THE LAST CHANCE.

    The figures showing the increase in our National debt are frightening. They show that not only are our leaders incompetent, but the reckless manner in which they have run the country to take the debt from 1500 billion at the end of Musharrafs era to 14000 billion after Zardari’ last spell, and then Nawaz has not ended his spell, but has borrowed ,18,800 billion! In just 18 months, and his term is not over yet.
A friend of mine who has been with the World bank for twenty years had the following comments on these figures.

Interesting figures.  The following points come to mind.
1. Performance under military govts  – two and half to three times better than under politicos.  Per capita income which measures people’s welfare showed consistent improvement under military govts. Stagnant under political govts. and particularly abysmal under the Bhuttos, who played with peoples expectations.  No delivery.

2. Scandalous level of debt financing under zardari.   He almost de-constructed the economy and the country.  You don’t see such rapid debt build up in peace time. Oil price increases may have contributed to no more that 25-50 pc of this increase. but nearly 900 pc increase in 4 to 5 years only shows that  our finances were in a free fall.  This can only sustain in a culture of corruption and cronyism or war.

The last line is particularly important ‘ in a culture of corruption cronyism or war. ‘
The point being that this level of debt increase can only be visited upon a State in a time of war. Gen Raheel Shareef understands well the word war. All army officers have lived with this word. And know well the cost. In lives, their lives are at the forefront. He should apply this yardstick to his decisions. In Wana his soldiers are at war. Not of their choosing, but when pushed to the wall the Pakistan Army under Gen. Raheel had to fight. This has been appreciated worldwide, and has earned him the respect of the world leadership. Gen Raheel should also realize that the actions of the politicians is as dangerous and as damaging as the Taliban. And must be tackled with the same ferocity.
     It shows how the recklessly the Zardari Government treated the State of Pakistan. Zardari has set a record of corruption and of singlehandedly destroying the economy of the country. Along with Gen Kayani, who certainly was a part of this crooked setup, for, without Kayanis tacit approval, this could not have continued.
     During this period no development of any kind, no roads, no airports no Gas/ Oil pipelines were laid. No infrastructure of any kind, the money vanished into the deep pockets of the PPP, via the Sindh Government network. The huge amounts of money– the 200 billion Rs a year that were skimmed off were added into the National Debt. None of the politicians in the opposition or the bureaucracy had the intelligence to realize the enormity of the crime. It is only the people who will continue to suffer their poverty, for their hope has been stolen from them by these rapacious politicians. The entire assembly should be branded as crooks. Even Imran Khan should be taken to task for allowing himself to become a part of this scam, just by attending this bogus assembly.
     It is now apparent that the politicians can not be allowed to govern any longer. They have continually raped the country, while making empty promises, that they had no intention of keeping. They have violated the constitution, and caused immense economic damage to the country. While giving no development of any kind.
     Nawaz Sharif is not visible in the country, neither is Shabaz Sharif. The scams are mounting, the latest is the Ship for the transport of LPG from Qatar. It has been exposed on TV that our port does not have the depth to accommodate such a large vessel, and smaller parcels of gas will have to be brought in. Strangely a company like Engro with sensible management in place could be caught in being party to such blunders. On the same level as Raja Rental. With huge amounts being paid on the contracted LPG if the delivery of the contracted amounts are not taken. These are actions that are part of the systematic rape of the country. Why is this being allowed to continue.?
    Gen Raheel should understand that we the people are powerless to stop this attack on the country, for we are told to wait for the next election. Gen Raheel should understand that there may not be a Pakistan left in 24 months time. He has to act now, for with each year another 1000 billion will be added to our burden. For him there will be no fig leaf of the constitution to hide behind. That fig leaf has been worn threadbare by the politicians, till it is now transparent and everyone can see through it. Anyone in support of the status quo is guilty of treason. This country has contract killers on the loose, unlicensed weapons are freely available– and were on hire till the recent past, but now there is such a huge number available that it is cheaper to buy. Crime does pay, and the politicians are the success story for crime.
     Gen Raheel will have to put a stop to this rot. Otherwise the country will pay a horrific price. Even Imran Khan will realise that being a part of this system will involve him in the resultant mess. How will Imran say he was not involved.?
     Gen Sahib, you must act now, in defence of the country. It is the only one we have.

