WikiLeaks claimed that President Asif Ali Zardari told former US ambassador Anne Patterson that PML-N chief Nawaz Sharif was willing to support Pervez Musharraf. In another cable, it was revealed that the United States stopped Zardari from buying cheap oil from Iran. Former US ambassador Anne Patterson wrote on March 10, 2008 that Zardari told her that Nawaz Sharif was ready to support Musharraf and accommodate Justice Dogar as the chief justice. According to another cable, Zardari told former ISI chief Nadeem Taj that Justice Iftikhar should be shifted to his ancestral house in Quetta. Nadeem Taj said that people’s sympathies were with Justice Iftikhar and the move could backfire.

New WikiLeaks cable revealed that the PML-N Chief Nawaz Sharif wanted the US government to provide him personal security. However he was advised by the US embassy that besides being illegal it would be politically incorrect to do such a thing.
The WikiLeaks cable (reference no. 136305), which was released on 4 January 2008, revealed that the Resident Security Officer (RSO) of the US Embassy in Islamabad met three representatives of Nawaz Sharif to discuss his security.
According to the cable, Sharif’s representatives were told that US government security would violate several considerations.
They were advised that an indigenous security operation would be preferable for cultural understanding, political awareness, and even geographical familiarity reasons.
The RSO began by explaining the various reasons why American (or other foreign) securitywould be the wrong choice to make. First, legally and without appropriate guidelines, officialUSG security would violate several considerations. Second, hired professional commercial American security would not only complicate the anti-American politics already in play, but would create a higher target profile for the Protectee, rather than reducing it. And third, that in a foreign country, an indigenous security operation would be preferable for cultural understanding, political awareness, and even geographical familiarity reasons, providing the indigenous company is competent.

Pakistan Muslim League-Nawaz (PML-N) chief Nawaz Sharif broke a promise he had made with Saudi Arabia, when he returned to Pakistan in 2007.
According to a WikiLeaks cable release, the Saudi government had offered asylum and protection to Nawaz Sharif on the condition that he would not take part in political activity for ten years.
According to the cable, Saudi Arabian Ambassador to the United States (US), Adel al-Jubeir, Sharif had ‘tested the limits of this promise five or six years in his exile’.
Jubeir goes on to say that the Saudis had allowed Sharif to travel to London and despite promising not to take part in political activities, he had flow from London to Pakistan. He says that the Saudi government had worked with Musharraf for the arrest and immediate deportation of Sharif when he returned.
In another cable, US Charge d’Affaires Michael Gfoeller noted that Nawaz Sharif was under the economic hold of the Saudis, as he had received a special economic development loan from the country.
Helping the Lashkars
A cable release alleges that the PML-N government in Punjab helped Lashkar-e-Taiba (LeT) ‘evade’ United Nations (UN) Sanctions right after the Mumbai 26/11 attacks.
President Asif Ali Zardari, speaking to former US Ambassador Anne Patterson, had alleged that Shahbaz Sharif had tipped off the LeT about UN sanctions, which gave the banned outfit a chance to empty its bank account before a raid or freeze. The cable goes on to say that President Zardari expressed his ‘frustration’ with the move.
The US diplomats were unable to confirm the allegation, but noted that they came at a time when
US diplomats were unable to confirm the allegation, but accepted the fact that information had been passed on, which was an indication of a surprisingly small amount of money in the bank accounts.

New WikiLeaks cables have revealed that the ISI had asked Saudi Arabia to stop funding Nawaz Sharif’s campaign in the last elections.
Former ISI chief Nadeem Taj told the Saudi Ambassador in a meeting that the aid violatedPakistan’s agreement with the Saudis on Nawaz’s return from exile.
The cable, which was filed by former ambassador Anne Patterson, reads:
Aziz expressed great concern to Ambassador about a possible PPP-Nawaz alliance. Aziz claimed the Saudis were heavily funding Sharif’s campaign to ensure a PPP defeat and hedge their betsagainst Musharraf. Taj called the Saudi Ambassador and requested this stop, saying it violated the GOP’s agreement with the Saudis on Nawaz’s return from exile. Aziz observed that if the PML-N and the PPP formed a government, “What options would Musharraf have?”
Former National Security Advisor and Musharraf’s trusted aide Tariq Aziz also expressed great concern to the American Ambassador in this regard.
He told the American envoy that the Saudis were heavily funding Sharif’s campaign to ensure PPP’s defeat and hedge their bets against Musharraf.
The cable has also revealed that President Zardari had raised the idea of becoming Prime Minister with Tariq Aziz after the 2008 polls. But Aziz supported Amin Faheem.
Zardari complained that Faheem was a poor administrator who lacked the skills needed to run the government.

