All these Baloch warlords Nawabs, Khan and Sardars are same, with a typical Sardari mentality. They use the ordinary middle class Baloch for their interest and when times come they will discard them like they are no body. Time has come that the ordinary Baloch must join hand and ditches these all Nawabs, Khans and Sardars and sends them all in one big grave.
Akhtar Mengal Returns from Self-Exile – 22 Mar. Akhtar Mengal announced he would return from Dubai and participate in elections. He refused to condemn his brother Javed Mengal who is sitting inLondon under MI6 patronage and carrying on militancy. Brahmdagh Bugti also announced boycott of the elections saying ‘Baloch are not part of Pakistan’. Akhtar being the son of Attaullah Mengal is also fiercely anti Punjab and anti Army like his father. He and his father never protested against target-killings of some 1600 Punjabis during the last 5 years but go on protesting that thousands of Baloch are missing and agencies have been killing them. Attaullah, as Chief Minister, had dismissed and repatriated Punjabi teachers and all the Police in 1972. But Nawaz Sharif is bending over backwards to befriend them. Incidentally, Mengal are Brahuis and not Baloch. They are a different racial stock and speak an ancient dialect called Brahui which has no script and negligible literature. On arrival, he met the CM and demanded the ouster of FC and Army from Balochistan. He demanded personal security by named individuals and the CS complied.
With the politician-rulers remaining busy in massive corruption, the bureaucracy has also abdicated its responsibility to run their departments. This is the state of all the departments – health, education and law and order are not the only areas suffering neglect; even the administration of justice has collapsed. The Baluchistan High Court as well as the Supreme Courts routinely interfere and try to run the departments without much success as it is not their job. Instead, they should haul up the politician-rulers and award exemplary punishments to civil servants for failure to justify their appointments and salaries.
The Baloch/Brahui activists are now focused on election and securing of their ‘rights’. There is no talk of ‘Independence’, other than by those five who are sitting abroad under patronage of CIA/MI6 in Europe. Incidents of target killings, sectarian killing, IEDs and crime have greatly reduced but people do not still feel safe, especially while going to Baloch/Brahui areas.
Zardari’s hurried signing of Iran-Pak Gas Pipeline and allowing regularization of smuggled vehicles during the last days of the PPP government, while doing some good, is seen as a cynical ploy to garner support which may fail in its political purpose but are nevertheless welcome because of being of long range public benefit.
The selection of weak persons as caretaker CM and PM is viewed as effort to avoid heat of controversy. Their weakness and inexperience of administration may end up doing good as the focus would remain on fairness of elections. While a majority in Balochistan would have liked the caretakers to haul up the criminals of the former government and do something assertively to ensure writ of the government, they can be content and comfortable if the bureaucracy and the Army were unhindered in their statutory roles of efficient administration and stern enforcement of law and order. The people are happy that neither the Governor nor the departing CM were able to get their candidates appointed caretaker CM. Nothing much is expected from the caretaker CM except that he appoints impartial officials of good repute in administration.
The rush of the JUI F, PML (N) and (Q), ANP and several others to join the Opposition one day before the tenure of PA came to an end, further brought down the dignity and prestige of the MPAs. They announced with a poker face that they had decided to leave the Treasury Benches for the good of the people. The people in their response used quite a foul language for the quality and character of all the MPAs. With no accountability of the regime in sight, all the former MPAs have filed their papers to be re-elected.
This election is presenting two broad possibilities; both directly dependent upon the party which might form the federal government. One: Aslam Raisani type corrupt administration coming into power again through massive horse-trading; two: Akhtar Mengal becoming the CM through lack of far sight in PML(N) leader, and support of RAW/CIA/MI6. The First possibility will almost immediately take the province back to loot, plunder and lawlessness – worse in every facet of civic-life this time with more crime, more corruption, and more slogans for ‘independence’.
