Army spook unit carried out covert ops in Pakistan

New Delhi: The military intelligence unit set up by former army chief General VK Singh was involved in sensitive covert operations in Pakistan and was even on the trail of 26/11 mastermind and Lashkar-e-Taiba chief Hafiz Saeed, officials associated with it have told HT.

“Our main task was to combat the rising trend of state-sponsored terrorism by the ISI and we had developed contacts across the Line of Control in a bid to infiltrate Hafiz Saeed’s inner circle,” an official who served with the controversial Technical Services Division (TSD) said. Asked for an official response, an army spokesperson said, “The unit has been disbanded. Details of the unit, which was the subject matter of an inquiry, are only known to the Chief and a few senior officers. It is for the defence ministry now to initiate any further inquiries.”

The spook unit was set up after the 26/11 Mumbai attacks on a defence ministry directive asking for the creation of covert capability. Army documents, perused by HT, reveal the senior-most officers signed off on the formation of this unit. File No A/106/TSD and 71018/ MI give details of approvals by the Director General Military Intelligence, vice-chief and chief of army staff. The TSD — disbanded after allegations that it spied on defence ministry officials through off-the-air interceptors — was raised as a strategic force multiplier for preparing, planning and executing special operations “inside depth areas of countries of interest and countering enemy efforts within the country by effective covert means”.

But it then got caught in an internecine battle between army chiefs. The TSD – which reported directly to Gen VK Singh — used secret service funds to initiate a PIL against current chief General Bikram Singh. As reported by HT in October 2012, secret funds were paid to an NGO to file the PIL, in a bid to stall Bikram Singh’s appointment as chief. However, covert ops were the unit’s essential mandate and deniability was built into it and it reads, “The proposed organization (TSD) will enable the military intelligence directorate to provide a quick response to any act of state-sponsored terrorism with a high degree of deniability”. Its task was to carry out special missions and “cover any tracks leading to the organisation”.

Though covert operations were formally shut down by IK Gujral when he was PM in 1997, sources reveal the TSD carried out several such operations within and outside the country — such as Op Rehbar 1, 2 and 3 (in Kashmir), Op Seven Sisters (Northeast) and Op Deep Strike (Pakistan). Controversy is dogging the unit once again after disclosures in The Indian Express that secret service funds were also used to destabilize the Omar Abdullah government in Jammu and Kashmir. The BJP has raised questions over the timing of the disclosures. While the defence ministry has had the inquiry report since March, the revelations have come soon after Singh shared the stage with the saffron party’s PM candidate Narendra Modi last Sunday.

Peshawar carnage an attack on sovereignty, say govt, opposition in unison

South Asian News Agency (SANA) ⋅

ISLAMABAD, (SANA): The National Assembly continued to debate Sunday’s twin blasts on a century-old church in Peshawar for the second consecutive day on Tuesday.

The government and opposition termed the attack on the church an attack on the sovereignty of the country and members from both sides of the aisle demanded effective measures to foil the conspiracies, aiming to destabilize Pakistan. They called for going ahead with the dialogue process with Taliban, adding that some forces were hell-bent upon sabotaging the dialogue process.

They maintained that the Peshawar incident was not an attack on members of a specific community, but an attack on Pakistan.

The National Assembly resumed its session in Islamabad Tuesday with Speaker Sardar Ayaz Sadiq in the chair.

Taking part in the discussion, Tariq Christopher Qaiser, a minority member, termed the Peshawar incident a national tragedy and said it was not an attack on Christians but on the sovereignty of Pakistan.

Those attacking worship places like churches and mosques have nothing to do with humanity and nor are they serving the cause of Islam and Pakistan. He said Christians are patriotic Pakistanis and will continue to play their role for the welfare of the country.

He asked Christians community to remain peaceful during protest demonstrations and avoid ransacking public property.

Tariq Christopher said that the government would have to go beyond condemnation to find out a solution to the menace as it has claimed over forty thousand lives.

Makhdoom Javed Hashmi said Peshawar incident has brought a bad name to the country and regretted that security situation has deteriorated so much so that no worship places are safe today.

He said all the religions preach peace and brotherhood and abhor violence but some elements are trying to foment differences among different segments of the society. He said that dialogue should be held with the Taliban to bring them into mainfold.

Asiya Nasir was of the opinion that the carnage should not be associated with any religion because those involved in the killing of innocent people have nothing to do with any religion. This was not an isolated incident in Pakistan as other worship places including mosques are frequently being targeted, she added. She demanded an investigation into the Peshawar tragedy by a judicial commission.

Dr. Azra Fazal Pechuho said the time has come to take a decision to effectively tackle the perpetrators of terrorism.

Kamran Michael, another member of the Christian minority, said the Christians have always respected the constitution and upheld the rule of law. He said the incident was an attempt to sabotage peace efforts; however, he added, the entire nation stood united to foil the designs of anti-peace forces.

Shireen Mazari said minorities are equal Pakistanis and deserve equal rights. She said positive changes should be made in the curriculum to develop a tolerant society.

Khalil George said the incident was aimed at destabilizing the country. Blaming foreign elements for the carnage, he said these elements want to spread chaos in the country, but the Christians are ready to render any sacrifice to foil their designs, he vowed.

Sajid Ahmad said terrorists want to impose their agenda.

