                                  Peshawar School Attack: What the Measures Require

In one of the bloodiest-ever terror attacks in Pakistan, Taliban militants mercilessly killed at least 141 people, including 132 children and nine staff members of the Army Public School and College in Peshawar, on December 16, this year. According to witnesses, the six militants went from classroom to classroom, shooting children, and burnt a lady teacher alive, forcing the students to watch it. After eight hours operation, Pak Army’s commandos cleared the school area, and six militants were killed.

 

On the same day, Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the ghastly act at Peshawar school.

 

Taking this major terror assault as our 9/11, an attack on Pakistan’s future, its young sons and daughters, nation observed three-day mourning, while businesses remained closed in various cities of the country. The members of civil societies and academic institutes hold special prayers to remember the young victims of the atrocious terror attack.

 

Besides condemnation by the foreign rulers and prominent figures, Pakistan’s Prime Minister Nawaz Sharif, Chief of Army Staff, Gen. Raheel Sharif and leader of the Opposition, Khursheed Shah including those of various political and religious parties strongly condemned the heinous attack at the Peshawar school. PTI Chief Imran Khan called off the December 18 countrywide shutdown, and also decided to cooperate with the government against terrorism.

 

However, after this inhuman gruesome tragedy, question arises as to what measures require to eliminate terrorism from the country. In this regard, some steps have already been taken, while some needs to be implemented in its true spirit.

 

In this context, Army Chief Gen. Raheel accompanied by DG ISI rushed to Kabul on December 17. Resources suggest that during his meeting with his Afghan counterpart and Afghan President Ashraf Ghani as well as the ISAF commander, he presented evidence of the Peshawar massacre’s linkage with TTP sanctuaries in Afghan provinces of Kunar and Nuristan. He also asked the extradition of Mullah Fazlluah, and handing over to Pakistan. In response, Afghan rulers and ISAF commander assured him to take action against the TTP.

 

Nevertheless, new Afghan regime must take cognizance of the fact that Afghanistan is responsible for terrorists’ penetration into Pakistan. Since April, 2011, some 200 to 400 heavily-armed militants from Afghanistan’s side entered Pakistan’s region, from time to time, and targeted the security check posts, civil and military infrastructure of the tribal areas. So far, these terrorists have killed several personnel of Pakistan’s security forces.

 

In fact, Afghanistan has become a hub of anti-Pakistan activities from where external secret agencies, especially Indian RAW are sending logistic support to Baloch separatist elements and TTP insurgents in Pakistan. Posing themselves as Pakistani Taliban, these enemies have joined TTP and other banned extremist outfits. In the recent years, especially TTP’s insurgents and its affiliated banned groups conducted many terror-activities in various regions of the country like suicide attacks, ruthless beheadings of tribesmen, assaults on security personnel and prominent figures including Shias, Ahmadis, Sufis, Christians and Sikhs as part of the scheme to create chaotic situation in the country.

 

It is notable that huge numbers of Afghan refuges have taken shelter in Pakistan, and some of them are also suspected to be involved in terror-activities. Therefore, Afghan refugees must immediately be sent back to Afghanistan.

 

In the aftermath of the Peshawar school attack, there arose the need of immediate execution of outstanding cases of death penalty to terrorists. In this respect, it is good sign that Prime Minister Nawaz Sharif revoked the ban on capital punishment in terrorism cases following which the terrorists facing death penalty could be executed.

 

The nation also expects that politicians should show no politics on the blood of innocent children. For the purpose, leaders of all the top political parties including PTI Chief Imran Khan attended a meeting of the parliamentary parties convened by Prime Minister Nawaz Sharif to discuss the situation after the deadly attack at a school in Peshawar. Setting aside his differences, Imran Khan ended PTI’s 126-day sit-in at Islamabad to give a clear message that the whole nation stands united against terrorism. However, all the leaders pledged to eliminate menace of terrorism, and it has been unanimously decided to form a parliamentary committee to chalk out a “Plan of Action” in seven days which would be approved by the political and military leadership.

 

Some analysts opine that like the previous anti-terrorism legislation or law, the Action Plan will not be implemented in its true letter and spirit. And the government needs the emergency which means ‘National Emergency’ to fight this menace on war footing, and not ‘Declared Extra Constitutional Emergency.’ They also say that if huge funds are available for motorway and other similar projects as to why not for law-enforcing and intelligence agencies which are fighting against the militants. So the security agencies including Police must be upgraded.