Akhtar Mengal as the CM appears to be the preference of the Establishment which is being viewed with great optimism. That will result in strengthening the separatists sitting abroad pursuing the US Agenda of destabilizing Pakistan. India will be overjoyed and the Baloch/Brahui militants’ camps in Afghanistan will get a new lease of life. Akhtar and his father Attaullah Mengal are known Punjab/army and Pakistan haters. They have never condemned the target killings of Punjabis in Balochistan nor ever declared their allegiance to Pakistan. Having already demanded that FC and the Army ‘get-out-of-Balochistan’, should Akhtar become CM, he would demand the same saying it was his election-promise. The Army is smug and detached as it was in pre-1971 election in East Pakistan, which gave the Awami League overwhelming majority which presented it as mandate for secession. Mengal and his allies cannot contest or win elections in Pashtun areas but if they win big in Baloch/Brahui areas, they will present it as a mandate for secession of Central and coastal Baluchistan. With USA and Afghanistan supporting insurgency in Baloch/Brahui areas and India enjoying considerable influence with the ANP, the situation would be out of the control of patriotic politicians. The military would then have to crush the rebellion. What would be chances for success? That is not hard to guess. A political solution is preferable but it would be much harder to pursue after insurgency supporting parties win outright with blackmail and intimidation as in the past. With no writ of government in Baloch/Brahui areas, free-and-fair elections will only be a slogan. The local sardar will win by dint of their tribal authority despite, nay because of, their anti-Pakistan credentials. Is the Army doing right in the name of sham democracy which would to let the country be torn apart?
During the last 5 years the Pashtun population, which is nearly 50% of the total, was sidelined in the province. The only hope is that the Pashtun, Hazara, settlers, and minor tribes unite in a coalition. JUI (F) has always sold itself to the highest bidder, even if its anti Pakistan. But if the majority Pashtun vote remains pro-Pakistan, the CM will not be able to openly go against Pakistan. The damage to the federation from allowing anti-Pakistan elements to operate as legitimate politicians free to plunder at home and make deal with hostile foreign powers would then make the TTP appear to be saviors and redeemers. Giving a free reign to the foreign enemy and their local collaborators would not create patriots; it will create and encourage traitors. The elections used to be contested for political power but now with the scale of corruption having reached billions of rupees, elective office has become a goldmine. With foreign powers supporting their collaborators agents, the stakes have risen by several notches. Militancy and inter-tribal turf war is expected to intensify as the Elections draw closer. The Family Gate scandal seems like a flood gate of scandals, where top power brokers including army, bureaucrats, politicians and media are believed to be heavily involved.One of the influential players from media community, Najam Sethi is believed to be the part of this flood gate. As Dawn TV anchor Talat Hussain recently alleged in this talk show that Najam Sethi’s ‘ChiRya’ (inside information source) is actually Malik Riaz.
Later Najam Sethi in his talk show criticized Talat and that was replied by Talat in his talk show by declaring all his assets and chanllenging Sethi to do that. The London GroupFlag of the Baloch Liberation Front (BLF) – a left-wing Baloch militant outfit that was one of the leading Baloch separatist guerrilla groups during the Balochistan insurgency in the 1970s.A rudimentary ‘study circle’ was formed in London (in 1969) by some Marxist Pakistani students studying in colleges and universities there.There were about 25 such students in the group who used to meet to discuss various left-wing movements and literature.They also began publishing a magazine called ‘Pakistan Zindabad’ that (in 1971) had to be smuggled into Pakistan because it was highly critical of the Pakistanimilitary’s role in the former East Pakistan.The magazine helped the group to forge a relationship with some Baloch nationalists who invited the group members to travel to Balochistan and help the nationalists set into motion some education related projects.After the loss of East Pakistan in 1971, the populist PPP had formed a new elected government at the centre, whereas the leftist NAP was heading the provincial government in Balochistan.In 1973, the PPP regime accused NAP of fostering a separatist movement in Balochistan and dismissed it.In reaction, hordes of Baloch tr ibesmen picked