Developing Pakistan-China ties which can drastically change the economic map of the region are threatened by Pakistani separatism, which might suddenly transform into another ‘terror ground.’

As Washington continues sending its development assistance aid in the form of drones to bomb civilians illegally inside Pakistan’s borders, allegedly to go after Taliban fighters, Pakistan Prime Minister Nawaz Sharif recently completed a trip to Beijing where he met Chinese Premier Li Keqiang, his first foreign visit after the May elections. The Pakistani Federal Cabinet subsequently approved the start of negotiations and signing of a Memorandum of Understanding on developing a “China-Pakistan Economic Corridor”long-term plan, and an action plan between the development ministries of the two countries.

The core of the new agreements between China and neighboring Pakistan calls for accelerated development of a 2,000-km trade infrastructure corridor linking Gwadar Port on Pakistan’s Indian Ocean coast to Kashgar, the westernmost city in China’s Xingjiang province. Pakistan has offered China a‘trade and energy corridor’ via Gwadar, linked to inland roads. The plan would import oil from the Middle East, to refineries at Gwadar and sent on to China via roads, pipelines or railway

Xinjiang is also the heart of China’s known oil resources and a transit area for major oil and gas pipelines. The development will cost billions of euros, which China reportedly has now pledged in the form of ‘soft loans’. The railway infrastructure will provide crucial links for transporting oil and gas from the Persian Gulf and minerals and food from Africa will be the heart of the newproject.http://axisoflogic.com/artman/publish/Article_61094.shtm

However, in six months this area will “suddenly” become a major “terror ground” that conveniently will disrupt the rail infrastructure link. It reminds me of the German Berlin-Baghdad Rail link to the Ottoman Empire before WWI that was the major cause for Britain to ally with Czarist Russia and France in the Triple Entente that became WWI in 1914.

Asian-gulf economic powerhouse?

China’s needs for energy resources, food and minerals from the Gulf and Africa have boosted trade between the regions in the recent years. China’s trade with the UAE alone has grown 15-fold since 2000 to reach $37 billion. It is expected to reach $100 billion by 2015. Some 2,500 Chinese firms have offices in Dubai. China’s largest bank ICBC and the Bank of China also have branches in the Gulf sheikhdom where they are beginning to transact bilateral trade in Chinese renminbi rather than dollars.

The Chinese are currently upgrading some 600 kilometers of the China-Pakistan highway. The KKH was built in 1986 from Kashgar through Pakistan and the upgrade will make it suitable for heavy container traffic and linking it to Gwadar Port. China and Pakistan are also working to link Gwadar port and Xinjiang through a new Chinese-financed railway network. This will turn Gwadar Port and the KKH into a trade corridor for China and other Central Asians countries and create in Gwadar an energy, transport, and industrial hub providing direct and economical access to the Arabian Sea for both China and resource rich Central Asian states. 

Gwadar is the world’s largest deep sea port. It lies in the southwestern Pakistani province of Baluchistan in the warm water Arabian Sea. The design and construction of the final stages of the port, which began in 2002, is being carried out in collaboration with China. It has an immense geostrategic importance at the entrance to the Persian Gulf and is a likely substitute for the Port of Dubai. In 2011 Pakistan invited China to build a Naval base at Gwadar, something the Pentagon is eyeing very closely. China has yet to respond on that.  

It will generate billions of dollars in revenue for Pakistan and likely create about two million jobs.

Pakistan and China have signed agreements to help energy starved Pakistan to utilize the hydro-electric potential offered by the area by constructing the Diamer-Bhasha and Bunji dams.

China also wants to import gas from Iran by joining the Iran-Pakistan gas pipeline that will pass through Gilgit Baltistan on the Pakistan border to Xinjiang in China.

Also Pakistan and China have signed agreements to develop entirely new industrial cities in various parts of Pakistan along the route of the rail link, including at Gwadar.

Close to the Straits of Hormuz, Gwadar has the potential to become the gateway to Central Asia and China. It’s at the junction of the world’s three most important strategic and economic regions–Middle East, South Asia and Central Asian states—giving it the potential, barring new wars, to generate billions in annual transit trade. As part of a shift in policy, Saudi Arabia and other Gulf states have recently been eagerly pursuing trade and economic links with China. 

On January 30 this year, Pakistan turned over the management and operation of the Gwadar Port Authority to a Chinese company at the same time the Pakistan government signed  up to the Iran–Pakistan gas pipeline, tying Pakistan, Iran and China more closely, something that caused pain in Washington.

