Refocus on Indian Parliament Terror Attack

On December 13, 2001, five terrorists had attacked the Indian parliament by penetrating the tight security in a car with home ministry and parliament labels, and resulted into deaths of the gunmen along with six police officers, after an exchange of gun battle. The day has come at a time when in one way or the other, India has been repeating the similar blame game against Pakistan.
On December 14, 2001, Indian ruling National Democratic Alliance (NDA) had accused
Pakistan-based banned militant groups Lashkar-e- Taiba (LeT) and Jaish-i- Mohammed for the assault on the Indian parliament. In this regard, the then Home Minister LK Advani had disclosed indirectly referring to Pakistan, “We have received some clues that a neighbouring country and some terrorist organisations active there are behind it.”
In this respect, without any evidence, Indian top officials and TV channels started a blame game against Pakistan by involving the banned Lashkar-e- Taiba and Pakistan’s primary secret agency, ISI in relation to the Parliament assault.
Similarly, regarding the November 26 Mumbai terror attacks, Indian rulers and media had started a blame game against Pakistan, propagating that Indian Mujahideen, the banned Lashkar-e-Taiba and ISI were behind the Mumbai carnage.
Availing the pretext of the parliament attack and Mumbai catastrophe, New Delhi had, twice, suspended the process of dialogue with Islamabad in wake of its highly provocative actions like mobilization of troops. Pakistan had also taken defensive steps to meet any Indian perspective aggression or surgical strikes. But, India failed in implementing its aggressive plans, because Pakistan also possesses atomic weapons.
It is of particular attention that on July 19, 2013, the Indian former home ministry and ex-
investigating officer Satish Verma disclosed that terror attacks in Mumbai in November, 2008 and assault on Indian Parliament in January, 2001 were carried out by the Indian government to strengthen anti-terrorism laws.
It has clearly proved that Indian secret agencies; particularly RAW arranged coordinated terror attacks on the Indian parliament and in Mumbai and orchestrated those dramas only to defame Pakistan in the world, but also to fulfill a number of other aims.
It is notable that renowned thinkers, Hobbes, Machiavelli and Morgenthau opine that sometimes, rulers act upon immoral activities like deceit, fraud and falsehood to fulfill their countries’ selfish aims. But such a sinister politics was replaced by new trends such as fair-dealings, reconciliation and economic development. Regrettably, India is still following past politics in modern era.
It is mentionable that during the talks between the prime ministers of India and Pakistan, at Ufa, Islamabad has conveyed to New Delhi a comprehensive agenda to discuss all outstanding issues, including Kashmir as well as terrorism. But, New Delhi’s insistence to restrict the agenda for the
dialogue to terrorism or cross-border terrorism only, demonstrated India’s confused policy towards Pakistan.
Indian foreign secretary level talks were held in Islamabad on March 3, 2015. In this connection, Indian External Affairs Secretary Subrahmanyam Jaishankar and Pakistani Foreign Secretary Aizaz Ahmad Chaudhry discussed contentious issues including Jammu and Kashmir, Siachen, Sir Creek and other bilateral issues. While, in 2014, India postponed the Secretary level talks with Pakistan; under the pretext that during his Indian visit Sartaj Aziz met Kashmiri leaders. In fact, a lack of seriousness on India’s part to settle all disputes, especially Kashmir issue has compelled New Delhi to follow a self-contradictory and confused strategy towards Islamabad. Hence, New Delhi earnestly found various pretexts like the parliament attack and Mumbai mayhem to cancel peace talks.

Particularly, on May 27, 2014, Indian Prime Minister Narendra Modi’s meeting with Pakistan’s former Prime Minister Nawaz Sharif in the oath-taking ceremony proved faultless, because Modi raised baseless issues like terrorism as pre-condition to advance the Pak-Indian dialogue.
He said that slow pace of trial against the terrorists of the Mumbai 26/11 terror case; being held in Pakistan is main hurdle.
As regards the case of cross-border terrorism, India has shown ambivalent approach which can be judged from various recent developments. In this respect, on July 27, 2015, three gunmen dressed in army uniforms killed at least seven people, including three civilians and four policemen in the Indian district of Gurdaspur, Punjab.
Without any investigation, Indian high officials and media started accusing Pakistan, its banned militant outfits and intelligence agencies for the Gurdaspur incident. Indian Police remarked that the attackers are from Indian-held Kashmir, and some said that they were Sikh separatists, while
Indian Punjab police chief claimed that the three gunmen were Muslim, but as yet unidentified.
Contradicting speculations, India’s Home Minister Rajnath Singh told parliament that the
gunmen came from Pakistan.
Khalistan Movement Chief Manmohan Singh stated that the Gurdaspur incident is “a conspiracy
of Indian secret agency RAW to defame Pakistan.”
Besides, prior to the US President Obama’s second visit to New Delhi, Indian intelligence
agencies orchestrated a boat drama to defame Pakistan, allegedly reporting that a Pakistani fishing boat as a Pakistan-based outfit group Lashkar-e- Taiba was intercepted by Indian Coast Guards, off the coast of Porebandar, Gujarat. And Indian Coast Guard crew set the boat on fire and it exploded. But, its reality exposed Indian terrorism, because, some Indian high officials admitted that there was no such boat which came from Pakistan. However, continuing false flag operations, on Setember 18, 2016, India also staged the drama of the terror attack in the Indian Occupied Kashmir (IOK) at a military base in Uri, close to the Line of Control (LoC) with Pakistan.