INTERNATIONAL LAYER OF INSTABILITY

Like the simile of an onion I have used to frame my hypothesis, the most crucial and damaging is Pakistan’s susceptibility to US interests in chagrin to its short and long-term interests. Whenever a Pakistani leader has shown a flair for independence, he/she has been eliminated. Add to the list Pakistan’s tax evaders, money launderers, political business cartels, offshore businessmen, bad fiscal policies, impotency of regulators, opaqueness in transparency and economic hit-men to make a lethal brew of anti non-state actors. All these layers compliment each other but for the interests of Pakistan. They also coalesce when needed to subdue the winds of change. They exist in every sinew of Pakistan’s politic body. 
 
Pakistan has never had a cohesive, self-serving and permanent national policy; a sad but true reflection of a state that spent half its existence under military dictatorships or tailored democracies under the watchful eye. The first decade was lost to political conspiracies hatched by a group of bureaucrats and politicians, who had the advantage but not the conscience of serving with Quaid-i-Azam Mohammad Ali Jinnah. They chose to wade through a muddied perspective on an elusive and unending journey of inventive nationalism that caused disfigurement. To complicate the national construct, foreign policy resulting in subservience to USA set in motion a diplomacy of invisible interventions that often became violent.
 
How intense were US interests in Pakistan that Prime Minster Liaqat Ali Khan had to be assassinated by CIA through the Afghan Government because he refused to destabilize Mossadeq’s regime in Iran begs no answer. Subsequently USA not only changed the regime but also reached a long-term alliance with Saudi Arabia that was to later forge the Oil-Dollar Equation. Pakistan’s close relations with Saudi Arabia and other Arab Kingdoms are imbedded in working within US interests and in the bargain provide a security balance to Middle East. Now that USA is easing its policy on Iran after many decades, Pakistan will be dissuaded across the entire spectrum of policy from placation to violence to keep its relations with Iran in concert with US-Saudi objectives. 
 
This shift in Pakistan’s policy was the result of Bhutto’s policy of a greater Muslim alliance through the Islamic Summit. Ultimately it distanced Iran. But Iran too had its hegemonic designs that became aggressive after the Iranian Revolution creating frictions on international border, inside Afghanistan and sectarian lines. Ever since, both neighbors have played a game of brinkmanship with mutual suspicion under the watchful eye of USA and KSA. 
 
On his part Bhutto suffered a fate no different from Liaqat Ali through a military dictator groomed to work for US-Saudi Interests. His judicial murder was actually a correction course for Pakistan lest it became too independent and powerful.What did Bhutto do to merit such a cold-blooded end? The answers lie below.
 
First, he rebooted Pakistan’s nuclear program towards weapons. Bhutto envisioned a nuclear Islamic block strengthened by the oil wealth and Pakistan’s skilled manpower. However, his left leaning policies were viewed with suspicion by his Arab allies. Bhutto had a long-term vision for his country but his economic plan backfired. To put Afghanistan under pressure he supported the Afghan Student résistance against Sardar Daoud. The pressure worked and Daoud was ready to sign a permanent deal on Durand line. Days before the two heads of states were to formalize the agreement; Bhutto was overthrown by a military coup. The military regime never pursued this agreement. Bhutto proving too big for his boots was made an example. 
 
Bhutto’s erstwhile military chief and his executioner fared no better. The military takeover in 1977 served US interests and infused permanent seeds of internal instability in the form of weaponisation of society, drugs, militant organizations, intolerance, sectarianism and religiously inspired violence. The mock Afghan jihad lasted as long as it served US interests and was conveniently relabeled as the invisible floating threat of Islamic terrorists. USA was suspicious of Zia’s growing nuclear cooperation with China. He had to go and so did that fatal flight on C-130. 
The daughter of the East returned to Pakistan with a thumping popular applause. But also attached to her Bhutto symbolism was an ill matched spouse willing to cut her to size whenever she over grew. Her spouse through his corruption twice got her governments removed. 
Yet within her limitations of working with many uncles, new entrants and a dubious husband, she never gave up her father’s vision. The nuclear program progressed to perfection including the weapon testing sites in Chagai. Then began the pursuit of delivery systems and their indigenous production. She continued to pursue the Afghan policy of her father. By 1996, Mullah Omar had agreed to the international demand of a broad based government and also signing the Durand Agreement. A day before she was poised to sign this historic accord with the new Afghan broad based government, President Laghari mysteriously sacked her government. Neither the interim not the subsequent PMLN government pursued this historic opportunity.
 
