Dear Sir,

 

Find below a Piece that my regular Papers simply refused to publish; and this after over five years of a relationship between me and these mainstream Papers. Question: How deep is this conspiracy to strangulate Musharraf? Many of us may have many reasons to dislike Musharraf – I have many – but is this how justice is dispensed.

 

What Pakistan’s mainstream Papers would not publish because it just might seem to offer a ray of hope to Musharraf needs to be widely disseminated.

 

Let no voice be stifled.

Don’t dig….

 

When in 1999 Nawaz Sharif dithered inexplicably on sacking Musharraf following Kargil, he began a series of actions that only blighted this nation and his personal self. A stand-off pregnant with the possibility that either man may strike against the other ensued. Nawaz Sharif procrastinated endlessly and provided Musharraf the opportunity to regain his balance. Musharraf struck on October 12, in response to a botched attempt by Mian Sahib to finally remove him.

 

Musharraf’s coup was an aberration; there being no earthly reason for him to call a coup other than preserving his position as the army chief. It derailed democracy; stunted political growth, and disenfranchised the political spectrum of the society by forcing Nawaz Sharif, and Benazir soon after, into exile. Within the military it wasn’t a popular coup; though, once it occurred it slowly engendered hope and promise against the dismal performance of the  government that Musharraf dislodged. In his nine years Musharraf did well on economy with a strong team, but it all came at the cost of another inevitable estrangement between personalities and institutions. Today Musharraf finds himself in the dock as a payback for that excess; at least that should have been the case. It is not. 

 

The original sin, the October 12, 1999 coup, which was universally abhorred, stands condoned, but the November 03, 2007 Emergency is what will not go unpunished. Strange ways. The November 03 emergency was a bona fide Constitutional measure under Article 232; but it must be brought to book because some judges refused to take a new oath after having already been tainted with an earlier oath under a PCO. One could question Musharraf’s judgment, or intent, but not his right to impose Emergency; and judgment remains a matter of opinion while intent is difficult to stand the test of legal evidence.

 

Mian Sahib, given his personality, hates confrontation; his previous proclivity for the same proscribed considerably with unpleasant experiences in his previous tenures. Nawaz Sharif would have known that he, Musharraf and Chaudhry Iftikhar, the former Chief Justice, were all tied into a triangular relationship around events that occurred in 1999, and after, and a recall on one would invariably mean bringing the other two into perspective with all the attendant fall-out – mostly adversarial and negative. A recall, that comes in the manner of an ill-timed trial, will bring alive the accompanying din of vengeance. Yet, he and his government have in hand a hot potato that they rather not have touched in the first place.

 

Perhaps, he has his Minister of Interior, Chaudhry Nisar, and some expedient politics, to blame for the ensuing discomfort. When seriously deficient administrative measures caused a most unfortunate mayhem and loss of life in the Ashura incident in Rawalpindi, the government fell back to the most infamous political tactic of introducing a diversion sure to take the focus away from a tardy failure. Out of nowhere, and having stayed quiet all this while on the issue, the government in its wisdom decided to bring Musharraf to justice. The Ashura incident since has long been forgotten. What we have instead is another challenge.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

Mian Sahib is knee deep in the quagmire that is terrorism; tanked-out economy; impossible and deficient energy state; inflation and poverty that now are monstrosities; a nation that stands so fragmented along its various fault-lines that it seems on the verge to implode; sans direction, possibly without a vision, dysfunctional, smacking of incapacity to get out of the hole that it finds itself in. Instead he digs, and the hole only gets deeper, insurmountable.

 

This is what a Musharraf trial will deliver. A commonly held belief among the masses – and the upper crust one percent is no masses, please – that by indicting Musharraf the civilians will have evened out with the military. To the masses, Rule of Law is a farce of the elites that has no relevance to their lives. To the vocal elites, it is an opportunity to flag Rule of law as a divine principle that in reality they will never let touch their personal or collective lives. The veneer of morality is shamelessly superficial. Peel a layer, and you will soon be confronted by the argument, ‘but was not a civilian Prime Minister hanged?’. Right, he was, and Pakistan is poorer for it. But does that justify a repeat of the heinousness of our collective animalistic instincts; again. Who are we? And what games are we indulging in? We are already having trouble qualifying as people to the rest of the world. For heaven’s sake, know what is right; and even more importantly, when is right.

