Burhan Wani’s (Shaheed) Blood Gave New Impetus to the Kashmir Movement

The first death anniversary of Burhan Wani, Commander of Hizb ul Mujahideen is approaching on July 8, 2017. Since he was an iconic figure of the freedom movement, it is expected that his anniversary would be observed on a large scale in the Indian-occupied Jammu & Kashmir. Widespread protests are expected to be held. The Indian occupation forces, as usual, are likely to use brute force including live ammunition and pellet guns against the protestors which may result in casualties.

 

Last year, after the killing of Burhan Wani, widespread and spontaneous protests erupted throughout the Indian Occupied Kashmir. In order to control the mass movement, the Indian occupation forces unleashed a reign of terror against the civilians. As a result, more than 200 people embraced martyrdom and around 20,000 got injured. Many became permanently blind due to pellet guns shots. Curfew remained imposed for more than four months. Around 12,000 people were arrested or detained.

 

The bloodshed is still on and God knows how many more Kashmiris will lose their lives at the hands of Indian forces.

 

Wani, in his early 20s, had become the face of the struggle in Kashmir and over the last five years was using social media like Facebook to reach out to young Kashmiri men to continue their movement for the independence of Kashmir. He became the voice of the Kashmiri youth and his popularity irritated New Delhi.

 

Undoubtedly, Burhan Wani was a great voice for freedom of the Indian-occupied Kashmir. Hence, the planned killing of Burhan Wani triggered protest throughout the valley.

 

The terrible and heinous massacre of Muslim populace of the Indian Controlled Kashmir is continuing since seven decades without any break. Unfortunately, the callous insensitivity of international community is encouraging India to cross all limits of gross human rights violations. It is not that international community is unaware of atrocities, being unleashed on people of Indian Held Kashmir—it is rather the vested interest of Western governments to remain mute just to please India.

 

Instead of accepting the existing reality, New Delhi resorts to implicating Pakistan for Kashmiri uprising. Indian allegations against Pakistan are a ploy to hoodwink the international community on Kashmir issue and a blanket to hide state-sponsored atrocities on innocent people of Kashmir.

 

The International community must realise the plight of the Indian Occupied Kashmir and their people. Kashmir has been under unlawful Indian occupation since October 1947. The people of Jammu and Kashmir have been granted the right of self-determination under the UN Charter, and under several UN Security Council resolutions, more specifically under UN (UNCIP) resolution of August 13, 1948, and January 5, 1949. These along with subsequent UN resolutions have affirmed that the question of accession of the State of Jammu and Kashmir to India or Pakistan will be decided through the political democratic method of a free and impartial plebiscite. Unfortunately, the stalwart supporters of human equality and advocates of preservation of human rights have done little to resolve decades-long Kashmir dispute. It is sad to admit that death of few animals aired by international media can bring tears in the eyes of people, but no heart moves on the genocide of innocent Kashmiris. These double standards are a drag to international efforts on global peace.

 

 

 

 

 

 

 

 

 

In this regard, Leonardo Boff has rightly said, “The eternal destiny of human beings will be measured by how much or how little solidarity we have displayed with the hungry, the thirsty, the naked and the oppressed. In the end, we will be judged in terms of love.”

 

However, a peaceful, negotiated settlement of Kashmir dispute in accordance with UN resolutions should rank top on UN’s agenda. In order to find a swift and legal solution of Kashmir issue, the international community must stand with people of the Indian-held Kashmir. New Delhi should also realise that no freedom movement has ever been suppressed with force and Kashmir is no exception.

 

Balochistan has shown solidarity with Kashmiris on July 14, 2017. Huge rallies in all parts of Balochistan occurred to demonstrate unity with Kashmiris against crimes committed by India in the Indian Occupied Kashmir. Youth including universities, colleges and schools mobilised with civil society. Local leaders addressed the rallies to give a clear message of support to the Kashmiris.

 

 

 

Nevertheless, various forms of state terrorism have been part of a deliberate campaign by the Indian army and paramilitary forces against Muslim Kashmiris, especially since 1989. It has been manifested in brutal tactics like crackdowns, curfews, illegal detentions, massacre, targeted killings, sieges, burning the houses, torture, disappearances, rape, breaking the legs, molestation of Muslim women and killing of persons through a fake encounter.