To her credit, Benazir never lost heart. After 9/11 she almost engineered the handing over of Osama Bin Laden to Turkey, a NATO country. USA refused. Then she returned infused with an elixir. She had made some of the most critical decisions of her life; amongst them to team up with Musharraf to make a formidable Pakistani team and secondly to shed off her yoke. As per her terms of agreement with USA, Nawaz Sharif was to serve his time of self-exile in KSA. She rejected the NRO. The daughter of East had become too hot to handle. Though her fire is seemingly extinguished, it is in the interests of Pakistan that the pyre must burn. Musharraf’s exit after her death and subsequent humiliation were writings on the wall. Zardari became the heir to the political dynasty through a controversial Will. 
 
So what does this entire ongoing drama in Pakistan mean? If precedence is to be followed, it is all hallow and the birds of feather will flock together.  These agents of instability are well placed in every system, organization and political party to allow a departure towards an independent Pakistan. Even if some amongst them wish contrition, they will be ruthlessly cut to size. 
 
Like a conventional current on a boil, everything must go down for a new to begin.

روزولٹ ہوٹل کا شمار امریکہ کے تاریخی ہوٹلوں میں ہوتا ھے جس کی اوپننگ 1924 میں ہوئی اور یہ دنیا کے مہنگے ترین علاقے مین ہیٹن نیویارک میں واقع ھے۔ اس میں 1015 کمرے ہیں اور 52 لگژری سوئیٹس ہیں۔ یہ اچھے وقتوں کی بات ھے، جب ہم زرا کم کرپٹ ہوا کرتے تھے اور ہمارے ادارے انسان چلایا کرتے تھے۔ 1979 میں پی آئی اے نے اس ہوٹل کو اس وقت لیز پر لیا جب اس کا بزنس کچھ مندا چل رہا تھا۔ پی آئی اے کے انوسٹمنٹ آرم نے ایک سعودی پرنس کے زریعے یہ شاندار ڈیل کی جس کے مطابق 20 سال بعد پی آئی اے اس ہوٹل کو خرید سکتا تھا۔ 90 کی دہائی میں ہوٹل کے مالک نے کورٹ میں مقدمہ کردیا کہ جس معایدے کے تحت پی آئی اے یہ ہوٹل خریدنے جارہا ھے، اس سے ملنے والی رقم مارکیٹ ویلیو سے بہت کم ھے۔ پی آئی اے کی انتظامیہ اپنے سفارتخانے کے ہمراہ امریکی کورٹ میں گئی اور مقدمہ جیت لائی۔ جس کے نیتجے میں 1999 میں پی آئی اے کو صرف ساڑھے 36 ملین ڈالر میں یہ ہوٹل مل گیا۔ 2005 میں مشرف دور میں پی آئی اے نے سعودی پرنس کو 40 ملین ڈالر دے کر اس کے روزویلٹ ہوٹل میں موجود چند پرسنٹ شئیرز بھی خرید لئے۔ مشرف دور میں 2006 اور 2007 میں پی آئی اے نے اس ہوٹل کی تزئین و آرائش پر 65 ملین ڈالر خرچ کردیئے۔ 2009 میں پی آئی اے نے اس ہوٹل کی مارکیٹ ویلیو کروائی اور اسے 1 بلین ڈالر، یعنی 1000 ملین ڈالر کے عوض بیچنے پر لگادیا۔ بدقسمتی سے اس وقت امریکہ کی اکانومی اور ہاؤسنگ مارکیٹ کریش ہوچکی تھی جس کی وجہ سے یہ ہوٹل بک نہ سکا۔ پھر پی آئی اے نے اسے سیل کرنے کا پلان واپس لے لیا۔ اس ہوٹل کے اردگرد واقع کچھ ہوٹل پچھلے چند ماہ میں فروخت ہوئے ہیں جس سے اندازہ ہورہا ھے کہ ہوٹل سیکٹر میں انویسٹمنٹ آجکل پھر گرم ہوچکی ھے۔ روزویلٹ کے سٹینڈرڈ کے جتنے بھی ہوٹل مین ہیٹن کے علاقے میں پچھلے ڈیڑھ سال میں بکے ہیں، ان کی اوسط قیمت 10 سے 14 لاکھ ڈالر فی کمرہ رہی ھے۔ روزویلٹ میں 1015 کمرے ہیں اور 52 انتہائی لگژری سویٹس۔ اس حساب سے اس ہوٹل کی قیمت کم سے کم بھی 1200 ملین ڈالر یعنی 1 اعشاریہ 2 بلین ڈالر تک آنی چاہیئے۔ کہا جارہا ھے کہ حکومت کا پی آئی اے کو پرائیویٹائز کرنے کا اصل مقصد یہ ہوٹل بیچنا ھے۔ اور آپ کی اطلاع کیلئے عرض ھے کہ حکومت نے اس ہوٹل کا سودا اپنے قریبی فرنٹ مین میاں منشا کے ساتھ کردیا ھے۔ جاننا چاہیں گے کہ یہ ہوٹل جس کی مارکیٹ ویلیو 1 اعشاریہ 2 بلین ڈالر ھے، وہ حکومت نے کتنے میں بیچا ھے؟ چلیں، باباکوڈا کے پیج پر میں پورے اعتماد سے آپ کو بتا دیتا ہوں۔ یہ ہوٹل نوازشریف نے تقریباً 9 ملین ڈالر میں بیچا ھے، یعنی اصل قیمت کا ایک پرسنٹ سے بھی کم۔ جب نیب پنجاب میں کاروائیاں شروع کرنے کا اعلان کرتی ھے تو ایسے ہی میاں برادران کی چیخیں نہیں نکلتی۔ جب کتے کی دم پر ہاتھی کا پاؤں آتا ھے تو وہ بہت تڑپتا ھے۔ روزویلٹ کے نام پر ایک بلین ڈالر سے زائد کا چونا لگانے والا اگر اپنے خلاف ہونے والی تحقیقات پر چیاؤں چیاؤں نہ کرے تو کیا میاؤں میاؤں کرے؟؟؟

