A man’s ethical behavior should be based effectually on sympathy, education, and social ties; no religious basis is necessary. Man would indeed be in a poor way if he had to be restrained by fear of punishment and hope of reward after death.
Scientific research is based on the idea that everything that takes place is determined by laws of nature, and therefore this holds for the action of people. For this reason, a research scientist will hardly be inclined to believe that events could be influenced by a prayer, i.e. by a wish addressed to a Supernatural Being.
Only a life, lived for others, is a life worthwhile. The minority, the ruling class at present, has the schools and press, usually the Church as well, under its thumb. This enables it to organize and sway the emotions of the masses, and make its tool of them.
Its stated aims are:-
To popularize science and to promote scientific temper among people
To eradicate obscurantist, superstitious and paranormal and mystical practices from people by means of popularization of science
To understand the scientific basis behind several of the problems faced by the people and to explore remedial solutions for the same
To facilitate the fruits of science which are otherwise confined to the rich to reach the underprivileged also
To encourage quest for knowledge and to strive for national integrity, self reliance, world peace, social progress and cultural vibrancy
To encourage research in divergent areas with people’s welfare as the prime motto

WASHINGTON: Foreign physicians who want to work in America should be allowed to do so, argued a senior US lawmaker, Congressman Mike Doyle.
Even those who come here “on a J-1 visa should be able to stay if they wish to,” he added as a group of Pakistani physicians applauded.
Mr Doyle was one of more than two dozen US lawmakers who spoke at a “day on the Hill” event arranged by US physicians of Pakistani origin.
“It’s unprecedented,” said Dr Nisar Chaudhry, who has participated in hundreds of such events on Capitol Hill, the seat of US legislature. “I have never seen so many lawmakers speaking at a Pakistani event.”
An advocacy group associated with APPNA, an organisation of Pakistani-American physicians, had arranged this event to support a bill which seeks to create better employment and training opportunities for foreign medical graduates.
“This bill is important and that’s why we want it adopted,” said Javed Suleman, a former APPNA president. “There’s a growing shortage of doctors in the United States and this bill addresses this issue by creating more employment opportunities for physicians.”
Dr Suleman said that by 2015, the US will need 60,000 additional doctors and this figure will go up to 120,000 by 2025. “So it makes no sense to send those back who come here for further education or training.”
“We do need more physicians,” agreed Congressman Ed Royce, who heads the powerful House Committee on Foreign Affairs, “and I will do all I can to create better opportunities for them.”
Another congressman, Henry Waxman, while supporting the proposed legislation, urged Pakistani-American physicians to “back those lawmakers who will do what you want them to do.”
Congressman Andre Carson, the second Muslim member of the US House of Representatives, said he not only supported the proposed legislation for creating more employment for doctors but was also demanding immediate immigration reforms.
“Ingenuity will be impeded if America closes its doors to new immigrants,” he added. “We all need to work for comprehensive immigration reforms.”
The bill H.R.2484, also known as the Physician Access Act, seeks to provide incentives for physicians to practice in rural and medically underserved communities.
For achieving this target, it proposes amending the Immigration and Nationality Technical Corrections Act of 1994 to make the J-1 visa waiver programme permanent.
Those coming to the United States on a J-1 visa need to return home and work there for three years before they can come to this country to seek employment.
The proposed legislation excludes alien physicians from this restriction if they complete national interest waiver requirements by working in a health care shortage area.
This facility will also be available to those alien physicians who completed such service before the date of enactment of this Act and any spouses or children of such alien physicians.
The legislation also sets forth specified employment protections and contract requirements for alien physicians working in underserved areas.
It increases the number of alien physicians that a state may be allocated from 30 to 35 per fiscal year in specified circumstances.
The bill provides for additional increases or decreases based upon demand. It also provides up to three visa waivers per fiscal year per state for physicians in academic medical centres.
The bill permits dual intent for an alien coming to the United States to receive graduate medical education or training, or to take examinations required for graduate medical education or training.
It exempts H-1B non-immigrant aliens seeking to enter the United States to pursue graduate medical education or training from specified entry limitations.
