The US is after Haqqani network

It seems that the US has renewed its efforts to disrupt and dismantle Haqqani network (HN). After the suicide attack on Camp Chapman of CIA in Khost on December 30, 2009, CIA carried out aggressive drone campaign against HN under Jalaluddin Haqqani in Khost and his son Sirajuddin in North Waziristan (NW). HN was banned by USA since it was considered a big threat in Eastern Afghanistan and Kabul. Almost every day drone strike was launched to target HN leaders. From January 2010 onwards, the US began mounting pressure on Pakistan to launch a major operation in NW to eliminate safe havens of HN. Gen David Petraeus, Commander US-NATO forces in Afghanistan made his planned operation in Kandahar conditional to an operation in NW. The US ignored Pakistan’s pleas that Pak Army had undertaken three major operations in Swat, Bajaur and SW in 2009 and was over stretched and couldn’t afford to pullout additional forces from eastern border because of Indian threat.

In the wake of increased attacks in and around Kabul in 2011 including high profile targets inside highly fortified Kabul in September, the then CJCSC Admiral Mike Mullen declared HN as the veritable arm of ISI. In order to force Pakistan to launch an operation in NW, western border was heated up in April 2011 with the help of fugitive Fazlullah who had fled from Swat in July 2009. The US military is still obsessed with HN and has lately stepped up its efforts to incapacitate this outfit. Jalaluddin’s youngest son Omar Haqqani was killed in Khost in 2008 in a combat, while other two sons Badruddin and Mohammad were killed by drones in NW in 2009 and August 2013 respectively. Recently, the fourth son Dr. Naseeruddin Haqqani was murdered in Islamabad on November 11, 2013. Possible suspects are CIA, Afghan NDS and Fazlullah.

The reason why Fazlullah is one of the suspects is that in last October it was reported in the media that Fazlullah’s base of operation in Kunar had been uprooted by the Taliban after inflicting heavy casualties. The reason behind the attack in all probability was that Fazlullah controlled by foreign agencies was deliberately impeding peace process in Pakistan. It was reported that Fazlullah died in the attack. However it transpired later on that he survived. Being highly vindictive, he swore to take revenge from HN, which he suspected had attacked his base at the behest of ISI to avenge the death of Maj Gen Sanaullah Niazi, martyred in Upper Dir on September 15th. His patrons too encouraged him to avenge the deadly attack. Since it was not possible for him to harm HN in Khost or in NW, he planned to go for a soft target to convey a strong message to Jalaluddin to keep his hands off him. Fazlullah tasked his men in Swat region to keep Dr Naseeruddin under surveillance and kill him whenever opportunity came their way. Naseeruddin was not involved in militancy and was leading a quiet life with his family in Islamabad since long.

No sooner Sartaj Aziz gave good news to the nation on November 20 that the US has assured Pakistan that there will be no drone strikes while talks are in progress, a seminary in Thal Tehsil of Hangu District where young children were imparted religious training was struck by a drone on November 21. The missiles fired from a Reaper struck the two rooms of a nine-room Madrassa run by Afghan cleric Qari Nurullah. It was yet another blow delivered to HN, since one of its key leaders Maulana Hameedullah was among the six Afghan clerics killed. The US claimed that three members of HN including Sirajuddin were regular visitors of this seminary.  This admission was a clear indication that the US is after HN and may have been involved in Naseerudin’s murder as well. Latest strike was more dangerous than the previous ones since it took place in settled area of Khyber Pakhtunkhwa (KP). Interior Minister Nisar dubbed USA as untrustworthy since assurance had also been given to Nawaz Sharif when he met Obama in Washington on October 23, but was not honored.

CIA must have stepped up its efforts to locate and gun down the surviving son Sirajuddin based in NW to debilitate HN. The reason why the US has got after HN is its linkage with Pakistan. There is no denying the fact that of all the Afghan factions, HN is closest to Pakistan and farthest from Northern Alliance, Karzai, USA and India. Influence over HN enables Pakistan to have a say in Afghan conundrum and figure out prominently in the US calculations.         

Deaths of Hakimullah, Naseeruddin and Hameedullah and arrest of Latif Mehsud by US Special Forces in Afghanistan and appointment of Fazlullah as new chief of TTP are significant events which have impacted Pakistan’s position. Latif who was a close confidante and deputy of Hakeemullah is a valuable asset in the hands of USA. He was arrested at a time when TTP was sharply divided between pro-peace and anti-peace groups and Latif was among the latter group. Not only he must have divulged the program of visit of Hakeemullah to Dandey Darpakhel to hold peace talks which enabled CIA to kill him on November 1, he must have by now disclosed all the details concerning TTP’s command structure, logistic, communication and intelligence systems, hideouts, pro-and anti-US members of TTP Shura and Council, their alliances with local and foreign groups, sources of funding and procurement of weapons and explosives, factories producing IEDs and suicide jackets, aims and objectives and their system of motivation, recruitment and training. In addition, requisite information about HN must also have been extracted from him. That is the reason CIA is achieving rapid successes in targeting HN leading lights.         

Information accessed from Latif about Shura members deciding the selection of next chief must have helped CIA to influence them. Each one must have been warned that their fate would be no different than Hakeemullah if they had their own way. Changed circumstances have made it possible for CIA, NDS and RAW to further tighten their grip over TTP and its new leader residing in Kunar as well as on Faqir Muhammad and Khalid Khurasani, the two TTP leaders of Bajaur and Mehmand Agencies respectively who too are absconders and staying in Afghanistan. The three agencies are now in a better position to manipulate the working of TTP to their advantage and to the disadvantage of Pakistan.