up arms and triggered a full-fledged guerrilla war against the Pakistan Army.NAP workers gather outside the offices of the party in Quetta soon after the NAP regime in Balochistan was dismissed by Prime Minster Bhutto in 1973.About five members of the London Club decided to quit their studies in London, travel back to Pakistan and join the insurgency on the Baloch nationalists’ side.They were all between the ages of 20 and 25, came from well-off families and none of them were Baloch.Four were from the Punjab province and included Najam Sethi, Ahmed Rashid, and brothers Rashid and Asad Rehman. One was from a Pakistani Hindu family:Dalip Dass.All wanted to use the Balochistan situation to ‘trigger a communist revolution in Pakistan.’Dass was the son of a senior officer in the Pakistan Air Force. After his schooling in Pakistan, he had joined the Oxford University in the late 1960s where he became a committed Marxist.Dalip Daas (right) chatting with a friend at a Pakistani college. He soon travelled to London to join Oxford University before secretly returning to Pakistan to join the Baloch guerrilla fighters in the mountains of Balochistan.Asad and Rashid Rehman were sons of Justice SA Rehman who had been a close colleague of the founder of Pakistan, Muhammad Ali Jinnah.Najam Sethi came from a well-to-do middle-class family in Lahore and so did Ahmad Rashid whose family hailed from Rawalpindi.All five members had travelled to England to study in prestigious British universities.Initially, they were energised by the left-wing student movements that erupted across the world (including Pakistan) in the late 1960s.When they reached their respective universities in London, they got involved in the student movements there but kept an eye on the developments in Pakistan where a student movement had managed to force out the country’s first military dictator, Ayub Khan (in 1969).The study group honed its knowledge of Marxism, but also began studying revolutionary guerrilla manuals authored by such communist revolutionaries as Che Guevara, Carlos Marighella and Frantz Fanon.When a civil war between the Pakistan Army and Bengali nationalists began in 1971 in former East Pakistan, the group, that originally consisted of about 25 Pakistanistudents studying in England, began to publish a magazine called ‘Pakistan Zindabad’ that severely criticised the role of the Pakistani establishment in East Pakistan.The magazine was smuggled into Pakistan and then distributed in the country by Pakistani left-wing student groups such as the National Students Federation (NSF) that had also led the movement against the Ayub regime.One of the issues of the magazine fell into the hands of some veteran left-wing Baloch nationalist leaders in Balochistan.One of them was Sher Muhammad Marri who at once sent Muhammad Babha to London to make contact with the publishers of the magazine.Sher Muhammad Marri (third from left) with Baloch fighters in 1968.Muhammad Babha whose family was settled in Karachi, met the members of the study circle in London and communicated Marri’s invitation to them to visit Balochistan.Seven members of the circle agreed to travel to Balochistan. However, two backed out, leaving just five.All five decided to travel back to Pakistan without telling their families who still thought they were studying in England.The years 1971 and 1972 were spent learning the Baloch language and customs, and handling and usage of weapons – especially by Asad Rehman, Ahmad Rashid and Dalip Dass who would eventually join the Baloch resistance fighters in the mountains once the insurgency began in 1973.Najam Sethi and Rashid Rehman stationed themselves in Karachi to secretly raise funds for the armed movement.Each one of them believed that the government’s move against the NAP regime was akin to the establishment’s attitude towards the Bengalis of the former EastPakistan (that broke away in 1971 to become the independent Bengali state of Bangladesh).The young men’s parents all thought their sons were in London, studying. It was only in 1974 when the government revealed their names that the parents came to know.The three men in the mountains took active part in the conflict, facing an army that used heavy weaponry and helicopters that were supplied by the Shah of Iran and piloted by Iranian pilots.All three had also changed their look to suit the attire and appearance of their Baloch comrades.Asad Rehman tracking the mountains of Balochistan with his group of Baloch fighters in 1974.First to fall was the 23-year-old Dalip Daas. In 1974, while being driven in a jeep with a Baloch comrade and a sympathetic Kurd driver into the neighbouring Sindh province for a meeting with a Sindhi nationalist, the jeep was stopped at a military check-post on the