“This bill will help the people of this country by bringing in more doctors and it will also help those physicians who want to work here,” Dr Talha Siddiqui, who heads the advocacy group that organised this event. “That’s why we support this.”

Iran-US rancor melting into amity

In the aftermath of 2nd World War and start of super power rivalry in the form of cold war, the US saw Iran as a counterweight against Soviet expansionism and a source of stability in oil-rich Persian Gulf. CIA and MI-6 jointly engineered a coup in 1953 to oust elected PM Mohammad Mossadegh since he had tried to nationalize Iran’s oil industry and brought US friendly Reza Shah Pahlavi to power. The US helped Shah in modernizing the country and its armed forces as well as in setting up dreaded intelligence agency known as Savaks in 1957. Iran’s military turned into a formidable force to reckon with in Middle East and Shah. Ayatollah Ruhollah Khomeini, a religious leader was exiled to Turkey in 1964 after he criticized Shah’s relationship with USA. In 1978, turmoil swept Iran which allowed Imam Khomeini to return home and seize power in March 1979.
Iran-US antagonism started peaking in the aftermath of Islamic revolution in Iran, followed by seizure of American Embassy in Tehran by student militants in November 1979 and holding 52 Americans hostage for next 444 days. An American rescue operation ended in a disaster, which further bolstered Khomeini’s image in Iran and Islamic world. Hostages were released as a result of secret agreement under which the US secretly sold arms to Iran and used the proceeds to bankroll a secret war in Central America against Contras. While Iran dubbed USA as the Great Satan, the US named Iran as evil. In order to punish Iran, Iraq under Saddam Hussain was instigated to declare war against its neighbor Iran in 1980. The dual hidden objective was to smother fledgling Islamic power as well as to rein-in ambitious Saddam wanting to emerge as the leader of the Arab world after Egypt signed peace treaty with Israel.
Besides the war with Iraq, Iran got involved in Lebanon’s civil war in the 1980s where it supported its advance guard Hezbollah. The US military and CIA exited from Lebanon in 1983 as a consequence to two deadly bombing attacks on US Embassy and CIA HQ in Beirut, allegedly undertaken by Hezbollah. Throughout the 1990s, Iran and its creation Hezbollah were blamed for sponsoring terrorism around the world. Iran was also accused of providing critical support to Hamas suicide bombers against Israel. Bill Clinton imposed oil and trade sanctions on Iran in 1995. A slight improvement in Iran-US relations took place in 1997 after reformist Mohammad Khatami was elected president and he waved an olive branch. Some penalties were lifted. However, their relations dipped low after 9/11 when George W. Bush included Iran with Iraq and North Korea in his ‘axis of evil’ and rebuffed Khatami’s offer of ‘grand bargain’ after he learnt about Iran’s nuclear program.
The US and Israeli leadership started breathing fire when Iran laid the foundation of its nuclear program in 2002 and procured as well as indigenously manufactured array of ballistic missiles capable of striking Israel. Iran was accused of arming Iraqi Shiites and tasking them to kill American troops occupying Iraq. Matters worsened when former President Mahmoud Ahmadinejad was elected in 2005 and he questioned the authenticity of Holocaust saying that it was a myth. He further raised the blood pressure of Israeli leaders by threatening to wipe out Israel from the face of the world. Despite CIA’s full backup support to reformists and destabilization of Zahidan and Siestan provinces with the help of Jundullah group based in Balochistan, Ahmadinejad won the second term in 2009 and he became more rigid on the issue of Iran’s nuclear program.
The US in league with the UN and EU began applying diplomatic, political, economic and military pressures on Iran to isolate it and to force it to abandon its nuclear program allegedly geared towards making a nuclear bomb. Four-fold crippling penalties included freezing of foreign currency accounts in western banks to the tune of over $7 billion. These pressures were backed by propaganda and covert wars to affect regime change. CIA kept pumping in millions of dollars to discredit the ruling regime and to promote moderate Reformists. Efforts were made to win over Centrists as well. In 2012, Iran was blacklisted from international banking network and embargo was applied on oil exports. These steps radically brought down Iran’s oil production and severely hurt its economy and resulted in high inflation. Riyal dipped to 40,000 Riyal to a dollar.
