Nawaz Sharif’s Predicament

A major problem area for the federal government led by Nawaz Sharif is civil-military relations despite the fact that the PML-N leadership has a reasonable experience of living under the wings of the military. Their wish to assume a commanding role in defence and security affairs is greatly influenced by their flawed assumptions that their electoral support base and personalised decision-making would overawe the military. They now consult with the military top brass on security and related matters but it is not clear if the implementation of the decisions in the post-consultation period reflects the substance of the consultation.
The official civilian version on the meetings between the top military and civilian leaders projects a strong harmony and understanding between them. If we go by the statements of hardline federal cabinet members who have close access to Nawaz Sharif, the impression is created that the army top command fully endorses the civilian government’s management of talks with the TTP and the “high treason” case against Pervez Musharraf. It is not clear if that perception reflects the full reality or the civilian leadership is interpreting the politeness and professional discreetness of the top brass of the army as their total agreement with their handling of these two matters.
The experience of Nawaz Sharif’s earlier terms in office (1990-1993, 1997-1999) shows that Nawaz Sharif and his close associates overestimated their electoral clout in dealing with the military. In January 1993, differences developed between Prime Minister Nawaz Sharif and President Ghulam Ishaq Khan on the selection of the army chief after General Asif Nawaz Janjua died of a heart attack. Nawaz Sharif’s famous speech of not accepting anybody’s dictates in April ultimately brought him in conflict with the army top leadership when it worked towards seeking the resignations of Nawaz Sharif and Ishaq Khan to break the political deadlock in July 1993. Another example of poor management of civil-military relations is Nawaz Sharif’s interaction with the army top brass in the post-Kargil period, especially in August-October 1999. Shahbaz Sharif went to Washington to obtain American support for democracy. This support could not secure civilian rule as Nawaz Sharif attempted to remove General Pervez Musharraf in a dramatic manner and appointed his protégé as the army chief.
The civilian leadership can secure itself against military intrusions by creating a credible civilian governance system that enjoys widespread popular support. This is only possible if electoral legitimacy is coupled with performance legitimacy by good governance and a moderate and accommodating political management.
If the ultimate sanction of the military’s clout is its organisation, discipline and control of instruments of violence, the civilian leaders derive strength from popular support. However, popular support cannot be cultivated without performing in three major civilian domains. First, good governance and delivery of services to the common people and keeping economic pressures on them under check.
Second, an accommodating and cooperative interaction with the out-of-power political and societal forces. What matters here is how far other political and societal forces are willing to support the government at the operational level. If the government establishes a tyranny of majority and keeps all political adversaries under check, the political environment cannot stay harmonious and cooperative over a long period of time. Divided and fragmented political forces cannot command the political system vis-à-vis the military.
Third, post-military rule, political forces need not create a sense of insecurity in the military. An unnecessarily critical posture or negative campaign by the civilian government and political forces is always counterproductive. The civilian government often loses the confidence of the military by a policy of non-accommodation towards the sensitivities of the military top brass or undertaking a persistent propaganda campaign against the military for one reason or another.
In a country like Pakistan, where internal and external security pressures are intense, the military cannot be pushed to the sidelines. Civilian leaders will have to change Pakistan’s internal security profile and build peace on its borders in order to cut back on the role and status of the military.If Pakistan continues to suffer from violence and terrorism and its ultranationalists want to wage war against India, dominate Afghanistan and keep Iran under pressure, the military and its needs and requirements will override other considerations influencing policymaking and its execution.
At a time when the “performance legitimacy” of the PML-N government has slipped downwards, it has embarked on two extremely contentious policies: talks with the TTP and the trial of Pervez Musharraf for “high treason”. The talks with the Taliban in an apologetic manner cannot go on for an indefinite period. The civil government will have to produce positive results by the end of April in terms of the TTP giving up violence and agreeing to work within the framework of the Constitution. The army cannot afford to let the summer of 2014 pass by and let the Taliban consolidate their position in the tribal areas. This will increase the cost of defending Pakistan’s security for the military in 2015.
Similarly, the dragging-on of the Musharraf trial has a strong potential to adversely affect civil-military relations to the disadvantage of Nawaz Sharif. The military expresses its views in its own way, which can be read only by those who understand how a professional and disciplined military works. Given the military’s professional profile and tradition of respect for its retired senior officers, it would be very unusual if the military abandons Pervez Musharraf in favour of political leaders.
The civilian government needs to undertake a dispassionate review of its policies on both issues. Stepping back on these issues may subject the civilian government to criticism by a section of political leaders. However, the cost is likely to be higher for sleepwalking into the Taliban trap in the name of dialogue and settling old scores with Musharraf.

