Voting irregularities: Amid controversy, magnetic ink records first success

ISLAMABAD: While the government has been accusing the opposition of needlessly creating controversy over magnetic ink, it seems the issue is much larger than previously thought.

Despite doubts over the effectiveness of the magnetic ink and whether the National Database and Registration Authority (NADRA) was capable of verifying thumb impressions, the ink has yielded results according to an election tribunal’s report.

The tribunal, which had been tasked with probing irregularities in NA-202 Shikarpur-I, discovered that one voter in the constituency had cast votes a staggering 310 times.

“Voter Hadi Buksh, son of Khanpur district resident Saki Jatoi, voted 310 times for the women’s only polling station No. 209,” read the tribunal’s report, removing doubt over NADRA’s ability to verify thumb impressions on votes.

“There is no doubt this revelation was made possible due to the use of magnetic ink,” a senior official of the Election Commission of Pakistan (ECP) told The Express Tribune. “The credit goes to the ECP, NADRA and the Pakistan Council of Scientific and Industrial Research (PCSIR) for coming up with the idea,” he said. PCSIR had prepared the special ink on the request of the ECP. The request was made on the basis of a suggestion by NADRA. The ink was approved by NADRA after several tests, but their results were never disclosed.

According to sources, NADRA has also developed a system to verify thumb impressions on as many as 100,000 votes a day. They said the authority had set up a special cell in this regard, which comprises 150 employees who are under oath to abstain from any interaction with the media or anyone else.

The cell, the sources added, will continue its work even if incumbent chairman Tariq Malik – whose removal by the government has been stayed by the Islamabad High Court – is forced to leave the office.

“The ECP is happy with the discovery and is waiting for the election tribunal to decide the fate of the person identified [as responsible for the multiple votes],” the ECP official said. “A person involved in voting irregularities has been caught for the first time and should receive exemplary punishment.”

He added that if the ECP found the punishment awarded by the tribunal as lacking, it would take “suo motu notice and award punishment which will set a precedent.”

“Although the matter is sub judice and we don’t want to put pressure on the election tribunals, we ask them to award exemplary punishment in such cases.”

Responding to a question, he said that while the use of magnetic ink has become controversial, the commission has found a direction and is moving on the right path.

“We should not overlook the positive aspect that we have developed a system… a deterrent which will make people think twice before carrying out any foul play in elections,” he said. The official added that the magnetic ink would be standardised for the upcoming local government elections in three provinces.

But as optimism prevails in the ECP, the Lahore High Court has barred NADRA from verifying thumb impressions in NA-118 Lahore. The authority had been asked to carry out the process by the election tribunal set up for the constituency. The court stayed the process after Pakistan Muslim League-Nawaz lawmaker Riaz Malik – who secured victory in the constituency – contended that there was no legal provision for verifying votes through thumbprints.

The mystery of Raiwind palace ownership

ISLAMABAD: The ownership of the Raiwind palace spread over thousands of acres is a mystery because it has never been mentioned in the statements of assets and liabilities of Prime Minister Nawaz Sharif and other members of his family in politics.

Even latest declarations submitted by Nawaz Sharif, his brother Shahbaz Sharif, son-in-law Captain Mohammad Safdar and nephew Hamza Shahbaz to the Election Commission of Pakistan are silent on the ownership title of the huge property.

But Information Minister Pervez Rasheed told Dawn that the property was in the name of Shamim Sharif, mother of the Sharif brothers.

The statements of assets show that the Sharif brothers have much in common. Both live in houses not owned by them. Nawaz Sharif lives in a house owned by his mother while Shahbaz Sharif resides in a house owned by his spouse Nusrat.

Both use Land Cruisers gifted to them by unspecified persons. Both have multiple foreign and local currency accounts, own huge agricultural land and have investments in industrial units like sugar, textile and paper mills.

The most visible dissimilarity is the rapid growth in the value of assets owned by the elder brother and continuous decline in the value of assets possessed by the younger brother. Another dissimilarity is that Shahbaz Sharif has two properties in the United Kingdom, but Nawaz Sharif has no assets abroad.

Till the time of elections in May last year, Shahbaz was richer than Nawaz — though none of them a billionaire — but things are different now. According to the recent declaration, the value of Nawaz Sharif’s wealth has registered a six-fold increase in just 12 months to make him a billionaire for the first time.

