When Indira Gandhi took over as Prime Minister of India in the late 60s, among her basic priorities was to undo the division of India that created a new State, Pakistan which was highly irritating the Indian leaders since its birth.

In that particular era, India’s all intelligence related matters, both internally and externally were managed by only one intelligence agency of the country that was the Intelligence Bureau (IB).

The Daily Mail’s research indicates that when Mrs. Gandhi assumed the charge of the Prime Minister’s Office (PMO) at New Delhi, she ordered the IB to prepare comprehensive plans to destabilize Pakistan and to transform into a failed State and to negate the 2-Nation Theory which was the foundation of the creation of Pakistan.

 

The Daily Mail’s research indicates that in 1968, the then head of IB’s External Division Wing and the founder of Directorate General of Security, commonly known as DG(S) in India, Rameshwar Nath Kao, a confidante of Indira Gandhi and her late father as he was cleared of falling to any honey trap because of being a gay, presented a very comprehensive plan to fulfill Indira Gandhi’s wishes regarding Pakistan.

This, around 240-page plan, which is still known as The Kao Plan in India’s clandestine community had three different operations to destabilize Pakistan. The Kao Plan, which is described as a three-pronged strategy by the Indian officials, had three different operations to eliminate Pakistan. The first, known as Kao’s Bangla Plan(KBP) was chalked out to start an insurgency movement in East Pakistan and transform the Eastern part of Pakistan into a new State. The 2 nd plan, known as Kao’s Balochistan Plan (KBP-II) was architected to create a similar scenario in Pakistan’s Balochistan province, while the 3 rd one was relating to organize a separation movement in the then North Western Frontier Province(NWFP) and now Khyber Pakhtun Khowah to establish an independent State there and this one is known as the Kao’s Pakhtoonistan Plan (KPP).

Indira Gandhi, the research indicates, went through Rameshwar Nath Kao’s plans with all the comprehensions .she, however, held a detailed meeting with Kao and discussed his plans in deep details. After the meeting, Prime Minister Indira Gandhi reached to the conclusion that Kao plans were very comprehensive and were having all the potential of earning far reaching results but she was very much aware of the limited capacities and abilities of country top intelligence agency the IB. after detailed deliberations with Kao and her other, very close associates, Mrs. Discovered the IB was not at all capable of executing the Kao plans. According to some Indian media persons, who were close to the developments at the PMO in late 60s, Indira Gandhi finally decided that since IB had not enough capabilities to run the foreign missions, prominently the Kao plans, there was an immense need for India to have a separate, more powerful and more resourceful intelligence operates to execute extremely high profile projects like the Kao Plans. According to these journalists, Indira, while contemplating upon forming a brand new intelligence mechanism, apart from Kao plans regarding Pakistan, was also eyeing on China.

The Daily Mail’s investigations indicate that after all the discussions and deliberations, it was decided to a new secret agency but to keep its profile as a research body and not as spy agency for the outer world, an agency, with the title of Research and Analysis Wing, commonly know as RAW these days, was finally formed on 21 st September, 1968 under the Cabinet Division and no one else was made the first Chief of Raw but Mr. Rameshwar Nath Kao. The Prime minister approved all the Kao plans regarding Pakistan but directed Kao to go step by step instead of executing all at once as it would add more creditability to the operations and advised him start with East Pakistan plan (KBP) and to execute the remaining ones in the light of the outcomes of the 1 st plan in this direction.

The research reveals that soon after the formation of RAW, Rameshwar Nath Kao’s first priority was to form a team of professionals at the top level of agency. For this purpose, he brought in many ‘like-minded officers from the Intelligence Bureau and from the Indian Police Service (IPS) cadre. According to certain media reports, the top wing of RAW in it its early days was comprising all the well trusted guys of Koa as majority of them was known as gays and thus were very commonly called the Kaoboys of RAW, not within the agency but also in the media across India and those officials who were not inducted in RAW by Kao, despite being falling on merit were the main sources of such leaks to the media and also to the young RAW officers.

These Kaoboys were initially given the task of enhancing the capabilities of the agency to the maximum for running the covert operations while a special wing was formed to launch the KBP in East Pakistan. The details of Kao’s Bengla Plan would be discussed at another stage though; the research reveals that RAW launched the Bengla plan soon after its inception. It is worth mentioning here that soon after the inception of RAW, Kao also formed a high profile Monitoring Division, comprising the retired and serving officers from the Indian army’s corps of Signals.

The basic features of Kao plan were to launch a Psychological Warfare operation in East Pakistan; to communicate with East Pakistani politicians, mainly those belonging to Awami League; to get on board all the East Pakistani civil servants working in East and West Pakistan and also in Pakistani embassies across the worl; to launch extensive media campaign against Pakistan army’s actions in East Pakistan and to project a highly exaggerated plight of the people of East Pakistan in the world media and to organize moots and conferences across the world to highlight the sham miseries of the people of Pakistan; to establish a sense of deprivation amongst the general public in East Pakistan; to create a feeling of hatred amongst the people of East Pakistan and West Pakistan through social circles etc. While the training of militants of Mukti Bahni goons at training camps inside Indian territory, at West Bengal, Assam and Tripura and to arm them for an ultimate civil war was decided to be organized with the help and assistance of Indian army, headed by General Manekshaw and Indian Border Security Force(BSF), headed by K.F. Rustomji while the IB was also kept engaged for other covert operations. According to a veteran journalist Qutubuddine Aziz , who was stationed in former East Pakistan during the execution of India Kao plan for creating Bengladesh and the gentlemen who wrote the famous book Blood and Tears, India trained Mukti Bahini militants massacred at least one million non-Bengalis in former East Pakistan. He says “The sheaves of eye-witness accounts, prove beyond the shadow of a doubt that the massacre of West Pakistanis, Biharis and other non-Bengalis in East Pakistan had begun long before the Pakistan Army took punitive action against the rebels late in the night of March 25, 1971. It is also crystal clear that the Awami League’s terror machine was the initiator and executor of the genocide against the non-Bengalis which exterminated at least a million of them in less than two months of horror and trauma. Many witnesses have opined that the federal Government acted a bit too late against the insurgents. The initial success of the federal military action is proved by the fact that in barely 30 days, the Pakistan Army, with a combat strength of 38,717 officers and men in East Pakistan, had squelched the Awami League’s March-April, 1971, rebellion all over the province. They were all trained and armed by Indian army and were given details of non-Bengalis by a new spy agency of India, the Research and analysis Wing.

The Daily Mail’s investigations indicate that before launching the 1 st phase of the Kao plan, the RAW leadership decided to dominate the Indian diplomatic Missions across the world to ensure the availability of strongest possible platforms to run RAW operations, specially the operations relating to the Psychological Warfare. Though the PMO had approved the placement of RAW officials in Indian diplomatic Missions under diplomatic covers, yet RAW decided to dig out and secure personal or official scandals of the as many as possible Indian diplomats across the world after it was found at the agency’s Headquarters that in many cases, the diplomatic staff at different stations did not cooperate with RAW under cover officials in commissioning of certain undiplomatic practices in different parts of the world. It was this exercise of RAW that helped it immensely in launching aggressive media campaigns against Pakistan army and in mobilizing the world opinion in favor of east Pakistanis to have a separate State and to justify India’s open interference in the East Pakistan’s affairs, from the platforms of Indian diplomatic Missions across the world and it was started with blackmailing the Indian ambassador in Burma (Mayanmar) in the late 60s while the practice is still going on very effectively for RAW. In the beginning of the launching the Kao plan in East Pakistan, RAW also attempted to use certain British parliamentarians and journalists for organizing moots and conferences in favor of separation of East Pakistan from the rest of Pakistan.

After the RAW got immense success in East Pakistan and due to the lack of abilities on part of Pakistani leadership to handle the crises in Eastern part of the country, a new country was created with name of Bangladesh in 1971, just within some 30 months of the inception of RAW, Rameshwar Nath Kao sought Prime Minister Indira Gandhi’s permission to launch KBP-II for the separation of Balochistan from Pakistan.

The Daily Mail’s investigations indicate that though Kao and the ‘Kaoboys’ of RAW were feeling over excited with their success in breaking Pakistan into two and wanted an immediate go-ahead from the PMO for the implementation of the 2 nd phase of the Kao plan (KBP-II), the Indian Prime Minister was being extraordinary cautious in taking any further step in this direction as she got the information that the American CIA and the Chinese intelligence, both were monitoring the RAW moves very closely and both the Chinese and the US government had in a way conveyed to the government of India that any repeat of East Pakistan like mischief by India in West Pakistan would not be allowed and tolerated at all.

These finding further indicate that at that particular stage, Indian government was very eagerly looking forward to the Shah of Iran for 2 soft loans amounting to the tune of not less than $ 25 millions. Indira Gandhi also knew that any Indian move in Balochistan, at that particular stage, could have easily annoyed the Shah of Iran as he was a very close friend of Pakistan, resulting into the refusal of the 25 million dollars loan from Shah. India was already persuading the sister of Shah of Iran, Madame Ashraf Pehlawi for pursuing Shah to approve loan. According to the records, Shah’s sister was given a kickback of $ 6 million for the sanctioning of the loan.

The Daily Mail’s investigations indicate that keeping all these reservations, Indira Gandhi asked the RAW Chief Kao to hold his horses and shelve the Balochistan plan until the circumstances get changed and especially until the loan from Iran was transferred into Indian government’s accounts. These findings further indicate that this reply from Prime Minister came as a great dejection for both Kao and his ‘Boys’ at the RAW headquarters, though Indira Gandhi allocated huge funds to RAW for its expansion worldwide after getting the Iranian loans, yet many officials of RAW still belief that it was just a bid to appease RAW after ordering it to keep the Balochistan operation on hold while the RAW officials were very much excited about launching it as soon as possible, without letting the Pakistani counterparts to get out of the shock of Kao’s Bengla plan.

According to some senior International journalists as well as certain security experts and former intelligence official, the RAW and specially its Kaoboys were never actually waiting for a formal nod from PMO and they in fact had already starting working on Kao Balochistan Plan (KBP-II). RAW had already started contacting Baloch leaders through social activities in foreign countries and a PSYWAR was launched amongst the Baluchistani people with a crystal clear reference to what happened in East Pakistan and how India helped East Pakistanis to have a spate, independent country. In the meantime RAW also sought agency-to-agency help from its counterpart in former Soviet Union and KGB replied in a positive manner to help RAW implement its Kao plan for Balochistan.

