NEW DELHI: A prospective Afghan political deal crafted by Kerry and Kayani threatens to sink Karzai. As the Taliban set up an office in Doha to start peace talks with the US dressed up in their old flag and named the Islamic emirate of Afghanistan, in one fell swoop, the gesture has marginalized Hamid Karzai, presaged a future Taliban role in the Afghan government and revived Pakistan’s political fortunes with the US.
The new situation has profoundly negative implications for India’s security, particularly if the Haqqani network is added to the talks as Pakistan desires. India has promised to take up the issue with US secretary of state John Kerryduring the strategic dialogue to be held here next week. In Baghdad, foreign minister Salman Khurshid said, “We have from time to time reminded all stakeholders about the red lines that was drawn by the world community and certainly by the participants should not be touched, should not be erased and should not be violated.” The “red lines” included a renunciation of Taliban’s links with al Qaida and an acceptance of the Afghan constitution. However, its been a couple of years that the US has abandoned all preconditions for talks with the Taliban.
India is one of the largest donors to Afghanistan’s stabilization, but India has a minimal role in the political chess-game currently under way, which will minimize India’s security concerns in the larger transition. Officials in Kabul said, despite repeated assurances to Karzai by the US, the Taliban went ahead to set themselves up almost as a government in exile. Their initial statement said, as an afterthought, that they could even talk to “Afghans”, but not the government. With the Taliban also opening talks with Iran as well as with the former Northern Alliance, the US, helped by Pakistan, could be preparing the way to bring the Taliban back into government in Kabul, a decade after they were removed from power by the US invasion.
For the present, the Taliban in Doha, with the blessings of the US and Qatar, is more than an Afghan insurgent group. Just by the very fact that they are not in Afghanistan, its very easy for them to scale up their international profile to position themselves as a challenger or alternative Afghan government. Its clear the Taliban are sitting at the table because Pakistan has played a key role in getting them there. While Mullah Omar is believed to have agreed to the talks, the fact is that all the Taliban leaders in Doha have a strong Pakistan connection, with their families all living in Pakistan.
According to Pakistani media reports, the deal came about largely because of a personal relationship between Kerry and Kayani. Quoting unnamed Pakistan military officials, a report in Pakistan’s Express Tribune said, “The hardliners among the Taliban ranks did not want to give any space to US forces. They had realised that by stalemating international forces they had actually won militarily. It was Pakistan’s turn to use its influence even though everyone in Washington had deep doubts about the Taliban showing flexibility. Our pitch to the Taliban was that by becoming part of the dialogue process they could gain international sanction, end conflict peacefully and achieve their goals of foreign forces exiting their country much more swiftly than through perpetual conflict.”
Karzai angrily suspended security talks with the US, as Washington scrambled to save the Doha talks by getting the Taliban to take down the offending banner. No peace talks started between the US and Taliban on Thursday, and a visit by the Afghan High Peace Council to Qatar on Friday too was cancelled. In Kabul, Karzai called in envoys from Russia and China and India to brief them on his position, even as Kerry tried to pacify him about the talks.
While the US takes some time to pacify Karzai, sources said the first deals the US would be looking for includes the release of a US soldier, Bowe Bergdahl, in Taliban custody. On Thursday, Taliban spokesmen said he could be released in return for five Taliban prisoners from Guantanamo Bay. The US has not yet agreed to that though there may be some offer of keeping the prisoners in Bagram rather than Cuba.
Second, the US will seek safe passage from the Taliban for their equipment and weapons as they prepare to leave Afghanistan. The Taliban may have entered peace talks but only on Wednesdaythey carried out an attack for which they even claimed responsibility. It’s clear the forthcoming negotiations will be arduous, where the Taliban have the advantage of waiting for their demands to be met, while the US is heading for the exits.

