Aimless talk-and-talk strategy

Aimless talk-and-talk strategy

Asif Haroon Raja

Some of the glaring reasons that have given rise to religious extremism in Pakistan are as follows: Early demise of Quaid-e-Azam resulted in leadership crisis, which persists to this day. Growth of regionalism gave rise to fissiparous tendencies. Antagonism between seculars and Islamists impeded constitution making for nine years. Widening gulf between rich and poor and callous attitude of the elites towards the deprived class bred discontentment. Selective accountability and pro-rich judicial system added to the frustration of the deprived class. Corruption in all government, judicial and police departments eroded moral turpitude and scruples. Unresolved Kashmir dispute and State terrorism of India against Kashmiris heightened Jihadi tendencies. Western hatred towards Muslims and hounding and persecution of religious elements dubbed as terrorists intensified anti-US feelings. Pakistan rulers got out of sync with the ruled when the people viewed them as puppets of USA serving US agenda. Propagation of modernism and liberalism under the garb of enlightened moderation resulted in spread of obscenity and vulgarity and corresponding increase in religious extremism.

_55850395_afghan_pakistan_624x440_2Notwithstanding the centuries old Shia-Sunni divide, sectarian tensions grew in Pakistan after Iranian revolution in March 1979 as a result of Iran and Saudi Arabia funding Shiite and Sunni extremist groups respectively. Violent religious extremism sprouted in Pakistan as a result of Afghan Jihad against Soviet forces in 1980s and the US led western world, Saudi Arabia, Pakistan government and religious right as well as the military establishment supporting the Jihadis. Jihadism received a fillip after the brilliant success achieved by the Mujahideen in Afghanistan and commencement of armed uprising in Kashmir in 1989. When the Jihadis eulogized as holy warriors were dumped by USA in 1989, Osama bin Laden led fighters in reaction formed Al-Qaeda and started attacking American targets.

After 9/11, while the US declared al-Qaeda and Afghan Taliban as terrorists because of their suspected role in terrorist attacks, Pakistan not only ditched Taliban and aligned itself with USA; it changed the status of tribesmen of FATA from defenders of western border and strategic assets into terrorists. Once the security forces entered into South Waziristan (SW) in 2002 to flush out al-Qaeda operatives, the tribesmen under Nek Muhammad turned their guns against them. This change in posture of the militants of tribal belt led to a prolonged war which is still continuing and has resulted in deaths of well over 40,000 people as well as colossal destruction of property. While the Afghan Taliban under Mullah Omar are waging a Jihad against occupation forces to free their country and recapture power, Pakistani Taliban claim to be fighting a Jihad against Pak security forces by terming Pak Army as a mercenary army of the US. They want to make the Muslims better Muslims by preaching its brand of extremist Islam and to impose Shariah in the country. They do not recognize Pakistan’s constitution, democracy and judicial system.

For the achievement of their goal of making Pakistan an Islamic Emirate, they have been resorting to extreme brutalities like assassinations, terror attacks on military and civilian targets, worship places, shrines, funerals and markets. Schools in Swat, FATA and settled areas of KP including Peshawar have been destroyed in large numbers. Kidnapping for ransom, forced recruitment and marriages, beheading of captives and brainwashing teenagers as suicide bombers are their methods to strike terror. IEDs, explosive laden vehicles and suicide bombing are their preferred weapons of destruction. Worst is that unlike in the past when they were supported by Pakistan to wage Jihad outside the borders of Pakistan, now they are aided by non-Muslim powers and Karzai led regime in Kabul to wage war against own people. All these acts are against the principles of Islam.

During Gen Musharraf rule, war on terror was governed by the strategy of ‘fight and sign peace deals with the militants’. The TTP signed peace agreements to gain time, get their prisoners released, regroup and then strike back. This strategy caused little damage to the burgeoning strength of militants. Rather it enabled late Baitullah Mehsud in SW to form Tehrik-e-Taliban-Pakistan (TTP) in December 2007, which has been relentlessly fighting the security forces and expanding its area of influence from seven agencies of tribal belt to settled areas of KP including suburbs of Peshawar and has established strong linkage with Punjabi Taliban.

