India’s Fake Encounter Drama in Kashmir

On the one side, India claims to be world’s largest democracy, but, on the other, these claims have often been proved by international media including its own opinion makers as fake.

 

India is presently holding State Assembly Elections in the Indian occupied Kashmir. These sham elections in no way are substitute to the UN approved resolutions to hold plebiscite as per aspirations of the people of the valley.  The ongoing elections have been portrayed as a historic success as far as the turn over is concerned. But, this self-generated perception lacks any substantial evidence, especially, when no foreign media and election observers have been allowed to cover the polling process.  In this regard, the vicious dream of the BJP government in the shape of “Mission 44” has already been criticized by Indian politicians as well as the international think tanks.  However, BJP’s overconfidence to achieve the mission itself pollutes the transparency and legality of fake elections.

 

Like its past record, India is once again staging a fake encounter drama across the Line of Control (LoC) to implicate Pakistan for infiltration. Sources suggest that for the purpose, the fundamentalist government of the BJP asked Indian secret agency RAW to arrange some terror attacks in the State of Jammu and Kashmir (J&K). It did so when on December 5, this year, militants sneaked into an Indian military camp in the Indian held Kashmir, killing 11 soldiers and policemen. The arranged attack was followed by a gun battle between the Indian security forces and the militants, in the state capital, Srinagar—and a grenade blast in south Kashmir. Two militants were killed later in the clash in Srinagar where BJP-led hardliner Prime Minister Narendra Modi’s visit is due next week on election campaign.

 

However, the fake encounter drama on the camp took place in the Uri sector, near the heavily militarized border with Pakistan where there is no chance of infiltration. But following previous blame game, Indian Home Minister Rajnath Singh said, “These terrorists keep coming from Pakistan”, and “Pakistan should make an effort to stop them.” Besides, Indian high officials and media also accused that Pakistan-based Lashkar-e-Taiba (LeT) is behind these terror attacks in the Indian controlled Kashmir. They forgot they Kashmiri people are fighting a war of liberation and for their legitimate rights, as recognized by the UN resolutions.

 

Nevertheless, the drama is still on and Indian venomous media which has openly started implicating Pakistan and LeT for the attacks. Such orchestrated dramas have many a times been exposed in the past as well. Besides, previous episodes, in the recent months of 2014, reportedly, Indian military had killed two militants in August, three militants in Keran Sector in September, and seven terrorists in October, three in November, while in Tut Mari Gali sector, three were killed. These are Indian LoC encounter dramas; however, Indian forces have also been violating ceasefire on the Line of Control and Working Boundary. The problem is that there is no dearth of hate and war mongers in Indian Army, and it is always their agenda to keep the LoC in the line of fire. Now, Prime Minister Narendra Modi at the helm, the incidence of ceasefire violations has increased. Army has also been given free hand to indulge in fake encounters to implicate Pakistan.

Question arises as to why India is staging encounter drama?  The plausible reasons are obvious.  Firstly, it may be an attempt to create hype prior to the election campaign visit of Modi in the alleged area, falling in the sector where terrorist attack drama is being played. Secondly, the failure of BJP to win in the Muslim majority area seems imminent and it is trying to accuse Islamabad for sabotaging the elections through LoC attacks. Thirdly, the alleged attacks are part of campaign to malice Pakistan internationally and tarnish its image worldwide before the forthcoming visit of the US President Barack Obama who will travel to India in January 2015 to hold talks with Prime Minister Narendra Modi, and also to attend its Republic Day celebrations.

 

It is of particular attention that in November 2013, the then Indian Prime Minister Manmohan Singh and Union Defence Minister had expressed concern over the ‘fakes intrusion’ claims of the Indian Army in Keran sector, making it clear that the troops enacted a drama “as there was no evidence on ground to suggest any infiltration bid by the militants.”

 

While, Indian government is accusing Pakistan government of giving legitimacy to Jamaat-ud-Dawa (JuD) chief Hafiz Saeed, claiming that a recent rally being held in Lahore by the group which masterminded the 2008 Mumbai terror attacks was being viewed with concern in India. New Delhi has since long been demanding the deportation of Saeed from Pakistan so that he can be tried for his involvement in the Mumbai attacks. Islamabad has refused to do so stating that there is no credible evidence relating his involvement in the attacks. And, Lahore High had released Hafiz Saeed on the ground that there is no evidence about his involvement in the Mumbai mayhem.

 

It is notable that on July 19, 2013 the Indian former home ministry official and ex-investigating officer Satish Verma disclosed that terror-attacks in Mumbai in November 26, 2008 and assault on Indian Parliament in January 12, 2001 were carried out by the Indian government to strengthen anti-terrorism laws.