 

When the courts in the previous government brought many a retired general before it on various charges, the army leadership was internally castigated by both the serving and the retired community for abandoning their own to the travesties of disrespect and dishonor that were wrought in the name of Rule of Law and civilian supremacy. To a military mind, appearing before courts – any court including their own – is an indignity; one simply is not meant to err. Musharraf’s trial will rekindle that sense of indignity especially when in the parallel civilian structures – that bay for Musharraf’s blood – there is nothing of moral capital to show. Inevitably, bringing Musharraf to justice may have already forced military’s hand. For the moment Musharraf lies sick with the army, but he has also walked into the safety of army’s hands. Those who sought army’s position on the issue have it in no uncertain terms. This is a risky place. Whatever institutional balance seemed to have been restored lies at the cusp of another vulnerability. Such is the fragility of this governing structure of ours.

 

Why may the Rule of Law be established only through one man alone? Is it not a pervasive need across the spectrum? What of the rampant corruption; parking of ill gotten money in accounts abroad; failure to pay taxes; mis-governance; policies that only target to benefit the chosen few of the politico-economic clans? These too are crimes against humanity that remain unattended. Musharraf erred, big time, on October 12, 1999, but that isn’t even under consideration. Instead what we have is a recourse to selective justice. Deal whatever way you may with it here-on, Pakistan would have regressed

Secular India suits only the Hindu majority in India or so it seems according to some of the minorities living there.  Democratic principles rarely apply to the minorities making it a sham to refer to India as the world’s largest democracy.  Members of minority communities are often maligned and under pressure. 

A recent report by Al-Jazeera highlighted how some of these pressures are subtly applied to everyday living.   Shaikh Azizur Rahman, a writer for the multimedia organization, illustrates a peculiar phenomenon by which minorities are ostracized.   He writes: “Begum, a Muslim, changes her appearance every morning before she leaves her home, 50km east of Kolkata, to travel to the West Bengal capital where she works as a housekeeper in a private hospital.”

Begum, a female in her 30s said: “Through the day in the hospital, I maintain this Hindu appearance. Everyone there knows me as Hindu and calls me ‘Lakshmi’ – a popular Hindu moniker.  When I did not succeed in getting a job, I followed the advice of some friends and posed as a Hindu. Soon I landed this job in a hospital.”

She also declared that the hospital administration had asked her to recruit more female housekeepers from her village. “When I told them there were Muslim women who were looking for jobs, they said it would be better if I brought non-Muslim candidates,” she said.

Shaikh also highlights the situation of Noorjahan Khatoon, 42, who lives in a suburban slum and works as a domestic cook in a Hindu household in an upscale Kolkata neighborhood.  She says that none of her close relatives even know where she is employed.

Khatoon, who dresses herself up with conch bangles and applies vermilion powder on the partition of her hair to keep up a Hindu appearance, says: “My children do not know in which colony I work, let alone the identity of my employer. I don’t share any information about my workplace with anyone. I am sure if my employers learn I am Muslim, I will be fired.”

These two cases are not unique in India.  Muslims throughout India claim that they face “religious discrimination in the country’s Hindu-dominated job market.”  The Muslims who have secured jobs pretending to be Hindus by changing their names or appearance “are fiercely secretive about their place of work.”

The unfortunate death of a domestic helper in the home of a member of parliament in New Delhi led to the discovery by police that the victim was a Muslim woman from West Bengal working there while wearing Hindu attire.

The Al-Jazeera report asserted that “during interrogation, the manager of a New Delhi-based private placement agency told police he had introduced the woman as a Hindu, and he had done likewise with several other Muslim candidates to get them jobs in the national capital.”

The manager of a domestic help placement agency in Kolkata, Sudhin Bose, admitted that a large number of Muslims find employment in the city by pretending to be Hindus. “Nearly all clients in my agency are Hindu and most of them prefer not to employ Muslims. More than half the job-seekers our agency placed were Muslims from nearby villages and city slums. Often we introduced them as Hindus to our Hindu clients – and they got the jobs. I am sure many placement agencies adopt such secret policies out of mutual interest to help Muslims find jobs in the city,” Bose added.

The charges of religious bias are given credence by a study of a government appointed commission in 2005 to determine whether Muslims were disadvantaged in social, economic and educational terms.  The commission’s findings revealed that “the socio-economic condition of most Muslims in India was as bad as that of the Dalits, who are at the bottom rung of the Hindu-caste hierarchy, also referred to as the untouchables.”

