Confirmed: Pakistan Air Force Now Operates 70 JF-17 Fighter Jets

The Pakistan Air Force (PAF) operates a total of 70 Pakistan Aeronautical Complex/Chengdu Aerospace Corporation (PAC/CAC) JF-17 Thunder fighter jets, the National Assembly Standing Committee on Defense Production revealed in Islamabad on December 7, according to local media reports.

The PAF now fields about an equal number of JF-17 and U.S.-made F-16 multirole fighter aircraft of all variants. (After U.S. lawmakers stalled financing for an additional eight F-16C/D Block-52 fighter aircraft, Pakistan is now mulling the purchase of eight used F-16s from the Royal Jordanian Air Force.)

The JF-17, first inducted into the PAF in 2011, is a lightweight, single-engine, multirole combat aircraft, powered by a Russian-designed-but-Chinese-built Klimov RD-93 (a RD-33 derivative) turbofan, capable of reaching a top speed of Mach 1.6. The aircraft allegedly has an operational range of around 1,200 kilometers (745 miles).
In total, the PAF plans to acquire 150 JF-17s over the next years divided into three production blocks: Block-I, Block II, and Block-III. So far, the PAF has only received Block-I and Block-II variants of the aircraft.  50 out of the 70 JF-17 in service are of the Block-I variant. The PAF last inducted 16 Block-II JF-17s in April.

As Inoted elsewhere,according to the chief of air staff, Air Chief Marshal Sohail Aman, Pakistan achieved its goal of producing 16 JF-17 Thunder aircraft in 2015 and wants to produce a total number of 24 Block-II JF-17 aircraft by the end of 2016. Next to carrying a heavier weapons payload, Block-II variants feature a new air-to-air refueling probe, an enhanced oxygen system, and an improved electronic countermeasures system, among other things.

Pakistan produces 58 percent of the airframe and China 42 percent respectively. Islamabad has the capacity to assemble up to 25 JF-17s per year without Beijing’s technical assistance. However, as I noted in April 2015, according to Chinese and Pakistani media reports, China agreed to deliver 110 JF-17s to Pakistan in fly-away condition due to Pakistan’s still limited aircraft manufacturing capacity.

The JF-17 was originally developed to to replace the PAF’s aging fleet of Dassault Mirage III/5 fighter jets by 2o20. “Pakistan is looking to replace 190 aircraft—primarily Chengdu F-7 and Dassault Mirage III/5 fighter jets—by 2020 presumably with a mixture of F-16 and JF-17 aircraft. Pakistan, however, is also allegedly in talks with Russia over the purchase of Su-35 multi-role fighters,” I reported in April(See: “China and Pakistan Air Forces Launch Joint Training Exercise”).

China and Pakistan are also developing a combat-capable two-seat trainer variant of the JF-17, which likely will make its maiden flight in the coming weeks.

Despite a high-profile reversal for the JF-17 fighter in Malaysia last December, officials from the Pakistan Aeronautical Complex (PAC) attending the Defence Services Asia (DSA) 2016 exhibition in Kuala Lumpur remain optimistic about regional sales and offered details about the fighter co-developed with China’s Chengdu Aircraft Industry Group.
In December 2015 Malaysia’s high commissioner to Pakistan said Malaysia was considering purchasing the JF-17 and might make a decision “very soon”. Malaysia’s defense minister denied this the following day.

Nevertheless, PAC officials attending DSA remain optimistic about a future sale to Malaysia. Myanmar has been widely reported as the first JF-17 customer.

Indian Propaganda After Failure of LCA

PAC officials also countered recent negative reports about the JF-17 in Western media. They denied a JF-17 had broken up in flight due to faulty wing design, as had been reported earlier this year. According to press reports, India recently advanced criticism of the JF-17 to lobby against the JF-17’s sale to Sri Lanka.

