9/11 changed the global dynamics

On the morning of 9/11/2001, unknown hijackers flying two passenger planes struck the twin towers in New York with short intervals, the third plane headed for Washington and struck part of Pentagon building and the 4th plane on its way to Pennsylvania was shot down. The flummoxed US security watched the gory drama for hours helplessly.

The US media blared earth shaking news and cried hoarse over the air terrorism which took the lives of little over 2700 Americans. The world was shocked and the world leaders shed tears of anguish and sympathy over the great tragedy, while the Zionists drew satisfaction that they were successful in hoodwinking the world. 9/11 changed the global dynamics and from that time onwards the world moved differently.

All the three successive regimes of the USA led by George W. Bush, Barack Obama and Donald Trump played into the hands of the Zionists, American Jewish lobby and Israel, and used excessive military force to destroy the targeted Muslims countries, and to kill, maim and displace the Muslims ruthlessly under a pre-planned agenda.

Each year, wreaths were laid on the graves of the innocent Americans who died in New York, but no tear was shed for the millions of Muslims who were killed by the revengeful Americans for no fault of theirs.

Al-Qaeda blamed without evidence

Since Osama bin Laden (OBL) hailed from the Kingdom of Saudi Arabia (KSA) and most of the 19 hijackers were from KSA, it was assumed that OBL based in Afghanistan and heading Al-Qaeda had master-minded the attacks. Al-Qaeda was squarely blamed on the basis of assumptions that it had been involved in attacks against American targets since 1997 and had carried out attacks on the US embassies in Kenya and Tanzania in 1999.

Crusade against the Muslims

Fuming George W. Bush declared that the US was at war and pledged to avenge. He avowed the Global War on Terror (GWoT) as a ‘crusade’ against the perpetrators without collecting a shred of evidence. The Americans sitting in the hall stood up from their seats and cheered him thunderously, while the world leaders extended their support to bludgeon the ones who had dared to attack the mighty sole super. Not a single country spoke in support of the Taliban regime which had no role to play in the attacks. Their only fault was that they had refused to hand over OBL without providing them proof of his involvement.        

The overall agenda was to demean Islam, which after the demise of communism in Russia was viewed as a major threat to the capitalism, the arms, drugs and pharmaceutical barons and the unjust global international order run by the sole super power.

Israel and India, the two strategic partners of the US, didn’t take part in the GWoT initiated by the US in Oct 2001, but drew maximum benefits from the war.

The UN-recognized freedom movements of the Palestinians and the Kashmiris to free their lands from illegal occupation of Israel and India were categorized as terrorism, thereby giving a free hand to the two fascist and racist countries, Israel and India, to brutalize the Palestinians and the Kashmiris unpityingly.

Denuclearization of Pakistan

In order to disable the nuclear program of Pakistan covertly, Pakistan was deceitfully made an ally and Pakistan readily fell into the honeycombed trap.

India was assigned the responsibility to plan and execute the biggest covert war against Pakistan from Afghan soil, and make it politically unstable, economically and militarily weak and socially divided; subsequently, launch a limited war under Cold Start Doctrine and the nuclear overhang to destroy Pak armed forces. 

RAW along with 14 intelligence units, seven Pakistan specific Indian Consulates and Indian Embassy in Kabul set up a huge terror infrastructure in Afghanistan with 70 training camps and centres in 2002 and were given full support by the CIA, Mossad, MI-6, BND and NDS.

Proxy war against Pakistan

 

 

 

Initial objectives of destabilization were FATA in the northwest and Baluchistan in the southwest of Pakistan. This was done through proxies hired from Pakistan. In FATA, Pakistani Taliban were used as mercenaries. In Baluchistan, the Balochi tribes of Bugtis, Marris and Mengals were brought in line and proxies like BLA, BRA and BLF were created.

The proxies were funded, trained and equipped to carry out acts of sabotage and subversion in the two combat zones. The flames of terrorism were to be subsequently spread to all parts of Pakistan. The MQM was also roped in to destabilize Karachi, the hub of Pakistan’s economy.

 

Pakistan coerced to join Global War Against Terrorism (GWoT)

Pakistan under Gen Musharraf who had been bullied to ditch the ruling Taliban regime of Mullah Omar and to extend full support to the US to capture Afghanistan was later on coerced to send regular troops into South Waziristan (SW) in 2003 to flush out the Al-Qaeda and the ones harboring them. This was in violation of the agreement signed in 1948 by Quaid-e-Azam and the elders of FATA to keep the tribal belt outside the ambit of Pakistan’s penal laws and parliamentary system and to let them be governed by the British enacted Political Agent system and the Frontier Constabulary Rules. The Frontier Corps could only operate in FATA.  

Intrusion of regular troops into SW fueled Talibanization and by Dec 2006, with the active support of the CIA and FBI, Tehreek-Taliban-Pakistan (TTP) was born. Well over 600 pro-Pakistan Maliks, elders and religious leaders were killed to create space for the TTP under Baitullah Mehsud. After the death of Akbar Bugti in a mountain cave in 2006 because of a mysterious blast at a time when the Army’s delegation approached him to sign a peace agreement, the insurgency in Baluchistan morphed into a separatist movement and several Baloch Sardars fled abroad who are being patronized by their western hosts and India. Insurgencies in the two regions were well-synchronized by the master planners.   