Soon after entering into the Balochistan game, Kao and his team realized that the things in Balochistan were never as easy as those were in East Pakistan. They discovered that they had no advantage of having a road link in Balochistan that they had in East Pakistan and secondly the disadvantage was that Pakistani army had total control and very strong road link to any part of Balochistan, something that it lacked in case of East Pakistan. The only encouraging point for RAW while starting the Balochistan game was that here they did not had to launch and fund the movement at the grassroots level like in case of the East Pakistan but in fact in Balochistan, they just needed to lure a handful of Baloch tribal leaders, specially young ones who were very much attracted towards fun life of West, and rest was to be done by these tribal leaders. After making this assessment, RAW decided to go-ahead with the KPB-II. However it got a shocker from KGB when KGB expressed its inability to provide any strategic or tactical help for Balochistan plan due to KGB’s lack of resources to carry out any deep sea covert operation in the hot waters of Indian Ocean and the Arabian sea however it promised every help and support for the cause in any other shape, at a later stage. Some experts say that KGB’s abrupt nod for joining RAW in Balochistan game could also be seen in the backdrop of cold war era rivalry between CIA and KGB as KGB was constantly looking to hit CIA hard anywhere in the world at first available opportunity during that era and since KGB knew that CIA would feel deeply hurt by its any joint operation with RAW in Balochistan and thus it straight away offered all its help and support, even without approval from the highest level of the Soviet government. It remains another fact that over the years, things got drastically changed and today CIA itself is fully embedded with RAW in the Balochistan game.

The Daily Mail’s findings indicate that the top boy amongst Kao’s ‘like-minded’ Kaoboys was an IPS officer B. Raman and was known as ‘Kao’s Special Boy.’ Raman served in RAW and earlier in the IB for about 27 years and got retired from RAW in August 1994. When RAW was making an assessment to enter into Balochistan game, the agency’s head Rameshwar Nath Kao decided to explore a new avenue to begin the game, without waiting for PMO’s word in this direction. After the careful assessment of all the options, Kao decided approach the French Intelligence. The French external Intelligence, then known as SDECE and is these days know as DGSE. In French language SDECE means Service for External Documentation and Counter-Espionage while DGSE stands for Directorate general of External Security.

Research indicates that the then SDECE was headed by Le Comte Alexandre de Marenches, an ex army officer of France. As mentioned above as how RAW manipulates Indian diplomats across the world, RAW opted in this case to use the services of the then Ambassador of India to France who himself was an ex-army officer of India and was married to a French speaking lady from Luxemburg that had enabled him to become a close friend of the then French Interior Minister Michel Poniatowski. Kao used the Indian ambassador to have a meeting of top RAW officials with their French counterparts through Michel. The ambassador ‘obliged’ the RAW chief and a meeting was fixed between French and Indian spy masters at Paris. During the meeting, the RAW side, headed by Kao, proposed for a liaison between French and Indian intelligence agencies for the collection and sharing of intelligence with regards to the movement of US and Soviet as well as the Chinese Navies in the water regions of Indian Ocean and Arabian Sea. An agreement in this regard was finalized straight away and France agreed to establish a liaison office at Paris in this regard and showed its complete willingness to the project, without knowing that RAW had some Balochistan related motives behind this move as it no interest at all in the movement of the Naval fleets of soviets or Americans or even the Chinese. The research indicates that RAW wanted to use the project for transporting arms and heavy weapons to Balochistan through this project as it had already been able to lure certain Baloch leaders to launch an insurgency movement. The French and Indian intelligence agencies agreed to establish at least four Technical Intelligence (TECHINT) stations in India’s spotted water regions in Indian Ocean and Arabian Sea. Though the Indians claim that the project was soon abandoned, yet it remains a fact that these stations still exist and are operational under Indian control. However France pulled out of the project after quite some time. Some intelligence experts believe that France developed some serious doubts about RAW’s movement under the garb of the said Technical Intelligence Stations after the French intelligence managed to retrieve volumes and volumes of highly classified documents relating to the covert operations of RAW from the Indian Prime Minister’s Office. There are some stories in this direction out which one says that it was the job of some French under cover secret agents who developed some special relations under the disguise of gays with RAW’s liaison officer in France for the said project B. Raman and they managed to get some way to access to the classified document in Indira Gandhi’s office.

Research indicates that after French and Indian intelligence agencies agreed upon establishing a liaison office at Paris, B Raman maneuvered a lot to motivate the RAW Chief Kao to post him to Paris as the liaison officer as at that time, France was known as the Paradise of the gays. Kao who did not want to send Raman out of sight for a longer period due to his ‘special feelings’ for Raman, finally agreed upon sending Raman to France on deputation. In this direction first RAW tried to send him Raman to France in the disguise of media representative from India, a practice that RAW is still exercising across the world with a great success, and all arrangements were made with the collaboration of an Indian newspaper The Hindu, yet at the eleventh hour the plan was changed and Raman was sent to Paris under the diplomatic cover, the other major practice of RAW that is still very much in fashion.

At Paris, Raman’s duties to the knowledge of the French intelligence were to perform liaison officer for the TECHINT project while the host government knew him as diplomat t he Indian embassy. However, RAW had assigned him some other responsibilities. He was sent to Paris to communicate with Baloch tribal youngsters living and studying in England and France and to lure them to join the Kao plan for Balochistan. In the process, Raman met with a young Iranian gay at Paris. In one of his latest books, Raman admits that he met the Iranian boy in Paris and he lured him and developed special relations with him. Raman writes, one night his Iranian friend, suddenly developed some serious medical problems and he, despite being an Indian diplomat, rushed the Iranian boy to the hospital in the emergency and got him treated there and also paid all the bills at the Paris hospital. Though Raman refrains from explaining his relations with the Iranian gay guy in details, he however writes that the same Iranian guy, proved very helpful to him for his covert operations during his stay in Paris. According to certain media and intelligence reports, during his stay in Paris, Raman used the Iranian boy to the maximum to establish special ties with certain Balochistani youngsters, mostly the sons of Baloch tribal leaders and he remained successful in luring them to get embedded with RAW for the successful implementation of the Kao Plan for Balochistan.

Back home at New Delhi, when RAW had finalized the aggressive implementation of the Kao plan in Baluchistan, Prime Minister Indira Gnadhi got into some internal political turmoil and she finally declared the state of emergency in the country, a move that prevented RAW from pursuing the Kao plan at that very moment.

Research indicates that during the state of emergency, Indira Gandhi misused RAW to the maximum to fix her political opponents. However, she finally went to the polls and met with the defeat in the General Elections. This resulted into the bringing of Moraji Desai as the new Prime minister of India. Desia did not have any respect for RAW has he knew that Indira Gandhi had used RAW against him as well. However he did not touch the affairs of RAW much. In the meantime, when RAW moved the file of Kao Plan for Balochistan, he got furious and asked RAW to focus on country’s security instead of remaining busy in hatching conspiracies against other countries. He however kept the Kao plan file in his office. Some close associates of Desai attribute this development to Desai’s hateful feelings towards RAW and he thought that Kao plan was a baby of his first degree opponent and thus he should stay away from it. Some others think that Desai snubbed RAW over the Kao plan owing to his peace initiatives with Pakistan and because of his very cordial relations with then military ruler of Pakistan, late General Zia-Ul-Haque. It is said that during his visits to England and France, Desai asked the RAW officers posted those countries to give him details of their responsibilities in those countries in writing. Both the officers refused to give any explanation to Desai in back and white.

RAW did not succeed in getting a formal green light for the Kao plan for Balochistan during Desai’s era and the agency decided to suffice on wait and see policy. In the process, new elections were held in India and as result of these polls; Indira Gandhi again came into power as the Prime Minister of India. Once again, at a suitable stage, RAW moved the Kao plan file to the PMO. People associated to the Indian Prime Minister’s office say that upon receiving the file, Mrs. Gandhi summoned the RAW Chief and directed him that the agency should first address the new menace that had hit the country. This was the growing Sikh separatist movement in Indian Punjab. Indira asked to deal with the issue as top priority of the agency and to use all resources for the purpose. RAW got engaged in the new top priority assignment and the Kao operation was again put on the back burner. However, reports suggest that RAW, on the parallel, continued its unauthorized interference in Balochistan and kept the Kao plan alive and in the meantime, it managed to shift maximum weaponry into Balochistan through the France-blessed TECHINT sea stations. It also got the immense support from KGB and its extension in Afghanistan after the former USSR invaded Afghans. The reports suggest that KGB played the major role in training the Baloch militants, given to RAW by certain Baloch tribal leaders, to use the arms and weapons shipped by RAW through sea routes to Balochistan over the years.

The reports also indicate that it was not possible for RAW to successfully form the militant outfits in Balochistan without the strong help and assistance of KGB as both RAW and KGB managed to install militant forces like the Balochistan Liberation Army (BLA) and Balochistan Liberation Front (BLF) etc. there were comprehensive training facilities for these militants by KGB in adjoining Afghanistan and loads of money for their mentors by RAW.

Back in India, RAW remained busy in tackling the Sikh movement. The details of the Sikhs’ movement in India would be discussed at a later stage but it is to be worth mentioning that RAW’s inability to handle the genuine movements like the Khalistan movement by Indian Sikhs was exposed to everyone across the world and particularly amongst the global clandestine community. RAW made many goof-ups in implicating Pakistan and its top security agency, Inter Services Intelligence (ISI) into the Khalistan movement. It remains a fact that the ISI did get some security benefits out of the Khalistan movement but the volume of the ISI role in the movement, portrayed by RAW was no where near the ground realities.

Just one incident out of dozens, is enough to prove that how panicked and furious the RAW got to implicate ISI and Pakistan into the Khalistan freedom movement and that how unable the RAW was to create even fake cases against ISI to convince the global community. In one incident, some alleged members of the Sikh freedom movement, hijacked an Indian passenger aircraft and took to Lahore. Pakistan refused to hold talks with the hijackers and the plane was then taken to the UAE. From UAE, somehow RAW managed to take the custody of the hijackers and took them to India. After a few days, Indian government came out with the claims that hijackers had confessed that they hijacked the said aircraft from India with a toy pistol but later, during their brief stay at Lahore airport, some ISI officers gave them the real pistol which was retrieved from the UAE authorities later and after contacting a French arms company in the backdrop of the make and serial number of the said pistol, it was revealed that the said pistol was officially imported by Pakistan army and the episode proves that ISI was behind the hijacking and the entire movement of Khalistan. This outrageous episode earned India merely a big, loud laughter across the world and very badly damaged the credibility of RAW and Indian government’s allegations against Pakistan which is still haunting New Delhi as well as RAW.

