Is a corruption-free Pakistan possible?

 

 

 

A few days back, an old acquaintance asked me about the future pattern of Punjab politics in the wake of a scam as big as the Panama Leaks. I told him nothing is likely to effect any change in the existing pattern of Punjab politics. Not a single parliamentarian has raised a voice or threatened to depose the current rulers because ‘the first family’ has off-shore companies and the source of capital invested is shrouded in obscurity.
Of course it is corruption. But then isn’t that the way of life in the land of the pure? If it is an art, we have perfected it; if it is a science, we have excelled in it. More worryingly, we have accorded legitimacy to corrupt practices. In fact, we celebrate both corruption and the corrupt.
In the Victorian era, man was defined as a symbol of masculinity, white (read Caucasian) and rational with values derived from the Christian faith. If we try to define Pakistani ‘man’, corruption has to be an essential trait that he is bound to carry in order to qualify as ‘man’. He also has to be yaran da yar, (friend of friends) which means a real ‘man’ shows no respect for any law or regulation when it comes to his friends, cronies or sidekicks.
Thus in our case, violating the law or even constitution for that matter symbolises how powerful someone is. For the poor, corruption may be a means of climbing the social ladder but for the rich and affluent, corruption is the means to express power.
Another acquaintance jestingly said the other day that he has tried to make a payment of a few dollars to get his name included in the list that has emerged out of Panama Leaks. I asked him why he did that, knowing he wasn’t serious. He replied that it was a sign of ‘respectability’; it becomes damn easy to marry off a daughter to a boy from a good family if you can affirm your wealth.
Historians (particularly Edward Gibbon) have inferred from the past that when wealth becomes the principal determinant of the values that society respects, the fall of that society becomes inevitable. The same happened with the Romans and they fell, never to rise again. The generation of wealth and even more so its distribution should be carried out through mutually agreed regulations, which the Romans started flouting with impunity, and hence their fall.
For the poor, corruption may be a means of climbing the social ladder but for the rich and affluent, corruption is the means to express power.
Indeed, it needs no less than a miracle for any nation/civilization to rejuvenate itself. China can be put forth as one rare example. But it too will have to go a long way to match the sole super power, USA.
Another of my friends says, “corruption and Pakistan are like two peas in a pod”. His observation seems sweeping, yet it cannot be easily denied. The first and foremost cause of corruption was embedded in the cataclysmic event of Partition. This is depicted in the relevant chapters from the works of Ilyas Chattha, Urvashi Butalia, Yasmin Khan and Vazira Zamindar. Such events as the partition of India are no less than the upheavals of history bringing about the tectonic shift in the established norms of sociology and culture.
As a consequence of an event of such magnitude, usually a break from the past (though selective) is intended which causes rupture in the centuries-old tradition. The process of evolution which is usually gradual and steady is markedly disrupted. Such disruptions tear the affected people apart from the socio-cultural norms and practices which have hitherto defined their collective ethos. Every one, in such a scenario, is running for life. En masse relocation and genocide, such as were concomitant to partition, gave a big blow to the sensibility that binds people together.
Many living the life of relative deprivation in united India saw Pakistan as a land of opportunities, and came to the newly-founded country for economic gains. In the newly established state of Pakistan, regulatory structures were not in place to check any arbitrary practice aiming to amass wealth or to grab property. Thus the people who could, did all that was possible to secure wealth. Partition catapulted many from rags to riches. These sort of sudden changes contravene the smooth and gradual process of evolution, which people find really hard to come to terms with.
Another cataclysmic event was secession of East Pakistan, which gave a big jolt to the morale of the people. The trust in the future of the country was considerably undermined, a ripe situation in which corruption could proliferate.
Unfortunately Pakistan’s politics, right from the outset, was marred by inconsistent transitions. One political order was substituted by the other, with the two having hardly anything in common. Hence, the transition was abrupt and instantaneous. Political compromises of the oddest kind were made merely for personal gains. Characters like Ghulam Muhammad, Iskander Mirza and Ayub Khan did not allow institutions to germinate and blossom. The will of the people was not sought, in the first place; if and when elections were held, non-political actors wielded more power than the elected ones.
Therefore, institutions remained weak and their fate uncertain. Religious ideology was deployed for self-legitimisation with disastrous consequences. In such a scenario, when state institutions were weakened beyond measure, corruption flourished rampantly.
Such political choices made by the Pakistani elite conjured up a social fabric which was amenable to practices which were corrupt to the core. I do believe that a social movement spearheaded by the intelligentsia can stall that trend. But Pakistan’s history fails to register the existence of any social movement aimed at raising awareness among the people about such an issue of wider significance. So, thus far, there is no hope for a corruption-free Pakistan.

