Correct with the news that Orange Train is not part of CPEC.
Sharif brothers tried hard in getting it connected to CPEC, to hijack credit for this part of CPEC, however, the Chinese Govt. did not approve a loan to Sharif Govt and cleverly they offered a soft loan, as the Chinese knew there was no way to recover the money. 
 
Right now this project is in a lot of trouble. Originally project awarded to 2 parties. Maqbool/Calson and Habib construction.
 
Exim bank had released $300 million and when they released the next $30 million they sent their experts to check progress. Turns out that on M/C side some of the pile foundations are not even half the required depth and there is a FIR against 3 Nespak site engineers. Maqbool/Calson guarantee of 980 million was encashed however they have been overpaid Rs.3 billion so no loss to them.
 
Now the contract is awarded to ZKB/Reliable…however Exim bank has refused to make any additional payments. 
The Punjab govt. acquired some short-term financing from Bank of Punjab and paid a markup of Rs392 million plus payments of Rs. 217 million was to be paid in Oct and so on.
Workaround heritage sites have been stopped by the High Court and case is now pending in Supreme Court.
 
Work is at a snail’s pace and the whole thing stinks to high heaven.
 
Just think what the govt. could have achieved with $2 billion. But then we’re not the thinking type…can cause brain cancer.

It’s time for a change of guards in Pakistan. The most powerful office in the country is awaiting its new occupant, General Qamar Javed Bajwa, the COAS nominate. 

General Raheel Sharif, unarguably the most popular, most loved, Chief of Army Staff in the history of Pakistan, completes his glorious term on 29 November. 

It seems that the popularity of General Raheel Sharif has sent a wave of insecurity among the civilian ranks. The armed forces have been facing a defamation campaign that has emerged from the wraps slowly during the past three years. With the recent stunt of the infamous Dawn Leaks, the smear campaign has been revealed for everybody to see.

People close to the Prime Minister seem to have instigated this campaign and brought it to its current state. This conclusion is easy to arrive at once we realize that the twice ejected PM Nawaz Sharif has a history of confrontations with the esteemed institutions of Pakistan, especially with military heads. He tried to force retirement on more than one military chiefs during his previous two terms.

General Raheel Sharif was appointed by Nawaz Sharif himself after General Ashfaq Pervez Kiyani completed his term in 2013. A son to Major Muhammed Sharif, Gen Raheel is a soldier in blood and spirit, brother to Major Shabbir Sharif Shaheed, who was awarded Nishan-i-Haider – Pakistan’s highest military honor – for giving his life in the war of 1971. 

As Chief of army staff, General Raheel continued his family’s legacy of serving the country to the best of his capacities. He initiated the National Action Plan under which terrorism and corruption were to be eradicated from the country. Operation Zarb-i-Azb was also initiated by Gen Raheel to eradicate terror networks based in the tribal belt of Pakistan where terrorists from across the Afghan border have easily entered Pakistan ever since the War on Terror began in 2001 and carried out terrorist activities inside Pakistan with the help of local mercenaries. 

General Raheel Sharif also initiated a clean-up operation in the economic hub of Pakistan, Karachi, which was badly affected by some political parties’ backed lawlessness, terror attacks, gang wars, and drug lords. Most of them were dismantled and Karachi is almost back to her old peaceful self. 

Since the day General Raheel Sharif emerged as a strong and popular Army chief, the civilian leadership have untiringly attacked him and the institution with the most inappropriate insults. People sitting on key government posts take pride in smearing the armed forces of their own country. 

The recent infamous incident of the so-called ‘leaked’ news story appearing on the front page of Dawn, a popular English newspaper of Pakistan, has created an uproar in Pakistan and a pleasant excitement in certain quarters. Indian media loved it. Pak Army, despite their huge and genuine efforts to put things in order, has gone to the back foot. General Raheel Sharif and his team’s hard work of years to build Pakistan’s image went down the drain because of one planted and crafted story that was aimed to label military brass as facilitators of terrorism. 

On this horrendous security breach, Pakistan’s Minister of Information Affairs became PM Nawaz’s sacrificial goat and was sacked after the military leadership was livid over the con.

The most horrifying part of this ‘leak’ was the impression that things discussed in such highly sensitive meetings are not safe. Such people who wanted to damage the Army have somewhat done it, while the government, with their ever-changing statements, have strengthened the notion of complicity in this scandal. 