Another possible change that seems to be in the offing is the centre of gravity of TTP shifting from FATA to settled areas of KP with depth resting in Kunar and Nuristan. Other than Bajaur and Mehmand tribal agencies, within Provincial Administered Tribal Area (PATA), areas that may become hotter could be Dir, Buner, Malakand, Swat, Shangla, Chitral and Swabi. Area up to Mardan and Nowshera may get affected. This shift in emphasis will be owing to the new Ameer hailing from Swat and his deputy Khalid belonging to Swabi. Increased militancy in settled areas would facilitate USA to employ drones in turbulent areas. Our nuclear facilities would therefore become more vulnerable.  

After successfully scuttling the peace process with the help of drones and terrorist attacks, the US can now bargain with Pakistan from a position of strength and can say that if Pakistan wants peace with TTP, it will have to play its role in ensuring peace in Afghanistan by bringing HN leaders on the negotiating table and convincing them to agree to US terms and conditions. The US will keep the cards of TTP and drones and continue playing them to keep Pakistan in line.

The situation has taken a slightly different turn after blockade of NATO supply routes in Peshawar by KP government led by Imran Khan on November 23 in protest against drone strike in Hangu. Imran has been the leading opponent of drones and has singled out drone as the major reason of terrorism in Pakistan and the main impediment in the way of peace. Last time supply routes were blocked in late November after Salala tragedy. The blockade remained enforced for about seven months but Pakistan couldn’t extract anything better from USA when new MoU was inked in July 2012. No apology was rendered, or an assurance given that repeat of 26 November like vandalism would not take place in future. Our demands of raising the transit fee to $5000 per container and stopping drone attacks were not met. It is to be seen how Pakistan government plays its cards now when the US posing as friend refuses to sheath the drone and is bent upon thwarting reconciliation process.

US Military Sales to Pakistan : Less Bang for More Bucks Spent by Pakistan

Major U.S. Arms Sales and Grants to Pakistan Since 2001

 Major U.S. arms sales and grants to Pakistan since 2001 have included items useful for counterterrorism and

counterinsurgency operations.

In dollar value terms, the bulk of purchases have been made with Pakistani national funds, although U.S. grants

have eclipsed these in recent years. The Pentagon reports total Foreign Military Sales agreements with Pakistan

worth about $5.2 billion for FY2002-FY2011 (in-process sales of F-16 combat aircraft and related equipment

account for about half of this). The U.S. Congress has appropriated more than $3 billion in Foreign Military

Financing (FMF) for Pakistan since 2001, more than two-thirds of which has been disbursed. These funds are used

to purchase U.S. military equipment for longer-term modernization efforts. Pakistan has also been granted U.S.

defense supplies as Excess Defense Articles (EDA). Discord in the U.S.-Pakistan bilateral relationship beginning

mid-FY2011 has slowed the pace of transfers considerably.

Major post-2001 defense supplies provided, or soon to be provided, under FMF  include:

 eight P-3C Orion maritime patrol aircraft and their refurbishment (valued at $474 million, four

delivered, three of which were destroyed in a 2011 attack by Islamist militants);

2,007 TOW anti-armor missiles ($186 million; all delivered);

more than 5,600 military radio sets ($163 million);

six AN/TPS-77 surveillance radars ($100 million);

six C-130E transport aircraft and their refurbishment ($76 million);

the Perry-class missile frigate USS McInerney , via EDA ($65 million for refurbishment;

delivered);

20 AH-1F Cobra attack helicopters via EDA ($48 million, 12 refurbished and delivered); and

Supplies paid for with a mix of Pakistani national funds and FMF  include:

up to 60 Mid-Life Update kits for F-16A/B combat aircraft (valued at $891 million, with $477

million of this in FMF, Pakistan currently plans to purchase 45 such kits and 8 have been

delivered to date); and

115 M-109 self-propelled howitzers ($87 million, with $53 million in FMF).

Notable items paid or to be paid for entirely with Pakistani national funds  include:

!  18 new F-16C/D Block 52 combat aircraft (valued at $1.43 billion; all delivered);

!  F-16 armaments including 500 AMRAAM air-to-air missiles; 1,450 2,000-pound bombs; 500

JDAM Tail Kits for gravity bombs; and 1,600 Enhanced Paveway laser-guided kits, also for

gravity bombs ($629 million);

100 Harpoon anti-ship missiles ($298 million);

500 Sidewinder air-to-air missiles ($95 million); and

six Phalanx Close-In Weapons System naval guns ($80 million).

Major articles transferred via EDA  include:

14 F-16A/B combat aircraft; and

59 T-37 military trainer jets.

 Under Coalition Support Funds (part of the Pentagon budget), Pakistan received 26 Bell 412 utility helicopters,

Skirmishes between US and Pakistani troops during operation enduring freedom in Afghanistan started in june 2008, and have since then sow discord between the two countries. In 2011, after the Salala incident had killed 24 Pakistanese soldiers on the poorly defined border, Pakistan closed the ISAF supply lines for 9 months.
The ISAF supply lines that runs from Karachi to Afghanistan are much shorter than those from the NDN ( Northern Distribution Network ) and logically much cheaper.

The increasing number of UAV strikes in the FATA ( Federaly Administered Tribal Areas ) have also been sources of critics from Pakistani officials.

