“ALLAMA” SIR M. IQBAL – ENEMY OF JINNAH

There is no greater lie in Pakistan history than the supposed role of the Punjabi poet, Sir Muhammad “Allama” Iqbal in the creation of Pakistan. Today, Iqbal is officially venerated as Muffakir-e-Pakistan (مفکر پاکستان, “The Thinker of Pakistan”) and Hakeem-ul-Ummat(حکیم الامت, “The Sage of the Ummah”).  His birthday (Iqbal Day) is a National Holiday in Pakistan, and Lahore airport is named Allama Iqbal International Airport.  Many people in Pakistan (particularly Punjabis) seem to believe that Iqbal somehow created the ideology of Pakistan, and then Jinnah merely implemented it.  Iqbal’s tomb was built in 1951 (4 years after Pakistan independence and 13 years after his death) within the grounds of the magnificent Mughal-built Badshahi Mosque complex in Lahore.  Today, Pakistan’s Punjabi leaders bring foreign dignitaries to lay wreaths at Iqbal’s tomb.

The irony in all these lies is that Iqbal was a mortal political enemy of Jinnah.  As the no.2 of Sir Mohammed Shafi, Iqbal engineered a split in AIML in 1927 which tried to remove Jinnah as leader and effectively expel him from the party. It took 3 years for the Shafi (Punjab) and Jinnah (non-Punjab) AIML factions to reunite, and Jinnah went in exile in London. He returned to India in 1934, after Shafi died and with Iqbal out of the picture.

The true reason why Iqbal has been venerated post-independence is simple: there was no other Punjabi who played any significant role in creating Pakistan.  Punjabis originally opposed Jinnah, and the idea of Pakistan.  In the 1937 all-India Constituent Assembly elections, Jinnah’s AIML emerged as the 2nd largest all-India party after Congress, yet won only 2/175 seats in Punjab.  It later became apparent that the Pakistan Movement was gaining momentum.  At this stage, the Punjabi landlords switched their support to Jinnah/AIML, in order to seize Hindu/Sikh lands and businesses, which is indeed what happened in 1947.  After independence, Iqbal’s role was somehow aggrandised into somehow being alongside Jinnah in rank.

Muhajir Ideology of Pakistan

The Muslims of present-day India were articulating their concerns at the prospect of Hindu-majority local government in British India in the late nineteenth century.  As thisextraordinary letter from H.M Ismail of Datavli (a small hamlet near Aligarh) shows, the desire of Indian Muslims to retain control of their own destiny had nothing whatsoever to do with Iqbal.  It was a consequence of the fall of the Mughal Empire, a secular desire for freedom, and a fear of being totally swamped by the better-educated Hindus.  In 1906, as a consequence of the sentiments of millions of present-day Indian Muslims, the community leaders secured from the Viceroy (Lord Minto) an agreement of separate Hindu/Muslim electorates.  With this single act, the creation of Pakistan on a democratic basis became a reality.

At this time, Iqbal was a young man, often frequenting the halls of Qadian, and writing charming Hindustan nationalist poems.  The ideology of Pakistan came solely from Muhajirs (of all classes), expressing feelings such as those of H.M. Ismail.

Iqbal played no role in shaping the Muhajir consciousness, he also had minimal electoral impact in his own home province of Punjab.  Iqbal died in 1938, so it seems the people of Punjab were not moved in the slightest to support Jinnah and AIML in the 1937 elections.  Of the 2/175 Punjab seats won by Jinnah, at least 1 was won by an Ahmadi (Zafrullah).  When and where was the ideology provided by Iqbal visible?

Iqbal – Enemy Of Jinnah

In 1927, a Punjabi politician called Sir Mohammad Shafi engineered a split in the AIML, over the issue of the Simon Report.  From 1927 to 1930, the AIML was bitterly split, with 2 factions – Shafi Faction and Jinnah Faction – each claiming primacy.  Iqbal was Secretary (no.2) of the Shafi faction, and was therefore a leading enemy of Jinnah.

By way of background, the British-led Simon Commission (with no Indians on it) was tasked in 1927 to produce a report with recommendations for the future of India’s goverment.  The resulting Simon Report was bitterly opposed by Jinnah, Nehru, and Gandhi, who all insisted on increased provincial autonomy, whilst the Simon report recommended continued British control in India’s local government.