During the five-year PPP led regime when Gen Kayani was made responsible for external and internal security of the country, barring one peace agreement signed with Maulana Sufi and Fazlullah in Swat in February 2009, no other peace deal was signed. The strategy was changed to fight and fight. This offensive strategy although resulted in heavy casualties of security forces, however, it helped in recapturing all the 17 administrative units less North Waziristan (NW) from the militants in 2009, breaking their back and snatching the initiative from them. The disarrayed militants under Fazlullah took refuge in Kunar and Nuristan. About 3000 militants were captured alive and handed over to the police for trials. It was unfortunate that the judicial prong couldn’t keep in step with the military prong and not a single terrorist was convicted and punished. All were released who later on recommenced their militant activities with a renewed vengeance.

Once TTP’s main HQ in SW was uprooted in November 2009 because of resolute three-pronged offensive, Hakeemullah Mehsud tried to convert upper Orakzai into his next command centre, but couldn’t and then decided to make NW as TTP’s main base of operation. He chose Mir Ali and Miranshah, the two major towns of NW and the suburbs around as sanctuaries for his fighters. Dawar tribe helped them in settling down in Mir Ali. Hafiz Gul Bahadar heading largest tribe of Othmanzai Wazir tribe in NW didn’t object to TTP’s settlement, although he was tied to peace agreement with Pak Army since August 2008 and was obligated to keep his area peaceful and free of anti-military elements. It was like allowing the camel to rest its head inside the tent. With the passage of team, a large no of terrorist groups including foreign groups moved into NW and got affiliated with TTP. These included Lashkar-e-Jhangvi (LeJ), Jaish-e-Muhammad, Hizbul-Mujahideen, Lashkar-e-Taiba, Janoon-e-Hafsa, Jundullah, Asian Tigers, Ilyas Kashmiri outfit.

Funded and equipped by foreign agencies based in Afghanistan, the TTP was able to muster the support of over 50 groups of different hues and all decided to collectively wage an ideological war. Most of the Punjab based banned groups had sleeping cells in all major cities and towns which enabled TTP Shura to plan and execute deadly attacks on chosen targets anywhere in Pakistan with ease. Their task was made easier by CIA by providing ground intelligence and satellite communication to home on to the desired targets stealthily howsoever well fortified. High profile attacks in Punjab were mostly carried out by Punjabi Taliban. LeJ got active in Quetta where it targeted Shia Hazaras with impunity. TTP and LeJ also joined the turf war of three political parties in Karachi to partake in the loot. Simultaneously, Fazlullah helped by his hosts regrouped his fighters and heated up western border by launching cross border attacks in Mehmand, Bajaur, Dir and Chitral.

Pakistan refrained from launching a major military operation in NW to nip the evil in the bud despite extensive pressure from the US because of its multiple compelling constraints. These included paucity of troops since the Army had already deployed about 150,000 troops in the northwest. Pulling out additional troops would have been at the cost of weakening the critical eastern front and losing strategic balance. With displaced persons from SW, Kurram Agency and Tirah Valley not having returned to their homes, it would result in further displacement from NW. An operation would annoy the only three friendly groups of Hafiz Gul Bahadar, Haqqani network and late Maulvi Nazeer as well as Afghan Taliban, with the possibility of all the groups getting united on a single platform and confronting the Army in a treacherous terrain. With untrustworthy Indo-US-Afghan nexus playing a double game and wanting Corps plus size force to get bogged down in NW, such a course would prove disastrous. However, inaction in NW has given a free hand to TTP affiliated groups to continue striking targets at will.

With the change of government in June 2013, the situation has undergone a change. The PML-N government in the centre and in Punjab, the PTI government in KP and religious political parties/groups are all soft towards the TTP and are keen to hold talks to end the futile war. All parties’ conference was held in last September and a consensus resolution was passed authorizing the government to hold talks with militants unconditionally and to condemn drone attacks which were fuelling terrorism. Since then the government has replaced the fight-fight strategy with talk-talk strategy. This strategy although seemingly wise is devoid of reciprocity from the other side.

735576_637896346235347_1943452822_oPro-peace lobbies strongly feel that killing of Hakeemullah Mehsud by a drone on November 1, 2013 and drone war have vitiated the atmosphere for talks. Anti-peace lobbies argue that drones didn’t trigger terrorism. They are criticizing the government and Imran Khan for adopting a confused policy of talks when the new chief of TTP Fazlullah has categorically rejected the offer and has further stepped up terror attacks. They say that closure of NATO supply routes in KP by PTI has antagonized the US but failed to appease the TTP. They are pressing the government to either hold talks expeditiously or else deliver the hammer since this policy of dithering is not only undermining the morale of KP Police in particular which is receiving the major brunt of TTP attacks, but is also encouraging the militants to maximize attacks and recapture their lost bases.