The biggest bain of Pakistan today is a thoroughly irresponsive and virtually meaningless judicial system. 

The superior judiciary particularly many Supreme and High Court judge is corrupt through and through. M There are instances of private corporations purchasing high court judges in order to themselves personally write verbatim court judgements. 

The contents of the present Constitution and existing laws of Pakistan stand for zilch. All their articles and laws without a single exception can be interpreted by the Superior Judiciary of Pakistan in a hundred different ways  – each one of them to facilitate and reinforce the rich and the powerful, while debilating and victimising the poor and the deprived of Pakistan.

As for the modes, methods and mischief of  third class Pakistani lawyer community, Shareefuddin Pirzada is history,  but please read on about the antics, ethics and exposes of the shining star of this community – no less than the magnificent Indus Man himself!

Good lawyers are often judged by the stances they adopt when they run
out of truth and, at the same time, of legal arguments. Many tend to
fall back on theatrics, histrionics, distortion and even poetry to
make up for the deficiency.

However, Barrister Aitzaz touched new heights of judicial decadence
when he pleaded that his client being a “pir” and a “gaddi nashin”
should be treated differently from ordinary citizens, notwithstanding
the offence. Mercifully, he did not demand that the seven judges come
down from their raised platform to kiss the hands and touch the feet
of the accused even before beginning to hear the first argument.

Coming from someone considered Pakistan’s leading lawyer and a
champion of democracy
, such an undemocratic and dynastic statement

reflects the reality and the nature of politics and society in
Pakistan. It confirms that the change that an average Pakistani is
looking for is not around the bend. Not only that, the voter is
inextricably bound in the chains of the landlord, the “pir,” the
“gaddi nashin,” the sardars, the biradari, of those wielding sectarian
and ethnic influence. But the ruling classes are equally united in
their manipulative devices to sanctify these undemocratic and dynastic
institutions.

Acid-attack victim Fakhra committed suicide by jumping from her
6th-floor apartment in Rome. Ironically, her suicide comes in the wake
of our new legislation against acid-throwing and Chinoy’s
Oscar-winning film Saving Face. Clearly, neither the laws nor Saving
Face could save Fakhra’s face or her life. Our focus lies only in
awards, ceremonies and seminars, and not on putting an end to the
tragedies displayed in the film.

So, somewhere in the bar rooms, another worthy barrister must be
getting ready to defend the rich acid-thrower, Bilal Khar. After all,
Khar, son of Ghulam Mustafa Khar, is a scion of a powerful political
dynasty of the landed “waderas” of Pakistan, and, to go by the above
mentioned legal reasoning, he cannot be equated with those petty
street acid-throwers.

Pakistan is caught in a time warp and the prognosis is not cheerful.
Its poor masses have been kept too backward and uneducated to do
anything for their own betterment and the ruling cartel is too happy
to exploit its monopoly
. The second and third generation of the ruling
elite is being groomed to take over and prove that their elders were
novices in the art of plunder
.

The educated professional class is happy to sit on the sidelines since
it can have all the fun without sharing any responsibility.
When

sufficiently motivated it could even invent excuses which have nothing
to do with jurisprudence, like as to why a “pir” should not be
punished.