 

Besides, media should be sensitized to play its due role in the fight against terrorism. It must be on low profile to avoid national demoralization, as careful reporting by media without glorifying terrorist acts is need of the hour. For the purpose, extremist people like Maulana Abdul Aziz (Lal Masjid) and Hafiz Saeed may not be given undue space by the media.

 

Undoubtedly, in our country, the victims of terror attacks and suicide bombings have been innocent men, women and children. Their families mourn and raise a question asking for what crime their loved ones were punished in a way. Regrettably, those entities which try to justify terrorism and suicide bombings in the name of Islam are misguiding the people.

 

In this context, while taking note of terrorists’ suicide attacks in Middle East and Pakistan, Saudi Arabia’s grand mufti (Mufti-e-Azam),Sheikh Abdul Aziz bin Abdullah al-Sheikh issued a Fatwa (Religious verdict), asserting that suicide attacks are illegal and illegitimate (HARAM).” He explained, “Such acts fall under the category of crime and suicide bombers or terrorists represent an adversary of Islam and enemy of Muslims…they commit crimes against humanity, while misguiding other Muslims.” Denouncing terrorism as un-Islamic, he pointed out that terrorists’ activities are part of a conspiracy to defame Islam and destroy Muslims.

Islam considers killing one innocent person equal to murdering the entire humanity, while Jihad is a sacred obligation, but its real spirit needs to be understood clearly, as murdering innocent women and children is not Jihad. These foreign-backed Taliban, particularly of the TTP and their banned affiliated groups are defaming Islam and are weakening Pakistan.

 

And, Pakistan’s religious clerics (Ulema) and Islamic scholars who have condemned the terror attack at Peshawar school must continue to issue joint or separate fatwa against these brutal militants. Different factions must hold collective conferences on faith related issues and society be organized to fight these criminal elements. From time to time, while condemning the militants’ inhuman activities as un-Islamic practices, Pakistan’s various Ulema have clarified in their joint fatwa, and separate statements that “killing of innocent people, target killings and suicide bombings including sectarianism are against the spirit of Islam…the terrorists’ self-adopted interpretation of Islam was nothing, but ignorance and digression from the actual teachings of the religion.” They explained, “Islam does not forbid women’s education.”

 

As regards terrorism, Pakistan’s Armed Forces have almost defeated the ferocious terrorists, particularly of the TTP by clearing the areas of North Waziristan Agency by military operation Zarb-e-Azb which is rapidly achieving its objectives. Although the operation has full support of the civil government, opposition parties, Ulema and media including all other segments of society and general masses who are united against terrorism, yet they need to display practical unity against these zealots who seek to create anarchy in the country to accomplish their self-motivated agenda at the direction of Pakistan’s enemies.

 

Meanwhile, ISPR DG Maj-Gen. Asim Bajwa said that taking note of the Peshawar school attack, Gen. Raheel Sharif has himself started supervising the military action against terrorists, and as part of the operation, at least 57 terrorists were killed during air strikes on December 17 in Tirah Valley in Khyber Agency. Gen. Raheel also stated, “We are extremely saddened, but our resolve has taken new height”, and added “We will continue to go after the inhuman beasts, their facilitators till their final elimination.”

 

Nonetheless, the mass murder of children at Peshawar school is a manifestation of the most barbaric face of the Taliban insurgency led by TTP. While taking solid measures, the government must employ a comprehensive strategy to eliminate terrorism. In this regard, counter-terrorism strategy or the Action Plan must be enacted and implemented without losing more time. And, this different war needs unified front of all the segments of society, which is essential to defeat the ruthless enemy of Pakistan including their external agents.

With the passage of more than 70 days, the prevailing political turmoil in Pakistan has deepened, as protesting groups of Pakistan Tehreek-e-Insaf (PTI) led by Imran Khan and Pakistan Awami Tehreek (PAT) by Dr. Tahirul Qadri have continued AZADI (Freedom) and INQILAB (Revolution) marches, observing sit-ins at capital city of Islamabad. Although Tahirul Qadri has ended his sit-in at Islamabad, yet he has decided to observe two-day sit-ins in various cities of the country. Besides, both PAT and PTI have been conducting larger processions in various cities. Thus, demonstrations and protests have been prolonged and extended, because, the government of PML (N) led by Prime Minister Nawaz Sharif could not grab the initiative to settle the issue through result-oriented dialogue.