According to statements of assets and liabilities, the net worth of Nawaz Sharif’s assets was Rs261.6 million in 2012 and of Shahbaz Sharif Rs336.9m.

In 2011, the assets of the two brothers were worth Rs166m and Rs393m, indicating an increase of Rs95.6m and decrease of Rs56.5m, respectively.

In 2013, the value of assets of Nawaz Sharif ballooned to Rs1.82bn while that of Shahbaz Sharif slipped further to Rs142m.

Incidentally, Shahbaz Sharif has more stakes abroad than in the country. He owns properties and bank account worth Rs138.28m in the UK. He has three loans worth 117.10m in Pakistani rupees in British banks.

The younger brother has not disclosed the value of five properties with net area of around 676 kanal in Lahore – all gifted by his mother.

He has Rs51.96m cash in hand and Rs7.27m in his sole bank account in the country.

Mrs Nusrat, the first wife of Mr Shahbaz, had assets worth Rs273.46m on June 30 last year. It was Rs224.56m a year earlier. She has Rs14.34m cash in hand and Rs1.95m in her five bank accounts.

The assets of Mrs Tehmina, the second wife of Shahbaz Sharif, are worth Rs9.83m. They were Rs7.64m last year.

She has five bank accounts – two in Pound Sterling, one in dollar and two in Pak rupees, but the money in these accounts is only Rs23,770. She has cash in hand and prize bonds worth Rs750,000 and two cars.

Kalsoom Nawaz, the wife of Nawaz Sharif, has net wealth of Rs235.85m, which is much less than that of Mrs Nusrat Shahbaz.

Mrs Kalsoom has land and a house in Changa Gali, Abbottabad, worth Rs63.75m, a bungalow on Mall Road in Murree worth Rs100m, 88 kanal of land in Sheikhupura worth Rs70m, jewellery of Rs1.5m and shares in family businesses.

She has Rs67,555 cash in hand and Rs55,765 in banks.

Hamza Shahbaz is wealthier than his father with net assets of Rs250.46m. He has two wives. The wealth of his first wife is Rs2.45m and that of the second is Rs9.88m.

Capt Safdar’s wealth is worth Rs14.23m. He owns a car which his wife Marium received as a gift from the UAE.

An Open Letter to Mian Nawaz Sharif

Dear Sharif Sahib,

I hope you are doing well? It seems you are, you look young everyday. I remember you as Prime Minister of Islamic Republic of Pakistan very well. You were the youngest one if I am not wrong? And indeed a very active 

one.

I will not waste your time, Mian Sahib as a student of history, I saw you coming to power as an alternate to Benazir Bhutto’s government as an enterprising leader who enjoyed support from the military. Earlier you came in prominence with the slogans like, “Jaag Punjabi Jaag” and became finance minister of Punjab taking oath from General Gillani under another dictator General Zia ul Haq who publicly branded you as his own ‘son’. In 1990 , I remember you winning 92 out of 105 parliamentary seats in Punjab alone defeating Pakistan Democratic Alliance who relied on it’s Sindh bastion. You were appointed as the youngest prime minister ever in December, 1990 and indeed as Ishaq Dar claims (much like Manmohan Singh’s Economic Policies in 1990’s) set the country on the path of economic liberalism – steps which should be acknowledged but then around 1991 you my dear prime minister, relaxed exchange controls and privatized 89 public corporations where atleast more than half of the 89 corporations by directly and indirectly owned by Itefaq Group – a company your father, owned.

A few months later you showed your loyalties to General Zia and “re-launched” Islamization policy and passed Shari’ah Bill passed in May, 1991. During this time, those who accuse you being a power-hungry autocrat, accuse you of proposing 12th amendment authorizing yourself to take control of a province.

Earlier in 1990’s Late former prime minister, Benazir Bhutto who signed the ground-breaking Charter of Democracy alleged in her book that you took money from Osama Bin Laden. Khaled Khawaja a former ISI spymaster who had spend time with you writes in his book a remarkable communication between you and Osama Bin Laden.

According to Khawaja, Nawaz replied, ‘I love jihad’. Unimpressed, Osama stood up and pointing to a pillar in the room said, “Yes, you may love jihad, but your love for jihad is this much,” indicating a very small part of the pillar. ‘Your love for your children is this much,” pointing to a larger portion. “And your love for your parents is this much,” he continued, pointing towards the largest portion. “I agree that you love jihad, but this love is the smallest in proportion to your other affections in life.” However, to Osama’s dismay the argument went over Nawaz Sharif’s head.