FMS ( Foreign Military Sales ) and FMF ( Foreign Military Financing ) programs facilitates arms deal to foreign governments. The FMS program  act as a go-between for the US arms companies and foreign governments, while the FMF program provides grants for the acquisition of U.S. defense equipment. 
According to the US DoS ( Department of State ) website, the objectives pursued by FMF are:   
  

  • Improve the military capabilities of key friendly countries to contribute to international crisis response operations, including peacekeeping and humanitarian crisis.
  • Promote bilateral, regional and multilateral coalition efforts, notably in the global war on terrorism.
  • Maintain support for democratically-elected governments that share values similar to the United States for democracy, human rights, and regional stability.
  • Enhance rationalization, standardization, and interoperability of military forces of friendly countries and allies.
  • Assist the militaries of friendly countries and allies to procure U.S. defense articles and services that strengthen legitimate self-defense capabilities and security needs.
  • Enhance rationalization, standardization, and interoperability of military forces of friendly countries and allies.
  • Support the U.S. industrial base by promoting the export of U.S. defense-related goods and services.

    EDA stand for Excess Defense Articles

along with related parts and maintenance, valued at $235 million. Under Section 1206, Frontier Corps, and Pakistan

Counterinsurgency Fund authorities, the United States has provided 4 Mi-17 multirole helicopters (another 6 were

provided temporarily at no cost), 4 King Air 350 surveillance aircraft, 450 vehicles for the Frontier Corps, 20

Buffalo explosives detection and disposal vehicles, helicopter spare parts, sophisticated explosives detectors, night

vision devices, radios, body armor, helmets, first aid kits, litters, and other individual soldier equipment. Through

International Military Education and Training and other programs, the United States has also funded and provided

training for more than 2,000 Pakistani military officers.

Top-secret intelligence community documents recently leaked to the Washington Post reveal that the United States has ramped up its surveillance of Pakistan’s nuclear program.

The documents — detailed, previously unpublished funding requests from America’s top intelligence agencies — were first disclosed in part on Thursday when the Washington Post said it had proof that America’s main spy offices looked to receive $52.6 billion in fiscal year 2013. Upon further analysis of the so-called “black budget,” the Post has since discovered that the US is increasing efforts to spy within Pakistan in order to understand more thoroughly the supposed ally’s nuclear arms arsenal.

According to the Post, researching the black budget has led journalists to determine that US officials believe there is a significant intelligence gap with regards to Pakistan, and that the US is more interested than ever in that nation’s nuclear capabilities amid what may be the comparably best relationship the two countries have experienced in over a decade.

Despite nearly 12 years of heavy US military activity following the September 11, 2001 terrorist attack, American/Pakistani tensions have loosened as of late, presumably after a drawback in localized drone strikes and other covert combat that has subsided since US Navy SEALS captured and killed former al-Qaeda leader Osama bin Laden in rural Pakistan in May 2011.

Although the Post has not released the 178-page black budget in full, it has selectively published a handful of excerpts and quoted from it extensively in a number of articles to appear in print and online since last week. According to the Post’s Greg Miller, Craig Whitlock and Barton Gellman, the latest disclosures identified through analysis of the top-secret documents “expose broad new levels of US distrust in an already unsteady security partnership with Pakistan,” and “also reveal a more expansive effort to gather intelligence on Pakistan than US officials have disclosed.”

The document, reported the Post, divulges uncertainty within the US intelligence community regarding Pakistan, particularly in reference to the country’s nuclear capabilities. One excerpt of the budget quoted by the Post warned that “knowledge of the security of Pakistan’s nuclear weapons and associated material encompassed one of the most critical set of . . . intelligence gaps.” According to the Post, US officials were concerned about those “given the political instability, terrorist threat and expanding inventory [of nuclear weapons] in that country.”

The paper also noted that while Pakistan’s name is frequently absent from the budget request, the counterterrorism and counter-proliferation operations waged by the US are centralized in that nation, nestled in the Middle East between Iraq, Afghanistan and India. Taking into account just its counterterrorism and counter-proliferation measures, the US intelligence community sought more than $27 billion in FY2013 — or around half of what was requested in all — most of which is likely spent on covert operations. Former and current US intelligence officials who spoke to the Post said the armed drone campaign that targets al-Qaeda militants on the Pakistan/Afghanistan border is among the most expensive of those covert programs.

So significant are US concerns with regards to monitoring weapons of mass destruction in Pakistan, the Post reported that the budget contains once section in which it focuses on containing the spread of illicit weapons among two geographic regions: Pakistan and elsewhere.

The Post reported that budget suggests Pakistan contains 120 nuclear weapons, although US intelligence agencies suspect that number will soon rise. In order to better understand that nation’s nuke program, the budget discusses the creation of a Pakistan WMD Analysis Cell, the paper reported, in order to keep tabs on where nuclear materials move within the country. Together, the Post claimed, the CIA and Pentagon were able “to develop and deploy a new compartmented collection capability” that delivered a “more comprehensive understanding of strategic weapons security in Pakistan.”

Despite that accomplishment, however, the budget still noted that “the number of gaps associated with Pakistani nuclear security remains the same,” and “the questions associated with this intractable target are more complex.”

If the Americans are expanding their surveillance capabilities, it can only mean one thing,” former Pakistani ambassador to the US Husain Haqqani told the Post, “The mistrust now exceeds the trust.”

Caitlin Hayden, a spokesperson for the National Security Council, explained to the Post that the US is “committed to a long-term partnership with Pakistan, and we remain fully engaged in building a relationship that is based on mutual interests and mutual respect.”

We have an ongoing strategic dialogue that addresses in a realistic fashion many of the key issues between us, from border management to counterterrorism, from nuclear security to promoting trade and investment,” she said.

The United States and Pakistan share a strategic interest in combating the challenging security issues in Pakistan, and we continue to work closely with Pakistan’s professional and dedicated security forces to do so,” added Hayden.