 

In fact, Indian forces have employed various draconian and controversial laws like Armed Forces Special Powers Act (AFSPA) and the Public Safety Act (PSA) etc. in killing the Kashmiri people, and arbitrarily arrest of any individual for an indefinite period.

 

Besides Human Rights Watch, in its various reports, Amnesty International has also pointed out grave human rights violations in the Indian-controlled Kashmir, indicating, “The Muslim majority population in the Kashmir Valley suffers from the repressive tactics of the security forces. Under the Jammu and Kashmir Disturbed Areas Act, and the Armed Forces (Jammu and Kashmir) Special Powers Act and Public Safety Act, security forces personnel have extraordinary powers to shoot suspected persons.”

 

It is mentionable that under the cover of draconian laws, most of the times, the majority of the popular pro-movement leadership is detained or house-arrested by the Indian security forces, and mostly, without prior orders from the higher authorities. As per a Kashmiri human rights group, Voice of Victim (VOV), a total of 1 471 torture centres are operating in the Indian Controlled Kashmir were arrested Kashmiri leaders and the youth are subjected to severe torture.

 

Nonetheless, Burhan Wani’s blood has given a new impetus to the Kashmir movement which continues unabated against the occupying forces of India.

MUSLIM Institute organized a rally from China Chowk to National Press Club Islamabad on Kashmir Solidarity Day, February 05, 2017. Chairman MUSLIM Institute, Sahibzada Sultan Ahmad Ali, MNA & Chairman Standing Committee on Kashmir & Gilgit Baltistan, Malik Ibrar Ahmad, Leaders of All Parties Hurriyat Conference Ms. Shameem Shal, Mr. Ghulam Nabi Butt and others led the rally and shared their views. A large number of people from different walks of life including civil society, politicians, students, lawyers and journalists actively participated in the rally. Participants of rally chanted slogans while carrying placards and banners inscribed with the demands for the immediate end of brutalities of Indian forces in IOK, right of self-determination for Kashmiris as well as profound tributes to their struggle for independence. They also displayed solidarity with Kashmiris and condemned state terrorism by Indian forces in the occupied territory while demanding serious efforts by the international community for the settlement of the Kashmir issue.

Speakers expressed their views that in past 69 years particularly in last eight months India is involved in state terrorism in Indian occupied Kashmir (IOK), and used barbaric force to suppress Kashmiris and by the use of pallet guns blinded young people and innocent children and artificial food scarcity is created in the state. By imposing black laws and employing violent force Indian occupying forces are brutalizing Kashmiri people despite the fact that Kashmiri people have not surrendered in front of brutal force and with each passing day Kashmir movement is getting more zeal and zest. The steadfastness of Kashmiris has proved that they are not going to accept any option other than freedom. Even in the cross firing Kashmiris raise the slogan that we will take freedom, freedom is our right, we will snatch freedom and Kashmir will become part of Pakistan.

Due to state terrorism, India has gained no support on an international level and no one supports India’s stance on this issue. Through its propaganda machine, India wanted to show the world that Kashmir struggle is terrorist and separatist movement but badly failed. Contrary to this the just and peaceful Kashmiri struggle is getting support in United Nations and Europe. International media is denied any access in IOK despite the fact atrocities committed against Kashmiri people are being condemned at international level. The prevalent situation of blatant violations of Human rights in IOK also urges for an unbiased investigation. Kashmir freedom movement has proved to the International world that Kashmiri people are brave, high-minded and freedom fighter and who didn’t compromise their determination of freedom for any greed or compensation. This is the reason why hearts of Pakistani people beats with Kashmiri people and Pakistanis are standing alongside Kashmiris till the Day of Judgment. As the Pakistani flag is waived on the funerals of Kashmiri likewise Pakistanis support Kashmiri people and will leave no stone unturned for their right and will offer any kind of sacrifice. Souls of Pakistanis shiver when Kashmiris raise the slogans ‘Kashmir will become Pakistan’.

