Those who know the who’s who of Pakistan’s politics, are aware of the director of this show of brute force. The person, responsible for Lyari Operation, is known as Owais Tappi.
Ansar Abbasi wrote on Dec 31, 2010, that Sindh Chief Minister Syed Qaim Ali Shah has been virtually suspended by the de facto ruler of the province Mr Tappi, who just recently got his own man appointed as principal secretary of the CM, taking over even the little clout that was left with the aging PPP leader.
Mr Tappi, whose real name is Owais Muzzaffar, once a mid career civil servant long time confidante of President Asif Ali Zardari, who treats Tappi as his brother.
The report by Ansar Abbasi highlights how Sindh CM was over-ruled by the group of Zardari-ans, Faryal Talpur, Zulfiqar Mirza, Agha Siraj Durrani and Owais Tappi. Apparently Tappi got rid of Mirza and Durrani and his now only second to Adhi Faryal.
As per Abbasi (and that was in December 2010), Tappi is not alone in running his fiefdom called the Sindh Province, these sources said and add that he is very ably assisted by a highly controversial aging bureaucrat of all seasons from Islamabad.
Over 70 bureaucrat, the sources said, has been visiting Sindh and holding meetings with the chief secretary as well as ministers and secretaries taking briefings, issuing instructions and reinforcing the writ of the president’s adopted step-brother. The officials are very clearly told to get major decisions from Mr Tappi and not to take instructions from the chief minister.
So, Owais Muzzaffar Tappi is the de-facto Chief Minister of Sindh, running the affairs of state from Bilawal House.
Owais Muzzaffar, aka Tappi is the adpoted son of Hakim Ali Zardari and the step brother of Pakistan’s President Zardari. Tappi is the alleged land grabber and extortionist.
Tappi, the name that may sound strange to ordinary souls but not to those occupying key positions in the Sindh regime or are knowledgeable in the business circles in Karachi, Islamabad and Dubai, In the days when president’s father was running Bambino Cinema in Karachi and the family lived in the upper storey of the cinema building, one Muzaffar worked as manager of the cinema as well as the caretaker of the house, a source said, adding that one of his sons Owais frequented the house and was taken as a member of the family.
In 1995, he was appointed as an DDO (Revenue) in PCS by then chief minister without any exam by the Sindh Public Service Commission.
Tappi went into exile in Musharraf regime and stayed with Benazir in Dubai becoming a caretaker for the Bilawal House in Dubai.
But why he went against the Baloch of Aman Committee who were armed and raised against MQM by PPP itself?
The answer lies in a response by Zafar Baloch – that Tappi got irked when he was discourage to contest elections from Lyari.

Flag of the Baloch Liberation Front (BLF) – a left-wing Baloch militant outfit that was one of the leading Baloch separatist guerrilla groups during the Balochistan insurgency in the 1970s.A rudimentary ‘study circle’ was formed in London (in 1969) by some Marxist Pakistani students studying in colleges and universities there.There were about 25 such students in the group who used to meet to discuss various left-wing movements and literature.They also began publishing a magazine called ‘Pakistan Zindabad’ that (in 1971) had to be smuggled into Pakistan because it was highly critical of the Pakistanimilitary’s role in the former East Pakistan.The magazine helped the group to forge a relationship with some Baloch nationalists who invited the group members to travel to Balochistan and help the nationalists set into motion some education related projects.After the loss of East Pakistan in 1971, the populist PPP had formed a new elected government at the centre, whereas the leftist NAP was heading the provincial government in Balochistan.In 1973, the PPP regime accused NAP of fostering a separatist movement in Balochistan and dismissed it.In reaction, hordes of Baloch tr ibesmen picked up arms and triggered a full-fledged guerrilla war against the Pakistan Army.
NAP workers gather outside the offices of the party in Quetta soon after the NAP regime in Balochistan was dismissed by Prime Minster Bhutto in 1973.About five members of the London Club decided to quit their studies in London, travel back to Pakistan and join the insurgency on the Baloch nationalists’ side.They were all between the ages of 20 and 25, came from well-off families and none of them were Baloch.Four were from the Punjab province and included Najam Sethi, Ahmed Rashid, and brothers Rashid and Asad Rehman. One was from a Pakistani Hindu family:Dalip Dass.All wanted to use the Balochistan situation to ‘trigger a communist revolution in Pakistan.’Dass was the son of a senior officer in the Pakistan Air Force. After his schooling in Pakistan, he had joined the Oxford University in the late 1960s where he became a committed Marxist.