Pakistan’s hands tied

When armed insurgency suddenly erupted in Indian Occupied Kashmir in Oct 1989 and gave a chance to Pakistan to even up the score of 1971 with India, the US threatened Pakistan to stay out of it or else it will be declared a terrorist state. Pakistan under Benazir Bhutto and Nawaz Sharif (NS) complied meekly and quietly watched the massacre and torture of Kashmiris by the occupying 700, 000 Indian forces.

Pakistan once again became powerless to initiate a proxy war to counter the RAW-NDS covert war after 9/11 that had become an existential threat to its security by 2009, because its hands were tied by the new laws on terrorism framed by the US. Those abetting terrorists were to be held equally responsible for terrorism. India and Kabul regime were given a free hand and have still not been held accountable since the framers of anti-terrorism laws are themselves involved in this game.   

Pakistan’s fault lines attacked

The band of conspirators in Kabul hatched a series of conspiracies and kept funding and arming the paid proxies to bleed the Pak security forces and to create instability and insecurity in the country. To boost the covert war, the propaganda war was upgraded to hybrid war and the moles of foreign agencies deployed in Pakistan aided by purchased Pakistani media started accentuating ethnic, sectarian, religious and political fault lines of Pakistan in order to foment intolerance, extremism and hatred among various sects and political parties.

Keeping the model of East Pakistan where the Bengalis were successfully brainwashed, the minds of the people of smaller provinces were poisoned to fill their hearts with hatred against the ruling government, Punjab and Pak Army/intelligence agencies. Focus has mainly been on weakening the trunk of the army and the ISI which have blunted all the conspiracies and dangerous plans of the adversaries.

Pakistan’s subservience

 

Pakistan’s successive regimes have pursued a policy of appeasement due to which its adversaries have been taking full advantage. Subservience to the US dictates touched new heights during the tenure of Gen Musharraf. Each and every demand of Washington was obsequiously obeyed and no eyebrow was raised on the never ending mantra of ‘Do More’ or the insults and accusations hurled by the US leaders. It was incomprehensible for every Pakistani as to what compelled nuclear Pakistan to mollify the two US installed Kabul regimes which took dictations from the US and India. Hamid Karzai and the unity regime of Ashraf Ghani (AG)-Dr. Abdullah never spared any opportunity to bad mouth Pakistan. Till as late as 2017, Pakistan kept appeasing India as well. Pakistan’s 80,000 human and 150 billion dollars financial losses were the doings of RAW and NDS.

Pakistan’s successive regimes from the time of Gen Musharraf to Zardari and Nawaz Sharif ignored the hard fact that RAW and NDS couldn’t have carried out massive covert and propaganda wars from Afghan soil without full support of the CIA and approval of the US. The trio as well as Israel and the West are on one page. The Quad apart from achieving their global ambitions, they are continuing to demean Islam as a policy.

So what could be the compulsion of Pakistani leadership was a million dollar question asked? The only obligation is that our leaders are too infatuated with the USA and cannot get out of its magic spell irrespective of whatever cost the nation has to pay.

The devastating impact of this one-sided appeasement was that Pakistan lost its nuclear deterrence, its honor and dignity, and anyone could insult or slap Pakistan and get away with it. Pakistan was blamed for all the sins of Indo-US-Afghanistan nexus and was declared ‘nursery of terrorism’, ‘most dangerous country’ and a ‘failing state’. Pakistan took the barbs without a whimper and kept promising to do more to please the double-dealing USA, which never wanted Pakistan to become a self-reliant country. 

 

Pak-China Equation and CPEC

 

Apart from Pakistan’s nuclear program, other eyesores that were unacceptable to the Indo-US-Israel nexus were Pak-China closeness and the CPEC. Terrorism was stepped up by RAW-NDS to scuttle CPEC. Pakistan was lured by KSA and UAE by granting heavy loans and promising establishment of oil refinery at Gwadar, and the US promising activation of ROZs in former FATA and an economic zone at Karachi as an alternative to the CPEC.

A sustained media warfare was launched against China. Major themes played up were: CPEC passes through disputed territory of Gilgit Baltistan; China is a replica of East India Company; Pak-China trade is heavily tilted towards the latter; 90% of the benefits of CPEC are taken by China; China is buying properties in Pakistan at a vast scale and weighing down Pakistan under its loans; Chinese are luring Pakistani girls to marry them, and after taking them to China are being tortured and sexually exploited; Chinese are inhumanly torturing the Muslim Uighurs in Xingjian province.

While Pakistan military made no compromise on the nuclear program, cracks appeared in Pak-China friendship in 2018/19 over CPEC due to irresponsible statements made by Razaq Dawood and some other PTI ministers saying that all the CPEC agreements will be revised. Resultantly CPEC which had galloped fast in the first phase came to a halt for almost a year.