India Decides to Train Afghanistan’s Army and Signs Other Bilateral Agreements with Afghanistan |
India has openly offered support to Afghanistan by formalizing strategic partnerships even as it risks attracting hostility from Pakistan. During a two day visit by Afghan President Hamid Karzai to India, an agreement has been reached by the two nations to increase training of Afghan army and other security personnel. Besides finalizing the details of a strategic partnership, the two nations signed a total of three bilateral agreements.
During the visit, President Hamid Karzai has indicated that regional powers such as India are helping Afghanistan steer towards peace. Indian Prime Minister Manmohan Singh has said that India will support Afghanistan to assume the responsibility of governance and security after the withdrawal of international forces. India has also urged other neighboring countries to help Afghanistan achieve stability. Afghanistan’s future and progress will be complimented largely by the role of its neighboring countries and India intends to extend its cooperation openly.
As for the Indo-Afghan partnership agreement, India has pledged to train, equip and build capacity for Afghanistan’s Army and Police and expand on the limited training it conducted for their army in India four years ago. During the current two-day visit by Afghan President Hamid Karzai, Afghanistan has requested for 150 Afghan Army officers to receive training at Indian defense and military academies which India has agreed upon. India also is expected to soon begin hosting training sessions for Afghan police officers.
India trained Afghan Army in 2007 when two platoon-sized infantry units took sessions in India. However, India has never sent army units to Afghanistan since it would upset Pakistan. India has also poured more than $1 billion in aid money into Afghanistan in the past decade for various projects which had perturbed Pakistan due to the presence of Indian paramilitary forces in Afghanistan to oversee projects. However, this time around, India will be steadfast in its support to Afghanistan due to compelling national security reasons.
The Indian foreign ministry said that Mr. Karzai’s visit to New Delhi, his second this year, was also an opportunity for both countries to fully re-establish their strategic partnership and discuss bilateral, regional and global issues. Until now, India had maintained that its support for Afghanistan is civilian in nature and it has helped Afghanistan initiate small-scale development projects. However, India has now reiterated that it will support Afghanistan with greater interest by deepening its economic and military support. India and Afghanistan on Tuesday also agreed to strengthen trade and economic ties, announcing two agreements to cooperate in mining and hydrocarbons.

TRIPURA
Tripura, a knobble of land protruding south into Bangladesh, is home to native tribals and Bengalis.
Most of the latter, who make up three-quarters of the population of 3 million, arrived as refugees from Bangladesh after its independence in 1971.
There are two main separatist rebel groups, the National Liberation Front of Tripura (NLFT) and the All Tripura Tiger Force (ATTF). Both want independence for the tribal areas of the state and the removal of Bengali immigrants, and both have attacked the Bengali-speaking community as well as kidnapping their political opposition.
Attacks on Bengalis in northern Tripura have displaced tens of thousands of people.
Another major cause of displacement was the building by India of a fence along the border with Bangladesh, during which tens of thousands of people were evicted from their homes.
Meanwhile, Tripura is also home to thousands of people who have fled fighting in the neighbouring state of Mizoram.

Tripura is a state in North-East India, with an area of 4,036 sq. mi. or 10,453 km². Population: @ 3 200 000. Tripura is surrounded by Bangladesh on the north, south, and west. The Indian states of Assam and Mizoram lie to the east. The capital is Agartala and the main languages spoken are Bengali and Kokborok (also known as Tripuri). It was formerly an independent Tripuri kingdom and was merged with independent India on 15 October 1949 by the Tripura Merger Agreement. It was also known as Hill Tippera (anglicized version of Tipra) during the British Raj period and has a history of over 2500 years and 186 kings.

“Prior to the merger with Indian union in Oct. 15, 1949, Twipra, a princely independent state was a peaceful and self-sufficient endowed with all resources of revenue and income. After the partition (1947) of the Indian subcontinent (India and Pakistan) and the subsequent merger of Twipra with India, there had been unprecedented influx of foreign nationals in to the state of present Twipra, particularly the Bengali Hindus from erstwhile East Pakistan, now Bangladesh and mainland India. Before the merger the Borok people who were in absolute majority in their own homeland (Twipra) and accounted for more than 99% of the total population of the present state of Twipra, have now been reduced to a mere 31% (as per 2001 Census) in the state. In fact, Twipra is the only state in India and one of the few places in the world in the 20th century whose indigenous people have been transformed from being a numerical majority and ruling community in to a minority with almost no economic and political back bone within 56 years of the merger (i.e. 1949-2005). Such a dramatic change in the demographic profile of the state has had wide ranging economic, political, cultural, religious and social implications for its people. But till now there has been no protective measures taken by either the Twipra state Government or the central to prevent the unabated process of infiltration in to the state. Thus, the demographic profile of the state has threatened the very existence of the Borok people in their native land. If this trend continues in Twipra for another 50 years the Borok people will certainly be wiped out from the demographic scene of Twipra state.”
James B. Minahan (Encyclopedia of the Stateless Nations – Ethnic and National Groups Around the World – volume IV) presents a flag of the Tripuris: “The Tripuri national flag, the flag of the national movement, is a pale blue field bearing a single green five-pointed star on the upper hoist.” Mr.Minahan doesn’t specify what “national movement” it can be.