Thwarting All Peace Processes

Thwarting All Peace Processes

In the recent months, Pakistan made strenuous efforts to advance peace talks with India in order to resolve all issues, especially Kashmir dispute, while it took several positive steps to improve relations with Afghanistan. Similarly, Prime Minister Nawaz Sharif and Federal Interior Minister Chaudhry Nisar Ahmad Khan decided to begin negotiations with all the Taliban groups, particularly Hakimullah Mehsud, Chief of the Tahreek-e-Taliban Pakistan (TTP). But, all these efforts received a greater blow due to anti-Pakistan developments, aimed at thwarting all the peace processes which were essential for the stability of Pakistan as well as the whole region.

In this regard, Pakistani prime minister’s foreign affairs adviser Sartaj Aziz who visited New Delhi to attend the Asia-Europe Meeting (ASEM), held a meeting with Indian External Affairs Minister Salman Khurshid on November 12, this year to defuse tension at the Line of Control (LoC) and to restore the peace process. Sartaj Aziz also met the Hurriyat leaders of Kashmir. However, statements issued by their related-ministries said that both the diplomats reviewed bilateral relations in a constructive and forward looking manner, and pledged to settle all issues.

420448249_2ffe1c990eQuite contrarily, in a strong message, Salman Khurshid stated that he told the Sartaj Aziz that his decision to meet Hurriyat leaders in New Delhi was “insensitive” and “counterproductive.” While keeping pressure on Pakistan, Khurshid explained that he gave “benefit of doubt” to Islamabad by telling them that “the conditions of the dialogue cannot be met till there is peace and tranquility on the LoC. He also allegedly said that Islamabad has been using delaying tactics in relation to the Mumbai 26/11 terror attacks trial.

Recently, tension arose between Pakistan and India when Indian military conducted a series of unprovoked firings across the LoC, and international border in wake of war-like strategy which still continues. While, Indian military high command failed in producing dead bodies of alleged terrorists who had crossed the LoC from Pakistan to Indian-occupied Kashmir. The ground realities proved that it was just propaganda against Inter-Services Intelligence (ISI), and Pak Army, as indicated by the Indian media, Congress Vice-president Rahul Gandhi and leaders of the Hindu fundamentalist party, BJP.

Besides new pretension of the LoC violations, in the past too, New Delhi availed various crises to suspend the process of Pak-India talks. For example, in 2002, under the pretension of terrorist attack on the Indian parliament, India postponed the dialogue process. Again, in 2008, India suspended the ‘composite dialogue’ under the pretext of Mumbai terror attacks which were in fact, arranged by its secret agency RAW.

In the recent past, the Indian former officer of home ministry and ex-investigating officer Satish Verma disclosed that terror-attacks in Mumbai and assault on the Indian Parliament were carried out by the Indian government to strengthen anti-terrorism legislation.

In fact, under the cover of LoC accusations, India seeks to create obstacle in the way of the new peace process with Pakistan so that Pak-Indian concerned issues, especially main dispute of Kashmir remain unresolved.

Most alarming aspect is that Indian duress on Islamabad regarding LoC is part of other related moves against Islamabad because India, US and Afghanistan have been playing double game with Pakistan through their secret agencies, as some latest incidents in our country have proved.

In this context, leader of Haqqani Network, Nasiruddin Haqqani who was on US list of global terrorists was killed by unidentified gunmen on November 10 in Islamabad. Some sources suggest that CIA and RAW are behind the death of Nasiruddin, as the Haqqanis have never struck inside Pakistan because they have been waging a war of liberation in Afghanistan.

The main aim of assassinating him is to sabotage the Pak-Afghan peace process, making both countries acutely vulnerable to disruption by the militant groups—and to castigate Pakistan’s major role in any future Afghan peace deal with the Haqqanis.

In this connection, opposition leader, Syed Khurshid Shah of the PPP said on November 14, “killing of Nasiruddin Haqqani is a conspiracy against Pakistan and no government institution is involved in this murder.”