ISLAMABAD: A PML-N firebrand and leader of the opposition in the National Assembly, Chaudhry Nisar Ali Khan, on Tuesday admitted for the first time that his wife and children were US citizens, but criticised the Pakistani media for “unnecessarily playing it up” when in fact it was his personal matter.

The revelation about the family of the PML-N leader, who otherwise is perceived in political circles as one who is opposed to the American policies in the region, were part of a confidential US diplomatic cable released by WikiLeaks.

Visibly disturbed by media coverage of the issue, Chaudhry Nisar made serious attempts at a news conference to defend his family by stating that his wife was already holding dual nationality when he married her in late 1980s as his in-laws were settled in the US since 1970s.

The citizenship issue was disclosed in a secret cable sent by the then US Ambassador in Islamabad, Anne W. Patterson, to Washington after her meeting with him soon after becoming opposition leader three years ago. The US ambassador had stated that the PML-N leader had assured her that he and his party were “pro-American”.

“As always, Nisar insisted that he and the PML-N were pro-American (saying that his wife and children in fact are Americans),” said the cable sent to Washington on Sept 19, 2008.

According to the cable, “(Ch) Nisar did admit that he went to the US Embassy in London to renew his daughter’s passport because he wanted to avoid being seen at the US Embassy in Islamabad.”

It further stated: “Ch Nisar was cagier, noting that US attacks over the past few weeks hurt the hearts and minds campaign. He called for more transparency in the bilateral relationship and reserved the right to criticise US actions to remain politically credible.”

In her comments at the end of the cable, the ambassador wrote: “Nisar appears to be positioning himself to be a candidate for prime minister, if the Sharifs are disqualified in the upcoming battle with the PPP over control of the Punjab. Nisar is at heart a nationalist, and he will be an eloquent and formidable opposition leader. But he does recognise the need to stay in the good graces of the US, and we should invite him to Washington when an opportunity arises.”

Interestingly at the news conference, the PML-N leader said the contents of most of the WikiLeaks cables seemed to be true.

However, he said, these cables were based on the assessment and understanding of the diplomats which could be wrong.

Ch Nisar denied that he had ever visited the US Embassy in London in connection with the renewal of his daughter’s passport.

He said perhaps the ambassador had misunderstood what he had stated at that time. In fact, he said, there was no need for him to visit the US Embassy for renewal of his children’s passports as, according to him, this job was performed by his wife.

The PML-N leader said that he was feeling pain while discussing his family matters before the media as he always kept his family away from politics and official work. “I am a person who wants to live a private life,” he said, adding that he had been forced to come out with this explanation despite opposition by some of his party colleagues and friends because his “honesty and patriotism” were being questioned by some people through a malicious propaganda campaign using WikiLeaks cables.

“For me it is necessary that no one can raise finger at my self-respect and patriotism,” he said, adding that four generations of his family had worked for the country’s defence and gave blood to the motherland. “Therefore, it had become difficult for me to remain silent,” Ch Nisar told journalists.

Turning to more serious issues, perhaps to deflect the focus from his family’s American citizenship issue, Chaudhry Nisar claimed before the journalists that a high-level American delegation stated in talks with his party that Pakistan Army was involved in terrorism.

“They said not Gen Musharraf, your army is involved in terrorism,” the PML-N leader quoted US Senator John Kerry and now US vice-president Joe Biden as saying while speaking at a news conference he had called to respond to a WikiLeaks cable that disclosed the American citizenship of his wife and children.

Chaudhry Nisar said the offensive remark was made when he, at a meeting the US delegation had with PML-N chief Nawaz Sharif and Shahbaz Sharif immediately after the 2008 general election, protested the US support to a military dictator instead for the people of Pakistan. At this the Americans “flared up and hit the roof”. The then US Ambassador Anne W. Patterson had to intervene to prevent the situation from worsening.

Ch Nisar recalled a number of his meetings with visiting US officials, including Secretary of State Hillary Clinton, asserting that in each meeting he opposed the post-9/11 US policy towards Muslims and suggested that US withdraw from the region.

The PML-N leader clarified that he was not against the American nation, but was opposed to the US policy towards Muslims after the 9/11 attack.