So where do we go from here? Is there a political party that is
willing to be the party of ordinary people? One that is willing to
nominate no candidate who is a “sardar,” “wadera,” or “pir,” or whose
claim to fame is his political or “spiritual” lineage?

Pakistanis should not expect reforms from leaders unwilling to reform
themselves or their parties. Those who proceed abroad for medical
treatment (at state expense) in specially chartered airliners are not
likely to spend much time on improving the local hospitals. Likewise,
those whose hands are kissed and feet are touched by the mindless
millions are not likely to exhibit democratic or egalitarian
behaviour.

It is astonishing that the educated elite of Pakistan is always so
ready to defend the cesspool that our politics has become, but not
willing to organise and push for much-needed reforms. These reforms
are urgently needed in the dynastic and political parties collecting
“bhatta” (extortion money), the atrophied Election Commission, the
non-functional educational system and the justice system working at
snail’s space, to name a few.

The parties must declare that henceforth they will not accept
candidates who use titles like “sajjada nashin,” “pir’, “sardar,”
“gaddi nashin” and “wadera,” or those who receive “offerings” and
“nazranas.” Their candidates will not have fake degrees, will not
collect “bhatta,” will not be foreign nationals and will voluntarily
surrender all weapons that they hold.

The Election Commission could learn a lesson or two from its Indian
counterpart. How come civil society accepted the election involving 37
million fake votes? Without batting an eyelid, without demanding
accountability or overhaul of the electoral process?

Clearly, the educated, rich and powerful segments of civil society has
sided with the status quo by refusing to grow out of its
foreign-funded seminar mode. Not protesting to eliminate the root
causes (such as official proliferation of weapons) and hoping to
achieve peace through candlelit vigils is neither rational nor likely
to make an iota of difference to the situation.

Wherever we find treachery, we will find Aitzaz Ahsan.  We can’t look at this as a political crisis anymore.  These traitors, snakes and swines cannot be left as they are.

Today’s shameless and disgusting session in Parliament made it damn clear that Ghazwa-e-Hind has been launched in Pakistan by Khawarij and Indian pigs!

Here’s what I found most shocking: TUQ, IK and Luqman all hailed Aitzaz Ahsan’s blasting of NS.

Are we that stupid and shallow that we can’t see the most dangerous RAW agent and hail him as a “nafees” and “honorable” Pakistani? 
At least Diesel, Zardari, JI, and Achakzai are unleashed and obvious ghaddars.  But AA is the definition of a snake, more dangerous than Zardari and needs to be exposed.

He’s a mastermind behind legal, political, economic, media, cultural and ideological strategies to undermine and destroy Pakistan’s interests.

4.  Aitzaz Ahsan Book, “Indus Saga and The Making of Pakistan” from 1996 – This book basically reinforces the idea of Akhand Bharat.  Mushriks use it in building their case.  Here’s a few excerpts from the book and reviews:

In his acknowledgement, in the 2nd Edition, Aitzaz Ahsan mentions the efforts of M.J. Akbar and a Pramod Kapoor, both from India, who helped him draft this new edition. As one reads it, one understands why; because, though the book outwardly is on entity of Pakistan yet it portrays the theory of epic Mahabharta.

four pages as the preface and a twenty three page introduction, where Aitzaz writes of fragile state of Pakistan by quoting Ziring 2 ‘Pakistan could cease to exist in its sovereign nation-state form’ and then quotes Tariq Ali from his book ‘Can Pakistan Survive?’ and Shahid Burni, a director of World Bank, ‘only time will tell whether Pakistan realize its potential or be over whelmed by its problems’ He also cites a Tahir Amin of Q.A. University ‘The Bangladesh syndrome continues to haunt the Pakistani decision-makers, who fear the ethno-nationalist movement of NWFP, Sindh and Baluchistan may also follow the precedent set by Bangladesh movement’. 


And now he applauds the figure of Jawaharlal Nehru, who expounded the theory of Mahabharta, of one-ness of India and refers to his book3. 