    

Pakistan’s defiance

The first brick of defiance was laid by PM Liaqat Ali Khan by refusing the USA to convince/pressurize Iran not to nationalize its oil. The second brick was laid by the PM ZA Bhutto when he refused Henry Kissinger to close Pakistan’s nuclear program. Both had to pay a big price; Liaqat was murdered and Bhutto was hanged. Nawaz Sharif in May 1998 rejected pressures from Bill Clinton and Tony Blair, turned down the inducement of $ 5 billion and went ahead in carrying out six nuclear tests in response to five conducted by India. In 1999, he was unseated. Gen Ashfaq Pervez Kayani as army chief lost his cool after the NATO’s Apache gunship helicopters attacked Pakistan army posts in Salala (Mehmand Agency) on Nov 26, 2011 killing several officers and men. This offensive act was a follow up of incidents of Raymond Davis in January 2011 followed by stealth helicopters attack in Abbottabad to get OBL on May 2, and the Memogate scandal in Oct. In reaction, Pakistan Army discontinued military cooperation, intelligence sharing and training of Frontier Corps by the US trainers, and cancelled all visits and courses. The two supply routes used by the NATO containers were blocked and the Shamsi airbase in use by the CIA since 2003 was closed. Situation was normalized in July 2012 after Washington tendered an apology with an assurance that such an act will not be repeated.  

In 2017, Gen Qamar Javed Bajwa took a bold stand by stating that ‘We will not do more’, and ‘it is time for others to do more’. The next was his perseverance to erect a fence along the border with Afghanistan and Iran. Both the Kabul regime and the US exerted extensive pressure to stop the erection of a fence along the western border. 92% fencing of western border and 47% of southwestern border has been completed and both will be completed by Aug 2021 and end of this year respectively. Radical improvement of border management was another feat that has been accomplished. Next will be the fake national identity cards issued by NADRA in millions to foreigners, mostly the Afghans including the one held by AG.    

PM Imran Khan (IK) showed mirror to the arrogant West for the first time in his maiden address to the UN in 2019 reminding them that no money laundering was possible from the third world without the tax havens in the European capitals. He also exposed the ugly face of India comparing RSS with Nazis and Modi with Hitler and this has been his consistent theme. Standing up to India’s belligerence in February 2019 and giving a befitting response goes to his credit.

Extreme American pressure on Pakistan by the US to detach itself from the CPEC was resisted. Thankfully, dormant CPEC has been fully reactivated and now the lost time is being recouped with full vigor.

Pak-China friendship has blossomed into a strategic partnership, which is analogous to the US-Israel and the US-India partnership. 

The biggest jolt given to the US by Pakistan was IK’s refusal to meet the CIA Director and Foreign Secretary and then refused to give it a military base for so-called counter-terrorism operations against the Al-Qaeda, Daesh and Taliban. IK’s ‘Absolutely Not’ became a buzzword in Pakistan. Such acts of defiance from the compliant state were stupefying for the totalitarian USA.    

Drop scene for the USA and India

The arrogance and prestige of the USA boasting to be the mightiest and invincible military power has been rolled in the dust by the rag tag, ill-equipped, ill-dressed and ill-fed Taliban after they forced the US-NATO forces to exit from Afghanistan. The Taliban outwitted the occupation forces and the collaborating forces, and the way they overpowered the country was a textbook example of military brilliance. They also displayed diplomatic finesse by engaging with all the neighbors to set aside their fears. Politically they played their cards shrewdly by keeping their Doha political office active, treated the surrendering troops and the people of the captured cities with compassion, and won the confidence of all segments of the society.   

The pugnaciousness of six-times bigger India and constant machinations of five intelligence agencies in collusion with RAW to break Pakistan into four parts spread over 16 years have been foiled by Pakistan armed forces and the ISI, which is a big achievement and an embarrassment for India.

Having spread its tentacles in all the departments of Afghanistan and spent $ 3.5 billion in various projects including a dam in Herat, India is today in a fix. After the hurricane-like advance of the Taliban capturing one city after another, India winded up all its Consulates and RAW operatives have fled away. They have destroyed or shifted all the incriminating documents showing their dirty works against Pakistan.            

Ramifications for the USA

The ignominious departure of the occupying forces and ending of the 20-year war in Afghanistan will have grave ramifications for the USA, as was the case with the former USSR in 1989. It had taken only two years for the USSR to fragment and be reduced to the Russian Federation in 1991. The US not only lost the war in Afghanistan, but it is also withdrawing its troops from Iraq by the end of this year as demanded by the Iraqi PM Mustafa al-Khademi. It has withdrawn its support to the Saudi coalition against Yemen, and is likely to exit from Syria where Bashar al-Assad has been re-elected. China is on the rise and Russia under Putin is resurging. Joe Biden is facing criticism on account of the hasty exit of the US troops from Afghanistan, which in view of the critics emboldened the Taliban to race to Kabul. He and his predecessors are likely to face the music of the Americans as to why they fought the longest war, what objectives they achieved and at what cost and why they consistently lied to them.

The spoilers still in action

The spoilers of peace with India in the lead wanted to keep Afghanistan unstable. While the Taliban kept gaining ground, RAW and NDS continued with their proxy war in Pakistan, demeaned the Taliban and resorted to disinformation campaigns.

Lahore blast, followed by spate of terrorist attacks in Waziristan and Baluchistan, the Dassu attack in which 9 Chinese and 3 locals lost their lives, and the engineered drama of abduction of daughter of ambassador of Afghanistan in Islamabad were masterminded by RAW-NDS. There are indications that the CIA was also involved in the Dassu incident.  

In July, India’s transport planes flew over Iran’s airspace four times to deliver 80 tons of war munitions to Kandahar military base and the same quantity to Kabul for the ANA. The US jets flew from the UAE airbase over Tajikistan’s airspace to attack the Taliban in Kandahar. Indian pilots flew gunship helicopters in support of the besieged ANA troops.