Among many liberation organization in Tripura / Twipra the most important are NLFT – National Liberation Front of Tripura, ATTF – All Tripura Tiger Force and BNCT – Borok National Council of Tripura.
“The National Liberation Front of Tripura (NLFT) was formed on March 12, 1989, with Dhananjoy Reang (former Vice-President of the Tripura National Volunteers) as its “chairman”. Reang after being “expelled” from the NLFT in 1993 formed a separate outfit, the Tripura Resurrection Army (TRA), but surrendered in the year 1997. After Reang’s removal, Nayanbasi Jamatiya became leader of the outfit and later Biswamohan Debbarma took over. However, another split occurred in September 2000 following differences between the Halam and Debbarma tribal members of the NLFT. Thus, the Borok National Council of Tripura (BNCT) was formed by Jogendra alias Joshua Debbarma. Personal ambitions of the leaders and parochial religious considerations are believed to have caused yet another split in 2001 when Nayanbasi Jamatiya and Biswamohan Debbarma parted ways from the parent outfit to have factions of the NLFT under their respective leaderships. Further, the fourth split is said to have occurred in June 2003 when Biswamohan Debbarma was deposed allegedly at the behest of NLFT’s patrons inside Bangladesh and Mantu Koloi was placed as the leader of that faction. Debbarma is reported to have subsequently set up separate camps on the Tripura-Bangladesh border with his followers.
The NLFT was outlawed in April 1997 under the Unlawful Activities (Prevention) Act, 1967, following its involvement in terrorist and subversive activities. It is also proscribed under the Prevention of Terrorism Act (POTA), 2002.
The purported objective of the NLFT is to establish an “independent” Tripura through an armed struggle following the liberation from “Indian neo-colonialism and imperialism” and furtherance of a “distinct and independent identity”.”

FLAG: The Flag of NLFT (or TNLF – Twipra National Liberation Front – that’s how they prefer to be called) shall be Tri-colour in the ratio of 3:2 size(length to breadth) comprising of green, white and red colour and a star shall be affixed on the middle of green portion.
(1) Green colour – It signifies ‘Sovereignty’ of the land (country) where we live.
(2) White colour – It signifies ‘Peace’ of the land who are peace loving and they shall continue to fight/struggle for their peaceful means.
(3) Red colour – It signifies ‘Revolution’. The peace loving people will get down to revolution to achieve their goals/right at the cost of even bloodshed if it so warranted.
(4) Star – A star on the green portion of the Flag signifies to be the guiding anchor for the whole Borok nation.
My rendition of this flag has a “fat” star slightly tilted, while Jaume has a straight star on Catalan wikipedia: http://ca.wikipedia.org/wiki/Front_d’Alliberament_Nacional_de_Tripura. Those must be variants, as the shape of the star is not elaborated in the constitution of TNLF.

All Tripura Tiger Force (ATTF)

The All Tripura Tiger Force (ATTF) was originally founded as All Tripura Tribal Force on July 11, 1990, by a group of former Tripura National Volunteers (TNV) terrorists, who under the leadership of Ranjit Debbarma dissociated themselves from a faction of the TNV led by Lalit Debbarma which surrendered arms in accordance with the August 1988 Accord concluded between the TNV and the Union government. According to the ATTF, the outfit rechristened itself as All Tripura Tiger Force by substituting the word ‘Tribal’ with ‘Tiger’ sometime in 1992.
It was initially a small group of tribal freedom fighters who operated in pockets of North and South Tripura districts. Gradually, it began mobilising manpower by recruiting tribal youth and enhancing the firepower of its cadres. And by year 1991, it emerged as a formidable independence group in Tripura. However, more than 1,600 cadres surrendered by March 1994, under an amnesty scheme offered by the State Government. A group of ATTF cadres which did not surrender revived the ATTF. It was subsequently banned in April 1997 under the Unlawful Activities (Prevention) Act, 1967. Over the years, the ATTF either formed or was associated with independence groups such as the Tripura Tribal Youth Force (TTYF), the Tripura Liberation Organization (TLO),
the Tripura Young Rifle (TYR), the Tripura Lion Force (TLF) and the Tripura National Army (TNA).
According to the available literature, the outfit’s objectives are:
1. Expulsion of all Bengali-speaking immigrant settlers who entered Tripura after 1956.
2. Restoration of land to tribals under ‘Tripura Land Revenue and Land Reforms Act’, 1960.
3. Removal of names of migrants who entered Tripura after 1956 from the electoral roll.

I wonder if a faulty zoology is at play here, because the animal is spotted, not striped, and looks rather like a cheetah at first sight?

Also, it might be questioned if the tiger should be depicted in natural colors; the Constitution of the All Tripura Tiger Force, Article No. 14 – Flag and Symbol says:
(i) A. The flag will be coloured as green base with red colour organisation symbol. The measurement of the flag will be 3 :2.
(ii) B. In case if need the symbol of the flag with its colour will be changed.

Unfortunately, there is no further description of what that symbol is. Obviously, from the name of the organization it would be logical to think it may include a tiger, but that is not explicitly stated. And whatever it is, the main version should have it in red, although variants are possible.