Regarding future JF-17 development, on multiple occasions Pakistani officials have affirmed their commitment to the 8.7-ton-thrust Klimov RD-93 turbofan. However, officials speaking to IHS Jane’s at DSA 2016 said that for the goal of advancing aircraft performance, they were open to considering China’s 9-ton-thrust WS-13 or the 9.4-ton-thrust Klimov RD-33MK.

Russian industry sources at DSA 2016 noted that the WS-13 remains at an early stage of development and has an estimated service life of 2,000 hours compared with 4,000 hours for the RD-33MK.

PAC officials also confirmed that the new JF-17 refuelling probe design, recently seen in China, will be the configuration for the JF-17. These officials also noted that Pakistan has an anti-ship variant of the new China Aerospace Science and Industry Corporation (CASIC)-developed hypersonic CM-400 air-to-surface missile. They said a twin-seat JF-17 would begin test flights in late 2016 or early 2017.

Azerbaijan’s Growing Military Cooperation With Pakistan

 

 

Azerbaijan and Pakistan have a unique political relationship that has surpassed territorial boundaries and geographical distances. Pakistan was among the first states to recognize Azerbaijan’s independence following the 1991 Soviet collapse. Today, Pakistan is the only country that has not established diplomatic relations with Baku’s main foe, Armenia. The bilateral strategic cooperation between these two countries embraces the economic, cultural, political, and especially defense fields. Taking into account their close ties, the current level of military cooperation between Azerbaijan and Pakistan needs to be emphasized. While Azerbaijan’s defense industry has strategic relations with various countries, Baku has been seeking ways of expanding military cooperation with Pakistan in particular over the last years.

Given the Pakistan’s status as a nuclear power, combined with its dynamic military muscle, military cooperation can be seen as another fundamental building block of the bilateral relationship. The two countries signed a defense agreement in May of 2003, which allows Azerbaijani military staff, in particular special force units, to take part in annual military drills along with Pakistani armed forces. As a part of the agreement, Azerbaijani naval personnel participated in the biggest Pakistani-led multinational exercise, AMAN-2013, held in March 2013 in the Arabian Sea. In addition to this, Pakistan and Azerbaijan are planning to hold bilateral military exercises, according to comments from Pakistani Prime Minister Nawaz Sharif during his official visit to Azerbaijan in October 2016.

Beyond joint exercises, military and defense cooperation between Azerbaijan-Pakistan takes the form of continuous dialogue in high-level meetings, as well as military agreements such as the military cooperation agreement that was signed in February 2014 in Islamabad. The same document was updated in 2015 and 2016, during the Working Group Meetings in Baku and Islamabad, respectively.

 

Azerbaijan, which has been locked into a long-term bloody conflict with Armenia for more than a decade, considers the further development of its defense industry as a main priority. Baku, which enjoys Pakistan’s full diplomatic support with regards to the conflict, is also looking to Pakistan as a source of military hardware.

Azerbaijan is eyeing the JF-17 Thunder (also known as the FC-1 Xiaolong), a multi-functional aircraft that was jointly developed by Pakistan and China. Although Azerbaijan has expressed interest in importing the JF-17, no formal deal has been reached yet. Nevertheless, the Pakistani Ministry of Defense was invited to demonstrate the JF-17 at the 2016 Azerbaijan International Defense Exhibition (ADEX-2016) for the first time. During the exhibition, Minister of Defense Industry Yavar Jamalov repeatedly showed interest in importing new fighter jets. In the same year, Azerbaijan’s First Deputy Prime Minister Yaqub Eyyubov attended the International Defense Exhibition and Seminar (IDEAS), where he reiterated his government’s interest in buying new aircraft. Currently, the Azerbaijan Air Forces operate mainly MiG-29, Su-25, and MiG-21 aircraft.