The research reveals that as RAW completely failed in countering the Khalistan movement, it finally advised Prime Minister Indira Gandhi to go all out for a comprehensive military operations against the Sikhs and presented a high profile report that the only way out to tackle the Khalistan movement was to storm the most prestigious and religiously motivated Sikh Temple, the Golden Tample in Indian Punjab as all the top Sikh separatists were hiding and operating from there. This prompted Indira Gandhi to ordered the most infamous military operation by Indian army, code-named Operation Blue Star in which thousands of innocent Sikhs were butchered by Indian army troops.

Just when Indira Gandhi was about to order full-fledged launching of the Kao plan for Balochistan to divert the national and international criticism from operation Blue Star, she was assassinated by some religiously motivate Sikh Guards of her own security detail.

Indira Gandhi’s assassination brought in her elder son Rajiv Gandhi to the scene and he took over as Indian Prime Minister. Rajiv always had serious doubts that her mother lost her life due to completely misleading reports and advices of RAW and thus had special anger and hatred for RAW and its top policy makers.

In the process, when his attention was drawn towards the Kao plan for Balochistan, he really lashed out at top RAW officials and snubbed them for misguiding his mother and thus getting her killed. Poor Rajiv, who remained away from country’s political and intelligence affairs as Indira was training her younger son Sanjay Gandhi to replace her in politics but he was unfortunately killed in an air crash, forgot that by that time, RAW had already become an uncontrollable monster and had emerged as a government within the government.

Rajiv decided to revamp RAW and curtail its powers and funds to a considerable volume and to make its every action known to the government and to make the agency accountable to the government. In the process, he kept changing the heads of RAW and kicked out many of agency official and ordered drastic reforms in RAW. The RAW moles at the PMO, informed RAW as to what was cooking for them in the minds of Rajiv Gandhi. It is said that it was this decision of Rajiv Gandhi that costed him his life and RAW finally managed to get rid of him through a suicide attack by a Tamil woman as RAW was drastically training Tamil people for suicide bombing and other militancy tactics for fighting in Sri Lanka in the ranks of LTTE.

Research indicates that two things happened after Rajiv’s assassination; one, no Indian PM ever dared to introduce any sort of reforms in RAW and 2 nd was that no one from RAW ever moved the Kao plan file to any successive Prime Minister, though it continued with keeping the Kao plan alive in Balochistan.

The research indicates that it was only after the 9/11 tragedy that RAW started getting very positive response from America’s CIA to make life miserable for Pakistan and its ISI. The research shows clearly that as the CIA, RAW ties started deepening owing to common interest of both the agencies; the things in Balochistan started getting worst, day by day. The RAW-CIA honeymoon prompted RAW once again to get a formal approval of launching the Kao plan in Balochistan after the Congress government came into power in 2004. This time, the case was not discussed by RAW Chief with the Prime Minister but it was found more appropriate to get a final nod from the party chairperson Sonia Gandhi. Given the circumstance and assurances from CIA, RAW succeeded in getting Sonia nod for the Kao plan in 2004-2005 as it was found out to be the best time to launch the Kao plan as Pakistan was already surrounded with multiple dangers and conspiracies and for the first time it did not have a friendly government in adjoining Afghanistan. Sonia gave the final approval for formal launching of the Kao plan in Balochistan.

The Kao plan was initiated in Balochistan formally in 2004-2005 and within one year of its formal launching things got drastically changed across the province. The Kao plan made veteran Baloch leader Akbar Bugti and his like minded tribal leaders of the province defiant towards the federal government and they bent upon initiating an insurgency movement in the province and even brought a name for the new Independent country as Islamic Emirates of Balochistan.

Kao plan for Balochistan had just a few amendments if compared with the Kao plan for East Pakistan. The basics remained the same. What was that? Launch a psychological war amongst the general public of the area; generate a feeling of deprivation and hatred amongst the local against the rest of the people of the country; fund and arm the tribal leaders; launch motivated media campaigns and seminars across the world to highlight a sham plight of the locals; generate feeling of hatred against the country’s army and Armed Forces; motivate locals to assault the Armed forces and portray security forces as some occupying troops amongst the locals as well to the global audience; create fake as well real clashes between country’s security Forces and the paid militants; train and arm the militants; organize seminars and conferences at major Capitals of the world and motivate a global opinion in favor of the militants by portraying them as freedom fighters and oppressed nation; do the media buying in the local country as well in the international market; create caucuses at different parliamentary forums across the world to plead and support the view point of the fighting militants etc; equate Baluchistan issue with the freedom movement in Indian Occupied Kashmir etc.

This plan is very clearly unleashed in Balochistan at the moment and this plan is titled “RAW’s Kao Plan for Balochistan” in the clandestine community of India and the West. The study indicates that the game is just the same that it was in 1971 in East Pakistan, just the players and the rules of the game have changed a bit.

The Daily Mail’s findings indicate that the latest move in the US Congress to support the cause of Baluchistan’s militants and to call for right of self determination for the people of Balochistan is nothing new. RAW has been organizing similar move at many occasions in the past as well by getting the paid services of certain politicians and so called intellectuals as well as NGOs across the world. They have done it in England, in India and at many other places across the world while the Capitol Hill is the latest venue for the purpose.

Around noon on 26 July 2009, Gurushuran Kaur, the wife of the Indian prime minister, broke a single coconut on the hull of a submarine in the fifteen- meter-deep Matsya dry dock at Visakhapatnam (also known as Vizag).1 The oc-

casion marked the formal launch of India’s first indigenously built submarine, a six-thousand-ton nuclear-powered ballistic-missile submarine (SSBN) known as S-2—also as the Advanced Technology Vessel (ATV) and, more commonly, by its future name, INS Arihant (destroyer of the enemy).2 The launch ended for In- dia a journey stretching over three decades since the inauguration of the ATV program and including an eleven-year construction period.3

The submarine is intended to form a crucial pillar of India’s strategic deter- rence. Successful trials and integration of S-2’s systems will establish the final leg of India’s nuclear weapons delivery triad, as articulated in the Indian Maritime

Doctrine and substantiated in the Indian Maritime Military Strategy Doctrine.

The launch is an extraordinary development for the littorals of the Indian Ocean region, including Australia and South Africa, but especially for Paki- stan. It is germane to the military nuclearization of the Indian Ocean and noticeably dents the strategic balance; it has the potential to trigger a nuclear arms race.4 S-2 will also enhance India’s outreach and allow New Delhi a comprehensive domination of the Ara- bian Sea, the Indian Ocean littoral, and even beyond.586 NAVAL WAR COLLEGE REVIEW

Costing US$2.9 billion, the ATV project was a joint effort involving the Indian Navy and several government agencies and private organizations.6 India’s nu- clear submarine is the world’s smallest of its type yet will pack a megaton punch. The boat is driven by a single seven-bladed, highly skewed propeller. Special anechoic rubber tiles (to reduce the risk of detection by sonar) coat the steel hull.7 A similar technology was previously used in the Russian Kilo-class subma- rines.8 (Russian help in designing the ATV has long been an open secret; there are also reports of Israeli, French, and German imprints on the project.)9

But more than design or fabrication of hull, it was the downsizing and mating of the ninety-megawatt (120,000 horsepower) low-enriched-uranium-fueled, pressurized light-water reactor that kept the submarine in the dry dock for more than a decade.10 The reactor and its containment vessel account for one-tenth (nearly six hundred tons) of the boat’s total displacement. The hydrodynamics of a vessel with a tenth of its weight concentrated in one place posed a formida- ble naval engineering challenge indeed, one that plagued the program.

Before being commissioned as INS Arihant in late 2011 or early 2012, S-2—serving as a technology demonstrator, a test for future boats of the class—will have to obtain appropriate certification in three crucial areas: stealth features, adequacy of the reactor design, and missile range. The first key test will involve meticulous calibration of S-2’s underwater noise signature, which will determine the degree of its invulnerability to detection and therefore its suitabil- ity as a ballistic-missile platform. This process may necessitate extensive trials, adjustments, and design modifications—if not for S-2, certainly for its succes- sors.11 The second vital area requiring attestation will be to determine the reac- tor’s fuel cycle—that is, the frequency of replacement of the fuel rods. Being of a first- or second-generation technology, with a shorter fuel cycle, the S-2 reactor fundamentally affects the boat’s performance as an instrument of deterrence.12 The replacement of fuel rods is an intricate operation requiring a submarine to be taken out of its operational cycle for an extended period. The net result will be that either the submarine’s patrol areas will remain restricted (fairly close to base) or its endurance (deployment period) will be curtailed.