11 March and 17 March, 1925– Muddiman Report (pre-cursor to Simon Report), supported by Shafi, opposed by Jinnah.  Note: Shafi voted with the 3 European Committee members, along with a Maharaja.  Jinnah voted against, with the remaining Indian members.

16 December, 1927 – Major schism in AIML along Punjabi/non-Punjabi lines.  Sir M. Shafi (supported by Iqbal), opposed Jinnah’s recommendation to boycott the Simon Commission.  “Punjab Members” refused Simon Commission boycott and insisted on holding next year’s meeting in Lahore, not Calcutta.  When this was refused, the Punjab members walked out (including Iqbal).  The Aga Khan had the support of most proxy votes, but withdrew from the contest, handing over Presidency of AIML to Shafi.  If the proxies had been made in favour of someone other than the Aga Khan, Shafi would not have been elected.  The Punjabis went immediately to set up a rival Lahore group.

28 December, 1927 – Shafi refuses to attend Calcutta AIML meeting, insists on Lahore meeting.  Plans to hold rival Lahore meeting.

2 January, 1928 – Shafi holds a Lahore AIML meeting and Jinnah holds AIML Calcutta meeting.  At the Calcutta meeting, the Punjab Muslim League is disaffiliated, and Shafi is censured.  This is exactly what happened in 1917 as well, when Shafi was also President of the Punjab League.  As a rebuttal, the Punjab AIML passed a resolution voting Shafi as Permanent President of the AIML.  As a graduate of Cambridge University, Iqbal most likely had a leading role in drafting these anti-Jinnah resolutions.  On this day, more than any other, Iqbal was the enemy of Jinnah.

5 March, 1929 – Jinnah/Shafi factions agree to reunite, based on 50-50 representation in new AIML

1 April, 1929 – Chaos at AIML meeting.  With Jinnah absent on urgent political business, the Punjab AIML faction tried to force through Shafi’s position by resolution.  This was met by anger from the Jinnah faction supporters, and police were required to stop a fight.  At this moment, Jinnah arrived at the conference and declared it adjourned, amid great pandemonium.

30 December, 1930 – Iqbal makes speech calling for Muslim Indian state (within British Empire) to be created in Punjab/Sindh/Balochistan/NWFP-KPK, at least for the Muslims of North-West India.  This idea explicitly excludes the Muslims from the rest of India.  This is the “Son of the Soil” ideology of Pakistan, which wishes the Muhajirs weren’t even there!

Note: Jinnah was in London at this time, and therefore did not attend Iqbal’s speech.

1938 – On Iqbal’s death, there was no formal ceremony to remember him in any way by Jinnah/AIML.

1947 – at the independence of Pakistan, there was no memorial ceremony of any kind held by Jinnah or Pakistan Government to remember Iqbal – which proves that his status as Muffakir-e-Pakistan was a later invention.

Summary

From 1930-1934, Jinnah was living in Hampstead in London and practising Law.  It seems certain that his departure from India was triggered largely by the difficulties caused by Shafi/Iqbal’s revolt.  He returned to India in 1934, when Shafi had passed away and Iqbal was out of the picture.  In Jinnah’s absence, Iqbal assumed a greater leadership role, suggesting that Iqbal was more interested in an anti-Jinnah coup d’etat than providing Jinnah with any ideological gems.

Iqbal was a poet, who thankfully wrote more than 2/3 of his poetry in Persian, a language no longer understood by Pakistanis.  His ideas, playing on Islamist revulsion at the modern world, were a fore-runner of Jihadi Taliban and Al-Qaeda ideology.  Iqbal was a pan-Islamist, who dreamed of the Sword of Jihad conquering the entire world.  At the peak of Iqbal’s political career, he used his energies to do all he could to cripple Jinnah politically.  The split of AIML led to Jinnah’s departure from India, and he returned several years later to once more lead the Muhajir yearning for freedom and independence.