Ayesha Pervez, an activist on minority issues who has conducted studies on India’s Muslims in the marketplace, says that “job-seeking Muslims face the hurdle of discrimination in most sectors.”

“The discrimination, which is nothing but religious identity-based exclusion, exists in organized government sectors too. In West Bengal, Muslims constitute 27 percent of the population. But their representation in state-government jobs is as low as four percent,” Pervez asserted to Al Jazeera.

“Workplace discrimination forces Muslims to adopt fake Hindu identities. Because of this discrimination, most Muslims are unable to upgrade their standard of living. Widespread prejudice against Muslims also keeps them from living in urban India,” Pervez added.

Apart from the economic barriers, minorities have faced “increasingly hostility” in several states in the past couple of decades. This is  the result of the increased aggression of Hindu nationalist organizations, claims activist Ram Puniyani.

Following the 2002 communal violence in the state of Gujarat when more than 1,000 people, mostly Muslims, were killed in brutal ethnic violence while the state chief minister Narendra Modi sat idly by, several right-wing Hindu organizations were encouraged to begin a public campaign asking that “Hindus boycott Muslims in all day-to-day dealings.”

Puniyani says that “such a phenomenon leads to a fear psychosis among the targeted community.  This feeling of insecurity among Muslims is intensified by the increased economic challenges to make both ends meet – with livelihood issues on one hand and a social divisiveness, leading to ghettoization on the other. Such ghettoization of Muslims in cities like Mumbai and Ahmadabad clearly shows how the mutual trust among communities has vanished. And so the socio-economic enhancement of the minority community has stalled.”

Such steps toward the marginalization of minorities do not provide a positive outlook for a democratic and secular India.  Only when the rights of all are protected,

and a Mohamed is not forced to change his name or his ways to a Mohandas to earn a living, can India liberate itself from such shackles and rightfully assume the mantle of a democracy.

Where as, only his Raiwind Palace is spread over 27000 kanals . The price of open land  in that particular area is Rs. 2300000/ Kanal, leave aside the cost of 85000 sqf of constructed & built up areas. 
 
The calculation is very simple vis a vis valve of his over all declaration. However, no mention of properties owned by our holy cow in UK, SPAIN, USA,UAE, Turkey and investments all around the world including Saudia Arabia.It would not be out of place to mention that before 1979 ( Zia ul Haq Era) Sharifs had only one steel factory under the title of Ittafaq Foundry, and used to live some where near Gowalmandi Lahore in a makan  opening directly on the road.
 
All what they have today is a Loot Ka Mal and belongs to the people of Pakistan, which this fraud family from Lahore will have to return sooner or later.

ISLAMABAD: The ownership of the Raiwind palace spread over thousands of acres is a mystery because it has never been mentioned in the statements of assets and liabilities of Prime Minister Nawaz Sharif and other members of his family in politics.

 

Even latest declarations submitted by Nawaz Sharif, his brother Shahbaz Sharif, son-in-law Captain Mohammad Safdar and nephew Hamza Shahbaz to the Election Commission of Pakistan are silent on the ownership title of the huge property.

 

But Information Minister Pervez Rasheed told Dawn that the property was in the name of Shamim Sharif, mother of the Sharif brothers.
The statements of assets show that the Sharif brothers have much in common. Both live in houses not owned by them. Nawaz Sharif lives in a house owned by his mother while Shahbaz Sharif resides in a house owned by his spouse Nusrat.

 

Both use Land Cruisers gifted to them by unspecified persons. Both have multiple foreign and local currency accounts, own huge agricultural land and have investments in industrial units like sugar, textile and paper mills.

 

The most visible dissimilarity is the rapid growth in the value of assets owned by the elder brother and continuous decline in the value of assets possessed by the younger brother. Another dissimilarity is that Shahbaz Sharif has two properties in the United Kingdom, but Nawaz Sharif has no assets abroad.

 

Till the time of elections in May last year, Shahbaz was richer than Nawaz — though none of them a billionaire — but things are different now. According to the recent declaration, the value of Nawaz Sharif’s wealth has registered a six-fold increase in just 12 months to make him a billionaire for the first time.

 

According to statements of assets and liabilities, the net worth of Nawaz Sharif’s assets was Rs261.6 million in 2012 and of Shahbaz Sharif Rs336.9m.

 

In 2011, the assets of the Sharif brothers were worth Rs166m and Rs393m, indicating an increase of Rs95.6m and decrease of Rs56.5m, respectively.