He soon travelled to London to join Oxford University before secretly returning to Pakistan to join the Baloch guerrilla fighters in the mountains of Balochistan.Asad and Rashid Rehman were sons of Justice SA Rehman who had been a close colleague of the founder of Pakistan, Muhammad Ali Jinnah.Najam Sethi came from a well-to-do middle-class family in Lahore and so did Ahmad Rashid whose family hailed from Rawalpindi.All five members had travelled to England to study in prestigious British universities.Initially, they were energised by the left-wing student movements that erupted across the world (including Pakistan) in the late 1960s.When they reached their respective universities in London, they got involved in the student movements there but kept an eye on the developments in Pakistan where a student movement had managed to force out the country’s first military dictator, Ayub Khan (in 1969).The study group honed its knowledge of Marxism, but also began studying revolutionary guerrilla manuals authored by such communist revolutionaries as Che Guevara, Carlos Marighella and Frantz Fanon.When a civil war between the Pakistan Army and Bengali nationalists began in 1971 in former East Pakistan, the group, that originally consisted of about 25 Pakistanistudents studying in England, began to publish a magazine called ‘Pakistan Zindabad’ that severely criticised the role of the Pakistani establishment in East Pakistan.The magazine was smuggled into Pakistan and then distributed in the country by Pakistani left-wing student groups such as the National Students Federation (NSF) that had also led the movement against the Ayub regime.One of the issues of the magazine fell into the hands of some veteran left-wing Baloch nationalist leaders in Balochistan.One of them was Sher Muhammad Marri who at once sent Muhammad Babha to London to make contact with the publishers of the magazine.

However, two backed out, leaving just five.All five decided to travel back to Pakistan without telling their families who still thought they were studying in England.The years 1971 and 1972 were spent learning the Baloch language and customs, and handling and usage of weapons – especially by Asad Rehman, Ahmad Rashid and Dalip Dass who would eventually join the Baloch resistance fighters in the mountains once the insurgency began in 1973.Najam Sethi and Rashid Rehman stationed themselves in Karachi to secretly raise funds for the armed movement.Each one of them believed that the government’s move against the NAP regime was akin to the establishment’s attitude towards the Bengalis of the former EastPakistan (that broke away in 1971 to become the independent Bengali state of Bangladesh).The young men’s parents all thought their sons were in London, studying. It was only in 1974 when the government revealed their names that the parents came to know.The three men in the mountains took active part in the conflict, facing an army that used heavy weaponry and helicopters that were supplied by the Shah of Iran and piloted by Iranian pilots.All three had also changed their look to suit the attire and appearance of their Baloch comrades.

In 1974, while being driven in a jeep with a Baloch comrade and a sympathetic Kurd driver into the neighbouring Sindh province for a meeting with a Sindhi nationalist, the jeep was stopped at a military check-post on the Balochistan-Sindh border.Daas=0 and his Baloch comrade were asked to stay while the driver was allowed to go. Many believe the driver was an informant of the military.Daas was taken in by the military and shifted to interrogation cells in Quetta and then the interior Sindh. There he was tortured and must have died because he was never seen again. He vanished.For years friends and family of Daas have tried to find his body, but to no avail. He remains ‘missing.’
A tra nsformed Dalip Daas just before his arrest, torture and death.After Daas’ disappearance, Rashid Rehman who was operating with Najam Sethi in Karachi went deeper underground.In 1976, the 28-year-old Sethi’s cover was blown and he was picked up by the military and thrown into solitary confinement.More than 5,000 Baloch men and women lost their lives in the war that ended when the PPP regime was toppled in a reactionary military coup in 1977.Asad and Rashid Rehman remained underground till 1978 before departing for Kabul and then to London.Ahmed Rashid also escaped to London.Asad returned to Pakistan in 1980 before going back, this time to escape the right-wing dictatorship of Ziaul Haq.He again returned to the country and became a passionate human rights activist and continued speaking for the rights of the Baloch till his death in 2013.

President Zardari walks into a local bank in Islamabad to cash a cheque. He is surrounded by his chamchas. He approaches the cashier and says, “Good morning Madam, could you please cash this cheque for me?”
Cashier:
“It would be my pleasure sir. Could you please show me your ID?”
Zardari:
“Truthfully, I did not bring my ID with me as I didn’t think there was any need to. I am President Zardari, the President of the United States of Pakistan !!!!”
Cashier:
“Yes sir, I know who you are, but poor state of the economy and monitoring of the banks because of bank hold-ups, impostors, forgers, money laundering, and bad loans underwriting not to mention requirements of the Article 6, Amendments 62, and 63rd , etc., I must insist on seeing ID.”
Zardari:
“Just ask anyone here at the bank who I am and they will tell you. Everybody knows who I am.”
Cashier:
“I am sorry Mr. President but these are the bank rules and I must follow them.”