Aitzaz, equates his jail experiences with that of Nehru and appreciates his vision of unity of India and mentions the centripetal pull of India, a supernatural force that could again pull Indus region to itself!

In Section-2 of the Introduction, Aitzaz brings forth the theme of one-ness of Bharat or the epic Mahabharta.

He appears obsessed by the theme of Mahabharta and either by design or ignorance, this modern day champion of Indus does not enlighten us that the concept of a mahabharta is actually a concoction of the fertile Hindu Brahman mind.

On page [5] of his book, 1996 edition, Aitzaz describes the entity of one India as;

“the epic mahabharta, in describing that great pre-historic civil war not only unquestionably, assumes the ‘oneness’ of the vast subcontinent, but also books upon the lands of Bactria (Balkh) and China, beyond its great mountains ranges, as outlying frontier regions, inseparable, inalienable and natural parts of the Indian subcontinent. The concept of the ‘unity and indivisability’ and of one vast and limitless subcontinent, itself the size of all of Europe, is thus ancient and rooted in historical mythology”.

Then Aitzaz gives the geographic boundaries encompassing oneness of India and a common Indian race and refers the same to Jawaharlal Nehru and also quotes other proponents of Indian oneness 6.

Building up the case of a greater India, the apt and able lawyer in Aitzaz now pauses in his graphic description of an akhund-bharat and returns to his earlier theme of the Indus Saga i.e. Pakistan’s creation.

In Section-4 of the Introduction, he again reverts to his oneness of India obsession. Though he outwardly laments that, our historian continues to style the variegated and many-faceted history of Indus as an integral part of what is called ‘Indian’ history. And further woes that our historian, though focusing on Indus history pay more attention to the rule & influence upon it of the Indian dynasties, and also bemoans – that our historians in order to give entity to Pakistan, trace our cultural foundations solely to extra-territorial linkages, meaning thereby, the Arab, the Persian & Turk. And Aitzaz claims, that in denying the Indian they deny theIndus and hence the break from the many attributes of Indus culture which are common to the Indian.

In Section-5 of the Introduction, he deals with , what he calls, the battered soul of Pakistan and professes it is time to rediscover and restore the soul, the dream embodied in it, and to rediscover and restore Pakistan as a liberal progressive, modern state, and hence through this quest of Pakistan, he wants to create a secular Pakistan, and then merge it in the oneness of India as is the theme of the work disguised as a peace move.

In Section-6 of the Introduction, Aitzaz refers to a generation bridge covered by his three points – first being poetry to illustrate a point – by quoting on P-35 of his book a Rig Vedic hymn in praise of a horse.
The apparently insignificant Horse has a very important role in this subtle war of indoctrination by the Brahman designs.

As horses were the primary tool of warfare, it is important to note that the superiority of any martial race depended on who tamed, bred and used the horse first. The visual and psychological impact of an invading army, galloping and thundering down the battlefield on horseback was sufficient to unnerve any fainthearted enemy

In Section-8 of the Introduction, he names the main eleven Indus men 4 who are his heroes of Indus.

Aitzaz gives his own concept of Pakistan’s Past, Present & Future, by stressing on P-17, “they cut us off from our heroes, but the questions and our heroes have survived, they must survive. Pity the nation that forgets its heroes. We have to rediscover our heroes. Until we do so, many cancerous myths will continue to harbour in our body- politic, and many unwanted fractious controversies and fissiparous tendencies will continue to divide us”.

Excellent and well-said. But which heroes is he talking about? Aitzaz, fully expounds, and substantiates his above statement in his second (Indian) edition of The Indus Saga (2005). P-30 where after Bhagat Singh, he states; “..nor of the deities and beliefs of their predecessor Indus Person. Indra and the Vedas, Krishna and the Mahabharata are to be shunned as if they would pollute the minds of the youth:” He goes on to conclude that “Yet these deities and beliefs, howsoever incredible, are facts forming a part of Indus history.”