The third assessment of S-2 will entail test-firing and validation of missile pa- rameters. The platform is currently configured to carry a Pakistan-specific, two-stage submarine-launched ballistic missile (SLBM), the Sagarika (Oce- anic), expected to become operational after 2010.13 This nuclear-capable missile, powered by solid propellants, is a light, miniaturized system, about 6.5 meters long and weighing seven tons.14 S-2 will have to accommodate missiles not only of greater (intercontinental) range but in greater numbers if it is to have a deter- rent value against China. That would require further underwater launches and flight trials for the follow-on units of the class.15

NUCLEAR DOCTRINE AND THE INDIAN NAVY

The Indian Navy began strongly advocating nuclear-related programs at sea in the wake of the 1998 nuclear tests, and for a valid and legitimate reason—the need for an invulnerable nuclear capability to undergird a posture of “no first use.” At a press conference in 2002, the Indian Navy chief held that “any country that espouses a no first use policy (as India does) must have an assured second strike capability. All such countries have a triad of weapons, one of them at sea. It is significant that the Standing Committee on Defence of the twelfth Lok Sabha [lower house of the Indian Parliament] had advised the government ‘to review and accelerate its nuclear policy for fabricating or for acquiring nuclear subma- rines to add to the (nation’s) deterrent potential.’”16

When in January 2003 the major elements of India’s official nuclear doctrine were brought into the public domain, the Indian government stressed the build- ing and maintenance of a “credible minimum deterrent,” along with a posture of “no first use.”17 Nuclear retaliation to a first strike was to be “massive and de- signed to inflict unacceptable damage.” Significantly, however, the 2003 state- ment did not reiterate the 1999 draft nuclear doctrine’s aim of building a nuclear triad, although all three armed services were keen to deploy nuclear-capable weapon systems.18

If the Indian Navy was disappointed at the lack of official sanction for its submarine-based nuclear deterrent, it tried hard not to show it. Still, the ATV project was under way, with funding and guaranteed political support from the government. It could therefore be concluded that this notable doctrinal silence might have been an attempt not to alarm the international community about In- dia’s multidimensional nuclear program.19

India’s Monroe Doctrine

More than ever, India today demonstrates a striving for regional and global emi- nence. In elucidating India’s Maritime Military Strategy, the former Indian Navy chief Arun Prakash pleaded with Indians to keep it “‘etched in [their] minds that should a clash of interests arise between India and any other power, regional or extra-regional . . . the use of coercive power and even conflict remains a distinct possibility.’ Such ‘Kautilyan’ statements lend credence to [the] notion of a for- ward-leaning India that increasingly inclines to hard power solutions to re- gional challenges.”20

In their nation’s novel bid for sea power, Indians look for inspiration to the Monroe Doctrine, the nineteenth-century U.S. policy declaration that the New World was off-limits to new European territorial acquisitions or any reintroduc- tion of the European political system.21 An identical philosophy for India was first proclaimed by Prime Minister Jawahar Lal Nehru in a speech in 1961

justifying the use of force to evict Portugal from Goa: “Any attempt by a foreign power to interfere in any way with India is a thing that India cannot tolerate, and that, subject to her strength, she will oppose. That is the broad doctrine I lay down.”22 Nehru’s statement was in fact a veiled warning to all external powers against any action anywhere in the region that New Delhi might perceive as im- periling the Indian political system. His injunction against outside interference laid the intellectual groundwork for a policy of regional primacy, without med- dling by or influence of external powers. Though at the time it was impossible for India to confront the imperial powers militarily, each succeeding generation in India has interpreted and applied this foundational principle, according to its own appraisal of the country’s surroundings, interests, and power.

While the success or otherwise of India’s Monroe Doctrine can be debated, it has remained an “article of faith for many in the Indian strategic community” and now seems to have entered the Indian foreign-policy lexicon.23 The Monroe Doctrine itself being an intensely maritime concept (the influential nineteenth- century sea-power theorist Alfred Thayer Mahan was an outspoken disciple), India has made huge strides in expanding its sea power in recent times. In the process, New Delhi has largely shed its continental way of thinking and reori- ented itself to look beyond the nation’s shores.24 Thus today, in the words of President A. P. J. Abdul Kalam, “The economic growth of this region depends on the heavy transportation in the Indian Ocean particularly the Malacca strait. Navy has an increasing role to provide necessary support for carrying out these operations.”25

Advancing the Monroe Doctrine

Regional prominence requires India to develop a robust and self-sustaining do- mestic military industrial and technological complex, one that removes de- pendence on overseas sources. Such an infrastructure must be fully able to sustain the fleet twenty-four hours a day, seven days a week, and 365 days a year. In that direction, India’s strategic partnership with Washington, including the civilian nuclear deal, is likely to be of great assistance over time. In the short term, however, and taking advantage of the presence of the U.S. Navy, which ef- fectively reduces its own burden, the Indian Navy projects a fleet comprising three carrier battle groups.26 As Admiral Madhvendra Singh, chief of staff of the Indian Navy, declared on 14 October 2003, “Fulfilling India’s dream to have a full-fledged blue-water Navy would need at least three aircraft carriers, 20 more frigates, 20 more destroyers with helicopters, and large numbers of missile cor- vettes and antisubmarine warfare corvettes.”27 These battle groups could be or- ganized into a single fleet, depending on New Delhi’s tolerance for risk and the Indian Navy’s ability to keep the fleet in a high operational state.28 Six new and

a few older-vintage destroyers, twelve new and a few old frigates, corvettes, patrol craft, and five new tank landing ships (LSTs) are likely to feature in such an order of battle.

All the new Indian Navy warships, including its projected carriers, will be much more formidable than their predecessors.29 The Indian Defence Ministry has furthermore recently approved three billion dollars to strengthen the navy’s littoral war-fighting capabilities.30 The move represents a push for a larger pres- ence in the Indian Ocean but may also be a response to a more active Chinese presence there.

In the long term, a self-sufficient Indian Navy ably backed by a domestic de- fense industrial complex may feature six to nine carrier task forces and more than a dozen nuclear submarines. In the meantime, the Indian Navy is likely to continue expanding its undersea nuclear deterrent, manifest in fleet ballistic- missile submarines, with nuclear-powered attack submarines (SSNs), though able to operate throughout the Indian Ocean basin and beyond, taking lower priority.31

IN PERSPECTIVE: PAKISTAN’S NUCLEAR POLICY

Henry Kissinger argues, “The persistence of unresolved regional conflicts makes nuclear weapons a powerful lure in many parts of the world—to intimidate neighbors and to serve as a deterrent to great powers who might otherwise inter- vene in a regional conflict.”32 Unlike India—whose nuclear program is widely believed to be status driven—Pakistan’s nuclear policy is entirely security driven, and it is India-centric. The national discourse on the direction, aims, and objectives of nuclear policy are, however, veiled and mainly confined to official circles. Accordingly, public debate is very generic, in contrast to India’s volumi- nous material in print on the subject.33 The decision not to enunciate publicly a comprehensive nuclear doctrine reflects in part the fact that Pakistan sees no political or status utility in nuclear capability, but rather a purely defensive, security related purpose.

“Pakistan’s threat perceptions stem primarily from India, at the levels of all-out conventional war, limited war, and low intensity conflict. Within the nu- clear framework, Pakistan seeks to establish deterrence against all-out conven- tional war.”34 In other words, Pakistan’s nuclear deterrence is directed against not only a possible Indian nuclear attack but a conventional one as well.35 Among key characteristics of Pakistan’s nuclear policy are maintenance of a minimum level of nuclear deterrence, retention of a first-use option, and reli- ance on ground and air delivery (aircraft and missiles).36 Sea-based delivery means are appreciably missing.

Like NATO, Pakistan continues to keep its options open on “no first use,” but has declared willingness to use nuclear weapons as a weapon of last resort. “No first use” declarations have never been the basis of determining the true posture of any nuclear-weapon state. If they were, New Delhi would have accepted the position of China on this issue as well as the latter’s assurances of nonuse of nu- clear weapons against non-nuclear-weapon states.37

In late 2001, Pakistan declared four broad conditions under which Islamabad might resort to use of nuclear weapons, as described by Lieutenant General Kidwai of the Strategic Plan Division (the secretariat of the National Command Authority):38 a “space threshold,” should New Delhi attack Pakistan and conquer a large part of its territory; a “military threshold,” if India destroyed a large part of Pakistan’s land or air forces; an “economic threshold,” were India to pursue the economic strangulation of Pakistan; and finally, should India push Pakistan into “political destabilization or [create] a large scale internal subversion.”39

The Pakistan Navy and Pakistan’s Nuclear Program

The May 1998 tit-for-tat nuclear tests by Pakistan in the Ras-Koh mountain range in the Chagai district of Balochistan restored the strategic balance in South Asia.40 The period that followed saw the quarrelsome neighbors expand their respective arsenals, improve their command and control infrastructures, and strive for better CEP (circular error probability), greater mobility and faster reaction time for missiles, and higher yield as well as better yield-to-weight ratios for the warheads.41

Significantly, no efforts to develop a sea-based nuclear capability and thus ex- pand the survivability of nuclear forces have ever surfaced in Pakistan’s policy making. The principal reason for this is perhaps historical “baggage”—a fixa- tion on Afghanistan, in search of strategic depth as against a geographically larger India. But 9/11 was a rude awakening that such a policy was not only un- sound but no longer tenable. By then precious time (1998–2001) that could have gone toward developing undersea deterrence had been lost.

The “military threshold” postulation in Pakistan’s declared nuclear philoso- phy surmises the destruction of a large portion of Pakistan’s “land and air com- ponents” as an inducement to go nuclear. The destruction of a major component of naval forces, however, remains unstipulated. Three deductions could be reached: that the navy continues in its usual low priority in the overall national security calculus, that the possibility of international reaction has pre- cluded a clear articulation of the naval component, and that the naval case is in- cluded in the threshold of “economic strangulation.”

But the term “economic strangulation” is broad and can be interpreted in various ways. Pakistan being an agrarian economy, a prolonged disruption or

drastic reduction in the flow of cross-border rivers by India could impinge on crop yield, triggering widespread unrest, destabilization, and a possible con- frontation.42 But a far more perilous scenario, one that could cause economic strangulation more quickly, resides at sea.

The Pakistan Navy: A Sentinel of Energy and Economic Security?

Pakistan’s commerce, like India’s, is intrinsically seaborne. More than 95 percent of Pakistan’s trade by volume, 88 percent by value, is transported by sea.43 Three sea lines of communication support Pakistan’s maritime trade, viz., from the Far East, the Red Sea, and the Persian Gulf. These arteries carry both imports and ex- ports. The imports include edible oil, tea, sugar, wheat, and other value-added foodstuffs. During the last fiscal year (FY), $3,662,000,000 was spent on food imports alone.44 Much of Pakistan’s oil also comes over the sea. The Gulf, through which the country’s annual oil imports are shipped, constitutes the na- tion’s energy lifeline. With a 5 percent annual growth rate, Pakistan’s oil imports are likely to reach 22.2 million tons during FY 2010–11.45

During FY 2008–2009, the ports of Karachi and Qasim collectively handled im- ports of 24.4 million tons of dry cargo and 20.9 million tons of liquid-bulk cargo, totaling some 45.3 million tons. The sum of exports at these ports during the same period was 18.3 million tons. In addition, the ports handled 1.9 million TEUs’ worth of containerized cargo.46 All in all, Pakistan’s critical overall dependence on sea-based imports is a good deal greater than India’s. India’s superiority over Paki- stan being most pronounced in the maritime field, a blockade of Karachi could se- riously imperil the country’s economy and the war-fighting potential in two or three weeks.47 Given all this and the role the Pakistan Navy is expected to play, it is not difficult to deduce where one must expect Pakistan’s economic and energy se- curity sensitivities—nay, economic threshold—to dwell.48

THE THRESHOLD AND CREDIBILITY ISSUES

According to Indian analysts, of the four threats that Pakistan has identified as ca- pable of invoking nuclear response, only two—territorial loss and military destruction—have credibility. To them, it is difficult to make nuclear escala- tion credible against the other two (economic strangulation and national destabilization). Consequently, they maintain, India might now focus on the latter two and opt for controlled military pressure across the Kashmir Line of Control.49 The thinking of Indian leadership also reflects a presumption that should there be an escalation in tension between India and Pakistan, New Delhi would have the unconstrained support of the international community.