The JF-17 aircraft had been produced as an affordable and modern replacement to French-made Mirage III and F-7 interceptors. Pakistan had long been trying to find countries to buy the JF-17 in order to reduce the per-unit cost the Pakistan Air Force pays. Thirteen countries have so far expressed interest in purchasing the JF-17 aircraft, including Azerbaijan, Zimbabwe, Bangladesh, Myanmar, Egypt, Iran, Lebanon, Malaysia, Morocco, Nigeria, Sri Lanka, Algeria and Sudan. As The Diplomat has noted previously, “the lightweight, single-engine, multi-role combat jet, jointly developed by Pakistan Aeronautical Complex and China’s Chengdu Aircraft Corporation, sells at an attractive price point, with a unit cost of just around $15-25 million.” According to Pakistani media, in addition to the JF-17, officials in Baku may also seek to purchase MFI-395 Super Mushshak trainer jets.

The main reason driving Pakistan-Azerbaijan politico-military cooperation is the fact that Baku is still dealing with an unresolved territorial conflict in the Nagorno-Karabakh region. Azerbaijan’s government does not try to hide the fact that it wants to muster all possible backing in order to resolve the Nagorno-Karabakh conflict. In the case of Pakistan’s own territorial dispute with India, Baku “fully supports the settlement of the Kashmir problem based on the relevant resolutions of the UN Security Council,” as President Ilham Aliyev said during a joint press conference with Sharif in Baku.

Despite differences between their militaries and defense industries, Azerbaijan-Pakistan military cooperation makes a significant contribution in terms of regional security. Both countries are concerned about border security and the growing threat of global terrorism.

With Azerbaijan having apparently seriously rekindled its interest in purchasing JF-17 Thunder aircraft, it’s likely that in 2017 a significant deal will be reached. Beyond that, Azerbaijan is looking to start the joint production of small firearms, guided munitions, and anti-tank missiles. Even though the Azerbaijani defense industry was established in 2005, it has shown significant development over the past decade. The country does manufacture the well-known Istiglal sniper rifle, which has been used by Pakistani special forces since 2012.

There is no doubt that Pakistan will try to make additional inroads into the defense market of Azerbaijan, as it is economically and strategically important for Pakistan to find new means to export aircraft, missile systems, tanks, and other kind of military vehicles. In this, Azerbaijan will be a willing partner.

Our mounting aversion to the idea of Pakistan spending any money towards new-built F-16C/D Block-52+ is no secret, and our strong support for the JF-17 Thunder is well-established.

As a general point, the greatest value of the JF-17 (at least for Pakistan) does not rest in its performance, but in the reality that Pakistan has authority over the platform. By “authority” we refer to the fact that the Pakistan Air Force (PAF) can configure the JF-17 according to its will. This is the most essential point. While the F-16 is inherently the superior platform in terms of performance and quality, the PAF does not have the luxury to push the Viper to its available potential.

Just consider the fact that the PAF cannot readily integrate ahigh off-boresight (HOBS) air-to-air missile (AAM) onto its F-16s without U.S. approval of some shape or form. Even HOBS AAM that have been technically cleared for the F-16, such as the IRIS-T (developed by the German company Diehl BGT), cannot be configured onto the PAF’s F-16s without the U.S.’ approval. It would basically have to wait on America’s willingness to release the comparable AIM-9X; and this story is repetitive – the PAF’s F-16s have yet to be equipped with stand-off weapons (SOW), anti-ship missiles (AShM),and anti-radiation missiles (ARM).

On the other hand, despite the JF-17’s comparatively limited performance, the PAF has been able to arm the JF-17 with the C-802 AShM, and has the H-2/H-4 SOW and MAR-1 ARM in the pipeline (if not in the process of integration). And as we have repeatedly stated in earlier articles, it is the JF-17 that has a HOBS AAM, active electronically-scanned array (AESA) radar, infrared search and track (IRST), and air-launched cruise missile (ALCM) integration in the pipeline – not the PAF’s F-16s. What benefit does the F-16’s multi-role prowess offer the PAF when that prowess is gradually eroding in the face of the Indian Air Force (IAF) and Indian Navy (IN)’s impressive qualitative advancements?

