PAKISTAN: Sharp rise in human trafficking in Sindh Province

KARACHI, 21 mars 2012 (IRIN) – Pakistan’s Sindh Province has recorded a sharp increase in reported cases of human trafficking since the beginning of the year, and the trend could continue unless the authorities take action to contain it, say activists. 

Some 190 cases have been reported in the province in the first two months of 2012, according to Zia Ahmed Awan, chairperson of Madadgaar Helpline, an NGO helping women and child victims of abuse and trafficking. In 2011, the NGO recorded 288 cases. 

Families receive a payment for allowing their children to be trafficked: Traffickers pick up women and children from villages with the promise of getting them jobs in cities. However, once a certain amount has been paid to the family, the traffickers exploit the woman or child, often treating them as little more than slaves. . 

“Most of the victims are from Bangladesh and Afghanistan, where poverty and strife have made it difficult for people to meet their basic needs,” Awan said. “Combine this with illiteracy and unemployment, and you will have people willing to sell their children.” (he is talking about the reported cases here) 

She urged the Pakistani government to devote more resources to fighting trafficking and drafting new legislation to ban it. 

Talking to IRIN, an official of the Ministry of Human Rights in Sindh blamed poverty. “Poverty forces people to give away their children,” said the official who requested anonymity. “In big cities like Karachi, Hyderabad, Larkana you will find kids as young as five being employed as servants. The constitution grants protection to minors but sadly no one is willing to take up this matter.” 

After the floods in 2010 and 2011, poverty increased in Sindh and many families dependent on farming had no other option but to send their children to bigger cities, say aid workers. 

“How do you curb human trafficking and bondage when some of the most influential figures – even those in the women ministry, human rights and child protection committees – have young children as servants?” asked a social worker in Sindh who only identified herself as Aswa. 

“A child of seven or eight years is available 24/7 to clean your house, carry your groceries and do other chores, for Rs. 1,000 a month,” she said. “For the same amount of work an adult servant would easily charge Rs 4,000 a month. Most people carry out the worst possible abuse of these children and if the child runs away, false cases of theft are lodged,” she said. 

Call for police vigilance 

Awan of Madadgaar Helpline called for increased police vigilance. “Our police personnel need sensitization trainings as often they can’t differentiate between human smuggling and child trafficking. As long as there is a feudal system in the country, we will have human trafficking and child labour,” he said. 

Pakistan is listed as “a source, transit, and destination country” for trafficked persons, according to the US State Department’s Trafficking in Persons report for 2011. Pakistan’s largest human trafficking problem, according to the report, is that of bonded labour. Concentrated in Sindh and Punjab provinces, it is particularly common in brick kilns, carpet-making, agriculture, fishing, mining, leather tanning, and the production of glass bangles. 

According to the International Labour Organization, more than 12 million people are trafficked each year worldwide. An estimated 70 percent of those trafficked are females under 25.

 The Pakistan-specific Indian Cold Start doctrine has the potential to put the entire region into a quagmire of volatility and dismay. The threat of deterrence failure would increase if India operationalised its Cold Start Doctrine (CSD). The analyses of the level of funding allocated for the modernization of Indian armed forces and its endeavor to overcome its deficiencies show that India may operationalise CSD in next five to 10 years.

The threat of deterrence failure would increase if India operationalised its Cold Start Doctrine (CSD). The analyses of the level of funding allocated for the modernization of Indian armed forces and its endeavor to overcome its deficiencies show that India may operationalise CSD in next five to 10 years. Pakistan has responded strongly to the Indian Army chief’s rhetoric of facing Pakistan and China at the same time. 

In response to the Indian Army chief’s statement, Pakistan’s former Joint Chiefs of Staff Committee (JCSC) Chairman General Tariq Majid said: “Leave alone China, General Deepak Kapoor knows very well what the Indian Army cannot and the Pakistan Army can pull off militarily…the Indian Army chief could not be so outlandish in strategic postulations to fix India on a self-destruct mechanism.” Pakistan’s rejection of Indian CSD is based on its military capabilities and its strategy of an offensive defence to counter such an aggressive attack. 