An analysis of Kashmir issue from historical viewpoint manifests that India promised Kashmiris the right of self-determination under the umbrella of United Nations’ Security Council. Recorded assertions of former Indian Prime Minister Jawahar Lal Nehru in UN further strengthen this precept. Later on, Indian leadership averted back from its promises and started declaring Kashmir as its integral part. UN resolutions clearly endorse the plebiscite in the presence of a neutral observer and Kashmiris will be free in choosing their accession with Pakistan or India. Indian dogmatism has been the sole impediment regarding UN’s failure in implementing resolutions addressing Kashmir dispute. Quaid-e-Azam declared Kashmir jugular vein of Pakistan just because of cultural and ideological association between Kashmiris and Pakistanis even Pakistan’s land is dependent upon rivers flowing from the valley of Kashmir. India is tightening its perpetual hold over the valley day to day. It does not care about the brutality of machinations committed against Kashmiris in order to prolong its hold. India is further machinating to subdue the special constitutional status of Kashmir which is absolutely illegal and immoral. Furthermore, the international community has also condemned it.

Speakers stressed upon the Pakistani government to further escalate efforts in order to re-energize Kashmir issue at international level. They further emphasized the need of encouraging diplomats designated in foreign embassies to highlight political, diplomatic and historical perspectives regarding Kashmir issue in front of the international community in general and international leaders in particular. The government of Pakistan should make it clear to the international community that regional peace is directly proportional to the settlement of Kashmir issue. India and Pakistan hold nuclear arms and there exists potential threat of becoming Kashmir dispute, a nuclear flash point. The issue should immediately be resolved in accordance with UN’s resolutions. Re-structuring of Kashmir committee is of prime importance, it will help in highlighting the issue at parliamentary level. In the wake of the world becoming a global village, it is our social as well as moral responsibility to mobilize all possible means to highlight the issue, particularly on social media.

With the end of rally, Chairman Muslim Institute, Sahibzada Sultan Ahmad Ali visited United Nations Office in Islamabad and presented memorandum of Kashmir issue to resident coordinator UN, Mr. Neil Buhne, addressing to the Secretary-General of United Nations, António Guterres to take notice of the recent cruel actions of India in IOK, which also stated that wails and woes of Kashmiri people, struggling for their right of self-determination remind UNO to play its role to resolve the issue according to UNSC resolutions by providing the basic human right (right of self-determination) to the people of Jammu & Kashmir.

India’s Kashmir Map Issue

In the earlier this month, the draft bill which was up for public consultation was published on the Indian home ministry’s website. It suggests that anyone distributing a map the Indian government deems to be wrong and could be liable for a billion-rupee fine and jail time. Through passage of this bill, the Indian government would be able to penalize individuals and organizations who depict Jammu and Kashmir as a disputed territory as per the United Nations Security Council (UNSC) resolutions.

 

 

 

 

 

 

 

Pakistan foreign ministry on May 17 has expressed serious concerns to the UNSC) and UN secretary general through letters with regard to the Indian government’s efforts to introduce a controversial ‘Geospatial Information Regulation Bill’ in the Indian Parliament which aims to restrict geographical depictions of India and disputed Kashmir to those that are government-approved. The letters elaborated that in violation of UNSC resolutions, the official map of India has been depicting the disputed territory of Jammu and Kashmir as part of India which is factually incorrect and legally untenable. The letters also called upon the UN to uphold the UNSC resolutions on Kashmir and urge India to stop such acts which are in violation of international law.

 

 

 

 

 

 

 

 

 

 

In this respect, Pakistan’s foreign office spokesman pointed out “We have urged the international community and the United Nations to fulfill their commitment with the people of Jammu and Kashmir by holding an independent and impartial plebiscite under UN auspices.”

 

It is notable that during the partition of the Sub-continent in 1947, the ruler of Jammu and Kashmir, Hari Singh, in connivance with Indian Prime Minister Jawaharlal Nehru and Governor-General Lord Mountbatten, had decided to join India, quite contrary to the wishes of the majority of Kashmiris.

 

When a contention arose between India and Pakistan on the Kashmir dispute in1948, India took the issue to the United Nations Security Council and offered to hold a plebiscite in the held Kashmir under UN supervision. On February 5, 1964, India backed out of its promise. Instead, in March 1965, the Indian Parliament passed a bill, declaring Kashmir a province of India.

 

While passing through various phases, the struggle of Kashmiris which has become an interaction between Indian state terrorism led by the Indian security forces and war of liberation by the freedom fighters, keeps on going unabated.

