A person who has been inciting hatred since 1992 is Altaf Hussain from Karachi, Pakistan currently residing in London. He is the leader of a so-called political party, based in Karachi, Pakistan known as Mutahidda Quami Movement or MQM.

 

He has been preaching violence in Pakistan in his extremely provocative speeches from his office in London via telephone. 
One such incident happened on 12 May 2013, a day after the elections in Pakistan. While addressing to his supporters in his usual manner, a telephonic call, that was broadcasted live on all the major television channels of Pakistan, his threats reached a new level when he indicated “butchering” and ordering his supporters to attack his opponents who were protesting in a famous “Teen Talwar” (translation: Three swords) area of Karachi. I have transcribed two sentences of his speech along with the time mark for consideration, they are as follows.

[04:02] Voice of Altaf Hussain: Those people who are protesting and showboating near “Three Swords”, I don’t want to fight or quarrel, if I order my supporters now, they will go to “Three swords” and will butcher those protesters with swords. 
[04:27] [Crowd clapping and shouting slogans] 
[04:48] Voice of Altaf Hussain: MQM is blamed for everything. I say, Oppose us with respect and decency, and with proof, otherwise I am about to unleash my supporters.

The above mentioned sentences indicate the violent, threatening, harassing and alarming nature of hatred he is spreading. 
The people he is issuing threats against are the supporters of Movement of Justice party (Tehreek-e-Insaaf) lead by former cricketer Imran Khan, who has won considerable number of seats in the elections held on 11 May 2013. 
I would like to emphasise the fact that quite a lot of supporters of Movement of Justice party are British nationals, and their lives are in danger due to Altaf Hussain’s hateful, threatening, harassing and alarming speeches. 
I would like draw everyone’s attention to Criminal Justice and Public Order Act 1994 Part 4A.

“A person is guilty of an offence if, with intent to cause a person harassment, alarm or distress, he— (a) uses threatening, abusive or insulting words or behaviour, or disorderly behaviour, or (b) displays any writing, sign or other visible representation which is threatening, abusive or insulting, thereby causing that or another person harassment, alarm or distress.”

Considering Altaf Hussain’s harassing speeches, if would only be fair if his previous statements and speeches along with the contents of his speech on the eve of 12 May 2013 are investigated by the Police.

Any delay in investigation and delay in appropriate action against him may result in lives of British and Pakistani nationals being in grave danger.