The availability of a major alterative trade route that cuts distance and time from the present long and slow 8000 km route by ship from the Persian Gulf through the Malacca Strait to the eastern seaboard of China will give both the Gulf states, as well as parts of Africa where China is very active, and Asia, huge economic benefits.  

Enter Baluchistan ‘Separatism’

Conveniently for Washington, which has no interest in fostering greater Chinese independence of energy supply, in recent months a growing militant separatist movement has erupted on the scene in Baluchistan, the Pakistan province where Gwadar is located. 

In 2006 the US Armed Forces Journal published an article by Colonel Ralph Peters titled Blood Borders: How a better Middle East would look. In the piece, which appears to bear uncanny relevance to subsequent Pentagon and US State Department policy in the region, Peters calls for the  creation of aFree Baluchistan

His call was echoed by US Pakistan “expert” Selig Harrison, who reportedly enjoys strong ties to the CIA. In 2006 after Peters published his sensational article Harrison wrote in Le Monde Diplomatique and the New York Times that a Free Baluchistan movement was “simmering.” The call by Peters and Harrison for a Free Baluchistan began four years after China began building the first phase of the Gwadar Port. 

On June 15 this year, terror attacks including a suicide bombing of a bus filled with students and a gunfight in the city that left two dozen dead, hit the Baluchistan provincial capital of Quetta. 

The Baloch Liberation Army (BLA), a militant separatist group, claimed responsibility. The BLA wasn’t acting alone. As the injured students were being rushed to hospital, they ran into an ambush by the ‘Pakistani Taliban’Lashkar-e-Jhangvi (LJ)

The BLA has been involved in attacks on government oil fields and gas pipelines. The Pakistan government accuses India of being behind the BLA. India recently has been moving closer to the US and to Japan in a military alliance that has a distinct anti-China bent.

Further, on July 29, jihadist militants armed with rockets and heavy weapons launched a concerted assault on a major prison in Dera Ismail Khan, close to the South Waziristan tribal agency in northwestern Pakistan, along the route of the rail-highway-pipelines from Gwadar to Xinjiang, freeing an estimated 250 militants affiliated with Lashkar-e-Jhangvi.

Terror attacks in Xinjiang too

Xinjiang has recently suffered from new rioting by separatist Muslim Uyghurs. In late June in Xinjiang, home to some 10 million Uyghurs, two terror attacks killed 35 people days ahead of the fourth anniversary of the July 5, 2009 riot in the capital Urumqi that left 197 people dead.

The Jihadist Uyghur terrorists apparently are being recruited in Turkey by an Uyghur independence organization, sent to Syria for combat experience and, if they survive, sent back to Xinjiang to carry out terror deeds there.

China’s official daily, Global Times, reported in early July that a Muslim Uyghur from Xinjiang, Memeti Alili was arrested in Xinjiang during the new wave of terrorist acts and riots.

The Chinese daily reported that the 23-year-old Alili confessed to police that he had been recruited as a student in Istanbul by something called the East Turkistan Islamic Movement (ETIM). Aili was arrested when returning to Xinjiang to complete his mission to “carry out violent attack and improve fighting skills.”He confessed that he had been assigned to return by the East Turkistan Islamic Movement (ETIM). ETIM is a terrorist group that aims to create an Islamist state in Xinjiang, which works alongside the East Turkistan Education and Solidarity Association (ETESA), an Istanbul-based exile group.

Muslim Uyghur youth are being recruited to go to Istanbul to “study”, then recruited by ETIM and ETESA to fight as Jihadists in Syria with Al Qaeda and other jihad groups, according to China’s anti-terrorism authority. If they survive the Syrian battlefield training, the Uyghur jihadists are recycled back to Xinjiang in China, the end-point of the new Gwadar to China rail and road infrastructure “land bridge.”

The headquarters of ETESA, located in Istanbul include research, media, social affairs, education and women’s affairs departments. It aims to “educate and train Muslims” in Xinjiang and “set them free” by forming a Muslim state, according to a Chinese official.  In 2004, in Washington Anwar Yusuf Turani established the East Turkistan Government in Exile. Washington seemed not to object, though many other countries did, including China.

The Istanbul link of ETIM and ETESA is no accident. Istanbul’s Islamist Prime Minister Recep Tayyip Erdogan openly backed the Uyghur separatists in 2009 during the riots, calling them fellow Turkic peoples.