Pakistan has an active force of 620,000 men, with 5,28,000 reservists, and 1, 50,000 paramilitary troops. Pakistan armed forces are the seventh largest in the world. Its military strategy is based on geographical compulsions. Due to the lack of strategic depth, Pakistan military planners have to compete with this dilemma. Most of the population and industrial centers are close to the border with India. Lahore, the most important city and Karachi the port city and financial hub are at a distance of approximately 20 km and 160 km respectively from the Indian border making them vulnerable to Indian penetration. 

General Mirza Aslam Beg is accredited with the offensive defence concept, which was demonstrated in the exercise Zarb-e-Momin (Blow of the Believer), held in 1989. It involved almost three corps, two armoured brigades, two artillery divisions, one air defense division and Pakistan Air Force. General Beg said, “The exercise…made a radical departure from stereotype maneuvers and self-defeating concept of holding formations. Now our armed forces are fully tuned to fighting an offensive defence, with well-tested concepts and strategies, even in an environment where they may be outnumbered.” 

This concept provides quick preemptive strikes once a war begins in order to disrupt an enemy advance and inflict heavy damages. In addition, such actions are designed to gain strategically important enemy areas, which could be used as a bargaining chip after the ceasefire. To implement this concept, two strike corps backed by one defensive corps are to be used. It could be analysed that the concept of offensive defense is still there in Pakistan Army. 

From 1989, it has carried out many exercises to test and validate this concept. The recent war games by Pakistan Army and Pakistan Air Force are also a step forward towards articulating their abilities and capabilities to contradict any intrusion from air or land. To counter threats from India, Pakistan conducted Azm-I-Noh (New Resolve) military exercises and these are Pakistan’s biggest drills in 20 years. These exercises involved almost 50,000 troops. These war games were carried out in the Punjab and Sindh near the Indian border. These military exercises were a display of Pakistan Army’s preparedness to face the challenges in future. Pakistan Army Chief General Ashfaq Parvez Kayani claimed, “Pakistan Army cannot be caught unawares and is capable of responding to the challenge of India’s CSD…our army is fully prepared to give a “befitting response” to any “misadventure” from the eastern border.” 

istan air defense system can provide timely information about the movement of Indian aircraft and its army. There are two air defense commands in Pakistan – the PAF Air Defence Command and the Army Air Defence Command. The task of the PAF Air Defence Command is to defend and shield Pakistan’s air space and the Army Air Defence Command is assigned to defend selected army formations during the war. Pakistan Air Force has an advanced air defence system. 

Its main components are high and low looking mobile radars, integrated radar detection systems designed for high and low level interceptions using fighter aircraft, surface to air missiles (SAMs), radar operated automatic firing anti-aircraft guns and shoulder fired infra-red SAMs. At the Command and Control Centres, air defence controllers and their commanders maintain a round the clock vigil scanning the air space for possible air intruders. After detection and identification of intruder, jet fighters are scrambled within minutes and directed to intercept or destroy it as necessary.

 

In recent times, Pakistan has inducted Spada 2000 air defense system to the Pakistan Air Force. The deal for 10 batteries was worth $656.56 million over five years. Spada 2000 has 60 kilometer range radar and two firing sections, each containing two missile launchers with six Aspide 2000 missiles each. The missiles have an intercept range of more than 20 kilometers. This system has enhanced Pakistan’s air defense capabilities and it can counter any aggressive air attack by the enemy. Pakistan also produces unmanned aerial vehicles (UAVs) for surveillance and reconnaissance purposes. Pakistan Air Force has two UAV squadrons and is looking to build up to six. Pakistan can use such UAVs in the sensitive areas near the border with India to keep check on any movement by the Indian forces.

 

This capability will provide Pakistan with more space and time to counter the Indian CSD. In 2009, Pakistan inducted Saab-2000 Airborne Early Warning and Control (AEW&C) Aircraft into its fleet. This system has enabled the PAF to detect all aircraft taking off from and landing at all forward Indian airbases adjacent to Pakistan and also to identify the type of aircraft, their weapons systems, vector and altitude. In addition to that, the radar capabilities and range of the system enable the operator to receive an early warning in case of pre-emptive attacks from across the border.