Like the previous terrorism-related events, without any investigation, Indian media, civil and military high officials started accusing LeT and ISI, saying that the militants who target the Uri base came from Pakistan’s side of Azad Kashmir. In this regard, a senior Home Ministry official and a spokesman of the Indian army allegedly said, “It is clearly a case of cross-border terror attack…the militants infiltrated across the Line of Control from Pakistan before attacking the
base in Uri.”
The situation developed in the aftermath of the Uri base terror assault like creation of Indian war hysteria against Pakistan, mobilization of troops near the LoC, exposure of the myth of Indian surgical strikes inside Azad Kashmir, differences between Indian Prime Minister Modi and Country’s Army Chief Gen. Dalbir Sing about the ‘fake video’ of this episode, criticism Modi government inside India, continuous violations at the LoC, targeting villages of Azad Kashmiretc., and diversion of attention from the new phase of uprising in the Indian held Kashmir where
Indian security forces have martyred more than 300 innocent Kashmiris since July 8, 2016, who have been protesting against the martyrdom of the young Kashmir leader Burhan Wani by the Indian security forces in the Indian Occupied Kashmir (IOK) in wake of continued sieges and prolonged curfews have clearly proved that with the help of Indian intelligence agencies, especially RAW, India has itself arranged the Uri base assault not only to defame Pakistan abroad, but also to achieve a number of sinister designs.
Nevertheless, all these terror attacks were planned by Indian security agencies to distort image of Pakistan and its primary intelligence agency, ISI, linking it with the banned group Lashkar-e-Taiba. India intends to obtain various hidden purposes by blaming Islamabad for terrorism. First of all, it wants to divert the attention of the international community from the involvement of RAW which has well-established its network in Afghanistan, and is fully assisting cross-border incursions and terror-activities in various regions of Pakistan through Baloch separatist elements, Jundullah, Tehreek-e- Taliban Pakistan (TTP) and Islamic State group (Also known as Daesh, ISIS and ISIL) including their affiliated outfits. On a number of occasions, these insurgent
groups claimed responsibility for their acts of sabotage.
With the backing of American CIA and Israeli Mossad, New Delhi is also trying to sabotage the China-Pakistan Economic Corridor (CPEC). Recent terror-attacks in various regions of Pakistan and particularly in the Balochistan province might be noted as instance. Indian RAW has also created a heavily funded China-Pakistan and Afghanistan specific desk to target growing Pak-China-Afghanistan relations.
Notably, Islamabad has raised the question of Indian cross-border terrorism and RAW
involvement in Pakistan at the UNO forum, with strong evidence which was also shown to the US.
As a matter of fact, on the basis of anti-Muslim and anti-Pakistan slogans, BJP got a land sliding victory in the Indian elections 2014. Hence, Prime Minister Modi is giving impetus to Hindu chauvinism against Pakistan and the Muslims. Under Modi rule, extremists Hindu fundamentalist outfits have intensified assaults on the Muslims and Pakistani artists, famous literary persons—members of the cricket boards etc., and even on moderate Hindus.
Modi’s anti-Pakistan policies have also external aspects. In this context, while addressing a ceremony during his Bangladesh tour, Indian Prime Minister Narendra Modi openly stated on June 7, 2015 that Indian forces helped Mukti Bahini (Militants) to turn East Pakistan into Bangladesh. He elaborated that former prime minister Atal Bihari Vajpayee had played an active role in separating Bangladesh from Pakistan, and he had also come to Delhi in 1971 to participate in the Satyagraha Movement, launched by Jana Sangh as a volunteer to garner support for the Mukti Bahini members.
It is noteworthy that since Prime Minister of Bangladesh and leader of the ruling party, Awami League, Sheikh Hasina Wajid came into power, India has been employing various tactics to entrap Bangladesh by exploiting her pro-Indian tilt to fulfill its strategic interests. In this context, Prime Minister Hasina Wajid has continuously been pursuing Indian directions by conducting anti-Pakistan campaign. Therefore, after passing of 42 years to the events of 1971, which resulted into the separation of East Pakistan, Abdul Qadir, the leader of Jamaat-e- Islami (JI) including some other leaders were hanged because of their loyalty to Pakistan.
Nonetheless, RAW arranged the attack on the Indian Parliament to obtain Indian sinister designs against Pakistan.