Meanwhile, as if to further underscore how vulnerable any China-Pakistani energy and trade corridor from Gwadar to Xinjiang would be, on the eve of US Secretary of State Kerry’s visit to Islamabad to meet Pakistan’s Prime Minister just after the China deal of Pakistan, the US made several drone attacks inside Pakistan in the North Waziristan tribal region. They killed at least six people. It was the fourth US drone strike since Sharif was re-elected as Prime Minister in June, all in the crucial North Waziristan en route to Xinjiang. Despite Pakistan’s strong protests Washington refuses to halt the CIA-run drone attacks

With the CIA drone attacks, the Baluchistan attacks of Lashkar-e-Jhangvi and Baloch Liberation Army, as well as Jihadists being sent into Xinjiang from Turkey and Syria, we can expect unrest to increase in Baluchistan province and upwards to Xinjiang as the huge China-Pakistan infrastructure plans materialize in coming months.

The point is, when repeated warnings were being issued by the agencies and 24 hours before the attack an Urgent message was sent out to the Police, the Chief Minister and other concerned, why No Pre-emptive action was taken. The terrorists, went  on for hours in accomplishing their mission.   
 
Also what the President, The Prime Minister, The Parliament, TheInterior Minister, The Army Chief  have done. Foreign Tours? Eid Parties,  while the country is ablaze?  Shame on all concerned for dereliction of their assigned responsibilities. They do not justify their salaries.

PESHAWAR: Khyber Pakhtunkhwa Chief Minister Pervez Khattak attributed the Dera Ismail Khan jail break to a failure of intelligence agencies, and ordered an inquiry into the attack on Tuesday.

As many as 248 prisoners escaped as militants carrying heavy weapons stormed Dera Ismail Khan’s Central Jail.

The chief minister said that he would be travel to Dera Ismail Khan and inspect the prison. He has also directed authorities to increase security at prisons across the province.

Khattak said he was told that prison security had been increased, but despite the measures, the jail break took place. The attack on the hundred year old facility was blamed on weak security arrangements where inmates belonging to various banned organisations were held.

Earlier today, PTI Chairman Imran Khan said that the PTI needed some time to combat terrorism in Khyber Pakhtunkhwa (K-P). He said that K-P had no independent intelligence on terrorist attacks, but had to refer to the federal government for intelligence reports.

Nine people including six policemen were killed and 14 others injured in the audacious attack while four prisoners were also killed by security forces.

FOUR MURDER ACC– — USED ARRESTED AFTER BAIL PLEA REJECTION

RAWALPINDI – Police arrested four men, allegedly involved in the murder of a woman over property dispute, outside the courtroom after an additional district and sessions judge (ADSJ) Tuesday rejected their pre-arrest bail here on Tuesday. According to details, ADSJ Yar Muhammad Gondal rejected the bail applications of Khalid Khokhar, Muhammad Rafique, Kamran Khan and Tilawat Khan and police arrested them outside the courtroom.

The four men are the bodyguards of Imtiaz Khokhar alias Taji Khokhar, brother of former Deputy Speaker of the National Assembly Haji Nawaz Khokhar. The four accused along with several other armed men murdered one Sabira Bibi, 45,at Dhoke Gangal, the area of Police Station (PS) Airport, over land dispute on August 17, 2012 when a local commission on the direction of a civil judge was present to prepare its report on the disputed land.

Earlier on Saturday another accused person already in Adyala Jail namely Irfan alias Niko confessed to have shot dead Sabira Bibi, who had a dispute over the ownership of piece of land with Taji Khokhar, uncle of Mustafa Nawaz Khokhar advisor to Prime Minister on Human Rights.

Two other men Muhammad Waheed and Anwar-ul-Haq besides Niko are also in police custody for killing a woman and firing at her lawyer Ghufran Khursheed Imtiazi and the commission also a lawyer Raja Saim-ul-Haq Satti. It is pertinent to mention here that the main accused Imtiaz Khokhar, commonly know as Taji Khokhar, is on transit bail for the 20 days that he had obtained from the Peshawar High Court (PHC).

Meanwhile, Taxila police arrested four robbers after an encounter and recovered weapons, a vehicle and stolen gold from their possession. However, two robbers managed to escape during the encounter, informed DSP Taxila Circle Raja Taifoor here on Tuesday.

The robbers, held by police, identified as Kamran hails from DI Khan, Shabir Khan of Chontra, Muhammad Hanif resident of Lahore and Abdul Rasheed of Rawalakot, he added. According to him, a gang of six robbers had entered Javed Jewelers at Taxila and fled away in a Corolla car with 7 tolas of gold. He said that police cordoned off the area after receiving information. However, the robbers succeeded in fleeing towards Haripur. Taking action, police started chasing the robbers stopped them in a forest near TIP Colony. But, the robbers shot at the police, which also retaliated.