The eight warlords were asked by the Kabul regime to reactivate their militias and to confront the Taliban but the prominent warlords fled abroad and Ismail Khan in Herat is in the custody of the Taliban.

Current situation in Afghanistan

All the efforts of the spoilers misfired and the Taliban have taken full control over the whole of the country without much fighting. Their 6000 prisoners locked up in provincial capitals and Bagram air base which the Kabul regime were not releasing were freed by the Taliban themselves.

After moving closer to Kabul and tightening the noose around it, their fighters entered Kabul on August 15, forcing AG to flee to Tajikistan with his whole team on the afternoon of 15 August without tendering resignation. The same evening the Taliban fighters captured the presidential palace, but the Taliban leadership announced general amnesty to all and announced that Kabul will not be captured forcibly.

The Taliban leadership rejected the proposal of an interim setup for which Dr. Abdullah, Hamid Karzai and Gulbadin Hikmatyar as members of Afghan Rabita Council are working, and want power to be directly handed over to them. The Taliban are in a commanding position to arrive at a political settlement of their choice, but they are likely to share power with others as well.  

In case AG doesn’t tender his resignation in the next 1-2 days, he may possibly establish a government in exile on the advice of his patrons. The Northern Alliance might be once again activated duly patronized by the West and India to brew instability in Afghanistan.

Russia and China are likely to provide full support to the Taliban.

Pakistan is in two minds, whether to go along with the international community influenced by the USA, or to support the Taliban.  

UK’s PM Boris Johnson who had termed the Doha Agreement as ‘a rotten deal’, and had also declared Biden’s decision to pullout ‘a big mistake’, has called for an emergency meeting of the UNSC to discuss the situation in Afghanistan. He has advised all not to recognize the Taliban regime if they take over power by force.    

   

Lessons for Pakistan

Learning lessons from the repeated betrayal and double game of the US, unrelenting hostility of the US installed regime in Kabul, and not so trustworthy relations with Iran which is still aligned with India, Pakistan’s leadership seem to have started differentiating between friend and foe. Most problems have occurred from Pakistan’s enchantment of the USA due to which it had to appease India and Afghanistan.  

The first bold action taken by Pakistan was to give a clear message that the days of fighting someone else’s war and provision of bases are over and Pakistan would only extend cooperation for peace and not for war and conflict.  

China is the only neighbor which has never let down Pakistan and has gone out of the way to help Pakistan during its testing times. Strong bondage between the two iron brothers would help in keeping the enemies at bay.

Pakistan’s growth of understanding with China, Russia as well as with Central Asian Republics are a good omen. If Afghanistan under the Taliban and Iran join this grouping, it can keep the spoilers of peace checkmated, but Iran has its own ambitions.  

The Taliban couldn’t have achieved successes with such a lightning speed without the support of the people. Irrespective of the outsiders advocating a broad based and inclusive government in Kabul, the Taliban’s return to power and re-establishment of an Islamic Emirate is irreversible.    

Future government in Kabul with the Taliban in the driving seat will be in the interest of Pakistan since it would radically diminish India’s perverse influence in Afghanistan, and Pakistan will get rid of the RAW-NDS cross border terrorism. However, in case the insensitive and biased international community dominated by the US decides to ostracize the would-be Taliban regime, Pakistan in its bid to remain in good books of the US, might mellow-down its defiance and refuse to recognize the Taliban regime, thereby once again putting the country in jeopardy.

It must not be forgotten that while Pakistan is good at losing friends, India is good at befriending its enemy’s friends. Twice betrayed by Pakistan, the Taliban could be swayed by India.

Ali Wazir has posted a video clip on social media showing Punjab Police manhandling some persons. He has craftily given a twist to the story by projecting the Pashtuns living in Punjab as the victims. I am sure, he must have been handsomely rewarded by RAW or NDS for this villainous act which has raised the tempers of the Pashtun community. Imran Khan added fuel to fire by giving a color to anti-terrorism drive in Punjab as racial profiling of the Pashtuns. Opposition leader Khurshid Shah sprinkled more oil on the hurt feelings of Pashtuns. The Pashtun nationalists took to twitter to vent their anger. The Khyber Pakhtunkhwa (KP) Assembly has passed a resolution demanding an immediate halt to anti-Pashtun campaign in Punjab and has warned of dire consequences if it is not stopped. Asfand Wali threatened to oust Punjabis from KP. Pamphlets are in circulation. Within no time, Afghan social media posted series of fake videos to paint Pashtuns as victims of Punjab vandalism. Altaf Hussain sitting in London also sung the same song. Liberal and progays Marvi Sarmad tweeted in favor of Pashtuns. The speed with which all of them have ganged up for a fake cause is quite intriguing. None bothered to see that the clip going viral on social media relates to a 15 years old incident in Baluchistan province and not Punjab, in which suspected Afghans were rounded up by the police. The clip seems to be cleverly doctored. Notorious Jibran Nasir is the main instigator behind racial profiling memo.

Coming weeks are likely to witness the shrill exchange of hot words and accusations between the KP and Punjab governments, duly aggravated by social media, which is already working on someone else’s agenda. The purpose behind exacerbating ethnic feelings is to drive a wedge between the Punjabis and Pashtuns. The two communities have been at peace and enjoying most cordial relations in all the provinces and never picked up arms against each other. Pashtuns settled in Punjab do not wish to return to KP.  