The Post first published excerpts of this year’s black budget on Thursday and attributed the top-secret disclosure to Edward Snowden, the former intelligence contractor who fled from the US earlier this year and has since been granted asylum in Russia. In the days since the paper began working on the latest Snowden leak it has published a previously undisclosed figure for the amount of money requested by the likes of the National Security Agency and Central Intelligence Agency, and also exposed a program of offensive cyber operations waged by US officials against foreign foes.

Meanwhile, some candidates are crying foul, especially several from Imran Khan‘s Movement for Justice, PTI.

Hamid Zaman, a wealthy businessman who is new to politics, contested a seat in Lahore, the capital of Punjab province, and lost to the incumbent, PML-N’s Riaz Malik.

He claims to have video evidence of PML-N activists filling in ballot papers on behalf of his rival.

Zaman says his son, who was also a candidate, witnessed cases of fraud and his supporters have posted video on Facebook of one alleged case.

“In several places they caught people red-handed putting in votes, in at least two places” he says. “And the video’s showing the same on one of the stations. And then there were crowds of people inside who were telling people to vote.

Zaman told RFI on Sunday that he would file a complaint on Monday.

“Also I’m going to go to the Supreme Court against my opponent because, actually, he was not qualified to contest these elections. His degree is false, he never passed high school, so he was contesting on a fake degree.”

Zaman’s supporters on Sunday held a sit-in on a road in the constituency he fought on Sunday and pledged to do so every day until a re-run is announced.

But what will count with legal experts is the fact that in their tax returns, none of the Sharif family members had ever showed any foreign ownership of any properties, nor had their tax returns listed payments for any rented apartments abroad.

“With the sale of these Mayfair apartments, you can buy three Rockwood-size properties of Asif Zardari,” commented a source, who added that Sharif’s third party owned properties in Britain may land them in a crisis comparable only with Benazir and Zardari’s cases abroad.

In another example of hypocrisy, while Sharif geared up his government’s campaign against loan defaulters in Pakistan, a High Court in London declared his family a defaulter and ordered them to pay US$ 18.8 million to Al-Towfeek Company and its subsidiary Al-Baraka Islamic Bank as payment for interest and loan they had borrowed for Hudabiya Papers Limited.

The court papers said that the Sharifs refused to make payments on the principle amount and instead directed official action against the Arab company’s business interests in Pakistan. Informed sources said that a few days before the fall of the Nawaz Sharif government on October 12, lawyers representing the Sharif family were busy in hectic behind-the-scenes negotiations with Al-Towfeek executives in London for an out-of-court settlement. These sources said that negotiations in London broke down soon after the army action in Islamabad.

While Nawaz Sharif deployed the entire state machinery and spent millions of dollars from the IB’s secret fund to prove money-laundering charges against Benazir Bhutto and her husband abroad, his government crushed any attempt by the FIA to move the Supreme Court of Pakistan against a decision handed down by the Lahore High Court absolving the Sharif family from money-laundering charges instituted against them by the last PPP government.

PAKISTAN’S ANTI-GRAFT BODY OBJECTS TO SHARIFS’ CANDIDATURE

 

Islamabad: Pakistan’s anti-corruption watchdog has objected to the candidature of former premier Nawaz Sharif and his brother Shahbaz Sharif in the upcoming General Election, saying they had defaulted on a bank loan worth Rs 3.48 billion. 

The National Accountability Bureau yesterday raised the issue in an official communication sent to the Election Commission. 

Three graft cases against the Sharifs and their relatives are currently pending in an anti-corruption court in Rawalpindi, NAB officials told the media. 

The Sharif brothers have been accused of defaulting on a loan that was taken for the Hudaibiya Paper Mills. 

 

Nawaz Sharif, the head of the main opposition PML-N, and former Punjab chief minister Shahbaz Sharif were also accused of accumulating money and assets beyond their declared means of income by misusing authority. 

A case in this regard was filed against them in an anti-corruption court in Attack in March 2000. Several of their relatives, including Nawaz Sharif’s son Hussain Nawaz, Hamza Shahbaz, Shamim Akhtar, Sabiha Abbas, Maryam Safdar and Ishaq Dar, are among the accused in the cases.

ISLAMABAD: Interior Minister Rehman Malik on Saturday alleged that PML-N Chief and former Prime Minister Nawaz Sharif was involved in money laundering.

Addressing a news conference in Islamabad, he said evidence against Nawaz Sharif would be placed before the Supreme Court and National Accountability Bureau (NAB) for alleged corruption of $32 million.

Rehman Malik said a commission may be formed to investigate alleged involvement of Nawaz Sharif in money laundering.

He appealed to the Supreme Court to call him and he would present all evidence. He further alleged that Nawaz Sharif made an NRO with former President Farooq Ahmed Leghari and as a result, Benazir Bhutto’s elected government was unconstitutionally dismissed in November 1996.

Rehman Malik also alleged that Nawaz Sharif made a second NRO with dictator Pervez Musharraf and went abroad after signing an agreement and violated the Charter of Democracy (COD) he signed with Benazir Bhutto in 2006.

A spokesman for the PML-N rejected the allegations against the party’s top leadership, saying the accusations made by the NAB were “misleading”. 

He alleged that NAB officials were acting at the behest of the previous Pakistan People’s Party-led government to target PML-N leaders. 

 

The Election Commission recently made the NAB part of the set-up for scrutinising the candidates for the May 11 General Election. 

Shahbaz Sharif is contesting polls to the Punjab Assembly while Nawaz Sharif is a candidate for polls to the National Assembly. The elder Sharif is widely tipped to become premier if the PML-N wins the polls. 

The NAB has set up special election cells to facilitate the scrutiny of candidates. 