Provoked by Ahmadinejad’s jingoistic and vitriolic statements and concerned by Iran’s fast growing military and nuclear prowess, together with Tehran’s support to its arch rivals Hezbollah in Lebanon, Hamas in Gaza and Assad regime in Syria, Israel started ringing alarm bells and describing Iran as an existential threat to its security. It kept poisoning the ears of USA and western countries and asked them to stop Iran from pursuing its nuclear program or else nip the evil in the bud. When the US dithered due to its neck deep involvement in Afghanistan and Iraq, Israel threatened to strike Iran’s nuclear sites unilaterally. While Netanyahu maintained that Israel reserved the right to protect itself from nuclear Iran, and claimed that nuclear armed Iran would dramatically increase terrorism by giving terrorists a nuclear umbrella, he didn’t specify as to what damage nuclear armed Israel posed to its neighbors. To exert pressure on Iran, Israel asked USA to approve sale of advanced refueling aircraft and GBU bunker busting bombs. Idea was to convey to Iran that its underground nuclear sites would not be safe from GBUs.
Despite heavy economic bleeding, Iran refused to cow down and stood its ground. It maintained its stance that the nuclear program is for peaceful purposes and it has the right to develop it. In the face of looming dangers, Ahmadinejad threatened that if attacked, Strait of Hormuz would be blocked. His aggressive policies were fully supported by people of Iran. Things came to a pass when the internal situation of Syria spun out of control in the wake of use of chemical weapons allegedly by Syrian forces and the US supported by France and UK deciding to intervene militarily. Iran and Russia stood behind Assad regime. With so many powerful actors involved in the Syrian muddle, a war of bigger dimension in the volatile region of Middle East seemed imminent.
While Syria became the battleground for proxy wars of Saudi Arabia and Iran, noted analysts opined that the US was paving its way to strike Iran after dismantling Syria. The explosive situation cooled down as a result of Russian President Putin’s wise counsel. An agreement was signed with USA in which Assad agreed to open its chemical weapons stocks for international inspection and subsequent destruction in return for US-NATO putting off strikes. Diplomacy prevailed upon use of force, thus adding a feather in Putin and Obama’s caps. While Assad breathed a sigh of relief, the military contractors in USA, France and Britain as well as Saudi Arabia and Qatar that had extended full support to the NATO’s intended offensive plan felt thoroughly disappointed. Obama’s preference to Muslim Brotherhood over Hosni Mubarak in Egypt until Morsi was overthrown by Egyptian military on July 3, 2013 had already disconcerted King Abdullah. Obama’s volte face in Syria further angered him and he decided to forgo Saudi seat in the UNSC, terming it was a dead horse.
While the hawks were still trying to absorb the shock effects of US u-turn on Syria, interim nuclear agreement signed in Geneva between Iran and P5+1 on November 24, 2013 came as a bolt from the blue. The deal which came about as a result of secret talks between US and Iranian officials in Oman since last March has the potential to dramatically change the geo-strategic landscape of Middle East in particular and neighboring regions in general. Israel is incensed since it feels that temporary freeze may delay but will not block Iran’s resolve to manufacture a nuclear bomb. Israel with its over 200 nuclear warheads has the temerity to demand complete shutdown of Iran’s enrichment program, dismantlement of 19000 centrifuges and uprooting of heavy water reactor at Arak. Saudi Arabia is upset for not being kept informed. Some Gulf countries with Shia minorities and Bahrain with Shia majority are disconcerted over the development. They apprehend that the US patronage may enable Iran to not only regain its envied position in Middle East and in the process hinder growing Saudi-Qatari influence in the region, but also embolden it to export Shiaism. A Saudi analyst expressed his frustration saying that the US uses allies ‘like prostitutes’ and then dump them. The US Congress under the influence of Israel is unhappy and is still insisting on imposition of more sanctions.