“I am urging you, please, to cash this check. I need to buy a gift for Sarah Palin for Valentine’s Day”
Cashier:
“Look Mr. President, here is an example of what we can do. One day, Imran came into one of our bank branches without ID. To prove he was Imran Khan he pulled out his bat and hit a beautiful sixer out of the bank into Raja Rentals Motorcade. With that shot we knew him to be Imran Khan and cashed his check.”
“Another time, Aisam-ul-Haq came into the same place without ID. He pulled out his tennis racquet and made a fabulous shot whereas the tennis ball landed in a coffee cup. With that shot we cashed his check.

The Eternal Tragedy
MULTAN, Pakistan – The mounds of clay are so heavy that they have warped Shahbaz’s creaky wooden cart. The 10-year-old boy’s spindly arms struggle with the weight, about 45 pounds. He teeters as he wheels cartload after cartload to his mother, a waifish woman crouched on the ground who is turning the wet clay into bricks at a rate of three per minute. A few feet away, 12-year-old Shahzad matches his mother brick for brick. Without the help of the two boys, their daily brick yield wouldn’t be high enough to feed a family of seven. “I hate this,” says the mother, Nazira Bibi, slapping a clod of mud into the brick mold and flipping it over with a thump. “I hate the fact that my kids have to do this work, that they’re not in school. When I see other kids going to school, I wish my kids were those kids.” “But we’ve got no choice. If we don’t work, we don’t eat.
Taliban Attacks and Growth are a result of corruption and poverty
” The Pakistani Taliban’s brutal attack on teenage education activist Malala Yousafzai provided the world a window on the insurgent group’s long-running campaign against “un-Islamic” schools in the country’s northwest. But in much of the rest of the country, one of the most entrenched barriers to education comes from moneyed landowners, brick kiln operators, carpet makers and other business people who rely on a form of indentured servitude known as bonded labor. Among the victims are millions of children such as Shahbaz and Shahzad, who cannot read or write and are likely to spend the rest of their lives tethered to debt they inherited – and can never repay.
Shahbaz Sharif & Nawaz Sharif are no less corrupt than Zardari
In Punjab province, bonded labor is a way of life at thousands of brick kilns that for generations have ensnared workers in a hopeless cycle of loans and advances. The workers don’t earn enough to survive, so they’re forced to accept loans from the kiln owners. The meager pay keeps them from being able to repay the loans. When they die, the debt is passed on to their children. From the brick kilns and tanneries of the Punjab heartland to the cotton fields of the southern province of Sindh, millions are doomed to bonded labor. Kashif Bajeer, secretary of Pakistan’s National Coalition Against Bonded Labor, says there are no statistics on bonded laborers in Pakistan, but most estimates put the number at up to 8 million.
Morbidly Corrupt Government has no time to care for slavery
Pakistan officially outlawed bonded labor in 1992, but enforcement has been almost nonexistent in the face of the financial and political clout wielded by southern Pakistan’s wealthy landlords and kiln owners, who provide payoffs to keep police and administrative officials at bay. Bajeer estimates that 70% of bonded laborers in Pakistan are children, few of whom attend school. Pilot projects in eastern Punjab province have put children from 8,000 kiln families into classrooms, but those efforts have yet to be expanded to the rest of the province. “The government is supposed to provide schooling to these children, but it doesn’t take the issue seriously,” Bajeer says. “Most parents in bonded labor don’t have national ID cards, and so they don’t have the right to vote. And because of that, they are not a big priority for local lawmakers.” Many bonded laborers live in impoverished regions where few people obtain birth certificates, which are required for a national ID card. At the kiln where Bibi, 30, and her boys work, the acrid odor of chemicals from a fertilizer plant next door hangs over a dirt field where dozens of families toil amid the ceaseless clapping of brick molds as they hit the ground. Bibi’s husband, Mohammed Sadiq, also 30, readies the day’s supply of trucked-in clay by adding buckets of water and trudging through it to knead it into the right consistency. Life at a brick kiln is all Bibi and her husband have ever known. Both are children of kiln laborers; Bibi began working at a kiln when she was 10, Sadiq when he was 12. Their debt to kiln owner Akram Arain built up shortly after they got married more than a decade ago. They took out a loan to pay for their wedding, more loans to pay for the births of their five children, and still more to get through the annual monsoons, when kiln work shuts down and no one gets paid. Arain declined a request for an interview. Their current debt stands at 20,000 rupees – about $200, but to Bibi and Sadiq it might as well be $2 million. The family gets 500 rupees, about $5, for every 1,000 bricks it produces. That’s about $7.50 for a