also make Pakistan prosperous?

If India unscrupulously cooks up stories, engineers false flag operations, insults Pakistan, makes false allegations and threatens Pakistan and whips up war hysteria, why our elected leaders do not pick up courage to call a spade a spade and expose India’s terrorism against Pakistan and massive human rights violations in IOK? Pakistan’s apologetic and defensive policy pursued in the vain hope of appeasing ever belligerent India has proved very costly. It has allowed India to carryout one-sided propaganda and to blame Pakistan for the sins committed by India’s rogue elements against Pakistan. In our quest for peace with India, our leaders have gone an extra mile to please fire-breathing and hate-mongering Indian leaders and in the process have compromised the security, honor and dignity of the country.

Our policy of appeasement is taken as a sign of docility and weakness and exploited. Friendship with India should not be at the cost of losing Kashmir and our dignity and sovereignty of the State. Pakistan will have to make its political, diplomatic and media policies pragmatically offensive to match Indo-US-western-Jewish propaganda spiteful onslaughts duly complemented by segment of our own media.