While retaining the right to uranium enrichment, Iran will cap its nuclear enrichment up to 5% for next six months and will allow IAEA to inspect nuclear sites. The US in return will defreeze Iran’s bank accounts in western countries and gradually remove sanctions. The deal can falter in case the US feels that Tehran is breaching the interim agreement, or Iran feels that the US is not giving sufficient relief. Spoilers however will continue to thwart the deal. In case the deal collapses, and Iran races ahead to manufacture the bomb, Obama will face the consequences of failure. But if the deal materializes into a final pact, it will add another feather in the hat of Obama. Whatever may be the outcome of the interim deal, what is satisfying is that the situation that had boiled to a bursting point has been cooled down and chances are that it will not trigger again.

Misapprehensions of the ‘Minister’ about ISI

After a US drone attack which killed six students at a Madrassa (Religious seminary) in Hangu on November 21, this year, Pakistan Tehreek-e-Insaf (PTI) halted the NATO supply across Khyber Pakhtunkhwa to Afghanistan through sit-in protests and various rallies in order to denounce that these strikes are violation of Pakistan’s territorial integrity and are illegitimate acts of killing innocent people, while causing collateral damage to the property. Besides, on November 22, PTI-led government in the province also filed First Information Report (FIR) to nominate US and the CIA in connection with the deaths of innocent people in the Hangu-strikes. PTI also decided to register a FIR against CIA Director Johan Brennan and a man identified as the agency’s Station Chief in Islamabad.
Unfortunately, some leaders of the ruling party, PML (N) used the FIR issue as a plea to score political points against PTI. In this regard, while showing his misapprehensions, Punjab Law Minister Rana Sanaullah issued derogatory remarks against Pakistan’s Inter-Services Intelligence agency (ISI) by stating that ISI might have revealed the name of CIA Station Chief in Islamabad.
But when media reporters contacted the US Embassy in Islamabad, its spokesperson did not confirm the self-created statement of Rana Sanaullah. Even, PTI did not blame the ISI in this respect.
However, Punjab Law Minister Rana Sanaullah’s statement about ISI is entirely irresponsible, offending and thoughtless. He has been opposing the legal protest of the PTI against the CIA-operated drone attacks. While showing contradictory remarks and his resentment against the PTI move, earlier, Rana Sanaullah said, “the whole nation mourns over the childish step taken by PTI to implicate CIA director who sits in Washington DC.” While, he, himself, indicated childish approach by linking ISI and CIA Station Chief in Islamabad in connection with the strikes of pilotless aircraft in Hangu. In his pro-American tilt, he also forgot to grasp ground realities by ignoring the facts that various segments of civil society, political and religious leaders, and the experts of international law have opined that these attacks by the spy planes are illegal, unethical and violation of Pakistan’s sovereignty as well as the UN Charter. In this context, he also set aside the parliament resolution, the trip of Director General of ISI, Lt. Gen. Zaheerul Islam to America, various rallies and processions in Pakistan, while ignoring the recent report of Amnesty International and the decision of the All Parties Conference (APC) against the drone strikes.
Notably, key leaders of his own party, PML-N like Prime Minister Nawaz Sharif and Federal Interior Minister Chaudhry Nisar Ali Khan who did not link ISI and CIA, have strongly condemned the attacks by the US manless aircraft on Pakistan’s tribal areas. But surprisingly, Rana Sanullah’s statement against the superior spy agency, ISI has exposed his ill-conceived thoughts which need special analysis, so that general masses must know the real face of this politician who is still serving as the law minister in the Punjab province.
It is of particular attention that some politicians have already pointed out that Punjab Law Minister has connections with the banned extremist outfits. Regarding general elections 2013, while commenting on a statement by Maulana Mohammad Ahmed Ludhianvi of Ahle Sunnat Wal Jamaat that the PML-N had approached him for seat-adjustment, a PTI spokesman had disclosed on February 25, this year, “PML-N government in Punjab has links with the militant groups, requesting the Taliban of Tehrik-i-Taliban Pakistan (TTP) not to target them because the PML-N and Taliban had the same ideology.” The spokesman elaborated, “People remembered how the Punjab law minister had accompanied leaders of the banned Sipah-i-Sahaba Pakistan and attended its rallies.” However, TTP did not target the leaders of the PML-N during the election-campaign.