 

Despite the employment of various forms of state terrorism by the Indian security forces, war of liberation intensified since 1989.

 

A report on human rights violations by Indian Army and its paramilitary forces in Indian-held Kashmir disclosed that since 1989, there have been deaths of 93,274 innocent Kashmiris, 6,969 custodial killings, 117,345 arrests and 105,861 destructions of houses. Indian brutal security forces have orphaned over 107, 351 children, widowed 22,728 women and gang raped 9,920 women.

Particularly in 2008, a rights group reported unmarked graves in 55 villages across the Indian occupied Kashmir. In this context, in August, 2011, Indian Jammu and Kashmir State Human Rights Commission (SHRC) officially acknowledged in its report that innocent civilians killed in the two-decade conflict have been buried in unmarked graves. Notably, foreign sources and human rights organizations including Association of Parents of Disappeared Persons (APDP) have pointed out that unnamed graves include thousands of innocent persons, killed by the Indian military and paramilitary troops in the fake encounters including those who were tortured to death.

 

It is mentionable that leader of the Bharatiya Janata Party (BJP) and Prime Minister of India Narendra Modi has taken various steps to strengthen Indian illegal control on Kashmir. The Modi regime hurriedly decided to forcibly annex disputed territory of the State of Jammu and Kashmir, uncovering its intentions to wrap up the article 370 of the Indian constitution which ensures a special status to J&K. Therefore, United Nations Military Observer Group India and Pakistan in New Delhi was asked to vacate official accommodation. In fact, BJP government‘s long term strategy is to affect demographic changes in the Indian occupied Kashmir by composition of the region—predominately with Hindu population.

 

During one year of People’s Democratic Party (PDP)-BJP alliance government in the Indian Occupied Kashmir, BJP in aid of RSS has furthered its agenda of complete integration of Kashmir into India. Though legal experts of India and IOK High Court have clarified the permanent status of Article 370 of Indian Constitution, BJP’s agenda of trifurcations is still on table. In this context, BJP is in hot pursuit of Mission 44+in IOK Assembly elections 2020. However, short of that, BJP and RSS are busy in changing religious identity of the State. For example, special concessions were given to expand the horizon of Amarnath Yatra to project that Hindus have greater stakes in IOK than Muslims.

 

Special efforts are being made for demographic engineering in the State. For instance, West Pakistan Refugees have been recruited in the Indian Armed Forces from IOK quota. Allocation of lands for separate cities for repatriating Hindu Pundits and allocation of INR 2 million for rehabilitation of each Pundit family in the Valley are aimed at creating Hindu constituencies in a thorough Muslim region of the Valley through delimitations.

 

Kashmiri Hurriyat leadership has been suppressed by the PDP-BJP government by not allowing them to organize rallies for demanding freedom and expressing love for Pakistan. Their leaders were detained in Police Stations or kept under house arrests during all important events.

 

Detention of Masarat Alam, even after acceptance of bail by IOK High Court, exhibits coercive mechanics of Indian forces/police in the State.

Indian malicious intent is evident from the blame game against Pakistan for every internal security issue, merely to avoid serious dialogue on bilateral issues as well as the humanitarian crisis in Kashmir. Pakistan is committed to the just and democratic solution of the Kashmir issue, which is plebiscite, however, India has never been serious in resolution of the dispute, neither through bilateral dialogue nor involving third party mediation nor by abiding by the UN resolutions.

Nevertheless, India’s Kashmir map issue shows that New Delhi is quite non-serious in settling the Kashmir dispute with Islamabad. Hence, the US-led major powers must take action on Indian negative measures, as Kashmir remains the nuclear flashpoint in South Asia.

The problem was a cover story about the border dispute between India and Pakistan in Kashmir, one of the world’s most militarized regions. The report included a map showing the territory claimed by either side without taking a position on their territorial claims. The Indian authorities nonetheless insisted on a white sticker being placed over the map in each copy sold in India, depriving the country’s readers of a factual analysis of the border dispute.

The Indian government often uses a 1961 law amending the criminal code’s national security provisions in order to censor maps showing Kashmir’s disputed border. It has usually settled for putting a “not recognized by India” sticker on the maps, but in recent years it has toughened its information control policies, going so far as to block the import and distribution of copies of the Financial Times and The Economist in December 2010 because they contained maps of Asia that were “not consistent” with the government’s position.