These postulations are deeply flawed. Tension related to water resources is al- ready heating up; Pakistan has complained that India is holding back the waters

of rivers flowing from Indian-administered Kashmir. Left unresolved, in due course the issue will be clubbed together with the Kashmir dispute.50 Any re- duced water flow would then be perceived as a ploy to put additional pressure on Pakistan; the response would be equally unmeasured and misdirected.51 Like- wise, tampering with Pakistan’s sea-lanes could work safely only to an extent. Any large-scale internal unrest on account of food shortages or effective cessa- tion of commercial activity due to blockage of fuel supplies through Karachi would most certainly engender a response beyond a certain point. Once public pressure mounted, Pakistan’s chief security stakeholders would be bound to re- act. In a state of panic or nervousness, a freakish response could not be ruled out.

A destabilized state in Pakistan’s main urban centers would be a godsend for the lethal cocktail of militant groups hoping to reenact “26/11” (as the 26–29 November 2008 terrorist attack in Mumbai is known). The existing imbroglio in Karachi is an apt example. Perennially simmering with ethnic and sectarian vio- lence, the metropolis now hosts one of the world’s largest Pashtun concentra- tions. Scores of Taliban and al-Qa‘ida insurgents fleeing Malakand, South Waziristan, and now Helmand have found sanctuary there.52 The recent arrests in Karachi of some top leaders of Afghan Taliban and al-Qa‘ida (including those of Mullah Baradar and Ameer Muawiya by Pakistani and American intelligence forces) are demonstrations of this fact.53

The 26/11 attack lifted off from the shores of Karachi. Its alleged perpetrator, Lashkar-e-Taiba (LeT), is now a formidable terror enterprise, endeavoring to compete with al-Qa‘ida. It has relations with factions of the Taliban and several other jihadi outfits.54 The organization is also believed to have developed the ca- pacity to launch sea-based operations. According to reports the founding leader of LeT, Hafiz M. Saeed, wanted by India for involvement in the Mumbai attacks, has suddenly resumed his activities, mouthing venomous anti-India slogans and promising to liberate Kashmir.55 Also, with tens of thousands of fishing boats, small craft, and other unregulated commercial traffic plying continuously along the coasts of Sindh, Makran, Gujrat, and Maharashtra, coastal security in the area is deeply exposed, despite efforts on both sides since 2008.56 Making the most of volatility and coastal vulnerabilities, Karachi-based insurgents could or- chestrate a new terror assault on India, to provoke a reprisal.57

That the international community will always back New Delhi against Paki- stan is, however, a misplaced notion. India may well take a leaf from the recent NATO Military Committee meeting in Brussels, where Pakistan not only scored a military/diplomatic triumph but effectively truncated India’s strategic gains in Afghanistan.58

IS COERCION WORN OUT?

Since the overt exhibitions of their nuclear potentials in 1998, Pakistan and In- dia have returned from the brink on three occasions. The years since then have also been studded with diplomatic standoffs. The Kargil conflict in 1999 re- mained a local affair, with the two armies and air forces battling it out on and over the frozen peaks. The Indian Navy too played a role as an instrument of co- ercion. In June 1999, its Western Fleet was reinforced with elements from the Eastern Fleet, prompting Pakistan Navy to go on full alert. A beefed-up Indian Navy force later conducted exercises in the northern Arabian Sea. Also—the lone Indian carrier, INS Viraat, being in refit—trials of the use of a con- tainership deck as a platform for Sea Harrier aircraft were carried out in Goa. The aims of these exercises were to demonstrate the buildup of the Indian Navy’s strength to the Pakistan Navy and to display its assets and readiness for all-out conflict. Between 21 and 29 June 1999 the Indian Navy deployed missile ships and corvettes in a forward posture. Expecting economic blockade, the Pakistan Navy escorted national oil tankers and commenced surveillance sorties along the coast.59 International pressure and a 4 July accord in Washington finally con- strained Pakistan to withdraw to its original position.60

In December 2001 an attack on the parliament in New Delhi induced India to amass four-fifths of its armed forces along the borders with Pakistan. Islamabad reacted in kind.61 The two sides remained “eyeball to eyeball” for almost ten months before India decided to stand down.

In the aftermath of the 26/11 Mumbai attacks, the Indian leadership was seen spitting fire, threatening Pakistan with a punitive action. News of possible surgi- cal strikes by the Indian Air Force deep inside Pakistan, against the major urban center of Lahore and nearby Muridke, site of the headquarters of LeT, was rife. The incident also brought to a halt the peace process that had begun in June 1997. The tense period saw Indian generals enunciating provocative new mili- tarydoctrinesanditsarmyconducting“ColdStart”exercisesontheborders.Yet all this failed to draw the intended concessions from Pakistan.62 India may have received a nudge from Washington, but by now, after fourteen long months, the prolonged face-to-face was having a telling impact on both sides. Coercion had run out of steam, reached a tipping point. New Delhi indicated willingness to re- sume parleys.63

It is clear that repeated application of coercion is rendering the instrument ineffective. Both sides maintain their critical territorial-cum-ideological stand- points, stemming mainly from the Kashmir issue. Pakistan is not going to allow its own subjugation, and the Pakistan Army is not going to yield to Indian de- mands on issues that it deems central to the nation’s ideology.64 For its part, and

for reasons of politics and regional clout, India must point to Kashmir unrest as externally abetted and all terror attacks as radiating from Pakistan. The persis- tence of the respective stances of each side is further reinforced by the fact that the risks and consequences of nuclear escalation have not yet sunk into the col- lective minds of the two societies; nuclear devastation still remains largely an ab- stract concept. As a result there is no effort to deal with the issue of nuclear-war risk, independent of the Kashmir issue.65 There was no comparably dangerous territorial stake for the nuclear adversaries of the Cold War.

THE OPTIONS

Pakistan’s security situation is precarious, and the future is not bright. On one hand, the differences between Washington and Islamabad that lately irked and angered the latter now seem to be thawing.66 But on the other, New Delhi’s stra- tegic interests being “exactly aligned” with those of Washington, India is getting extensive mileage out of Pakistan’s current predicament.67 Despite the recent diplomatic successes, then, Pakistan’s choices, if it is to address strategic asym- metry and ensure the survivability of its nuclear forces, are contracting rapidly.

Pakistan’s existing means of delivering nuclear strikes are susceptible to air and missile attacks. The Indian air defense system—potentially including the Prithvi Air Defence capability and the upcoming U.S.-Israeli-Russian Ballistic Missile Shield—reduces the possibility of penetration by either missiles or fight- ers.68 The option of missiles with multiple warheads also is open to debate. For now, the dispersal of the nuclear arsenal poses a question mark. The cutting- edge technologies in the Indian inventory—surveillance means like IRS satel- lites and the MiG-25, the day/night-capable Israeli surveillance satellite RISAT, along with platforms like the Phalcon AWACS, Su-30 aircraft, etc.—put its value in question.

Nonetheless, the recent parleys in the Conference on Disarmament in Geneva on a Fissile Material Cutoff Treaty (FMCT) threaten to freeze the imbalance in the stocks of these materials of Pakistan and India to the distinct advantage of the latter. New Delhi gains from the Indo-U.S. nuclear deal and a consequent Nuclear Suppliers Group waiver that has allowed India to conclude agreements with countries Russia, France, and more recently the United Kingdom to supply it with nuclear fuel.69 Pakistan’s resource imbalance, geographic disproportion (differences in landmass), and now the launch of S-2 provide India a convincing capacity to strike all over Pakistan from the deep south while ensuring the sur- vivability of its own forces.70 In the absence of Pakistani potential to deliver a nu- clear riposte, an economic threshold would certainly be reached in days if Pakistan’s sea-lanes, particularly from the Persian Gulf, were to be obstructed.

Second Strike on board Conventional Submarines: The Agosta 90B

In October 2008, the chief of staff of the Pakistan Navy claimed that his service was capable of deploying strategic weapons at sea.71 The details as to how strate- gic or nuclear weapons would be deployed and whether Pakistan had developed a capability to launch missiles from submarines were not disclosed. But it is widely speculated that work on arming the Pakistan Navy’s conventional sub- marines with nuclear-tipped missiles has been going on now for quite some time. A sea version of the Babur cruise missile is thought to have been developed by the country’s strategic organizations. If that is true, Pakistan would not be the first country to arm conventionally powered submarines with such a capability. Israel’s 1,900-ton Dolphin-class, German-origin submarines are believed to be part of the country’s second-strike capability. They provide Tel Aviv the crucial third pillar of nuclear defense complementing the country’s much vaunted land and air ramparts.72

Pakistan Navy’s Agosta 90B, or Khalid-class, attack submarines (SSKs) carry crews of highly skilled and professionally trained officers and men. The subma- rines, designed by DCN (now DCNS) of France, are a version of the Agosta series, with improved performance, a new combat system, and AIP (air- independent propulsion) for better submerged endurance. A higher level of au- tomation has reduced the crew from fifty-four to thirty-six. Other improve- ments include a new battery, for increased range; a deeper diving capability of 320 meters, resulting from the use of new materials, including HLES 80 steel; and a reduced acoustic signature, through the installation of new suspension and isolation systems.73

Three Agosta 90Bs were ordered by Pakistan in 1994. The first, Khalid (1999), was constructed in France; the second, Saad (2003), was assembled at the Naval Dockyard (Karachi); and the third, Hamza (2008), was constructed and assem- bled in Karachi. These submarines are equipped with diesel-electric propulsion and the MESMA (Module d’Énergie Sous-Marin Autonome) AIP system.74 The diesel-electric plant consists of two SEMT-Pielstick 16 PA4 V185 VG diesels, providing 3,600 horsepower, and a 2,200-kilowatt electric motor driving a single propeller.