Similarly, when the TTP Chief Hakimullah Mehsud was killed by the US drone strikes on November 1, leaders of the ruling and opposition parties including prominent figures and Unlmas (Religious scholars) took the event as a plot to thwart the peace process with the militants.  In this context, Interior Minister Chaudhry Nisar openly pointed out that that killing of Hakimullah Mehsud in the US drone attack was a conspiracy to sabotage peace talks with the Taliban. He added that his death was, in fact, a fatal blow to the peace process in the region.

On the other side, the TTP new Chief Maulana Fazlullah dismissed the proposed peace negotiations with the government as a “waste of time”, and vowed to target the prime minister, chief minister, chief of army staff and corpse commanders. During Swat and Malakand military operations, Fazlullah fled Swat and took shelter in Afghanistan.

Well-established in Afghanistan, with the tactical support of the US, in connivance with Indian RAW and Afghan spy service, the National Directorate of Security (NDS) and Pakistan-based TTP, Maulana Fazlullah—and these foreign agencies have been conducting target killings, bomb blasts, suicide attacks, beheadings, assaults on civil and military personnel, installations and forced abductions including ethnic and sectarian violence. By sending heavily-equipped militants in Pakistan, these entities are also assisting Baloch separatists.

Particularly, the captured TTP leader Latifullah Mehsud by US Special Forces (USF) in Afghanistan confessed that Afghanistan and India were waging proxy wars in Pakistan, and terrorist attacks on Gen. Sanaullah Khan Niazi in Upper Dir, at Peshawar Church, in Qissa Khawani Bazar and elsewhere had been planned by Indian and Afghan intelligence agencies.

Now, Pakistan is facing multi-faceted challenges internally and externally, arranged by the anti-Pakistan enemies, as followed by a deliberate propaganda to destabilize and denuclearize it. So, these external entities also intend to thwart all the peace processes to further weaken Pakistan through their collective sinister designs.

Afghan Cook (Baltimore,USA) Hamid Karzai urges Taliban to fight Afghan enemies after Pakistan clash

Afghan President Hamid Karzai called on the Taliban on Saturday to fight Afghanistan’s enemies in what was widely seen as a swipe against Pakistan days after the neighbors’ security forces clashed on their border. Karzai’s remarks are likely to unsettle already shaky ties with Pakistan and come as the United States wants Pakistan to help Afghanistan persuade the Taliban to engage in peace talks ahead of the withdrawal of most foreign troops by the end of next year.

“Instead of destroying their own country, they should turn their weapons against places where plots are made against Afghan prosperity,” Karzai told reporters in the capital, Kabul, saying this was “a reminder for the Taliban”.

“They should stand with this young man who was martyred and defend their soil,” he said, referring to a border policeman who was killed in the Wednesday night clash on eastern Afghanistan’s border with Pakistan. Two Pakistani soldiers were wounded. Hundreds of men took to the streets of the eastern Afghan town of Asadabad on Saturday, near where the clash took place, to protest against both Pakistan and the United States. A day earlier, thousands of men in Kabul rallied in support of the Afghan security forces.

Afghanistan and Pakistan have had testy relations since Pakistan was formed in 1947, at the end of British colonial rule over India. Afghanistan has never officially accepted the border between them. Pakistan helped the Taliban take power in Afghanistan in the 1990s. Many Afghan leaders say Pakistan is still helping the militants, seeing them as a tool to counter the influence of its old rival, India, in Afghanistan. Pakistan denies helping the militants and says it wants peace and stability in its western neighbor.

Karzai also revealed that he had spoken earlier on Saturday to the CIA’s Kabul station chief, asking that the intelligence agency continue to provide payments to his country. He was report in the New York Times late last month that said his office has been receiving so-called ghost money from the CIA for more than a decade.

“Just this morning I met with the station chief of the CIA in Kabul and I thanked him for the support given to us in the past 10 years and I asked him to continue the support,” he said, adding that the money was “flowing to” Afghanistan’s intelligence agency, the National Directorate of Security. “In the situation of Afghanistan where there is so much need … it proves extremely helpful.”

The New York Times said the money was meant to buy influence for the CIA but instead fuelled corruption and empowered warlords, undermining Washington’s exit strategy from Afghanistan.

Afghanistan never accepts Durland Line as Pak-Afghan border: Karzai

By MEENA HASEEB – 04 May 2013

Afghan president Hamid Karzai on Saturday said that the government of Pakistan is looking to force Afghanistan for the recognition of controversial Durand line as the formal border between the two nations by creating issues including construction of border gates and other military installations. While speaking during the a press conference, president Karzai said Pakistani officials have repeated shared the issue formally and informally with the government in the past.