The juvenile reaction of nationalist Pashtuns is a consequence of the nationwide operation Raddul Fasaad that was launched in the wake of a new wave of terrorism unleashed from the soil of Afghanistan in which targets were struck in all the four provinces and almost 200 people were killed. It was gathered that the handlers and facilitators in each incident were from inside Pakistan. The whole trail has been unearthed after arresting the accomplices. The security forces have no political axe to grind and go after terrorists only who have no religion or ethnic identity.    

The main objective of the operation is to destroy leftover hideouts/camps of terrorists both sides of the Durand Line, get hold of handlers, facilitators, carriers and financiers of terrorists, demolish sleeping cells and terrorists network in urban centres, choke funds and supplies by  further improving border management, and expedite implementation of 20 points of National Action Plan (NAP). This operation in which all the three services are taking part under a coordinated plan had been necessitated in the wake of dangerous agenda of enemies of Pakistan to destabilize, denuclearize and balkanize Pakistan. For the achievement of their sinister goals, they have been making all out efforts through paid proxies and propaganda war to make Pakistan insecure and to make CPEC less attractive for outsiders.

India has all along been resorting to subversive activities in Pakistan to breed misgivings, disenchantment and hatred between smaller provinces and Punjab on the basis of socio-politico-economic grievances, stir up provincialism by encouraging fissiparous tendencies, stoke ethnicity and sectarianism, widen religious divides and sharpen political polarization and befriend 5th columnists and disgruntled elements. India helped by its moles in Pakistan has been playing its role in making power centres fight with each other and in spoiling civil-military relations.

The purpose behind subversion is to keep Pakistan perpetually politically unstable, economically weak and internationally isolated and discredited. A segment of Pakistani media, NGOs, and pseudo-intellectuals on the payroll of foreign powers have been instrumental in sensationalizing weak points and undermining strengths.

Former NWFP was already in the grip of Pakhtun nationalism at the time of partition and Pakhtunistan stunt championed by Khan Brothers (associated with Indian Congress) and had the support of Kabul. The movement has still not died down since the likes of Asfandyar Wali and Mahmood Achakzai, helped by India and Afghanistan, carry forward this agenda. Billboards of ‘Greater Pakhtunistan’ were on display in KP during the last PPP rule. 

After successfully stoking Bengali nationalism and building hatred against West Pakistan in general and Punjab and Army in particular, India accomplished its mission of separating East Pakistan from the body of Pakistan in 1971.

RAW was next mandated to achieve similar results in Sindh and Baluchistan. Sindhi and Baloch nationalism were fueled in the two provinces to intensify hatred against Punjab and the Federation. RAW’s efforts gave birth to Sindhu Desh movement of Sindhi nationalists led by late GM Sayed in Sindh. Baloch insurgency led by Marris and Mengals in Baluchistan in the 1970s was a follow up of earlier rebellious tendencies of some Baloch Sardars and of Samad Achakzai in Baluchistan. Under the name of Baloch nationalism, settlers were targeted and forced to migrate. The Baloch insurgency was fully supported by KGB, RAW, and KHAD.

Having succeeded in subverting the Sindhis, RAW stimulated anti-Sindhi sentiments among the Urdu-speaking settlers in urban Sindh and pitted new Sindhis against old Sindhis, again on the basis of socio-economic grievances. Altaf Hussain established APSMO in 1978 and created MQM in 1984. RAW handed him the blueprint plan of Mujibur Rahman led Awami League, how to go about separating urban Sindh from rest of Pakistan and creating a new state for the Mohajirs. Altaf was glamorized and popularized among the Urdu speaking community as their hero. Besides blaming the Sindhis, Altaf and his disciples blamed the establishment and agencies for the woes of Mohajirs. This line was adopted to project the Mohajirs as victims and to hide fascist and terrorist activities of the MQM aimed at controlling Karachi and Hyderabad through terrorism. A stage came when the MQM militants indulged in bloody duels against the Sindhis and settlers from other ethnic communities in Karachi in the late 1980s. Three operations were launched in the 1990s to control MQM militancy.

After 9/11, FATA was created as a new conflict zone by RAW and its allied agencies to fan terrorism in Pakistan. TTP was created with an ostensible aim of demolishing the existing governing structure and replacing it with Sharia-based system and establishment of Islamic Emirate. The real aim was however to stoke chaos, pin down a sizeable portion of Army in the northwest, and destabilize the country. Despite launching several large size military operations such as Rah-e-Raast, Rah-e-Nijat and Zarb-e-Azb, and recapturing the entire space captured by the TTP and its affiliates, terrorism couldn’t be rooted out.

The reason is that Afghanistan that had been converted into a strategic launching pad for cross-border terrorism in Pakistan in 2002 is still fully operative. All the planners, executors and coordinators of covert war sit under one roof at Sehra Neward Intelligence Centre north of Kabul and their objectives against Pakistan remain unchanged. The other reason is the Pakistani power wielders providing protection and funds to the terrorists and the natural alignment of the religious right with the TTP and other so-called religiously motivated militant groups.