Kim Barker, an American reporter who covered Afghanistan and Pakistan for Chicago Tribune starting in 2003, claims that she was propositioned by Pakistan Muslim League leader Nawaz Sharif when she met him for interviews for her newspaper. 

In an interview with KERA radio, Barker said she followed her bosses advice to try and blend with the local population. However, being a young white female journalist with blue eyes who stands at 5 ft 10 in tall, she says she received unusual attention from the men she met to do her job in Afghanistan and Pakistan. In her recently released book “The Taliban Shuffle: Strange Days in Afghanistan and Pakistan”, Barker recounts how Nawaz Sharif gave her an Apple iphone as a gift and asked her to be his “special friend”. When she declined Nawaz Sharif’s sexual advance, Foreign Policy Magazine reports that he offered to set her up with President Asif Ali Zardari. 

This latest report adds Sharif’s name to the “illustrious” list of senior Pakistani political leaders who have made news for their dalliances with women. 

A 2007 Youtube video showing Prime Minister Yousuf Raza Gilani groping Sherry Rehman attracted a lot of attention. Then, President Asif Ali Zardari was shown gushing about US Vice Presidential candidate Sarah Palin, and asking to “hug” her during a meeting in New York.

ISLAMABAD, Nov 12 The Musharraf government prepared a money laundering reference against PML-N leaders Mian Nawaz Sharif and Mian Shahbaz Sharif in 2000 on the basis of a statement recorded by one of their trusted lieutenants, Senator Ishaq Dar, according to a court document seen by Dawn here on Thursday.

Senator Dar`s handwritten statement, given before a magistrate back on April 25, 2000, had alleged that Sharif brothers used the Hudaibya Paper Mills as cover for money laundering during the late 1990s.

The reference was prepared on the orders of then president Pervez Musharraf, but it was shelved after the Sharif brothers went into exile in December of the same year.

The Musharraf government tried to reopen the reference in 2007 after Nawaz Sharif announced his return to the country.

The confessional statement of Senator Ishaq Dar was recorded before a district magistrate in Lahore. He was brought to the court from a jail by Basharat Shahzad, who was then serving as assistant director in the Federal Investigation Agency (FIA).

According to legal experts, the senator`s deposition was an `irrevocable statement` as had been recorded under section 164 of the Criminal Procedure Code (CrPC).

Senator Ishaq Dar has always been regarded as one of the closest aides of the Sharif family, and is now also a relative as his son is married to Nawaz Sharif`s younger daughter.

However, the NAB record clearly shows that back in 2000 he had agreed to give a written statement against the Sharifs about their alleged involvement in money laundering.

The top PML-N leaders had hit a rough patch by then as some of their lieutenants were busy developing a new political system for Gen Pervez Musharraf after his Oct 1999 military coup.

In the statement, Ishaq Dar accused Nawaz and Shahbaz Sharif of money laundering in the Hudaibiya Paper Mills case. At one point in the 43-page statement, Mr Dar said that on the instructions of Mian Nawaz Sharif and Shahbaz Sharif, “I opened two foreign currency accounts in the name of Sikandara Masood Qazi and Talat Masood Qazi with the foreign currency funds provided by the Sharif family in the Bank of America by signing as Sikandara Masood Qazi and Talat Masood Qazi”.

He said that all instructions to the bank in the name of these two persons were signed by him under the orders of “original depositors”, namely Mian Nawaz Sharif and Mian Shahbaz Sharif.

“The foreign currency accounts of Nuzhat Gohar and Kashif Masood Qazi were opened in Bank of America by Naeem Mehmood under my instructions (based on instructions of Sharifs) by signing the same as Nuzhat Gohar and Kashif Masood Qazi.”

The document shows Dar stated that besides these foreign currency accounts, a previously opened foreign currency account of Saeed Ahmed, a former director of First Hajvari Modaraba Co and close friend of Dar, and of Mussa Ghani, the nephew of Dar`s wife, were also used to deposit huge foreign currency funds provided by “the Sharif family” to offer them as collateral to obtain different direct and indirect credit lines.

Senator Dar had disclosed that the Bank of America, Citibank, Atlas Investment Bank, Al Barka Bank and Al Towfeeq Investment Bank were used under the instructions of the Sharif family.