Summary. During a one and a half hour meeting December 3 with Pakistan Muslim League-N party leader Nawaz Sharif and his brother Shahbaz, Ambassador outlined USG support for free and fair elections with the participation of all parties. Nawaz indicated that he would boycott the elections but reserved a final decision until after consultations later that day with Pakistan People’s Party leader Benazir Bhutto. He wanted to convince Bhutto to boycott and then form a national unity government where they would alternatively share power. He maintained his public line about restoring the judiciary as the key to Pakistan’s future. Nawaz had been “disappointed” and “hurt” that President Bush did not know him, according to advisors who went to great pains to defend Nawaz’s pro-U.S., “anti-mullah” history. PML-N wants good relations with the U.S., but believes America should support a more balanced policy towards the political parties. End Summary. 2. (C) Ambassador and Poloff met for an hour and a half December 3 with former Prime Minister and leader of the Pakistan Muslim League-Nawaz (PML-N) in his newly refurbished Lahore estate. Also in the meeting were Nawaz’s brother Shahbaz Sharif, former Petroleum Minister Chaudhry Nisar Ali Khan and former Finance Minister Muhammed Ishaq Dar. Nawaz spent a good deal of the meeting reliving past history, beginning with how Musharraf had not allowed him to return from exile to attend his father’s funeral. The meeting was more cordial that we expected, given PML-N’s public posturing about being independent from the U.S. Overall, Nawaz was calm, even placid, especially in comparison with his more agitated and eloquent brother, Shahbaz. Nawaz allowed Shahbaz and the former ministers to take the harder line and provide much of the detailed arguments in favor of his positions. After the meeting, Nawaz went out of his way to avoid discussing with the press any differences with the USG position on the proposed boycott. 3. (C) As the Election Commission had just rejected his nomination papers, Shahbaz launched into a detailed defense of the charges (absconding, loan default and murder) against him. The charges were either baseless or resolved, he insisted, and he would not appeal the decision because it meant recognizing illegal courts. 4. (C) Ambassador asked if Nawaz was determined to boycott the elections. Nawaz responded that Musharraf’s voter strength rested on former Nawaz supporters and today Musharraf would be lucky to win one-fifth of the National Assembly if elections were free and fair. But, he asked, how can we participate if our papers are rejected and Musharraf has hand-picked the courts and the Election Commission? There was no consultation with other parties on naming the now biased caretaker government, lawyers like Aitzaz Ahsan were still in detention, and the press was being restricted. We don’t see a level playing field anywhere, he insisted. Pervaiz Elahi (former Chief Minister of Punjab) is calling he shots behind the scene. The Election Commission transferred judges just before the deadline and controls the vote counting. 5. (C) Ambassador detailed USG plans to support election observer missions staffed by the International Republican Institute, The Asia Foundation and the Mission and said we were encouraging the European Union to go forward with its observer mission as well. We were not naive about the history of electoral manipulation in Pakistan, but we hoped that the presence of observers would help discourage fraud. Nawaz responded that the (intelligence) agencies controlled everything; Musharraf needed a two-thirds majority in the next Assembly to avoid treason charges, and the agencies would get it for him. 6. (C) Nawaz said he would sit down with Pakistan People’s Party leader Benazir Bhutto later in the day and hoped to convince her to join the boycott. He would suggest that he and Bhutto agree to a national unity government under which they would trade off being prime minister. Asked how he arrived at a national unity government without participating in elections, Nawaz said his party would go to the streets with the support of the lawyers and civil society. ISLAMABAD 00005138 002 OF 003 7. (C) Nawaz appealed to the U.S., UK, and European Union to press Musharraf to reinstate the judiciary. Asked to clarify what that meant, Nawaz said everything should be rolled back to November 2 (i.e., before the state of emergency and the Provisional Constitutional Order). Ambassador said this was just too difficult, given Musharraf’s position on the former Chief Justice. The USG had called for all detainees, including the judges to be released, and we wanted to see the judiciary begin functioning normally again. Was there a way to restore some of the judges? Nawaz asked if President Bush or the leader of any civilized country could simply fire the Supreme Court and get away with it. 8. (C) Nawaz continued on this theme, saying that a corrupt judiciary has been a problem in Pakistan for the last 60 years; Justice Chaudhry for the first time reversed the “doctrine of necessity.” If the people abandoned the judges who stood up for an independent judiciary, where was Pakistan’s future? Musharraf, he said, should have waited for the ruling on his case and simply accepted his fate, one way or another. If he had lost, there would have been free and fair elections and the country would have been able to move on. General Kayani (the new Chief of Army Staff) was a good man (formerly Nawaz’s deputy military secretary) and would have ensured an orderly transition. 9. (C) Ambassador stressed again that the USG believed the way forward was through the electoral process. The USG had an enormous counter-terrorism stake in Pakistan. Our goal was political stability and democratization. We know that elections will not take place under ideal conditions, but we need to move ahead. Nawaz asked “our papers have been rejected, so how do we participate?” Pro-U.S./Anti-Mullah ——————– 10. (C) Nawaz allowed his former ministers to make a long and detailed case defending Nawaz’s pro-American and anti-militant stance. Ali Khan and Dar both said that they had been “disappointed” and “hurt” to read that President Bush did not know Nawaz and felt the U.S. was unfairly supporting Bhutto and Musharraf. They recounted Nawaz’s meetings with former President Clinton, who had praised Nawaz for pulling back from the nuclear brink after the Kargil debacle. They said the religious parties had never won more than 11% of the vote in Pakistan, and that was only when Musharraf was in power. Nawaz put forces in the street to oppose the mullahs supporting Saddam at a time when Bhutto ignored them. Nawaz was the first to privatize the national bank, the first to lay the groundwork for reconciliation with India, the first to fight the Taliban. 11. (C) Musharraf, they claimed, only supported the U.S. after 9/11 out of necessity, and he always asks for something in return. Musharraf has wrecked Pakistan’s institutions, and the U.S. should carefully re-think its policies. To win the fight against extremists, you must win hearts and minds and Musharraf is too unpopular for that. PML-N wants good relations with the U.S. and considers America a good ally, but its policy needs to be better balanced. 12. (C) Ambassador replied that the USG recognizes that the PML-N is a secular party, and when President Bush said he didn’t know Nawaz, that was the truth as they have no history together. She promised to convey Nawaz’s messages to Washington. The U.S. is neutral on the elections and we will work with whomever the Pakistani people elect. Our primary focus was the deteriorating security situation in the tribal areas and now in the settled areas. We were concerned that we were not winning this war, and we needed to work together with Pakistan to defeat militant extremism. The best way to do that was with a government chosen through free and fair elections. 13. (C) Selective history and idealism aside, our sources continue to believe that Nawaz will not boycott the election because most of his party wants a chance to return to power. The government’s decision to reject the nomination papers of Shahbaz (and subsequently Nawaz) will not help convince PML-N ISLAMABAD 00005138 003 OF 003 to participate. Nawaz does not appear to have thought through the option of taking a boycott to the streets. His party was not able to deliver mass demonstrations when he was deported September 10, and his party structure after eight years in exile is weak. His subtle message was that he was counting on the Army to step and remove Musharraf after street demonstrations. We are concerned that this option would introduce violence and uncertainty that, again, would distract from our primary mission of fighting extremism. But we have little leverage over Nawaz and should concentrate our efforts in reinforcing what appears to be Bhutto’s decision to participate in elections. If she goes forward, we still believe that Nawaz will–however reluctantly–follow suit. PATTERSON<ANN W.>