 

PAF would get three more AEW&C aircraft in 2010 under $866 million deal. This deal will make air defence more effective and bring about a major change in its operational concept and employment. Pakistan military used its intelligence, surveillance and reconnaissance assets i.e. UAVs, aerial imageries and early warnings in the Azm-I-Noh exercise to have transparency in the battlefield. Strategic surprise is the essence of CSD. The prior information of the enemy movement will offset Indian military’s element of surprise and its proactive maneuvers. It will also help field commanders of Pakistan Army to take decisions accordingly with changing situation on ground. These types of capabilities can hamper an Indian offensive against Pakistan. Pakistan Army and Pakistan Air Force practiced these components of air defense in the recent exercises. These exercises are an assertion by the Pakistan military that it has the capability to counter any threat from India.

 

The main purpose of these exercises was to convey a message to the Indian decision makers that Pakistan has the capability to defend itself from any unprovoked intrusion. PAF conducted “Exercise High Mark” in 2010 to demonstrate its firepower and capabilities. It has also tested its joint operations with Pakistan Army. In this exercise, Pakistan Air Force provided air cover to ground troops that highlighted the forces’ potency to fight integrated battles to counter CSD-based operations. Such capability is essential to meet future threats on the eastern border.

 

Additionally, PAF fighter pilots displayed their abilities to maneuver and hit enemy targets with missiles, bombs and other live ammunition with utmost precision. JF-17 Thunder, F-16s, F-7 PG Aircraft and helicopters were also used in the display of firepower skills aimed at targeting enemy installations while dodging radars. Force multipliers such as the Saab-2000 Airborne Early Warning and Control (AEW&C) aircraft and air-to-air re-fueller aircraft were also utilised in this exercise. Special features of the military exercises included PAF’s capability to launch a sensor missile and hit a target from 60 kilometers away.

 

Midair refueling and air-to-land targeting, using missiles and bombs were also tested. The exercises also included a search-and-relief operation, use of spy planes, expeditious supply of heavy apparatus using transport planes and a ground operation backed by the PAF. High Mark 2010 exercise was aimed at conducting operations in a near-realistic strategic environment while integrating new inductions and providing role-oriented training to combat and support elements of the PAF. All of PAF’s main operating bases and forward operating bases participated in the exercises. These exercises show Pakistan’s vigilance and alertness towards the defense of the country. The capabilities manifested in these exercises would work as force multipliers. It would help to offset enemy’s strategic surprise and reduce the reaction time for Pakistan Army to respond to any challenge. Still a lot needs to be done to improve the overall capabilities of the armed forces.

 

Indian CSD has wide range of implications for South Asia. If Pakistan failed to counter CSD based assault on its soil then it may reconsider its nuclear policy of recessed deterrence and deploy its strategic assets at high alert status. Threat of a nuclear war would take the region into its grip. Indian aggressive policies would provoke an arms race in the region. It would hamper the economic and social development of the region and poverty, hunger, un-employment and uncertainty will aggravate in both countries. Most importantly, CSD will seriously impede Pakistan’s efforts against war on terrorism. Pakistan has deployed a major chunk of its armed forces in the Federally Administered Tribal Areas (FATA) and on the Afghan border. In case of any threat from India, Pakistan would move its forces from western to eastern borders. Such a move would hinder its efforts against terrorism and militancy.

 

At present, it may not be possible for India to put into practice CSD against Pakistan due to shortage in military weaponry and equipment but in future acquisition of latest weapons and equipment along with NCW and EW capabilities would enhance Indian military’s capabilities. It would give confidence to Indian military to carry out a limited war against Pakistan in the nuclear shadow. To meet any likely intimidation from the Indian military, it is imperative for Pakistan to take some concrete steps to perk up its overall military capabilities to offset any future coercion.

The Indian Prime Minister Dr. Manmohan Singh stated on 4, December 2013; “There is no scope of Pakistan winning any such war in my lifetime,” he told reporters in New Delhi, reported Press Trust of India. This statement was in response to Nawaz Sharif’s statement “Kashmir is a flashpoint and can trigger a fourth war between the two nuclear powers at anytime.”