Pakistan is the only country bordering the Indian Ocean to have acquired AIP submarines. The two-hundred-kilowatt MESMA liquid-oxygen system in- creases significantly the submerged endurance of the submarine at four knots.75 It consists essentially of a turbine receiving high-pressure steam generated by a boiler that uses hot gases from the combustion of a gaseous mixture of ethanol and liquid oxygen.76 The AIP suite causes an 8.6-meter extension of the original 67.6-meter hull, increasing the boat’s submerged displacement from 1,760 tons to 1,980.77

The Agosta 90B is equipped with a fully integrated SUBTICS combat system. SUBTICS processes signals from submarine sensors and determines the tactical situation by track association, fusion, synthesis, and management, as well as trajectory plotting. This track management allows appreciation of the surface picture by the commander and consequent handling of weapons-related com- mand and control functions.

The Agosta 90B submarine has four bow-mounted 1Q63 A Mod 2 torpedo tubes, 533 mm in diameter, and carries a mixed load of sixteen torpedoes and missiles. The boat can also fire tube-launched SM39 Exocet subsurface-to- surface missiles, capable of hitting targets out to twenty-seven nautical miles (fifty kilometers) away. The sea-skimming missile has inertial guidance and ac- tive radar homing and travels at 0.9 Mach.78 Target range and bearing data are downloaded into the Exocet’s computer via SUBTICS. The boat can also launch the DM2A4 wire-guided, active/passive, wake-homing torpedo, adding a new dimension to its firepower. Targets up to forty-five kilometers away can now be engaged.

In the short term (within five years), Pakistan Navy Khalid-class submarines with their cutting-edge technology could be armed to carry nuclear-tipped cruise missiles. Several formidable challenges would, however, have to be over- come. Missile installation and subsequent integration with the onboard combat system, as well as with the nuclear command-and-control infrastructure (C4I network), could be daunting tasks.79 The combat system, meant for conven- tional weapons, may require major changes to accommodate nonconventional weapons. During operational deployments a Pakistan Navy submarine carrying nuclear weapons would be under the operational control not of Commander Pakistan Fleet, as in existing practice, but of the National Command Authority.

Perhaps a greater challenge would be ensuring foolproof communications between the submerged submarine and the shore-based command. An elec- tromagnetic pulse following a nuclear burst would disrupt the earth’s elec- tromagnetic spectrum, resulting in a partial or complete breakdown of com- munications, including shore–submarine. The problem is compounded by the absence of domestic communications satellites. A very-low-frequency (VLF) communications system can provide an answer, to some extent.80 A sustained program of tests and trials would be needed to develop a robust communica- tion system that can sustain such a contingency.

The submarine’s crew, obviously specially selected, would also require exten- sive training in handling all kinds of unforeseen events, developing standard op- erating procedures and planning ways to minimize uncertainty on board in the absence of communications.81 Test firings of missiles will be required to ensure crew confidence as well as weapon-systems credibility.

Numerous issues of a technical as well as an operational nature will thus have to be addressed at each tier to integrate the vessel fully into national strategic forces. Close cooperation and coordination between the Development and Em- ployment Control committees under the National Command Authority and strategic organizations like the Kahuta Research Laboratories, the National En- gineering and Scientific Commission, the Space and Upper Atmosphere Re- search Organization, the Pakistan Atomic Energy Commission, the Maritime Technology Complex, and the National Development Complex will also be es- sential at every step. These organizations will have to rise above intra- establishment rivalries and jealousies that could get in way of smooth and timely achievement of milestones.

A word of caution may be in order here. The Pakistan Navy once enjoyed a sharp edge over the Indian Navy’s conventional submarines, like the Soviet- designed Foxtrot-class boats, which were noisier than the French submarines operated by Pakistan. But the Indian Navy has not only been catching up but is now on the verge of surpassing Pakistani submarines. Its French Scorpènes are supposedly a generation ahead of the Agosta 90B.82 On a positive note, however, the recent introduction of advance platforms like the SAAB Erieye airborne early warning and control system and Il-78 refuelers by Pakistan Air Force, be- sides bolstering Pakistan’s strategic capability both on land and at sea, will sig- nificantly strengthen the nation’s air defenses.83

Employing the P-3C

The P-3C Orion long-range maritime-patrol aircraft (LRMP) has a proven mar- itime surveillance and reconnaissance record that dates back to the Cold War. Several old and new versions of the aircraft continue to serve in more than eigh- teen countries, including the United States. It is a turboprop, multidimensional aircraft commonly known to the naval community as an “airborne destroyer.”

The Pakistan Navy first acquired P-3Cs in 1991. The present inventory is suit- ably modernized and equipped with cutting-edge sensors and weapons to track, identify, and hunt surface and subsurface targets. The aircraft can carry a mixed payload of eight Harpoon missiles and six torpedoes, besides mines and bombs. It has endurance in excess of eighteen hours and can operate as low as three hun- dred feet, making its detection quite difficult.

In the recent past, the Pakistan Navy brokered a fresh deal with the United States for eight refurbished P-3Cs. In addition to improved sensors, a digital tracking system, electro-optical and infrared sensors, a chaff dispenser, an elec- tronic support measures (ESM) suite, and sonobuoy detection system, the new batch of P-3Cs is to be fitted with inverse synthetic-aperture radar (ISAR). ISAR is a state-of-the-art radar that provides a dual advantage. First, it eases the

Identification problem by displaying a target’s silhouette, a physical image, which improves the overall effectiveness of tracking and attacking. The other advantage is variable power output, which makes ISAR difficult to identify via ESM.

Following the Mumbai terror attacks, the Indian Navy too concluded a deal with the United States for eight of a new type of LRMP—the Multi-Mission Maritime Aircraft (MMA, or P-8 Poseidon, the successor to the P-3C). The In- dian Navy is currently operating older-generation LRMPs, Russian Il-38s and Tu-142s. The jet-driven Poseidon will be suitably converted for anti-surface- vessel and antisubmarine roles. The prototype is, however, not likely to roll out before 2012, after which its true capabilities would be known.

The P-3C is a mainstay of the Pakistan Navy’s offensive arm. With its ad- vanced weapon and sensor outfit, it gives the Pakistan Navy a clear qualitative edge over the Indian Navy’s LRMP capability—at least for now. Thanks to its load-carrying capacity, altitude advantage, and other aerodynamic character- istics, the P-3C could be armed with land-attack missiles or strategic weapons. This modification, however, would require specialized equipment—currently a grey area in the Pakistan Navy. A suitably equipped P-3C could serve as a powerful backup to an undersea second strike on board Agosta 90Bs. A well-thought-out employment strategy could render the P-3C a potent con- stituent of the nuclear triad.

The Medium and Long Terms (beyond Five Years)

The absence of any opposition by the United States or the rest of the interna- tional community to the prolonged and sustained Russian assistance to India in the development of a sea-based nuclear deterrent potential was conspicuous. That is not all; the now-shaping Indo-U.S. nuclear deal has never caused any up- roar in the West or among the Nuclear Suppliers Group. Besides raising con- cerns on proliferation, the deal significantly undercuts the efficacy of the Nuclear Non-Proliferation Treaty.84 This provides Pakistan enough justification either to lease nuclear submarines or eventually development its own, or both.85 It is not a question of matching nuclear weapon for nuclear weapon but about preserving stability and ensuring the survivability of nuclear forces. The na- tional maritime objectives and tasks assigned to the Pakistan Navy may not war- rant a nuclear submarine in its inventory, but maintenance of deterrence, particularly in the evolving geopolitics of the Indian Ocean region, certainly does merit consideration of it.

In China, the People’s Liberation Army Navy (PLAN) is currently involved in one of the world’s most ambitious submarine expansion and construction pro- grams. It includes acquisition of conventional submarines, like the Russian Kilo

(SS), and the construction of the Jin-class (Type 094) SSBN and the Shang-class (Type 093) SSN. These submarines are expected to be much more modern and capable than China’s aging older-generation boats.86

In 1983 the PLAN built an eight-thousand-ton Xia-class SSBN, reportedly armed with twelve JL-1 missiles with a range of a thousand miles. The subma- rine twice test-fired its missiles but never ventured beyond China’s regional wa- ters. The new Type 094 Jin, which will replace the single Xia, will carry between ten and twelve JL-2 SLBMs.87 However, the PLAN has major handicaps in its limited capacity to communicate with submarines at sea or expose these plat- forms on strategic patrols.88

The once slowly expanding military ties between Beijing and Islamabad have now matured into a strategic partnership, as is evident from local production of the JF-17 Thunder multirole fighter, the Al-Khalid tank, and F-22P frigates. This partnership is further evidenced by the PLAN’s regular participation in the large multinational AMAN series of exercises hosted by the Pakistan Navy. Pakistan’s strategic community and Beijing could plan the training and subsequent lease of a nuclear-powered submarine. The PLAN’s Xia submarine could be an appro- priate start. A pool of selected Pakistan Navy officers could be trained to operate an SSBN, with theoretical/academic work ashore followed by operational train- ing at sea and finally a strategic deployment. Though such a plan seems ambi- tious and the PLA Navy’s SSBNs rarely prowl far, this remains a viable choice that would serve the two countries well strategically.89

 

Deterrence is not a passive concept; it must be stepped up in proportion to an adversary’s increases in arsenal or delivery means. For reasons all too well known, Pakistan’s principal security perceptions will remain India-centric. To keep deterrence credible, the indispensability of continuously bolstering Paki- stan’s nuclear assets, including delivery means, cannot be overstressed. The in- ternational community would react sharply were Pakistan to field a sea-based nuclear deterrent, given the country’s security situation and fears of radicaliza- tion (real or imaginary) in Western minds.90 Timing, therefore, is crucial. Paki- stan is currently too dependent on the American and multilateral financial institutions for keeping its economy afloat, and that situation is not likely to al- ter for the next few years. But if the issue is not addressed, Pakistan’s hard-earned nuclear stability may erode beyond recovery.

The role of armed forces was once to win a war if diplomacy had failed; in the nuclear age their role is to prevent warfare from breaking out.91 Despite being on the wrong side of history, Pakistan has no option but to take some hard decisions.