Living like a king — Sharif’s litany of abuses

While constantly pleading with expatriate Pakistanis to send their hard-earned dollars to their motherland, former prime minister Nawaz Sharif caused a dent of at least Rs 110 crore to the national exchequer through the 28 foreign trips he undertook after assuming power on February 17, 1997.

Official documents seen by the News Intelligence Unit (NIU) disclosed that about Rs 15 crore were spent from the tax-payers money for Nawaz Sharif’s six Umra trips. For almost each of his foreign visits, Nawaz Sharif used his special Boeing plane that he had promised to return to PIA for commercial use in his famous national agenda speech in June last year.

Almost unbelievably, instead of keeping his promise to return this special aircraft to PIA, Sharif ordered an extravagant US$1.8 million renovation of his aircraft that turned the Boeing into an airborne palace. While reading sermons on austerity to the nation on almost every domestic tour, on this aircraft — on which all the seats were in a first class configuration — Nawaz Sharif and his entourage would always be served a specially-cooked, seven-course meal. PIA’s former chairman Shahid Khaqan Abbasi had, in fact, hired a cook who was familiar with Sharif’s craze for a special type of ‘Gajrela’ (carrot dessert).

While aboard his special plane, Sharif was always served ‘Lassi’ or Badami milk in a Mughal style silver glass by a crew of his choice. Even on domestic flights, Sharif and his men would be served with Perrier water, not available even to first class domestic passengers. The towels he would use on board, had golden embroidery.

Not for a moment, after making his historic promise to the nation in June last year for leaving the palatial prime minister house for a modest residence in Islamabad, did Nawaz Sharif show any intention to leave the prime minister’s palace. On the contrary, soon after that speech, the Prime Minister House received fresh supplies of imported crockery and groceries.

Some of the permanent in-house residents were Sharif’s personal friends, including one Sajjad Shah who used to crack jokes and play songs for him. Sharif’s little-known political mentor Hasan Pirzada, who died last month, always lived at the Prime Minister House. Sources estimate that Pirzada’s daily guest-list to the PM House numbered around 100 people who were always served with meals or snacks.

In the first year of Nawaz Sharif’s second term in power, Hamid Asghar Kidwai of Mehran bank fame, lived and operated from the Prime Minister House until he was appointed Pakistan’s ambassador to Kenya.