Nawaz Sharif was only pointing out the facts. No one can deny that Kashmir dispute is not a flashpoint nor can one ignore the horrors of a nuclear war. In fact he has always been in favour of peace and improving relations with India; immediately after winning the elections in May he invited Manmohan Singh but was rebuffed.

The basic impediment is the fact that the successive generations of Indians do not accept an independent Pakistan and continue to strive for Akhand Bharat”. They don’t seem to tire of saying; “We are one”, “We have a common culture” and so on, totally ignoring the fact that Muslim literature, music, art, architecture, dress and cuisine are poles apart and has nothing in common with the Hindu literature (even the scripts are totally different) art, architecture, dress and cuisine are totally different even the method of serving food is different.

The Indian media continues to harp upon the same old theme. The fact is that the Indian leaders even after sixty six years consider the establishment of Pakistan a great tragedy. Jaswant Singh in his book states;

 

“There are some other to my mind, equally important aspects of this great tragedy of India’s Partition deserving our reflection. Did not this Partition of India, vivisecting the land and its people question the very identity of India itself.” (Page 6 & 7, Jinnah India-Partition Independence by Jaswant Singh, 2009)

For Jaswant Singh and almost all Indians even today the partition of British India was a mistake and a great tragedy. In fact the real tragedy is that Indians cannot seem to get out of this mindset of “Akhand Bharat”.

 In December 2001 India mobilized bulk of their forces on Pakistan’s borders in Punjab, Rajasthan and Indian occupied Kashmir. After ten months of eye ball to eye ball confrontation Indians withdrew realising the danger of it developing in a nuclear war. As a result of the failure of this massive confrontation the Indian Army developed the Cold Start Doctrine and officially unveiled it on 28, April 2004 at the Army Commander’s Conference. Since then Indians have held over a dozen exercises to operationally debugthe doctrine. It may be noted that the Cold Start Doctrine is Pakistan specific.

In 2011the head quarters of their Strike Force and Rapid Force were shifted from Central India to Punjab a requirement of Cold Start DoctrineToday over seventy percent of Indian Army and Air Force are mobilised against Pakistan.

Once again Pakistan has suggested the demilitarisation of Siachin. The effect of the military occupation of Siachin is having a very grave climatic effect on the glacier. It needs to be remembered that in 1984 India moved their forces in Siachin which until that time was unoccupied and in pristine condition. The majority of people in Pakistan are in favour of peace and demilitarisation of Siachin. We call upon the peace lovers and environmentalists in India to take up the cause of peace and saving the Siachin Glacier from the detrimental effect of military occupation.

 I live in the USA and teaching at an American University for the last 24 years. I have lectured in four continents and have travelled all over presenting papers in various conferences. I do not belong to any political party in Pakistan. I have never met Gen. Musharraf in my life. My 24 years of teaching Americans and world student body has given me an objective thinking and approach. What Pakistani Government has done with its Ex. Army Chief and Ex. President is appalling. I am not protecting Gen. Musharraf but I am talking about the image of Pakistan and its top positions, like Army Chief, where people get on top by merit. This Article 6 drama has become a laughing matter. Based on my observations; Pakistan’s enemies in Western academia, media, and intellectual world are happy on the stupidity of this constitutional juggling in Pakistan. I am specifically requesting educated Judiciary to take note of this. If Judiciary let BA condition lifted for uneducated “Lawmakers” of Pakistan, Articles 62 & 63 were not implemented, Articles of City Governments were not implemented for the last 7 years, and third time term Prime Minister Article was added for personal benefits of two politicians, Sharif & Bhutto; then “Ghaddar” must be redefined for any educated professional like Ex. Army Chief. Will Judiciary allow removal of LL.B. qualifications for Judges? Then why they did not challenge removal of BA condition for Lawmakers?

 Calling an ex Army Chief Ghaddar by corrupt looters and politicians is extremely “unethical”. I know how some enemy intellectuals from other countries are happy on our stupidity. Here are my arguments as Pakistani American academic.

  If Musharraf has done any corruption or wrong doing. Try him but not as “Ghaddar”.