Territorial disputes continue to be a highly sensitive subject for India’s government. When the Chinese foreign ministry issued new passports in November 2012 with a map of China on pages 8 and 46 showing territory claimed by Vietnam, Taiwan, Philippines and India as Chinese, all of these countries protested but India was the only one to respond by producing new visas for Chinese citizens with a map of India that showed its version of the Sino-Indian border dispute.

According to Dr. Riaz Ali Shah’s diary, Quaid-e-Azam said, during his illness in Ziarat, “Kashmir is the Jugular vein of Pakistan and no nation or country would tolerate its Jugular vein remains under the sword of the enemy”. Not only the Jugular vein of Pakistan but also that of Kashmiri community in particular has been under the sword of the enemy for the last sixty eight years. Quaid-e-Azam’s interest in Kashmir is evident from the fact that he explained the significance of the name of Pakistan to Mountbatten on May 17, 1947 as “The derivation of the word Pakistan– P for Punjab; A for Afghan (i.e. Pathans of NWFP); K for Kashmir; I for nothing because that letter was not in the word in Urdu; S for Sindh and Tan for the last syllable of Baluchistan”. was no one to heed their hues and cries. Quaid vociferously condemned the Indian aggression on Kashmir. He wanted the peaceful settlement of the dispute but he was also determined to go to any extent to liberate Kashmir from Indian clutches, which is evident from his bold step to issue orders to the then Commander-in-Chief of Pakistan Army, General Douglas Gracey to dispatch troops to Jammu and Srinagar.

Quaid-e-Azam supported the Kashmir cause even before the independence of Pakistan. It was his desire that Kashmiris especially Muslims should get their socio economic rights and justice. During the period of Dogra Raj in Kashmir Muslims were dealt in very cruel manner, women were treated like herd of animals. In 1926 when Quaid visited Kashmir he came to know that Kashmiri Muslim sent a delegation to the then viceroy and submitted a memorandum to take notice of the miseries of Kashmiri people. That delegation when returned they were tortured, their lands were snatched. When Quaid came back, a unanimous resolution was passed in the meeting of Muslim League at Lahore, which addressed maharaja to take care of the educational and economic rights of the Muslims. Allama Iqbal was also on the same footings as Quaid, taking notice of the maltreatment of Kashmiris, in 1931 president of Muslim League Allama Iqbal declared that Muslims of Sub continent should observe 14 August as the Kashmir day. 

Quaid’s three visits to Kashmir show that he had deep interest in Kashmir and its politics. Regarding Srinagar visit of the Quaid-e-Azam in 1944, Alastair Lamb says ”M.A. Jinnah, unlike Jawaharlal Nehru was extremely reluctant at this period of time to involve himself directly (or the Muslim League which he headed) in the internal affairs of the Princely State; such action would in his eyes have been constitutionally improper.

Quaid-e-Azam never took stand on any such issue which was unrealistic. When a leader after long experiences takes a decision, then such decisions are ideologically very strong. Quaid e Azam after long period of time took firm decision on Kashmir. As Quaid took resolute decision on the mission of Pakistan and then translated it into actuation and finally achieved his goal. After Quaid-e-Azam we can’t see any such sort of commitment in case of Kashmir. 

India was very particular to grab Jammu and Kashmir. ‘Two-Nation Theory’ is the basis of the Ideology of Pakistan but Indian Hindu leaders tried their best to negate it. They also tried to influence Quaid-e-Azam so that he may leave his stand on ‘Two-Nation Theory’ but Quaid remain rock-like on his stance. Therefore in a bid of disapproving ‘Two-Nation Theory’ India occupied Jammu and Kashmir by force as Jammu and Kashmir was Muslim majority state contiguous to Pakistan. People of Kashmir knew very well the importance of ‘Two-Nation Theory’ and are committed to it till date. Quaid cautioned Sheikh Abdullah of Kashmir that he is playing in the hands of congress and he would regret one day and the time proved Quaid’s words. India kept ill-treating Kashmiri people and sheikh Abdullah was also not rewarded for his services. Kashmiri leaders believe that sheikh Abdullah’s lust of power exacerbated the Kashmir issue. 