While making unending promises of instituting merit in all appointments and selections, Sharif played havoc with the system while issuing personal directives by ordering 30 direct appointments of officers in the Federal Investigation Agency (FIA). While Sharif was ordering these unprecedented direct appointments, his crony Saifur Rahman was seeking strict punishment and disqualification of former prime minister Benazir Bhutto for making direct appointments in Pakistan International Airlines.

Out of these 30 people who were directly appointed on posts ranging from deputy director to inspector in the FIA — without interviews, examination or training — 28 were from Lahore and were all close to the Sharif family or his government. One of the lucky inductees was a nephew of President Rafiq Tarar.

Nawaz Sharif had such an incredible liking for his friends from Lahore or Central Punjab, that not a single non-Central Punjabi was included in his close circle, both at the political or administrative levels in the Prime Minister’s Office. At one point, during his tenure, there was not a single Sindhi-speaking active federal secretary in Islamabad.

For about the first 18 months of Sharif’s second term in office, 41 of the most important appointments in Pakistan were in the hands of individuals who were either from Lahore or Central Punjab, despite the total lack of representation of smaller provinces in State affairs. Sharif stunned even his cabinet by choosing Rafiq Tarar for the post of President.

Unknown-7His activities were almost totally Lahore or Punjab focussed, reflected by the fact that in the first 16 months of power, he had only one overnight stay in Karachi. Conversely, he held an open Kutchery on every Sunday in Lahore, a gesture he never showed in any of the smaller provinces.

Nawaz Sharif, who had always promised a ‘small government’ ended up with no less than 48 people with the status of a federal minister in his cabinet. Ironically, less than fifteen per cent of the people in 49-member cabinet came from the three smaller provinces.

While anti-corruption rhetoric always topped his public speeches, Nawaz Sharif demonstrated tremendous tolerance for corruption as he completely ignored strong evidence laden corruption reports against Liaquat Ali Jatoi and his aides in Karachi.

Sources said that volumes of documents on the corruption of Liaquat Ali Jatoi, his brother Senator Sadaqat Ali Jatoi, the then Sindh health secretary and several of Liaquat’s personal staff members were placed before Nawaz Sharif, but he never ordered any action. These sources said that Nawaz Sharif also ignored evidence that showed Liaquat’s newly discovered business interests in Dubai and London.

Informed official sources said that Nawaz Sharif also ignored reports, even those produced by Shahbaz Sharif, about rampant corruption in the Ehtesab Cell (EC). Shahbaz Sharif and several other cabinet ministers had informed Sharif that Khalid Aziz and Wasim Afzal, Saifur Rahman’s right-hand men in the EC were involved in institutionalised corruption through extortion from Ehtesab victims and manipulation of the Intelligence Bureau’s secret funds.

Sources said that the Ehtesab Cell had issued official departmental cards to one Sarfraz Merchant, involved in several cases of bootlegging and another to Mumtaz Burney, a multi-billionaire former police official who had earlier been sacked from the service for being hand in glove with a notorious drug baron. Sharif was told that these two notorious individuals were serving as middle men between Khalid Aziz, Wasim Afzal and those sought by the EC both here and abroad.

Fully aware that Khawer Zaman and Major General Enayet Niazi were amongst the most honest and upright director generals of the FIA, he booted them out only to be replaced by handpicked cronies such as Major (Retd) Mohammad Mushtaq.

Sources said that while posting Rana Maqbool Ahmed as the Inspector General Police, Sindh, Nawaz Sharif was reminded by his younger brother Shahbaz Sharif about his reputation as one of the most corrupt Punjab police officers and also about his shady past. But Nawaz Sharif not only installed Rana as the IGP, but also acted on his advice to remove Gen. Moinuddin Haider as the Governor Sindh.

In a startling paradox, right at the time when the government media campaign was at its peak about the properties of Benazir Bhutto and Asif Ali Zardari in Britain, particularly Rockwood estate in Surrey, disclosures came to light about the Sharif family’s multi-million pound apartments in London’s posh district of Mayfair.

The apartment No: 16, 16a, 17 and 17a that form the third floor of the Avonfield House in Mayfair is the residential base for Sharif family in London. Records show that all those four apartments were in the name Nescoll Ltd and Nielson Ltd Ansbacher (BVI) Ltd, the two off-shore companies managed by Hans Rudolf Wegmuller of Banque Paribas en Suisse and Urs Specker — the two Swiss nationals alleged to be linked with Sharif’s offshore fortune.

In a knee-jerk reaction last year, Sharif first denied the ownership of those flats. Later, his younger son Hasan Nawaz Sharif said the family had leased only two of the flats, while their spokesmen, including former law minister Khalid Anwer, said that Sharif had actually rented those flats.