The army should not indulge in politics. Definitely not. The army should not be buying off politicians. No question about it. Every citizen of Pakistan, whether an army general or a civilian minister, should be punished if found guilty by a court of law. Absolutely no debate about that one either.

Yes, the army would have to learn that a unidimensional national security strategy singularly focused on ‘defence’ cannot guarantee the longevity of the Pakistani nation-state. Yes, our future really depends on three ‘Ds’, not one. And they are: defence, development and diplomacy. Let us now dissect some long-held myths:

Myth 1: Pakistan’s military eats up the largest chunk of our budget. Not true. The largest chunk goes for servicing domestic debt and the second largest chunk is eaten up by losses at public sector enterprises like the Pepco, PIA, Pakistan Steel and Pakistan Railways. The third largest chunk is routinely allocated for the Public Sector Development Programme. In 2012-13, the fourth largest chunk, an amount of Rs545 billion, was allocated for ‘defence affairs and services’.

Myth 2: The military consumes a very high percentage of government expenditures. Not true. In 2012-13, ‘Defence Affairs and Services’ consumed a meagre 17 percent of all government expenditures. What that means is that a full 83 percent of all government expenditures are non-defence related.

Myth 3: Over time, our expenditures on the military have been on an increase. Not true. In the 90s, our defence budget used to be 3.6 percent of the GDP. Since then there has been a steady decline. In 2012-13, allocation for defence was under 2.5 percent of the GDP – a 33 percent decline over a decade.

Myth 4: We spend a very high percentage of our GDP on defence. Not true. There are at least fifty countries that spend a higher percentage of their GDP on defence. They include: India, Egypt, Sri Lanka, the United States, the United Kingdom, South Korea, France, Eritrea, Oman, Saudi Arabia, Israel, Jordan, Liberia, Brunei, Syria, Kuwait, Yemen, Angola, Singapore, Greece, Iran, Bahrain, Djibouti, Morocco, Chile, Lebanon, Russia, Colombia, Zimbabwe, Turkey, Georgia, Guinea-Bissau, Ethiopia, Namibia, Guinea, Turkmenistan, Kyrgyzstan, Algeria, Serbia and Montenegro, Armenia, Botswana, Ukraine, Uganda, Ecuador, Bulgaria, Lesotho and Sudan.

Myth 5: The Pakistan Army has received billions of dollars in the form of coalition support funds. Not true. Of the $10 billion that the US claims to have reimbursed to the government of Pakistan, the army has received a total of $1.8 billion (presumably the rest has gone into filling the deficit). Remember; the $1.8 billion is not additional funds for the army but mere reimbursements for expenses already incurred under the ‘war on terror’.

Myth 6: Commercial undertakings by the military are a burden on our economy. Not true. To begin with, commercial undertakings have literally nothing to do with active duty personnel – and everything to do with the welfare of retired soldiers. Defence Housing Societies are self-financing and popular both among investors and residents (because of superior management and security of title). Fauji Fertilizer, a public limited company, for instance, contributed a wholesome Rs91 billion to the tax kitty.

And now some facts:

Fact 1: Current losses at our public sector enterprises can pay for 100 percent of our defence budget.

Fact 2: Pakistan’s armed forces are the sixth largest but our expenses per soldier are the lowest. America spends nearly $400,000 per soldier, India $25,000 and Pakistan $10,000.

Fact 3: Pakistan’s armed forces undertook successful operations like Operation Rah-e-Haq (Swat), Operation Sherdil (Bajaur), Operation Zalzala (Spinkai) and Operation Rah-e-Nijat (SWA) without any significant additional financial allocation.

Fact 4: Of all the armies in the world, Pak Army is the largest contributor of troops to the UN peacekeeping missions. Of all the armies in the world, Pak Army has received the highest number of UN medals.

In 1989 Pakistan Army conducted the largest exercise of its history. The need for Zerb e Momin was felt due to threats emerging from India and response to Sunjerji Doctrine which brought Pakistan India near to war in 1986-87. This exercise not only validated Pakistan Army’s new Doctrine but also gave a clear signal to India that any Indian aggression will be dealt with swift and brutal response.

General Krishna Swami Sunderji can rightly be called as one of the best minds Indian army ever had. He belonged to Mahar regiment of Indian army. In addition to his military skills he was also known for his intellect. Sunderji realized the importance of RMA (Revolution in Military Affairs) and impact of it on modern day battlefield. Sunderji was provided with opportunity to study RMA and to be part of a small team for reorganizing the Indian army, especially with regard to technology by Gen. KV Krishna Rao. Sunderji was very impressed by German Blitzkrieg doctrine. He loved mechanized and armor movements and maneuvers due to their speed and ferocity.  Basing on this he gave Indian army its new doctrine also known as Sunderji’s doctrine.

Sunderji doctrine called for a set of Holding Corps situated close to the borders to hold off against an advancing enemy and a set of strike corps that would mobilize to deliver massive conventional retaliation. Which according to him would lead to the complete neutralization of the enemy?

In November 1986 Indian Army launched its biggest exercises in Rajasthan Desert very close to Pakistani border. At one point Indian troops deployed along Pakistani border reached 4 hundred thousand. This level of Armor and Mechanized Forces near Pakistani border made Pakistan Alert. The statement coming out from India enforced Pakistan’s threat perceptions and in response Pakistan was forced to mobilize its forces. It was expected that India was planning to cut Pakistani into two cutting Sind from Punjab. To counter this Indian move Pakistani Forces were deployed and concentrated along Punjab border and Working boundary where traditionally India is weak (At present India has Raised a New Army command to defend its vulnerabilities at Chicken Neck/ Working Boundary Area).  It was soon realized by Adventurous Sunderji that his moves were effectively checked mated by Pakistanis and there was a huge chance that his adventure will change into nuclear exchange (Pakistan Cold tested its Nuclear device in 1984 and got capability to deliver it in next 2 years). International Community especially US, who was engaged in Afghan Jihad against soviets Pressurized India and At Last Tensions defused.

After the de-escalations need for new Pakistani counter doctrine was realized. New concepts to counter Indian Army were developed and were tested in Pakistan’s biggest military exercise in its short history code named Zerb- e- Momin.  Almost three corps, two armored brigades, artillery divisions, air defense division and the Pakistan Air Force took part in this exercise. 14 new concepts were tested; many vital lessons were learnt.

It was during the exercise Zarb-e-Momin-89 that the Air-Land warfare concept was tried out for the first time on a very large scale. Plans were integrated at both the headquarters and field formations level. The Northern Air Command (NAC) and corresponding Corps (8B and 18B) interacted in order to understand each other’s requirements at the strategic and tactical levels before finalizing the air support plans.

After the conclusion of Zerb e Momin Pakistan army and Air force came out as more confident and integrated forces.

In 1990 a New Intifada begun in Kashmir and this time it was more bloody and intense then any intifada of the past. Pakistan and India once again came near to war but this time again deterrence and Pakistan Army preparedness played its part and tensions defused.

India blame Pakistan for its troubles in Indian Occupied Kashmir which is funny in a way that if Kashmiri Population is happy with conduct of Indian state then how come it is giving the Insurgents freedom and support to fight Indian state forces. In fact Indian Union from the beginning discriminated with Muslim majority Kashmiris that resulted in not one but many Intifadas for independence from Indian rule. Every student of history knows that troubles in Kashmir are result of Indian acts in occupied Valley. Shopian Murder case is just a very small example to understand why Kashmiri hate India and why India has to put more than seven hundred thousand troops in a small valley (Remember Pakistan army is near 6 hundred thousands).

In 1998 India detonated 5 nuclear devices and immediately tone from Delhi visibly changed. Indian Politicians and Military commanders started giving open threats to teach Pakistan a lesson. LoC in Kashmir became hot due to Indian bombardments and un-provoked firing. The tone of Indians gave impression that if Pakistan does not reply in same tone India will attack (See the Indian News Papers of 1998).

Pakistan conducted its nuclear tests in response to those of Indians in May 1998 and became overt Nuclear Power. Pakistani Scientists worked day and night and brought credibility to Pakistan’s deterrence by building Ghauri, Shaheen, and Tipu missiles. Pakistan soon reached 2nd strike capability hall mark when Pakistani Navel chief Nouman Bashir revealed that Pakistan has developed SLM which are capable to take nuclear war heads.

In 1999 reports in Indian media started coming about Pakistani offensives in Northern Kashmir when there were no such hostilities. Pakistani military Leadership perceived it as softening of Public opinion and start of battle procedure by Indian army for aggression against Pakistan in Kashmir. A year back in 1998 Indians had loudly boasted their Intensions and there was enough evidence, which enforced Pakistani Threat Perception about Indian intensions in Kashmir.

To preempt any Indian aggression an old plan chalked out in early 80’s to counter Indian aggression in Siachen was given life. Some of the elite forces and those of Northern Light Infantry were infiltrated across LoC at Kargil and Drass Sector, which in winter Indian army leave due to extreme cold.

In summer when Indians came back to re occupy they were well come by Pakistani troops waiting for their hunt (Kargil was Part of Pakistani Azad Kashmir prior to 1965 war, it was only Sector in Kashmir where Indians made gains in 1965 war). Kargil Operation was a complete Strategic Surprise for India. Pakistani Forces were controlling Srinagar – Leh Road with direct fire making Leh corps very vulnerable. If Pakistani Political leadership had shown some strength whole Corps could have thrown weapons and would have become POW.

After the initial surprise India launched massive propaganda offensive along with Military offensive (on Kargil Drass Sectors). It used state of the art weaponry to get back the positions taken by hand full Pakistani troops but when its might failed India started threatening all out war. The world, which was under shock due to overt nuclearization, became scared of the possibility of nuclear war in South Asia (Pakistan did in 1999 what Indians did in early 80’s in Siachen but world failed to Take notice).

Under International Pressure Pakistani Political leadership gave in and unilaterally ordered its troops to with draw. During whole operation Pakistani losses were very low but during Unilateral cease fire Indians inflicted maximum damage.

Kargil was success or a failure it depends on which side you stand. I believe it was success as it revealed the vulnerabilities of India forces and level of professionalism. It was a strategic surprise. At strategic level it was failure of both Indian intelligence and military.