According to Aitzaz, we were never fighters and he starts our past from the time when Hindus came and made us Puru’s and under their leadership, we became a fighting force!

Aitzaz Ahsan grieves on the theme ‘six decades on, there is hardly an Indian, even the must accommodating and rational, who does not privately resent the partition of 1947. Even the most congenial Indian, Hindus and Muslims will say with love and affection,’how much before it might have been if…….” If the partition should not have taken place?

It’s the System, Stupid

Imran Khan is holding a one-day rally in Islamabad today to protest against blatant rigging in four constituencies where he wants re-elections. Perhaps his real intent is to show that the entire electoral exercise was deeply flawed and illegitimate, which it blatantly was. But that is no longer the issue. The issue is that this system must go. 

Tahir ul Qadir on the other hand is also holding a one-day rally today. His intent is to overthrow the political system and craft a truly democratic constitution. He is right. The continuous protest movement will start around July, says Qadri. 

Qadri sees the big picture, Imran doesn’t. Imran doesn’t even want mid-term elections, just re-elections in a few constituencies. “See the big picture, Imran. Leave your alpha male ego aside and join hands with Qadri. Take our people to revolution that they so badly want. Remember what I told you a long time ago? ‘You cannot change the system from the inside. It will change you instead without your even realizing it’.”  

What I am about to say may be yet another pipedream but it is worth trying, for then there will be no regrets and we can stand confidently before the Almighty on the Day. People should do what they believe is right and let the devil take the hindmost. A Muslim never loses hope. Don’t expect success in your lifetime. Become a link in the chain of revolution. One day your children and children’s children will see the dawn. Allama Iqbal wasn’t there to see Pakistan’s birth. But without him it may never have come to pass. 

The world is always changed by dreamers and idealists, not by pragmatic realists who worship the satanic status quo or are afraid of rocking the boat. Dreams are the stuff revolutions are made of, mindless pragmatism born of fear of the unknown is the stuff decadence is made of. All God’s Messengers were initially called unrealistic dreamers. When they succeeded they were called great revolutionaries who changed the world. Their enemies are remembered only because they were their enemies. Their followers deformed their Messages but others became reformers and returned to the original ideal. This is so with secular revolutions too. See how Deng Xiao Ping reformed Mao Zedong’s ideology and gave it new life, taking China so high so quickly that the greatest number of people came out of hunger and poverty in the shortest time ever. It was a revolution as great as the Great October Revolution, but without Mao’s revolution Deng’s revolution would never have happened. Each is a link in an ongoing process of change and progress – The Permanent Revolution. The time for Pakistan’s Revolution of  2014 is nigh, to return us to the ideals of our founders.  

When the irresistible force of the people meets the immovable object of an anti-people autocracy camouflaged in the cloak of democracy, it blows a hole through it. Don’t get diverted by this politician or that, this political party or that, sham democracy or rigged elections. Focus on upturning the system that begets such politicians, political parties and rigged elections. 

 

We have to free our country from the tentacles for an avaricious few. But sitting back to witness the spectacle and hoping that Qadri and Imran will succeed won’t do. Unless all of us participate in our own way with whatever energy and talent the Almighty has bestowed upon us, they cannot do it alone. 

Nothing is working. All we have are hollow shells passing for institutions. Our governments are pantomimes playing government-government, like children play doctor-doctor. Adults playing such games are retarded and cause incalculable damage. Children playing doctor-doctor don’t actually cut open another’s stomach pretending to do a surgery. Adults playing government-government actually do rip open stomachs by taking unconsidered decisions driven by personal benefit that leave the country bleeding. By now Pakistan has lost so much blood that it is totally anemic and in danger of dying of blood loss. 

The executive treats Pakistan like a fief, not realizing that when it deviates from its mandate it loses legitimacy and the right to rule. The people have not given them a mandate to rule for five years. They have given them five years to deliver their mandate. When they forget their mandate they lose the right to rule and become usurpers. If your lawyer deviates from your brief you sack him and get another. Same with rulers, five years be damned. Five years more and our country could be dead or beyond reprieve, God forbid. 