Karzai insisted that the Afghan government will never recognized Durland as the formal border line between the two nations. President Hamid Karzai praising the Afghan border guard who was killed during clashes with the Pakistani soldiers called on the Taliban group fight Afghanistan’s enemies. His remarks are seen as a swipe against Pakistan and will likely unsettle already shaky ties with Pakistan amid United States efforts to persuade Pakistan to help Afghan peace process.

In his speech to the Taliban group, Karzai said that Taliban militants should turn their weapons against those polices where plots are made against the Afghan prosperity instead of destroying their own country. He said the Taliban militants should stand with this young man who was martyred and defended their soil.

The Destabilization of Pakistan: Finding Clarity in the Baluchistan Conundrum

As in all of his analyses of the battle for Pakistan, Talha Mujaddidi provides a rare look into the internal struggle of the Pakistan people and the interference in their domestic affairs by the United States, India and other foreign elements. For those who are unfamiliar with the terms, places and names in this report, Talha provides a glossary at the end of the article. It is especially important that we learn and understand what is happening in Pakistan as Washington is opening up a new front in this country in their “war on terror”. – Les Blough, Axis of Logic Editor

(Source: PNAC)

April 23, 2009

Excerpt: “The problem for US is that BLA alone is not able to break away Baluchistan from Pakistan. Of the 5% population of Baluchistan they don’t even have support of 10% Balochi population. The Pakistan Army and ISI are resisting the assault in national and strategic interests of Pakistan. The Great Game of Brzezinski will surely continue in Baluchistan and rest of Pakistan, the people of Pakistan are ready to counter this great game now we need leadership and some courage. It will take some time to achieve courage and leadership but it will come eventually. Street revolutions are easy to carry out the hard part is the mental revolution. That is what is required right now to challenge the US global hegemony.”

Baluchistan is strategically located East of Iran and to the South of Afghanistan. It has a port at Gwadar that was built by China. Gwadar lies at the opening of Strait of Hormuz. Baluchistan has huge quantities of natural gas, and unexplored oil reserves. More importantly US wants to control the port of Gwadar, and eventually start their dream oil pipeline from Central Asia, through Afghanistan into Baluchistan and Gwadar. Baluchistan is the largest province of Pakistan in terms of area and it covers almost 48% of Pakistan’s area. But its population accounts for only 5% of the total population of Pakistan. Ethnically Baluchistan is divided into Balochs, and Pathans, followed by other small minorities. The state capital is Quetta, (recently termed as nerve center of Taliban by US Generals).

Like all histories in South Asia, or Middle East, the history of Baluchistan is long, complex, and would require a long article to cover all the details. So a brief synopsis is sufficient to get us rolling before we come to the point.

“Baluchistan has the worst human rights record out of all the provinces of Pakistan.”Baluchistan like, Afghanistan and Tribal Areas of Pakistan is a tribal society. Many different Sardars (tribal chiefs), rule their respective tribes, often with serious disregard for human rights. Development wise, Baluchistan is the most backward province in Pakistan. There may be some weight in the argument that the federal government in Pakistan has neglected the development of Baluchistan, but equal responsibility lies with the Sardars of Baluchistan who enjoy immense power in their tribes. They are unwilling to come into the main stream society, have monopoly over the laws and regulations of the state, while they themselves sit in provincial and national parliaments, yet they don’t work for the development of their own people.

Baluchistan has the worst human rights record out of all the provinces of Pakistan. Every time horrific human rights atrocities are committed in Baluchistan tribal chiefs defend the abuses by claiming them to be part of their tribal cultural norms. Since the independence of Pakistan, most of the tribes have accepted Pakistan as their homeland and have tried to come into the mainstream Pakistani society. But Bugti and Marri tribal leaders have always been a source of trouble for Pakistan. Currently Brahamdagh Bugti (grandson of former Bugti tribe leader and former chief minister of Baluchistan, Nawab Akbar Bugti5 is the leader of a runaway terrorist group, the Baloch Liberation Army (BLA)4 operating out of Kandhar, Afghanistan. Before Brahamdagh, Balach Marri, son of Nawab Khair Baksh Marri, was leader of BLA, and he was killed in Afghanistan in 2007.