At Tactical level, as Pakistani troops were on heights and in defensive positions they were able to inflict heavy casualties to attacking Indians hence demoralizing  Indian army allready demoralized due to Freedom movement in Kashmir.. 2. Preempting Indian Agression across LoC

Kargil war demoralized  Indian Army .The proof can be seen in Operation Porakaram where Indian forces failed in every field and 1800 Indian soldier died in maneuvers without firing a single shot.

In 2002-3 Pakistan and India again came face to face when Terrorists attacked Kashmiri and Indian Lok Saba. Matters got so serious that within weeks thousands of Indian as well as Pakistani troops were deployed on the border eye ball to eye ball. This operation of Indian deployment was called operation Porakaram.

S. Jamwal said since the initial attack had not brought any success and the Army suffered heavy casualties, the Army decided to use heavy artillery to break the walls (of the library).

In this firing, the artillery shell pierced the walls near the library to create a hole which led to fire in the library and some of the precious manuscripts were burnt. He said it was totally unintentional as the Army was not aware of the library at the entrance of the complex. He, however, said the Army had clear instructions not fire any bullet on the Golden Temple.

He said the Army under his charge retrieved some of the books and manuscripts which were given to the SGPC authorities after the Temple complex was handed over to the management.

On the Army’s failure to save its troops during the initial attack on the Temple he said this was due to the lack of planning by the then Army commander, Western Command, Gen K. Sundarji who was known for his flamboyance, but lacked military mind to execute a properly planned operation. He said General Sundarji had botched up a number of operations under his charge and had brought disastrous results. He also cited the example of an Indian Peace Keeping Force (IPKF) operation in Sri Lanka which resulted in a bloody nose to the Indian Army.

He said General Sundarji had literally brought India to the brink of war with Pakistan during Brasstrack exercises on the western front. Another example, General Jamwal said, was General Sundarji’s planning to overawe the Chinese on the northern frontier when he decided to take over certain Chinese posts. Later, he realised his folly and decided to pull back much to the embarrassment of the government.

General Jamwal said Indira Gandhi, then Prime Minister, used to get direct feedback from General Sundarji who was unable to provide her ground realities that left a permanent scar on the psyche of a particular community. He said General Sundarji had a good command of English, but lacked professional skills. It was unfortunate that General Sundarji died a miserable death.

The Northern Air Command (NAC) and corresponding Corps (8B and 18B) interacted in order to understand each other’s requirements at the strategic and tactical levels before finalizing the air support plans.

After the conclusion of Zerb e Momin Pakistan army and Air force came out as more confident and integrated forces.

In 1990 a New Intifada begun in Kashmir and this time it was more bloody and intense then any intifada of the past. Pakistan and India once again came near to war but this time again deterrence and Pakistan Army preparedness played its part and tensions defused.

India blame Pakistan for its troubles in Indian Occupied Kashmir which is funny in a way that if Kashmiri Population is happy with conduct of Indian state then how come it is giving the Insurgents freedom and support to fight Indian state forces. In fact Indian Union from the beginning discriminated with Muslim majority Kashmiris that resulted in not one but many Intifadas for independence from Indian rule. Every student of history knows that troubles in Kashmir are result of Indian acts in occupied Valley. Shopian Murder case is just a very small example to understand why Kashmiri hate India and why India has to put more than seven hundred thousand troops in a small valley (Remember Pakistan army is near 6 hundred thousands).

In 1998 India detonated 5 nuclear devices and immediately tone from Delhi visibly changed. Indian Politicians and Military commanders started giving open threats to teach Pakistan a lesson. LoC in Kashmir became hot due to Indian bombardments and un-provoked firing. The tone of Indians gave impression that if Pakistan does not reply in same tone India will attack (See the Indian News Papers of 1998).

Pakistan conducted its nuclear tests in response to those of Indians in May 1998 and became overt Nuclear Power. Pakistani Scientists worked day and night and brought credibility to Pakistan’s deterrence by building Ghauri, Shaheen, and Tipu missiles. Pakistan soon reached 2nd strike capability hall mark when Pakistani Navel chief Nouman Bashir revealed that Pakistan has developed SLM which are capable to take nuclear war heads.

In 1999 reports in Indian media started coming about Pakistani offensives in Northern Kashmir when there were no such hostilities. Pakistani military Leadership perceived it as softening of Public opinion and start of battle procedure by Indian army for aggression against Pakistan in Kashmir. A year back in 1998 Indians had loudly boasted their Intensions and there was enough evidence, which enforced Pakistani Threat Perception about Indian intensions in Kashmir.

To preempt any Indian aggression an old plan chalked out in early 80’s to counter Indian aggression in Siachen was given life. Some of the elite forces and those of Northern Light Infantry were infiltrated across LoC at Kargil and Drass Sector, which in winter Indian army leave due to extreme cold.

In summer when Indians came back to re occupy they were well come by Pakistani troops waiting for their hunt (Kargil was Part of Pakistani Azad Kashmir prior to 1965 war, it was only Sector in Kashmir where Indians made gains in 1965 war). Kargil Operation was a complete Strategic Surprise for India. Pakistani Forces were controlling Srinagar – Leh Road with direct fire making Leh corps very vulnerable. If Pakistani Political leadership had shown some strength whole Corps could have thrown weapons and would have become POW.

After the initial surprise India launched massive propaganda offensive along with Military offensive (on Kargil Drass Sectors). It used state of the art weaponry to get back the positions taken by hand full Pakistani troops but when its might failed India started threatening all out war. The world, which was under shock due to overt nuclearization, became scared of the possibility of nuclear war in South Asia (Pakistan did in 1999 what Indians did in early 80’s in Siachen but world failed to Take notice).

Under International Pressure Pakistani Political leadership gave in and unilaterally ordered its troops to with draw. During whole operation Pakistani losses were very low but during Unilateral cease fire Indians inflicted maximum damage.

Kargil was success or a failure it depends on which side you stand. I believe it was success as it revealed the vulnerabilities of India forces and level of professionalism. It was a strategic surprise. At strategic level it was failure of both Indian intelligence and military.

This exercise or military tensions revealed draw backs of Indian war doctrine and Indian army which was working on revision of Sunderji Doctrine came out with new concept of war based on Latest method of warfare popularly known as Information or Network Based concept of warfare.
This new war doctrine was revealed in army commander’s conference in April 2004. As discussed earlier this new doctrine is based on Network centric concept of warfare in order to understand what Cold Start means we have to understand what network centric warfare is. In words of Wikipedia
According to Kapalia’s Article on South Asia Analysis web site popularly known as think tank in which ex Indian intelligence officials work and represents Indian Intelligence mind set. Cold Start is copy of US strategy of invasion in Iraq. It is based on Shock and awe doctrine made possible by Information /Network enabled capabilities. Kapalia reveals that the doctrine is Pakistan centric and is offensive oriented. Its focus is on destroying Pakistani capabilities in Lightening action with close coordination of Air, Land and Navel forces not holding territory. Since 2003 Pakistan army is engaged in counter terrorism on its western borders. In 2008  after Mombi terror attacks India and Pakistan came near to war. Although Pakistani government condemned the attacks and offered  help but Indian leadership as usual showed conceit and no talking attitude.
 Pakistan is victim of terrorism itself and government and people acknowledge that it was blunder committed by them when they joined Afghan jihad against soviets . Pakistan is reaping fruits of its blunders and has lost thousands of its sons in war against extremists. No one has sacrificed more than Pakistan in this war on terrorism(About 36 thousand Dead). This is what India has to realize.
Because Pakistan is anti thesis of Bharat Versha or Maha Baharat that is why we see only hate in Indian press , media and common man against Pakistan. That’s also why whenever India gets chance it do everything to hurt Pakistan and Pakistanies.
After the announcement of cold start India Army conducted many exercises at army level to validate their  new concept and  to test newly acquired modern high fi gadgetry and weapons. Pakistani forces engaged in counter terrorism in western border had to take notice of Indian threats especially those by high level Indian generals.
 With limited resources and big reservoir of motivation and commitment Pakistani strategists devised counter strategy to Cold Start. This new concept to counter Cold Start doctrine was tested in two war games Azm e Nou 1 and Azm e Nou II . The deductions are now tested practically in Azm e Nou III exercise whose first Phase ended few days ago.
 Pakistani troops  are divided in two opposing forces namely Fox Land (Enemy) and Blue Land Army. Air force is also participating in the  exercise, giving close support to both Fox land and Blue land  armies.
Attack on blue land started with Massive air strike by Fox land Air force followed by Blitzkrieg attack on blue land forces. Blue land not only absorbed the impact of Fox land Assault but also displayed well coordinated and professionally executing dispersion technique. After absorbing and halting the fox land assault Blue land forces conducted a counter offensive inflicting heavy damage to invading enemy forces.
 During Azm e Nou III phase one impressive display of all arms fire was also arranged in Cholistan desert which was witnessed by Prime Minister, Army chief along with Officials of friendly states. According to ISPR press release on 15 April Pakistan Army has become Network enabled force. This means Pakistan army has also adopted Network centric warfare method  and has become capable of conducting operations accordingly.
 Interesting thing about this exercise is that unlike Zerb e Momin exercise, in this exercise Forces have executed counter offensive instead of Counter attack meaning that there is shift in Pakistani concepts of war.
Secondly in this exercise Pakistani forces displayed their capability to shoot down drones.
Summing up 
Pakistan is a small country as compare to India. Although Pakistan wants peace with India and cooperation against terrorism but India has proven itself a bully.  Since 1947  India has when ever given a chance have  created problems for Pakistan. Instead of acting like a big brother it  has acted like a bully to many times smaller Pakistan.
 Presently from TTP to unrest in Balochistan there is clear evidence of Indian involvement. India is so much anti Pakistan that it  un diplomatically declared its Cold Start doctrine specifically against Pakistan where as Indian leaders boast that they precieve only China as a Threat and Pakistan as an irritant. Reality Remains that Indian army and leadership feels inferiority complex when it comes to Pakistan(as Visible in Indian Films, Dramas, Politics and Papers)
Every free nation has right of self defense. Pakistan may be small but has displayed its capability and resolve not to bow in front of India. Azm e Nou III is demonstration of same resolve that although we have less weapons and gadgetry as compare to India but nation and its forces have resolve and commitment to counter any Indian aggression weather its cold start or hot start or what ever. Pakistani commitment to war on terror does not mean that we are off guard on our eastern border.