The arrest of the contractor of Orange Train project by National Accountability Bureau (NAB) has reportedly angered Prime Minister Nawaz Sharif who on Tuesday lashed out at the accountability watchdog, a local news agency Online has claimed.

The news agency citing NAB sources said that NAB Lahore had arrested Amir Latif, the contractor whose construction company Kalson Private Limited is currently working on Orange Line Metro Train project as a Joint Venture Project (JVP).

The NAB officials arrested Amir Latif on charges of fake payments in another project, the NAB sources said.

The sources revealed that severe pressure was being mounted for the immediate release of Amir Latif but investigation was being conducted into his crimes in the interest of the nation. They said that had sought physical remand of the accused. Additionally, NAB has also started to investigate the construction of Raiwind road.

The provincial chapter of NAB has expedited operations against elements allegedly involved in corruption across the province. NAB has made it compulsory to submit the details of all the contracts and projects worth over Rs 500 million to NAB office.

NAB has uploaded a form on its website in this regard and it has been made compulsory for all government institutions to submit it in NAB’s office before awarding any development project.

On the other hand, NAB has also arrested five people allegedly involved in the embezzlement of Rs 850 million.

Meanwhile, NAB’s officials had to complete the inquiry of cases pending against PM Sharif by December 31, 2015. The new deadline for the completion of the inquiry, the sources claimed, has been set for March 31.

Sources said that the Punjab government had expressed dissatisfaction over NAB’s demand of submitting details of all the development projects worth over Rs 500 million, while PM Sharif had categorically warned that stern action would be taken if NAB did not reform itself.

After the statement of the PM against NAB, a high-level meeting is likely to be convened soon with NAB Chief Chaudhry Qamar Zaman in the chair to review the situation in Punjab.

Moreover, NAB has also begun to investigate the construction of Raiwind road. Meanwhile, NAB’s official’s had to complete the inquiry of cases pending against PM Sharif by December 31, 2015. The new deadline for the completion of the inquiry, the sources claimed, has been set for March 31. The sources reported NAB has also prepared a foolproof documentation for Metro Bus scandal, and has started to probe in to the matter. As per documents, the Punjab Government claimed the estimated cost of production of Metro Bus project to be 30 Billion but playing devil’s advocate NAB gave out its estimations i.e. 50 Billion spent on the project, thus coming down hard on the govt as well as putting the responsibility of being accountable. 
 