Khawaja revealed that Osama gave Nawaz just a minuscule of the Rs 500 million cash that he wanted, but more importantly, for the Pakistani, what he received in kind proved to a virtual windfall.

My former prime minister, these are serious allegations – something you should publicly come out and defend. Sir, there’s obviously a serious issue of atleast two bank transfers from ISI to your andJaved Hashmi’s account of Rs. 6 million and Rs.50 million somewhere around early nineties – details and documentary evidence of which has been with the petition lodged at Supreme Court by General Asad Durrani on April, 20, 1994.

Mian Muhammad Nawaz Sharif it is now alleged that you took part and give out consent to kill more than 15000 members, voters, sympathizers of MQM during the infamous, “Operation Cleanup” with the establishment. I remember during those time, you gave out strong statements against MQM and showed MQM’s men on PTV who were obviously drugged to give out confessional statements against “MQM’s involvement with the Jinnahpur Maps” – something which after 17 years been exposed by your closest ally Brigadier Imtiaz. Brigadier Imtiaz, former IB chief who reported directly to you apart from actually giving out details of “Operational Midnight Jackal” where you, Mian Nawaz Sharif with the help of establishment conspired to dislodged an elected democratic government – certainly an act against the State which constitutes high treason and merits Article 6. Your first government finally fell prey to the very people whom you conspired with Ghulam Ishaq Khan then president who dismissed your government on grounds of corruption and law & order but the Supreme Court decision in an unprecedented decision restored you which shows that : Supreme Court always had good relations with you. Your government didn’t last long and you had to announce for an early election which paved way for Late Benazir Bhutto to come to power.

In February, 1997 elections due to one of the lowest turn outs in history of Pakistan which was only 35.92% because of boycott of virtually all major parties and where PPP voters didn’t came out, you were elected Prime Minister of Pakistan for the second time through a crushing majority where you won 134 seats out of 204 and got powers to amend constitution and true to your character of “more and more power” and perhaps learning from history: you amended the constitution.

On April Fools Day, 1997 the two chambers passed the 13th Amendment overturning the 8th Amendment where 58 (2) which allowed the president to dissolve the NA was annulled; Article 101 obliged the president henceforth to consult the prime minister before nominating governors; Paragraph 112 (2b) which gave governors the power to dissolve provincial assembles was abolished ; Paragraph 243 (9) (2) was modified so the president lost his discretionary power to appoint military leaders and became the most powerful Prime Minister in the history of Pakistan.

They say that with power comes responsibility but you Mian Sahib, systematically used your authority to undermine the opposition in defiance of the separation of powers. The judiciary which you now champion was your first victim where you all of a sudden reduced the number of judges of Supreme Court from 17 to 12 and violated Article 190 of Constitution but you Mian Sahib, blackmailed the nation, judiciary and president by passing a motion with the view to making the president dismiss the chief justice, Sajjad Ali Shah. It was during this time that a mob attacked Supreme Court which your spokesman, claimed to be “the anger of people”.

During all this quarrel President and Chief Justice left offices and you again took the advantage and got Rafiq Tarar a friend of your father as President of Pakistan. All this time Itefaq Foundation grew to be a multi-billion company. You brother ran the province of Punjab and you ran Pakistan as your family business. While your brother was running the affairs of Punjab and his politices like those of Islamabad largely served the Punjabi’s interests and business interest in general. Turning his back on the calls for austerity which the IMF and stipulated as a condition for your latest loan, Finance Minister Sartaj Aziz in fact announced that from 28th March there would be a supply policy based on tax concessions to the employers.

My dear former prime ministers, your enemies also issued a list of loans which you defaulted during that time. Kindly confirm that either you and your businesses defaulted on following loans or not?

Prime Minister this is indeed serious allegations something which you should come out personally and not ask your advisers who are now seen as “DEVILS ADVOCATE” and nothing less.

And then as if you didn’t had enough of power, you somehow introduced 15th Amendment on the 9th of Octuber, 1998 and tried becoming “Ameer-ul-Momineen” in the name of Islam apart by taking name of imposing Shiria law and powers to dictate whats right and wrong. I also remember your treatment to the press and freedom of speech during those time where you limited Jang Newspaper to only one page apart from arresting lot of journalists.