The idea that Iqbal made a major contribution to Pakistan’s creation is a complete lie.  He was the backbone of Shafi’s Punjab Muslim League group, which humiliated Jinnah by holding a rival AIML meeting in Lahore to undermine Jinnah’s Calcutta conference.  His Obituary (22 April, 1938) stated that Iqbal was “inspired by the vision of a New Mecca, a worldwide theocratic Utopian state in which all Moslem, no longer divided by the barriers of race and country, should be one” – this is identical to the ideology of Taliban and Al-Qaeda.  The obituary also states that Iqbal was “severely critical of Western life and thought on the basis of its materialism” – this is identical to the ideology of Imran Khan.

Iqbal is revered in Punjab.  Imran Khan stands underneath his image at every rally.  There is no purpose in us expending our energy to convince them otherwise.  They have deliberately removed all negative references to Iqbal and replaced them with fantasies of Iqbal and Jinnah working as a team.  But these are all lies, as I have shown with contemporary source evidence.  Iqbal was a mediocre politician, a Jihadi ideologue, and a political enemy of Jinnah from Punjab.

Sexual perversions though prevail in most of the countries it is continuing in the Arab nations mostly behind the thick curtain. We definitely heard the sexual scandal between former American President Bill Clinton and Monica Lewinsky or similar scandal of the French or Russian President, but we definitely never heard how financially disadvantaged women from the Asian and East European nations are brought into Arab countries, to become sexual company of the oil-rich Arab sheikhs or monarchs. Many of the people in the world also are unaware of the dozens of untold stories of unfortunate Asian girls, mostly from Nepal, India, Bangladesh, Pakistan, Indonesia, Sri Lanka and the Philippines or the African girls from Tunisia, Egypt, Nigeria, Ethiopia etc, who are brought into harems of the ruling monarchs in the Arab countries, for being “deflowered” by the sex crazy Arabs. Most of the rich and affluent Arab sheikhs as well as members of the ruling royal families “deflower” as many as possible girls, before they marry an Arab girl. This culture is very much in practice in the Arab rich societies, which is considered to be a “test of vigor” of the men, before they marry an Arab female. During each of such “deflowering”, private celebrations are held inside the four-walls of the palaces, to rejoice the vigor of the male member of the privileged families. After the deflowering “ceremony”, these girls may either remain as “sex slave” of her “first man” for few weeks of months, or may be offered to remaining male members of the families, who would continue to abuse the girl for some time, thus finally letting the girl return to her home country with lost of cash in possession.

Taking the advantage of tremendous sexual luster of Kuwaiti males, some Filipina women have already established extremely discreet private brothels within various residential and non residential areas in Kuwait city. The matter is no secret, as it has been reported even in Kuwaiti media on a number of occasions. A Filipina national told media that Asian women are being lured and forced into prostitution in Kuwait. She accused the pimps of operating under the loop of an organized crime syndicate. The Filipina, who survived the ordeal, claimed that brothel owners prey on domestic helpers. Most of such brothels are located at Salmiya and Fahaheel areas. A Filipina woman, elderly woman who, is in her early fifties, operated a brothel located in Salmiya’s old souk. The woman was working for a company in The Avenues. Runaway domestic helpers who sought shelter in her house were sold to clients for 25-50 Kuwaiti dinars per night. These women were dressed inappropriately, forced to dance at private parties and engage in sexual acts. A Filipina pimp in Fahaheel, who claimed to take in her custody runaway domestic helpers said, “It is their choice if they want to engage in prostitution or not. I don’t force anyone to it. They came to me asking for help and shelter and I can’t feed them all and provide for their needs. So I merely suggest prostitution as an option should they want to earn and raise money to pay for their needs and work on their release from their employers. However, it is ultimately their decision to give me something from their income.”

In recent years, the Indonesian maids in Kuwaiti brothels have become the highest in numbers which is followed by Filipina, Sri Lankan, Bangladeshi, Nepalese, Indian and Tunisian women migrant workers. Most importantly, rights of housemaids, who are recruiting from many countries to Kuwaiti households, are not protected by local laws. This gives, ‘excellent’ opportunity to the employers in abusing the women in the worst-ever manner.

Fourth Estate or a Fifth Column?