 
While on his visit to Multan Regional Bureau NAB Chief reviewed its performance on basis of annual inspection performed by Inspection & Monitoring Team. NAB) Chairman Qamar Zaman Chaudhry expressed his firm resolve to eradicate corruption by adopting zero tolerance policy against the menace throughout the country. 
 
 
Highlighting strengths and weaknesses of NAB the Chief appreciated the current performance and directed all officers/officials to work more vigilantly, honestly and diligently to eradicate corruption and corrupt practices.
 
 
It is highly expected, said the sources, that the latest Pak-Qatar LNG deal will also be speculated by NAB since the government has placed all eggs in one basket while binding Pakistan and its citizens into such a frightening contract of 15 years in which Pakistan will have to pay some five million dollars daily for fifteen years while politicians will get some Rs 400 billion in kickbacks if the deal to import LNG from Qatar on hefty rates is finalized.
 
The National Accountability Bureau (NAB) is likely to initiate probe into the bank accounts of Petroleum Minister Shahid Khaqan Abbasi and Secretary Arshad Mirza in connection with alleged scandal worth Rs 48 billion.
 
Sources in NAB told Online that the noose would further be tightened around the MD PSO Imran Sheikh and officers of Sui Southern Company. The petroleum ministry by violating the OGRA rules accorded LNG worth Rs 48 billion to the blue-eyed persons of PM Sharif which brings a severe loss to the national kitty. The sources further revealed that Irfan Siddiqui, Adviser to PM, said that the NAB was just trying to sabotage the LNG project as the secretary petroleum had already recorded his statement regarding this scam in NAB.
 
 
The Pakistan Economy Watch (PEW) on Friday had said politicians should not try to make fortune overnight by exploiting energy demand-supply imbalance in Pakistan. Abdullah Tariq, SVP of PEW revealed in a press statement, the government has bent all the rules and regulations for the import of 500 million cubic feet of LNG per day under a long-term contract. 
 
 
Secretary Petroleum Muhammad Ejaz Chaudhry got fired for resisting the Pak-Qatar covenant while efforts are on the move to “discipline” Oil Gas Regulatory Authority (Ogra) which has also opposed the deal, he further claimed. Tariq said that the ministers who are uneasy over letters from Ogra against LNG import plan to dissolve the department or bring under the direct control of the petroleum ministry. 
NAB has given a free hand to its Punjab Bureau and its officials to probe corruption cases and Orange Line Metro Train (OMT) is the top-notch scandal for the looming and inevitable enquiry, informed the sources. Since its inauguration till construction, OMT project has been under constant criticism and different political parties have expressed their disapproval of the project. The former CM Punjab, Chaudhry Pervez Elahi termed Orange Metro Line Project bigger than Nandipur Power Project, another mega scandal of PML-N, for making dollars and labeled it as an anti-employment and anti-environment project. 
 
 
 
Late in January, the locals of Samanabad, Lahore staged a protest against the construction of Orange Line Train project. The residents received 24-hour deadline from the Lahore Development Authority (LDA) to vacate their houses causing agitation amongst the protesters who burnt tyres, blocked the roads and removed the barriers put in place for the OMT project. The protesters claimed that they were being thrashed out of their homes without any compensation or alternate arrangements. 
 
 
 
The protesting residents said that the mismanagement in construction of the multi- billion project has turned their lives into hell. Whilst the contactors have not undertaken any plan to control the pollution and disorderly traffic prior to the start of construction, the protesters have also demonstrated against noise and dust pollution and traffic problems they face on daily basis due to the construction project of OMT.
 
 
 
However, a sum of Rs 1 billion has been paid by the LDA as compensation during one day and payment of more than Rs 2 billion has been made so far to the local residents in order to locate them in different residential areas. 
 
 
 
UN Special Rapporteur in the field of cultural rights Karima Bennoune, in a press release issued by the United Nations Human Rights Office of the High Commissioner, said government’s forced eviction of residents from their houses is completely unjustified as it does not have a resettlement plan.