 

304090_462826840405885_1100425996_nNow, the political uncertainty in the country presents an ugly scenario in which twin protesting parties have maintained a firm stance rigidly demanding resignation of the prime minister, audit of the rigged elections, reformation of Election Commission etc. Both Imran Khan and Tahirul Qadri are not against the democracy, but are against the corrupt system of democracy, being practised in Pakistan. They have said in their various speeches that and PPP and PML (N) are taking their turn, and under the cover of democracy, their leaders have been doing business through tax-evasion and corruption.

 

No doubt, favorite system of governance in the Western countries is democracy. By using their legitimate right of vote, people participate in political process, and elect their own representatives to govern them. Thus, they give mandate by authorizing the elected members to hold public offices and make legitimate decisions to run the affairs of state. And, the elected representatives remain accountable for their actions, while, the system of electoral democracy also empowers the voters to take away the powers of the elected members, if they fall short of popular aspirations—good governance and so on.

 

In case of Pakistan’s version of democracy, it has the same system of representatives according to the constitution, but the elected representatives grossly violate the public mandate for obtaining their selfish and materialistic gains. These representatives, virtually shatter all hopes of voters by neglecting their social problems, financial difficulties and psychological distress. Promises made during election campaign are quickly forgotten, while perks of public offices are fully enjoyed. Irony of the fate is that same elite group gets elected over and over again and election campaigns are held as rituals. Unfortunately, voters, become trading pawns in the hands of politicians who regard elections as windows of business opening to plunder national wealth through all possible means of corruption whose result is poor governance.

 

Most of the elected representatives in National Assembly and Senate hardly make any worthwhile contribution, as they remain absent during active sessions of the parliament. Therefore, sessions of the lower and upper houses are adjourned due to lack of quorum, and the process of essentially required legislation remains blank and weary. Resultantly, the voters’ aspirations turn into hopeless ordeal, dejection and despondency.

 

It is notable that various malpractices such as horse-trading, nepotism, bribery, illegal obligations and other forms of corruption are very common among our politicians. In fact, the elite group of elected members uses powers of their public offices to advance their personal interests including engagement in politics of THANA and KUTCHERY (Police and Court), earnestly seeking allotment of development and discretion funds and timely steps of sycophancy to please the top party leaders. Thus, they promote their personal interests, and show total callousness towards torment of their voters.

 

Undoubtedly, in Pakistan, corruption is a significant obstacle for good governance, supremacy of law, and rational use of authority to run the affairs of state and to maintain public cohesion and national harmony. Regrettably, corrupt practices and misuse of public office lead to general frustration, opening windows of protest with sense of dissent, disapproval and conflict against the governing authority. The environment of agitation and demonstrations carry seeds of large scale disturbances, creating law and order situation, social disorder and political chaos, culminating in poor governance.

 

It is our misfortune that rampant corruption in the country has infected the entire edifice of national institutions. Political leadership is busy in power grabbing process, while the poor suffer under hard environment where healthy food, clean drinking water, respectable shelter, justice, education and health care facilities are almost non-existent.

 

In this regard, the ordeal of poor in Pakistan can well be anticipated by prevailing unemployment, poor living and health conditions, price hike, social injustice, contempt for merit, promoting cronyism, and poor law and order situation.

 

Regrettably, the concerned ministers remain busy in settling scores against their political rivals, using floor of parliament and media channels. Most of their time is spent on preparing fierce speeches to level fresh tirades of accusations and counter allegations.

 

The poor voters remain bewildered as protesting groups, PAT and PTI, pointed out corruption of subsequent rulers of the PPP and the present ones of the PML (N). While, ruling elite and their associates in opposition benches of the parliament have termed the protests as unlawful, unconstitutional and undemocratic.