Romania Khurshid Alam said we, the Christians, are an important part of Pakistan and will not pursue any course that is against the interests of the country. She supported dialogue process and hoped that Pakistan would soon become cradle of peace.

Muhammad Yaqoob said that the Peshawar incident was contrary to the country’s constitution and against the Islamic injunctions.

Arif Alvi said the entire nation stands by the Christian community in this hour of grief and pain.

Taking part in the debate, PKMAP leader Mahmood Khan Achakzai said, “I apologize to the Christian community if they are hurt by remarks I made in the house yesterday,” he said, adding that he retracted those remarks. “I wasn’t meant to hurt anyone,” he explained.

Federal Minister Kamran Michael said the attack was not on Christians, it was an assault on Pakistan’s sovereignty. “The Christian community is well wisher of Pakistan,” Micheal said.

BEST WAR FOR AMERICA-FIGHT POVERTY: America’s Shameful Poverty Stats

America’s Shameful Poverty Stats

That so many of our (American) political leaders tolerate so much misery amid so much plenty is one of the great scandals of our age.

The

The latest Census Bureau figures on poverty in America, combined with the data on inequality released a week earlier, confirm a shocking new reality. While a sliver of top earners are doing better than they ever have before, for tens of millions of Americans, insecurity — and, for a distressing number, destitution — is the new norm.

current Population Survey data show that 15 percent of Americans, roughly 46.5 million people, live at or below the government-defined poverty line — which, as most who work with the hungry, the homeless, the uninsured, and the underpaid or unemployed know, is itself an inadequate measure of poverty. By more reasonable measures, poverty in this country (USA) is even more pervasive.

The headline one can take away from this is that three yearThe Republicans claim that unless wes into the recovery from the collapse of 2008, poverty numbers haven’t really gone down. Almost all the additional wealth being generated by a growing economy is going to those who already have the most. Median income has stagnated and, for young people, it is continuing to go down.

But there’s a deeper significance to the numbers: how they compare with the figures from recent decades. The percentage of people in poverty is roughly the same as in 1983, in the middle of the Reagan presidency, as well as in 1993, at the end of twelve years of Reagan/Bush trickle-down economics. A far higher portion of the population lives in poverty than was the case in the mid-1970s, after a decade of investment stemming from Lyndon Johnson’s War on Poverty; and far more live in poverty today than did at the end of Bill Clinton’s eight years in office — years in which the earned-income tax credit was expanded, unemployment was kept to near-historic lows, and poverty rates fell significantly.

That our poverty numbers have risen to such a high level exposes the fact that as a society, we are choosing to ignore the needs of tens of millions of Americans — as we have done for much of the period since the War on Poverty went out of fashion and the harsher politics of Reaganism set in. These ignored Americans include kids like the ones I interviewed in Los Angeles, forced to choose between applying to college or dropping out of school and getting dead-end jobs to support parents who had lost not only their jobs but their homes, too.

They include the elderly lady I met outside Dallas, who was too poor to retire but too sick to take the bus to her work at Walmart. Her solution? She paid her neighbors gas money to drive her to a job that paid so little she routinely ate either 88-cent TV dinners or went to bed hungry. They include, too, the residents of New Orleans’s Lower Ninth Ward I met in 2011, who, six years after Hurricane Katrina, were still living in appalling conditions in a largely obliterated community.

In New York City, as Democratic mayoral candidate Bill de Blasio has pointed out, nearly half the city’s residents are economically insecure. In Detroit, more than a third of residents live below the official poverty line. In New Orleans, two-thirds of African-American kids under the age of 5 live in poverty. And the list goes on. With the exception of Romania, no developed country has a higher percentage of kids in poverty than America. Similarly, America also has a remarkably high percentage of people living in what is called “deep poverty”, at less than half the official poverty rate.

slash what is left of the safety net by gutting food stamps (which alone keep 4 million people out of poverty and alleviate the hardship of millions more), putting stricter limits on unemployment benefits and other harsh measures, we’re doomed to go down the Greek road to ruin. In fact, this country has more than enough resources to grapple with poverty. What we’re sorely lacking is not resources but political will and empathy. In modern-day America, it has somehow become easier to bravely sally forth to do battle against assistance for the hungry, the destitute and the down-on-their-luck than to talk sensibly about the causes of mass poverty and rampant inequality.

That so many leaders of a country with a $17 trillion economy tolerate so much misery amid so much plenty—normalizing child hunger and allowing a significant part of the labor force to work full-time (if not more) and yet still be unable to pay basic bills—is one of the great scandals of our age.

That it is acceptable for billionaires to pay capital gains tax at a rate far lower than the income tax that middle-class Americans pay while 11.3 million people are unemployed and millions are bumping up against unemployment benefits limits, exposes the debased priorities of Washington. That the estate tax has been so eviscerated that only a few thousand estates per year are subject to taxes, while nearly one in four children lives in poverty, is simply hair-raising.

President Obama nodded to the scale of America’s poverty crisis in his speech commemorating the fiftieth anniversary of Martin Luther King Jr.’s March on Washington. But the occasional nod isn’t enough. This is the greatest moral challenge facing America’s leaders. It calls out for concerted action, from the presidency on down.

Zoë Carpenter also takes a look at the Census figures and notes that the “spike in poverty triggered by the recession has become the status quo.”