Covert Operations against Pakistan

A new dirty game of geo-politics has already started in Baluchistan, Pakistan. To understand the recent wave of violence in Baluchistan we must understand the vested interests in Baluchistan. The root cause of violence in Baluchistan is not internal poverty or lack of development but the covert operations of foreign intelligence agencies. Internal issues might act as catalysts to inflame the situation but the root cause is foreign interference in internal affairs of Baluchistan. The main group responsible for violence in Baluchistan is the BLA4. Chief of the BLA Brahamdagh Bugti, in his recent interview with Pakistani news channel AAJ TVm declared that he will attack and kill non Baloch population of Baluchistan. In other words he threatened killing of innocent Pakistani civilians on ethnic lines. This is just taking words out of Col Ralph Peter’s plan for balkanization of Pakistan, along the lines of Yugoslavia (June 2006 issue of The Armed Forces Journal). Bugti also asked for support of India and other powers to help him break away Pakistan’s Baluchistan. (For related news read two of my older articles on Axis of Logic, Playing with Fire in Pakistan, – and Now or Never. Pakistan must change its policy in war on terror).

According to Global Research scholar, Michel Chossudovsky

“In the current geopolitical context, the separatist movement is in the process of being hijacked by foreign powers. British intelligence is allegedly providing covert support to Baluchistan separatists (which from the outset have been repressed by Pakistan’s military). In June 2006, Pakistan’s Senate Committee on Defense accused British intelligence of “abetting the insurgency in the province bordering Iran” [Baluchistan]..(Press Trust of India, 9 August 2006). Ten British MPs were involved in a closed door session of the Senate Committee on Defense regarding the alleged support of Britain’s Secret Service to Baloch separatists (Ibid). Also of relevance are reports of CIA and Mossad support to Baloch rebels in Iran and Southern Afghanistan.”

In a 2006 research article on Baluchistan which was published in Pak Tribune in 2006, Farzana Shah, a current affairs analyst for BrassTacks, a think tank based in Islamabad, highlighted the role which is being played by a British think tank against Baluchistan. Shah writes,

“In this regard the Foreign Policy Centre (FPC) United Kingdom arranged a seminar on Baluchistan province of Pakistan in collaboration with the so-called Baluchistan Rights Movement on 27th June 2006 in the House of Commons, London. It was highly disappointing as it was abashedly a one-sided cheap propaganda rather than discussing the real situation. By a mere look at the panel of the participants of the seminar one could easily figure out that it consisted of only anti-Pakistan elements and some self-styled activists advocating terrorism in the province. There were no representatives from government of Pakistan or even from the elected provincial government of Baluchistan in the seminar. It is just unfortunate that the Foreign Policy Centre which is expected to present fair suggestions to the British government to engage a country of their concern for important issues, indulged in such a blatant one-sided propaganda against Pakistan through the said seminar.”

Shah also points out in the article how a Government of Baluchistan is setup in exile in Jerusalem, Israel. She gives the details in her article.

Two Indian assets: Brahamdagh Bugti & Balach Marri (R). Marri died in an ambush in 2007 while crossing from Afghanistan to Pakistan after meeting his sponsors there.
The question is, what is the role of US, Afghanistan, India, and Iran in Baluchistan quagmire and what is at stake for these countries?

Afghanistan

Afghanistan’s soil has been used again and again to cause trouble inside Pakistan.”Afghanistan was the only country that did not welcome Pakistan in 1947 at the time of our independence. The only time when there was no trouble inside Pakistan from Afghanistan was during the time of Taliban rule in Afghanistan. Taliban being Pukhtoon cleaned Afghanistan of Indian and Iranian assets (both India and Iran supports Northern Alliance, which is in government right now in Afghanistan). Afghanistan’s soil has been used again and again to cause trouble inside Pakistan. Currently BLA is operating from Kandahar, Afghanistan. BLA enjoys support from Indian RAW in terms of finances, logistics, and weapons. Recent report of Foreign Affairs, by Christine Fair of RAND Corporation gives us the inside.