The Election Commission has also roped in the Federal Bureau of Revenue, State Bank of Pakistan and National Database and Registration Authority in a bid to weed out candidates accused of corruption or wrong-doing. 

The Election Commission has said that tax-evaders, people who default on loans and utility bills and beneficiaries of loan write-offs will be barred from contesting the polls, which will mark the first democratic transition in Pakistan’s history.

ISLAMABAD: A mind-blowing detail has emerged from the internal correspondence of NGO Save the Children disclosing its infiltration into the Abbottabad Commission to save its skin following allegations of the CIA’s penetration into the NGO in a hunt for Osama bin Laden through Dr Shakil Afridi, now under arrest in Peshawar.

 

“Some of us suspected that the khakis had access to the record and receive daily updates but never realised an NGO had infiltrated too,” said an official privy to the Commission’s working.
The leaked communication indicates that Lt Gen (retd) Nadeem Ahmed, an unofficial representative of the Army and ISI in the Commission, was allegedly cultivated by Save the Children who would offer him ‘how-to-do’ bailout advice, even sharing details about the internal politics of the Commission and classified record, something in radical contradiction to his reputation as a thorough professional and a man of integrity.
He briefed the deputy country director of Save the Children, according to the email, about the views of different members, staunch opposition from a panel colleague, Ashraf Jehangir Qazi, resulting in his dissenting note on the NGO and other institutions, and Gen (retd) Nadeem’s plan to effectively counter this note in collaboration with Justice (R) Javed Iqbal, the Chairman.
Another member, Abbas Khan, was neither willing to sign the report in its current shape, discloses email record, nor wanted to put a dissenting note hence decided to prolong his stay in the US where he went on the ‘pretext of medical ground’.
More alarmingly, the NGO was granted access to the Commission’s report well before it was sent to the prime minister. Save the Children had uninterrupted access to the four drafts prepared in June 2012 by the members including the chairman, email record available with The News indicates. All favours granted to Save the Children on behalf of the Commission were in clear breach of public trust raising question marks about the integrity of the members.
The chairman of the NGO, Save the Children, was contacted by The News. He initially agreed to meet but later stopped taking calls and did not respond to messages sent to him.Nadeem also felt confident, the email record shows, that he would be able to convince the panel with the answers given by the NGO and urge his colleagues to go by the facts presented by Save the Children instead of believing on the contents of Afridi’s statement.

Gen (R) Nadeem also advised the NGO, an email of the country director reads, to fight the expulsion of our expatriate as otherwise the ISI would move quickly to close down the country programme before the Commission report comes out.
The NGO has neither denied the email record and the contents it carried (when shown by The News for seeking version) nor offered specific comments but that: “Our assistance to the Abbottabad Commission and its members including Gen Nadeem was within the legal parameters and Abbottabad Commission mandate to find facts.”
Nadeem was not available for comments, however, his close aide termed the allegations as utterly “rubbish and non-sense” when comments were sought after showing the email record
A transcript of internal wrangling: Muhammad Hassan Noor Saadi, deputy country director of Save the Children, met Gen (R) Nadeem on November 20, 2012 that followed his email to four senior colleagues. The report was primarily compiled by ‘our friend’, his email reads, and was endorsed by the Chairman but one of the members, Ashraf Qazi, was not in agreement with them. He wrote a dissenting note criticising Chairman Justice (R) Javed Iqbal and Gen (R) Nadeem ‘for being soft on certain institutions (including Save the Children).’
The Commission could not issue the report with that note and therefore now they are working on developing counter arguments on the note, read the email. The Commission needs to have a lot of comments removed from the note before it is in a shape that allows the report to be shared, the email continues, otherwise it can jeopardize the integrity of the members of the Commission. Justice (R) Javed Iqbal and Gen (R) Nadeem ‘have to work extra hard to factually prove a lot of things wrong that this third member is referring to,’ read the email of deputy country director. The email then explained the position of the fourth member, Abbas Ali Khan, absent from discussion. He is not willing to sign the report in the current shape, reads Hassan’s email, but also does not want to put in a note of dissent and therefore continues to prolong his stay in the US where he went on the pretext of treatment. As a way forward, the email continues, the two members will work with the third member (Ashraf Qazi) and try to come to a point where the note is significantly reduced and numbers of comments are taken out of the report.
Gen (R) Nadeem’s advisory role of the NGO: The email also brings to light his role as adviser to the NGO. To a question that what Save the Children should do, Nadeem advised the deputy country director to build relationship and confidence with the Ministry of Interior and Economic Affairs Division. “It would take few months for you to be back to complete normalcy,” Gen (R) Nadeem advised.
In another email generated on August 29, 2012, David Wright, the country director, wrote that ‘on my instructions Hassan asked Gen (R) Nadeem to give an honest assessment as to what he thinks our chances are of surviving this.’ Gen (R) Nadeem replied that he felt confident regarding the answers we (NGO) will give to the questions proposed, ‘he could convince the other commission members to go with the fact rather than the content of Afridi’s statement.’ Gen (R) Nadeem also advised to fight the expulsion of our expatriates, Wrights email continued. “He felt if we did not do this and the expats left, the ISI would then move quickly to close down the country programme before the Commission report comes out.”
Report draft shared with the NGO: Wright’s another email indicates that the draft was shared more than once with the NGO. Referring to a meeting of two senior officers of Save the Children with Gen (R) Nadeem, the country director said they were shown the report written by the Chairman of the Commission. The email said there were four versions of the report in June 2012 and these were reduced to two in August that year. However, they have reservations about the latest version shared in August as ‘the report which was originally thought to be our saviour, will be the tool for this expulsion.’ We will do our best, the email reads, to work ‘with our friends and try and get our responses in before the report is finalised.’