Former Army chief Gen Raheel was right in stating that terrorism cannot be rooted out unless financiers, handlers, and facilitators are taken to task and the nexus of financial terrorism, corruption and terrorism is broken. The military prong which achieved over 80% progress couldn’t achieve conclusive results because of the bases in Afghanistan and backing of terrorists by foreign patrons and local supporters.     

Baluchistan that was peaceful from 1979 to 2003, was made restive in 2004 and this time Bugtis were made to join the Marris and Mengals as well other Baloch nationalists to wage province-wide insurgency backed by RAW, NDS, CIA, MI-6, Mossad. Socio-economic deprivations were once again drummed up and Nawab Akbar Bugti was made into a hero to promote Baloch nationalism. Punjab was held responsible for the backwardness of the province. Mega development projects were objected to and the Army, FC and intelligence agencies demonized on the made-up allegations that they were responsible for the Baloch missing persons and mutilated bodies. Sectarianism was fanned by targeting Hazara community in Baluchistan.

In September 2001, Altaf residing in London since 1992, gave an undertaking to Tony Blair of MQM’s full support in the war on terror. From 2008 onward, the re-strengthened MQM undertook planned destabilization of Karachi, the economic hub of Pakistan, so as to further bleed Pakistan’s economy. A spate of target killings, kidnappings for ransom and extortion was unleashed and the daily score of target killers was 10-12. Altaf kept raising alarm bells about the threat of Taliban and Pashtun settlers to the peace of Karachi, which in actuality had been ruined by the Sindh ruling coalition of PPP, MQM, and ANP. Sindh had begun to die an economic death.

Karachi was stabilized after a targeted and intelligence based operation was launched by the Rangers equipped with police powers under Article 147 of the Constitution in September 2013. However, MQM which was mainly responsible for lawlessness made a hue and cry that the operation was not even-handed and was Mohajir focused. When the Rangers started nabbing the ones involved in financial terrorism and went after some in interior Sindh, the ruling PPP started creating impediments in the way of Rangers.

The RAW sponsored MQM in Karachi has got divided into four factions – MQM London, MQM Pakistan under Farooq Sattar, Pakistan Sar Zamin Party under Mustafa Kamal and MQM Haqiqi under Afaq. Its militant structure has been broken and Altaf is debarred from making speeches on phone to instigate violence. Altaf is now the most hated man in Pakistan and a red warrant for his arrest by Interpol has been issued. Ironically, he is now trying to portray himself as a friend of Pashtuns and is openly espousing the agenda of enemies to break Pakistan into pieces. He is equating Indian atrocities against Kashmiris in occupied Kashmir with Rangers operation in Karachi against Mohajirs. Like Mujib, he is threatening the government to stop operation Raddul Fasaad or else face annihilation of Army.  He is exhorting his followers to get ready for the final battle against the Army and is seeking another Gen Arora like General in India.   

PPP, MQM, and PTI demanded an operation in Punjab arguing that it was also prone to crime and terrorism. They quoted the presence of Punjabi Taliban, Lashkar-e-Jhangvi (LeJ), Sipah Sahaba and Chotu gang in South Punjab. This demand was put in with an eye on elections in 2018, hoping that action against Punjabi militants will dilute the vote bank of PML-N in Punjab.

Punjab government expressed reluctance on the plea that law and order situation in Punjab was under control and developments works were proceeding smoothly.  It was owing to persistent demand of other provinces and the terror attack in Lahore on February 13th that it was decided to include Punjab in the ambit of operation Raddul Fasaad as well.

Some Inferences

As a result of RAW’s subversion, Pakistan had to face Sindhu Desh movement and MRD movement in interior Sindh, Mohajir movement in urban Sindh, Baloch separatist movement in Baluchistan, low-keyed Saraiki movement in southern Punjab, TTP insurgency in the northwest, and Balwaristan movement in Gilgit-Baltistan, each aspiring for a separate state outside the concept of Pakistan. Effective measures taken by the incumbent government, security forces and law enforcement agencies has taken the wind out of the sails of all the movements/insurgencies. 

Till 9/11, India was the support base for all the rebel groups/political parties in Pakistan. After the occupation of Afghanistan by the US in November 2001, Afghanistan has become the operational base. RAW has also been making use of Iranian territory for carrying out sabotage and subversion in Baluchistan and Karachi. Rajgarh and Ramgarh in Rajasthan continue to be used for dispatching supplies to the terrorists in Sindh, interior Baluchistan, and southern Punjab.

The proxies undertaking terrorism in Pakistan are the TTP, its breakaway faction Jamaat-al- Ahrar (JA), Lashkar-e-Islam, LeJ, Al-Alami, IMU and TTA based at Kunar, Nuristan and Nangarhar since 2009. RAW and NDS have outsourced terrorism and have circulated a menu-like price list to all these groups. Rupees 4 million is spent on a single suicide mission.

In Baluchistan, major proxies are BLA, BRA, BLF that used to operate from interior Baluchistan but now mostly operate from Spin Boldak and Lashkargah in Afghanistan. Their leaders espousing separatist agenda are housed by Britain, America, and Switzerland. A red warrant has been issued against Brahamdagh Bugti. Large numbers of Baloch fighters have voluntarily forsaken militancy and joined the mainstream thereby taking the steam out of the separatist movement. 