In 2010, a large number of civil society activists staged a rally from Sindh University’s old campus to the press club to condemn terror attacks on worship places of Ahmadis in Lahore. They raised slogans against Taliban and urged the Punjab government to dissociate itself from banned outfits and remove its irresponsible minister Rana Sanaullah who has given shelter to the country’s most violent Islamist militant groups.
It is notable that on March 3, 2013, the deadly twin blasts killed more than 50 people in the Shia-dominated Abbas Town of Karachi, and on February 17, same year, the deadly suicide attack killed more than 100 persons of the Hazara Shias in Quetta at Kirani Road. Lashkar-e-Jhangvi (LeJ) claimed responsibility for these terrorist acts.
Regarding these two major terror-attacks, the former Federal Interior Minister Rehman Malik said in the National Assembly on March 5 that four activists of the LeJ, involved in Karachi’s Abbas Town bomb blasts have been arrested, and assured the Assembly that he would present a fact sheet that apart from the TPP, some other outfits like Lashkar-e-Jhangvi were also involved in recent terrorist activities, while LeJ is openly holding its meetings in Punjab. Earlier, he revealed that Punjabi Taliban of the Lashkar-e-Jhangvi which had its headquarters in Punjab were behind the terror attacks in Karachi’s Abbas Town and Quetta’s Alamdar Road and Kirani Road. He explained that the Punjab government’s ruling party, the PML-N was in an electoral alliance with the banned organisation. Therefore it had taken no action against the militant group. Former Governor, Khyber Pakhtunkhwa, Barrister Masood Kausar expressed similar thoughts on March 5.
Besides, in its report, submitted to the Supreme Court of Pakistan on February 20, 2013, ISI stated that the agency had already shared information with the civil administration about procurement of explosives by terrorists from Lahore to Quetta and possibility of fresh terror attacks on Hazara community.
It is worth-mentioning that in the 2010, Punjab Governor Salmaan Taseer (The Late) had also disclosed that Punjab Law Minister Rana Sanaullah had links with Sipah-e-Sahaba Pakistan and Lashkar-e-Jhangvi. Therefore, he was not taking effective measures against these banned outfits to curb extremism and sectarianism.
At this critical juncture when foreign elements like the CIA, Indian RAW and Israeli Mossad have accelerated their conspiracy against the integrity of Pakistan in order to complete their hidden agenda, the media of the US, India and some western countries have also intensified anti-Pakistan propaganda, especially targeting ISI. But, it is regrettable that without taking cognizance of the ground realties, and without knowing the functions of the ISI, some political leaders, media anchors and so-called human rights groups of our country have developed misperceptions about this agency. And since the Supreme Court of Pakistan has been dealing with various cases like the memogate scandal, mehrangate scandal and that of missing persons, our internal entities have continuously been maligning ISI.
In these terms, while speaking in the tone of external enemies, Punjab Law Minister Rana Sanaullah has followed stereotypes about ISI, which are likely to misguide the general masses. Instead of manipulating the country’s key spy agency, he must better know its functions, performance and role regarding protection of country’s the national interests.
Rana Sanaullah should know the ISI services such as capture of renowned Taliban commanders, castigation of pre-terror attacks, sacrifices of ISI personnel, suicide attacks on agency’s premises in various cities of the country, blockage of the activities of Blackwater including CIA agents and submission of pre-information about terror assaults.
In the recent past, very differences started between Pakistan and America as ISI interrupted covet activities of the so-called diplomats. In this regard, on the information of this top spy agency, Pakistan’s establishment expelled several American spies operating in the country in the guise of diplomats. On the other side, US withheld $800 million in military aid to punish this agency ISI.
ISI has always preferred the external and internal security of Pakistan. Externally, through its invisible mechanism, it thwarted the anti-Pakistan plot of the US, India and Israel—also against China and became an obstacle in the secret strategic designs of these hostile elements.
Nonetheless, if PTI is creating some kind of pressure on US to stop drone attacks in Pakistani territory, then it should not be made controversial by Rana Sanaullah by damaging the very reputation and esteem of ISI. Pakistan’s media must condemn Rana Sanaullah for accusing ISI without any proof due to his misapprehensions about this spy agency which has been severing as the first defence line of the country in safeguarding country’s national interests, particularly in wake of the war against terrorism.