“Having visited the Indian mission in Zahedan, Iran, I can assure you they are not issuing visas as the main activity! Moreover, India has run operations from its mission in Mazar, Afghanistan (through which it supported the Northern Alliance) and is likely doing so from the other consulates it has reopened in Jalalabad and Qandahar along the border. Indian officials have told me privately that they are pumping money into Baluchistan. Kabul has encouraged India to engage in provocative activities such as using the Border Roads Organization to build sensitive parts of the Ring Road and use the Indo-Tibetan police force for security. It is also building schools on a sensitive part of the border in Kunar–across from Bajaur (Pakistan’s Tribal Area where Pakistan Army had to carry out a major operation to eliminate TTP6 militants).

“Kabul’s motivations for encouraging these activities are as obvious as India’s interest in engaging in them. Even if by some act of miraculous diplomacy the territorial issues were to be resolved, Pakistan would remain an insecure state. Given the realities of the subcontinent (e.g., India’s rise and its more effective foreign relations with all of Pakistan’s near and far neighbors), these fears are bound to grow, not lessen. This suggests that without some means of compelling Pakistan to abandon its reliance upon militancy, it will become ever more interested in using it — and the militants will likely continue to proliferate beyond Pakistan’s control.”

Iran

Iran historically has enjoyed good relations with its neighbors including Pakistan during the time of Shah of Iran, but since then their relationship with Pakistan and Arab world has deteriorated. Strategically, Iran would like to maintain balance of power tipped in its favor in the region, this means the Pakistan’s strategic interests should be undermined, as they are at the moment. Taliban, Iran’s nemesis in Afghanistan is no longer in power, India, Iran’s ally and Pakistan’s arch enemy is enjoying a strong foothold in Afghanistan at the moment. Iran is also afraid of Jandullah’s covert operations against Iran, from Baluchistan. According to an April 2007 report by Brian Rossand and Christopher Isham of ABC News, the United States governmenthad been secretly encouraging and advising the Jandullah in its attacks.

Jandullah is a terrorist group that was created by CIA, and is responsible for terrorist activities inside Iran. Iran has spent a lot of money developing its Chabahar port, which is just 100 miles from Gwadar port of Pakistan. Gwadar port was built by China. Iran does not want Gwadar to become prominent and Chabahar to be sidelined, especially since Iran is isolated in the world at the moment. Iran has huge reserves of gas and it would like India to gain access to these reserves since India is its ally and Iran-India friendship will grow if India can gain access to Iranian gas reserves. Iran would also like trade with India to increase in future.

India

“India also believes that an independent Baluchistan will likely become a proxy of Iran, India and Afghanistan.”
India is Pakistan arch enemy, first of all India has never accepted Pakistan as an independent sovereign nation. India was directly responsible for breakup of East Pakistan and formation of Bangladesh. India and Pakistan have fought three wars with each other. India is at the moment chief regional ally of US, and NATO. India believes that Pakistan is at the brink of break up and India must focus on building its relationship with Central Asia, Iran, and Afghanistan, and capture oil and gas reserves from Central Asia and Iran, through Afghanistan and Pakistan. India also believes that an independent Baluchistan will likely become a proxy of Iran, India and Afghanistan. Capt (r) Bharat Verma of Indian Defense Review, writes,

“That New Delhi is its own enemy became obvious, when it permitted the creation of a pure Islamic State on its borders. This nation-state contradicts every democratic and multi-cultural value dear to India. Therefore, if New Delhi has not slept a wink since the creation of Pakistan, it has no one except itself to blame! Many conveniently propose the myth that a stable Pakistan is in India’s interest. This is a false proposition. The truth is that Pakistan is bad news for the Indian Union since 1947-stable or otherwise. With Pakistan on the brink of collapse due to massive internal as well as international contradictions, it is matter of time before it ceases to exist. Multiple benefits will accrue to the Union of India on such demise.”

Verma Continues …

“If ever the national interests are defined with clarity and prioritized, the foremost threat to the Union (and for centuries before) materialized on the western periphery, continuously. To defend this key threat to the Union, New Delhi should extend its influence through export of both, soft and hard power towards Central Asia from where invasions have been mounted over centuries. Cessation of Pakistan as a state facilitates furtherance of this pivotal national objective.

“The self-destructive path that Islamabad chose will either splinter the state into many parts or it will wither away-a case of natural progression to its logical conclusion. In either case Baluchistan will achieve independence. For New Delhi this opens a window of opportunity to ensure that the Gwadar port does not fall into the hands of the Chinese. In this, there is synergy between the political objectives of the Americans and the Indians. Our existing goodwill in Baluchistan requires intelligent leveraging.”