In Baluchistan, major proxies are BLA, BRA, BLF that used to operate from interior Baluchistan but now mostly operate from Spin Boldak and Lashkargah in Afghanistan. Their leaders espousing separatist agenda are housed by Britain, America, and Switzerland. A red warrant has been issued against Brahamdagh Bugti. Large numbers of Baloch fighters have voluntarily forsaken militancy and joined the mainstream thereby taking the steam out of the separatist movement. 

Baluchistan has weak border management and 95% of its territory is in control of ill-trained and corruption-prone Levies that are controlled by Sardars. Owing to over a dozen crossing points, it is more vulnerable to infiltration and requires concrete steps to prevent cross-border movement.  

Foreign agencies have been fishing in the camps of 3 million Afghan refugees residing in KP and Baluchistan since 1979 to find handlers and facilitators as well as saboteurs. They take full advantage of the porous western border with negligible border control mechanism. Apart from the socio-economic burden, unregistered among them have become a security hazard and has forced the government to expedite their return and also to verify them. Vested groups are however making hue and cry and making it into a political issue. Arrest and interrogation of suspected Afghan refugees are being mixed up with Pakhtun racialism.     

Daesh joined up with JA and TTP and has made Nangarhar as its base camp for fighting Afghan Taliban as well as striking targets and making inroads in Pakistan. Indian National Security Adviser Ajit Doval, supervising the whole covert war against Pakistan had facilitated Daesh marriage with JA-TTP in 2015.

All bases of TTP and its affiliates have been busted in the northwest and so have the Farari camps in interior Baluchistan. Since the start of 2015, all acts of terror emanate from Afghanistan right under the nose of NATO and CIA.

Afghan unity government which is a puppet in the hands of Washington and Delhi has adopted a hostile posture against Pakistan. It is averse to border management since it will prevent cross-border terrorism and also expose its oft-repeated claim that instability in Afghanistan is owing to terrorism springing from Pakistan. It has taken no step to dismantle safe havens of TTP and JA, and to close down Pakistan specific India consulates filled with RAW officers, or to rein in NDS.

For the first time, Pakistan has changed its defensive posture to offensive defence and has struck JA and TTP terror camps across the western border with precision. Western border has been closed. Pakistan has handed over a list of 76 most wanted terrorists belonging to these banned groups to Kabul for their extradition.

 An equally aggressive posture has been adopted along the LoC in Kashmir, which India has intentionally kept on the boil to distract the attention of the world from its atrocities in occupied Kashmir, which is slipping out of its hands. Gen Qamar Bajwa has given a loud message that he means business.    

Safety of the CPEC and Gwadar seaport has been ensured by deploying a division size force, while the Marine Force of Navy has been mandated to guard the coastline, exclusive economic zone and the sea lanes in the Arabian Sea.   

Frustrated by the failure of multiple covert efforts including pitting Deobandis against Barelivis, the enemies of Pakistan have devised a new plan to trigger Pashtun-Punjabi ethnic war to fail Operation Raddul Fasaad.

Punjab government will have to ensure evenhandedness in the ongoing operation in Punjab to allay the fears that Pashtuns are being racially profiled. At the same time, leaders of smaller provinces should also behave responsibly and avoid pouring scorn on Punjab for petty political gains.

Ongoing efforts to denigrate and topple the elected federal and Punjab governments will serve the interests of enemies only and will do no service to the country. What is needed is unity of federating units and a joint strategy to eliminate the scourge of extremism and terrorism.

There is a direct linkage between the terrorists and terror financing. This financing has a direct linkage with Mega Corruption lorded over by the politicians, particularly in Sindh who are raping the economic hub of the country like parasites. The police, the bureaucracy, and the judiciary in Sindh are playing the role of facilitators. Their thorough politicization has blunted the system of accountability.

No effort is in hand to reform the police, bureaucracy and criminal justice system. Till these flaws are doctored, NAP implemented in real earnest, the operational base of Afghanistan neutralized, and the border is effectively guarded, the military prong at its own will not be able to root out terrorism.

Lastly, law enforcement agencies will have to further polish the systems of investigation, intelligence gathering and sharing mechanism and rapid response system to achieve tangible results.

The perception about the Army seems to have undergone a sea change in the last six months. From  revered saviours as they were seen by a huge majority, they are increasingly being viewed as “neutrals” as the state they are sworn to defend is being brought to its knees by just a few hundred people. And if things keep going the way they are, “neutral” will be the least offensive epithet to be slapped on the Army by the people of this country.
What if India attacks Pakistan today, and our Army adopts a position of neutrality? What should the Army be called then?? For what is happening today is unobstructed plunder of national wealth of a scale so frightening that the “enemy” will have done us in without the need to fire a single shot. And this corruption is surely reflected in our national debt whose figures cannot be denied, and which has put a lien on our sovereignty. How can the Army, the ultimate guardian of our state look impassively on, as the very foundations of the state are being eroded? What should the people, who sustain the Army, call such neutrality?
This is a strange scenario where the people who are destroying the country are hiding behind the Constitution, and where the Army which can bring about an end to this horror is also citing the same Constitution for its inaction and passivity.
Indeed, this was the very aim of this mangled Constitution i.e to give immunity to the robber barons of the land, while counting on the pusillanimity of those who lead its Army. This was the perfect legal recipe for the success of an operation designed to take down the state.
In states with a slightly higher quotient of patriotism, it is clearly understood that when it is a choice between the state and the constitution, it is for the state that a patriot stands. 
This is what Ataturk did not need being schooled about in 1919, while the German Generals of the Second World War needed to be schooled in a lot earlier than 20 July 1944.
When every solution for the salvaging of the state lies exhausted, and the last solution is the only one that remains, not resorting to this solution does not make one a “constitutionalist”, it makes one a deserter at a time when he was most needed by his country.