This time Jammu Martyrs Day has come at time when the people of Kashmir have accelerated their legitimate struggle in the aftermath of the martyrdom of the young Kashmir leader Burhan Wani by the Indian security forces in the Indian Occupied Kashmir (IOK) in wake of continued sieges, prolonged curfews, arrests and detentions of the Kashmiri leaders. Since July 8, 2016, Indian forces have martyred more than 300 innocent persons who have been protesting against the martyrdom of Burhan Wani.

 

Some online authentic sources suggest that recent wave of Kashmiri intifada has witnessed repression of Indian armed forces; large numbers of the dead and injured have been youngsters. The pellet guns used by security forces have damaged the faces of 1600 people and more than 1100 people have partially or wholly lost their eyesight making 2016 as the year of dead eyes.

 

 

 

 

 

 

 

 

 

 

By manipulating the false flag terror attacks at a military base in Uri and Baramulla, the BJP-led Indian Prime Minister Narendra Modi has also intensified war-hysteria against Pakistan. Indian’s violation at the Line of Control (LoC) and shelling in Pakistani side of Azad Kashmir has become a routine matter. New Delhi’s main aim is to deflect the attention of the international community from the new phase of Kashmiri Intifada and from the solution of Kashmir issue.

 

However, like other “black days”, Jammu Martyrs Day which is another gloomy day in the history of Kashmir, is celebrated on 6th of November by the Kashmiris and the Pakistanis on both sides of the LoC and by those, living abroad to remember the great sacrifices of 2.50 lakh inmates of Jammu including men, women, children and elderly Muslims who were mercilessly slaughtered by the armed Hindu gangsters, the Indian occupying and the Dogra military troops near Jammu Sialkot working boundary under a nefarious pre-planned conspiracy, while they were proceeding for migrating to their beloved homeland Pakistan. This tragedy occurred on this very day in 1947.

 

During the first week of November in 1947‚ hundreds of thousands of Kashmiris were killed by the forces of Maharaja Hari Singh‚ Indian army and Hindu extremists in different parts of Jammu region, while they were migrating to Pakistan. But, their brutalities were not confined to it. As part of the pre-planned scheme, on November 5, 1947, announcements were made everywhere in Jammu, asking Muslims to assemble in police lines where from they would be sent to Pakistan. On November 6, Jammu Muslims including men women and children were seemingly dispatched towards Pakistan in trucks. But before they could reach the destination, Indian army, forces of Maharaja and Hindu extremists at Samba Reasi and other places martyred them in a gruesome manner. Thus, over 2.50 Muslim inmates of Jammu city and adjoining areas were martyred.

 

Nevertheless, the huge deaths had stunned the world. In this regard, the ‘Time” magazine, in its November 47 publication also pointed out the figure of 2, 50,000 deaths of Jammu people.

 

But, these sacrifices did not go waste, as they have kept the Kashmir issue alive. As regards the historical background, during the partition of the Sub-continent, the people of the state of Jammu and Kashmir (J&K) which comprised Muslim majority decided to join Pakistan according to the British-led formula. But, Dogra Raja, Sir Hari Singh, a Hindu who was ruling over the J&K, in connivance with the Indian Prime Minister Jawaharlal Nehru and Governor General Lord Mountbatten joined India.

 

The design to forcibly wrest Kashmir began to unfold on August 16, 1947, with the announcement of the Radcliffe Boundary Award. It gave the Gurdaspur District—a majority Muslim area to India to provide a land route to the Indian armed forces to move into Kashmir. There was a rebellion in the state forces, which revolted against the Maharaja and were joined by Pathan tribesmen. Lord Mountbatten ordered armed forces to land in Srinagar.

 

When Pakistan responded militarily against the Indian aggression, on December 31, 1947, India made an appeal to the UN Security Council to intervene and a ceasefire ultimately came into effect on January 01, 1949, following UN resolutions calling for a plebiscite in Kashmir to enable the people of Jammu and Kashmir to determine whether they wish to join Pakistan or India. On February 5, 1964, India backed out of its promise of holding a plebiscite. Instead, in March 1965, the Indian Parliament passed a bill, declaring Kashmir a province of India-an integral part of the Indian union.