 

In 2013, the value of assets of Nawaz Sharif ballooned to Rs1.82bn while that of Shahbaz Sharif slipped further to Rs142m.

 

Incidentally, Shahbaz Sharif has more stakes abroad than in the country.

 

He owns properties and bank account worth Rs138.28m in the UK. He has three loans worth 117.10m in Pakistani rupees in British banks.
The younger brother has not disclosed the value of five properties with net area of around 676 kanal in Lahore all gifted by his mother.
He has Rs51.96m cash in hand and Rs7.27m in his sole bank account in the country. (Editor’s Note: Out of 180 Million Pakistani Civilians & Military, how many can boast such amount as CASH IN HAND)

 

Mrs Nusrat, the first wife of Mr Shahbaz, had assets worth Rs273.46m on June 30 last year. It was Rs224.56m a year earlier. She has Rs14.34m cash in hand and Rs1.95m in her five bank accounts.
The assets of Mrs Tehmina, the second wife of Shahbaz Sharif, are worth Rs9.83m. They were Rs7.64m last year.

 

She has five bank accounts – two in Pound Sterling, one in dollar and two in Pak rupees, but the money in these accounts is only Rs23,770. She has cash in hand and prize bonds worth Rs750,000 and two cars.
Kalsoom Nawaz, the wife of Nawaz Sharif, has net wealth of Rs235.85m, which is much less than that of Mrs Nusrat Shahbaz.

 

Mrs Kalsoom Nawaz has land and a house in Changa Gali, Abbottabad, worth Rs63.75m, a bungalow on Mall Road in Murree worth Rs100m, 88 kanal of land in Sheikhupura worth Rs70m, jewellery of Rs1.5m and shares in family businesses.

 

She has Rs67,555 cash in hand and Rs55,765 in banks.
Hamza Shahbaz is wealthier than his father with net assets of Rs250.46m. He has two wives. The wealth of his first wife is Rs2.45m and that of the second is Rs9.88m.

No doubt, media have been playing a key role by educating and guiding the people regarding various developments and issues which have been taking place on global and regional level. Being the fourth pillar of the state, especially electronic media have brought the matters of public interest and bloody battles into our bedrooms. Thus, it has made difficult for the politicians to wage these wars without the knowledge of people.

When taking advantage of the freedom of expression, in the west, newspapers and TV channels employed various tactics like sensationalism, exaggeration and distortion of facts to attract the maximum readers and viewers for financial gains in the era of competition, consensus developed among responsible journalists and media owners around the world that it is against the moral codes of journalism. Therefore, the International Federation of Journalists (IFJ) launched an Ethical Journalism Initiative in 2008.

But, it is regrettable that freedom of media in Pakistan appears to have been totally misused.
Without taking cognizance of its negative effects on the people, spawning scores of new TV channels and associated burgeoning business interests led to coin unique methods of generating market competition so as to attract viewership and control financial shares.

In these terms, while presenting little or no legitimate well-researched news items, our TV channels, exploit, distort and exaggerate the news to create sensations and attract viewers in order to become more popular with the sole aim to advance their financial gains. Based upon opinion-masquerading as objective fact, our media anchors mislead and excite public opinion. They do not indicate what the people need, but show what the people want, thus have stunning impact of psychological shock.

Ignoring the moral codes of journalism, media reporters, analysts and anchors have adopted negative techniques and unscrupulous practices in their coverage because they have developed the habit of challenging the prestige of sensitive institutions of the state such as judiciary, army, ISI and law-enforcing agencies.

At present, the security and investigation agencies which are engaged in counterterrorism operations across the country have been barred from talking to media persons, because the Interior Ministry has decided to streamline the procedure of sharing of information with media so that the latter could not manipulate the same through sensationalism. The Ministry has sent a directive to the headquarters and regional offices of all agencies including Pakistan Rangers, Federal Investigation Agency (FIA) and Frontier Corps (FC). According to the directive, the officials of different departments, particularly FIA, Rangers, and FC have been prevented from speaking to media persons without prior approval of the Ministry. No doubt, It is a step in right direction, as Pakistan is passing through a very difficult period of its history, facing with numerous challenges of grave nature like menace of terrorism, internal disorder, political instability, ethnic and sectarian divide—power and energy crises, poor governance, lack of speedy justice, deteriorating law and order situation, while tackling separatist movement in Balochistan.

