FT-2000 The Phalcon Killer

In a report to Congress on May 28, 2004, the U.S. Department of Defense highlighted the major improvements that China has made to its air and missile defense systems over the past few years, including “[the] development of an antiradiation SAM [surface-to-air missile], most likely intended to target AWACS [Airborne Warning and Control System] aircraft and standoff jamming platforms.”1

The report was referring specifically to the FT-2000, a Chinese anti-radiation surface-to-air missile system designed to counter electronic jamming aircraft, AWACS aircraft, and other air radiation wave targets. Developed and manufactured by the China National Precision Machinery Import and Export Corporation (CPMIEC) during the late 1990s, the FT-2000 is also believed to be capable of destroying tactical ballistic missiles, similar to the U.S. Patriot and the Russian S-300P systems on which it is based.2 At present, two versions exist, the mobile FT-2000 and the fixed-based FT-2000A.3

The FT-2000 is the direct result of a concerted effort by China to eliminate an inherent vulnerability in medium- and long-range surface-to-air missiles: jamming. For decades, air and missile defense systems like the Patriot and the S-300P have been susceptible to advanced techniques designed to confuse or immobilize their interceptor missiles and keep them from reaching their targets. One of the most common jamming devices is S- and C-band airborne noise. If used properly, this and other deception mechanisms lead to what is known as the “suppression of enemy air defenses” and allows attacking aircraft and missiles to proceed to their targets without challenge.4

The FT-2000 was designed to neutralize and counter these airborne jamming devices. It contains a passive radar target seeker programmed to detect the specific electromagnetic signals emanating from its target. Essentially, the FT-2000 uses its target’s own jamming frequencies against it. In addition, the FT-2000 has a passive homing system that does not transmit electromagnetic waves, thus minimizing the chances that its enemies will detect it in time.5 The system is equipped with modified HQ-9 interceptor missiles, each of which is 6.8 meters long, 0.47 meters in diameter, and has a launch weight of 1,300 kilograms. The HQ-9 missiles give the FT-2000 a range of 12 to 100 kilometers and an operating altitude of 3 to 20 kilometers. The mobile system is transported and launched on an 8 X 8 cross-country launcher with four canisters that resemble those used by the S-300P.6

In addition to the mobile FT-2000, China has developed a fixed-based variant, the FT-2000A. According to a recent Chinese sales brochure, the FT-2000A uses a highly-modified HQ-2 missile that has been equipped with passive radio frequency homing seekers. Each HQ-2 is armed with a 60-kilogram fragmentation warhead and has a range of 60 kilometers and a maximum altitude of 18 kilometers. Reports indicate that each FT-2000A battery consists of 12 missile launchers, each containing one missile, and a central control station. The central control station has one master passive sensor and three auxiliary passive sensors. The four sensors are capable of triangulating on electromagnetic signals in the 2- and 6-GHz frequency range, which covers most AWACS aircraft and other air radiation wave targets, thus earning it the nickname “AWACS killer.”7

In addition to its role as an anti-radiation missile system, the FT-2000 also has advanced capability against tactical ballistic missiles, although this point is seldom mentioned. As Richard D. Fisher, Jr. has pointed out, Chinese officials at the 1998 Zhuhai Air Show—shortly after plans for the FT-2000 had been unveiled—stated that the FT-2000 was being developed into an active-guided missile that eventually would have the ability to shoot down short- and medium-range ballistic missiles.8 Since the FT-2000 is based on comprehensive systems such as the U.S. Patriot and the S-300P, it is no surprise that it too has anti-missile capabilities.

In October 2003, it was reported that China had closed a deal with its neighbor, Pakistan, to supply the latter with an unspecified number of FT-2000 missiles to counter India’s early warning capabilities. The China-Pakistan deal followed India’s own arrangement with Israel and Russia to install three Israeli Phalcon AWACS on Ilyushin Il-76 freighter aircraft, thus giving it an airborne early warning system.9 According to various news sources, shortly after India announced its acquisition of the Phalcon radars, Air Chief Marshal Kaleem Saadat, the head of Pakistan’s air force, visited China and conveyed Pakistani President Gen. Pervez Musharraf’s wish to purchase an unspecified number of FT-2000s.10

Counter PHALCON

The recent China-Pakistan arrangement may just be an attempt to maintain the delicate balance of power between India and Pakistan, both of which possess nuclear weapons. Yet according to an article published in Malaysia in January 2003, the People’s Liberation Army is eager to export the FT-2000 around the globe.11 It is entirely possible that “AWACS killer” air and missile defense systems like the FT-2000 will soon proliferate throughout Asia, Europe, and the Middle East, a development that would introduce a multitude of strategic problems for the U.S. and its allies.

He created Belford University and Belford high school. He also created Rochville University and Rochville High School.  Only there were no schools — no experience needed — no books — no learning — no matriculation — no classroom attendance required. The only requirement was a credit card and $300. With an inkjet printer, a Microsoft Word template, and a few cheap websites,Kureshi became an overnight millionaire.