There is also the flag of the “Tribal Youth Federation (in Bengali Upajati Juba Federation) which is an organization affiliated to Democratic Youth Federation of India in Tripura. TYF organizes youth from the tribal populations of the state. TYF has a separate central committee and publishes Bini Kharad (Our Voice). The supreme body of TYF is the Central Conference. TYF was founded in 1967 to counter the influence of Tripura Upajati Juba Samiti. In Pakistan, corruption starts at the top right from the President and Prime Minister. Asif Zardari, the President of Pakistan is a known Crook. Nawaz Sharif is a money launderer and a bank defaulter, His best buddy, Mirza Iqbal, a tycoon of Hall Road is a US convicted drug smuggler. Majority of Pakistanis elected these crooks to the core as their leaders. Most of the underclasses follow their lead and try to find shortcuts to wealth, especially in the West. However, as they say in America, this does not ” cut the mustard.” Advanced Western nations have mostly build their societies on honesty and ethics. There is a saying, “You do the crime. You do the time.” But, our Pakistani, Indian, and Bangladeshi, and Afghan brethren never seem to learn. Until, its time to “do the time.”
Our beautiful Deen is based on the Life of our Beloved Prophet (PBUH), whose honesty was exemplary from his birth to his death. He was called “Al-Amin,” the Trustworthy.” But, his followers in the Indo-Pak Sub-continent are steeped in dishonesty.
Here is a story of dishonesty of Pakistanis in the US, their motto,” greed is good,” landed them in the slammer.
They were provided with opportunity to earn an honest living. They could have earned millions of dollars, just by honesty and hard work, like the majority of their countrymen living in the US. But, no, these chumps,louts,
shysters,and blighter, had to take a short cut to the Road to Perdition. The smeared the name of not only their community, but, also Pakistan and Pakistanis around the globe.
This story was broken by the New York Times, a Jewish Newspaper, which has no love lost for Pakistanis and/or Muslims.

Federal authorities seized 14 7-Eleven stores on Long Island and in Virginia early Monday, arresting nine owners and managers and charging them with harboring and hiring illegal immigrants and paying them using sham Social Security numbers, people briefed on the case said.
Immigration and Customs Enforcement agents and federal prosecutors in Brooklyn were also investigating 40 other 7-Eleven franchises in New York City and elsewhere, the person said, and the prosecutors were seeking $30 million in forfeiture from the stores and their corporate parent. The franchises split their profits with the corporation, which handles the store payrolls, the people said.
The owners and managers — eight men and a woman — were charged in an indictment to be unsealed Monday morning, the people said. It included accusations of wire fraud and aggravated identity theft stemming from payment of employees who were illegal immigrants using the Social Security numbers of children and the dead, the people said. One of the people said the owners and managers had abused and taken advantage of the illegal immigrant workers.
Many of those charged were of Pakistani descent and it was believed that most, if not all, of the illegal immigrants were also from Pakistan, one of the people said.
In one instance, an employee of one franchise was paid using the Social Security number of a former 7-Eleven employee, a person who had not worked for the store for 10 years and who had been the target of collection efforts by the Internal Revenue Service for much of that time because of the reported payments to the illegal immigrant, the people said.
The conduct charged in the indictment, the people said, had been going on for more than a decade. Twenty-five of the 40 additional 7-Eleven franchises under scrutiny were to be inspected on Monday as part of the ongoing investigation, the people said. Several of those stores were in New York City.
One of the people briefed on the matter, noting that the parent company handled the store payrolls, said there were no internal controls to prevent the same Social Security numbers from being used to pay more than one store employee, which happened in more than one instance.
Scott Matter, a spokesman for the parent company, said it was aware of the arrests and seizures and “has been cooperating with federal authorities during their investigation.” Mr. Matter said the company would have no comment until it learned more about the case.
By about 9 a.m., eight of the nine who had been indicted were in custody, five of them in New York and three in Virginia, one of the people said. The last individual was being sought.
One of the raids took place about 6 a.m., at a 7-Eleven on Carleton Avenue in Islip, on Long Island, according to a law enforcement agent at the scene who declined to give his name or reveal the agency he worked for. One person, he said, was taken into custody from the store and two people were taken away from a house across the street. It was unclear what connection the house had to the investigation.
The store remained closed through the early morning, with law enforcement agents turning away customers who ordinarily stop in for coffee. A worker for the Town of Islip said he had seen similar law enforcement activity at several other nearby 7-Elevens.
The United States attorney in Brooklyn, Loretta E. Lynch, and James T. Hayes, who is in charge of Immigration and Customs Enforcement’s office of investigations in New York City, were expected to announce the charges laterMonday morning, along with officials from the New York State Police and the Suffolk County Police Department.