 

Besides, political leaders enraged outbursts, filled with allegations and counter accusations. Some of them, especially of the PPP and PML (N) have shamefully tried their best to drag the Armed Forces into political turmoil. They have brazenly accused Pak Army and country’s prime intelligence agency, ISI (without any evidence) for orchestrating the prevailing political impasse which was created by the politicians themselves. In their fierce speeches, while, indirectly criticizing Army, leaders of PML (N) and some other parliamentarians said that they would oppose any move which could derail democracy in the country by rejecting the unconstitutional demands of PTI and PAT including resignation of the Prime Minister Nawaz and the dissolution of the National Assembly.

 

On the other side, on September 12, 2014, DG of ISPR Maj-Gen. Asim Bajwa once again elaborated, “Pakistan Army supports democracy and constitution, and does not think it necessary to respond to rumors.” He added, “The army chief in his address on Youm-i-Shuhuda (Martyrs’ Day) clearly said that the army believes in continuation and democracy.”

 

Some media analysts and political leaders have tended to show their loyalties to top political leadership by mentioning about the possibility of military take over. Such elements have an agenda to spoil civil-military relations—to create division between the Armed Forces, distorting their image in the eyes of general masses. But all these observations proved untrue, as Army did not take any step like military take over or martial law.  

 

It is notable that in 2011, during the Memogate case, some political entities and media commentators were saying that martial law will be imposed in the country. The then Chief of Army Staff Gen. Ashfaq Parvez Kayani stated, “The Pakistan Army has and will continue to support democratic process in the country.” As Army was acting upon the principle of non-interference in political affairs, therefore, the previous government completed its tenure.

 

It is noteworthy that for the last few months, Pakistan’s Armed Forces are successfully obtaining their objectives in North Waziristan Agency (NWA) through military operation Zarb-e-Azb against the terrorists who had challenged the writ of the state, and had frightened the entire nation by their terror-acts. The Armed Forces also engaged in rescue-operations in the flood-affected areas. Besides, Pak Army has also been coping with subversive activities in Balochistan, Khyber Pakhtunkhwa, and other parts of the country including tribal areas in wake of India’s war-like diplomacy and cross-border infiltration from Afghanistan’s side.

 

However, these parliamentarians and leaders have disregarded the commitment and sacrifices, being offered by the Armed Forces in the operation Zarb-e-Azb and flood relief operation.

 

In fact, under the cover of democracy, some politicians of the government and the opposition parties are diverting the attention of the general masses from those articles of the constitution, which are mentioned in the ‘Principles of Policy.’ These articles clearly mention that people would provide with justice, gap between the rich and the poor would be reduced, and poverty would be eradicated in the country. However, our politicians and the subsequent governments of the industrialists and feudlords failed in delivering good governance to the people in accordance with the constitution. They have only deceived the public mandate in the pretext of democracy which has been named as a ‘corrupt democracy’ in Pakistan.

 

Nevertheless, rampant corruption in Pakistan is posing a very serious threat to the state as well the true democracy. It has become a significant obstacle towards development, and adversely impacting the good governance and rule of law, culminating in poor governance. Now, the right hour has come that the political leadership must conduct introspective analysis of their style of governance, and must develop a desire to fight the menace of corruption through accountability and transparency. The aim should be to put the house in order.

MNA refuses to accept ticket for traffic violation
 
ISLAMABAD June 15th, 2014: 
 
Former chief minister KP Akram Khan Durrani, MNA, and his driver were caught violating traffic rules hereon Saturday

However, the MNA refused to accept the fine ticket and said he would rather prefer to resign as member of the National Assembly, said the Islamabad Traffic Police (ITP).

 

An assistant sub-inspector spotted two persons travelling in a car on the Constitution Avenue without fastening seatbelts. The official signaled the driver to stop but he ignored and moved ahead. A policeman standing a few metres away, however, forced the driver to stop the vehicle.
 
When the ASI asked the driver to produce his driving licence, he had none with him, the police said. The ASI asked the driver’s name to mention it on the ticket but the MNA directed him not to identify himself.
 
The MNA then contacted the National Assembly Secretariat and soon Chaudhry Mushtaq Ahmed, the personal staff officer (PSO) to the speaker, arrived on the spot and asked the police not to fine the lawmaker or his driver. But the police refused and issued a ticket to the driver. However, the MNA and his driver refused to receive it.
 
As a result, the PSO asked the police to send the ticket to the office of the speaker for the recovery of the fine.