According to the Federal Interior Minister, the writer of the scoop called the sacked Information Minister for a comment on the story, as is the custom in journalism. This automatically means some people in the civilian government were in the loop before the story was published. The question is, why didn’t the minister deny or stop the story from going public? Or was there somebody more powerful who wanted the story to be published? 

This story meant harm. The enemy’s narrative made international headlines. Keeping PM Nawaz’s skirmishes with other state institutions and controlling nature in mind, this move had ulterior motives towards the end of General Raheel Sharif’s shining career. This conspiracy was aimed at putting the armed forces on the defensive and to tell the future military command to read between the lines. 

Incidentally, Former PM India, IK Gujral, writes in his book that Nawaz Sharif passed on secret information to India while he was Pakistan’s PM. Nobody from Nawaz Camp has ever denied this highly incriminating statement. 

In light of all the events occurring in these crucial times for Pakistan, is the security of the country in safe hands with the current political leadership? That is the big question for every Pakistani today.

Ch.Nisar: Pakistan’s Famous FA Pass Liar

Pashtuns do not have any tribe called the Chaudhry. Chaudhry Nisar Ali “Khan” added this honorific to give himself a martial race credential. He is actually a Kashmiri like the rest of PML(N) who should be proud of his background, instead of hiding it.

It is real news to me that ECP can commit such a blunder by asking the leader of the opposition to submit his certificate of FA or its equivalents. How can a leader of such high profile not have genuine educational credentials? Like my favorite Nusrat Javed, I was also mad at eve maligning bureaucracy.

However, by thinking a little bit, it seems that Election Commission officials may have some valid reasons too. As per information available on media, Ch. Nisar Ali Khan was born to Brig Fateh Khan on July 31st, 1954. He was at Army Burn Hall Abbottabad (ABH) till 1968 and left at the approximate age of 14 years. As per general age pattern of kids going first grade in school at the age of 5, he should have completed 9th grade at ABH. However, when boys join boarding schools, they lose one year compared to regular schools. I am sure of this about Cadet College Hassan Abdal, similar to ABH.

SO if we consider that, his age at time matches to one who had passed the eighth class when he joined Aitchison. However, ABH may have its own policies. Ch. Nisar Ali Khan was admitted to Aitchison College on July 31st, 1969 wind left on December 31st, 1970.His school number at Aitchison was 4224. As per policy, one has to have two years to complete ‘A’ levels after doing ‘O’ levels. He left Aitchison College at the age of fifteen and a half years. This corresponds more with someone passing O levels (matric) than that of ‘A’ levels (FA).

Again let us assume he passed FA (A-levels) at Aitchison. It takes some time to have results and BA classes usually start after summer vacations. He could not have started his BA at Government College Lahore before the end of summer vacations of 1971. He claims to have passed BA from GC in 1972. This means he studied for only one year and passed his BA during the wartime of 1971.BA examinations were usually held in summer. So he was eighteen years old when he passed BA. Very unlikely considering that he went to boarding schools and delays in academic schedules during wartime.

ISLAMABAD: Pakistan Tehreek-e-Insaf (PTI) lawmaker Dr. Shireen Mehrunnisa Mazari called upon the Defence Ministry once again on Friday to explain its position on the joint exercises of the Pakistani and Israeli forces in the United States.

Though Lieutenant General (Retired) Abdul Qadir Baloch, minister for states and frontier regions (SAFRON), said there was no truth in the reports about joint exercises of Pakistani and Israeli forces in the United States, Mazari asked the government on the floor of the National Assembly once again on Friday to come clean about these reports. She expressed serious reservations about the joint exercises of Pakistani and Israeli air forces in the United States because Pakistan never recognized Israel. She said the Defence Ministry should brief the House about the joint exercises and Pentagon’s decision to stop $ 300 million military aid to Pakistan under the Coalition Support Fund (CSF). “The defense minister should tell whether the reports about the joint exercises in the US are true. If they are true, then tell us why was Pakistan taking part in these exercises?” Mazari asked.

Sharing PTI lawmaker’s concerns, Pakistan People’s Party (PPP) leader Syed Naveed Qamar said it was a serious issue and a report on it was published on the front page of a newspaper. He urged the government to explain its position on this issue in the House.