The Fourth Estate in Pakistan became the Fifth Column a long time ago. Let’s face it, it has stopped  serving the national interest for a very long time. Intentional or not, their main thrust these days is to sow the seeds of mistrust between some vital national institutions in an apparent effort to create doubt, discontent, disillusionment, demoralisation and divisions in the country. In all my experience around the world I have never witnessed such brazen and shameful anti-national conduct among the media anywhere. Even their puppeteers acknowledge as much as evident from this statement by a western diplomat in Islamabad not long ago:

 
Pakistani TV journalists are some of the easiest to buy or manipulate. ———- Their price is ridiculously small. A drink, a lunch with a second or first secretary in a place where they can be seen by their admirers, invitations to official receptions, or at most, a trip to the states, is all you need to buy their loyalty. ———– My dog is usually fussier.

Thought-provoking Views of Admiral Fasih Bokhari

The NRO was a foreign brokered amnesty for politicians with a suspect past. It set the stage for the return of the old political dynasties.

 The COD (Charter of Democracy) was a compact to join hands to remove any possibility of future military takeovers, indeed to clip the political wings of the military. In an honest dispensation this would be a positive step. However in immature politics “Memo-gate” and the current “Khawajas/Geo” attacks on the military and ISI, both outcomes of the COD, are detrimental to national cohesion and “brotherhood”, especially when the military are shedding blood to save the nation and protect its citizens. Focus on controlling insurgency should have been the priority, rather than attack the institutions that are fighting the insurgency. The maturity and credibility of this strategy obviously raise suspicions among patriots.

The COD was essentially an agreement between two major parties to usher in a two party system that would not allow the smaller irritant parties to survive: with the aim of ushering in a more stable political structure. This may not be a bad aim in itself; but corruption tainted past of both parties raises doubts that this may be a way of establishing dynasties for pelf. Imran Khan may not be off the mark when he talks of “muk-muka” politics.

The history of PML-N, the current party in power from subversion of the Sajjad Shah Supreme Courtcontinued with the “Long March” to again subvert an obliged Iftikhar Choudhry Supreme Court. The alliance with the Geo-Jang group, and appeasement of the Punjab Taliban, were not objected to by the then ruling party because the COD required that power be transferred to the current party in power.

 

The role of the judiciary at various levels has been questioned by many after the elections. (Please read my letter to the President on the issue that is attached.) I do not regret my role with PESA in the fight for independence of the Judiciary. The last CJP was not the best but many more will come. The independence of the judiciary was a higher ideal than simply reinstating Choudhry.

 

Studies in the “Save Pakistan Coalition” identified fiscally empowered Local Governments as the backbone of true democracy.

This is a major issue.  Pressure be brought on the current governments to hold transparent LG elections at the earliest as a positive democratic step.(Constitutional requirement)

 

Three steps considered essential for Pakistan:

 

i)             Independence of the judiciary to shame and blame transgressors:

ii)            Independence of the Bureaucracy to give regulatory strength to the Social Contract: and

iii)           Supremacy of Parliament so that no one center of power can dictate the course of governance.

 

As far as the depth of subversion of the state is concerned (read the third attachment), political immaturity is again visible in the actions of these politicians who continue to subvert the institutions of state, and state functionaries, and then ask why the state machinery is not responsive!

Dear Air Commodore Sajjad,

We have both fought wars for our country and believe that we “are” because Pakistan “is”, and must remain. I recall our many good times together and cherish their memory. I had stopped contributing to blogs and email groups (age and health) but you have mentioned me by name and have so drawn me into the current debate, somewhat reluctantly.

Although there are many brains better than mine on the list, but for what it may be worth here’s my contribution.

Yes, I want democracy, because all Pakistanis are equal and have a right to participate in the determination of their future by consensus, and not be coerced into a future they don’t want by any single power center. I still believe that equality, freedom, and brotherhood, are our best way forward. (Please see the executive summary of PESA suggested National Security Policy that is attached to this email.)

In an honest political dispensation democracy would remain the best way forward. But the current dispensation is not one in which I can see democracy easily take firm root.

After the studies we did in PESA and “Save Pakistan Coalition”, I asked to take over NAB to understand better what ails Pakistan and perhaps contribute positively. I did not understand the political game that was to be played out, or the depth of subversion of the state that had already taken place. It is a complex game with a number of power centers, joining hands for what they see as their common interests, while hoping to achieve supremacy over each other. This does not lend itself to national stability.

As far as the depth of subversion of the state is concerned (read the third attachment), political immaturity is again visible in the actions of these politicians who continue to subvert the institutions of state, and state functionaries, and then ask why the state machinery is not responsive!