Finally, there is the reality that unlike the F-16, the PAF benefits from an increasingly adept domestic base capable of thoroughly supporting the JF-17. Yes, Pakistan Aeronautical Complex (PAC) is a novice in terms of being an aerospace industry entity, but it is gradually and incrementally becoming capable, despite the difficult political and economic limitations Pakistan throws onto itself. The workshare agreement has shifted 58% of the JF-17’s airframe manufacturing to Kamra, and efforts are underway to bring a maintenance, repair and overhaul (MRO) for Klimov turbofans as well. With the maintenance and support channel being domestic, the PAF can draw upon the benefits of assured and affordable accessibility. The necessities produced in Pakistan (and in some cases imported from China and Russia) are at the affordable side of the cost-spectrum; the money that goes back into PAC also goes back into Pakistan.

To be honest, the points being explained in this article are mostly earlier ideas being conveyed from a different set of angles, but they set the basis of why it is important to consider ideas about next steps, not just for the PAF, but for PAC and the JF-17 Thunder program.

The F-16 (and import route generally) has become a difficult path to take on, hence the reason why it is imperative that domestic development now take on a much higher level of importance. The PAF ought to seriously consider the value of bringing more of the airframe manufacturing to Kamra. China has been a dependable partner, but urgency and the desire to not take relationships for granted needs to be adopted.

There is a learning curve and a lot of building blocks to set-up, but the expertise and infrastructure built for the JF-17 will prove valuable for future projects. Make no mistake, a unique and independent program is not going to happen, but Pakistan could potentially (one day) offer something of tangible value to an outside partner. We are not talking about ground-breaking research, but at least a chance at becoming a viable co-production partner (that could help pull costs down), or capable licensed manufacturer of more sophisticated sub-systems, etc. It would be a huge shame if – like the K-8 Karakoram – the JF-17 program ends up at a plateau, and then just stays flat from an indigenization and development standpoint.

The PAF should also be critically averse to the notion of capping the JF-17. In other words, the fighter must not be relegated into becoming just a ‘second-tier’ fighter (relative to other fighter options for the PAF). For all intents the purposes, the geo-political and economic reality has made the JF-17 the backbone and edge-driver of the PAF fighter fleet. By “edge-driver” we refer to the idea of it being the platform where the PAF has the flexibility to keep up with qualitative changes in South Asia, such as the eventual entry of AESA radars. While the PAF must not waste funds, the PAF ought to ensure that the JF-17 Block-III (and potentially Block-IV and Block-V) are equipped with the most appropriate – in terms of the cost-to-performance ratio – subsystems available. It would be a shame to see a less capable AESA radar (e.g. via less transmit/receive modules than possible) due to prohibitive costs (which could have been avoided by walking away from a certain F-16 deal).

Finally, it is no secret that the PAF and PAC have been seeking to secure export clients for the JF-17. There is some substantive potential, but again, it is important that the PAF/PAC are careful with next steps. At some point, it may be prudent to clearly separate work between domestic and export variants of the JF-17. In terms of export, some areas could be accelerated, such as the procurement of a helmet-mounted display and sight (HMD/S) or HOBS AAM. Subsystems such as radars and electronic warfare (EW) and electronic countermeasure (ECM) suites for export-grade JF-17s could be acquired from the market; the risk for the PAF is minimal because it would not necessarily intend to use those systems for itself. The PAF cannot let its own requirements get guided by the market, but on the other hand, it cannot muddle the needs of prospective clients with its own (which is what happened with the omission of the dual-seat JF-17 in the initial years of the JF-17’s development).

The modern forces of Abraha are represented by Indian Army. Its fate will one be sealed by the Ababeel of Pakistan including its ballistic and cruise missile forces.