  Emergency has always been used in many countries. Sometimes democracies have used to control law and order. India has used it many times. USA declared emergency in Louisiana after Hurricane Katrina in 2005.

    Premeditation was obvious when politicians changed constitution in 2009 to get Musharraf. At the same time they benefitted themselves by removing BA conditions. This was a joke and sadly media and judiciary let this happen. Lawmakers in democracies and authoritarian China are highly educated. Supreme Court under Ex. CJ let politicians play with constitution for personal benefits. They also added third time PM term for personal benefits of two politicians: Sharif & Bhutto. When constitution is used for personal gains then why then why Ghaddar cannot be removed for Ex. Army Chief.

   In 2007 the act of Emergency was not a crime; it was brought by having bad intensions. Army should have objected but they may not know these constitutional juggling created by corrupt politicians.

    Movements create positive results worldwide from China, Turkey to South Africa. But when movements are based on fraud and deception, the poor suffers and movement leaders prosper. That’s what happened in lawyer’s movement in 2007. This was again enemy agenda to destroy a stable economy. In today’s modern diplomacy bombings or killings are not done by smart strategists, they destroy infrastructure and means of production. Incompetent leadership does this nicely. Pakistan economy suffered a lot from Lawyer’s movement. What is the outcome and result today after 7 years? A stable economy was destroyed. People are suffering more than in 2007.

 Pakistan is the ONLY country where “Aamriat” is criminalized. China, Saudi, and many societies are authoritarian and not “criminalized” by any world body and UN. Pakistani politicians have not delivered themselves but added Article 6 for military rulers.

   Debate in Pakistan should focus on which era was better: “Democratic or Aamiriat”. Leaders of lawyers’ movement must be tried for destroying economy which is larger criminal act than constitution in abeyance which was legal in Pakistan in 2007.

   Article 6 was Bhutto’s creation against Wali Khan as Traitor or Pro-India. Now politicians have given it new twist against Military Presidents. Article 6 needs to be re-addressed. The most disturbing part is calling an Ex. Army Chief & President “Ghaddar” who has given 44 years of his life to Pakistan including fighting wars against enemy.

    Significant majority of Pakistan’s political class is “non professional”, people with fake degrees, corrupt, incompetent, and parasite on country. Lawyer’s movement was an enemy agenda in modern warfare; to destroy the economy and divide people. Even Asma Jehangir, an anti Musharraf lawyer, was critical of current judicial system and special court as “Kangro Court”. In many democracies such people would have been tried for destroying economy. But in Pakistan, it is other way around. Corrupt enjoy and educated professionals are not allowed to develop Pakistan.

   Politicians have not followed constitution by not having (Baldiati) City Governments elections. Loot and corruption are also anti constitution. Judiciary in Pakistan did not follow constitution, when Reference against CJ Choudhry was not sent to Supreme Judicial Council and people were brought on road which destroyed a stable economy. Article 6 must be applied on political parties’ leaders for violating constitution.

    These crimes of corruption and of not having City Governments have left people dying, helpless, and poor. Security was compromised because China controls through 46,000+ Mayors and USA with 19,700 Mayors. Same is true for many countries of Africa, Turkey, India and 1005 Europe.

  One prime minister and four Chief Ministers are the only outcome of elections with unnatural powers, while MNAs & MPAs are lawmakers not administrators. 1850 British system of DCs & SPs do not even exist in UK, they have adopted US County system and City Governments. In Pakistan Musharraf had that system while PPP & PMLN took country back to 1850s system; making Pakistan and its people vulnerable. City Governments could have provided much needed life, security, educational, social and economic development to the people in the past 7 years.

    People of Pakistan have to take notice that energies of this poor nation have been wasted in the name of Article 6 to chase “one person only” and destroying the image of Armed Forces. While global realities are different. We need to be honest about Article 6. There have always been two base systems of governance worldwide in various forms: Democracy as Liberal (Scandinavia), Conservative (USA), Social (EU), Authoritarian (Egypt, S. America, Africa) & Theocratic Democracy (Iran) and Authoritarian & Totalitarian: Dictatorships, Monarchies, Military Rule, Tribal Totalitarian, Communism, & many smaller units. China, Saudi Arabia, All Gulf, North Africa, Ex Soviet Union, E. Europe, and many countries have or had this system. This system may have challenges from Human Rights point but not “criminalized” like premeditated Article 6 in Pakistan.