The first leak is an email, sent by Hassan Saadi, which he sent after meeting a member of the Abbottabad commission, who he refers to as a friend (Lt.Gen. (Retd) Nadeem Ahmed). This is one of the most revealing and damning piece of evidence about how Save the Children tried to infiltrate Abbottabad Commission and influence the nature of the final report.

Today I had a brief meeting with our friend and following are some of the key points discussed

– The report primarily was compiled by our friend in the end and was endorsed by the chairman after incorporating the feedback that chairman had. However, one of the member (former ambassador) was not in agreement with the two members and said that after reviewing he might write a note of dissent. Unfortunately, his brother passed away in late October and therefore he was away and unavailable and after couple of weeks he started writing the note.

– The two members were excepting a short note of dissent that excluded Save the Children. However, few days back they received a note of dissent that in itself is a full report as it is a 73 pager note.

– Legally speaking, if commission wanted to issue the report they were bound to include the note. However, the note of dissent is a very strong one and is a full report almost. Very importantly, the note of dissent criticizes the two panel members were being soft on certain institutions (including Save the Children)

– The commission simply could not issue the report with that note and therefore now they are working on developing counter arguments on the note; however, it is taking them a lot of time and so far they have reached to just 16 pages.

– The commission needs to have a lot of comments removed from the note before it is in a shape that the report could be shared otherwise it can jeopardize the integrity of the members of commission. The third member is being very staunch in his ideas and not willing to change his stance and therefore the other two members have to work extra hard to factually prove wrong a lot of things that this third member is saying.

– With regards to Save the Children, the note says that CIA was working through Save the Children and had its operatives embedded in the organization. The Haripur house was taken to collect the DNA residue to continue looking for the trail of the deceased. Once that job was done, the house was vacated. Afridi’s statement, though might be inconsistent, also indicates the same thing that Save the Children is working on behalf of CIA

– The fourth member of the commission (Abbas Ali Khan) also is not content with the report, but rather coming with a note, has decided to stay in US, that he went to on pretext of medical grounds. He is not willing to sign the report in the current shape but also does not want to put in a note of dissent and therefore continues to prolong his stay in US.

– With these two members out, commission is no position to submit the report to the government.

– As a way forward, the two members will work with the third member and try to come to a point where the note is significantly reduced and number of comments are taken out from the report. This very well take some time and if all goes well then commission might be able to submit the report by next month. However, with current contents, it might never be published because the note of dissent talks about number of very sensitive issues very openly that cannot be shared

– To my question on so what Save the Children should do in this case? His reply was, that we need to work with MOI and EAD to build relationships and confidence. It would take few months for Save the Children to be back to complete normalcy. His opinion was that it might take 5 to 8 months for that to happen.

ISLAMABAD: A mind-blowing detail has emerged from the internal correspondence of NGO Save the Children disclosing its infiltration into the Abbottabad Commission to save its skin following allegations of the CIA’s penetration into the NGO in a hunt for Osama bin Laden through Dr Shakil Afridi, now under arrest in Peshawar.

“Some of us suspected that the khakis had access to the record and receive daily updates but never realised an NGO had infiltrated too,” said an official privy to the Commission’s working.

The leaked communication indicates that Lt Gen (retd) Nadeem Ahmed, an unofficial representative of the Army and ISI in the Commission, was allegedly cultivated by Save the Children who would offer him ‘how-to-do’ bailout advice, even sharing details about the internal politics of the Commission and classified record, something in radical contradiction to his reputation as a thorough professional and a man of integrity.

He briefed the deputy country director of Save the Children, according to the email, about the views of different members, staunch opposition from a panel colleague, Ashraf Jehangir Qazi, resulting in his dissenting note on the NGO and other institutions, and Gen (retd) Nadeem’s plan to effectively counter this note in collaboration with Justice (R) Javed Iqbal, the Chairman.

Another member, Abbas Khan, was neither willing to sign the report in its current shape, discloses email record, nor wanted to put a dissenting note hence decided to prolong his stay in the US where he went on the ‘pretext of medical ground’.

More alarmingly, the NGO was granted access to the Commission’s report well before it was sent to the prime minister. Save the Children had uninterrupted access to the four drafts prepared in June 2012 by the members including the chairman, email record available with The News indicates. All favours granted to Save the Children on behalf of the Commission were in clear breach of public trust raising question marks about the integrity of the members.

The chairman of the NGO, Save the Children, was contacted by The News. He initially agreed to meet but later stopped taking calls and did not respond to messages sent to him.Nadeem also felt confident, the email record shows, that he would be able to convince the panel with the answers given by the NGO and urge his colleagues to go by the facts presented by Save the Children instead of believing on the contents of Afridi’s statement.

Gen (R) Nadeem also advised the NGO, an email of the country director reads, to fight the expulsion of our expatriate as otherwise the ISI would move quickly to close down the country programme before the Commission report comes out.

The NGO has neither denied the email record and the contents it carried (when shown by The News for seeking version) nor offered specific comments but that: “Our assistance to the Abbottabad Commission and its members including Gen Nadeem was within the legal parameters and Abbottabad Commission mandate to find facts.”

Nadeem was not available for comments, however, his close aide termed the allegations as utterly “rubbish and non-sense” when comments were sought after showing the email record

As a way forward, the email continues, the two members will work with the third member (Ashraf Qazi) and try to come to a point where the note is significantly reduced and numbers of comments are taken out of the report.