Quaid was man of principles. He succeeded because of his commitment and unwavering belief in mission of Pakistan and today we need same commitment and determination. Deviation from Quaid’s vision will be extremely detrimental to stability of Pakistan if Kashmir don’t integrate with Pakistan then Pakistan will have to face grave challenges in future.

Pakistani leadership should remain steadfast on its just and long held stance that Kashmiris should be given right of self-determination. Without resolving outstanding issue of Kashmir, peace and prosperity in south Asia could not be achieved. Our policy makers need to follow the Quaid’s vision on Kashmir. Pakistan should always give priority to the Kashmir issue in any dialogue process with India. On the basis of Quaid’s vision on Kashmir, today we also need to design a concrete national policy on Kashmir and successive governments should follow it consistently. The current government should take firm stand and boldly express its principle stance on every forum as Quaid did in his life to defend two nation theory and Kashmir issue.

India has eroded all the state nomenclature (independent institution) of Jammu & Kashmir to bring it at par with other Indian states and to remove its special status. India wants to settle the Hindu migrants in Jammu & Kashmir to change its demography to dilute the Muslim majority status; therefore Pakistan should raise voice against this blatant violation of Justice and fair play.

After speakers expressed their views, interactive session was held and speakers answered various questions in detail. Gist of the same has been given as what follows:

Kashmir issue is not an issue of territory but the right of self-determination of people of Jammu and Kashmir. It is not merely an issue of brutalizing Kashmiri people though this problem is a part of Kashmir issue. Still if India stops brutalizing the people of Kashmir, political issue of independence remains unresolved. Including the above mentioned points, a national policy should be formulated and tabled in the cabinet. Approval of the cabinet is mandatory thus it may become a guiding principle and nobody shall have the right to deviate from it. As whoever comes to power, disregard previous policies and tries to evolve new strategies. Same is the case with the policy of Kashmir.

We should fearlessly express our support to the struggle of people of Kashmir. Emphasis on the fallacy that Hindu and Muslim has been living together in harmony thus ‘Two-Nation Theory’ has no ground, is not a reality. Thus, implications of tempering the history may be disastrous and it is obligation upon all of us to raise our voice against this. Actually, a tiny section which is promoting this misconception is well-financed and supported by foreign powers. They don’t highlight the British rule, that how British engineered the minds of Hindus to eliminate Muslims from subcontinent. There are two types of India: one before the imperialist British rule and one after that; in former Muslims and Hindus could live together but in the latter one it was made impossible. Narendra Modi is the living example of such kind of mentality. 

Indian forces entered the Kashmir before the maharaja of Kashmir signed the instrument of accession. India states that instrument of accession was signed on 26th October and the Indian forces attacked Kashmir on 27th October, but evidence is contrary to this. However, the Kashmir issue has surpassed these technicalities and right of self-determination is the talk of the time. The relevant issues are resolutions of Security Council to which both countries agreed, though India is using delaying tactics for the implementation of these resolutions. Right of self-determination is ratified through the resolutions of the Security Council. Even if resolutions were not conferring the right of self-determination, people of Kashmir still hold this right as it is stipulated in international laws that “all people” have the right of self-determination.

India’s Human Rights Violations in Kashmir By Sajjad Shaukat

 