 Education and Economic Development are the key factors of City Governance worldwide. In Pakistan it is family based fraud democratic system of 1850s which denies people’s right of self governance in City Governments. Can Judiciary and Army Guide and support in Changing System? Parliamentarians will never change. Pressure of change has to come from overseas Pakistanis, people of Pakistan, and international democratic donors. This has to be backed by media, civil society, and educated institutions in Pakistan.

Sacrifices of Pakistan Army Soldiers in fighting Tehreek-i-Taliban, a RAW inspired organization, are never discussed. Pakistan is depicted as a dysfunctional nation heading towards economic disaster. If the read the article written by an Indian Judge,it goes to show how bitterly the Indian intellectuals and educated elite wish for Pakistan’s disintegration. But, in doing so they may be cutting his nose to speight his face. It also reflects the venomous nature embedded deep in Hindu psyche which Quaid-i-Azam and other leaders of Pakistan’s Freedom Movement discovered early on. About 1400 years ago, Islam came to destroy idolatry and polytheism. Polytheists are viciously opposed to Islam, because it demolished the basis of their belief.  

The Hindus or Polytheists of Arabia opposed Nai-i-Karim (SAW) for introducing Mankind to their True Creator. Today, the forces of darkness espoused in mythology of Hinduism still oppose the ideology of Islam. But, many Muslims due to their financial interests are gravitating towards India and Hinduism, Arif Nizami and The Nation are cheering them on.  In another nation ,it would tantamount to treason and sedition, but in incompetent Nawaz Sharif’s Pakistan anything goes.