The National Assembly witnessed low attendance of both treasury and opposition lawmakers on Friday. The chairman of the Standing Committee on Water and Power presented the Periodical Report of the committee for the period July-December 2015. Before PTI lawmaker Arif Alvi pointed out quorum, Deputy Speaker Murtaza Javed Abbasi adjourned the session till 5 pm on Monday. During the Question Hour, the House was informed that the government was taking measures to increase industrial production. Minister for Industries and Production Ghulam Murtaza Khan Jatoi said that measures included the establishment of industrial parks and special economic zones where industrialists would be given a number of incentives. He said that a new automotive development policy had been launched to attract investment in the automobile industry.

Parliamentary Secretary for National Food Security Rajab Ali Baloch told the House that the Pakistan Agriculture Research Council had introduced several varieties of crops, including that of wheat, canola, sunflower, and maize, to enhance agriculture yield. Parliamentary Secretary for National Health Services Dr. Darshan told the House that the government was committed to putting the pharmaceutical sector on sound footing and ensuring the quality of medicines. He said this year the government issued 525 licenses to pharmaceutical companies to export drugs.

Responding to a Calling Attention Notice moved by Asiya Naz Tanoli and others, Parliamentary Secretary for Information and Broadcasting Mohsin Shah Nawaz Ranjha told the House that the Pakistan Electronic Media Regulatory Authority (PEMRA) took prompt action on the telecast of indecent advertisements on private TV channels. He said there were clear PEMRA rules, which prohibited telecast of any such content by any channel.

CPEC.’s nebulous public position on its growing ties with Pakistan continues to give sleepless nights to Indian policymakers who have sought to isolate Islamabad on the issue of terrorism.

After it officially denied reports+ that it had shown any interest in China-Pakistan Economic Corridor(CPEC), Moscow has not just declared strong support for the China-funded project but also announced its intention to link its own Eurasian Economic Union project withCPEC.

CPEC, which will link Gwadar in Pakistan’s restive Balochistan province to Xinjiang in China, remains a major bugbear for Indian foreign policy as it passes through the Gilgit-Baltistan region in Pakistan-administered Kashmir claimed by India. Beijing has shown scant regard for India’s concerns despite PM Narendra Modi himself having taken up the issue of Chinese involvement in the disputed territory with President Xi Jinping.

Moscow last month emphatically denied Pakistan media reports that it was looking to involve itself in CPEC by acquiring access to the port built by China at Gwadar+ . Russia’s ambassador to PakistanAlexey Y Dedov has now been quoted as saying that Russia and Pakistan have held discussions to merge Moscow’s Eurasian Economic Union project with the CPEC.

 

 

 

 

 

 

 

 

Dedov said Russia “strongly” supported CPEC as it was important for Pakistan’s economy and also regional connectivity.

The mixed signals emanating from Moscow, as strategic affairs expert Brahma Chellaney said, are injecting uncertainty in the direction of the Russia-India relationship whose trajectory long epitomized constancy and stability.

“It is as if Moscow no longer sees India as a reliable friend or partner. Indeed, by seeking common cause with India’s regional adversaries — including by supporting the China-Pakistan Economic Corridor through internationally disputed territory and engaging with the Pakistan-backed Taliban — Russia is challenging India’s core interests,” said Chellaney.

India continues to officially maintain that it doesn’t see any “downward trend” in relations with Russia even as it works behind the scenes to convince Moscow that Pakistan remained the fountainhead of terrorism in the region. For India though, Russia further queered the situation in Afghanistan by declaring that it regarded Afghan Taliban as a national military-political movement. Russia is looking to engage the Taliban apparently to defeat IS but, as the MEA spokesperson warned last week, India wants any engagement with Taliban to respect the internationally recognized red lines, including giving up violence and severing ties with al-Qaida.

The comments made by Dedov are only the latest in a series of Russian doublespeak on Pakistan this year. As it officially conveyed to Moscow, India was disturbed by Russia’s decision to hold its first ever joint military exercise with Pakistan days after Uri terror strike which left 19 Indian soldiers dead. The Russians justified it by saying that the exercise was meant to help Pakistan deal with terrorism.

At the BRICS Goa summit in October, Russia chose not to help India publicly name Pakistan-based terrorist outfits like Lashkar and Jaish in the official declaration in the face of Chinese resistance.

Russia continues to insist that its ties with Pakistan will not come at India’s cost. Asked about the Russia-Pakistan military exercise, though, at the recent Heart of Asia conference, Russia’s presidential envoy to Pakistan Zamir Kabulov said Moscow didn’t complain about India’s close cooperation with the US and so India also shouldn’t complain about “much low level” of cooperation between Russia and Pakistan. India may or may not complain, but it’s certainly watching with eyes wide open.