Gen (R) Nadeem’s advisory role of the NGO: The email also brings to light his role as adviser to the NGO. To a question that what Save the Children should do, Nadeem advised the deputy country director to build relationship and confidence with the Ministry of Interior and Economic Affairs Division. “It would take few months for you to be back to complete normalcy,” Gen (R) Nadeem advised.

In another email generated on August 29, 2012, David Wright, the country director, wrote that ‘on my instructions Hassan asked Gen (R) Nadeem to give an honest assessment as to what he thinks our chances are of surviving this.’ Gen (R) Nadeem replied that he felt confident regarding the answers we (NGO) will give to the questions proposed, ‘he could convince the other commission members to go with the fact rather than the content of Afridi’s statement.’ Gen (R) Nadeem also advised to fight the expulsion of our expatriates, Wrights email continued. “He felt if we did not do this and the expats left, the ISI would then move quickly to close down the country programme before the Commission report comes out.”

Report draft shared with the NGO: Wright’s another email indicates that the draft was shared more than once with the NGO. Referring to a meeting of two senior officers of Save the Children with Gen (R) Nadeem, the country director said they were shown the report written by the Chairman of the Commission. The email said there were four versions of the report in June 2012 and these were reduced to two in August that year. However, they have reservations about the latest version shared in August as ‘the report which was originally thought to be our saviour, will be the tool for this expulsion.’ We will do our best, the email reads, to work ‘with our friends and try and get our responses in before the report is finalised.’

DIA

The DIA was established in 1961 with the goal of sharing information collected by the major military intelligence outfits (such as Army or Marine Corps Intelligence). More recently, the DIA has been expanding its overseas spy network to collect first-hand intelligence.

Headquarters: Washington, D.C.

Mission: The DIA serves as the lead intelligence agency for the Dept. of Defense, coordinating analysis and collection of intelligence on foreign militaries, in addition to surveillance and reconnaissance operations. The DIA is the common link between military and national intelligence agencies.

Budget: Classified. The DIA does not reveal budget information, although they do say they have more than 16,500 men and women working for them and are under DoD and congressional oversight.

The State Department’s Bureau of Intelligence and Research provides diplomats the necessary tools for effective foreign policy.

The State Department’s Bureau of Intelligence and Research (INR) has ties to the Office of Strategic Services from World War II, but was transferred to State after the war. INR now reports directly to the Secretary of State, harnessing intelligence from all sources and offering independent analysis of global events and real-time insight.

Headquarters: Washington, D.C.

Mission: This agency serves as the Secretary of State’s primary advisor on intelligence matters, and gives support to other policymakers, ambassadors, and embassy staff.

Budget: $49 million in 2007, according to documents obtained by FAS.

Air Force Intelligence provides reconnaissance for US ground troops.

Formerly known as the Air Intelligence Agency, the agency is now known as the Air Force ISR — Intelligence, Surveillance, Reconnaissance. Air Force intelligence was established in 1948 to get information to troops on the ground, and most recently, the ISR has collected that intelligence from aerial drones.

Headquarters: Lackland Air Force Base, Texas

Mission: Air Force ISR collects and analyzes intelligence on foreign nations and hostile forces, both in and out of combat zones. They also conduct electronic and photographic surveillance, and provide weather and mapping data to troops in the field.

BudgetUnknown. The budget of ISR apparently falls under the Air Force’s Operation & Maintenance budget, which includes other areas outside of the agency’s scope such as flying operations and logistics. That number for 2012, however, was just over $46 million.

The FBI’s National Security Branch oversees counterterrorism and intelligence gathering.

The Federal Bureau of Investigation’s National Security Branch (NSB) was established in 2005, combining resources that include counterterrorism, counter-intelligence, weapons of mass destruction, and intelligence under a single FBI leader.

Headquarters: Washington, D.C.

Mission: Formed after 9/11 and the Iraq WMD commission — when intelligence agencies were not sharing data with each other — the NSB integrates intel on national security and criminal threats from a variety of sources that are often intertwined in order to protect U.S. interests.

Budget: Total FBI budget was approximately $8.1 billion in 2012, which included an increase of $119 million “to enhance our counterterrorism, computer intrusions, and other programs,” according to their website.

Army Intelligence and Security Command offers essential intel to troops on the battlefield.

Army intelligence has been around since spies worked for the Continental Army in 1775, but the U.S. Army’s Intelligence and Security Command (INSCOM) was established in 1977 to become the major unifying command of army intelligence.

Headquarters: Fort Belvoir, Va.

Mission: INSCOM provides commanders on the ground with information they may need on the battlefield: intercepted enemy radio communications, maps, ground imagery, and information on force structure and numbers.

Budget: Unknown. The total military intelligence budget was $21.5 billion in 2012.

The Department of Energy, Office of Intelligence and Counterintelligence gathers information on foreign nuclear weapons.

Surprisingly, the Energy Department even has an intelligence service. The Office of Intelligence and Counterintelligence focuses on technical intelligence on nuclear weapons and nonproliferation, nuclear energy (especially foreign), and energy security. 

Headquarters: Washington, D.C.

Mission: The Dept. of Energy doesn’t have the ability to conduct foreign intelligence, instead relying on information passed to them by other agencies (such as the CIA or NSA). If it involves weapons of mass destruction, the DoE offers up the analytical expertise.

Budget: Unknown. Like other government budgets, the intelligence activity is not specifically mentioned, although it may fall under “Atomic Energy Defense Activities” which had a total budget of more than $16 billion in 2012.

Coast Guard Intelligence (CGI) was formed in 1915 and now falls under the Dept. of Homeland Security, providing information on maritime and port security, search and rescue, and counter-narcotics.

Headquarters: Washington, D.C.