Our parliament is just a building infested with violators of Articles 62, 63, toothless in checking the executive and balancing its excesses – obviously, when the executive is born from parliament’s womb. The judiciary fails to deliver justice down the line. All institutions and organizations under them are in a shambles. The media are unregulated and have become runaway political groups, some mindlessly working against the State for pecuniary gain. Laws and courts don’t exist in the book of the rich, powerful and ugly, except when they work in their favour or to take revenge. 

The only institution left standing is the military, but it is under vile attack by the government in cahoots with powerful parts of the media and judiciary. Their nefarious design is to degrade our army and upgrade our enemies so that it can never intervene again when a civilian government goes completely over the top, like hijacking our army chief’s aircraft and asking the pilot to take him to India with all our military secrets, war plans and nuclear codes in his head. Talk of being bananas. They don’t have the brains to understand that if they rule well and don’t violate their mandate no one would dare overthrow them or even wish to. 

Pakistan has been serially abused but still has enough life left in it to kick, with the non-errant media, writers and the public hitting back. Many tunes have changed diametrically as happens when an intelligent person realizes that his survival is at stake because the Big Bad Wolf is about to blow his house down. If only they could see the pathetic condition of stateless people. They are without identity, without rights, with only a piece of paper that allows them to live somewhere at someone’s compassion, charity and mercy. They are non-persons. Their identity is their struggle. Their sole objective: to regain their statehood. Ask the Kashmiris in Indian Occupied Kashmir or the Palestinians moving from ghetto to ghetto. Their homes are burned down at will, their women raped, their lives in perpetual danger of being extinguished. It is worse than the old slavery because those slaves at least had owners. No one owns stateless people and stateless people own nothing except their pride, self-esteem and struggle. Struggle, struggle and perpetual struggle is the story of our Holy Prophet Muhammad’s life (pbuh). It should be our life story too. Struggle is Jihad against an inhuman, anti-people system to forge a better one. That is exactly what Muhammad (pbuh) did. That is exactly what we should do to win our freedom from our own ruling elite. No one will win it for us and give us freedom on a platter. We have to win it ourselves.  

I don’t know what will come of Imran and Qadri’s efforts. They might fail. That is in the hands of God, on whether He thinks Pakistan is worth saving or not. But we have to try saving it ourselves before God does because He helps those who help themselves first. Our situation is so dire that the time has come for all patriotic Pakistanis to come out in protest. Not everyone may like or agree with Imran and Qadri, but in the face of extinction such feelings become facetious. Save your home, your identity, and your country first. Overthrowing this horrible system should be our only objective right now, so we should support all forces trying to save Pakistan and not indulge in nitpicking. This may be our last chance. It is incumbent upon us to see the big picture and support Qadri, Imran and others taking to the streets in protest against this vile dispensation. 

 

Imran is right, but re-elections in certain constituencies will not solve the problem. It’s the system, stupid, not its spawn the politicians or particular governments. Elections under this system will always throw up the same sort of dreadful governments. Even if you win Imran, your government will be infested by your collection of ‘electables’ that degrade your party. Democracy will obtain when there is a system in which the carpenter defeats the carpetbagger. Imran should see the big picture that it is Pakistan that needs to be saved, not an election or this system. 

Qadri is out to change this alien system born of our perpetual colonial hangover by changing the constitution that begets all our rapacious systems. The legitimacy of this constitution is questionable anyway, made as it was by a rump assembly of losers, mutilated repeatedly by civilian more than military dictators. Hopefully, others will join him too, most importantly the downtrodden people, media, civil society, small bureaucrats, traders, shopkeepers, farmers, women and youth to bring revolution. All put together we can build such a powerful head of steam that this ugly fairyland of criminals that our ruling elite has built for itself will be swept away by the tidal wave of humanity and “crowns flung high and thrones overturned” in victory. Defeat or victory, the struggle goes on. Pakistan Zindabad.