The PPP government ordered a Ministerial enquiry against me when I went public with the daily losses to the state of Rs. 7 Billion through corruption and negligence (willful in most cases). The internationally recognized most effective tool to fight corruption is “prevention”, which I started in NAB. We were able to focus on over 50 ministries and institutions for Rs. 2.5 Trillion worth of projects and expenditures. With adjustment and rule compliance mechanisms we were able to save wastage of Rs. 250 Billion. These and many other actions upset many power centers, which are unfortunately for Pakistan, too powerful and complicit with each other to allow any upsetting of the status quo.

One major lesson from NAB was that the absolute corruption index of Pakistan has remained 2.5 for the past 15 years. This means that corruption is not party specific, or war/peace specific, or event specific. Our corruption is the direct result of a flawed Constitution (written by those who lost the 1970 elections i.e not truly representative), outdated legal system unable to cope with current and future business/social/revenue demands, and discretionary rules framed under unequal laws.

So, where do we stand today?

Many of the democracies today were born out of an evolutionary process that saw many mishaps and violence before their societies gelled into brotherhood. Some in Asia required the military to instill discipline before society achieved homogeneity, China, Korea, Viet Nam, Turkey to cite a few. There are no standard Democracy 101 courses.

The questions we must answer are:

The Politicians try to clip the Army and ISI wings through a reasoned (albeit immature) policy, even while we are fighting an existential insurgency that is backed by foreign powers. Do we seek a military takeover? 

State institution subversion is at levels that invite further groups to insurgency. Were previous military governments able to reverse the trend or did they contribute to such subversion? Do we seek a military takeover nevertheless?

The writ of state has not been established over the whole of Pakistan by either Civil or military governments. There are too many Sardars / Makhdooms / Maliks / Pirs etc. with their men under arms, who are the law in their own lands. There are too many other armed groups such as Taliban and Baloch splinter groups. Does a military or a civil dispensation have a better chance of inclusionary politics to bring all into the mainstream?

Is a civilian dispensation likely to want to change the Constitution, modernize the laws and legal system, and remove discretion? Not likely since they are enjoying the status quo.

Would a military dispensation? When Iftikhar Choudhry gave the chance, it went a begging. Why? Was it because the art of governance is beyond both our past and current crop of military and civilian rulers? Has their focus been self rather than the people they govern(ed). Are we still waiting for a savior after 67 years?

Does Pakistan need a technocrat government (there are many more brilliant Pakistanis not in politics or uniform) backed by the military for 25 years to raise a new 100% educated and disciplined generation who will take on the eventual mantle of democratic rule?

Another military takeover with so many armed groups not yet under control could be a recipe for an even bloodier civil war that our enemies could benefit even more from. Easy repeat of a 1971 type intervention? Or would this solution be the only way to bring order out of our current chaos?

380 million Americans live in over 50 states and territories. 200 million Pakistanis live in less than 10. Is too much centralization suffocating governance and participation at the grass roots?

Our studies in the Save Pakistan Coalition identified fiscally empowered Local Governments as the backbone of true democracy.

This is a major issue. Should pressure be brought on the current governments to hold transparent LG elections at the earliest as a positive democratic step?

There are many more questions, but the bottom line is that we need to unite and find solutions. The blame game must stop. Leave politics to the politicians. If anyone wants to play politics he should join a political party and apply his experience. By all means use social media, or join pressure groups, as a form of dialogue with like minded persons to evolve consensus or directions that political players can benefit from; but we should be contributory not accusatory.

This is already too long so I won’t touch on the impact of international interests on Pakistan, of which you are perhaps more aware than I.

Before closing I will say that

i)             it is incumbent on the Government to unite and not divide the nation.

 

ii)            Politics should be restricted to resolving issues faced by the people and state, and not immature internal power games that are liable to precipitate early elections/change of government.

 

iii)           As far as media is concerned, it should observe and report, with credible opinion columnists. When media takes on the role of active politics or becomes a trial court or resorts to defamation, it loses its privileged position before the law.

The people have a right to information, closure of media houses in therefore an anti-people action. The media has a right to earn profit for providing information. When media earns profit from disinformation/sensationalism it is violating the rights of the people and must be censured as per rules and laws in force.