grueling eight hours of work. At midday, the family sits together for a few minutes to eat what usually serves as its lunch: a few fist-sized plastic bags of boiled orange lentils and a small wheel of bread. Shahzad and Shahbaz gulp down their lunch and get back to work. As he churns out bricks, Shahzad’s thoughts wander. He daydreams about playing cricket, or anything else to get his mind off the kiln. “Right now, I’m thinking about being far away from here,” Shahzad says, wiping a fleck of mud from his cheek. “Sometimes I dream about studying. I think about these things all the time.” Shahzad is tall for his age, with a wiry frame and jet-black hair that falls over his forehead. He is his father’s right-hand man, never needing a nudge or a rebuke to keep pace with the rhythm of the brick-making. When the wheel on his younger brother’s wooden cart gets wobbly, Shahzad fixes it in seconds. The kiln field is filled with mothers, fathers, sons and daughters squatting as they churn out new rows of gray bricks alongside ever-growing stacks of drying bricks. Only a small cluster of white egrets wading through a small pond at the kiln breaks the monotony of the landscape. If Shahzad were in school, he would be in the seventh grade. A government teacher is supposed to show up at the kiln to run a classroom in a tiny mud hut, but she appears so sporadically that most parents have stopped bothering to send their children. Shahzad can write his name but nothing else. He can count to 10 in Urdu and no higher. His younger brother, Shahbaz, winces when asked what two plus two is. He thinks for a moment, then shrugs. “I can’t do it.” Both boys know education is their way out of life at the kiln. They just don’t know how they can make it happen. “I want to go to school; I want an education to get a good job and to make something of myself, to be a respected man,” Shahzad says. “Maybe I can be a doctor. Even an office job would be fine.” As the day wears on, a dull ache creeps into the boys’ shoulders, arms and knees. The tedium wears on everyone. Nearby an argument breaks out between two families over who has the rights to a small pile of mud behind a reedy ditch. Sadiq and Bibi’s youngest, a toddler named Komal, sleeps on a bed of bricks, a small shawl shielding her face from the hot sun. Though Komal is a year old, she could fit into a shoe box. Her hands and feet are not much bigger than those of a newborn. Sadiq is convinced that Komal is undersized because she is possessed by demons, but Hyacinth Peter, a Multan-based child welfare activist who works on improving conditions for families at the kiln, says the child is severely malnourished. “She’s had so many fevers,” Peter says. “Her father has taken her to phony street doctors, and of course they don’t help at all.” By midafternoon, Bibi, Sadiq and their children are spent. A thick black plume spews out of the kiln’s smokestack, where everything from used motor oil to discarded plastic sandals are used as fuel to dry newly formed batches of bricks. Shahzad moves slowly as he digs out a new mound of clay, splashes buckets of water on top and begins trudging through the mound to make tomorrow’s mud. Sadiq and Bibi are slapping down the last of the day’s tally of bricks. As a bracing wind chills the air, the family tosses shovels and brick molds into the wooden cart and heads to its home on the kiln compound: a dark, 11-by-11-foot hut, itself made of mud and bricks. Ashes from yesterday’s cooking lay piled on the hut’s dirt floor. The family’s clothes are stuffed into plastic bags that hang from the mud walls. Therefore, if we want to save Pakistan, we will have to take ownership of our country and step into the world of hunger, squalor, disease, despair and death and share their grief and sorrow and try to fulfill their broken promises. If we fail to establish a just and honest system of governance, then neither the drones, nor the mightiest army nor our nukes will stop the March of the Taliban.
And to achieve this, we need an honest and sincere leader and a government that is free from corruption and dishonest parlimantarians. And this can only be achieved if the corrupt parliamentarians are disqualified by ECP and prevented from participating in the coming election.
Unfortunately, Fakhru Bhai and his four-member team are being put under tremendous pressure from those in government, who are trying to sabotage the workings of ECP, by accusing its shameless members of ‘witch hunting’ and defaming the politicians. But then, as the late Ardeshir Cowasgee, God bless his soul, had asked,‘How do you shame the shameless’?
As such, if we wish to save Pakistan, we, who have the most to lose, must stand up and be counted and come to the aid of the Election Commission of Pakistan. In this connection, Citizens For Fair Election are organizing a series of peaceful demonstrations in front of the ECP office, (opposite the passport office in Saddar), on Monday 25th at 12pm and request all citizens to participate in the demonstrations.
And if we fail to do so, then as Shakespeare had written: ‘The fault is not in our stars, but in ourselves, that we are underlings’ and the bells that tool, will be for us.