 

The very tragedy of Kashmiris had started after 1947 when they were denied their genuine right of self-determination. They organized themselves against the injustices of India and launched a war of liberation which New Delhi tried to crush through various forms of brutalities.

 

It is notable that since 1947, in order to maintain its illegal control, India has continued its repressive regime in the Occupied Kashmir through various machinations.

 

Nonetheless, various forms of state terrorism have been part of a deliberate campaign by the Indian army and paramilitary forces against Muslim Kashmiris, especially since 1989. It has been manifested in brutal tactics like crackdowns, curfews, illegal detentions, massacre, targeted killings, sieges, burning the houses, torture, disappearances, rape, breaking the legs, molestation of Muslim women and killing of persons through the fake encounter.

 

According to a report on human rights violations in the Indian Occupied Kashmir, since 1989, there have been deaths of 1,00000 innocent Kashmiris, 7,023 custodial killings, 1,22,771 arrests, 1,05,996 destruction of houses or buildings, 22,776 women widowed, 1,07,466 children orphaned and 10,086 women gang-raped/molested. Indian brutal securities forces have continued these atrocities.

 

In fact, Indian forces have employed various draconian laws like the Jammu and Kashmir Disturbed Areas Act, and the Armed Forces (Jammu and Kashmir) Special Powers Act and Public Safety Act in killing the Kashmiri people, and for the arbitrarily arrest of any individual for an indefinite period.

 

Besides Human Rights Watch, in its various reports, Amnesty International has also pointed out grave human rights violations in the Indian controlled Kashmir, indicating, “The Muslim majority population in the Kashmir Valley suffers from the repressive tactics of the security forces.

 

In its report on July 2, 2015, the Amnesty International has highlighted extrajudicial killings of the innocent persons at the hands of Indian security forces in the Indian Held Kashmir. The report points out, “Tens of thousands of security forces are deployed in Indian-administered Kashmir…the Armed Forces Special Powers Act allows troops to shoot to kill suspected militants or arrest them without a warrant…not a single member of the armed forces has been tried in a civilian court for violating human rights in Kashmir…this lack of accountability has, in turn, facilitated other serious abuses…India has martyred one 100,000 people. More than 8,000 disappeared (while) in the custody of army and state police.”

 

In this respect, European Union has passed a resolution about human rights abuses committed by Indian forces in the Indian held Kashmir.

 

It is of particular attention that in 2008, a rights group reported unmarked graves in 55 villages across the northern regions of the Indian-held Kashmir. Then researchers and other groups reported finding thousands of mass graves without markers. In this respect, in August 2011, Indian Jammu and Kashmir State Human Rights Commission officially acknowledged in its report that innocent civilians killed in the two-decade conflict have been buried in unmarked graves.

 

Notably, foreign sources and human rights organisations have revealed that unnamed graves include those innocent persons, killed by the Indian military and paramilitary troops in the fake encounters including those who were tortured to death by the Indian secret agency RAW.

 

Indian authorities are not willing to talk with Kashmiri people on political grounds. New Delhi reached a conclusion that the only bullet is the right way of dealing with Kashmiris, demanding their right of self-determination. Surprisingly, Indian successive governments are trying to ignore the dynamics of the freedom movement of Kashmiris for the sake of their alien rule.

 

But, New Delhi is still showing its intransigence in order to resolve Kashmir dispute with Pakistan by neglecting the fact that Kashmir remains a nuclear flashpoint between both the neighbouring countries.

 

In this context, Egbert Jahn in his book, “Kashmir: Flashpoint for a Nuclear War or Even a Third World War?” has pointed out, “The Kashmir conflict is embedded in the wider conflict over the incomplete creation of nations and states on the Indian subcontinent, which during the east-west conflict even threatened at times to escalate into a nuclear world war between Pakistan and the USA on the one side and India and the USSR on the other. Until now, there have been three wars between India and Pakistan over the Jammu and Kashmir: in 1947–49, 1965 and 1999… finally, the Indo-Chinese border war of 1962…after these wars…and could unexpectedly again lead to a regional and under certain circumstances…even a major nuclear war or a Third World War.”

 

Meanwhile, like the previous year, Pakistan’s recent serious and sincere effort at the annual session of the United Nations—the recent speech of Pakistan’s prime minister and his meeting with the American president, highlighting the Kashmir dispute and demanding its solution has infused a new spirit among the Kashmiri people.

 

However, 6th of November is commemorated by the Kashmiris and Pakistanis as the Jammu Martyrs Day to remember the supreme sacrifices of lives, laid down by 2,50,000 people of Jammu, who were ruthlessly massacred by the Hindu extremists, Indian forces and the Dogra military troops on November 6, 1947.