 

In fact, Hafiz Saeed is a die-hard patriot and continues to raise the banner of ideology of Pakistan. Recently, a two-day national conference organized at Minar-e-Pakistan in Lahore by JuD called for a countrywide movement to protect the ideology of Pakistan. Hafiz Saeed inspires the great majority of the people of Pakistan and has the capacity to mobilize them and unite them against the foreign conspiracy against the country. Therefore, especially, New Delhi considers him as an obstacle in its plan to weaken and destabilize Pakistan.

 

 

 

 

Nonetheless, there is a need to expose India’s fake LoC encounter drama to implicate Pakistan to hide its own failure to set its own house to order. Pakistan’s high officials and media must highlight that such fake encounters have become second nature of India to appease Indian radical and extremist groups like BJP, RSS VHP, Shiv Sena and other similar groups, and thus malign Pakistan.

IDEAS 2014: Nigeria ‘close to signing up’ for JF-17

The Nigerian Air Force (NAF) is close to finalising an order for the purchase of one or two squadrons of the JF-17 Thunder fighter aircraft co-produced by Pakistan and China, a senior Pakistani Ministry of Defence official told IHS Jane’s on 2 December.

Speaking at the International Defence Exhibition and Seminar (IDEAS) 2014 in Karachi, the official said the NAF finalised its recommendation for the purchase of 25-40 JF-17s after NAF chief air marshal Adesola Nunayon Amosu visited Pakistan in October. AM Amosu’s engagements in Pakistan included a visit to the Pakistan Aeronautical Complex (PAC) at Kamra, north of Islamabad, where the JF-17 is manufactured.

So far, the PAC has produced 50 Block 1 JF-17s and began work on another 50 Block 2 variants in late 2013. Pakistan Air Force (PAF) officials have told IHS Jane’s that a Block 3 variant is being planned. While the JF-17 has PAF capability plans, it has so far failed to find an export customer.

COMMENT

PAF officials have described the JF-17 Block 3 as a fourth-generation-plus fighter, a term that is used to describe Western aircraft such as Lockheed Martin F-16 Block 60s, the Saab Gripen, Eurofighter Typhoon, and Dassault Rafale, among others.

Western officials have previously said that a first successful export of the JF-17 holds the key for the programme’s long-term sustainment. Potential export customers mentioned as likely candidates for the JF-17 have included Egypt, Nigeria, Myanmar, and Venezuela.

Senior PAF officials have promoted the JF-17 as costing much less than comparable fighters produced by Western manufacturers.

Pakistani Army boot camps want to ‘re-program’ ISIS terrorists

It’s a 12-step program for terrorists.

Pakistan has successfully deradicalized thousands of Taliban jihadists using special boot camps — and now wants to try the tactic on the monstrous Islamic State, The Post has learned.

Pakistani military officials say they are confident that they can re-program the twisted minds of the head-chopping ISIS terrorists and turn them into normal, hard-working citizens.

“I believe that if we are able to harness ISIS in our rehab centers, I think it is doable,” said one Pakistani military official, who spoke on the condition of anonymity.

Since the program began in 2009, Pakistan has reformed a whopping 2,500 Taliban warriors — most of whom were suicide bombers and mid-level troop commanders, officials said.

“We have a 99 percent success rate. [The Taliban] would have killed themselves and a lot of other people, too. We are saving a lot of lives,” another Pakistani army official, Maj. Gen. Asim Saleem Bajwa, told The Post last week in Washington, DC.

Pakistan is now willing to share its expertise on rehab centers with Iraq and Syria in their fight against ISIS, which has taken over large swaths of land in those countries to create their self-proclaimed “caliphate,” Bajwa said.

“If we receive a request from [Iraq or Syria], I think we can talk to them about it,” Bajwa said, adding that all Middle Eastern countries need to take an “integrated approach” on ISIS and other extremist groups because “we’re all fighting the same menace.”

The Pakistani army came up with the rehab idea after it launched a 2009 offensive in Swat Valley and rounded up a number of Taliban militants, the anonymous source said.

The terrorists were segregated and categorized by their level of indoctrination and their ages, which ranged from 18 to 45, the official said.

“We look at their track record — how long have they been with the Taliban, their level of radicalization,” the official said. “On a scale of 1 to 10, this one may be an 8, and this one a 5, and we separate them accordingly into groups.”

The army converted four large school buildings in Swat and put together a team of doctors, teachers, psychologists and other professionals.

The Taliban then underwent a four-part re-programming process there that took six months to a year.

The “deradicalization program” drills down into the root causes of why they join the ranks of the Taliban, the official said.

“Some people get radicalized out of a sense to serve God,” the official said. “Others, especially young men, see Taliban with long beards and carrying Kalashnikovs [machine guns] walking around’’ and think it’s cool.

The official said that in some Taliban-controlled areas, the terrorists force families to turn over their children for indoctrination.

In the rehab centers, the first part of the rebooting process is a psychological evaluation.

“Initially, they have a very dark mindset, and they won’t use any color other than black color to draw a house with no windows,” Bajwa said. “At the end of the process, they want to use any color other than black to draw their house — bright colors with open windows and doors.”