Gross human rights violations in the Indian Occupied Kashmir have become a permanent feature of the Indian security forces. Since 1947, in order to maintain its illegal control, India has continued its repressive regime in the Occupied Kashmir through various machinations. In this regard, various forms of state terrorism have been part of a deliberate campaign by the Indian army and paramilitary forces against Muslim Kashmiris, especially since 1989. It has been manifested in brutal tactics like crackdowns, curfews, illegal detentions, massacre, targeted killings, sieges, burning the houses, torture, disappearances, rape, breaking the legs, molestation of Muslim women and killing of persons through fake encounter. According to a report on human rights violations in the Indian Occupied Kashmir, since 1989, there have been deaths of 1,00000 innocent Kashmiris, 7,023 custodial killings, 1,22,771 arrests, 1,05,996 destruction of houses or buildings, 22,776 women widowed, 1,07,466 children orphaned and 10,086 women gang-raped/molested. Indian brutal securities forces have continue these atrocities. In fact, Indian forces have employed various draconian laws like the Jammu and Kashmir Disturbed Areas Act, and the Armed Forces (Jammu and Kashmir) Special Powers Act and Public Safety Act in killing the Kashmiri people, and for the arbitrarily arrest of any individual for an indefinite period. Besides Human Rights Watch, in its various reports, Amnesty International has also pointed out grave human rights violations in the Indian controlled Kashmir, indicating, “The Muslim majority population in the Kashmir Valley suffers from the repressive tactics of the security forces.” In its report on July 2, 2015, the Amnesty International has highlighted extrajudicial killings of the innocent persons at the hands of Indian security forces in the Indian Held Kashmir. The report points out, “Tens of thousands of security forces are deployed in Indian-administered Kashmir…the Armed Forces Special Powers Act allows troops to shoot to kill suspected militants or arrest them without a warrant…not a single member of the armed forces has been tried in a civilian court for violating human rights in Kashmir…this lack of accountability has in turn facilitated other serious abuses…India has martyred one 100,000 people. More than 8,000 disappeared (while) in the custody of army and state police.” In this respect, European Union has passed a resolution about human rights abuses committed by Indian forces in the Indian held Kashmir. It is of particular attention that in 2008, a rights group reported unmarked graves in 55 villages across the northern regions of the Indian-held Kashmir. Then researchers and other groups reported finding thousands of mass graves without markers. In this respect, in August, 2011, Indian Jammu and Kashmir State Human Rights Commission officially acknowledged in its report that innocent civilians killed in the two-decade conflict have been buried in unmarked graves. And foreign sources and human rights organisations have revealed that unnamed graves include those innocent persons, killed by the Indian military and paramilitary troops in the fake encounters including those who were tortured to death by the Indian secret agency RAW. Indian authorities are not willing to talk with Kashmiri people on political grounds. New Delhi reached to a conclusion that only bullet is the right way of dealing with Kashmiris, demanding their right of self-determination. Surprisingly, Indian successive governments are trying to ignore the dynamics of the freedom movement of Kashmiris for the sake of their alien rule. But, New Delhi is still showing its intransigence in order to resolve Kashmir dispute with Pakistan by neglecting the fact that Kashmir remains a nuclear flashpoint between both the neighbouring countries. In this context, Egbert Jahn in his book, “Kashmir: Flashpoint for a Nuclear War or Even a Third World War?” has pointed out, “The Kashmir conflict is embedded in the wider conflict over the incomplete creation of nations and states on the Indian subcontinent, which during the east-west conflict even threatened at times to escalate into a nuclear world war between Pakistan and the USA on the one side and India and the USSR on the other. Until now, there have been three wars between India and Pakistan over the Jammu and Kashmir: in 1947–49, 1965 and 1999… finally, the Indo-Chinese border war of 1962…after these wars…and could unexpectedly again lead to a regional and under certain circumstances…even a major nuclear war or a Third World War.” Meanwhile, like the previous year, Pakistan’s recent serious and sincere effort at the annual session of the United Nations—the recent speech of Pakistan’s prime minister and his meeting with the American president, highlighting the Kashmir dispute and demanding its solution has infused a new spirit among the Kashmiri people. Kashmir dispute cannot be seen in isolation it is part of New Delhi’s other developments against Pakistan and the Muslims. In this respect, as part of anti-Muslim and anti-Pakistan approach, leader of the BJP and Prime Minister of India Narendra Modi is giving impetus to Hindu chauvinism which has resulted into a number of assaults on the Muslims and Pakistanis inside India. Under his rule, Indian