IAF losing “edge” over PAF

 

The Pakistan Air Force is stronger than ever. Since the last Indo-Pak air war of 1971, the Pakistan Air Force has with steely determination built up numbers, lethal capabilities and a combat force now counted as one of the most disciplined and well-trained air forces in the world. 
 
Headlines Today has a disturbing proof that all this has made India worried. A recent presentation by the defence intelligence establishment paints a morbid picture of how the numbers and capability advantage that the Indian Air Force has always found comfort in is rapidly slipping away.
 
Headlines Today has accessed the recent presentation made to the Ministry of Defence. The document makes singularly ominous projections. The most glaring warning is about combat force ratio.
 
The presentation says that the ratio of 1:1.7 is likely to progressively dip to 1:1.2 by the end of 2012. It describes this as a “historic low”. It also says that the traditional hi-tech advantage is almost equal now with 9.5:11 squadron ratio.
 
With Pakistan rapidly acquiring early warning aircraft, mid-air refuellers and long-range missiles, the technology gap is at a historic low.
 
It is a wake-up call to India’s military planners. The decisions taken now could forever doom the crucial advantage that the Indian Air Force has always enjoyed against an adversary that can never be underestimated.
 
A formidable adversary
 

The last time the air forces of India and Pakistan fought a full-blown war was forty years ago.
 
But if the Pakistan Air Force of 1971 was an enemy to be reckoned with, circumstances have made it an even more formidable adversary today.
 
The internal assessment by the Indian defence establishment makes some grimly practical projections in the light of an adversary emboldened by an unfettered modernisation spree.
 
The government has been warned that with the Indian Air Force’s edge slipping fast, the Pakistan Air Force’s assertiveness is likely to increase.
 
Once seen as a primarily defensive force, the Pakistan Air Force will use its new strength to employ offensive and defensive operations in equal measure.
 
With new precision weapons, the Pakistan Air Force will conduct limited strikes to achieve strategic effects.
 
The one thing that won’t change — high-value targets in J&K will be high-priority targets for the PAF.
 
There’s a deeper threat at play than just fighter numbers. Consider these newly inducted force multiplers that all but kill the Indian air advantage. Pakistan is inducting four Swedish Saab Erieye and four Chinese Y-8 airborne early warning aircraft, while India, currently, has three.
 
India no longer has the mid-air refueller advantage. Pakistan is inducting four identical IL-78M aircraft.
 
The Indian Air Force’s UAV advantage is also disappearing. Pakistan is acquiring 25 European UAVs, with more in the pipeline.
 
Despite the ominous projections of the presentation, there are those who believe the Indian Air Force will always remain on top. Among them, Air Marshal Denzil Keelor, one half of the legendary Keelor brothers, who scored independent India’s first air-to-air kill against Pakistan in 1965.
 
But for the IAF to remain ahead, and stem the swiftly dwindling capability advantage over Pakistan, it needs to make some hard decisions across the board.
 
Delayed decisions 
 

Rapid inductions of new generation fighters give the Pakistan Air Force significantly enhanced fighting potential.
 
The air superiority fighter advantage that the IAF once enjoyed is progressively disappearing.
 
A determined plugging of air defence gaps with radars and missiles has starkly reduced the Indian Air Force’s freedom of action in the event of war.
 
There are several reasons why the situation has been allowed to get so grim for the Indian Air Force.
 
Delays in the Tejas have forced the Air Force to grapple with stop-gap arrangements that don’t quite cut it.
 
The Indian mother of all deals for 126 new fighters is still incomplete more than ten years after the IAF said it needed the aircraft urgently.

 
Finally, with an ageing Soviet fleet of aircraft (MIGs) that are troublesome and facing retirement, the Air Force looks at an even greater dip in the numbers advantage.
 
The message to the Defence Ministry and the government is simple. Cut your losses and plan hard for the future. If you don’t, the Indian Air Force will lose the one thing you’ve always counted on: its combat edge.