The truth about Pakistan

According to reports, Pakistani cities – Karachi, Quetta, Peshawar, etc – are rapidly becoming killing fields, with bomb blasts and gun firing a regular occurrence, and ethnic violence between Sunnis and Shias, and persecution of minorities escalating. Nobody knows that when he steps out into the streets of these cities whether or not he will return alive. A beautiful metropolitan city like Karachi is becoming, if it has not already become, a Jurassic Park.
Mr Shamshad Ahmed, in his article, entitled “May You Live Long, Katju!”, published in TheNation on February 26, 2013, has said that the present situation in Pakistan is due to “a failure of governance, not of the nationhood.” I respectfully beg to differ.
In my opinion, the present violent strifes and disturbances in Pakistan are the logical and inevitable result of creating a theocratic state in this subcontinent and, hence, the only solution is the reunification of India, Pakistan and Bangladesh under a strong, secular, modern minded government, which does not tolerate religious extremism and bigotry, whether Hindu or Muslim, and crushes it with an iron hand.
To explain my point, I have to delve into history. As explained in my article, “What is India”, in my blog: justicekatju.blogspot.in (as well as in the video on the website: kgfindia.com), India (in which I include Pakistan) is broadly a country of immigrants like North America. The ancestors of 92 to 93 percent people living today in our subcontinent were not the original inhabitants here, but came from outside, mainly from the northwest (the original inhabitants being the pre-Dravidian tribals). People migrate from uncomfortable areas to comfortable areas, and India was a paradise for agriculture, with level land, fertile soil, plenty of water for irrigation, etc. It is for this reason that India has so much diversity – so many religions, castes, languages, ethnic groups, etc because each group of immigrants brought their own language, religion and customs.
Hence, the only policy that can work in our subcontinent is secularism and equal respect to all communities and sects. This was the policy of the great Emperor Akbar, whom I regard (along with Ashoka) as the greatest ruler the world has ever seen. At a time when the Europeans were massacring each other in the name of religion (Catholics massacring Protestants and vice versa), Akbar, who was far ahead of his times, declared his policy of Suleh-e-Kul, i.e. universal toleration of all religions, and it is because of this policy that the Mughal Empire lasted so long. It was Emperor Akbar who laid the foundation on which the Indian nation is still standing, his policy being continued by Jawaharlal Nehru and his colleagues who gave India a secular constitution.
Up to 1857, there were no communal problems in India; all communal riots and animosity began after 1857. No doubt even before 1857, there were differences between Hindus and Muslims, the Hindus going to temples and the Muslims going to mosques, but there was no animosity. In fact, the Hindus and Muslims used to help each other; Hindus used to participate in Eid celebrations, and Muslims in Holi and Diwali. The Muslim rulers like the Mughals, Nawab of Awadh and Murshidabad, Tipu Sultan, etc were totally secular; they organised Ramlilas, participated in Holi, Diwali, etc. Ghalib’s affectionate letters to his Hindu friends like Munshi Shiv Naraln Aram, Har Gopal Tofta, etc attest to the affection between Hindus and Muslims at that time
In 1857, the ‘Great Mutiny’ broke out in which the Hindus and Muslims jointly fought against the British. This shocked the British government so much that after suppressing the Mutiny, they decided to start the policy of divide and rule (see online “History in the Service of Imperialism” by B.N. Pande). All communal riots began after 1857, artificially engineered by the British authorities. The British collector would secretly call the Hindu Pandit, pay him money, and tell him to speak against Muslims, and similarly he would secretly call the Maulvi, pay him money, and tell him to speak against Hindus. This communal poison was injected into our body politic year after year and decade after decade.
In 1909, the ‘Minto-Morley Reforms’ introduced separate electorates for Hindus and Muslims. The idea was propagated that Hindi is the language of Hindus, while Urdu of Muslims (although Urdu was the common language of all educated people, whether Hindu, Muslim or Sikh up to 1947). All this vicious propaganda resulted in the partition of 1947, which created a fake, artificial theocratic nation called Pakistan.
Nation states arose in Europe around the 15th century because of the rise of modern industry. Modern industry, unlike feudal handicraft industry, requires a big market for its goods and a large area from where it can get raw materials.
The creation of a state based on religion destroys the very basis of a nation, because it cuts off industries from markets and raw materials. British imperialism created India as a big administrative unit. The British policy was to prohibit the growth of heavy industry in India; otherwise, the Indian industry, with its cheap labour, would have become a powerful rival to British industry.
When the British left India, they divided us so that we may remain backward and weak, and not emerge as a modern powerful industrial state (for which we have all the potential). This was the real reason for creating Pakistan.
I submit that Pakistan was doomed from its very inception; firstly, because there is such tremendous diversity in our subcontinent that only secularism can work here and secondly, because a modern nation cannot be based on religion (because this will cut it off from its markets and raw materials).
Mr Shamshad Ahmed has written in an email to me that I should try to bring the two countries closer, instead of challenging the very raison d’etre of Pakistan. I replied that I do not believe that there are two nations, there is only one nation, that is India, and Pakistan is part of India. Pakistan was created in pursuance of the wicked British policy of divide and rule and the bogus Two Nation Theory, whose whole aim was to make Hindus and Muslims fight with each other. I am confident that with time people, both in India and Pakistan, will realise the truth in what I am saying, and India and Pakistan will reunite under a strong, secular government that deals with religious extremism, whether Hindu or Muslim, with an iron hand.
Secularism does not mean that one cannot practice his religion. It means that religion is a private affair, unconnected with the state that will have no religion.
When I meet my Pakistani friends (and I have lots of them), we speak in Hindustani, we look like each other, and feel no difference between ourselves. We were befooled by the Britishers into thinking that we are enemies, but how much longer must we remain befooled? How much longer must blood flow in religious violence in Quetta, Karachi, Gujarat, etc.
Mr Shamshad Ahmed wrote in his email to me that he doubted whether any Pakistani newspaper would publish my article challenging the very existence of Pakistan. I replied that I did not care whether it would be published or not, but I will not deviate from what I believe is the truth. In Sanskrit, there is a saying, “Satyamev Jayate”, which means “truth ultimately triumphs”. And as Nietzsche said in “Thus Spake Zarathustra”: “What matter about thyself, Zarathustra! Say thy word and break into pieces!”