Every politician, like any other celebrity, has his or her tryst with destiny. Mian Sahib, this is my first letter of series of letter. I understand you have physically, mentally and spiritually reformed a lot but you should now seriously come clear yourself in public and apologize for what you have done or at least clear out the misconceptions if it is a misconception at all.

ISLAMABAD: A PML-N firebrand and leader of the opposition in the National Assembly, Chaudhry Nisar Ali Khan, on Tuesday admitted for the first time that his wife and children were US citizens, but criticised the Pakistani media for “unnecessarily playing it up” when in fact it was his personal matter.

The revelation about the family of the PML-N leader, who otherwise is perceived in political circles as one who is opposed to the American policies in the region, were part of a confidential US diplomatic cable released by WikiLeaks.

Visibly disturbed by media coverage of the issue, Chaudhry Nisar made serious attempts at a news conference to defend his family by stating that his wife was already holding dual nationality when he married her in late 1980s as his in-laws were settled in the US since 1970s.

The citizenship issue was disclosed in a secret cable sent by the then US Ambassador in Islamabad, Anne W. Patterson, to Washington after her meeting with him soon after becoming opposition leader three years ago. The US ambassador had stated that the PML-N leader had assured her that he and his party were “pro-American”.

“As always, Nisar insisted that he and the PML-N were pro-American (saying that his wife and children in fact are Americans),” said the cable sent to Washington on Sept 19, 2008.

According to the cable, “(Ch) Nisar did admit that he went to the US Embassy in London to renew his daughter’s passport because he wanted to avoid being seen at the US Embassy in Islamabad.”

It further stated: “Ch Nisar was cagier, noting that US attacks over the past few weeks hurt the hearts and minds campaign. He called for more transparency in the bilateral relationship and reserved the right to criticise US actions to remain politically credible.”

In her comments at the end of the cable, the ambassador wrote: “Nisar appears to be positioning himself to be a candidate for prime minister, if the Sharifs are disqualified in the upcoming battle with the PPP over control of the Punjab. Nisar is at heart a nationalist, and he will be an eloquent and formidable opposition leader. But he does recognise the need to stay in the good graces of the US, and we should invite him to Washington when an opportunity arises.”

Interestingly at the news conference, the PML-N leader said the contents of most of the WikiLeaks cables seemed to be true.

However, he said, these cables were based on the assessment and understanding of the diplomats which could be wrong.

Ch Nisar denied that he had ever visited the US Embassy in London in connection with the renewal of his daughter’s passport.

He said perhaps the ambassador had misunderstood what he had stated at that time. In fact, he said, there was no need for him to visit the US Embassy for renewal of his children’s passports as, according to him, this job was performed by his wife.

The PML-N leader said that he was feeling pain while discussing his family matters before the media as he always kept his family away from politics and official work. “I am a person who wants to live a private life,” he said, adding that he had been forced to come out with this explanation despite opposition by some of his party colleagues and friends because his “honesty and patriotism” were being questioned by some people through a malicious propaganda campaign using WikiLeaks cables.

“For me it is necessary that no one can raise finger at my self-respect and patriotism,” he said, adding that four generations of his family had worked for the country’s defence and gave blood to the motherland. “Therefore, it had become difficult for me to remain silent,” Ch Nisar told journalists.

Turning to more serious issues, perhaps to deflect the focus from his family’s American citizenship issue, Chaudhry Nisar claimed before the journalists that a high-level American delegation stated in talks with his party that Pakistan Army was involved in terrorism.

“They said not Gen Musharraf, your army is involved in terrorism,” the PML-N leader quoted US Senator John Kerry and now US vice-president Joe Biden as saying while speaking at a news conference he had called to respond to a WikiLeaks cable that disclosed the American citizenship of his wife and children.

Chaudhry Nisar said the offensive remark was made when he, at a meeting the US delegation had with PML-N chief Nawaz Sharif and Shahbaz Sharif immediately after the 2008 general election, protested the US support to a military dictator instead for the people of Pakistan. At this the Americans “flared up and hit the roof”. The then US Ambassador Anne W. Patterson had to intervene to prevent the situation from worsening.

Ch Nisar recalled a number of his meetings with visiting US officials, including Secretary of State Hillary Clinton, asserting that in each meeting he opposed the post-9/11 US policy towards Muslims and suggested that US withdraw from the region.