India does not have natural gas reserves, and it desperately needs gas from Iran. But US is against Iran-Pakistan-India (IPI) pipeline. If IPI project comes through than the stability and security of Iran, Pakistan and India will be in the interest of these respective countries. US would not like this, since it takes away an important leverage from a superpower, that of playing one nation against another. US have proposed the idea of Independent Baluchistan, which India does not mind at all. India has gained strong foot hold inside Afghanistan. A road link connects Iranian port of Chabahar to Afghanistan. India has built a ring-road inside Afghanistan linking Iran to Afghanistan. With back channel diplomacy going on between Iran and US, India and Iran both would like NATO and US supplies to go through Chabahar, Iran rather than Karachi, Pakistan. India strongly believes that Independent Baluchistan is inevitable and is casting all its bets on this deal.

Washington’s interest in Baluchistan

“It is imperative the Baluchistan, an energy rich province must not come under control of China.”According to a study titled “Baloch Nationalism and the energy politics of energy resources: the changing context of separatism in Pakistan”, by Robert G.Wirsing, of Strategic Studies Institute, a think tank of U.S army, it is imperative the Baluchistan, an energy rich province must not come under control of China. China built Gwadar port, and would like to expand more trade and energy routes through Pakistan via Baluchistan.

To begin with China is interested in a gas pipeline from Iran through Pakistan’s into Western China. This is something that is not acceptable to US. China could station some of its naval ships at Gwadar in future should the need arise to provide security to its cargo; this is again something that is not acceptable to US. On the list of US agenda is to secure the Indian Ocean and its strategic routes, and Gwadar right at the mouth of Strait of Hormuz is one of those routes. As mentioned before US is using Baluchistan as a base to carry out covert operations against Iran using Jandullah. After 9/11 US is also using an airfield of Pakistan Air force in Baluchistan for its operations in war on terror.

The U.S. is looking into taking direct control of Gwadar, possibly by capturing Gwadar port, so that they can make a land route through Baluchistan into Southern Afghanistan, this will give them an alternate supply route for their troops. Baluchistan must be under US control so that gas pipelines from Central Asia can pump gas through Afghanistan into coast of Baluchistan. The US believes that Balkanization of Pakistan and setup of independent Baluchistan will dismantle the hope of resurgent Pakistan in the near future, paving the way for a dominant Iran taking control of Middle East while India will be able to take control of South Asia including Afghanistan. Brzezinski believes that Iran not Arab world is the natural ally of US in the Middle East. The current US government is using the foreign policy ideals of Brzezinski, which calls for using Islamic militant and Iran against China and Russia.

Conclusion

“The solution of Baluchistan lies with a strong government in Islamabad that is a nationalist government and not a puppet of IMF/WB/CIA.”
Current Pakistani government is not able to safeguard Pakistan’s national interests. When Zardari3became president he authorized release of many BLA terrorist who were held up by security forces in detention. BLA has gotten ample time to regroup and re-arm during the last few months. It is very interesting that the current Chief Minister of Baluchistan, Nawab Aslam Raisani before becoming CM, said in an interview, “We will not go for any type of compromise,” says Nawab Raisani. “We want total autonomy.”

According to author of bestselling book, ‘The Way of the World’, Ron Suskind, Raisani is on the payroll of top western intelligence agencies. Given the level of US penetration in Pakistan’s domestic politics it is no surprise.

The solution of Baluchistan lies with a strong government in Islamabad that is a nationalist government and not a puppet of IMF/WB/CIA. There should be no doubt in anyone’s mind that BLA does not represent the aggrieved Baloch people. BLA is a terrorist outfit and it must be dealt with accordingly. We need to get rid of this government that is working nothing like a democracy. Key decisions are taken by either Zardari or his important Washington approved advisors. We need a new setup of nationalist that are willing to stand up to US and make independent policy decision in the best interest of Pakistan. To counter the growing influence of India, Iran and US in Baluchistan it is a must that old contracts with China be renewed and new development projects must be initiated with Chinese help. The local population of Baluchistan must be given more shares in jobs and resources. This is only achievable if we have patriots in the provincial government of Baluchistan, not scoundrels who are abusing patriotism for their personal greed.

The problem for US is that BLA alone is not able to break away Baluchistan from Pakistan. That is what is required right now to challenge the US global hegemony.