At this critical hour, the situation in Karachi, Federally Controlled Tribal Areas (FATA), Balochistan and other sensitive areas of the country demand that sharing of information with media should be streamlined through filtration to enable the concerned authorities to conduct selected operations successfully, especially in Karachi so as to thwart the threat posed by terrorists.

Nobody denies the fact that media projection of different issues enables the general masses to keep them abreast of the significant developments, but some reporters, channels and media houses improve their ratings by disregarding the norms journalistic ethics. It damages the state interests and tarnishes national image including that of the county. In this respect, the hostile forces pick up reports based on faulty reporting and skewed analysis of our media and present them to larger regional audience and international opinion builders who incorrectly perceive Pakistani view point.

It is mentionable that Pakistan’s certain TV anchors and channels get over-assertive in their reporting against prestigious state organs only to improve their ratings, while others resort to sensationalism using slanderous and irresponsible expressions.

In this context, the system of ratings to evaluate the performance and ranking of TV channels by using subjective viewership—scoring procedures has brought cut throat competition among the TV channels. The aim is to attract maximum clutter of commercials around popular programmes of lucky channels. This enabled the channels to rapidly grow so as to collect their revenues.

In this connection, the rating schemes employ “The People Meter System” to measure the viewers’ responses for having viewed a number of channels as indicated by the meter. It is an automated system of electronic devices, which records what is being watched on the television.

However, various meters are installed at the residences of selected people in selected cities like Karachi, Islamabad, Lahore, Rawalpindi, and few others. “The People Meter System” is absolutely faulty as it does not represent the population of viewers for which it reports. The concerned channels, earn billions of rupees despite using incorrect samples and unscientific techniques of rating.

In fact, “The People Meter System” does not reflect opinion of the entire population of related- TV viewers. Therefore, the rating results are biased and do not show the true picture. In this context, the rating system has only created an environment of furious competition among the TV channels, while anchors make strenuous efforts to improve the ratings of their channel programmes by disregarding the principle of objective reporting and thus, overlook the moral codes of journalism.

While, some anchors and channels also employ unethical methods of bribing the viewers by suggesting them to keep on pressing the meter installed at their residences to get favorable results. Similarly, they target prestigious institutions and highly regarded individuals just to improve their ratings—falling below the ethical levels of respect and self-esteemed organs of state and the renowned persons. No doubt, mistakes have been committed by everyone in the past, and could unintentionally be done in the present. But TV channels and their commentators exploit the same instead of emphasizing solution of the concerned crisis.

Nevertheless, there is a need to monitor the media rating system and sharing of information through an official filtration. In fact, the tools employed by rating system are neither credible nor valid; hence, the entire exercise appears to be confounded, illegal and unethical.

Pakistan Electronic Media Regularity Authority (PEMRA) must take notice of the issue in detail and lay down the procedure to measure the viewers’ response pertaining to the ratings of a particular TV channel or programme. In this regard, experts of social scientists must be engaged to make the ratings scientifically valid and reliable. 

Meanwhile, the decision, undertaken by the Interior Ministry to streamline the procedure to share significant information with media is appreciable. Such a decision of the government is based on shrewd thoughts and rational judgment. Ground realities suggest that officials of FIA, FC, Rangers and Police must get clearance from the Ministry before sharing any information with media which exploit the same through irrational judgment.

Media must also realize that stakes are very high for FIA, FC, Rangers, Police and other security forces in accomplishing their tasks or operations. Their success depends upon the level of confidentiality they maintain. Therefore, the decision of the Interior Ministry in relation to the filtration of information-sharing with the media by prior approval should be supported by all the segments of society including responsible media anchors under the prevailing circumstances.

Besides, our media must follow the real principles of journalism by educating and guiding the people towards right direction through credible and true information. They should avoid developing ‘stereotypes’ among the people by displaying unbiased news and comments.

At this crucial moment, we have to pull the country out of the multi-faceted crises, while our Armed Forces are operating under warlike conditions. Hence, media must realize that some degree of filtration of information is essentially required. This will enable the law-enforcing agencies to block some vital elements of information reaching the criminals. So, it is time for all of us to get united and show confidence in the government, these agencies and Armed Forces in order to succeed against terrorists and criminals.

Consequently, criticism of the government’s decision to streamline sharing of information with media appears to be irrational and unfair when the militants and criminals are challenging the writ of the government, and they need to be brought to the book.