The biggest bain of Pakistan today is a thoroughly irresponsive and virtually meaningless judicial system. 

The superior judiciary particularly many Supreme and High Court judge is corrupt through and through. M There are instances of private corporations purchasing high court judges in order to themselves personally write verbatim court judgements. 

The contents of the present Constitution and existing laws of Pakistan stand for zilch. All their articles and laws without a single exception can be interpreted by the Superior Judiciary of Pakistan in a hundred different ways  – each one of them to facilitate and reinforce the rich and the powerful, while debilating and victimising the poor and the deprived of Pakistan.

As for the modes, methods and mischief of  third class Pakistani lawyer community, Shareefuddin Pirzada is history,  but please read on about the antics, ethics and exposes of the shining star of this community – no less than the magnificent Indus Man himself!

Good lawyers are often judged by the stances they adopt when they run
out of truth and, at the same time, of legal arguments. Many tend to
fall back on theatrics, histrionics, distortion and even poetry to
make up for the deficiency.

However, Barrister Aitzaz touched new heights of judicial decadence
when he pleaded that his client being a “pir” and a “gaddi nashin”
should be treated differently from ordinary citizens, notwithstanding
the offence. Mercifully, he did not demand that the seven judges come
down from their raised platform to kiss the hands and touch the feet
of the accused even before beginning to hear the first argument.

Coming from someone considered Pakistan’s leading lawyer and a
champion of democracy
, such an undemocratic and dynastic statement

reflects the reality and the nature of politics and society in
Pakistan. It confirms that the change that an average Pakistani is
looking for is not around the bend. Not only that, the voter is
inextricably bound in the chains of the landlord, the “pir,” the
“gaddi nashin,” the sardars, the biradari, of those wielding sectarian
and ethnic influence. But the ruling classes are equally united in
their manipulative devices to sanctify these undemocratic and dynastic
institutions.

Acid-attack victim Fakhra committed suicide by jumping from her
6th-floor apartment in Rome. Ironically, her suicide comes in the wake
of our new legislation against acid-throwing and Chinoy’s
Oscar-winning film Saving Face. Clearly, neither the laws nor Saving
Face could save Fakhra’s face or her life. Our focus lies only in
awards, ceremonies and seminars, and not on putting an end to the
tragedies displayed in the film.

So, somewhere in the bar rooms, another worthy barrister must be
getting ready to defend the rich acid-thrower, Bilal Khar. After all,
Khar, son of Ghulam Mustafa Khar, is a scion of a powerful political
dynasty of the landed “waderas” of Pakistan, and, to go by the above
mentioned legal reasoning, he cannot be equated with those petty
street acid-throwers.

Pakistan is caught in a time warp and the prognosis is not cheerful.
Its poor masses have been kept too backward and uneducated to do
anything for their own betterment and the ruling cartel is too happy
to exploit its monopoly
. The second and third generation of the ruling
elite is being groomed to take over and prove that their elders were
novices in the art of plunder
.

The educated professional class is happy to sit on the sidelines since
it can have all the fun without sharing any responsibility.
When

sufficiently motivated it could even invent excuses which have nothing
to do with jurisprudence, like as to why a “pir” should not be
punished.

So where do we go from here? Is there a political party that is
willing to be the party of ordinary people? One that is willing to
nominate no candidate who is a “sardar,” “wadera,” or “pir,” or whose
claim to fame is his political or “spiritual” lineage?

Pakistanis should not expect reforms from leaders unwilling to reform
themselves or their parties. Those who proceed abroad for medical
treatment (at state expense) in specially chartered airliners are not
likely to spend much time on improving the local hospitals. Likewise,
those whose hands are kissed and feet are touched by the mindless
millions are not likely to exhibit democratic or egalitarian
behaviour.

It is astonishing that the educated elite of Pakistan is always so
ready to defend the cesspool that our politics has become, but not
willing to organise and push for much-needed reforms. These reforms
are urgently needed in the dynastic and political parties collecting
“bhatta” (extortion money), the atrophied Election Commission, the
non-functional educational system and the justice system working at
snail’s space, to name a few.

The parties must declare that henceforth they will not accept
candidates who use titles like “sajjada nashin,” “pir’, “sardar,”
“gaddi nashin” and “wadera,” or those who receive “offerings” and
“nazranas.” Their candidates will not have fake degrees, will not
collect “bhatta,” will not be foreign nationals and will voluntarily
surrender all weapons that they hold.

The Election Commission could learn a lesson or two from its Indian
counterpart. How come civil society accepted the election involving 37
million fake votes? Without batting an eyelid, without demanding
accountability or overhaul of the electoral process?

Clearly, the educated, rich and powerful segments of civil society has
sided with the status quo by refusing to grow out of its
foreign-funded seminar mode. Not protesting to eliminate the root
causes (such as official proliferation of weapons) and hoping to
achieve peace through candlelit vigils is neither rational nor likely
to make an iota of difference to the situation.