But what will count with legal experts is the fact that in their tax returns, none of the Sharif family members had ever showed any foreign ownership of any properties, nor had their tax returns listed payments for any rented apartments abroad.

“With the sale of these Mayfair apartments, you can buy three Rockwood-size properties of Asif Zardari,” commented a source, who added that Sharif’s third party owned properties in Britain may land them in a crisis comparable only with Benazir and Zardari’s cases abroad.

In another example of hypocrisy, while Sharif geared up his government’s campaign against loan defaulters in Pakistan, a High Court in London declared his family a defaulter and ordered them to pay US$ 18.8 million to Al-Towfeek Company and its subsidiary Al-Baraka Islamic Bank as payment for interest and loan they had borrowed for Hudabiya Papers Limited.

The court papers said that the Sharifs refused to make payments on the principle amount and instead directed official action against the Arab company’s business interests in Pakistan. Informed sources said that a few days before the fall of the Nawaz Sharif government on October 12, lawyers representing the Sharif family were busy in hectic behind-the-scenes negotiations with Al-Towfeek executives in London for an out-of-court settlement. These sources said that negotiations in London broke down soon after the army action in Islamabad.

While Nawaz Sharif deployed the entire state machinery and spent millions of dollars from the IB’s secret fund to prove money-laundering charges against Benazir Bhutto and her husband abroad, his government crushed any attempt by the FIA to move the Supreme Court of Pakistan against a decision handed down by the Lahore High Court absolving the Sharif family from money-laundering charges instituted against them by the last PPP government.

FIA officials who had investigated the money-laundering charges against the Sharifs faced termination from service, while the agency was told that even a decision to probe money-laundering was a crime. This particular case is likely to now go to the Supreme Court in the next few weeks.

Several inquiries against Sharifs pending with NAB  

ISLAMABAD – Some three corruption references and almost half a dozen inquiries were pending with National Accountability Bureau (NAB) and Accountability Courts against former Premier and PML-N President Mian Muhammad Nawaz Sharif and his other family members, but the same could not be reopened as the Division Bench of Lahore High Court Rawalpindi Bench had barred the NAB to proceed against Sharif family.

Officials in the National Accountability Bureau informed The Nation that the Division Bench of Lahore High Court Rawalpindi Bench consisting of Justice Ijazul Hasan and Justice Wahid Khan, an appellate forum of Accountability Courts, had barred the Accountability Courts to proceed against Mian Nawaz Sharif and other family members in these three cases in October last year. The preemptive move was made in the Division Bench of LHC Rawalpindi after the incumbent Chairman NAB Admiral (Retd) Fasih Bokhari was appointed despite the objection on his appointment was made through a letter written to President Asif Ali Zardari by Leader of the Opposition in the National Assembly Ch. Nisar Ali Khan.

Sources in the PML-N informed that they had secured stay order against reopening of these cases from the Appellate Court only to prevent the PPP-led coalition government to use these cases for arm twisting of the PML-N leadership though NAB.

So an application for early hearing of their petition, pending with the court for past several months, was initiated and the very next day of moving of the application by AkramSheikh Advocate stay against the opening of these cases was secured from the Division Bench of LHC Rawalpindi.

All the three cases-Hudaybia Paper Mills,Ittefaq Foundries and Assets reference—were framed against Mian Nawaz Sharif and his family members after dislodging of his elected government in 1999 and during year 2000 and initially all the three cases had been fixed for trial at Accountability Court Attock where Mian Nawaz Sharif and his brother MianShahbaz Sharif were kept after the dislodging of their government. All these cases were adjourned sine die under some clandestine deal when Mian Nawaz Sharif and his family was exiled to Saudi Arabia.

These cases were reopened in year 2007 when the Supreme Court allowed Mian Nawaz Sharif to return back to Pakistan but once again he was sent back to Saudi Arabia moments after he landed here at Islamabad Airport.

The request for the reopening of these cases was again made in year 2010 when the then Prosecutor General NAB Dr Danishwar Malik had moved an application seeking reopening of these cases on the plea that as the accused in these cases had returned back to the country so the cases against them should be reopened. But the matter once again went into limbo when the Accountability Court Rawalpindi No. 1 judge directed the Prosecutor General to furnish the request for reopening of these cased duly signed by Chairman NAB but as the slot of Chairman NAB was vacant and once again the court had adjourned these cases sine die. In State vs Hudaybia Paper Mills (Pvt) Ltd-nine members of the Sharif family were accused of committing a corruption of Rs 642.743 million.