HEC bill may kill education, benefit fake degree holders

Despite the 2010 directive of the Supreme Court, the educational degrees of a total of 393 parliamentarians remain unverified as yet and are thus considered suspect or fake, it is learnt.

 

However, these 393 MPs would find themselves in serious trouble in the next elections as the authorities are expected to get their degrees, as shown in the 2008 elections, verified from the HEC before clearing them to contest in the upcoming polls.

Sources in the Election Commission of Pakistan and the Higher Education Commission told The News that although the degrees of 56 parliamentarians have been declared fake, with 18 under litigation, the documents of 393 parliamentarians have not yet been verified because of non-cooperation of the federal/provincial governments and the assemblies.

It is feared that many of these unverified degrees would be fake, but the exercise of degree verification, that was in full swing during the second half of 2010, has been halted now as the holders of unverified degrees include extremely powerful parliamentarians.

The sources said the degrees of 56 MPs had been declared fake by the HEC; there are 18 MPs whosefake degree cases are pending with different courts; the cases of 250 MPs are pending with the HEC as degrees are not being provided for verification; matriculation/inter certificates of 47 MPs have been sent by the HEC to different universities but without any response from these institutions; whereas the verification of 19 MPs’ graduation/master’s level degrees await the verification of respective universities.

Documents show that the MPs whose matriculation/inter certificates have not yet been provided to the HEC for verification include 12 senators, 96 MNAs, 88 members of the Punjab Assembly, eight members of the Sindh Assembly, 37 members of the KPK Assembly, and nine members of the Balochistan Assembly. Those whose degrees/certificates are yet be verified include members of the PPP, PML-N, PML-Q, ANP and others.

In June 2010, the HEC was directed by the ECP on the orders of the Supreme Court to have the degrees of all parliamentarians verified. The commission did the job in a remarkable manner despite the fact that its chairman had been told by the PPP leadership to go-slow on the issue. However, when the HEC Chairman Javed Leghari did not cave in to pressure, he was asked to resign but he refused.

Later Leghari’s younger brother Farooq Leghari was picked up from interior Sindh by the provincial police and later produced before the court and charged with corruption. The junior Leghari was given bail but was rearrested on other charges. He again got bail from the court but was arrested a third time from Hyderabad. The ancestral farmhouse of the chairman HEC in Hyderabad was ransacked and farmers were picked up and put under detention.

After failing to browbeat Leghari, the government started targeting the HEC. The government initially tried to devolve the commission but it was saved following the intervention of the apex court. Later the HEC was faced with budgetary cuts. Almost 40 percent of the funds required by the universities were cut back.

When the employees, including faculty members, staff and students, went on a nationwide strike up to 20 percent funds were released. Later, an effort was made to put the HEC under the administrative and financial control of the Ministry of Education and Training but the notification in this respect was revoked by the SHC.

Then the government made yet another move to take charge of the HEC. Taking advantage of the executive director’s position which had been advertised by the HEC and which the commission had the authority to appoint, the prime minister directed the secretary education and training to take charge as the acting ED.

The chairman HEC refused to accept this, which led to a huge battle between the HEC and the government. The battle again reverted to the apex court, which suspended the government’s order and ordered the HEC to appoint the ED. This was yet anther defeat for the regime.

Finally, the government decided to amend the existing HEC law to take away its autonomy besides slashing the term of the chairman from the existing four to a proposed three years. A few PPP members moved the bill as a private members bill, which came up for hearing on Jan 23 in the NA committee that instantly cleared the same.

It is apprehended that if this bill passes through parliament, the future of higher education in the country would be jeopardised.

While the suspected fake degree holders are all set to teach the HEC an exemplary lesson, some foreign nations, including Turkey, Bangladesh and Sri Lanka, are replicating the Pakistani model of the HEC. While we are settling personal scores at the cost of national institutions, India is going a step further and establishing a supra-HEC with far-reaching consequences to position itself as a regional leader.

It is said that the World Economic Forum Global Competitive report indicators on higher education and training, technology readiness and innovation have shown a consistent improvement over the last three years for Pakistan, much more than many other countries, which is a clear proof that higher education reforms are paying off.

HEC sources demand that the apex court should take suo moto notice of this latest attack on the future of the country’s youth. A federal minister, who is vigorously pursuing the onslaught on the HEC too holds a degree which has been challenged in the LHC as fake so a conflict of interest situation also exists.

NOTE: Several readers who reviewed my last week’s article (“Fraudulent Intentions – Deceptive Motives,” The Nation, Feb. 28th) have asked a question: How are we going to get rid of “Muk-Muka” democracy in Pakistan?  Today’s article is my response to this important query.
 