The Kashmiri bears an evil reputation in the Panjab, and indeed through-out Asia. Proverbs liken him to a snake in his morals and to a fowl in his manners, and men are warned against admitting a Kashmiri to their friendship. Moorcroft writes of the Kashmiri, ‘ Selfish, superstitious, ignorant, supple, intriguing, dishonest and false, he has great ingenuity as a mechanic and a decided genius for manufactures and commerce; but his transactions are always conducted in a fraudulent spirit, equalled only by the effrontery with which he faces detection;’ and Drew admits that they are ‘ false- tongued, ready with a lie, and given to various forms of deceit.’ Hugel has nothing good to say of the Kashmiris, and it is a matter of history that in the Mutiny the Kashmiris of Ludhiana turned against the English, and in the Settlement Report of the Kangra district the Kashmiris of Nurpur were spoken of unfavourably by Mr Barnes. But it must be remembered that Moorcroft was speaking of the city people, and that the Kashmiris of Ludhiana and Kangra were the shawl-weavers, who are the lowest and meanest of the population, and it would not be fair to apply Moorcroft’s epithets to the villagers as a body. In the aftermath of attack on Pakistan Army and indeed, the Armed Forces in general by the two direct raiders, now being called Khawaj-sra Asif and Saad Rafiq, many angry comments are being heard. The 3rd raider Pervaiz Rashid, has not acquired any new name but is also being loaded with un-parliamentary attributes by many. Many includes soldiers, some very hot-headed, former soldiers, civilians and those who hate Nawaz Sharif knowing his background and antics during the previous two tenures.

The leading debate is, who is behind it.

Most think it is the PM who, as has been his habit, has unleashed these Khawaj-sras when he was proceeding abroad. During PPP regime, he invariably left the country to avoid such moments when difficult clarifications or his views would be sought. The wrath against NS is building but pending his return and then response, most people are trying to be patient.
However, General Gilani who appointed Nawaz Sharif, a tout minister and how this man grew under the patronage of a military dictator without any regret is being being frequently mentioned. He is accused of drilling holes in the very plate from which he ate! Typical Urdu example, but used with many expletives!

Information Minister, Pervaiz Rashid is losing respect as he tries to sugar coat the Khawaj-sras’ verbal assault on Armed Forces. However as yet he is receiving only a few unkind words in passing from many. He is trying to cool down the tempers of the soldiers and former soldiers but the anger generated by the Khawaja-sras is so great that his soft talk is also maligning him as an accomplice.

The full fury of anger is directed at the older Khawaja-sra and the younger called Saad. Khawaja Safdar’s obedient role during General Ziaul Haq’s rule is remembered and he is called as lackey of a military dictator. His son Asif, who used to be a clerk in Bank, is now seen with contempt who abuses Army, and indeed, indirectly abuses his own father who was a front man of Zia when a fake National Assembly was brought into being.

But then some say, Khawaja Safdar had NOT married the woman who gave birth to Asif, later known as Khawaja-sra Asif. That makes Asif a bastard. If this is true, then, of course, it is understandable that he would disgrace the Army, whom his ‘father’ obediently served and saw nothing wrong with that.

Saad Khawaja-sra, is considered a shade less than a bastard, although there is no talk of his mother not being married to his father.

Then there are massive expletives, which are better omitted, every time these Khawaja-sras are mentioned. Some even considered doing more than just counter verbally. Khawaja-sras will do well to increase their protection.
Of course, if they have even an iota of self respect they Must Not ask Rangers or Army to provide protection.

Some thought the elder Khawaja-sra MUST resign the appointment of being Defence Minister. How can his self esteem allow him to head Pakistan Armed Forces who in his spoken words are so awfully un-patriotic, corrupt, ruling over likes of him like Zamindars over Tillers and incapable of defending the country?

By staying in his post, he only gets tainted in the same terrible light that he tried to paint the Armed Forces in.

Khawaja-sras and their mentor visiting China, would do well to leash their tongues, educate themselves about the limits of their powers and beware of some hot-headed soldier, serving or retired does not matter, who might decide to vindicate the honor of Pakistan Military.

It boggles the mind that people voted for such a party as the PML-N !
Everyone was aware of their bungling,intentions and anti-national,anti-patriotic and self-aggrandizement characteristics.
What a pity ! Pakistan,and Pakistanis with meager resources hold expense-heavy national elections and the result is filth ! As if,we do not have enough problems,we get the greediest and most third rate bunch of mediocres to lord over a already hapless nation on a ventilator fighting for survival.
And now,we have a Defence Minister,who has no qualms to abuse the rank and file of this great Army. Are our sacrifices going to be rubbed in the dust by a bunch of third-raters,who have no love and loyalty towards their armed forces,and our country,Pakistan ?
If we were a banana republic in central Africa,such uncouth conduct would not be of any consequence. But,for God’s sake,we are 180 million people,a nuclear power with a million men and women in uniform,supposed to be led by men and women of substance,we do not deserve or need such crass treatment !
We are lucky,just pure lucky,that a force already stretched out,in combat since over a decade,has not shown signs of fatigue yet. The day,officers and men feel that their role and fervor in battle against an elusive enemy is not being honored by national leaders (so-called),and they are at the end of their energies,it is difficult to predict their actions and reaction(s).
I am not against democracy.But,we need responsible leaders,who can carry the day for us.Who can pull Pakistan’s “chestnuts out of the fire.” And put the country on the road to prosperity.
Whatever the shortcomings of ex-President Asif Ali Zardari and his PPP government,at least he did not himself,neither encouraged anyone,to abuse the Pakistan Army and it’s leadership. He bore the brunt of all sorts of criticism from all quarters himself,but never,publicly,abuse any person or institution. One could,with a heavy heart,give him due kudos here for his cool leadership.
It is not understood,with due respects to my friends and relations,that why this bunch of PML-N leaders from the Punjab should abuse the generals and the Pakistan Army. It is our Army.Pakistan’s,not of the Indians ! No army is perfect.Same with us. But,nobody,specially their elected leaders,drag the name of their forces in mud. Our PML-N leadrs do it. Why this hatred not understood.