Interestingly enough, Ishaq Dar also implicated himself by confessing in court that he — along with his friends Kamal Qureshi and Naeem Mehmood — had opened fake foreign currency accounts in different international banks.

Mr Dar said an amount of $3.725 million in Emirates Bank, $ 8.539 million in Al Faysal Bank and $2.622 million were later transferred in the accounts of the accounts Hudaibya Paper Mills.

He said that the entire amount in these banks finally landed in the accounts of the paper mills.

The Hudaibiya Paper Mills case is still pending in the National Accountability Bureau.

If it is opened again, the Sharif brothers may be in for a rude shock a confidant is to blame for the albatross around their necks.

In this regard Dawn made repeated efforts to contact Senator Dar on telephone, but without luck as his mobile number was switched off and he did not reply to text messages.

NAB launches $32 million money laundering scandal inquiry against Nawaz Sharif

Nawaz SharifISLAMABAD: The National Accountability Bureau (NAB) on Thursday said it has started investigations against the Sahrif brothers in a $32 million money laundering scandal.

“The reference against Sharif brothers was sent by Interior Minister Rehman Malik and it will be decided on merit,” NAB spokesman Zafar Iqbal said while addressing a media briefing at the NAB headquarters. Replying to a question about the reports that President Asif Ali Zardari has directed the NAB chairman to initiate an inquiry against the Sharifs and reopen pending cases against them, the spokesman said the president had only directed the NAB chairman to ensure that there was no political victimisation. Malik had earlier claimed he had evidence to prove that the PML-N leaders were involved in laundering $32 million.

Iqbal said NAB has so far recovered Rs 2.012 billion from Rental Power Plants (RPPs) on the directives of the Supreme Court (SC). Giving details, he said Rs 109 million were recovered from Pakistan Power House and Walter International, Rs 546 million from Techno Engineering, Rs 50 million from Young Generation, Rs 225 million from Gulf company and Rs 100 million from Reshma company. The bureau has recorded the statements of former power minister Raja Pervaiz Ashraf, Shaukat Tareen and Liaquat Jatoi, but no money has been recovered from them, he said, adding the three will be summoned again if needed.

The NAB spokesman said the Interior Ministry has not yet put the names of ministers involved in RPPs’ case on the Exit Control List (ECL) despite a request by NAB. Responding to a question, he said that nobody has been given clean chit in the case, rather NAB is in the process of recovery from the RPPs. Moreover, the bureau has also sent its teams to inspect the sites of RPPs and teams are busy finalising their reports. Iqbal said NAB was in contact with an army team questioning generals named in NLC corruption reference.

Sharifs responsible for energy crisis

Thar coal reserves

KARACHI: The present energy crisis could be linked to perceived myopic policies of former premier and PML-N chief Mian Nawaz Sharif when he ended the energy projects of Thar coal and Keti Bandar initiated by slain premier Benazir Bhutto, Sindh Minister for Information Sharjeel Inam Memon said on Monday.

Speaking at a press conference at the New Sindh Secretariat, the minister responding to allegations of Punjab Chief Minister Shahbaz Sharif said that the then PPP-led government had started work for utilisation of the Thar coal reserves for power generation. He added that the myopic policies of subsequent government led by PML-N resulted in scrapping of the same, otherwise now the country would have been in a position to export power.

After coming into power, the present government has revived the Thar coal project and has given preference to small power projects up to 10 megawatts in the country especially in Sindh to overcome the power crisis. He regretted that Sharif rothers tended to do politics on sensitive issues like rain devastation in Sindh province. Memon said that it was not easy task to provide relief of over eight million displaced persons but the government is utilising all available resources for relief and rehabilitation of the victims.

The minister claimed that around 40-50pc accumulated rainwater in devastated districts have been drained out, enabling the farmers to sow Rabi (winter) crops like wheat. He said it was not advisable for the PML-N leadership to do politics over the rain destruction in Sindh.

He also accused the Sharif brothers of committing corruption and earning money through illegal means. He claimed that the PML-N leaders had got billions of rupees loans written off by the banks while recently, Senator Ishaq Dar publicly admitted that money laundering was committed on instructions of Nawaz Sharif when he was prime minister.

The Sindh minister also alleged that PML-N chief was speaking the language of the West against Pak Army after killing of al-Qaeda chief, Osama bin Laden on May 2, 2011 in the US operation in Abbottabad.

Memon said that Nawaz Sharif had forgotten that he himself was a product of ambitious military generals. He said that the Sharif brothers supported those military generals who perpetrated the dictatorship in the country.