Balochistan-Sindh border.Daas=0 and his Baloch comrade were asked to stay while the driver was allowed to go. Many believe the driver was an informant of the military.Daas was taken in by the military and shifted to interrogation cells in Quetta and then the interior Sindh. There he was tortured and must have died because he was never seen again. He vanished.For years friends and family of Daas have tried to find his body, but to no avail. He remains ‘missing.’A tra nsformed Dalip Daas just before his arrest, torture and death.After Daas’ disappearance, Rashid Rehman who was operating with Najam Sethi in Karachi went deeper underground.In 1976, the 28-year-old Sethi’s cover was blown and he was picked up by the military and thrown into solitary confinement.More than 5,000 Baloch men and women lost their lives in the war that ended when the PPP regime was toppled in a reactionary military coup in 1977.Asad and Rashid Rehman remained underground till 1978 before departing for Kabul and then to London.Ahmed Rashid also escaped to London.Asad returned to Pakistan in 1980 before going back, this time to escape the right-wing dictatorship of Ziaul Haq.He again returned to the country and became a passionate human rights activist and continued speaking for the rights of the Baloch till his death in 2013.Asad Rehman in 2012. He passed away in 2013.After his release in 1978, Najam Sethi became a successful publisher and progressive journalist. Today he is also known as a celebrated political analyst and a popular TV personality.Najam Sethi in 2012. A corrupt, low-level cop with a healthy dose of street smarts rises to control hundreds of illegal gambling dens in Pakistan’s largest city. By doling out millions of dollars in illicit proceeds, he protects his empire and becomes one of the most powerful people in Karachi.
The allegations against Mohammed Waseem Ahmed — or Waseem “Beater” as he is more commonly known — emerged recently from surprise testimony by a top police commander before a crusading anti-crime Supreme Court judge. The story has given a rare and colorful glimpse into the vast underworld in Karachi, a chaotic metropolis of 18 million people on Pakistan’s southern coast.
The sprawling city has become notorious for violence, from gangland-style killings and kidnappings to militant bombings and sectarian slayings. Further worrying authorities have been signs that the Pakistani Taliban are using the chaos to gain a greater foothold in the city.
For months, the Supreme Court’s Chief Justice Iftikhar Chaudhry has been leading special hearings on Karachi’s crime, berating the city’s top police officers for failing to act. This past week, he demanded they move in to clean up so-called “no-go” areas — entire neighborhoods where police fear to tread — according to local press reports.
Further fueling the problem is rampant police corruption, undermining efforts to combat the city’s violent gangs and extremists. Among the public, the police nationwide are seen as the country’s most crooked public sector organization, a high bar given claims of pervasive corruption throughout the government.
The allegations surrounding Ahmed further fuel questions about the overlap between Karachi’s underworld and its police forces. After the testimony to the Supreme Court earlier this year, police officials in Karachi provided The Associated Press with additional details over his reported rise.
The AP made repeated attempts to contact Ahmed, who has been removed from the force and fled to Dubai, but was not successful.
Ahmed came from a poor family in Karachi’s old city and joined the police force in the 1990s. He soon started working as a “beater,” a low-level thug who works for more senior cops to collect a cut from illegal activities in their area, such as gambling, prostitution and drug dealing, said half a dozen police officers who knew him personally at the time. They all spoke on condition of anonymity for fear of retribution.
Ahmed, who sports a bushy black mustache and usually dresses in a simple, white shalwar kameez, earned a reputation for carrying out his illicit work efficiently, said two police officers who have known him ever since he joined the force. That reputation helped him forge relationships with more senior figures, and eventually he was collecting money for some of the top police officers and civilian security officials in Karachi, they said.
The heavyset 40-year-old also attracted the attention of a local boss who controlled the largest concentration of illegal gambling dens in Karachi, located in the city’s rough and tumble Ghas Mandi area, where Ahmed worked, said the policemen and a local journalist. The two teamed up to expand their gambling empire to other parts of Karachi and surrounding Sindh province.