Mission: Although CGI is technically an intelligence agency, its primary mission is as an investigative arm of the Coast Guard. CGI special agents “conduct criminal, counterintelligence and personnel security investigations within the Coast Guard’s area of responsibility,” with the majority being criminal offenses violating military law, according to the Coast Guard’s official website. However, the Coast Guard does have specialists conducting analysis and collection of intelligence.

Budget: Unknown. Like the Army, the budget has some overlap, although the 2014 budget request includes $60 million for C4ISR systems, an acronym for Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance.

CGI headquarters is relatively small, only employing about 280.

The Treasury’s Office of Intelligence and Analysis collects terrorism and financial intelligence.

The Office of Intelligence and Analysis is fairly new, established in 2004 by the Intelligence Authorization Act. OIA’s focus is mainly on providing information to combat terrorism and illicit financial transactions.

Headquarters: Washington, D.C.

Mission: OIA safeguards the U.S. financial system “against illicit use and combating rogue nations, terrorist facilitators, weapons of mass destruction proliferators, money launderers, drug kingpins, and other national security threats,” according to DNI.

Budget: Around $340 million.

The Drug Enforcement Administration hunts down illegal drugs.

The DEA has been gathering intelligence for anti-drug operations since its establishment in 1973. The agency collects and provides intelligence to other law enforcement agencies and helps with investigations.

Headquarters: El Paso, Texas

Mission: DEA assists local and federal law enforcement in conducting major drug investigations, along with developing “information that leads to seizures and arrests, and provid[ing] policy makers with drug trend information upon which programmatic decisions can be based,” according to their website.

The Marine Corps Intelligence Activity monitors the Corp’s battlefields.

Like Army intelligence, the Marine Corps provides their own agency to collect and analyze information for troops on the ground. This includes map making, radio intercepts, human intelligence, and counter-intelligence.

Headquarters: Quantico, Va.

Mission: The primary function of Marine IA is to give tactical and operational intelligence to battlefield commanders. They also serve as the “go-to” unit for the Commandant of the Marine Corps on understanding intel. 

Budget: Unknown. The total military intelligence budget was $21.5 billion in 2012.

Digital Globe

Having its roots from the 1972 formation of the Defense Mapping Agency and formerly known as NIMA, the agency was renamed the National Geospatial-Intelligence Agency in 2003. The agency has the task of collecting and understanding Earth’s physical and man-made attributes. Using advanced imagery (mainly from satellites), it was NGA watching Osama bin Laden’s compound in Pakistan.

Headquarters: Ft. Belvoir, Va.

Mission: NGA employs cartographers and analysts that collect and generate information about the Earth. This data is used in navigation, national security, military operations, and humanitarian aid efforts.

BudgetClassified. NGA employs approximately 14,500 government civilians.

While the NGA is responsible for gaining information from satellite data, the National Reconnaissance Office — created secretly in 1961 and not acknowledged until 1992 — is in charge with satellite design, building, launch, and maintenance.

Mission: NRO gives its mission as “innovative overhead intelligence systems for national security.” Simply put, the NRO provides their “customers” at the CIA, DoD, and elsewhere with technologically advanced spy satellites.

The Office of Naval Intelligence provides information on the world’s oceans to sailors everywhere.

The Office of Naval Intelligence was established in 1882 for “the purpose of collecting and recording naval information” that could be useful in war and peace. Like other military intelligence services, ONI gives maritime commanders information they need on foreign forces.

Headquarters: Washington, D.C.

Mission: ONI gathers intelligence and moves it rapidly to decision makers. “We produce maritime intelligence on weapons and technology proliferation and smuggling and illicit maritime activities that directly supports the U.S. Navy, joint war fighters and national decision makers and agencies,” according to their website.

Budget: Unknown. The total military intelligence budget was $21.5 billion in 2012.

The Department of Homeland Security Office of Intelligence and Analysis looks for information on any potential threats to the US.

The DHS Office of Intelligence and Analysis works primarily on homeland threats — collecting and analyzing information, and sharing intelligence with local and federal law enforcement through the use of “fusion centers.”

Headquarters: Washington, D.C.

Mission: They work on four main areas: understanding threats through analysis, collecting information relevant to homeland security, sharing that information with the agencies that need it, and managing the homeland security enterprise,according to DNI.

Budget: Classified. In a Congressional Research Service report, it was noted that “DNI does not publicly disclose details about the intelligence budget, but … reported that the aggregate amount appropriated to the [national intelligence program] for FY2009 was $49.8 billion.”

DNI

Established in 2004, the Office of the Director of National Intelligence (ODNI) manages the efforts of the entire U.S. intelligence community. Director James R. Clapper serves as the principal advisor to the president as well as the National Security and Homeland Security Councils.

Headquarters: Washington, D.C.

Mission: The DNI has two main missions: to lead intelligence integration, and “forge an intelligence community that delivers the most insightful intelligence possible.”

Budget: The specifics of the office itself are unknown, but the total aggregate amount for the national intelligence program is more than $48 billion.

BONUS: The ‘intelligence state’ has been expanding drastically since 9/11.

The U.S. intelligence community is officially made of 17 organizations, but there is even more to the story.

groundbreaking investigation from the Washington Post found some rather daunting figures:

— 1,271 government organizations and 1,931 private companies are working on intelligence, counterterrorism, or homeland security in the U.S.

— Just the NSA alone is contracting with more than 250 companies on intelligence work, including big names like Northrop Grumman and SAIC.

— Many intelligence agencies are doing redundant work, such as 51 federal and military organizations that track the flow of money in and out of terror networks.

— One reason why those intelligence budgets are classified: millions of dollars in so-called “ghost money” given to foreign governments.