As per NAB allegations the accused had secured loan against the Hudaybia Paper Mills and later used this money to pay off the loans of other companies owned by the Sharif family. Mian Muhammad Sharif, Mian Nawaz Sharif, Mian Shahbaz Sharif, Mian Abbas Sharif, Hussain Nawaz, Hamza Shahbaz Sharif, Mrs Shamim Akhtar (Mother to NawazSharif), Mrs Sabiha Abbas, Mrs Maryam Safdar and former Federal Minister Ishaq Dar were the accused in this reference.

In State Vs Ittefaq Foundries etc, Mian Nawaz Sharif, his brother Mian Abbas Sharif and Kamal Qureshi were charged with the willful default of Rs 1.06 billion.

The main allegation against the accused in this case was that M/s Ittefaq Foundries Ltd obtained cash finance from National Bank. As per NAB allegations, the company willfully defaulted to pay back the amount in 1994. In State vs Mian Muhammad Nawaz Sharif etc is about the Raiwind assets.

Main allegation in this reference is that the accused had acquired vast tracts of land on which a number of palatial houses and mansions were constructed with less resources, which appeared to be grossly disproportionate to their known sources of income. As per NAB allegations, there involved an amount Rs 247.352 million that is under question. Apart from Mian Nawaz Sharif, his mother was also an accused in this case.

There are six investigations against Sharif pending before the NAB following Chairman NAB’s order. These pending investigations included; case of illegal appointments in theFIA against Mian Nawaz Sharif; misuse of authority by Nawaz Sharif as ex-Chief Minister Punjab in the construction of road from Raiwind to Sharif family house causing loss of Rs125 million; Sharif Trust case against Nawaz Sharif/Sharif Trust involving allegation of money laundering, misappropriation of trust funds and acquisition of benami assets in the name of Sharif Trust; London properties case against Nawaz Sharif and others regarding owning of Aven Field properties in London; Illegal appointments in PIA allegedly byMian Nawaz Sharif, and corruption in the allotment of Lahore Development Authority (LDA) plots involving ex-CM Nawaz Sharif, ex-DG LDA Brig (Retd) Manzoor Malik, ex-Director Estate and Shahid Rafi.

Two pending inquiries against Sharifs in the NAB included a complaint of allotment of LDA plots and another complaint about alleged misappropriation of government property by allotting 12 plots to Mian Attaullah instead of one in Gulshan Ravi Scheme ,thereby, causing loss of Rs 20 million to the State.

It is pertinent to mention here that Mian Muhammad Nawaz Sharif and other accused in plane hijacking and helicopter case were acquitted

20110509In 2000, Gen,(R) Musharraf’s dictatorship received $668  Million Loan from IMF, according Ahmed Rashid. There been no accountability of how the money was spent from this loan. The money seems to have disappeared into thin air. Pakistani people are left holding the bag.  IMF tranche was taken out ostensibly to prevent  Musharraf’s military regime from having to defaulting on its foreign debt. The government of Nawaz Sharif refused to implement IMF conditions. Even though, the Musharraf military regime had carried out some reforms including devaluation of the rupee, raising prices of petrol, gas and electricity and trying to broaden the tax base.

At present just over 1.6 per cent of the population pay income tax and the country is in a dire debt trap while its economy remains in acute recession.

Thousands of wealthy Pakistanis moved their assets since Musharraf’s military coup, and local and foreign investment came to a standstill.

During Musharraf’s time, an Islamabad based Western diplomat is quoted as saying:  “The key to success is whether Gen Musharraf will use the breathing space given by the IMF to carry out meaningful economic and social reforms, which so far he has balked at doing.”

The IMF at that time was  demanding a one third increase in poverty alleviation, money that will have to come from cuts in defence or military budget and in the bureaucracy.

His other appointments at the IMF have included: Director, Special Operations in the Office of the Managing Director; Senior Advisor, Policy Development and Review Department; Assistant Director, European Department; and IMF Resident Representative in Sri Lanka.His additional work experience includes: Special Advisor to the Governor of the Reserve Bank of India (I.G. Patel and Manmohan Singh); Senior Economic Advisor to the Vice President, Asia Region, the World Bank; Adjunct Professor at Georgetown University; and sometime lecturer in Bombay University.

Jewish Director,Mr. David Lipton assumed the position of First Deputy Managing Director of the International Monetary Fund on September 1, 2011. He served as a Special Advisor to the Managing Director of the International Monetary Fund starting July 26, 2011 before assuming his duties as First Deputy Managing Director.

 

If Nawaz Sharif turns to IMF, Anoop Singh and David Lipton will focus on cutting Pakistan’s Defence Spending, Nuclear, and Ballistic Missile Programs. Jews and Indians never forget their primary goal is not to serve the interests of the institution like IMF, they represent. Their primary goal is to serve their own hidden agenda to their nations and religious affiliations.