In the second phase, the militants are “de-indoctrinated and then motivated” by religious teachers and friends, Bajwa said.

“They sit down with [the terrorists] and explain to them, ‘Why would they resort to this type of life?’ What it entails in terms of religious values and social and moral values, so all that was discussed,” Bajwa said.

The third and fourth parts involve making the terrorists productive citizens who are valued by their families, according to Bajwa.

They are given an education and taught a craft, such as carpentry or computer programming.

During the process, the other official said, the terrorists are served regular Pakistani meals in a large cafeteria. On the menu is curry, rice, mangos, vegetables and yogurt for dessert.

They also take part in a comprehensive morning and evening physical therapy program, playing volleyball and cricket, Pakistan’s favorite pastime.

“They operate in teams and are socially more active, which is positive reinforcement,” the official said.

The former extremists are then released back into society.

“They never again join the [Pakistan Taliban],” Bajwa insisted. “But we put in place a system of monitoring them with the help of an integrated team, the family and local police.”

A source said there was only one case in which it appeared the reboot might not be working.

“This monitoring time actually caters for that risk and possibility,’’ the source said.

Relatives of a 9-month-old baby charged with attempted murder in Pakistan have taken him into hiding, one said on Tuesday, in a case that has thrown a spotlight on Pakistan’s dysfunctional criminal justice system.Baby Musa Khan appeared in court in the city of Lahore last week, charged with attempted murder along with his father and grandfather after a mob protesting gas cuts and price increases stoned police and gas company workers trying to collect overdue bills.“Police are vindictive. Now they are trying to settle the issue on personal grounds, that’s why I sent my grandson to Faisalabad for protection,” the baby’s grandfather, Muhammad Yasin, told Reuters, referring to a central Pakistani city.

The baby is on bail and due to appear at the next hearing on April 12, but Yasin said he was not sure if he would take him to court for the case.“There is immense pressure on me from various corners,” he said.

At his first appearance in court last week, Musa cried while his fingerprints were taken by a court official. Later, the baby sucked on a bottle of milk and tried to grab journalists’ microphones as his grandfather spoke to the media.

“He does not even know how to pick up his milk bottle properly, how can he stone the police?” Yasin asked journalists at the court last Thursday.

The baby apparently was charged because an assistant sub-inspector complained in a crime report that Musa’s whole family beat him up and injured his head.

The case has once again highlighted dysfunction in Pakistan’s police and justice system.

Poorly trained and underpaid police are frequently accused of corruption and human rights abuses. Many are not even qualified to write a crime report.

LAHORE, March 8: A Supreme Court two-member bench on Thursday ordered Faisalabad city police officer Bilal Siddique Kamyana to arrest and produce on March 15 the main accused in gang rape case, allegedly a close friend of Punjab Law Minister Rana Sanaullah Khan.

The bench was hearing a suo motu case when victim Samina Akhtar alleged that police were reluctant to arrest main accused Asghar Ali due to his relations with the law minister. The bench comprised Justice Jawad S Khwaja and Justice Amir Muslim Hani.Faisalabad D-type colony police had registered a case of gang rape on application of Samina Akhtar against five accused Asghar Ali, Ansar Ali, Muhammad Ahsan, Tariq Ali and Karam Husain.

According to FIR, Asghar Ali had invited Samina Bibi to his office for giving her job and later he and his four friends raped her.

The Lahore High Court had granted bail to all accused and the victim challenged the order by filing an appeal with the SC. The apex court converted her appeal into suo motu proceedings and sent two of the accused persons Ansar Ali and Muhammad Ahsan to jail and ordered the police to also produce the remaining accused.

On Thursday, the investigation officer produced Tariq Ali and Karam Husain and informed the court that main accused Asghar Ali was yet to be arrested. At this the bench summoned Faisalabad CPO Bilal Siddique Kamyana within two hours.

The CPO when appeared tried to convince the court that police were making hectic efforts to arrest the accused. At this, the victim told the court that Asghar Ali was a friend of law minister and frequently witnessed with him on some television channels.

However, Kamyana said on oath that the accused was not the friend of the law minister and would be arrested soon. The victim also complained that the police at the behest of accused party were harassing the witnesses of gang-rape incident. She said a life attempt was also made on her; however, she received a minor bullet injury.

During the course of hearing, a senior lawyer, Siddique Kamyana, also father of the CPO, tried to save his son from the hard hitting questions of the court. He said his son was an LLM degree holder and an honest police officer.

The judges, however, snubbed the lawyer and said they were not sitting in the court to hear the stories about honesty of his son. Justice Khwaja asked Advocate Kamyana to sit silently.

The CPO assured the court that stern action would be taken against police officers involved in harassment of the case witnesses.

The bench adjourned further hearing till March 15 and ordered the CPO to produce the main accused in any case.