security forces have also accelerated unprovoked firing at the Line of Control in Kashmir including Working Boundary. Besides, in connivance with New Delhi, Bangladesh government and Awami League have launched a massive media campaign in order to spread venom against Pakistan and its armed forces and against all those Bangladeshi nationals who were loyal to the state during 1971 crisis. In this regard, while addressing a ceremony during his Bangladesh tour, Indian Prime Minister Narendra Modi openly stated on June 7, 2015 that Indian forces helped Mukti Bahini (Militants) to turn East Pakistan into Bangladesh. He elaborated that former prime minister Atal Bihari Vajpayee had played an active role in separating Bangladesh from Pakistan, and he had also come to Delhi in 1971 to participate in the Satyagraha Movement, launched by Jana Sangh as a volunteer to garner support for the Mukti Bahini members. It is noteworthy that since Prime Minister of Bangladesh and leader of the ruling party, Awami League, Sheikh Hasina Wajid came into power, India has been employing various tactics to entrap Bangladesh by exploiting her pro-Indian tilt to fulfill its strategic interests. In this context, Prime Minister Hasina Wajid has continuously been pursuing Indian directions by conducting anti-Pakistan campaign. Therefore, after passing of 42 years to the events of 1971, which resulted into the separation of East Pakistan, Abdul Qadir, the leader of Jamaat-e-Islami (JI) was hanged because of his loyalty to Pakistan. However, Bangladesh’s ruling party, under Sheikh Hasina Wajid maintains an anti-Pakistan posture with sinister designs of expressing animosity, antagonism and unrestrained emotional flare-up. The aim is to exploit feelings of masses by keeping the “hate Pakistan” agenda alive. This enables Awami League and Hasina Wajid to remain significant in Bangladesh’s power politics despite their failure to deliver good governance to the People. It also helps them to appease their mentors in India. Using abusive language against Pakistan and its armed forces makes Hasina Wajid relevant in Indian politics, while she herself prefers those entities which derive sadistic pleasure by depicting Pakistan in bad light. By neglecting Islamabad’s positive approach, Bangladesh government has continued its anti-Pakistan approach to please India. It could be judged from the statement of Prime Minister Hasina Wajid who has vocally said, “Bangladesh has no room for the people loving Pakistan.” Nevertheless Prime Minister Sheikh Hasina has been following pro-Indian policies. In this respect, on the secret insistence of India, unlike the past years, a ceremony was held in Dhaka on March 24, 2013, with full pump and show to honour ‘Foreign Friends of Bangladesh Award,’ in relation to the separation of East Pakistan. For this aim, several foreign friends who included various institutions and media anchors from various countries, particularly India were invited. The main purpose behind was to distort the image of Pakistan and its armed forces regarding alleged atrocities, committed against the Bengalis. Notably, in December, 2012, Prime Minister Hasina had refused to attend D-8 conference in Islamabad unless Pakistan tendered apology for the alleged genocide of Bengalis. While, a famous Bengali journalist Sarmila Bose authored a book, “Dead Reckoning: Memories of the 1971 Bangladesh War” after thorough investigation. Her book was published in 2011. While countering exaggerations of the Indian and Bengali Journalists, Bose argues that the number of Bengalis killed in 1971 was not three million, but around 50,000, while Bengalis were equally involved in the bloodshed of Punjabis, Biharis, Pashtoons and Balochis. Sheikh Mujibur Rahman was already in connivance with India for separation of East Pakistan. Therefore, when East Pakistan was occupied by Indian Army in 1971, he stated with pleasure that his 24 years old dream of an independent Bangladesh had been fulfilled. While commenting upon 1971 tragedy, Indra Gandhi clearly divulged Indian hegemonic designs by saying “Today we have sunken Two Nation Theory in bay of Bengal.” Majib had earlier developed his contacts with Indian rulers and training camps of Mukti Bahini, established by Indian army and RAW which also funded Mujibur Rehman’s general elections in 1970. Undoubtedly, various anti-Pakistan developments such as Modi’s open confession regarding Indian support to militants of Mukti Bahini, his arrival in Dhaka to receive award of Atal Bihari Vajpai, presentation of ‘Surrender Ceremony’ photograph by Bangladeshi leader to Modi, ruthless death sentences to Jamat-e-Islami Pro-Pakistan leaders under highly doubtful and objectionable trials etc. show that Indo-Bangladesh media nexus backed by RAW has become more active for last 4/5 years to create mistrust among people of Bangladesh against Pakistan. Moreover, Indian cross-border terrorism in Pakistan, her support to Tehreek-e-Taliban Pakistan (TTP) which is responsible for terror-acts in Pakistan—also involved in the massacre of innocent children at Army Public School, Peshawar might be noted as instance of anti-Pakistan Nonetheless, it is due to lack of action on the part the US-led big powers that India’s human rights violations continue unabated in the Occupied Kashmir.