If you have played cricket yourself, or if you are a passionate fan of the game, then you will know that a fastbowler’s outswinger is his most deadly weapon against any top-class batsman. Decades ago when the Australian cricket team came on its first tour of Pakistan, I remember Fazal Mahmood clean-bowled Neil Harvey with his famous outswinger (an inswinger to left-handed Harvey).  The bails literally flew to the boundary.  Pankaj Roy, Indian former opener, repeatedly lost his wicket to Mahmoud Hussain’s (my older brother) outswingers.
 
Indeed, outswingers are deadly ammunition in the bowling arsenal of a pacebowler, specifically when the wind is blowing from behind the bowler’s end.  Imran Khan swung the ball both ways (outswings and inswings) with tremendous speed, razorblade sharpness and pinpoint accuracy.  He surprised his opponents with the sudden quickness of the ball and controlled directions during his bowling spells.  That was Khan’s masterpiece on the cricket ground.  And that is what he is going to do on the political field – clean-bowl his political opponents out of the game with his splendid outswing. 
 
PTI’s March 23rd “jalsah” at Minar-e-Pakistan in Lahore is going to be Imran Khan’s political outswinger to knock his opponents out of Pakistan’s fast-changing political game.  It will be a day when Khan’s long-held claim of shattering all three wickets in one ball will come true. It will be a day of PTI’s tsunami hitting hard on Pakistan’s political soil.  It will be a day of reckoning – the day that a fundamental change, both in Pakistan’s political field and in the ways the political game has been played so far in this country, has inevitably come.  It will be a day of victory for the politics of change in the country. 
 
Indeed, the day’s triumph will belong to Imran Khan’s PTI’s movement for change.  Hundreds and thousands of PTI political activists, supporters, workers, and common citizens from all over Pakistan will most certainly descend on Lahore to participate in this historical moment.  80,000 of PTI’s elected representatives will take oath to their party’s ideological manifesto.  PTI’s political manifesto will be presented to the general public, media and international news agencies.  Speeches will be made. Political goals will be set and the objectives of a movement of change will be reiterated.  It will be a massive demonstration of the public’s democratic sentiments and aspirations.  It will be an occasion of fun and delight with subtle sound and serious declarations of an agenda of political change in this nation of deprived people, unstable institutions, collapsed economy, non-existent law and order, which is facing existential threats and at the edge of a political abyss – all  caused by 5 years of “Muk-Muka” democracy.
 
But the massive gathering of people is not a political doctrine or a desired political goal in itself.  It is the significance of such public participation that matters.  If hundreds and thousands of Pakistanis from one end of the country to the other, come to the March 23rd “jalsah” at Minar-e-Pakistan, and they certainly will gather in immense numbers unprecedented in Pakistan’s political history, it certainly will be a demonstration of public indictment against the traditional ruling elites, politics of status-quo and the political system they have vowed to protect, sustain and promote.  Already, several public opinion polls have vividly indicated that over 80% of Pakistanis desire a fundamental change in political structure, political culture and the political leadership of this country. 
 
Ironically, at this crucial and critical juncture of Pakistan’s political history, the traditional political forces and their leadership are still committed to the reactionary “farsooda,” non-progressive, non-democratic ways of yesteryear. Take, for example, the PML-N’s present strategic approach to the forthcoming elections: traditional electables are being inducted into the party with enormous efforts all over Pakistan.  Party alliances with all major status-quo forces are being organized.  Hence, it is vividly apparent that the PML-N leadership still believes that increased public consciousness is of no real political significance; they believe that the masses’ heightened political awareness cannot adversely affect the traditional political system and its highly empowered political organization devoted to vested interests political leadership and their associates.  PML-N and PPP leadership seem to becertain  that no real change has occurred or can occur in political outlook in the foreseeable future of this country.  Political business will continue as usual – they are confident of their victory and electoral success to political power. 
 
Imran Khan’s PTI has prepared their political pitch to play the game with meticulous understanding of the undercurrents affecting the country’s political landscape.  PTI’s leadership fully appreciates public sentiment for change.  In fact, Imran Khan’s anti- status-quo doctrine has helped people in perceptual awareness of political backwardness that has plagued the country for the last 65 years and most specifically the damage the present-day “Muk-Muka” democracy has wreaked on the nation. 
 
Imran’s political direction, political organization and ideological doctrine is accurately in sync with public sentiment and democratic norms, and is in step with the political undercurrents going through the entire society and its demands for a fundamental change in the present-day political system and culture of this country.  PTI’s political strategy for the forthcoming elections is sound and methodically planned.  Imran has done his homework – he understands his opponent’s weaknesses, drawbacks and fears.  He knows it is time to deliver a lethal outswinger. It is time to win a well-deserved victory. 
 
March 23rd is going to be the day when Imran Khan will strike his opponents on the political field at Minar-e-Pakistan with a deadly outswinger – shattering all three wickets with one ball!
 
It is quite simple: outdated, out-of-form, out-of-sync and strategically weak and fearful players are no match to the hellfire of a deadly outswinger.  One way or the other, the March 23rd public  gathering at Minar-e-Pakistan is going to be the end of the game for the PPP, PML-N, and all of the status-quo forces in Pakistan.