Gambling was not always illegal in Pakistan, a nation of 180 million people that gained independence from Britain in 1947 as a sanctuary for Muslims who did not believe they could thrive as part of what is now India, a majority Hindu state. Despite the religious undertones of Pakistan’s founding, the country’s major cities, such as Karachi and Lahore, were relatively liberal places in the first few decades after independence. Alcohol flowed freely in nightclubs filled with dancing girls.
But in 1977, Prime Minister Zulfikar Ali Bhutto banned gambling and alcohol for Muslims in an attempt to appease Islamic hard-liners. Drinking and gambling, which are forbidden in Islam, didn’t stop, but much of it was driven underground.
The gambling dens in Ghas Mandi are hidden behind nondescript facades down dark alleyways with tangled electrical wires hanging overhead in one of the oldest and densest populated parts of Karachi.
In one den, a dozen men dressed in shalwar kameez sat in a semicircle on the floor playing a local card game, mang patta, beneath bare bulbs hanging from the ceiling. The men sipped tea and tossed 100 rupee ($1) poker chips at the dealer.
In an adjacent room, a handful of men played chakka, a game that involved guessing the numbers that would appear when the dealer rolled three dice out of what looked like an old leather Yahtzee cup. Rupee notes were placed on a table as bets and held in place by a large metal washer. Everyone stopped their games when the Muslim call to prayer came over a loudspeaker from a nearby mosque — and they promptly resumed the dice and cards once the prayer ended.
Ahmed earned tens of thousands of dollars each day from hundreds of such gambling dens, said the policemen and journalist who knew him. He also collected extortion money from drug dealers and brothels and smuggled diesel fuel into Karachi from neighboring Iran, where it is much cheaper, they said.
He distributed cash to senior officials, and the pay-outs made him one of the most powerful people in Karachi’s police force, said his acquaintances. He won significant influence over who was posted to senior positions, thus providing him with protection, they said. Known as a man of few words who rarely loses his cool, Ahmed also handed out money to Karachi’s powerful criminal gangs and traveled with roughly a dozen armed guards as an insurance policy.
He was sailing smoothly through the underworld until one of the Supreme Court sessions in January.
A petitioner outlined to the court allegations of Ahmed’s illicit activities and his power in the police force. Chief Justice Chaudhry then asked senior police officers and civilian officials who were present about the allegations. They all expressed ignorance.
But Deputy Inspector General Bashir Memon spoke up and backed the petitioner’s claims.
“I said yes, Waseem ‘Beater’ is present among the ranks of the Karachi police. He controls the gambling business in Karachi,” Memon told The Associated Press. “I also confirmed that he is involved in the transfer and posting of junior and senior police officers.”
Another senior police officer in Sindh province, Sanaullah Abbasi, also testified that he knew Ahmed and that he controlled gambling dens in Karachi.
Chaudhry lambasted the senior officials for not going after Ahmed and asked Memon whether he was concerned about contradicting his colleagues.
As a sign of Ahmed’s power, Memon said he was told the same day he would be transferred out of Karachi, but the Supreme Court canceled the transfer order.
Ahmed was dismissed from the police force after the Supreme Court hearing, according to two senior police officers, and government records indicate he flew to Dubai and has not returned.
Hassan Abbas, an expert on the Pakistani police at the New York-based Asia Society, said Ahmed’s case provides a stark illustration of the level of corruption in the Karachi police force, which he described as the worst in any of Pakistan’s major cities. Criminal cases are currently pending against 400 police officers serving in Karachi, said Abbas.
Civilian officials, who also benefit from corruption, have shown no willingness to reform the system, making the force relatively ineffective in cracking down on criminal gangs and Islamist militants in the city, said Abbas.
“The chaos in Karachi provides criminal gangs with the cover they need to operate,” said Abbas. “Corruption provides an incentive to continue that chaos.”