Pakistan suffers from multiple ailments. None care to carry out an appraisal as to what is wrong with Pakistan and why Pakistan is perpetually sick and not getting cured. Over a period of time, we seem to have lost our direction and have gone astray. The society as a whole is sunk in the pool of moral degeneration. High morals, principles, ethics, values, respect, brotherhood, affections and honesty are all stories of the past. Lies, deception, crookery, thuggery and corruption have become norms. Majority has chosen dishonesty as a way of life. In the past these traits were mostly found among the elites but now these have permeated down to the lowest class of people. All prefer to live in hypocrisy, mendacity, and squalor. People are averse to speaking the truth since telling the truth requires courage and character. Afraid of consequences, we go the easy way and in the process we have become addicted to lying. Those who say that these characteristics are found in every country of the world, and each human being has these tendencies may not be speaking the whole truth since these collective diseases are in abundance in Pakistan and are not seen anywhere else.

 

It is hard to get food items free of adulteration. Pure ghee is made out of fats of dead dogs and donkeys. Meat of donkeys and dead cows/buffaloes are sold in meat shops. Drugs including lifesaving drugs are spurious. We consume contaminated spices, cooking oil, milk and soft drinks. Fakery in all our dealings is rampant. Child labor, child abuse, human trafficking, hoarding, black marketing, smuggling, kidnapping for ransom, extortion are common. Lower courts and police can easily be swayed or bought. Police instead of catching the culprits and criminals gets in league with them. Hand of law fall upon the poor only. Our law makers are the biggest violators of rule of law. They either break or bend laws to suit their convenience. We indulge in them rather than striving to overcome them. We may deny it but the world perceives us that way. Instead of working hard to overcome our weak areas we lament and blame others for our failings.  

 

Sickness is within ourselves. The students choose to plagiarize and cheat. Men and women enter into marriage under false pretenses. Pompousness and vulgar show of wealth by the rich is in fashion, and so is nepotism and sycophancy. Suffering from superiority complex, the elites look down upon the poor. Problem lies with those who allow religion to give them a sense of false complacency. And those who pander to the powerful and the mighty, and ignore the weak and the frightened.

 

May I hazard to ask them who their gods are? Not Allah, surely. Their gods are flawed beings whom they admire and worship, and their own base selves. Parents who chastise their children, but never spend time with them, explaining right from wrong, the problem lies with them. And they try to assuage their children with toys and electronics, cars and jewels. Problem lies with the teaching community in schools and colleges who fall much short of acting as role models for the students.

 

Undoubtedly, Pakistan suffers from leadership crisis and is saddled with corrupt leaders and legislators who care a lot for their vested interests but little for national interests, but we are responsible for electing them again and again. We get swayed by their false promises and forget their past follies. We think in terms of political party affiliations, ethnic, linguistic and caste basis and pay little heed to national interests.  As a result, we are a divided nation and despite being a nuclear power and blessed with strong armed forces, everyone whips Pakistan. While Corruption is eating into the vitals of the country like a termite, terrorism is jolting the very foundations of Pakistan.    

 

Isn’t it high time to stop thinking that the problem is the army, the politicians, the mullahs, the nation? The problem is us. We are the problem. The same students who plagiarise their papers, who cheat in their exams, are clamoring at rallies screaming for “Inquilab”. The same women and men who point fingers at the immoral leaders are cheating on their spouses. The same men who lambast the feudals and industrialists are cheating on their taxes and not paying their electricity bills. The same people who donate so much money to the poor are underpaying their servants. 
Each and every person in Pakistan contributes to this system. We are the problem. 
And each person who says, “Not me, I’m honest” is the biggest liar of all. 

Nuclear might, strong army, and full coffers will neither make us a strong nation, nor will help in making us morally strong and virtuous. Each one of us will have to carry out self-accountability and put his/her own house in order rather than finding faults in others. Home is the best training centre followed by the educational institute to guide the youth towards constructive channels. These two reformatory laboratories need to play their role effectively. Once we bridge the societal divides and get united, improve our moral fibre and follow the righteous path as inscribed in the Quran and taught by Prophet Muhammad (pbuh), only then will Allah shower His blessings, and grant us an upright, honest, pious and bold leader who will cure the diseases of Pakistan and make it healthy and prosperous. Only then we as a nation will be able to confront the internal and external challenges squarely and lead an honorable life.