Pakistan for any loans to bail out the current Nawaz Sharif government.

China: The only Hope 

The West will also be demanding that the government should repress Islamist fundamentalists and terrorism, improve Pakistan’s appalling human rights record, moderate its policy towards India and cease military support for the Taliban in Afghanistan( a figment of Western imagination and Indian propaganda).

Nawaz Sharif is willing to accept all Western surrogate lender IMF’s conditionalities. While, a dictator Gen.(R)Musharraf resisted IMF conditionalities,

Nawaz Sharif is eager and willing to oblige, while Pakistani people get the short end of the stick.

To Nawaz Sharif, power is an opiate, which increases his wealth and Pakistan is his money machine or ATM.

He will act as if he is a friend of China, he will work against Chinese interests. His first stealth act of treachery against China, will be in the form of foot-dragging on the Gwadar Port Agreement. He will delay Chinese help on the Reko Diq Project. He will also use dilatory tactics in the Power Sector, and do his utmost to politically sabotage the chashma III IV projects. He will appear overly friendly to China, but, he carries a dagger to stab China in the back.
 
People in Pakistan love and trust you and hate your enemies. Rely on the trust of people of Pakistan.  In the next five years, Nawaz Sharif will try to disengage from China in a stealth mode. He is completely in the corner of your enemies. One day, when Pakistani people are free from US servitude, under their agent Nawaz Sharif, China will Rise again in every Pakistanis heart. Till, then please wish us well well, so that we come out of this nightmare Kashmiri  Nawaz Sharif’s yoke.

Can Pakistan witness an Egyptian style revolution?

Every Pakistani is willing to spend hours on criticism; what if they spent the same time taking charge of things instead?PHOTO: AFP

Mohamed Bouazizi was a Tunisian street vendor, who poured fuel over and set himself ablaze in an elegant double-storey building with arched, azure shutters. The hard-scrabble loitered in the hospital for a few hours before breathing his last breath. His self-immolation became a catalyst for the Tunisian revolution.

Khalid Mehboob, a depressed and dejected father of six, jobless and poor, self-immolated himself outside Karachi Press Club. Unlike Tunisia, normal life sustained in Pakistan.

According to the annual Human Rights Commission of Pakistan (HRCP), 12,580 people were killed all across Pakistan in 2010. Thousands of innocents fall prey to sectarianism, ethnocentrism, drone attacks, abductions and judicial killings every year. Between August 24 and September 26, 2011, 166 people committed suicide in Pakistan.

So why doesn’t Pakistan tread the same road as Egypt or Tunisia? Why don’t we have throngs of protestors on our streets? Why aren’t the establishment and the existing political forces on the verge of a collapse?

There are two types of Pakistanis with two types of thought engines apparently.

The first type of Pakistanis believe in an external locus of control and they attribute the nation’s shortcomings to their sins; thanks to religious agitators.

The second type thinks that the establishment is the reason we have never prospered as a nation. Every Pakistani is willing to spend hours on criticism; what if they spent the same time taking charge of things instead?

Pakistan’s ruling political parties have had years of experience trying to assert themselves over the powerful establishment, and they have learnt their lessons the hard way, no doubt. Nawaz may threaten mass protests but he fears the military taking over at the back of his mind.

Don’t we remember that street power played an imperative role in the resignation of ex-president Pervez Musharraf in 2008?The movement which was spearheaded by the legal community, paved way for the same old political demagogues.

Pakistani people protest for a change in government, but not for a complete wipeout of leadership.

Loyalty to one’s leader is imperative in Pakistan and don’t you think otherwise. The masses protest on the orders of their leadership which, obviously, would never aim to wipe itself out.

Political parties in Pakistan are still an effective tool for political mobilisation and association. Unlike Egypt and Tunisia, Pakistan is witnessing the emergence of a civil society. Pakistani media ─  no matter how much it believes in propaganda and sensationalism ─  is still free to a great extent. Many anchors have gone beyond limits to criticise the existing regime and the establishment even. This is surprising as Egypt is the most deplorable and Tunisia is the most repressive country for journalists if compared to Pakistan.

The most commonly missed things are those that are right in front of our eyes. In all the commotion, we have failed to notice that there is a process underway; a journey to democracy and power distribution. The existence of a free press, elections, political party system and a defying judiciary has enabled Pakistan to survive in these tumultuous times. According to Pakistani political pundits, the existing political structure is better than an unknown political order.

The conclusion is clear; Pakistan may see a lot of political instability in the future, but it is unlikely to witness an Egyptian style revolution.
